This paper investigates the dynamic and performative construction of publics in public engagement exercises. In this investigation, we, on the one hand, analyse how public engagement settings as political machineries frame particular kinds of roles and identities for the participating publics in relation to ‘the public at large’. On the other hand, we study how the participating citizens appropriate, resist and transform these roles and identities, and how they construct themselves and the participating group in relation to wider publics. The cellular machinery responsible for conveying proteins between the endoplasmic reticulum and the Golgi is being investigated using genetics and biochemistry. A role for vesicles in mediating protein traffic between the ER and the Golgi has been established by characterizing yeast mutants defective in this process, and by using recently developed cell‐free assays that measure ER to Golgi transport. These tools have also allowed the identification of several proteins crucial to intracellular protein trafficking. The characterization and possible functions of (...) several GTP‐binding proteins, peripheral membrane proteins, and an integral membrane protein during ER to Golgi transport are discussed here. I propose to consider the question, "Can machines think?" This should begin with definitions of the meaning of the terms "machine" and "think." The definitions might be framed so as to reflect so far as possible the normal use of the words, but this attitude is dangerous, If the meaning of the words "machine" and "think" are to be found by examining how they are commonly used it is difficult to escape the conclusion that the meaning and the answer to (...) the question, "Can machines think?" is to be sought in a statistical survey such as a Gallup poll. But this is absurd. Instead of attempting such a definition I shall replace the question by another, which is closely related to it and is expressed in relatively unambiguous words. The new form of the problem can be described in terms of a game which we call the 'imitation game." It is played with three people, a man (A), a woman (B), and an interrogator (C) who may be of either sex. The interrogator stays in a room apart front the other two. The object of the game for the interrogator is to determine which of the other two is the man and which is the woman. He knows them by labels X and Y, and at the end of the game he says either "X is A and Y is B" or "X is B and Y is A." The interrogator is allowed to put questions to A and B. We now ask the question, "What will happen when a machine takes the part of A in this game?" Will the interrogator decide wrongly as often when the game is played like this as he does when the game is played between a man and a woman? These questions replace our original, "Can machines think?". (shrink)

The view that the relationship between minds and brains can be thought of on the model of software and hardware is pervasive. The most common versions of the view, known as functionalism in philosophy of mind, hold that minds are realized by brains.

The notion of a ‘machinery of death’ not only underwrites abolitionist discourse but also informs what Derrida's Death Penalty refers to as an anesthesial drive that can be traced back at least as far as Guillotin. I read it here as a symptom of a more complex relation to the technological that functions across the line dividing life from death, and which is concentrated in the question of the instant that capital punishment requires. Further indications of such a relation (...) include the forms of automatic machinism that regulate, on one hand, the generalisable certainty that death occurs, and on the other, the discursive contagion that the death penalty generates. But it can be analysed most productively in the way in which the putative instantaneity of an execution reveals how life is severed from, but also perhaps tethered to death by means of a machinery of time; how that machinery of time ‘abandons’ its indifference in order to decide the moment of death by execution, and at the same time, by contriving an instant at which death takes over from life, produces the uncanny result of having life and death meet on the same knife-edge. In the spring of 1987, I was in Havana, Cuba, where I was participating in planning a large-scale longitudinal study of the neurophysiological, neurochemical, and behavioral characteristics of cohorts of patients with cerebrovascular disease, depression, senile dementia, schizophrenia, or learning disabilities; and also part of this study were their first-degree blood relatives. This study was the outgrowth of a long-term project on the practical application of computer methods for the evaluation of brain electrical activity related to anatomical integrity, maturational development, (...) and sensory, perceptual;·-and cognitive processes, especially in chil dren. For many years, that project had been supported by the United Nations Development Program (UNDP), the National Scientific Research Center of Cuba (CNIC), and the Ministries of Public Health and of Education of Cuba. Since its inception, I had served as a technical advisor to the UNDP project. When the project began, I became acquainted with Dr. Jose M. Miyar Barrueco, who was at that time the Rector of the Medical School of the University of Havana. Because of his keen interest in the new computer technology and its potential utility in developing countries, we met from time to time during my visits. These occasional meetings continued after he became Secretary of the Cuban Council of State, so that he could remain apprised of progress and problems with which he might help. (shrink)

Freadman uses the term genre to access Peirce’s work, and expands this original theoretical approach by proposing that “genre” interacts with “sign” and that this interaction is central to the study of the semiotic in general.

In his 1950 paper “Computing Machinery and Intelligence,” Alan Turing proposed that we can determine whether a machine thinks by considering whether it can win at a simple imitation game. A neutral questioner communicates with two different systems – one a machine and a human being – without knowing which is which. If after some reasonable amount of time the machine is able to fool the questioner into identifying it as the human, the machine wins the game, and we (...) should conclude that it thinks. This imitation game, now known as the Turing Test, has been much discussed by philosophers of mind, and for more than half a century now there has been considerable debate about whether it is an adequate test for thinking. But what has not been much discussed are the sexed presuppositions underlying the test. Too often forgotten in the philosophical discussion is the fact that Turing’s imitation game is modeled on an imitation game in which a neutral questioner communicates with two different humans – one a man and one a woman – without knowing which is which. In this original imitation game, the man wins the game if he is able to fool the questioner into identifying him as the woman. In this paper, I explore the implications of this set-up. As I argue, the fact that the Turing test was modeled on a man/woman imitation game seems to have led us astray in various ways in our attempt to conduct an effective investigation and assessment of computer intelligence. This paper is the second part of our recent paper ‘Historical and Epistemological Reflections on the Culture of machines around the renaissance: How s cience and t echnique Work’ (Pisano & Bussotti 2014a). In the first paper—which discussed some aspects of the relations between science and technology from Antiquity to the Renaissance—we highlighted the differences between the Aristotelian/Euclidean tradition and the Archimedean tradition. We also pointed out the way in which the two traditions were perceived around the r enaissance. t (...) he Archimedean tradition is connected with machines: its relationship with science and construction of machines should be made clear. i t is enough to think that Archimedes mainly dealt with three machines: lever , pulley and screw (and a correlated principle of mechanical advantage ). As underlined in the first part, our thesis is that many machines were constructed by people who ignored theory, even though, in other cases, the knowledge of the Archimedean tradition was a precious help in order to build machines. Hence, an a priori idea as to the relations between the Archimedean tradition and construction of machines cannot exist. i n this second part we offer some examples of functioning machines constructed by people who ignored any physical theory, whereas, in other cases, the ignorance of some principles—such as the impossibility of a perpetuum mobile —induced the attempt to construct impossible machines. What is very interesting is that these machines did not function, of course, as a perpetuum mobile , but anyway had their functioning and were useful for certain aims, although they were constructed on an idea which is completely wrong from a theoretical point of view. We mainly focus on the r enaissance and early modern period, but we also provide examples of machines built before and after this period. We have followed a chronological order in both parts, starting from the analysis of the situation in ancient Greece. t herefore, in the first part, we have examined the relations between the Aristotelian/Euclidean and Archimedean traditions from ancient Greece to the early modern age. i n this second part, we analyse the relations of Archimedean tradition/ construction of machines from ancient Greece to the 19 th century, focusing on the mentioned period. We remind the reader that our aim is to prove an epistemological thesis, not to provide a complete historical endeavour. There is a certain experience which awaits reformers of all parties sooner or later. They make plans for amending some small part of the world, and consider means for getting the idea into practice, and then someone interposes a comment: “This plan,” he says, “is all very well, but it is mere machinery. The world can be saved only by what is inward and living, by change in heart and thought, by renewal of spirit.”.

We build on some of Daniel Dennett’s ideas about predictive indispensability to characterize properties of video games discernable by people as computationally emergent if, and only if: (1) they can be instantiated by a computing machine, and (2) there is no algorithm for detecting instantiations of them. We then use this conception of emergence to provide support to the aesthetic ideas of Stanley Fish and to illuminate some aspects of the Chomskyan program in cognitive science.

This reply to Oleg Domanov’s target paper is not concerned with the technicalities of the proposed approach. Rather, I discuss the fruitfulness of the underlying ideas in dealing with Quine’s famous “double vision” scenario, for which the approach is designed. I point out some key ingredients of Domanov’s proposal: (a) context dependence of propositional attitude ascription (and ascribability); (b) replacement of individuals with finer-grained entities for reference and quantification, such as Kaplan’s “vivid names”, Frege and Yalcin’s senses or Percus and (...) Sauerland’s concept generators; and (c) using the apparatus of cross-identification functions. I show that those ingredients were already present in a body of work preceding the target paper. On the other hand, there are known problems related to the fact that sometimes the choice of the pertinent mode of presentation depends on the choices associated with quantifiers higher in the syntactic tree. No account based on manipulations with the global context, such as Domanov’s in its current form, can handle them. (shrink)

Lady Lovelace’s notes on Babbage’s Analytical Engine never refer to the concept of surprise. Having some pretension to ‘originate’ something—unlike the Analytical Engine—is neither necessary nor sufficient to being able to surprise someone. Turing nevertheless translates Lovelace’s ‘this machine is incapable of originating something’ in terms of a hypothetical ‘computers cannot take us by surprise’ objection to the idea that machines may be deemed capable of thinking. To understand the contemporary significance of what is missed in Turing’s ‘surprise’ translation of (...) Lovelace’s insight, one needs to distinguish between trivial surprises and those events, propositions or encounters that lead us to question our understanding of ourselves or what surrounds us. Only some of these non-trivial surprises are the product of originality endeavours. Not only is it uncommon for surprises to track such endeavours, the type of autonomy that would be required on the part of ‘digital computers’ for originality and surprise to intersect in that way goes far beyond the operational autonomy that can be achieved by ‘learning machines’. This paper argues that a salient translation of Lovelace’s originality insight—for contemporary and future ‘learning machines’—is an upside-down version of Turing’s surprise question: can computers be surprised by us in a non-trivial, ‘co-produced’ way? Our era is one of democratic backsliding. International courts and institutions have provided some bulwark against this trend, but we are now witnessing leaders seeking to use international law to extend their power. Courts in several countries have relied on international human rights norms to facilitate term limit extensions by leaders seeking to retain power beyond what is constitutionally allowed. This Article documents these cases and calls for a more robust and substantive international law of democracy-protection.

This book looks at the civil justice system - the courts and what they do; legal aid and other methods of providing access to justice; lawyers and their conduct; and the role of legal procedure. It also looks at the impact the civil justice system has on wider society, and its relationship with economics and commercial development. The book is largely focussed on Britain, but includes material from the USA, the Indian sub-continent, south-east Asia, and Aboriginal society in Australia.

The prospects for a phenomenology of technology have been guided in the past decade by a split between supporters of Martin Heidegger and those who subscribe to Bernard Stiegler’s critique of Heidegger. This essay proposes that both are needed for a phenomenology of what Edward Castronova calls “synthetic worlds” (large on-line environments like Second Life and World of Warcraft). Here is a phenomenology that must take into account histories of design and technical evolution to account for the particular “fantasy of (...) disembodiment” that shapes a user’s experience of a synthetic world, forgetting the bodily engagement with hardware. Artificial Intelligence (AI) is a technology widely used to support human decision-making. Current areas of application include financial services, engineering, and management. A number of attempts to introduce AI decision support systems into areas which more obviously include moral judgement have been made. These include systems that give advice on patient care, on social benefit entitlement, and even ethical advice for medical professionals. Responding to these developments raises a complex set of moral questions. This paper proposes a clearer replacement question (...) to them. The replacement question asks under what circumstances, if any, people would accept a moral judgement made by some sort of machine. Since, it is argued, the answer to this replacement question is positive, urgent practical moral problems are raised. (shrink)

Theoretical minimal RNA rings attempt to mimick life’s primitive RNAs. At most 25 22-nucleotide-long RNA rings code once for each biotic amino acid, a start and a stop codon and form a stem-loop hairpin, resembling consensus tRNAs. We calculated, for each RNA ring’s 22 potential splicing positions, similarities of predicted secondary structures with tRNA vs. rRNA secondary structures. Assuming rRNAs partly derived from tRNA accretions, we predict positive associations between relative secondary structure similarities with rRNAs over tRNAs and genetic code (...) integration orders of RNA ring anticodon cognate amino acids. Analyses consider for each secondary structure all nucleotide triplets as potential anticodon. Anticodons for ancient, chemically inert cognate amino acids are most frequent in the 25 RNA rings. For RNA rings with primordial cognate amino acids according to tRNA-homology-derived anticodons, tRNA-homology and coding sequences coincide, these are separate for predicted cognate amino acids that presumably integrated late the genetic code. RNA ring secondary structure similarity with rRNA over tRNA secondary structures associates best with genetic code integration orders of anticodon cognate amino acids when assuming split anticodons (one and two nucleotides at the spliced RNA ring 5′ and 3′ extremities, respectively), and at predicted anticodon location in the spliced RNA ring’s midst. Results confirm RNA ring homologies with tRNAs and CDs, ancestral status of tRNA half genes split at anticodons, the tRNA-rRNA axis of RNA evolution, and that single theoretical minimal RNA rings potentially produce near-complete proto-tRNA sets. Hence genetic code pre-existence determines 25 short circular gene- and tRNA-like RNAs. Accounting for each potential splicing position, each RNA ring potentially translates most amino acids, realistically mimicks evolution of the tRNA-rRNA translation machinery. These RNA rings ‘of creation’ remind the uroboros’ (snake biting its tail) symbolism for creative regeneration. (shrink)

In reaction to a particularly scathing review of his Practice in Christianity, Kierkegaard postulated what he called a ‘preacher-machine.’ As we will see, the preacher-machine is only one type of character-machine, for, in Practice in Christianity, there are five other such machines. Starting up these character-machines will allow for an analysis of the repulsion of the God-man, Christ himself. This repulsion is important because Kierkegaard claims that it is the condition for the emergence of faith. After discussing repulsion, Kierkegaard will (...) locate a singular mistake of Christendom, which will allow him to offer his remedy to this problem. In doing so, I will claim, Kierkegaard makes a particularly forceful claim about the true status of Christianity. After viral entry into the cell, the nuclear envelope poses a major cellular barrier that needs to be overcome upon adaptation of highly pathogenic avian influenza viruses (HPAIV) to the new host. To ensure efficient viral transcription and replication in the nucleus of the host cell, the viral polymerase complex of avian influenza viruses needs to switch from recognition of avian to mammalian components of the nuclear import machinery. Recent evidence suggests that influenza viruses have evolved different mechanisms to (...) utilize importin‐α isoforms as components of this machinery, bridging pre‐ and post‐nuclear import on both sides of the nuclear envelope. Social machines are systems formed by technical and human elements interacting in a structured manner. The use of digital platforms as mediators allows large numbers of human participants to join such mechanisms, creating systems where interconnected digital and human components operate as a single machine capable of highly sophisticated behaviour. Under certain conditions, such systems can be described as autonomous and goal-driven agents. Many examples of modern Artificial Intelligence (AI) can be regarded as instances of this class of mechanisms. We (...) argue that this type of autonomous social machines has provided a new paradigm for the design of intelligent systems marking a new phase in the field of AI. The consequences of this observation range from methodological, philosophical to ethical. On the one side, it emphasises the role of Human-Computer Interaction in the design of intelligent systems, while on the other side it draws attention to both the risks for a human being and those for a society relying on mechanisms that are not necessarily controllable. The difficulty by companies in regulating the spread of misinformation, as well as those by authorities to protect task-workers managed by a software infrastructure, could be just some of the effects of this technological paradigm. However, further elucidation of the biological parameters necessary to define a specific space-state relationship should be considered. [Hobson et al.; Solms].

Drawing on contemporary pragmatic philosophy and grounded in a reading of techniques associated with digital media as sophist practices of influence and manipulation, this paper proposes an ‘experimental’ reading of key aspects of the topological qualities of the infrastructure of the knowledge economy, with its obsessive attempts at measuring, recording and monitoring, or ‘qualculation’. Taking seriously, albeit with humour, early criticisms of actor-network for its ostensibly Machiavellian proclivities, it offers a series of playful stratagems for the exploration and analysis of (...) power as an emergent property of socio-technical relations. Topology, in this account, becomes relevant to cultural analysis because of the way that it allows us to think together processes constructive of the intensive continua of ‘desiring production’ with the sociotechnical operations of digital media infrastructures. Different elements operative within digital media (the super-hub, the power of small numbers, recursion and relational databases) are read stratagematically – as figures of a praxis (the material practice of immaterial labour), that reveals different facets of the operations of power, while also allowing for counter-tactics to be deployed. Rather than proposing a theoretical account or an empirical analysis, the paper develops what Stengers (2011) calls ‘operative constructs’, which become ingredients for further active exploration of and thinking about the topological qualities of mediatic infrastructure. The paper addresses four different and overlapping areas of digital media from a point of view that considers the plural, compositional quality of media/power relations. (shrink)

Translation of the genetic code occurs in a cycle where ribosomes engage mRNAs, synthesize protein, and then disengage in order to repeat the process again. The final part of this process—ribosome recycling, where ribosomes dissociate from mRNAs—involves a complex molecular choreography of specific protein factors to remove the large and small subunits of the ribosome in a coordinated fashion. Errors in this process can lead to the accumulation of ribosomes at stop codons or translation of downstream open reading frames (ORFs). (...) Ribosome recycling is also critical when a ribosome stalls during the elongation phase of translation and must be rescued to allow continued translation of the mRNA. Here we discuss the molecular interactions that drive ribosome recycling, and their regulation in the cell. We also examine the consequences of inefficient recycling with regards to disease, and its functional roles in synthesis of novel peptides, regulation of gene expression, and control of mRNA‐associated proteins. Alterations in ribosome recycling efficiency have the potential to impact many cellular functions but additional work is needed to understand how this regulatory power is utilized. (shrink)

We consider not only the epitextual background of the German Enlightenment in which the Berlinische Monatsschrift was produced, but also the peritextual specimens of catchwords, signature marks, and various front matter of Kant’s essay. This medial reading suggests the periodical to be deeply involved in (...) the operations of a print machinery preceding the authorial figure, the existence of which perturbs copyright law’s attachment to original authorship. I link together the nuptial number, that ‘whole geometric number', represented as the areas of two distinct figures -- a square and a rectangle -- with the ‘triangles in ascending order'. I locate an indeterminancy in the conditions for the production of the ‘divine creature', which I take to be a philosopher , and suggest a new interpretation of the breakdown of the eugenics programme. I try to show how and why that breakdown is metaphysically necessary. I argue that Plato (...) uses mathematical indeterminancy not only to suggest that the decline is necessary, but also to issue an epistemic warning to us, to the effect that we should avoid trying to come to a philosophical understanding of forms by focusing on even very fine particulars.
