This work presents a mathematical model describing the interactions between the cross-shore structure of small pelagic fish population an their exploitation by coastal and offshore fisheries. The complete model is a system of seven ODE’s governing three stocks of small pelagic fish population moving and growing between three zones. Two types of fishing fleets are inter-acting with the fish population, industrial boats, constrained to offshore area, and artisanal boats, operating from the shore. Two time scales were considered and we use (...) aggregation methods that allow us to reduce the dimension of the model and to obtain an aggregated model, which is a four dimension one. The analysis of the aggregated model is performed. We discuss the possible equilibriums and their meaning in terms of fishery management. An interesting equilibrium state can be obtained for which we can expect coexistence and a stable equilibrium state between fish stocks and fishing efforts. Résumé Le principe de précaution est une réponse apportée à un vrai problème. Les menaces auxquelles l’humanité se trouve confrontée aujourd’hui, et dont la mise en système pourrait mettre sa survie en danger, requièrent une forme de prudence radicalement nouvelle. Ni la phronêsis des Anciens ni le calcul des chances des Modernes ne conviennent. Le principe de précaution apparaît cependant incapable de relever ce défi, tant ses fondements conceptuels sont faibles et inadéquats. Il se trompe en particulier de cible en (...) posant que c’est l’incertitude qui paralyse l’action. On montre que c’est plutôt l’incapacité où l’on se trouve de transformer ce que l’on sait en croyances incitant à l’action. C’est au niveau d’une métaphysique de la temporalité que l’on cherche une réponse à ce défi, en introduisant des modalités de type bergsonien dans une nouvelle approche de l’argument dominateur. Le réalisme scientifique occupe une place centrale dans le système philosophique de Mario Bunge. Au cœur de cette thèse, on trouve l’affirmation selon laquelle nous pouvons connaître le monde partiellement. Il s’ensuit que les théories scientifiques ne sont pas totalement vraies ou totalement fausses, mais plutôt partiellement vraies et partiellement fausses. Ces énoncés sur la connaissance scientifique, à première vue plausible pour quiconque est familier avec la pratique scientifique, demandent néanmoins à être clarifiés, précisés et, ultimement, à être inclus dans (...) un cadre théorique plus large et rigoureux. Depuis ses toutes premières publications sur ces questions et jusqu’à récemment, Mario Bunge n’a cessé d’interpeller les philosophes afin qu’ils développent une théorie, au sens propre du terme, de la vérité partielle afin de clarifier les enjeux épistémologiques liés au réalisme scientifique. Bunge a lui-même proposé plusieurs parties de cette théorie au fil des années, mais aucune de ces propositions ne l’a satisfait pleinement et la construction de cette théorie demeure un problème entier. Dans ce texte, nous passerons rapidement en revue certaines des approches proposées par Bunge dans ses publications et nous esquisserons certaines pistes qui devraient servir à tout le moins de desiderata pour la construction d’une théorie de la vérité partielle. The article argues the need to rehabilitate the concept of alienation within the post-Fordist model of production, insofar as it is the concept which – if we leave aside the general analysis of wage-labour within capitalist social structures – is best able to explain how the newly devised tools for the management of labour and, most importantly, for the mobilisation of the subjectivities of salaried workers, lead to a reduction both of their autonomy in work and of their opportunities for (...) escape from the stipulated behavioural norms. Finally, it is argued that the procedures for the organisation of production and labour, along with the mechanisms intrinsic to the mobilisation of labour, establish, to an unprecedented degree, the conditions for a denegation of alienation, thus consolidating it. This paper aims to connect philosophy of chemistry, green chemistry, and moral philosophy. We first characterize chemistry by underlining how chemists: co-define chemical bodies, operations, and transformations; always refer to active and context-sensitive bodies to explain the reactions under study; and develop strategies that require and intertwine with a molecular whole, its parts, and the surroundings at the same time within an explanation. We will then point out how green chemists are transforming their current activities in order to act upon (...) the world without jeopardizing life. This part will allow us to highlight that green chemistry follows the three aforementioned characteristics while including the world as a partner, as well as biodegradability and sustainability concerns, into chemical practices. In the third part of this paper, we will show how moral philosophy can help green chemists: identify the consequentialist assumptions that ground their reasoning; and widen the scope of their ethical considerations by integrating the notion of care and that of vulnerability into their arguments. In the fourth part of the paper, we will emphasize how, in return, this investigation could help philosophers querying consequentialism as soon as the consequences of chemical activities over the world are taken into account. Furthermore, we will point out how the philosophy of chemistry provides philosophers with new arguments concerning the key debate about the ‘intrinsic value’ of life, ecosystems and the Earth, in environmental ethics. To conclude, we will highlight how mesology, that is to say the study of ‘milieux’, and the concept of ‘ecumeme’ proposed by the philosopher and geographer Augustin Berque, could become important both for green chemists and moral philosophers in order to investigate our relationships with the Earth. This paper first queries what type of concept of emergence, if any, could be connected with the different chemical activities subsumed under the label ‘quantum chemistry’. In line with Roald Hoffmann, we propose a ‘rotation to research laboratory’ in order to point out how practitioners hold a molecular whole, its parts, and the surroundings together within their various methods when exploring chemical transformation. We then identify some requisite contents that a concept of emergence must incorporate in order to be coherent (...) from the standpoint of the scientific practices involved. In this respect, we finally propose a relational form of emergence which pays attention to the constitutive role of the modes of intervention and to the co-definition of the levels of organization. No metaphysical distinction between the higher and basic levels of organization is supposed, but only a plurality of modes of access. Moreover, these modes of access are not construed as mere ways of revealing intrinsic patterns of organization but, on the contrary, are considered to be active elements on which the constitution of those patterns depends. What is at stake in this paper is therefore not an ontological form of emergence but an agnostic one which fits what chemists do in their daily work. (shrink)

An examination of the fundamental role cybernetics played in the birth of cognitive science and the light this sheds on current controversies. The conceptual history of cognitive science remains for the most part unwritten. In this groundbreaking book, Jean-Pierre Dupuy—one of the principal architects of cognitive science in France—provides an important chapter: the legacy of cybernetics. Contrary to popular belief, Dupuy argues, cybernetics represented not the anthropomorphization of the machine but the mechanization of the human. The founding fathers (...) of cybernetics—some of the greatest minds of the twentieth century, including John von Neumann, Norbert Wiener, Warren McCulloch, and Walter Pitts—intended to construct a materialist and mechanistic science of mental behavior that would make it possible at last to resolve the ancient philosophical problem of mind and matter. The importance of cybernetics to cognitive science, Dupuy argues, lies not in its daring conception of the human mind in terms of the functioning of a machine but in the way the strengths and weaknesses of the cybernetics approach can illuminate controversies that rage today—between cognitivists and connectionists, eliminative materialists and Wittgensteinians, functionalists and anti-reductionists. Dupuy brings to life the intellectual excitement that attended the birth of cognitive science sixty years ago. He separates the promise of cybernetic ideas from the disappointment that followed as cybernetics was rejected and consigned to intellectual oblivion. The mechanization of the mind has reemerged today as an all-encompassing paradigm in the convergence of nanotechnology, biotechnology, information technology, and cognitive science. How do chemists assign numbers to chemicals properties? What do these numbers refer to? To answer these questions, we will first point out both the context-dependence of chemicals and the epistemic limitations of chemistry. We will then investigate how chemists use various procedures to stabilize measurements and how they use mixtures of samples as “references” in order to determine the amount of different chemicals in a sample. This study will enable us to query how it is possible for chemists to (...) change one factor while holding others constant at each step of the measurement procedure. This part of our work which will lead us to query the meaning of the ceteris paribus clause and the very possibility of making holistic inferences in the domain of chemistry. To conclude, we will highlight how methodological pluralism developed by chemists makes it possible for a relational type of consistency to emerge. (shrink)

The penetration of the Amazon region by the great religious movements of Europe and Africa began with the first phases of colonial domination, in the sixteenth and seventeenth centuries. The initial influence to be felt was Iberian Catholicism (the religion of the conquerors), which spread along the rivers as missions sprang up here and there. This period of missionary activity continued for over a century, bringing with it a host of consequences, most notably waves of epidemics that killed millions of (...) natives. Nevertheless, an initial “syncretic alliance” was forged in the missions between shamanism and Catholicism.From another quarter came legions of black slaves, exiled to the New World during the seventeenth and eighteenth centuries to replace the decimated native workforce; with them they brought their own religions and religious practices, which they transplanted, in a more or less transformed state, to all corners of the South American continent. The resulting Afro-American religions were practiced secretly by broad masses and in this way were fused with Amerindian religions (the case of pagelano in Brazil) and with “official” forms of Catholicism (tcmbanda and candomblé, among others). Pero tal coexistencia, antes de terminar de manera trágica, se caracterizó por muchos matices y atravesó circunstancias diversas. Cuando los llamados mozárabes (cristianos arabizados de rito visigótico) se fundieron en la masa cristiana de rito latino y lengua hispánica, después de dominar en la ciudad durante largo tiempo, los musulmanes (mudéjares), nunca muy numerosos, alcanzaron cierto apogeo en el siglo XIV, antes de (...) quedar parcialmente marginalizados en el XV. En cuanto a los judíos, debido al papel que desempeñaban en la gestión del dinero, fueron objeto de la ira y el furor popular, sobre todo en los siglos XIV y XV, incluso después de su conversión, fingida o sincera, a la fe cristiana. RésuméCet article explore les liens entre le recours à la véracité de Dieu et les notions de certitude «métaphysique» et «morale» chez Descartes. Pour cela, je montre le rôle qu'elles jouent dans sa preuve de l'existence du monde extérieur, sa position sur l'existence d'autres esprits et celle sur l'«animal-machine». Descartes se sert de la véracité de Dieu dans le premier cas, maispas dans le deuxième ni le troisième. Je suggere que c'est parce que faire à nouveau appel à la véracité (...) de Dieu dans le cas des autres esprits aurait mis en péril sa doctrine de l'animal-machine. Je conclus en me penchant sur des passages de Descartes qui pourraient sembler incompatibles avec l'inter prétation que je fais du rôle important quejoue la certitude morale dans sa philosophic. This paper aims to determine the major axes of the economic policy implemented by the Walloon Region since it acquired significant powers in january 1989. A brief summary of the mechanisms introduced by the Special Financing Law demonstrates how much federal entities suffer from financial constraints imposed by the budgetary sourcing from the National Government. As a result the resources made available are lower than 1988 expenditure on items which have since been 'federalized". The balance will have to be financed (...) by Regional borrowing.We discuss several budgetary policies scenarios and their effects. The Walloon Region has chosen a middle way between two extremes. It has avoided an unchanged expenditure policy, which would have led to an undesirable increase in the debt of the Region, followed by a chronic budgetary shortage. neither has it introduced an excessively strict policy - obtaining a balanced budget by 1996 would have meant a 20% cut in current expenditures. The Walloon Region has opted for a policy of distributing growth between the present and the future by accepting a reasonable level of debt with borrowing limited to the financing of investments which increase the Region's earning assets.When it comes to the budgetary policy of the French Community, we confine ourselves to a brief presentation of the budget because of uncertainty about how it will be made up. Approximations form an essential part of scientific activity and they come in different forms: conceptual approximations (simplifications in models), mathematical approximations of various types (e.g. linear equations instead of non-linear ones, computational approximations), experimental approximations due to limitations of the instruments and so on and so forth. In this paper, we will consider one type of approximation, namely numerical approximations involved in the comparison of two results, be they experimental or theoretical. In this paper, I introduce and examine the notion of “mathematical engineering” and its impact on mathematical change. Mathematical engineering is an important part of contemporary mathematics and it roughly consists of the “construction” and development of various machines, probes and instruments used in numerous mathematical fields. As an example of such constructions, I briefly present the basic steps and properties of homology theory.
