In the face of the COVID-19 pandemic, governments worldwide established various mechanisms to facilitate the pandemic response and ensure the state’s functioning. As a consequence, the economic impact of the COVID-19 crisis varies in countries, depending on the region. We are looking for answers to research questions: how the COVID-19 pandemic influenced the finances of local government institutions in 2020–2021; Is it possible to distinguish the types of units where this impact was greater or smaller, and whether and how the (...) pandemic-related legislation influenced the fiscal relations between the state and local government, especially in the context of the local government institutions’ financial independence. We have noticed that financial solutions dedicated to local government units, as well as making local government fiscal rules more flexible, allowed to maintain the potential of the local economic base. They also had a diversified impact on the Polish local government institutions’ income level. (shrink)

One of the most fundamental existential experiences is the “indifference of the world”. Faced with the awareness of the insignificance of human fate, the lack of meaning, the indifference of the world, man creates various strategies of depotentialising reality. One of them is “story-telling”, working on a myth. Nietzsche also believed that “life needs a protective atmosphere woven from illusions, dreams, delusions”, so he tried to create a myth to fill the void left by the “death of God”. He began (...) with Wagner’s “aesthetic myth” and went on to create a “myth of the aestheticisation of existence”. His next attempts to give meaning to human life were the story of the Übermensch and the revitalization of the myth of eternal return. Another myth which can be found at the core of Nietzsche’s philosophy is “the myth of the myth-maker”. (shrink)

Journal of Mathematical Logic, Volume 22, Issue 03, December 2022. We study a new class of NP search problems, those which can be proved total using standard combinatorial reasoning based on approximate counting. Our model for this kind of reasoning is the bounded arithmetic theory [math] of [E. Jeřábek, Approximate counting by hashing in bounded arithmetic, J. Symb. Log. 74(3) (2009) 829–860]. In particular, the Ramsey and weak pigeonhole search problems lie in the new class. We give a purely computational (...) characterization of this class and show that, relative to an oracle, it does not contain the problem CPLS, a strengthening of PLS. As CPLS is provably total in the theory [math], this shows that [math] does not prove every [math] sentence which is provable in bounded arithmetic. This answers the question posed in [S. Buss, L. A. Kołodziejczyk and N. Thapen, Fragments of approximate counting, J. Symb. Log. 79(2) (2014) 496–525] and represents some progress in the program of separating the levels of the bounded arithmetic hierarchy by low-complexity sentences. Our main technical tool is an extension of the “fixing lemma” from [P. Pudlák and N. Thapen, Random resolution refutations, Comput. Complexity, 28(2) (2019) 185–239], a form of switching lemma, which we use to show that a random partial oracle from a certain distribution will, with high probability, determine an entire computation of a [math] oracle machine. The introduction to the paper is intended to make the statements and context of the results accessible to someone unfamiliar with NP search problems or with bounded arithmetic. (shrink)

The problem of idealization in empirical sciences is very rarely taken up in works concerned with the methodology of those sciences. It seems to be common knowledge that in advanced natural sciences references are made to concepts such as “perfectly rigid body,” “material point,” “perfect gas,” etc., but it remains a fact that the most important methodological concepts, concepts which have determined the present-day form of the philosophy of science, have been advanced without regard to the peculiarities of the procedure (...) mentioned above. And yet a moment's consideration suffices to raise doubts as to Carnap's physicalism and/or Popper's falsificationism if we just realize the trivial and commonly known truth that empirical sciences resort to idealizationism. For how are we to imagine a reduction of idealizational concepts to observation terms? And how are we to imagine that theorems which include idealizational concepts imply observation statements which refute, or at least are at variance with, those theorems? But it is a fact that such doubts have neither been raised by the authors of the conceptions mentioned above, nor have they been raised against them. (shrink)

We extend a result by Gallow concerning the impossibility of following two epistemic masters, so that it covers a larger class of pooling methods. We also investigate a few ways of avoiding the issue, such as using non-convex pooling methods, employing the notion of imperfect trust or moving to higher-order probability spaces. Along the way we suggest a conceptual issue with the conditions used by Gallow: whenever two experts are considered, whether we can trust one of them is decided by (...) the features of the other! We investigate how Dutch Book considerations can be conducted in the context of two classes of nonclassical probability spaces used in philosophy of physics. In particular we show that a recent proposal by B. Feintzeig to find so called “generalized probability spaces” which would not be susceptible to a Dutch Book and would not possess a classical extension is doomed to fail. Noting that the particular notion of a nonclassical probability space used by Feintzeig is not the most common employed (...) in philosophy of physics, and that his usage of the “classical” Dutch Book concept is not appropriate in “nonclassical” contexts, we then argue that if we switch to the more frequently used formalism and use the correct notion of a Dutch Book, then all probability spaces are not susceptible to a Dutch Book. We also settle a hypothesis regarding the existence of classical extensions of a class of generalized probability spaces. (shrink)

This article presents a fragment of the history of psychology in Poland, discussing its development in the years 1945–56, which saw sweeping political and geographical transformations. In that maelstrom of history, psychology was particularly affected by the effects of geopolitical changes, which led to its symbolic ‘arrest’ in 1952, when psychological practice was prohibited and all psychology courses were abolished at universities. Amnesty was declared only in 1956, with the demise of the so-called Stalinist ‘cult of personality’ and the onset (...) of a turbulent period when the crimes of the Stalinist era were prosecuted. We have adopted three time frames for our description and analysis of this dramatic period in the development of psychology in Poland. ‘The past’ is a story about the flourishing of Polish psychology before World War Two and the hopes for the discipline’s restoration after the war. ‘The present’, as the core of this narrative, represents the events of 1950–56. ‘The future’ refers to the period when Stalinist abuses were prosecuted during the Thaw, following the collapse of the Stalinist dictatorship, and the resurgence of Polish psychologists’ hopes for resurrecting their discipline. In all these periods, the narrative is interwoven with the story of the Polish psychologist Mieczysław Kreutz, who offers a model example of the hypothesized dependence of scientific research on sociopolitical change. We introduce the notion of a Minkowskian Branching Structure ("MBS" for short). Then we prove some results concerning the phenomenon of funny business in its finitary and infinitary variants.

Since its first introduction by Hans Reichenbach, many philosophers have claimed to refute the common cause principle. The situation is not so straightforward, though: validity of the principle remains an open question. The book traces different formulations of the principle, and provides proofs of a few pertinent theorems, settling the relevant questions in various probability spaces. It offers both philosophical insight and mathematical rigor.

According to the commonsensical model of educating researchers, young researchers must first acquire the knowledge achieved thus far and then solve new problems by developing applications of the accepted theory. This model, which presupposes a positivist theory of science, is incapable of explaining why the major breakthroughs in science have been carried out by young researchers. On the idealizational view of science, it becomes clear that commonsensical model must be rejected and replaced with an alternative, according to which the primary (...) duty of young researchers is to revise the existing theories. It is the young researchers who are usually creative enough, ignorant enough, and exhibit a sufficient degree of nonconformism, to be capable of developing really new scientific theories. (shrink)

Wilhelm Dilthey (1833-1911) fut directement impliqué dans presque tous les grands débats philosophiques en Allemagne au tournant du XIXe et du XXe siècle : sur le rapport entre psychologie et logique, sur les conditions transcendantales de la conscience de soi, sur l'historicité de l'existence humaine, sur l'herméneutique et la question du sens, sur la philosophie de la compréhension ou encore sur la signification philosophique de la vie (de l'existence) et des valeurs. Certains de ces débats, notamment celui sur l'autonomie cognitive (...) des sciences humaines, ont été inaugurés par Dilthey lui-même. L'une des problématiques où un nouveau dialogue avec sa pensée pourrait se nouer aujourd'hui serait sans aucun doute, précisément, la question de la possibilité de la réconciliation des études objectives de l'histoire avec l'expérience que l'homme fait de l'historicité radicale de sa compréhension. En effet, Dilthey n'accepte pas que l'homme puisse se dérober à sa responsabilité face à l'histoire sous prétexte que l'histoire, elle, s'est déjà dérobée à sa compréhension. Tout au contraire : c'est parce qu'il en est responsable que l'homme ne peut se dérober à la compréhension de l'histoire, même si le chemin de la compréhension est long et pénible. (shrink)

In this paper we give a positive answer to a problem posed by Hofer-Szabó and Rédei (Int. J. Theor. Phys. 43:1819–1826, 2004) regarding the existence of infinite Reichenbachian common cause systems (RCCSs). An example of a countably infinite RCCS is presented. It is also determined that no RCCSs of greater cardinality exist.

For example, falsity of the principle is frequently inferred from falsifiability of Bell’s inequalities. The author demonstrates, however, that the situation is not so straightforward. There is more than one version of the principle formulated with the use (...) of different variants of Reichenbach-inspired notions; their falsity still remains an open question. The book traces different formulations of the principle and provides proofs of a few pertinent theorems, settling the relevant questions in various probability spaces. Art as Festival Art has been a privileged sphere in the sense that it appeales to art-receivers because of its power of taking them outside the sphere of everyday life (commonplaceness) and practicality. For the first time the philosophers of ancient Greece propagated this view. In this paper the Pythagorean and Aristotle’s views are considered; however they have different metaphysical bases, there is some aspect common to theirs aesthetics. In 20th century it is Helmut Kuhn, Hans-Georg Gadamer and Władysław Stróżewski (...) who express similar ideas and convictions about an exceptionality of the meeting between art and man. In the first part of the article (the ancient) notion of “leisure” (scholé) is presented, while in the second one the case of “festival”, Festlichkeit and Eigenzeit is taken into account. (shrink)
