The epistemic terrain of humanitarian morality hasundergone a profound paradigmatic transformationin recent years. The turn towards “resilience” as a structuring principle in aid programmes has produced new modes of governance that challenge what I call the moral exceptionalism of humanitarianism’s mandate. This article traces the trajectory of moralism in humanitarian studies, exploring how the productive tension between contrapuntal readings of humanitarianism as moral intent or biopolitical care is transcended by the resilience paradigm’s ontological vision of an intrinsically fragileand vulnerable world. Contrary to theoretical critiques of resilience as an extension of neoliberal tenets to global governance, I draw on the context of the Syrian refugee crisis in Jordan to argue that resilience humanitarianism has in fact prompted a return to state welfare as the final guarantor of refugee rights. Corrupt regulatory environment encourages firms to deploy middlemen for speedy and assured acquisition of different services from regulatory agencies. Using a World Bank dataset of 2210 Indian manufacturing firms, this article examines how firms with middlemen deal with corrupt governmental agencies for its operational efficiency. Our results demonstrate that deployment of middlemen by the firms is often accompanied by a substantial increase in operational delay, relatively trigger more consumption of senior management’s time on regulatory disentanglement, enhance the likelihood/tendency to pay (...) bribe, and likely to face more court cases as a means of restitution of legal rights. As firm-specific attributes may contaminate our preliminary results, we utilized the propensity score framework to examine relationships among variables of interests. Our study contributes to the inconspicuous part of the corruption literature by attempting to present a comprehensive but indirect assessment of the functions of middlemen that predominantly remained unattended except some scattered descriptive, case-based anecdotal presentations. Darwin described biological species as groups of morphologically similar individuals. These groups of individuals can split into several subgroups due to natural selection, resulting in the emergence of new species. Some species can stay stable without the appearance of a new species, some others can disappear or evolve. Some of these evolutionary patterns were described in our previous works independently of each other. In this work we have developed a single model which allows us to reproduce the principal patterns in (...) Darwin’s diagram. Some more complex evolutionary patterns are also observed. The relation between Darwin’s definition of species, stated above, and Mayr’s definition of species is also discussed. (shrink)

The field of bioethics aims to ensure that modern scientific and technological advancements have been primarily developed for the benefits of humankind. This field is deeply rooted in the traditions of Western moral philosophy and socio-political theory. With respect to the view that the practice of bioethics in certain community should incorporate religious and cultural elements, this paper attempts to expound bioethical tradition of the Malay-Muslim community in Malaysia, with shedding light on the mechanism used by the National Fatwa Council (...) to evaluate whether an application of biological sciences is ethical or not. By using the application of the genetically modified food as a case study, this study has found that the council had reviewed the basic guidelines in the main references of shari'ah in order to make decision on the permissibility of the application. The fatwa is made after having consultation with the experts in science field. The council has taken all factors into consideration and given priority to the general aim of shari'ah which to serve the interests of mankind and to save them from harm. (shrink)

Integrating local wisdom into the English learning process is essential to preserve cultural identity and promote a more meaningful and relevant learning experience for students. This study aimed to explore students' perceptions on the importance of integrating local wisdom of the Malay community in English language learning. A qualitative approach was applied, which involved a survey of 27. The results showed that most students believe that the integration of local wisdom of the Malay community in English language learning is important. (...) They recognized the potential benefits, including increased cultural understanding, better language learning motivation, and development of 21st century skills. However, the students also identified some challenges, such as the limited availability of learning resources that integrate the local wisdom of the Malay community and the need for better teacher training in this area. The findings of this study indicated that students were generally open to the integration of Malay local wisdom in English language learning, but there needs to be a more systematic and comprehensive effort to address the identified challenges. Implications for curriculum development, teacher professional development, and learning resource design to integrate local wisdom of the Malay community in English textbooks. (shrink)

This article aims to explore representation of the content knowledge of historical Malay manuscripts by extracting the event features using an event ontology framework. The manuscript used during the testing is Sulalatus Salatin (Sejarah Melayu ) by Abdul Ahmad Samad and it was published at University of Malaya Digital Library database. In aligning to a domain-specific ontology, the Simple Event Model (SEM) model is adopted and an event-based ontology for historical Malay manuscripts is designed. Information extraction approach is done manually (...) to extract events from the manuscript and mapped into Protégé editor. Competency questions were constructed and submitted to the Protégé editor using SPARQL to check the ontology capability of providing answers as well as to examine its correctness. Event-based ontology model assists in discovering and representing the content knowledge of historical Malay manuscripts and supports organisation of knowledge. All the main concepts are extracted from selected Malay manuscript and 17 concepts used to develop the event-based ontology model. The knowledge was verified by three domain experts in Malay manuscript. In the findings, the interrater reliability for Event and Actor instances is 84%, which means 16% of instances and its type are incorrect and need amendment. For Place, interrater reliability is 95% and 99% for Role. Meanwhile, the experts achieved 100% agreement for Time. In addition, the experts agreed that the concepts, properties and instances for Malay Manuscript Ontology and complied with the criteria of consistency, completeness, conciseness, expandability and ease of use. The development of the event-based model of an ontology-based system with a high level of semantic granularity reflects the various cultural riches and intellectual aspect stored in Malay manuscripts. This will enable systematic research of the knowledge embedded in the manuscripts and make it widely and easily accessible by everyone. (shrink)

This article argues the importance of translation study from the Arabic language into the Malay language. To support this statement, the paper sheds some light on translation activities as found in the Malay society and Arabic civilization as a comparison. The translation has a major role in the development of education for Malay citizens especially in the Muslim community. ABSTRACT Malaysia’s 13th general election in 2013 was the final election where the longest-serving elected government in the world, Barisan Nasional, regained power, before it was ousted after over six decades of authoritarian rule in 2018. In a country that practises parliamentary democracy but simultaneously observed close cooperation between the then ruling coalition and the mainstream press, this paper shows the micro-politics of the driving force of the coalition, United Malays National Organisation – specifically, how anxiety regarding the maintenance (...) of their privileged and empowered Malay position dominated the national narrative during the GE13 campaign. Focusing on editorial journalistic genres in four paid-for Malay-language newspapers, I illustrate the typical politics of fear that characterises much of Malaysian right-wing rhetoric – the ways in which racial and religion issues are provoked. The in-depth representational analysis, via the Discourse-historical Approach’s nomination and predication strategies, also suggests the normalisation of nationalistic and racist rhetoric, which primarily works with ‘fear’: fear of change, of loss of privilege, of the future, of other races; in principle, almost anything can be constructed as a threat to ‘Us’, an imagined homogenous people inside a well-protected territory through the discursive construction of such in-groups and out-groups. : Ethnicity is a complex concept which is easily taken as a primordialnotion inherited from previous generations. This primordial understanding ofethnicity continues to dominate post-independence Malaysian authority andeveryday actors based on two factors. This paper is diagnostic type rather than a solution one. There are claims among certain quarters that The Universal Declaration of Human Rights 1948 is a Western mould human rights. However, I will argue that human rights are benchmark for modernization and progress in democracy, and it is traceable within Islam. Using Syed Hussein Alatas‘s Ideal of Excellence as thereotical framework, my attempt is to highlight the memory of Tanzimat during Ottoman empire as one triumph heritage and successful story of (...) human rights modernization within Islam, and not the moment or starting point of failure for the Ottoman. Unfortunately, this modernization does not reflected in the Malay world as it is perceived as the weakening process of Ottoman. Today, similar challenges faced by Ottoman are being faced by the Malay world. Legalistic Islam and Wahhabism are among others that slowing down the modernization of human righs within Malay world. Utusan Melayu Company, Qalam Press Company and the Department of Islamic Affairs, Prime Minister’s Department are the main contributors to the translation discipline of religious texts in Malaysia. Abdullah Basmeih has worked with these institutions as a translator. His purpose is to assist the translation of religious writings from Al-Muṣawwar magazine and multi-disciplinary religious texts, among them sīrah, stories of the Prophet’s companions, ʿaqīdah, ‘Ibādah, social and politics. Sheikh Abdullah Basmeih migrated to Singapore in 1939 and worked with Qalam Press (...) Company from 1950 to 1962 as assistant author for monthly magazines published by Qalam Press. Within the 12-year period he worked in Qalam Press, he had successfully translated more than 30 books on the life of Prophet Muhammad, his wives, children and companions. Abdullah Basmeih then returned to Malaysia. During that time, his great work was produced, which is Tafsir Pimpinan Ar-Rahman Kepada Pengertian Al-Quran in 1968 in Jawi edition, and a Roman edition was published in 1980 by the Department of Islamic Affairs, Prime Minister’s Department. Another great work by him was Mastika Hadis, which is a translation of ḥadīth collection, produced in three volumes, also published by Prime Minister’s Department on 1973. Both works become important materials to enhance the quality of lives of Muslims in Malaysia. Therefore, this study looks at his service and contributions with Utusan Melayu Company, Qalam Press Company and Prime Minister’s Department in producing translations of academic texts. This essay outlines the significance of understanding the relationship between Islam and science, particularly from the twentieth century onward. It mainly revolves around the viability of Darwin's evolutionary thought in the Muslim world, which is confronted by various groups of Muslim commentators and scholars. This study goes through various original sources, official documents, former unpublished theses, and Qur’ānic commentaries in Islamic languages from north Africa to the Malay‐Indonesian world to display the uninterrupted challenge of Muslims with European science in general (...) and European evolutionary thought in particular; an act which is not going to stop now, nor tomorrow. Finally, this essay aims to inform readers how a philosophical reading of Islam and science would be crucial before approving or rejecting any form of connection between the two, particularly in future. This article is about a well-known anonymous folk story in the Malay-Indonesian world, called Hikayat Nabi Bercukur, found in various different languages across the region. The only scholarly conjecture about its origin is based on the copy of a Malay manuscript held in Leiden which has been deliberately blackened and struck through by a reader who stated in the margin that the story is written by a Rāfiḍī and should not be believed. Although earlier scholars mentioned the title or the (...) synopsis of this story in their works and bibliographical catalogues, the question “what is the origin of this story?” remained unanswered. In order to follow up on previous studies and to find an answer, this essay examines numerous original manuscripts and texts in various languages and provides a comparison between the Malay versions and their prototype. Also, to the best of my knowledge, the first edition and English translation of the prototype are presented. (shrink)

This study is an investigation of both comprehension and production of Wh- questions in Malay-speaking children with a developmental language disorder. A total of 15 Malay children with DLD were tested on a set of Wh- questions, comparing their performance with two control groups [15 age-matched typically developing children and 15 younger TD language-matched children]. Malay children with DLD showed a clear asymmetry in comprehension of Wh- questions, with a selective impairment for which NP questions compared with who questions. Age-matched (...) controls performed at ceiling in all Wh- questions, while the language-matched group reported a subject/object asymmetry selective for the which NP, as reported in other languages. In production, both children with DLD and younger children showed a preference for questions with in situ Wh- elements, a structure that is allowed in colloquial Malay, but which is not produced by the age-matched TD group. Several non-adult-like strategies were adopted particularly by the children with DLD to avoid complex sentences, including substitution with yes/no echo questions, production of the wrong Wh- question, and use of a generic Wh- element. The study provides an insight on the mastery of Wh- questions in both typical Malay children and children with DLD. Implications for the definition of a clinical marker for DLD in a free word order language with Wh- in situ option will be discussed. (shrink)

Advancements in science and technology have not only brought hope to humankind to produce disease-free offspring, but also offer possibilities to genetically enhance the next generation’s traits and capacities. Human genetic enhancement, however, raises complex ethical questions, such as to what extent should it be allowed? It has been a great challenge for humankind to develop robust ethical guidelines for human genetic enhancement that address both public concerns and needs. We believe that research about public concerns is necessary prior to (...) developing such guidelines, yet the issues have not been thoroughly investigated in many countries, including Malaysia. Since the novel often functions as a medium for the public to express their concerns, this paper explores ethical concerns about human genetic enhancement expressed in four Malay science fiction novels namely Klon, Leksikon Ledang, Transgenesis Bisikan Rimba and Transgenik Sifar. Religion has a strong influence on the worldview of the Malays therefore some concerns such as playing God are obviously religious. Association of the negative image of scientists as well as the private research companies with the research on human genetic enhancement reflects the authors’ concerns about the main motivations for conducting such research and the extent to which such research will benefit society. Sumit K. Mandal uncovers the hybridity and transregional connections underlying modern Asian identities. By considering Arabs in the Malay world under European rule, Becoming Arab explores how a long history of inter-Asian interaction was altered by nineteenth-century racial categorisation and control. Mandal traces the transformation of Arabs from familiar and multi-faceted creole personages of Malay courts into alienated figures defined by economic and political function. The racialisation constrained but did not eliminate the fluid character of Arabness. Creole Arabs responded to (...) the constraints by initiating transregional links with the Ottoman Empire and establishing modern social organisations, schools, and a press. Contentions emerged between organisations respectively based on Prophetic descent and egalitarianism, advancing empowering but conflicting representations of a modern Arab and Islamic identity. : This article analyses the roles of ‘ulamā’ in propagating the messageof Islam in the Malay world. Islam managed to reach many corners of the Malayworld in the 17th century. Evidence has indicated that ‘ulamā’ were amongthose who had participated actively in propagating the messages of Islam tothe local people. Classical Malay texts served as the best available records tounderstand the roles of these ‘ulamā’ at that time. Hence, analysis are made onselected classical Malay texts in order to understand the (...) actual roles played bythe ‘ulamā’ in the Malay world at that time in transforming the understandingof the local Malay people from the beliefs in Hindu-Buddhist and animism toIslam. Three significant roles of the ‘ulamā’ at that time have been identifiednamely propagating knowledge to the local people, religious advisors to therulers as well as engaging with the non-Muslims. Research generally concludes that small businesses contribute to economic development. In Malaysia, small firm’s particularly Chinese small firms have played a very important role for economic growth in this country. Chinese firms have managed to survive, grow and succeed either in Malaysia or anywhere else in the world. Most prior research found that the success factor was related to their socio-cultural context. However, previous studies have found the similarities on the cultural values of the Malays and Chinese which derived (...) from ‘Budi Complex’ and ‘Confucianism’ respectively. It was particularly on certain selected values related to self, time and epistemology. Therefore, this paper tries to identify other reasons behind the success factor of the Chinese as compared to the Malay small firms. Thus, looking at the perspective of Knowledge Base View theory, this paper proposed that cultural values are not a mere factor that affect the way Chinese small firms market their operation. The current study thus proposed that how Chinese and Malays acquire and share knowledge, have significant contribution to their success or their failures. (shrink)

Globalization in Malaysia has introduced the Malay Muslim population to new ethno- religious dynamics at the urban-to-urban level internationally and rural-to-urban sphere nationally. At the international level, Malay Muslims who studied abroad have returned with alternate conceptions of Islam at odds with the local version as well as fostered transnational links to outsiders that later facilitated their religious influence locally. At the national level, Malay Muslim migration to an urban economy opened to global capitalism have produced reactionary discourses and attitudes (...) by conservative Muslims desirous of countering the excesses of this economic reality. Over the years, there are various research on cultural development seen from socio-historical perspective. The uniqueness of Islam in Malay region as it is diverse and open to outside influences is important to be look at; as it differs greatly from "the Islam" that have been practiced in the Middle East. Based on the discussions, the ulemas or Muslim clerics of this region and the Malays themselves have already practiced the supra-madhhab model as proposed by many contemporary scholars. Using (...) Shia influences in the Malay culture, this paper attempt to show how sectarianism within Islam was never entertained by the Muslims in this region. In fact, Shi'ism was so embedded in Malay culture. Although being dominated by Sunnism, most of the Shia doctrines and pillars were widely accepted and embraced. The axiology of Shi'ism in Malay culture reflected in many religious texts, classical literature and cultural events. However, as sectarianism rising in this region, the Shia influence and its axiology slowly eroded and were victimized by unnecessary foreign interventions. (shrink)
