Twenty two treatises on Islamic ethics by eminent personalities in early Islam.

RésuméʾAbū Saʿīd al-Siǧzī, astronome et mathématicien du ive/xe siècle, fut l'un des premiers auteurs du genre ʿilm al-hayʾa ; mais on connaît peu la genèse de cette discipline et sa relation aux autres écrits et pratiques en astronomie. Dans cet article, je présente de nouvelles découvertes permettant de préciser la biographie d'al-Siǧzī. Je décris ensuite, pour la première fois, une composition d'astronomie théorique du ive/xe siècle, la « Structure des orbes » d'al-Siǧzī, et je montre sa place dans la formation (...) de la discipline ʿilm al-hayʾa en comparant ce livre à l'ouvrage antérieur d'al-Farġānī sur la taille de la Terre et le nombre des sphères célestes. Je conclus que la Tarkīb al-aflāk d'al-Siǧzī est le plus ancien exemple connu d'un livre traitant des sujets abordés plus tard en hayʾa, et qu'il contient peutêtre la première occurrence du neuvième orbe céleste, classique dans les écrits du genre. Recently, spirituality-based interventions for modulating death anxiety in both unhealthy and healthy individuals have increased. However, the effectiveness of this treatment approach in reducing death anxiety remains controversial. Thus, this systematic review and meta-analysis aimed to clarify the impact of spiritual therapy interventions on death anxiety in Iran. We searched for all randomised and controlled trials related to the research topic in national and international databases, including Web of Science, PubMed, Scopus, Wiley, Taylor & Francis, ScienceDirect, SID, Civilica, IranDoc and (...) Noormags. Fifteen studies with 772 participants that were found relevant and fulfilled the defined exclusion and inclusion criteria were included in the analyses. Stata 17 software was used to analyse the data. The results showed a significant difference between the average death anxiety scores in the experimental and control groups after receiving spiritual therapy (standardised mean difference = –5.97, 95% confidence interval: –9.51, –2.44). In addition, the results of the Q and I2 tests indicated significant heterogeneity among the studies (p < 0.001; Q = 411.45; I2 = 99.50%). Thus, although the findings show that interventions based on spiritual therapy can reduce death anxiety, the high heterogeneity and publication bias of some trials limit the validity and generalisability of their effects. The findings of this meta-analysis will help in elucidating the effectiveness of spiritual therapy and open new horizons for this therapeutic approach for psychologists, counsellors and educational planners, thereby creating a relative consensus between advocates and critics of therapeutic spirituality. Philosophy and evaluation of traditions based on the ideas of traditionalist and philosopher Seyyed Hossein Nasr, 1933-.

Muslim scholars have had different approaches toward modern technologies. Defining the situation in various Islamic countries is dependent on knowing the approaches adopted by their scholars. These approaches create norms which can shed light on the reasons for the success and failure of access to technology and its transference. The present article sets out to analyze the views of the Qom seminary scholars in Iran about the development of modern technologies within the framework of the development sociology using the qualitative (...) methodology of grounded theory. To this end, such techniques as conducting interviews and investigating documents have been used to gather the data. The authors find four paradigm models regarding modern technologies among the Qom seminary scholars. These models are classified into two general categories: optimistic and pessimistic. In the end, an “appropriate technology” approach is introduced as an approach singled out by the researchers. (shrink)

Since the modern age the attacks against faith and religious belief have been raised. One of the major arguments against the existence of God who is described in theistic religious holy books as Almighty and all loving God come in terms of suffering in human life and the presence of evil in the world created by God. The challenge according to the critics against the religious life and faith is how a believer can be considered rational in his faith while (...) there are many suffering in human life and evil in the world. The aim of this paper is to deal with this challenge and the solution is given on the basis of Islamic teachings. There are different responses for this challenge both in Islamic theology and Christian theology. This research is limited to Quranic teachings and the main claim as one possible response and defense for the presence of evil in human life is to point out that evil plays a main role in provoking inborn knowledge of God in human nature. Described as a gem in Islam, intellect can lead all individual and social behaviours towards balance, appeal and godliness. Given the utmost importance of protecting intellect in this divine religion, everything from eating and drinking to reading, listening and entertainment is thus considered haram [ viz. remains prohibited] if it makes threats to the health of mind and soul. In general, narcotics and substance abuse in all forms can have crushing and all-encompassing effects, that is, inflict heavy blows on the (...) body, soul, mind, willpower and religion in a person and consequently destroy life in the family and society. The continuation of life as well as the stability and survival of this holy institution accordingly depends on many factors, including addiction tendency (AT) and sexual dysfunction (SD). It is also obvious that the balance and optimal use of sexual instinct on the accepted path of religion will be the key to the family health and strength. Altogether, the role of AT and SD on intention to divorce (ITD) in Indonesian Muslim couples ( n = 450) was investigated in 2022 in this study, wherein one partner had previously attended addiction treatment centres over the last 6 months. The study results ultimately demonstrated that AT could induce SD and consequently raise ITD among Muslim couples. Contribution: The study results confirmed the harmful impacts of AT on SD among Muslim couples, which could increase their ITD. In view of this, it was suggested to promote religious teachings in the family to benefit from their positive effects. (shrink)

In the Quran the possibility of doubting God’s existence is ruled out as man has a particular nature. The aim of this paper is to disclose the very basic Quranic concept concerning human nature: Fitrah. According to the Quranic understanding, mankind has its origin in God; this understanding is based on the concept of Fitrah. In the Quran, mankind is mentioned in many verses with honours and dignity regarding its creation and position. The human being in some verses is honoured and respected: man is superior to angels as they bowed for Adam as the first man. Meanwhile the human being in other verses is dishonoured and devalued; being described like animals or lower beings. The aim of this paper is to deal with the Quranic perspective regarding the human being’s dignity and honour. The nature (...) of human dignity and honour in existential interpretation is seen in self—realization and self—making destination. This article discusses the manipulation and measurement of levels of situational self-focus, which is generally labeled ''self-awareness.'' A new scale was developed to quantify levels of public and private self-awareness. Five studies were conducted to assess the psychometric properties, reliability, and validity of the Situational Self-Awareness Scale (SSAS). The SSAS was found to have a reliable factor structure, to detect differences in public and private self-awareness produced by laboratory manipulations, and to be sensitive to changes in self-awareness within individuals over (...) time and across situations. The SSAS can be used as a manipulation check of laboratory self-awareness manipulations and as a means of assessing naturally occurring fluctuations in public and private self-awareness in order to clarify the relation between self-awareness and other variables (e.g., mood and memory). What is wrong with government whistleblowing and when can it be justified? In my view, ‘government whistleblowing’, i.e., the unauthorized acquisition and disclosure of classified information about the state or government, is a form of ‘political vigilantism’, which involves transgressing the boundaries around state secrets, for the purpose of challenging the allocation or use of power. It may nonetheless be justified when it is suitably constrained and exposes some information that the public ought to know and deliberate (...) about. Government whistleblowing should then be viewed, along the lines of civil disobedience, as a collective cognition- and legitimacy-enhancing device. (shrink)

We investigate the relationship of corporate social responsibility (CSR) (often assumed to reflect corporate voluntarism) and government (often assumed to reflect coercion). We distinguish two broad perspectives on the CSR and government relationship: thedichotomous(i.e., government and CSR are / should be independent of one another) and therelated(i.e., government and CSR are / should be interconnected). Using typologies of CSR public policy and of CSR and the law, we present an integrated framework for corporate discretion for engagement (...) with public policy for CSR. We make four related contributions. First, we explain the dichotomous and the related perspectives with reference to their various assumptions and analyses. Second, we demonstrate that public policy for CSR and corporate discretion coexist and interact. Specifically, we show, third, that public policy for CSR can inform and stimulate corporate discretion and, fourth, that corporations have discretion for CSR, particularly as to how corporations engage with such policy. I defend the relatively orthodox view that reasons for action are premises in good practical reasoning, against recent counterexamples that suggest that, like “government house” moral justifications, some reasons are to be ignored in deliberation. I also explain, positively, what is right about the orthodoxy. Unless reasons are premises in good practical reasoning, reasons cannot be normative in the way they are usually taken to be, and relatedly, are unfit to play certain familiar theoretical and related everyday roles that (...) give many appeals to reasons their distinctive point. Among politicians and policy-makers it is almost universally assumed that more transparency in government is better. Until now, philosophers have almost completely ignored the topic of transparency, and when it is discussed there seems to be an assumption that increased transparency is a good thing, which results in no serious attempt to justify it. In this book Brian Kogelmann shows that the standard narrative is false and that many arguments in defence of transparency are weak. He offers a comprehensive (...) philosophical analysis of transparency in government, examining both abstract normative defences of transparency, and transparency's role in the theory of institutional design. His book shows that even when the arguments in favour of transparency are compelling, the costs associated with it are just as forceful as the original arguments themselves, and that strong arguments can be made in defence of more opaque institutions. The recent decades have seen established liberal democracies expand their surveillance capacities on a massive scale. This article explores what is problematic about government surveillance by democracies. It proceeds by distinguishing three potential sources of concern: the concern that governments diminish citizens’ privacy by collecting their data, the concern that they diminish their privacy by accessing their data, and the concern that the collected data may be used for objectionable purposes. Discussing the meaning and value of privacy, the article (...) argues that only the latter two constitute compelling independent concerns. It then focuses particularly on the third concern, exploring the risk of government surveillance being used to enforce illegitimate laws. It discusses three legitimacy-related reasons why we should be worried about the expansion of surveillance capacities in established democracies: Even established democracies might decay. There is a risk that surveillance capacities that are used for democratically legitimated purposes today will be used for poorly legitimated purposes in the future. Surveillance may be used to enforce laws that lack legitimacy due to the disproportionate punishment attached to their violation. The democratic procedures in established democracies fail to conform to the requirements formulated by mainstream theories of democratic legitimacy. Surveillance is thus used to enforce laws whose legitimacy is in doubt. (shrink)

This study examines the impact of government divestiture on corporate environmental investment (EI) and investigates how regional development moderates this relationship. Using a sample of Chinese listed firms from 2012 to 2022, we employ a fixed-effect model to analyze the data. Our findings reveal a negative effect of government divestiture on EI. Furthermore, we observe that regional development mitigates this negative impact, indicating that firms operating in developed environments are more inclined to prioritize environmental concerns, likely due to (...) increased stakeholder monitoring. To address concerns regarding endogeneity, we utilize propensity score matching (PSM), Heckman tests, and the generalized method of moments (GMM). Overall, our results carry significant policy implications, particularly regarding the environmental consequences of privatization in emerging markets like China. (shrink)

When we say that ‘the government should be ashamed’, can we be taken literally? I argue that we can: organisations have duties over their emotions. Emotions have both functional and felt components. Often, emotions’ moral value derives from their functional components: from what they cause and what causes them. In these cases, organisations can have emotional duties in the same way that they can have duties to act. However, emotions’ value partly derives from their felt components. Organisations lack feelings, (...) but can have duties to increase the likelihood that their members have relevant emotions (with the right felt components), in virtue of and in accordance with their role in the organisation. To systematise these conclusions, I provide a taxonomy of organisations’ – and individuals’ organisationally situated – emotional duties. This taxonomy will enable scholars of electoral politics, international politics and public policy to systematically integrate emotions into the study of organisations. (shrink)

In this paper, I explore how theorists might navigate a course between the twin dangers of piety and excess cynicism when thinking critically about state apologies, by focusing on two government apologies to indigenous peoples: namely, those made by the Australian and Canadian Prime Ministers in 2008. Both apologies are notable for several reasons: they were both issued by heads of government, and spoken on record within the space of government: the national parliaments of both countries. Furthermore, (...) in each case, the object of the apology – that which was apologized for – comes closer to disrupting the idea both countries have of themselves, and their image in the global political community, than any previous apologies made by either government. Perhaps as a result, both apologies were surrounded by celebration and controversy alike, and tracing their consequences – even in the short term – is a difficult business. We avoid excessive piety or cynicism, I argue, when we take several things into account. First, apologies have multiple functions: they narrate particular histories of wrongdoing, they express disavowal of that wrongdoing, and they commit to appropriate forms of repair or renewal. Second, the significance and the success of each function must be assessed contextually. Third, when turning to official political apologies, in particular, appropriate assessment of their capacity to disavow or to commit requires that consider apologies both as performance and as political action. While there remain significant questions regarding the practice of political apology – in particular, its relationship to practices of reparation, forgiveness and reconciliation – this approach can provide a framework with which to best consider them. The article analyzes the forms of public participation in the implementation of local self-government at various stages of municipal reform. It studies the consolidation of various forms of participation in federal laws on local self-government. The analysis of data from the annual Monitoring of the development of the local government system has been carried out, which makes it possible to assess the real prevalence of various forms of public participation. It is shown that the new Draft Law (...) on local self-government reinforces the general trend towards reducing the municipal sphere and simplifying the institutional organization of local self-government. This, in turn, leads to a reduction in the total number of forms of public participation in self-government, a reduction in their demand and a reduction in the space of deliberative democracy as a whole. At the same time, there is a reduction in both power and advisory forms of participation. (shrink)

Government officials claim open data can improve internal and external communication and collaboration. These promises hinge on “data intermediaries”: extra-institutional actors that obtain, use, and translate data for the public. However, we know little about why these individuals might regard open data as a site of civic participation. In response, we draw on Ilana Gershon to conceptualize culturally situated and socially constructed perspectives on data, or “data ideologies.” This study employs mixed methodologies to examine why members of the public (...) hold particular data ideologies and how they vary. In late 2015 the authors engaged the public through a commission in a diverse city of approximately 500,000. Qualitative data was collected from three public focus groups with residents. Simultaneously, we obtained quantitative data from surveys. Participants’ data ideologies varied based on how they perceived data to be useful for collaboration, tasks, and translations. Bucking the “geek” stereotype, only a minority of those surveyed were professional software developers or engineers. Although only a nascent movement, we argue open data intermediaries have important roles to play in a new political landscape. (shrink)

Some scholars have identified a puzzle in the writings of Mary Astell (1666–1731), a deeply religious feminist thinker of the early modern period. On the one hand, Astell strongly urges her fellow women to preserve their independence of judgement from men; yet, on the other, she insists upon those same women maintaining a submissive deference to the Anglican church. These two positions appear to be incompatible. In this paper, I propose a historical-contextualist solution to the puzzle: I argue that the (...) seeming inconsistency can be dispelled through a close examination of (i) the concepts of selfhood and self-government in Anglican women’s devotional texts of the period, and of (ii) the role that these concepts play in Astell’s feminist arguments. India had a rich history of ‘philanthropy’, but over time along with the changes in the macro-economic environment, the concept of social development gradually changed. In the years following economic liberalization, India witnessed rapid economic growth and thus, a new era of Corporate Social Responsibility (CSR) in India began. Today, CSR has become embedded into corporate activities in the form of synchronizing their business activities with society and environment, thus ensuring good governance practices and corporate ethics. The skewness of private (...) sector CSR activities is a thought-provoking idea which seeks more government role in CSR activities. In 2010, Department of Public Enterprise (DPE), Government of India introduced ‘mandatory’ CSR policies for 249 Central Public Sector Enterprises (CPSEs). The transition from voluntary to mandatory CSR activities is proving difficult for many. As a result, an effective framework is required to ensure the success of ‘mandatory’ CSR initiatives. Hence, a framework is proposed to the DPE for effective management of CSR activities in 249 CPSEs. This article also debates whether CPSEs should be doing mandatory CSR. (shrink)

The sustainable development of rural areas involves guaranteeing the quality of life and well-being of people who live in those areas. Existing studies on farmer health and well-being have revealed high levels of stress and low well-being, with government regulations emerging as a key stressor. This ethnographic study takes smallholder farmers in two rural mountain areas of Italy, one in the central Alps and one in the northwest Apennines, as its focus. It asks how and why the current policy (...) and regulatory context of agriculture affects farmer well-being. Interviews and participant observation were conducted with 104 farmers. Three common scenarios emerged that negatively affect farmer well-being. First, policies and regulations designed for lowland areas do not always make sense when applied in the mountains. Second, when subsidies are put into effect at the local level, the reality of their implementation can veer away from the original goals of the funding program and have unintended effects on farmer well-being, agricultural practices, and the environment. Finally, when regulations are implemented on farms in rural mountain areas, the primacy of a techno-scientific knowledge system over other, local and place-based knowledge systems is exposed. These three scenarios affect well-being by eliciting feelings of stress, frustration, and disillusionment; by reducing farmer control over their work; and by fostering the perception that farming is not valued by society. They also create conditions of inequality and insecurity. The ways in which government policies and regulations play out on mountain farms can erode trust in government institutions, lead to an us versus them mentality, and contribute to the further abandonment of agriculture and rural areas. The defects of any form of government may be either negative or positive. It is negatively defective if it does not concentrate in the hands of the authorities power sufficient to fulfil the necessary offices of a government; or if it does not sufficiently develop by exercise the active capacities and social feelings of the individual citizens. On neither of these points is it necessary that much should be said at this stage of our inquiry.

Citizens' competence for democratic self‐government must be judged by their ability to perform the typical functions of modern citizenship, rather than by their scores on surveys of political information—which are flawed in a variety of important respects. The role requirements for effective citizenship have changed throughout American history because government has grown vastly in size, complexity, and the range of functions that it performs. Effective use of citizens’ political talents therefore requires limiting public surveillance and advice to broad (...) overview aspects, rather than to micro‐management. Citizens perform these more limited functions adequately, demonstrating that government by the people remains viable under modern conditions. (shrink)

Not very many people miss the effort and time required to do calculations by hand, to keep track of their finances, or to complete their tax returns manually. But relinquishing direct human control to self-driving cars is expected to be more (...) of a challenge, despite the predicted decrease in vehicle accidents thanks to artificial intelligence that isn’t subject to human distractions and errors of judgment. -/- If turning vehicle control over to artificial intelligence is a challenge, it is a very mild one compared with the idea that we might one day recognize and want to implement the advantages of human government by AI. But, like autonomous vehicle control, government by AI is likely to offer decided benefits. -/- In other publications, the author has studied a variety of widespread human limitations that, throughout human history, have led to much human suffering as well as ecological destruction. For the first time, these psychological and cognitive human shortcomings are taken into account in an essay that makes the case for government by artificial intelligence. (shrink)
