The way people at the receiving end of humanitarian assistance perceive this intervention may provide invaluable bottom-up feedback to improve the quality of the intervention. We analyzed and mapped Haitians’ views regarding international humanitarian aid in cases of natural disaster. Two hundred fifty participants–137 women and 113 men aged 18-67–who had suffered from the consequences of the earthquake in 2010 were presented with a series of vignettes depicting a humanitarian team's action and were asked to what extent these actions corresponded (...) to what ought to be expected from an international aid mission. Four factors were considered in the vignettes whether the team worked in close association with local institutions, whether it was composed of competent people who were prepared for their mission, whether they treated people as a function of immediate needs, and whether they behaved in a respectful way. Through cluster analysis, five qualitatively different positions were found: Complete hostility to any kind of humanitarian aid ; Strong hostility to humanitarian aid in the case of disrespectful attitudes or behaviors ; Technical competence is the only factor that matters ; Both manifestation of respect for the population and technical competence matter and Undetermined. Most Haitians expect humanitarian teams to be technically competent, but even very competent aid is not considered adequate if provided in an arrogant and disrespectful manner. (shrink)

Today’s students are accustomed to a world where information is available on-demand, anywhere and anytime. They bring this expectation to their academic world where they want to work cooperatively and flexibly, using the modern information processing tools and access with which they are familiar. New hardware platforms such as e-Readers and tablet computers have made substantial inroads in the consumer market. E-Readers are becoming more prevalent in universities – replacing the need for physical textbooks, lecturing notes and other academic documents. (...) Many universities are now running pilot programs, while some are already using e-Readers. Tablet computers, apart from their ability to read, edit or create various types of information documents, also offer additional features such as collaborative and social networking services. This empirical research project investigated student perspectives on the educational use of e-Readers and tablets within the University of Cape Town. A questionnaire was distributed to a significant portion of the student population and stratified according to seniority and faculty. Quantitative data was gathered and analysed on themes ranging from awareness to preferences to facilitating conditions around e-Readers within the academic environment. The students sent a clear signal: that they are keen to embrace these new technologies and the advantages they offer. E-Books can be updated automatically and downloaded to e-Readers instantly from almost anywhere in the world. Students feel they would benefit greatly through the use of e-Readers and many believe they are set to replace books completely. Having access to a portable library of information in their backpacks would benefit both students and the environment. However, there are a number of barriers to the comprehensive introduction of these technologies, including the cost of the devices; cost, rights and file format of e-books; the need for a critical mass of textbooks available in digital format and device characteristics such as battery life, and ubiquitous Wi-Fi access. The involvement of developing countries in international clinical trials is necessary for the development of appropriate medicines for local populations. However, the absence of appropriate structures for ethical review represents a barrier for certain countries. Currently there is very little information available on existing structures dedicated to ethics in western and central Africa. This article briefly describes historical milestones in the development of networks dedicated to capacity building in ethical review in these regions and outlines the major conclusions of two (...) workshops on this issue, which were held in September and October 2002 in Libreville, Gabon, and Paris, France. The workshops were the culmination of collaboration between the African Malaria Network Trust (AMANET) and the Pan African Bioethics Initiative (PABIN). They produced an update on ethics organizations with regard to mission, function, activities, members, and contact people, in eight countries within the regions discussed. As a result of the commitment of mandated delegates, a further prominent outcome followed these workshops: the creation of national structures, where none existed before, dedicated to the ethical review of clinical trials. What has philosophy to do with the poor? If, as has often been supposed, the poor have no time for philosophy, then why have philosophers always made time for them? Why is the history of philosophy—from Plato to Karl Marx to Jean-Paul Sartre to Pierre Bourdieu—the history of so many figures of the poor: plebes, men of iron, the demos, artisans, common people, proletarians, the masses? Why have philosophers made the shoemaker, in particular, a remarkably ubiquitous presence in (...) this history? Does philosophy itself depend on this thinking about the poor? If so, can it ever refrain from thinking for them? Jacques Rancière’s The Philosopher and His Poor meditates on these questions in close readings of major texts of Western thought in which the poor have played a leading role—sometimes as the objects of philosophical analysis, sometimes as illustrations of philosophical argument. African philosophy, as a negritude, is a moment in the postcolonial critique of European/Western colonialism and the bodies of knowledge that sustained it. Yet a critical analysis of its' original articulations reveals the limits of this critique and more broadly of postcolonial studies, while also pointing towards more radical theoretical possibilities within African philosophy. Jean-Paul Sartre's essay 'Black Orpheus', a philosophical appropriation of negritude poetry, serves as a guide for this reflection, for the text reveals the inspiration and (...) wealth of expressions of negritude, as well as their ambiguity. Sartre's essay however also renders possible a further act of re-appropriation that takes us beyond culture and identity-centred readings of African philosophy and postcolonialism, readings whose conceptual and critical potential is far greater than what has hitherto been explored. In order to achieve this, it focuses on three French expressions, venue, survenue, and voir-venir, each taken from the work of Jacques Derrida, Jean-Luc Nancy, and Catherine Malabou. The idea behind this focus is to elude the issue of the one and only "to-come," as if this was a uniform and coherent entity or structure of experience, and to put (...) forward instead the possibility of a multiplicity of structures, each with a different intonation or pitch. This paper explores the meaning of the ethical command “You Shall Not Kill” subliminally included in the main exhibition of The Kigali Memorial Centre, Rwanda. The Centre was opened on the 10th Anniversary of the Rwandan Genocide, in April 2004 and contains a permanent exhibition of the Rwandan genocide and an exhibition of other genocides around the world. In order to achieve this aim, this paper takes as a point of departure, Emmanuel Levinas’s interpretation of the 6th Commandment. This well-known (...) interpretation is then read through the prism of Jacques Derrida’s critique of Levinas’s early work in Violence and Metaphysics. The aim of this reading is to understand the subliminal message of the Memorial Centre as enounced not by the victimized Tutsi curators or by the Rwandan people in general, but by human beings unavoidable need to reach out towards the other, not in an effort for dialogue (forthat is always a form of violence), but in an effort to keep the future open, an opening without fulfillment. One of Rousseau’s later and most puzzling works and never before available in English, this neglected autobiographical piece was the product of the philosopher’s old age and sense of persecution. Long viewed simply as evidence of his growing paranoia, it consists of three dialogues between a character named “Rousseau” and one identified only as “Frenchman” who discuss the bad reputation and works of an author named “Jean-Jacques.” Dialogues offers a fascinating retrospective of his literary career.
