The pandemic compels us to ask fundamental questions about our place in the world: the many ways humans rely on one another, how we vitally and sometimes fatally breathe the same air, share the surfaces of the earth, and exist in proximity to other porous creatures in order to live in a social world. What we require to live can also imperil our lives. How do we think from, and about, this common bind? Judith Butler shows how COVID-19 and (...) all its consequences—political, social, ecological, economic—have challenged us to reconsider the sense of the world that such disasters bring about. Drawing on the work of Max Scheler, Maurice Merleau-Ponty, and critical feminist phenomenology, Butler illuminates the conditions in which we seek to make sense of our disorientation, precarity, and social bonds. What World Is This? offers a new account of interdependency in which touching and breathing, capacities that amid a viral outbreak can threaten life itself, challenge the boundaries of the body and selfhood. Criticizing notions of unlimited personal liberty and the killing forces of racism, sexism, and classism, this book suggests that the pandemic illuminates the potential of shared vulnerabilities as well as the injustice of pervasive inequalities. Exposing and opposing forms of injustice that deny the essential interrelationship of living creatures, Butler argues for a radical social equality and advocates modes of resistance that seek to establish new conditions of livability and a new sense of a shared world. This book brings together a group of Judith Butler's philosophical essays written over two decades that elaborate her reflections on the roles of the passions in subject formation through an engagement with Hegel, Kierkegaard, Descartes, Spinoza, Malebranche, Merleau-Ponty, Freud, Irigaray, and Fanon. Drawing on her early work on Hegelian desire and her subsequent reflections on the psychic life of power and the possibility of self-narration, this book considers how passions such as desire, rage, love, and grief are bound up (...) with becoming a subject within specific historical fields of power. Butler shows in different philosophical contexts how the self that seeks to make itself finds itself already affected and formed against its will by social and discursive powers. And yet, agency and action are not necessarily nullified by this primary impingement. Primary sense impressions register this dual situation of being acted on and acting, countering the idea that acting requires one to overcome the situation of being affected by others and the linguistic and social world. This dual structure of sense sheds light on the desire to live, the practice and peril of grieving, embodied resistance, love, and modes of enthrallment and dispossession. Working with theories of embodiment, desire, and relationality in conversation with philosophers as diverse as Hegel, Spinoza, Descartes, Merleau-Ponty, Freud, and Fanon, Butler reanimates and revises her basic propositions concerning the constitution and deconstitution of the subject within fields of power, taking up key issues of gender, sexuality, and race in several analyses. Ernesto Laclau, born in Argentina, is well known for his Hegemony and Socialist Strategy, published in 1985 in collaboration with Chantal Mouffe. The work starts off by critically examining the concept of “hegemony” within (...) a Marxist tradition, and it ends by proposing a socialist strategy that not only takes into account the criticism posited against the Marxist tradition of the last three decades, but also the emergence of new social and political fronts. Hegemony manifests a motive that is felt in the background of the following discussion: a politics of “radical democracy” (a term introduced in the book) should aspire to preserve the conflictive character of all social processes if it intends to avoid becoming a totalitarian system. In other words, a politics of a “radical democracy” should remain faithful to the dictum stated by the German poet Paul Celan: “build on inconsistencies.” It is evident that Laclau and Judith Butler, the North American author of Gender Trouble (1990) and its sequel, Bodies That Matter (1993), share this position. In these works, Butler advocates the reactivation of the concept of “interpellation” in order to expose the ways in which any given subject is “engendered.” The performative constitution of a subject, according to Butler, is defined through a reiterative convocation or “interpellation,” which continuously exhorts the subject to adhere to a gender norm. Not all sequences and efforts at interpellation, however, are completely successful; hence the need for notions of “deviations” in contrast to the norm. This theoretical standpoint facilitated a deconstruction of social gender norms and addressed issues raised by the gay and lesbian communities. In Bodies That Matter, however, a growing emphasis was placed on the articulation of the task at hand within a broader field of the democratic claims of minorities. Here, references to Mouffe and Laclau and to the concepts of “articulation” and “hegemony” were increasingly necessary.The link between Butler and Laclau was extended by the dialogue that follows. An example of this is the notion that all identities constitute themselves by differentiation. However, differentiation immediately implies antagonism. Identities exist because there are differences in strength, antagonism, and finally, in hegemony. According to both Butler and Laclau, the social constitutes itself as the space in which hegemonic relations unfold. Nevertheless, it is characteristic of any hegemonic position to never gain stability: any hegemonic position is always exposed to the risk of being subverted. Thus the recurrence of two issues that play a role in the following discussion: the existence of hegemonic relations and, hence, exclusion, found in the social domain. But since no particular exclusion is based on “the nature of things,” or can be ultimately justified, no exclusion can be definite, and no politics can achieve a final form. Considerable attention has focussed on the potential of indigenous agricultural knowledge for sustainable development. Drawing upon fieldwork on the soil and water management principles of rice farming systems in Senegambia, this paper examines the potential of the traditional system for a sustainable food security strategy. Problems with pumpirrigation are reviewed as well as previous efforts in swamp rice development. It is argued that sustainability depends on more than ecological factors and in particular, requires sensitivity to socio-economic parameters such as the (...) labor demands of the food security strategy, the sexual division of labor, and food pricing policies. Toward that end, its architects have sought to collect and coordinate evidence of every known human language, roughly 6000 in all, fostering an interdisciplinary and internationally accessible environment for the study of historical universals and contemporary diversity. THE EXODUS STORY HAS BEEN A SOURCE OF BOTH IDENTIFICATION AND conflict for American Jews and blacks. As a source of identification, blacks saw themselves as Hebrew slaves pitted against white Pharaohs, while blacks' plight resonated with Jewish immigrants. As a source of tension, the Exodus story obscured how Jews were caught between blackness and whiteness. Jews were neither Pharaohs nor slaves but instead functioned as agents of the ruling elites over blacks. Jewish vulnerability derives from potential abandonment from below (...) and above, a type of oppression not captured by the Exodus story. When Jews combat racism and forge black—Jewish alliances, they reduce their susceptibility to becoming isolated from potential allies. Combating racism thus is central to Jewish liberation. White Christians have an important role in preventing anti-Semitism from disrupting efforts to eliminate racism and build an effective black—Jewish coalition. (shrink)

The UK Government's Higher Education (Freedom of Speech) Bill is currently progressing through Parliament. The bill is designed to strengthen free speech and academic freedom in higher education, in response to what former Education Secretary Gavin Williamson describes as ‘the rise of intolerance and cancel culture upon our campuses’. But is there really a crisis of academic freedom in British universities?To see that there is, say Judith Suissa and Alice Sullivan, we need only look at the contemporary reality of (...) suppression of debate on sex and gender. The evidence they catalogue of suppression of research, of blacklisting, harassment and smear campaigns, of no-platforming, disinvitations and shutting down of events, is incontrovertible. The recent experience of scholars and students wishing to discuss the material reality and political salience of sex makes complacency about academic freedom a luxury we cannot afford.Suissa and Sullivan set out a powerful argument for the role of academic freedom in pursuing truth within the academy and developing democracy beyond it. They effectively counter attempts to narrow the scope of academic freedom so as to render it compatible with no-platforming. And they lay out a series of practical steps administrators can take to ensure that universities are places where an expansive and pluralistic intellectual climate prevails.This is a timely and compelling intervention in a vexed but urgent public debate. For their clear-sighted diagnosis of where and how academic freedom has been eroded in our universities, and for their judicious account of what must be done to rebuild it, Suissa and Sullivan deserve a wide and attentive hearing. Although there is evidence that supports the safety of planned home birth for healthy women, less than 1 percent of women in the United States choose to have their baby at home. An ethnographic study of the experience of planned home birth provided rich descriptions of women’s experiences planning, preparing for, and having a home birth. This article describes findings related to how women make the decision to have a planned home birth. For these women, being safe emerged as central (...) in making the decision. For them, being safe included four factors: avoiding technological birth interventions, knowing the midwife and the midwife knowing them, feeling comfortable and protected at home, and knowing that backup hospital medical care was accessible if needed. Over 20 unstable microsatellite repeats have been identified as the cause of neurological disease in humans. The repeat nucleotide sequences, their location within the genes, the ranges of normal and disease‐causing repeat length and the clinical outcomes differ. Unstable repeats can be located in the coding or the non‐coding region of a gene. Different pathogenic mechanisms that are hypothesised to underlie the diseases are discussed. Evidence is given both from studies in simple model systems and from studies on human material (...) and in animal models. Since somatic instability might affect the clinical outcome, this is briefly touched on. Available data and theories on the timing and mechanisms of the repeat instability itself are discussed, along with factors that have been observed to affect instability. First, I examine a recent theory of how personal trauma cannot be fully experienced; thus, it calls for a return to the event in order to incorporate it into the psyche. Second, I look at how that return, often achieved symbolically, might include the process of acquiring a tattoo. Corporations have been enthroned and an era (...) of corruption in high places will follow, and the money power of the country will endeavor to prolong its reign by working upon the prejudices of the people until all wealth is aggregated in a few hands and the Republic is destroyed. 1As the global economy has grown and the economic gap between the poor nations and the rich nations has become enormous, we are realizing Lincoln's nightmare.Globalization has effects more devastating than Lincoln could have imagined. What do we mean by globalization? The president of Nabisco once defined it as "a world of homogeneous consumption." 2 It is a world in which everyone, no matter what latitude or longitude, eats the same food, wears the same clothing, and derives pleasure from the same entertainment. It is the world of McDonald's, Holiday Inn, James Bond movies, Nike shoes, and Coca-Cola. Noam Chomsky, in a lecture at Boston College, described globalization as the "new face of capitalism." 3 It is a network of power centered in corporate interests and financial institutions that controls the flow of capital in order to promote the financial interests of those in power to the detriment of all others. The strategies of globalization have to do with centralizing all power in financial interest, reducing all value to money, and subsuming governments to the interests of the corporations. According to Chomsky, the strategies employed by the transnational network are designed to consolidate this control:Buy the executive branch of the states involved;Own the legislative branch through lobbyists, campaign contributions, and term extensions, or whatever else may work; [End Page 31]Set the conditions in which policy is determined, asserting the power of global capital;Control the doctrine and information systems, especially to invent new needs in order to bolster a culture of fashionable consumption. 4The players in this transnational network reside in the wealthy countries of the world, especially the governments of the G8, and most especially the United States. The global dominance of the International Monetary Fund and the World Trade Organization is funded by U.S. dollars funneled to them by the network. Yet this capital is not really exchange of cash; instead, it is speculation. Chomsky commented: In the last twenty-five years, there has been a huge explosion of financial institutions and financial capital, most of it speculative, with little actual capital in the economy. The flow of capital is $1.5 trillion per day, very little of it productive. Ninety-five percent of it is destructive and speculative. The return time on investments is very rapid; eighty percent has a return time of a week, and often it is less than a day. This daily flow of capital in international markets is twice the total foreign exchange of all states together. This concentrated power is interlinked, determining states' decisions. 5States are no longer autonomous agents; transnational economic interests have taken precedence over national sovereignty, regional power, and military concerns.The impact on developing countries and rural economies is devastating. The global monoculture is eradicating cultural diversity, replacing locally adapted forms of production with industrial systems divorced from natural cycles. Agriculture has become centrally managed and chemically dependent, delivering a narrower range of transportable foods to the international market. This, of course, robs the vitality of local communities and moves a greater proportion of villagers into urban life, creating megalopolises. Comment la peinture ou la littérature peuvent-elles procéder du geste et conserver un ancrage intense dans la pratique d’un medium? Comment la performance, à l’ère de son re-enactment, et à l’époque de la prolifération des images, redéfinit-elle un espace-temps spécifique? Comment le cinéma contemporain, entre le geste filmé et le geste de filmer, nous renseigne-t-il sur notre réel? Social practices are a key concept in Raimo Tuomela’s work on sociality, they help us understand many aspects of sociality, including customs, traditions, and institutions. The key elements in his analysis of social practices are we-attitudes and pattern-governed behaviors. I am sympathetic to Tuomela’s approach to sociality to the extent that it recognizes and spells out many sufficient and necessary conditions for different types of social activity that together make up sociality. I agree with him that the complexity and multiplicity (...) of human agency, both when acting individually as well as when acting collectively or cooperatively, indeed calls for such an analysis with multiple sufficiency conditions. I especially appreciate his acknowledgement of the role of habits, customs, and the like for sociality. His three most recent books all pay attention to this aspect of human being. In this paper, I will zoom in on this aspect of Tuomela’s work and look at how he integrates habits, customs, and skills. In Tuomela’s words, I will zoom in on pattern-governed behaviors and social practices. On the one hand he gives them an important role and mentions customs often, as the “collective counterpart of habits” (Tuomela, Raimo. The Philosophy of Social Practices: A Collective Acceptance View. Cambridge: Cambridge University Press. https://doi.org/10.1017/CBO9780511487446, 2002, p. 121). At the same time, the analysis of habits and customs left me wanting. I will argue that they are too strongly dependent on and are integrated in a context in which we-attitudes are the key explanatory element. (shrink)
