Each of the following papers gives an account of a different UK clinical ethics committee. The committees vary in the length of time they have been established, and also in the main focus of their work. The accounts discuss the development of the committees and some of the ethical problems that have been brought to them. The issues raised will be relevant for other National Health Service (NHS) trusts in the UK that wish to set up such a committee.

The famous 1893 Chicago World’s Fair celebrated the dawn of corporate capitalism and a new Machine Age with an exhibit of the world’s largest engine. Yet the noise was so great, visitors ran out of the Machinery Hall to retreat to the peace and quiet of the Japanese pavilion’s Buddhist temples and lotus ponds. Thus began over a century of the West’s turn toward an Asian aesthetic as an antidote to modern technology. From the turn-of-the-century Columbian Exhibition to the latest (...) Zen-inspired designs of Apple, Inc., R. John Williams charts the history of our embrace of Eastern ideals of beauty to counter our fear of the rise of modern technological systems. In a dazzling work of synthesis, Williams examines Asian influences on book design and department store marketing, the commercial fiction of Jack London, the poetic technique of Ezra Pound, the popularity of Charlie Chan movies, the architecture of Frank Lloyd Wright, and the design of the latest high-tech gadgets. Williams demonstrates how, rather than retreating from modernity, writers, artists, and inventors turned to traditional Eastern technê as a therapeutic means of living with—but never abandoning—Western technology. Background: The factors influencing parents’ willingness to enroll their children in biobanks are poorly understood. This study sought to assess parents’ willingness to enroll their children, and their perceived benefits, concerns, and information needs under different consent and data-sharing scenarios, and to identify factors associated with willingness. Methods: This large, experimental survey of patients at the 11 eMERGE Network sites used a disproportionate stratified sampling scheme to enrich the sample with historically underrepresented groups. Participants were randomized to receive one of (...) three consent and data-sharing scenarios. Results: In total, 90,000 surveys were mailed and 13,000 individuals responded (15.8% response rate). 5737 respondents were parents of minor children. Overall, 55% (95% confidence interval 50–59%) of parents were willing to enroll their youngest minor child in a hypothetical biobank; willingness did not differ between consent and data-sharing scenarios. Lower educational attainment, higher religiosity, lower trust, worries about privacy, and attitudes about benefits, concerns, and information needs were independently associated with less willingness to allow their child to participate. Of parents who were willing to participate themselves, 25% were not willing to allow their child to participate. Being willing to participate but not willing to allow one’s child to participate was independently associated with multiple factors, including race, lower educational attainment, lower annual household income, public health care insurance, and higher religiosity. Conclusions: Fifty-five percent of parents were willing to allow their youngest minor child to participate in a hypothetical biobank. Building trust, protecting privacy, and addressing attitudes may increase enrollment and diversity in pediatric biobanks. (shrink)

One argument against epiphenomenalism arises from the theory of evolution. A particularly powerful form of this argument was developed by William James. James argued against epiphenomenalism on the grounds that, if it were correct, it would be inexplicable why the things that we find pleasurable are mostly beneficial to us while the things we find painful are mostly harmful. The aim of the present paper is to defend and extend James’s argument. James’s argument is here defended against criticisms due to (...) Karl Popper, John Eccles and William Robinson. Recently, an argument similar to James’s has been developed by Hedda Hassel Mørch. Mørch argues that the phenomena to which James drew our attention can be explained if we say pleasure and pain have phenomenal powers. In the present paper it is argued that, as it stands, the argument developed by Mørch is not satisfactory. It is argued that Mørch’s account needs to be supplemented with the thesis that the self has certain causal powers. A similar addition, it is argued, needs to be made to a position defended by Bradford Saad. The paper argues that, supplemented with the appropriate attributions of causal powers to the self, James’s argument against epiphenomenalism is effective. (shrink)

One possible challenge for epiphenomenalism arises from the theory of evolution: if the mental has no causal powers, how might it have evolved? The aim of this paper is to argue that, contrary to some arguments advanced by other philosophers, most particularly William Robinson and Joseph Corabi, considerations from the theory of evolution do pose a genuine difficulty for epiphenomenalism.

It draws on ancient Christian ways of reading Scripture in a more-than-literal or figural way to critique the modern trend to understand John s Gospel as recounting the history of the evangelist s community. This study also examines a variety of premodern interpretations of John 9 for insight into the chapter s theological and rhetorical dimensions. In this paper I show how what came to be known as “the double law of habit,” first formulated by Joseph Butler in a discussion of moral psychology in 1736, was taken up and developed by medical physiologists William Porterfield, Robert Whytt, and William Cullen as they disputed fundamental questions regarding the influence of the mind on the body, the possibility of unconscious mental processes, and the nature and extent of voluntary action. The paper shows, on a particular topic, the (...) overlap between eighteenth-century philosophical writings on the science of human nature on the one hand,and medical writings and lectures in physiology on the other. Quine (1960, Word and object. Cambridge, Mass.:MIT Press, ch. 2) claims that there are a variety of equally good schemes for translating or interpreting ordinary talk. ‘Rabbit’ might be taken to divide its reference over rabbits, over temporal slices of rabbits, or undetached parts of rabbits, without significantly affecting which sentences get classified as true and which as false. This is the basis of his famous ‘argument from below’ to the conclusion that there can be no fact of the matter (...) as to how reference is to be divided. Putative counterexamples to Quine’s claim have been put forward in the past (see especially Evans 1975; 1975, Journal of Philosophy, LXXII(13), 343–362. Reprinted in McDowell (Ed.), Gareth Evans: Collected papers. Oxford: Clarendon Press.), and various patches have been suggested (e.g. Wright (1997, The indeterminacy of translation. In C. Wright & B. One lacuna in this literature is that one does not find any detailed presentation of what exactly these interpretations are supposed to be. Drawing on contemporary literature on persistence, the present paper sets out detailed semantic treatments for fragments of English, whereby predicates such as ‘rabbit’ divide their reference over four-dimensional continuants (Quine’s rabbits), instantaneous temporal slices of those continuants (Quine’s rabbit-slices) and the simple elements which compose those slices (undetached rabbit parts) respectively. The ‘Pharmacogenetic [test] to Avoid Loss of Hearing’ (PALOH) Trial is the first time a genetic point of care test has been applied in the acute neonatal setting; therefore, it is not surprising that questions have been raised which require debate, discussion and clarification. Parker and Wright misattribute several assumptions to the roundtable authors, which we would like to clarify here. Much of our knowledge about the nineteenth-century natural history boom resides with the collectors themselves and their collections. We know much less about the conduct of the global trade that made collecting possible. That such a trade occurred in the face of significant obstacles of distance, variable prices, inadequate information, and diverse agents makes our knowledge deficit the more significant. William John Macleay, based in Sydney, built his significant natural history collection by trading locally as well as across the (...) globe. Our study of Macleay measures his complete set of trading transactions at a time of rapid expansion of his collection. It analyses how he chose between different forms of exchange and agreed fair value in order to complete long-distance specimen trading. (shrink)

Several philosophers—including C. S. Peirce, William James, Hilary Putnam and Crispin Wright—have proposed various versions of the notion that truth is an epistemic ideal. More specifically, they have held that a proposition is true if and only if it can be fixedly warranted by human inquirers, given certain ideal epistemic conditions. This paper offers a general critique of that idea, modeling conceptions of ideality and fixed warrant within the semantics that Kripke developed for intuitionistic logic. It is shown that (...) each of the two plausible notions of fixed warrant faces difficulties and that, moreover, “truth” defined in terms of either of them is distressingly dependent upon one’s conception of idealized inquiry and perhaps also upon one’s standards of warrant. The Chicago school of pragmatism was one of the most controversial and prominent intellectual movements of the late 1800s and early 1900s. Spanning the ferment of academic and social thought that erupted in those turbulent times in America, the Chicago pragmatists earned widespread attention and respect for many decades. They were a central force in philosophy, contesting realism and idealism for supremacy in metaphysics, epistemology and value theory. Their functionalist views formed the Chicago school of religion, which sparked intense scrutiny (...) into the real meaning of theism, religious experience and the role of religious values in society. Their social standpoint on psychology generated the Chicago school of sociology, social psychology and symbolic interactionism that dominated the social sciences until the 1960s. Their educational philosophy was a major component of progressivism, aiming to make schools more responsive to the democratic and industrial character of the country. In economics, labour issues, civil rights and liberal politics, the Chicago school was also impossible to ignore This four-volume set focuses on the cornerstones of the thought grounding such intellectual activism: their philosophies of human nature, intelligence, values and social purpose. While other collections of the writings of the most prominent Chicago pragmatists (John Dewey, George Mead and James Tufts) offer some of their own individual work, no other collection captures the entire breadth and depth of the movement as a whole. Key writings of these major philosophers are set in their proper context of important writings of James Angell, Edward Ames, Addison Moore, and of many of their graduates who had significant careers, including Ella Flagg Young, H. Records of certain Government Departments known to have purchased scientific instruments from designated suppliers over long periods are potentially important sources of information on both instruments and their makers. The Office of Ordnance was one such Department. Investigation of its financial and administrative records has shown that the appointment ‘Mathematical Instrument Maker to his Majesty's Office of Ordnance’ brought the holder a substantial trade in instruments for drawing, surveying, and military purposes. Detailed entries in the Bill Books enable not only (...) types, quantities, and prices of instruments supplied to be determined, but also the purposes for which they were required. In many cases the actual users of the instruments are named, with their locations in Great Britain and overseas.The records of the Office of Ordnance are extensive, covering the mid-seventeenth to the mid-nineteenth century in over ten thousand volumes or bundles. This paper provides an introduction to what is available, and examines in particular the period 1748–1772 when George Adams senior was Mathematical Instrument Maker to this Office. It is shown that during this period Adams supplied over 1500 instruments, ranging from drawing pens to theodolites, detailed in 148 bills amounting to a total value of £2425. Some other well-known instrument makers, such as Thomas Wright, Benjamin Cole & Son, and Jesse Ramsden, were also occasional suppliers of instruments in the same period, while from 1765 onwards the records include bills for instruments purchased by the Office of Ordnance for the Royal Observatory from makers such as Dollond and Bird. The total number of instrument makers' bills located and examined in the period searched, including the 148 by Adams, was 166. In addition, though not within the scope of this paper it was observed that the records contain numerous bills by William Deane before, and by Jeremiah Sisson after, the period of Adams' appointment respectively. Due to the wide array of phenomena that are of interest to them, psychologists offer highly diverse and heterogeneous types of explanations. Initially, this suggests that the question "What is psychological explanation?" has no single answer. To provide appreciation of this diversity, we begin by noting some of the more common types of explanations that psychologists provide, with particular focus on classical examples of explanations advanced in three different areas of psychology: psychophysics, physiological psychology, and information-processing psychology. To analyze what (...) is involved in these types of explanations, we consider the ways in which law-like representations of regularities and representations of mechanisms factor in psychological explanations. This consideration directs us to certain fundamental questions, e.g., "To what extent are laws necessary for psychological explanations?" and "What do psychologists have in mind when they appeal to mechanisms in explanation?" In answering such questions, it appears that laws do play important roles in psychological explanations, although most explanations in psychology appeal to accounts of mechanisms. News media helps shape the discourse around natural resource issues, especially rapidly emerging developments such as those taking place in the Arctic. Whilst the relationship between media and audience is complex, news media contributes towards setting the tone and expectations for the burgeoning number of stakeholders engaging with the Arctic, especially in the case of Greenland. This study undertakes a thematic analysis of English-language news media coverage surrounding natural resource development in Greenland to explore how the issue is framed. Five (...) media frames are identified: an emerging resource frontier; the warming Arctic; high-risk activity; geopolitical Greenland; and vulnerable traditional societies. An overarching frame is present within the coverage, one which depicts Greenland as ‘a climate change frontier’, facing ‘uncertainties in the face of rapid change’. Media portrayals of a close-knit relationship between a warming climate and a rush for natural resources in Greenland could be problematic for several reasons, namely the disparity between actual resource development taking place and an overemphasis on increased economic development following increased warming. There is a crisis of leadership in sport. Leadership as an athletic excellence is under threat from the deepening influence of coaches on in-game decision- making. To appreciate what is being lost in this shift of responsibility, it is necessary to understand the challenge of athlete leadership. Captaincy is the quintessential on-field leadership role. However, the role of captain, and athlete leadership more widely, remains philosophically untheorized. This paper initiates a discussion of leadership in sport by providing the first normative (...) account of captaincy. Rugby union is used as a case study, as this sport preserves an especially demanding and complex form of captaincy that may provide a rough template for the revival of athlete leadership in other sports. A virtue theoretical analysis of the role is developed based on a functionalist conception of virtue. It is argued that discharging the responsibilities of such captaincy requires two key virtues: ‘sporting judgement’ and ‘responsibility’. (shrink)

In searching for appropriate business ethics for the 21st century, it is necessary to embrace a range of inter-related disciplines such as psychology and ethics, but also areas including philosophy, politics and religion. This text acts as an example of interdisciplinary scholarship.

This article challenges the claim that John Locke’s arguments for toleration are fundamentally at odds with any we might now associate with the liberal tradition. By showing how this perspective fundamentally misreads Locke on toleration, it seeks to defend Locke’s own status as one of the founding fathers of the liberal tradition.

Should political leaders have a right to privacy? Incursions by new and traditional media into the private lives of political leaders are commonplace. Are such incursions ethically justifiable? Prima facie, the question of ‘political privacy’ seems to involve a conflict between a politician's self-interest in retaining a protected private realm and citizens' public interest in having access to information about their representative's private life. Indeed, this is the structure that the debate has typically assumed. I challenge this orthodox view by (...) demonstrating that there is a public interest in political privacy grounded in the relationship between privacy and political judgement. I argue that the political privacy debate should be recast to recognise this conflict between two different strands of the public interest. This conflict presents a dilemma for democratic theory: in providing voters with private information relevant to the evaluation of political leaders' suitability for office and performance within it, we threaten to undermine the conditions necessary to attract candidates of judgement and for political leaders to judge well once in office. John Locke is widely perceived as a foundational figure within the liberal tradition. This book investigates the competing purposes that informed Locke's political philosophy, not all of which resulted in outcomes consistent with what we today understand as "liberal" ideals. Locke himself was unaware that he belonged to a "liberal" tradition. Traditions only acquire meaning in retrospect. But many have perceived the development of Locke's political philosophy as involving a smooth evolution from "authoritarian" origins to "liberal" conclusions, beginning with (...) Locke's Two Tracts on Government (1660-62) and culminating in his later political works, the Two Treatises of Government (1689) and A Letter Concerning Toleration (1689). This book advances an interpretation of this development which reveals how, by the time of his mature political writings, Locke sought to advance three competing imperatives within his political philosophy, only two of which were consistent with ideals of individual liberty. The other imperative sustained purposes much more aligned with the "authoritarianism" with which Locke's political philosophy began. The result is a much more complex and variegated understanding of Locke's political philosophy, focusing on its competing purposes. In 2013 the Nuffield Council on Bioethics launched their report Novel Neurotechnologies: Intervening in the Brain. The report, which adopts the European Commission’s notion of Responsible Research and Innovation, puts forward a set of priorities to guide ethical research into, and the development of, new therapeutic neurotechnologies. In this paper, we critically engage with these priorities. We argue that the Nuffield Council’s priorities, and the Responsible Research and Innovation initiative as a whole, are laudable and should guide research and innovation (...) in all areas of healthcare. However, we argue that operationalising Responsible Research and Innovation requires an in-depth understanding of the research and clinical contexts. Providing such an understanding is an important task for empirical ethics. Drawing on examples from sociology, science and technology studies, and related disciplines, we propose four avenues of social science research which can provide such an understanding. We suggest that these avenues can provide a manifesto for empirical ethics. (shrink)

In Who Is Ayn Rand? Nathaniel Branden boasted : "No one has dared publicly to name the essential ideas of Atlas Shrugged and to attempt to refute them." With the publication of this book, that statement no longer stands.

The political philosopher John Gray is a foremost critic of the liberal tradition. But while many have engaged with Gray concerning aspects of this tradition, few have challenged Gray’s conception of the tradition as a whole. Yet it is precisely this broader, background element in Gray’s account that is most problematic and that requires excavation if we are to reveal the deeper shortcomings of his critique as a whole. This article challenges Gray’s claim, made in 2000, that the liberal (...) tradition is capable of being understood in terms of two faces — one representing the ‘universalist’ aspects of that tradition and the other representing the more pragmatic, value-pluralist, modus vivendi aspects. By focusing on Gray’s erroneous interpretation of the key universalist figure of John Locke, we see how his dichotomous account of the liberal tradition collapses at both ends. The article then looks at Gray’s most recent defence of his critique of liberalism, in 2007, and shows how many of the errors that characterize his 2000 account are compounded in 2007 as Gray seeks to build on his earlier position in contradictory directions. In all these ways therefore, this article seeks to defend the integrity of the liberal tradition by showing how Gray’s excoriating critique falls short. (shrink)
