Minnesota Archive Editions uses digital technology to make long-unavailable books once again accessible, and are published unaltered from the original University of Minnesota Press editions. Henry Kyburg has developed an original and important perspective on probabilistic and statistical inference. Unlike much contemporary writing by philosophers on these topics, Kyburg's work is informed by issues that have arisen in statistical theory and practice as well as issues familiar to professional philosophers. In two (...) major books and many articles, Kyberg has elaborated his technical proposals and explained their ramifications for epistemology, decision-making, and scientific inquiry. In this collection of published and unpublished essays, Kyburg presents his novel ideas and their applications in a manner that makes them accessible to philosophers and provides specialists in probability and induction with a concise exposition of his system. The present volume contains the English translations, previously published, of six anthropological essays of Martin Buber, which had appeared originally in German. They are: Distance and Relation (1950), Elements of the Interhuman (1954), What is Common to All (1956), The Word that is Spoken (1960), Guilt and Guilt Feelings (1957), Man and his Image-Work (1955). As an Appendix has been added the unpublished text of a discussion between the late Martin Buber and the psychologist Carl R. Rogers, in April 1957. An introductory Essay by Maurice S. Friedman intends to set these essays in the context of Buber's philosophy of dialogue and "to show their interrelations and their significance for other fields of thought" (p. 7). Both the Introductory Essay and the translated texts had been seen by Buber before going to the press. Broadly speaking, these essays concern the distinctive features of man, and the reality of the dazwischen (p. 12), translated as "there in-between," "the between" or "betweenness" (p. 107): between man and reality (art), and between man and man (the interhuman in dialogue, word and language, guilt and psychotherapy). No specific texts on religion and knowledge have been included in this collection, its purpose being to present Buber's "philosophical anthropology" (p. 7). One may speak of a synthesis of Buber's view of man, as it comes out in this volume. Man is constituting "a special category of being" (60), by being capable of entering into living relations; this happens in the sphere of "the between," in particular the interhuman, the unfolding of which is "the dialogicaI" (p. 75). Here the "spokenness" of the word has its place (p. 112), here are found the different forms of encounter from which the human "selves" emerge after "a bold swinging...into the life of the other" (p. 81) and making each other "present" through "imagining" the real in each other (p. 70). There is the permanent "temptation to... take refuge in the pseudo security of the world of It, the world of ordered objectivity and private subjectivity" (Friedman, p. 23). But there is also the "common world" (cosmos) as built by "common speech-with-meaning" (logos) (Friedman, p. 40); this is the world of the We (pp. 107-108). Buber dismisses the annihilation of the human person in the dream and sleep of the East (pp. 91-96), the "situationless" and "uncommunal" chemical holidays of Aldous Huxley (p. 100), the solipsism and panpsychism of C. G. Jung (p. 124-125) : by all of these "the pure duty and responsibility of waking togetherness" (p. 91) has been forsaken. Of particular interest are Friedman's pages concerning Buber's view of the unconscious (pp. 32-38): they replace an essay which Buber had intended to write on the subject. In this connection the essay on existential guilt to oneself and to others is illuminating ; this guilt is "as something of an ontic character" (p. 123), and only a--"for the man of our age" (p. 138)--difficult self-illumination can hereby give insight and open the door into "the identity of the human person as such with himself" (p. 147). It asks who benefits both directly and indirectly—and what the overall impacts on health equity are. Included are case studies from Costa Rica, South Africa, India, Brazil, Argentina and Colombia.

A legislação florestal brasileira pretérita é frequentemente interpretada de forma anacrônica. O objetivo deste artigo é contribuir para a compreensão da historicidade de tal legislação. De forma específica, serão analisadas, comparativamente, as propostas de alteração do primeiro Código Florestal Brasileiro até sua substituição em 1965. Apesar de modificações importantes, há uma permanência entre os textos analisados: as posturas conservacionistas, presentes em todos eles, só podem ser compreendidas quando atreladas à lógica produtivista e às políticas desenvolvimentistas evidenciadas no Brasil da época.

Frame Semantics includes context as a central aspect of the theory. Frames themselves can be regarded as a representation of the immediate context against which meaning is to be construed. Moreover, the notion of frame invocation includes context as one possible source of information comprehenders use to construe meaning. As the original implementation of Frame Semantics, Berkeley FrameNet is capable of providing computational representations of some aspects of context, but not all of them. In this article, we present FrameNet Brasil: (...) a framenet enriched with qualia relations and capable of taking other semiotic modes as input data, namely pictures and videos. We claim that such an enriched model is capable of addressing other types of contextual information in a framenet, namely sentence-level cotext and commonsense knowledge. We demonstrate how the FrameNet Brasil software infrastructure addresses contextual information in both database construction and corpora annotation. We present the guidelines for the construction of two multimodal datasets whose annotations represent contextual information and also report on two experiments: (i) the identification of frame-evoking lexical units in sentences and (ii) a methodology for domain adaptation in Neural Machine Translation that leverages frames and qualia for representing sentence-level context. Experimental results emphasize the importance of computationally representing contextual information in a principled structured fashion as opposed to trying to derive it from the manipulation of linguistic form alone. Confusion surrounds Catholic teaching on the use of assisted nutrition and hydration, specifically the question of when, if ever, its refusal or removal is ethical. This paper focuses on two often-neglected considerations: the relationship between means and mechanism, and an assessment of proportionality of the mechanism from the patient’s perspective. The authors draw on two critical principles of Catholic moral teaching: only ordinary means are required, and proportionality is subject to the perspective of the patient, not just that of experts (...) or the culture. The mechanisms that provide food and water have distinct benefits and burdens. Their proportionality is properly subject to analysis by the patient or surrogate, who determines which mechanism is acceptable in the patient’s situation. (shrink)

In May of 1973 we organized an international research colloquium on foundations of probability, statistics, and statistical theories of science at the University of Western Ontario. During the past four decades there have been striking formal advances in our understanding of logic, semantics and algebraic structure in probabilistic and statistical theories. These advances, which include the development of the relations between semantics and metamathematics, between logics and algebras and the algebraic-geometrical foundations of statistical theories (especially in the sciences), have led (...) to striking new insights into the formal and conceptual structure of probability and statistical theory and their scientific applications in the form of scientific theory. The foundations of statistics are in a state of profound conflict. Fisher's objections to some aspects of Neyman-Pearson statistics have long been well known. More recently the emergence of Baysian statistics as a radical alternative to standard views has made the conflict especially acute. In recent years the response of many practising statisticians to the conflict has been an eclectic approach to statistical inference. Many good statisticians have developed a kind of wisdom which enables them to know which problems are most appropriately handled by each of the methods available. The search for principles which would explain why each of the methods works where it does and fails where it does offers a fruitful approach to the controversy over foundations. (shrink)

SummaryThe incidence of family breakdown and stress has been examined in an unselected group of 92 South Wales families, each containing a patient suffering from Huntington's chorea, and related to the onset and duration of the disease, age of the patient, and behavioural symptoms shown. The frequency of actual and attempted suicide is analysed and the effects of the disorder on the primary care agent for the patient discussed. Some of the effects on children and the needs of the families (...) for support and practical help are outlined. It is concluded that family support is an essential factor in any programme aimed at the long-term alleviation and prevention of Huntington's chorea. (shrink)

Domestic litigation has become a principal strategy for realizing international treaty obligations for the human right to health, providing causes of action for the public’s health and empowering individuals to raise human rights claims for HIV prevention, treatment, and care. In the past 15 years, advocates have laid the groundwork on which a rapidly expanding enforcement paradigm has arisen at the intersection of human rights litigation and HIV/AIDS policy. As this enforcement develops across multiple countries, human rights are translated from (...) principle to practice in the global response to HIV/AIDS, transforming aspirational declarations into justiciable obligations and implementing human rights through national policies and programs. We argue that Rousseau 's defense of the sex-roled family is not based on biological determinism or simple misogyny. Rather, his advocacy of sexual differentiation is based on his understanding of its ability to bring individuals outside of themselves into interdependent communities, and thus to counter natural independence, self-absorption and asociality, as well as social competitiveness and egoism. This political defense of the sex-roled family needs more critique by feminists.

It is commonly understood that over-arching transcendental values (TVs) play a major role in directly influencing individual and group behaviours, including those relating to the environment. This paper challenges this approach, by arguing that there is good evidence to indicate that personal contexts – rather than TVs – inform many decisions that individuals need to make. As such, the paper argues that individuals use their TVs as a guide to forming contextual values, in a way that TVs only influence daily (...) behaviours indirectly. In order to review the potential utility of these arguments, we offer a secondary analysis of the International Social Survey Programme. The results indicate that contexts can influence behaviours independently of the set of (transcendental) values that people may hold. (shrink)

As health policy-makers around the world seek to make progress towards universal health coverage, they must navigate between two important ethical imperatives: to set national spending priorities fairly and efficiently; and to safeguard the right to health. These imperatives can conflict, leading some to conclude that rights-based approaches present a disruptive influence on health policy, hindering states’ efforts to set priorities fairly and efficiently. Here, we challenge this perception. We argue first that these points of tension stem largely from inadequate (...) interpretations of the aims of priority setting as well as the right to health. We then discuss various ways in which the right to health complements traditional concerns of priority setting and vice versa. Finally, we set out a three-step process by which policy-makers may navigate the ethical and legal considerations at play. (shrink)

The controversies in Bristol, Alder Hey and elsewhere in the UK surrounding the removal and retention of human tissue and organs have led to extensive law reform in all three UK legal systems. This paper reports a short study of the reactions of a range of health professionals to these changes. Three main areas of ethical concern were noted: the balancing of individual rights and social benefit; the efficacy of the new procedures for consent; and the helpfulness for professional practice (...) of the new legislation and regulation. Recognition of these concerns may help in forging a new partnership between professionals and patients and their families. (shrink)

Unlike other countries in South Asia, in Nepal research in the health sector has a relatively recent history. Most health research activities in the country are sponsored by international collaborative assemblages of aid agencies and universities. Data from Nepal Health Research Council shows that, officially, 1,212 health research activities have been carried out between 1991 and 2014. These range from addressing immediate health problems at the country level through operational research, to evaluations and programmatic interventions that are aimed at generating (...) evidence, to more systematic research activities that inform global scientific and policy debates. Established in 1991, the Ethical Review Board of the Nepal Health Research Council is the central body that has the formal regulating authority of all the health research activities in country, granted through an act of parliament. Based on research conducted between 2010 and 2013, and a workshop on research ethics that the authors conducted in July 2012 in Nepal as a part of the on-going research, this article highlights the emerging regulatory and ethical fields in this low-income country that has witnessed these increased health research activities. Issues arising reflect this particular political economy of research and includes questions to emerging regulatory and ethical frameworks. (shrink)

Nursing Inquiry 2010; 17: 359–372 The Family Education Diabetes Series (FEDS): community‐based participatory research with a midwestern American Indian communityIndigenous people around the globe tend to struggle with poorer health and well‐being than their non‐indigenous counterparts. One area that this is especially evident is in the epidemic of diabetes in North America’s American Indians (AIs) – who evidence higher prevalence rates and concomitant disease‐related complications (...) than any other racial/ethnic group. As researchers and AI communities work together to transcend conventional top‐down, service‐delivery approaches to care, community‐based participatory research is beginning to show promise as a way to partner contemporary biomedical knowledge with the lived‐experience, wisdom, and customs of Indigenous people. This study describes the Family Education Diabetes Series (FEDS) as an example of such effort, and highlights pilot findings assessing its value and impact across key diabetes‐relevant variables. Following 36 intervention participants across baseline, 3‐month, and 6‐month time periods, data show significant improvements in weight, blood pressure, and metabolic control (A1c). Strengths and limitations of this investigation are presented, along with suggestions about how to further advance and empirically test the work across other Indigenous communities. (shrink)

We implemented a user-centered approach to the design of an artificial intelligence (AI) system that provides users with access to information about the workings of the United States federal court system regardless of their technical background. Presently, most of the records associated with the federal judiciary are provided through a federal system that does not support exploration aimed at discovering systematic patterns about court activities. In addition, many users lack the data analytical skills necessary to conduct their own analyses and (...) convert data into information. We conducted interviews, observations, and surveys to uncover the needs of our users and discuss the development of an intuitive platform informed from these needs that makes it possible for legal scholars, lawyers, and journalists to discover answers to more advanced questions about the federal court system. We report on results from usability testing and discuss design implications for AI and law practitioners and researchers. (shrink)

The use of the human microbiome as a subject of study for forensic purposes raises a number of issues, ranging from a challenge to our traditional concept of identity to respect for privacy and the type of consent to be obtained when a microbiome sample is taken. The particular nature of this study requires the joint work of a multidisciplinary team made up of specialists in ethics, forensic science, law, microbiology, philosophy and political science.

The way health is conceptualized determines the actions taken to protect and promote it and, in turn, the actors responsible for such actions in an increasingly inter-dependent world. This essay presents a brief description of health policies in Peru during the last ten years in order to analyze the implications of paradigms of medical ethics, human rights and quality of care. These paradigms offer distinct ways of formulating, applying and evaluating health policies and understanding the relationship among different actors at (...) various levels. Building upon other detailed analyses of sexual and reproductive health policy in Peru (Coe, 2004; Miranda and Yamin, 2004), as well as critical appraisals of health services models (Gericke, Kurowski, Ranson and Mills, 2005; Krieger, Northridge, Gruskin, Quinn, Kriebel, Davey Smith, Bassett, Rehkopf and Miller, 2003), this article advocates the importance of construing and promoting health as a human right.
