Abstract:This visual essay invites renewed reflection on the iconography of the people. In the spring of 2020, Guatemala's President Alejandro Giammattei prohibited citizens from leaving their homes to help contain the spread of the novel coronavirus known as Covid-19. Doing little to manage the spread of the virus, these curfew events gave new aesthetic and political meaning to a familiar visual genre: photographs of empty streets. For more than a century, and especially in the summer of 2020, images of crowds (...) and mass protests have provided both governments on the one hand, and protesting multitudes on the other with an aesthetic representation of the people. But this interest in collective assemblies has tended to engage only one side of the equation. To fully appreciate the visual power of the people, it is also necessary to understand those images from which people are strikingly absent. (shrink)

In general, existential threats are those that may potentially result in the extinction of the entire human species, if not significantly endanger its living population. Among the said threats include, but not limited to, pandemics and the impacts of a technological singularity. As regards pandemics, significant work has already been done on how to mitigate, if not prevent, the aftereffects of this type of disaster. For one, certain problem areas on how to properly manage pandemic responses have already been identified, (...) like the following: (a) not being able to learn from previous experiences, (b) the inability to act on warning signals, and (c) the failure to reach a global consensus on a problem (i.e., in a timely manner). In terms of a singularity, however, it may be said that further research is still needed, specifically on how to aptly respond to its projected negative outcomes. In this paper, by treating the three problem areas noted above as preliminary assessment measures of a country’s capacity to coordinate a national response to large-scale disasters, we examine the readiness of the Philippines in preparing for an intelligence explosion. By citing certain instances of how the said country, specifically its national government, faced the coronavirus disease 2019 pandemic, it puts forward the idea that the likely Philippine disaster response towards a singularity needs to be worked on, appealing for a more comprehensive assessment of such for a more informed response plan. Machine metaphors abound in life sciences: animals as automata, mitochondria as engines, brains as computers. Philosophers have criticized machine metaphors for implying that life functions mechanically, misleading research. This approach misses a crucial point in applying machine metaphors to biological phenomena: their reciprocity. Analogical modeling of machines and biological entities is not a one-way street where our understanding of biology must obey a mechanical conception of machines. While our understanding of biological phenomena undoubtedly has been shaped by machine metaphors, the (...) resulting insights have likewise altered our understanding of what machines are and what they can do. Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. In the late seventeenth century, when Spain gradually emerged from the general crisis that had afflicted the country, several members of the cultural elite became acquainted with the new sophisticated theories and methods of modern science. This newly acquired knowledge inspired these novatores (innovators) to examine Spain’s history and historiography. They intended in the first place to integrate and align Spain with European culture at large, since the religious and ideological obstacles of the past were supposedly no longer in force. (...) Their second purpose was to establish a scientifically based historical discourse focused on the genuine achievements of Spain over the centuries and its contribution to European civilization. They were thus willing to confront the long-standing distortions arising from propaganda, either from the outside—such as the “black legend” forged by the enemies of Spain—or from inside—such as the “fake glories” forged by earlier historians. Diverse circumstances, however, limited their enlightened endeavour, and whoever was eager to resume it in the eighteenth century came up against the restrictions imposed on modern culture by Enlightened despotism. Ello estaría en función de la gran importancia que detenta en Schütz no sólo la actitud natural, sino el mundo de la “realidad práctica”. Me propongo plantear esta problemática a la luz del proyecto husserliano de fenomenología trascendental presentado en Ideen (...) I.Although initially the proposal of A. Schütz is enlightening and suggestive, nevertheless, on having proposed to speak about finite provinces of meaning instead of multiple realities, it is possible to conceal a possibility of bad interpretation of the transcendental project of Phenomenology. It would be depending on the great importance that holds in Schütz not only the natural attitude, but the world of the “practical reality”. I intend to raise this issue in the light of Husserls transcendental phenomenology project presented in Ideen I. (shrink)

En este ensayo nos proponemos realizar algunas consideraciones argumentativas breves sobre la ética en investigaciones con seres humanos vulnerables. Para ello, examinaremos el conocido caso de Tuskegee (Alabama), ocurrido entre los años 1932-1972, en el que 600 personas afroamericanas fueron inoculadas con sífilis sin su consentimiento. Luego, desde una postura crítica, abordaremos el caso desde tres perspectivas bioéticas. En primer lugar, lo analizaremos desde el plano jurídico-normativo, luego desde el principialismo formulado por Tom Beauchamp y James Childress, y finalmente, (...) desde el enfoque conceptual de la “vulnerabilidad”, referido a las poblaciones participantes en las investigaciones bioéticas. En efecto, nos centraremos en los miramientos que estos enfoques plantean de forma expresa, para realizar un análisis reflexivo sobre el necesario aspecto ético, requerido en el seno de toda investigación bioética con personas vulnerables. In this issue of the Report, James L. Bernat proposes an innovative and sophisticated distinction to justify the introduction of permanent cessation as a valid substitute standard for irreversible cessation in death determination. He differentiates two approaches to conceptualizing and determining death: the biological concept and the prevailing medical practice standard. While irreversibility is required by the biological concept, the weaker criterion of permanence, he claims, has always sufficed in the accepted standard medical practice to declare death. Bernat argues (...) that the medical practice standard may be acceptable on the ground that proving circulatory or brain permanence is sufficient to assure complete accuracy for death diagnosis. -/- The topic requires public deliberation: processes to survey people's opinions and mechanisms to channel their opinions into policy-making. What is at stake is the nature of our society. Do we want an expertocracy, in which an enlightened few design policies for the greater good of the majority and exploit the lack of public knowledge to achieve compliance? (shrink)

This work argues that philosophy is not just useful, but vital, for thinking coherently about priorities in health policy and public policy.

James O. Young seeks to explain why we value music so highly. He draws on the latest psychological research to argue that music is expressive of emotion by resembling human expressive behaviour. The representation of emotion in music gives it the capacity to provide psychological insight--and it is this which explains a good deal of its value.

In this paper, I review recent attempts by experimental philosophers and psychologists to study folk metaethics empirically and discuss some of the difficulties that researchers face when trying to construct the right kind of research materials and interpreting the results that they obtain. At first glance, the findings obtained so far do not look good for the thesis that people are everywhere moral realists about every moral issue. However, because of difficulties in interpreting these results, I argue that better research (...) is needed to move the debate forward. (shrink)

What I call the argument from almost indiscernibles is an argument, put forward by Robert Adams in 1979, for the possibility of indiscernibles based on the possibility of almost indiscernibles. The argument is that if almost indiscernibles are possible, indiscernibles are possible, but since almost indiscernible are possible, indiscernibles are possible. The argument seems to be an improvement over the mere appeal to intuitions, like that suggested by Max Black, that situations in which there are indiscernibles are possible, for the (...) argument purports to give us a reason that indiscernibles are possible. In this paper I shall assess the argument by examining whether there is support for the conditional premise that if almost indiscernibles are possible, indiscernibles are possible. I shall argue that there are reasons to think that either the premise lacks support or almost indiscernibles are dispensable. If the premise lacks support, the argument does not establish the possibility of almost indiscernibles; if almost indiscernibles are dispensable, the argument is not needed to establish the possibility of indiscernibles. In a rare opportunity, the authors gathered data from two matched health care providers managed by an insurance company where auditors had discovered theft by employees in one of the matched organizations. Data were gathered about the organizations' ethical work climates (EWCs). Analysis revealed statistically significant differences in EWCs across the two organizations. As predicted, the organization with the morally preferred EWCs did not have theft. Both macro- and micro-organizational influences are explored to explain these differences, along with implications for (...) practitioners and academic research. This is the first study to suggest that a priori EWCs can be useful in predicting observable behavior. (shrink)

Among the more significant developments of the twentieth century, the widespread attention given to 'rights issues' must surely justify ranking it somewhere near the top. Never before has the issue of rights attracted such a wide audience or stirred so much controversy. Until very recently 'rights' were traditionally recognized as attributable only to humans. Today, we increasingly are hearing a call to extend 'rights' to the nonhuman animal and, on occasion, to the environment. In this book, James B. Reichmann, (...) S.J., undertakes an investigation of the metaethical grounds of 'rights' theory, with special focus on the controversial issue of whether creatures other than humans can and should be considered true subjects of 'rights.' He contends that before assigning rights to this or that individual or group, whether human or not, we need to be very clear about what it is we are assigning, to whom, and why. The book argues forcefully that the various recent efforts to build a case supporting animal and environmental 'rights' fail in their quest, and that any such effort resting on a Darwinian evolutionary base is likewise condemned to fail. In furtherance of this claim the author first investigates life phenomena, followed by a detailed comparative study of knowing, communicating and doing, as these are observed in the human and the nonhuman animal. This in turn is followed by an overview of diverse views advanced by contemporary environmental ethicists and animal 'rights' advocates, including Peter Singer, Tom Regan, J. Baird Callicott, Laura Westra, and Don E. Marietta, Jr. Representative though doubtless provocative conclusions drawn from this study include the claims that: (1) Classic Darwinian theory provides no admissable premise from which to derive a theory of inherent, inalienable rights. (2) No satisfactory explanation of the origin of rights and obligation can derive save from within the context of natural law theory. (3) The human person alone unqualifiedly possesses rights. (4) The view that vegetarianism is an ethical mandate is neither compatible with the Christian world view, nor philosophically sound. ABOUT THE AUTHOR: James B. Although eighteenth-century Federalists, including James Madison, have been associated with the very contemporary idea of a transnational political order, the argument that the modern state with its centralised authority and supreme power poses a threat to liberty was already a subject of discussions during the period. The American Constitution was intended to establish a new political order, rather than a loose federation or an enlarged state. The Framers were not alone in their preoccupation with a transnational order; the German (...) philosopher Immanuel Kant struggled with the same issues of liberty and security in his political essays. This chapter examines how Madison and Kant grapppled with the problem of transnational order in the context of democracy and republicanism. It looks at the issues addressed by Kant and Madison that are closely related to those discussed today, including diversity, popular sovereignty and political violence. The chapter suggests that Kant and Madison, along with many other republicans of the time, explored the idea of government without resorting to the models of small-scale, ancient republics. (shrink)

Recently there has been an outpouring of consumer frustration over rising food and energy prices. Many politicians railed against “speculators” who allegedly drove up the prices of key necessities. Is speculation unethical? This article reviews the traditional arguments against speculation. Many of the standard criticisms confuse speculation with gambling. In much the same way as ethicists now draw distinctions between usury and normal business interest, we draw a distinction between socially useful speculation and gambling. Gambling involves taking on risk with (...) no plausible expectation of making a profit. Gambling may provide entertainment value to some people, but like other addictive activities causes grave harm to a subset of users. Speculation involves taking on a business risk with a plausible expectation that a profit will result. Speculators provide an important risk bearing service by taking on risks that others do not want. They help markets to function better by helping to incorporate information into prices as well as providing liquidity. Speculators may actually reduce shortages by causing quicker price increases that motivate producers to increase production and consumers to conserve. But even socially useful speculation may have an ethical dark side. Does such speculation cause damage by adding excess volatility to prices? Speculators may contribute to price bubbles. At what point does legitimate speculation become odious “price gouging?” We also draw an ethical distinction between speculation, which seeks to benefit from changing prices, and manipulation, actions taken to push prices away from their economically appropriate levels. The Break-Up Aid Procedure is a proposed EMDR intervention designed to address the difficulties that some patients experience when trying to overcome a complex break-up. The procedure aims to not only target the consequences of the break-up, but also the difficulties that may be present in starting a new relationship. The latter is often the case when there are either unresolved consequences from the previous break-up or untreated early adverse experiences. By structuring the treatment in three sequential stages and including (...) interventions and adaptations to the standard EMDR protocol, we aim to facilitate the clinician’s therapeutic approach to intervening for this specific presenting concern and maximizing success. In 1821, John Bowring published, probably with only his own additions, a manuscript of Bentham's under the title of Observations on the restrictive and prohibitory commercial system: especially with a reference to the Decree of the Spanish Cortes of July 1820. It seems likely that Bentham's text was originally conceived as an appendix to a work that Bentham never published, ‘Rid Yourselves of Ultramaria’, a commentary on Spanish colonization.

In conversation with James Ash, Pasi Väliaho discusses the relationship between video games, politics and the turn to affect for thinking about mediated experience. In doing so, both authors consider the promises and problematics of utilizing neuroscientific concepts for understanding modes of power that operate through the knots of image and sensation that make up contemporary media culture.

This paper reflects on the relationship between theory and practice in bioethics, by using various concepts drawn from debates on innovation in healthcare research—in particular debates around how best to connect up blue skies ‘basic’ research with practical innovations that can improve human lives. It argues that it is a mistake to assume that the most difficult and important questions in bioethics are the most abstract ones, and also a mistake to assume that getting clear about abstract cases will automatically (...) be of much help in getting clear about more complex cases. It replaces this implicitly linear model with a more complex one that draws on the idea of translational research in healthcare. On the translational model, there is a continuum of cases from the most simple and abstract to the most concrete and complex. Insights need to travel in both directions along this continuum—from the more abstract to the more concrete and from the more concrete to the more abstract. The paper maps out some difficulties in moving from simpler to more complex cases, and in doing so makes recommendations about the future of bioethics. (shrink)

2013 Word Guild Award (Academic) How does worship work? How exactly does liturgical formation shape us? What are the dynamics of such transformation? In the second of James K. A. Smith's three-volume theology of culture, the author expands and deepens the analysis of cultural liturgies and Christian worship he developed in his well-received Desiring the Kingdom. He helps us understand and appreciate the bodily basis of habit formation and how liturgical formation--both "secular" and Christian--affects our fundamental orientation to the (...) world. Worship "works" by leveraging our bodies to transform our imagination, and it does this through stories we understand on a register that is closer to body than mind. This has critical implications for how we think about Christian formation. Professors and students will welcome this work as will pastors, worship leaders, and Christian educators. By referring to the works of many major figures of the last century – Arendt, Boyer, Eisenstadt, Eliot, Gadamer, Goody, Hobsbawm, Kermode, Leavis, MacIntyre, Oakeshott, Pieper, Pocock, Popper, Prickett, Shils and others – I show that a theory of tradition must include insights taken not only from the study of sociology and anthropology, but also from the study of literature and (...) religion. The proliferation of separate academic subjects does not make it any less necessary for us to attempt to say in general what we are talking about when we talk about tradition. In this article I distinguish three elements which are found in traditions. I call these continuity, canon, and core. The argument is that traditions can be distinguished in terms of whether there is a core in addition to canon and continuity, a canon in addition to continuity, or only mere continuity. Together these form a theory of tradition which enables us to see what is necessary to all traditions and also what it is which distinguishes different types of tradition from each other. (shrink)

This work aligns James Buchanan’s theory of social contract with the structure of Michael Moehler’s multilevel social contract. Most importantly, this work develops Buchanan’s notions of moral community and moral order. It identifies moral community as the vehicle of escape from moral anarchy, where community is established upon a system of rules akin to James Buchanan’s first-stage social contract. Moral order establishes the baseline treatment of non-members by members of a moral community and also provides a minimum standard (...) for resolving disputes that are not resolved by the more robust social contract shared among community members. This work links the multilevel contract to polycentric social order, noting that polycentric systems may promote development of the moral order by enabling experimentation with and emulation of rules and rule systems made available by overlapping and adjacent institutions.
