BackgroundHIV prevention research in resource-limited countries is associated with a variety of ethical dilemmas. Key amongst these is the question of what constitutes an appropriate standard of health care (SoC) for participants in HIV prevention trials. This paper describes a community-focused approach to develop a locally-appropriate SoC in the context of a phase III vaginal microbicide trial in Mwanza City, northwest Tanzania.MethodsA mobile community-based sexual and reproductive health service for women working as informal food vendors or in traditional and modern (...) bars, restaurants, hotels and guesthouses has been established in 10 city wards. Wards were divided into geographical clusters and community representatives elected at cluster and ward level. A city-level Community Advisory Committee (CAC) with representatives from each ward has been established. Workshops and community meetings at ward and city-level have explored project-related concerns using tools adapted from participatory learning and action techniques e.g. chapati diagrams, pair-wise ranking. Secondary stakeholders representing local public-sector and non-governmental health and social care providers have formed a trial Stakeholders' Advisory Group (SAG), which includes two CAC representatives.ResultsKey recommendations from participatory community workshops, CAC and SAG meetings conducted in the first year of the trial relate to the quality and range of clinic services provided at study clinics as well as broader standard of care issues. Recommendations have included streamlining clinic services to reduce waiting times, expanding services to include the children and spouses of participants and providing care for common local conditions such as malaria. Participants, community representatives and stakeholders felt there was an ethical obligation to ensure effective access to antiretroviral drugs and to provide supportive community-based care for women identified as HIV positive during the trial. This obligation includes ensuring sustainable, post-trial access to these services. Post-trial access to an effective vaginal microbicide was also felt to be a moral imperative.ConclusionParticipatory methodologies enabled effective partnerships between researchers, participant representatives and community stakeholders to be developed and facilitated local dialogue and consensus on what constitutes a locally-appropriate standard of care in the context of a vaginal microbicide trial in this setting.Trial registrationCurrent Controlled Trials ISRCTN64716212. This paper presents a cognitive model of the planning process. The model generalizes the theoretical architecture of the Hearsay‐ll system. Thus, it assumes that planning comprises the activities of a variety of cognitive “specialists.” Each specialist can suggest certain kinds of decisions for incorporation into the plan in progress. These include decisions about: (a) how to approach the planning problem; (b) what knowledge bears on the problem; (c) what kinds of actions to try to plan; (d) what specific actions to (...) plan; and (e) how to allocate cognitive resources during planning. Within each of these categories, different specialists suggest decisions at different levels of abstraction. The activities of the various specialists are not coordinated in any systematic way. Instead, the specialists operate opportunistically, suggesting decisions whenever promising opportunities arise. The paper presents a detailed account of the model and illustrates its assumptions with a “thinking aloud” protocol. It also describes the performance of a computer simulation of the model. The paper contrasts the proposed model with successive refinement models and attempts to resolve apparent differences between the two points of view. (shrink)

Many philosophers find welfare perfectionism implausible because it is arguably underinclusive, as it fails to count as good certain acts, events, and things that intuitively improve one's quality of life. Likewise, philosophers intuit that the experience of pleasure directly contributes to well-being. The problem for welfare perfectionism is straightforward: neither desire-satisfaction nor the experience of pleasure seem to perfect one's nature. This leaves two options for the welfare perfectionist. He can “bite the bullet” and argue that these intuitions are mistaken (...) and that pleasure and desire-satisfaction don't impact well-being. Alternatively, he can explain how such intuitive goods can directly contribute to well-being, despite initial appearances. I advance the latter approach. I argue that at least for some perfectionists, desire-satisfaction and pleasure both directly contribute to well-being. One cannot argue that welfare perfectionism necessarily neglects the intuitive importance of desire-satisfaction and pleasure. (shrink)

This introduction explores the relationship between Europe and its Christianities. It analyses different diagnostic and evaluative approaches to Europe's Christian or post-Christian identity. These are grouped around the concepts of diverse traditional, and, on the other hand, post-Enlightenment Christianities. While the first revolves around a liturgical and mystical account of the church, a Christ-centred humanism, an emphasis on man's future life, noetic theology and a foundationalist claim to universal truth, the second endorses a moralization of the “Christian message,” political implementation (...) of “Christian goals,” rationalism, a this-worldly humanism, and tolerance for religious diversity. Since even the concepts of “traditional” and “post-Enlightenment” Christianity turn out to be deeply ambiguous, the essay concludes with exploring the different ways in which the Christianity of the Apostolic Church, the Enlightenment (along with the “Western” Christianities it shaped), and contemporary liberalism each conceive of their respective endorsements of human freedom as either normative, that is obligatory, value-laden, or contingent, and arbitrary. In each case, a different notion of “tradition” (as well as familial and church authority) is placed either in harmony or in opposition to such freedom. As a result of this conceptual analysis, the deeply fractured identity of Europe, as exemplified by the diverse bioethical positions adopted by the authors in this issue, becomes visible. (shrink)

This article considers contemporary challenges to institutional roles in a digital media environment and then turns to three broad journalistic normative values - authenticity, accountability, and autonomy - that affect the credibility of journalists and the content they provide. A set of questions that can help citizens determine the trustworthiness of information available to them emerges from the discussion.

If the property _being a methane molecule_ is a universal, then it is a structural universal: objects instantiate _being a methane molecule_ just in case they have the right sorts of proper parts arranged in the right sort of way. Lewis argued that there can be no satisfactory account of structural universals; in this paper I provide a satisfactory account.

This paper argues that the inappropriate framing and implementation of plagiarism detection systems in UK universities can unwittingly construct international students as ‘plagiarists’. It argues that these systems are often implemented with inappropriate assumptions about plagiarism and the way in which new members of a community of practice develop the skills to become full members of that community. Drawing on the literature and some primary data it shows how expectations, norms and practices become translated and negotiated in such a way (...) that legitimate attempts to conform with the expectations of the community of practice often become identified as plagiarism and illegitimate attempts at cheating often become obscured from view. It argues that this inappropriate framing and implementation of plagiarism detection systems may make academic integrity more illusive rather than less. It argues that in its current framing – as systems for ‘detection and discipline’ – plagiarism detection systems may become a new micro-politics of power with devastating consequences for those excluded. Two experiments examined the impact of causal relations between features on categorization in 5- to 6-year-old children and adults. Participants learned artificial categories containing instances with causally related features and noncausal features. They then selected the most likely category member from a series of novel test pairs. Classification patterns and logistic regression were used to diagnose the presence of independent effects of causal coherence, causal status, and relational centrality. Adult classification was driven primarily by coherence when causal links were deterministic (...) (Experiment 1) but showed additional influences of causal status when links were probabilistic (Experiment 2). Children’s classification was based primarily on causal coherence in both cases. There was no effect of relational centrality in either age group. These results suggest that the generative model (Rehder, 2003a) provides a good account of causal categorization in children as well as adults. (shrink)

This paper builds upon recent work in narrative theory and the philosophy of technology by examining the place of transparency and responsibility in discussions of AI, and what some of the implications of this might be for thinking ethically about AI and especially AI practices, that is, the structured social activities implicating and defining what AI is. In this paper, we aim to show how pursuing a narrative understanding of technology and AI can support knowledge of process and practice through (...) transparency, as well help summon us to responsibility through visions of possibility and of actual harms arising from AI practices. We provide reflections on the relations between narrative, transparency and responsibility, building an argument that narratives (about AI, practices, and those persons implicated in its design, implementation, and deployment) support the kind of knowing and understanding that is the aim of transparency, and, moreover, that such knowledge supports responsibility in informing agents and activating responsibility through creating knowledge about something that can and should be responded to. Furthermore, we argue for considering an expansion of the kinds of practices that we might legitimately consider ‘AI practices’ given the diverse set of (often materially embedded) activities that sustain and are sustained by AI that link directly to its ethical acceptability and which are rendered transparent in the narrative mode. Finally, we argue for an expansion of narratives and narrative sources to be considered in questions of AI, understanding that transparency is multi-faceted and found in stories from diverse sources and people. The dramatic increase in the number of overseas students studying in the United Kingdom and other Western countries has required academics to reevaluate many aspects of their own, and their institutions', practices. This article considers differing cultural values among overseas students toward plagiarism and the implications this may have for postgraduate education in a Western context. Based on focus-group interviews, questionnaires, and informal discussions, we report the views of plagiarism among students in 2 postgraduate management programs, both of which had (...) a high constituency of overseas students. We show that plagiarist practices are often the outcome of many complex and culturally situated influences. We suggest that educators need to appreciate these differing cultural assumptions if they are to act in an ethical manner when responding to issues of plagiarism among international students. When certain formal symbol systems (e.g., computer programs) are implemented as dynamic physical symbol systems (e.g., when they are run on a computer) their activity can be interpreted at higher levels (e.g., binary code can be interpreted as LISP, LISP code can be interpreted as English, and English can be interpreted as a meaningful conversation). These higher levels of interpretability are called "virtual" systems. If such a virtual system is interpretable as if it had a mind, is such a "virtual (...) mind" real? This is the question addressed in this "virtual" symposium, originally conducted electronically among four cognitive scientists: Donald Perlis, a computer scientist, argues that according to the computationalist thesis, virtual minds are real and hence Searle's Chinese Room Argument fails, because if Searle memorized and executed a program that could pass the Turing Test in Chinese he would have a second, virtual, Chinese-understanding mind of which he was unaware (as in multiple personality). Stevan Harnad, a psychologist, argues that Searle's Argument is valid, virtual minds are just hermeneutic overinterpretations, and symbols must be grounded in the real world of objects, not just the virtual world of interpretations. Computer scientist Patrick Hayes argues that Searle's Argument fails, but because Searle does not really implement the program: A real implementation must not be homuncular but mindless and mechanical, like a computer. Only then can it give rise to a mind at the virtual level. Philosopher Ned Block suggests that there is no reason a mindful implementation would not be a real one. (shrink)

Andrew Hayes takes the measure of Marcions impact on second-century Christianity through a close examination of the topics and structure of Justin Martyrs writings, especially the Dialogue with Trypho, demonstrating that Justin repeatedly described Christianity in a contra-Marcionite fashion. The chief task Justin took for himself was to seize back from Marcion the terms of Christian self-definition. Marcion is thus far more important for Justins work than the few places where he is explicitly named might suggest: they reveal Justins (...) deeper agenda of presenting Marcion as a demonic instrument. This article presents a conceptual investigation into the value impacts and relations of algorithms in the domain of justice and security. As a conceptual investigation, it represents one step in a value sensitive design based methodology. Here, we explicate and analyse the expression of values of accuracy, privacy, fairness and equality, property and ownership, and accountability and transparency in this context. We find that values are sensitive to disvalue if algorithms are designed, implemented or deployed inappropriately or without sufficient consideration (...) for their value impacts, potentially resulting in problems including discrimination and constrained autonomy. Furthermore, we outline a framework of conceptual relations of values indicated by our analysis, and potential value tensions in their implementation and deployment with a view towards supporting future research, and supporting the value sensitive design of algorithms in justice and security. Are morphological patterns learned in the form of rules? Some models deny this, attributing all morphology to analogical mechanisms. The dual mechanism model (Pinker, S., & Prince, A. (1998). On language and connectionism: analysis of a parallel distributed processing model of language acquisition. Cognition, 28, 73-193) posits that speakers do internalize rules, but that these rules are few and cover only regular processes; the remaining patterns are attributed to analogy. This article advocates a third approach, which uses multiple stochastic rules (...) and no analogy. We propose a model that employs inductive learning to discover multiple rules, and assigns them confidence scores based on their performance in the lexicon. Our model is supported over the two alternatives by new "wug test" data on English past tenses, which show that participant ratings of novel pasts depend on the phonological shape of the stem, both for irregulars and, surprisingly, also for regulars. The latter observation cannot be explained under the dual mechanism approach, which derives all regulars with a single rule. To evaluate the alternative hypothesis that all morphology is analogical, we implemented a purely analogical model, which evaluates novel pasts based solely on their similarity to existing verbs. Tested against experimental data, this analogical model also failed in key respects: it could not locate patterns that require abstract structural characterizations, and it favored implausible responses based on single, highly similar exemplars. We conclude that speakers extend morphological patterns based on abstract structural properties, of a kind appropriately described with rules. (shrink)

De Neys offers a welcome departure from the dual-process accounts that have dominated theorizing about reasoning. However, we see little justification for retaining the distinction between intuition and deliberation. Instead, reasoning can be treated as a case of multiple-cue decision making. Reasoning phenomena can then be explained by decision-making models that supply the processing details missing from De Neys's framework.

The Knowledge Interchange Format (KIF) [2] is an ASCII- based framework for use in exchanging of declarative knowledge among disparate computer systems. KIF has been widely used in the fields of knowledge engineering and artificial intelligence. Due to its growing importance, there arose a renewed push to make KIF an offi- cial international standard. A central motivation behind KIF standardization is the wide variation in quality, style, and content — of logic-based frameworks being used for knowledge representation. Variations of all (...) three types, of course, hinder the possibility of semantic integration. A well-crafted logic standard for the representation of declarative knowledge would impose some greatly needed syntactic and semantic uniformity on the current somewhat chaotic situation, uniformity that would in turn greatly enhance the capacity for semantic integration. For all its potential advantages, however, the idea of a logic standard is problematic for at least two reasons. (shrink)

In the interwar period there was a significant school of thought that repudiated Einstein's theory of relativity on the grounds that it contained elementary inconsistencies. Some of these critics held extreme right-wing and anti-Semitic views, and this has tended to discredit their technical objections to relativity as being scientifically shallow. This paper investigates an alternative possibility: that the critics were right and that the success of Einstein's theory in overcoming them was due to its strengths as an ideology rather than (...) as a science. The clock paradox illustrates how relativity theory does indeed contain inconsistencies that make it scientifically problematic. These same inconsistencies, however, make the theory ideologically powerful. The implications of this argument are examined with respect to Thomas Kuhn and Karl Popper's accounts of the philosophy of science. (shrink)

In De Caelo III 2, Aristotle observes that each element is determined by an intrinsic principle to move to its proper place: earth downward, fire upward, and water and air to their respective places in the middle. However, how are we to determine the cause of elemental motion? Aristotle admits that this ranks among the most difficult problems (μάλιστα δ’ ἀπορεῖται) as it is directly related to the argument of Physics VIII 4, which defends the view that whatever is in (...) motion is moved by something. The question of how the elements move is not resolved until we are presented with his definition of inclination (ῥοπή) in De Caelo IV 1. Inclination is the nature of each element to move to its proper place. Aristotle concludes that the principle of inclination is a cause of motion continuously orienting the elements toward their proper places by activating that which is potentially heavy or potentially light. In what follows, I shall demonstrate the internal coherence of Aristotle’s natural philosophy by deploying inclination as a principle of motion and rest to define the nature of each element. This account of inclination as a principle of motion is consistent with Aristotle’s definition of nature in Physics II 1. As an active principle of motion, inclination is identified with the activity (ἐνέργεια) of the element enacting and maintaining its own end (ἐντελέχεια) by being at rest in its proper place. As a passive principle of motion, inclination is identified with the passivity of the element to be moved to its proper place by another element insofar as the respective element undergoes generation or substantial change. Perlecan is a ubiquitous proteoglycan of basement membrane and vascularized tissues but is also present in articular cartilage, meniscus and intervertebral disc, which are devoid of basement membrane and predominantly avascular. It is a prominent pericellular proteoglycan in the transitory matrix of the cartilaginous rudiments that develop into components of diarthrodial joints and the axial skeleton, and it forms intricate perichondrial vessel networks that define the presumptive articulating surfaces of developing joints and line the cartilage canals in cartilaginous rudiments. Such (...) vessels have roles in the nutrition of the expanding cell numbers in the developing joint. Perlecan sequesters a number of growth factors pericellularly (FGFs, PDGF, VEGF and CTGF) and through these promotes cell signalling, cell proliferation and differentiation. Perlecan also interacts with a diverse range of extracellular matrix proteins, stabilising and organising the ECM, and promoting collagen fibrillogenesis. Perlecan is a prominent pericellular component of mesenchymal cells from their earliest developmental stages through to maturation, forming cell–cell and cell–ECM interconnections that are suggestive of a role in mechanosensory processes important to tissue homeostasis. The Situationist International (1957-1972) was a small group of communist revolutionaries, originally organised out of the West European artistic avant-garde of the 1950s. The focus of my thesis is to explain how the Situationist International (SI) became a group able to exert a considerable influence on the ultra-left criticism that emerged during and in the wake of the May movement in France in 1968. My wager is that the pivotal period of the group is to be found between 1960 and (...) 1963, a period marked by the split of 1962. Often this is described as the transition of the group from being more concerned with art to being more concerned with politics, but as I will argue this definitional shorthand elides the significance of the Situationist critique of art, philosophy and politics. The two axes of my thesis are as follows. First, that the significant minority in the group which carried out the break of 1962, identified a homology between the earlier Situationist critique of art — embodied in the Situationist ‘hypothesis of the construction of situations’ — and Marx’s critique and supersession of the radical milieu of philosophy from which he emerged in the mid- 1840s. This homology was summarised in the expression of the Situationist project as the ‘supersession of art’ (dépassement de l’art). Secondly, this homology was practically embodied in the resolution of the debates over the role of art in the elaboration of the Situationist hypothesis, which had been ongoing since 1957. However, it was the SI’s encounter with the ultra-left group Socialisme ou Barbarie that would prove decisive. Via Guy Debord’s membership, the group was exposed to both the idea of a more general revolutionary criticism, but also ultimately what was identified as the insufficiently criticised ‘political militancy’ of this group. Indeed, in the ‘political alienation’ found in Socialisme ou Barbarie, a further homology was established between the alienation of the political and artistic avant-gardes. This identity would prove crucial to the further elaboration of the concept of ‘spectacle’. By way of an examination of the peculiar and enigmatic ‘Hamburg Theses’ of 1961, and the relationship between these ‘Theses’ and the Situationist criticism of art and politics worked out over the first five years of the group, I will argue that the break in 1962 should be conceived as one against politics as much as art (rather than just the latter, as it is more often represented). Additionally, I will outline how the SI, through the paradoxical reassertion of their artistic origins, attempted to synthesise their criticism of art with the recovery of the work of Marx beyond its mutilation as Marxism. Indeed, it was the synthesis of these critiques that enabled the considerable development of the concept of ‘spectacle’, opening the way to the unique influence the SI exerted in the re-emergence of a revolutionary movement at the end of the 1960s. The doctrine that there is no permanent creator who superintends creation and takes care of his creatures accords quite well with each of the principles known as the four noble truths of Buddhism. The first truth, that distress is universal, is traditionally expounded in terms of the impermanence of all features of experience and in terms of the absence of genuine unity or personal identity in the multitude of physical and mental factors that constitute what we experience as a single (...) person. As we saw above, the principal Buddhist arguments against the existence of God focus on the impossibility of permanence and unity in the causal structure of the universe. The second noble truth, that distress is the outcome of one's own unrealistic aspirations, is traditionally seen as ruling out the erroneous view that distress is something inflicted upon creatures by a cosmic superintendent or by other circumstances completely beyond their control. The third noble truth, that distress can be eliminated by divesting oneself of all unrealistic aspirations, rules out the view that sentient beings, as powerless victims of a divine will, have no alternative to a life of constant frustration. And the fourth noble truth, that the best means of removing unrealistic desires is to follow a methodical course of self-discipline, counters the view that the road to happiness lies in obedience to divine will or in trying to manipulate the sentiments of a cosmic intelligence through prayer or ritual. Food security scholarship and policy tends to embrace the nutrition status of individual men, women and children as the end-goal of food security efforts. While there has been much value in investigating and trying to ensure sufficient nutrition for struggling households around the world, this overriding emphasis on nutrition status has reduced our understandings of what constitutes food adequacy. While token attention has been paid to more qualitative ideas like “cultural appropriateness,” food security scholars and policy makers have been unable (...) to understand the broader value of food, which exceeds its caloric and nutrient counts. Drawing on empirical work from Medellín, Colombia, the paper argues that having adequate food means much more than simply sufficient nutrient intake, perhaps especially among marginalized groups. Exploring the case of food insecure women from Colombia who were forcibly displaced from rural to urban, we demonstrate how understandings of food adequacy must consider the social and environmental imaginaries of marginalized groups.
