The synthesis and integration of DNA into the genome of its host cell is a normal step in the replication of the retroviruses. Previous studies have provided details concerning the structure of viral DNA and viral and host integration sites. More recent genetic and biochemical results have expanded our understanding considerably: it should soon be possible to describe the exact viral DNA sequence recognized during the integration reaction for several viruses. In addition, at least one of the viral proteins and (...) enzymatic activities required in the reaction has been identified. Analysis of this apparently efficient and highly specific site‐directed recombination event in eukaryotic cells promises to provide insights of both fundamental and practical interest. (shrink)

Esse artigo tem como objetivo contribuir para o debate sobre a privatização do ensino no Brasil desde os anos 60 até o período de redemocratização em 1988. Com os debates sobre a educaçãosendo travados em diversos momentos históricos, a diferença entre as frentes únicas formadas, seja do lado do ensino público como do privado serão demonstradas. A Campanha em defesa da escola pública no processo de tramitação da LDBEN aprovada em 1961, o golpe militar e sua reformas assim como o (...) período da reabertura democrática foram momentos de intensas disputas pela educação nacional, onde diversos sujeitos se articulavam para defender seus interesses. Não limitamos aqui a análise a apenas dois blocos homogêneos, mas tentamos demostrar as articulações entre os intelectuais, pontuando suas diferenças mais marcantes e o esforço para se tornar hegemônicos na educação nacional. As novas modalidades de operações financeiras realizadas por bancos tradicionais versus suas contrapartes no ambiente virtual, as quais utilizam dados bancários e informações pessoais e sensíveis dos usuários naquilo que se chama de open banking é o tema central do trabalho. Assim, partiu-se de uma definição geral desse termo, declinando sua tentativa de regulação para analisar seu acoplamento com LGPD, concluindo-se da necessidade de uma intervenção do órgão regulador (BACEN) balanceando proteção de dados e aumento da concorrência gerado pelo instituto (...) estudado. A pesquisa bibliográfica foi utilizada e o método dialético foram utilizados pelo prisma da Análise Econômica do Direito. (shrink)

This paper develops and defends a new account of B-theoretic endurantism and a new account of the metaphysics of the quantum state, and highlights the parallels between the considerations that motivate them. These new accounts are both fragmentalist, in the sense that they follow Fine (2005) in invoking a symmetric coordination relation between facts, such that facts that are pairwise incompatible (like Hugh's being happy and Hugh's being sad) can both obtain provided that they are not related by this relation. However, while Fine allows that fragments can be logically incoherent— P can obtain in one fragment while not-P obtains in another—the fragmentalist accounts defended here are motivated even if we insist on logical coherence between fragments. The principle of exchange seems to be limited in its application, and it cannot serve as a link between utilitarianism and the idea of a market for interpersonal relations. Our preferences concern the inner states of other people as well as their overt behavior. The neglect of this aspect of our preferences is a result of the coupling of utilitarianism with behaviorism. The problem is thus behaviorism, not consequentialism. It might be argued that commensurability is wrong because it sanctions impure (...) practices - aside from any principle of exchange. In reply, it may be argued that the principle of purity is an intuitive one, which must be justified at a higher level. At the intuitive level, the purity principle competes with the view that practices are in some cases too pure already, and that blind purity cannot be maintained without educational deception. The apparent difficulty of making tradeoffs among different kinds of consequences is a problem in practice, not a problem in principle. The difficulty may indeed justify certain prescriptive rules, but a blanket prohibition against impure practices would seem to require considerable defense. (shrink)

Much of the philosophical discussion of explanations has centered around two broad conceptions of what sorts of ‘things’ explanations are – namely, the descriptive and ontic conceptions. Defenders of each argue that scientific psychology has at best little to contribute to the study of explanations. These anti-psychologistic arguments come in two main varieties, the metaphysical and the epistemic. Both varieties trace back to Hempel and recur in the more recent writings of prominent mechanists. The metaphysical arguments attempt to combat psychologism (...) about explanation by doubly dissociating explanations themselves from the commonly associated phenomenology of explanation. The epistemic arguments attempt to combat psychologism by doubly dissociating the good-making features of explanations from the CAPE. I focus on the metaphysical arguments here, for only they directly concern the nature of, as opposed to the evaluation conditions for, explanations. The metaphysical arguments are all shown to equivocate over ‘explanation’, and thus they are no threat to the proposal that sometimes explanations just are psychological events. Such arguments do, nonetheless, gesture towards something important – namely, that the CAPE is neither necessary nor sufficient for explanation in any sense. Similar considerations lead another latter-day mechanist to conclude that no phenomenology of any sort is essential for explanation. What all of these thinkers overlook, however, is that there is another important phenomenological correlate of explanation – namely, finding a happening intelligible or understanding how or why-possibly – and it may well be of the very essence of explanation, at least in the psychological sense. I propose a psychomechanistic theory of intelligibility that accounts for how we can, through finite means, make boundless, endlessly qualified inferences about the implications of our explanations. In closing I note that, although finding a happening intelligible does sometimes engender an unjustified confidence in correctness, we should not overlook how attaining this state does at least put us in a kind of epistemic base camp. I also hint at how intelligibility could turn out to be the ultimate source of the descriptive and ontic conceptions of explanation. (shrink)

This article argues against the case for regarding bodies and parts of bodies to be property. It claims that doing so assumes an individualistic conception of the body. It fails to acknowledge that our bodies are made up of non-human material; are unbounded; constantly changing and deeply interconnected with other bodies. It also argues that holding that our bodies are property does not recognise the fact that we have different attitudes towards different parts of our removed bodies and the contexts (...) of their removal. The appropriate legal reform should, therefore, be to produce a statute which can provide a balance between the competing personal, social and interpersonal interests in different body parts. This paper argues that contemporary child and youth experiences of globalization call for retheorizing global justice around a new concept of empowered inclusion. The first part of the paper examines three case studies in globalization – child labour movements, child and youth migration, and young people’s organization around climate change – and shows how, in each case, young people, through their struggles against injustice, are simultaneously disempowered and empowered by their deep global interdependency. The second part proposes new theoretical advances (...) in global justice that better respond to child and youth experiences through a childist concept of the empowered inclusion of both children and other marginalized groups. And the third part advances some preliminary suggestions about how a more child-responsive conception of global power and justice might be operationalized in practice across global policies, institutions, and culture. Presenting a new political and historical theory of the mixed economy, this book is a convincing argument for a challenging social ideal - democratic communitarianism. Individualistic notions of liberty, equality and prosperity are too central to modern life and they need to be balanced by values of `community' and co-operation. Arguing that such a transformation is possible and practical, the author argues that long-term changes must be achieved before economic success can take place in a more fraternal, participative, and democratic (...) society. How can one Jewish thinker's natural law theory explain morality, divine commandments, and human ordinances; and how do we assess the consistency of that theory when it is mentioned in connection with such diverse areas? The answer lies in the changing meaning of reason in Novak's writings.

Much of the critical praise for the film concerns the first of these aims. Bigelow’s use of at least four film crews for every scene affords the sense of being present in the situation, continuously shifting perspective, alert to possible danger. The relative anonymity of the scenery, clearly somewhere in the Middle East but not clearly anywhere in particular, fosters this uneasy sense of immersion in an unfamiliar scenario where the sources of danger are unpredictable. Protracted periods of silence, punctuated (...) by incidental sounds that often turn out to be irrelevant, increase this tension. The occasional quiet ring of tinnitus imparts a sense of the incessant nature of the soldiers’ anxiety. Much of the negative criticism of the film, on the other hand, concerns the psychology of its central characters. Some veterans of the war in Iraq have claimed that it is a wildly inaccurate portrayal of the attitudes and behaviour of professional soldiers. (shrink)

Exchange is one thing, economic competition another. Exchange is possible without competition; and economic competition (of sorts) is possible without exchange. Put exchange and competition together and, roughly, you get the free market. There are many philosophical discussions of the free market; a sizeable number about free exchange; but - - aside from in the context of consequentialist defences of the market - - who this century has had much to say about economic competition?

This essay considers the prospects of modeling spacetime as a phenomenon that emerges in the low-energy limit of a quantum liquid. It evaluates three examples of spacetime analogues in condensed matter systems that have appeared in the recent physics literature, indicating the extent to which they are viable, and considers what they suggest about the nature of spacetime.
