Multi-winner elections, for example, the election of members to a committee, are now quite common, and include the interesting subclass of elections with a variable number of winners, or VNW elections. In VNW elections, voters determine how many winners there are, as well as which candidates win. Common VNW elections include elections to bestow honorary status, such as enshrinement in a hall of fame, and elections to determine a shortlist of, say, job candidates for interviews. Such elections are VNW elections (...) whenever the number of winners is not specified in advance. Multi-winner elections are often conducted by adapting standard procedures for single-winner elections. Approval balloting is particularly appropriate for multi-winner elections, as every ballot, and the set of winners, are subsets of the set of all candidates. Many methods of counting approval ballots appropriate to VNW elections are reviewed and illustrated, and their properties—desirable and undesirable—discussed. (shrink)

Stability definitions for describing human behavior under conflict when coalitions may form are generalized within the Graph Model for Conflict Resolution and algebraic formulations of these definitions are provided to allow computer implementation. The more general definitions of coalitional stabilities relax the assumption of transitive graphs capturing movements under the control of decision makers, either independently or cooperatively, and allow the convenient expansion to the case of coalitions of the four basic individual stabilities consisting of Nash stability, general metarationality, symmetric (...) metarationality, and sequential stability. To permit the various coalitional stabilities to be efficiently calculated and conveniently encoded within a decision support system, algebraic expressions for the coalitional stabilities are provided in this research. Furthermore, a range of the theorems establish the mathematical credibility of employing the innovative algebraic approach to conflict resolution when coalitions are present. Finally, a conflict over the proposed exportation of bulk water from Lake Gisborne within the Canadian Province of Newfoundland and Labrador is modelled and analyzed to illustrate the practical application of the different coalitional stabilities and the strategic insights they provide. Issues that arise in using game theory to model national security problems are discussed, including positing nation-states as players, assuming that their decision makers act rationally and possess complete information, and modeling certain conflicts as two-person games. A generic two-person game called the Conflict Game, which captures strategic features of such variable-sum games as Chicken and Prisoners'' Dilemma, is then analyzed. Unlike these classical games, however, the Conflict Game is a two-stage game in which each player can threaten to retaliate (...) — and carry out this threat in the second stage — if its opponent chose noncooperation in the first stage.Conditions for the existence of different pure-strategy Nash equilibria, or stable outcomes, are found, and these results are extended to situations in which the players can select mixed strategies (i.e., make probabilistic threats or choices). Although the Conflict Game sheds light on the rational foundations underlying arms races, nuclear deterrence, and other strategic situations, more detailed assumptions are required to tie this generic game to specific conflicts. Deterrence means threatening to retaliate against an attack in order to deter it in the first place. The central problem with a policy of deterrence is that the threat of retaliation may not be credible if retaliation leads to a worse outcome - perhaps a nuclear holocaust - than a side would suffer from absorbing a limited first strike and not retaliating. - The optimality of deterrence is analyzed by means of a Deterrence Game based on Chicken, in which each (...) player chooses a probability (or level) of preemption, and of retaliation if preempted. The Nash equilibria, or stable outcomes, in this game are compared with those in a Star Wars Game, in which the preemption and retaliation levels are constrained by the defensive capabilities of each side. Unlike threats in the Deterrence Game, which can always stabilize the cooperative outcome, mutual preemption emerges as an equilibrium in the Star Wars Game, underscoring the problem - particularly if defensive capabilities are unbalanced - that deterrence will be subverted by the development of Star Wars. Suppose two players wish to divide a finite set of indivisible items, over which each distributes a specified number of points. Assuming the utility of a player’s bundle is the sum of the points it assigns to the items it contains, we analyze what divisions are fair. We show that if there is an envy-free (EF) allocation of the items, two other desirable properties—Pareto-optimality (PO) and Maximinality (MM)—can also be satisfied, rendering these three properties compatible. But there may be no (...) EF division, in which case some division must satisfy a modification of Bentham’s (1789/2017) “greatest satisfaction of the greatest number” property, called maximum Nash welfare (MNW), that satisfies PO. However, an MNF division may be neither MM nor EFX, which is a weaker form of EF. We conjecture that there is always an EFX allocation that satisfies MM, ensuring that an allocation is maximin, precisely the property that Rawls (1971/1999) championed. We discuss four broader philosophical implications of our more technical analysis. (shrink)

A cornerstone of game theory is backward induction, whereby players reason backward from the end of a game in extensive form to the beginning in order to determine what choices are rational at each stage of play. Truels, or three-person duels, are used to illustrate how the outcome can depend on (1) the evenness/oddness of the number of rounds (the parity problem) and (2) uncertainty about the endpoint of the game (the uncertainty problem). Since there is no known endpoint in (...) the latter case, an extension of the idea of backward induction is used to determine the possible outcomes. The parity problem highlights the lack of robustness of backward induction, but it poses no conflict between foundational principles. On the other hand, two conflicting views of the future underlie the uncertainty problem, depending on whether the number of rounds is bounded (the players invariably shoot from the start) or unbounded (they may all cooperate and never shoot, despite the fact that the truel will end with certainty and therefore be effectively bounded). Some real-life examples, in which destructive behavior sometimes occurred and sometimes did not, are used to illustrate these differences, and some ethical implications of the analysis are discussed. 1. Introduction The policy of deterrence, at least to avert nuclear war between the superpowers, has been a controversial one. The main controversy arises from the threat of each side to visit destruction on the other in response to an initial attack. This threat would seem irrational if carrying it out would lead to a nuclear holocaust – the worst outcome for both sides. Instead, it would seem better for the side attacked to suffer some destruction rather than to retaliate (...) in kind and, in the process of devastating the other side, seal its own doom in an all-out nuclear exchange. Yet, the superpowers persist in their adherence to deterrence, by which we mean a policy of threatening to retaliate to an attack by the other side in order to deter such an attack in the first place. To be sure, nuclear doctrine for implementing deterrence has evolved over the years, with such appellations as “massive retaliation,” “flexible response,” “mutual assured destruction”, and “counterforce” giving some flavor of the changes in United States strategic thinking. All such doctrines, however, entail some kind of response to a Soviet nuclear attack. They are operationalized in terms of preselected targets to be hit, depending on the perceived nature and magnitude of the attack. Thus, whether U.S. strategic policy at any time stresses a retaliatory attack on cities and industrial centers or on weapons systems and armed forces, the certainty of a response of some kind to an attack is not the issue. Contested Pile methods are two-phase procedures for the fair allocation of indivisible items to two players. In the Generation Phase, items over which the players’ preferences differ widely enough are allocated. “Contested” items are placed in the Contested Pile, which is then allocated in the Splitting Phase. Each phase can be carried out using several different techniques; we perform a comprehensive analysis of the resulting design variants using a computational model. The properties of fairness and efficiency, generally achieved in the (...) Generation Phase, must be traded off against robustness to manipulation. We find that the recently developed Undercut procedure for the Splitting Phase outperforms alternative methods in both fairness and efficiency. In general, procedures that keep the Contested Pile relatively small and incorporate the Undercut procedure score well in both fairness and efficiency, but are prone to manipulation. (shrink)

A new approach to policy analysis is formulated within the framework of the graph model for conflict resolution. A policy is defined as a plan of action for a decision maker (DM) that specifies the DM’s intended action starting at every possible state in a graph model of a conflict. Given a profile of policies, a Policy Stable State (PSS) is a state that no DM moves away from (according to its policy), and such that no DM would prefer to (...) change its policy given the policies of the other DMs. The profile of policies associated to a PSS is called a Policy Equilibrium. Properties of PSSs are developed, and a refinement is suggested that restricts DMs to policies that are credible in that they are in the DM’s immediate interest. Relationships with existing stability definitions in the graph model for conflict resolution are then explored. (shrink)

A hybrid preference framework is proposed for strategic conflict analysis to integrate preference strength and preference uncertainty into the paradigm of the graph model for conflict resolution (GMCR) under multiple decision makers. This structure offers decision makers a more flexible mechanism for preference expression, which can include strong or mild preference of one state or scenario over another, as well as equal preference. In addition, preference between two states can be uncertain. The result is a preference framework that is more (...) general than existing models which consider preference strength and preference uncertainty separately. Within the hybrid preference structure, four kinds of stability are defined as solution concepts and a post-stability analysis, called status quo analysis, which can be used to track the evolution of a given conflict. Algorithms are provided for implementing the key inputs of stability analysis and status quo analysis within the extended preference structure. The new stability concepts under the hybrid preference structure can be used to model complex strategic conflicts arising in practical applications, and can provide new insights for the conflicts. The method is illustrated using the conflict over proposed bulk water exports from Lake Gisborne in Newfoundland, Canada. (shrink)

The prevalent views of animal liberty among animal advocates suggest that liberty is merely instrumentally valuable and invasive paternalism is justified. In contrast to this popular view, I argue that liberty is intrinsically good for animals. I suggest that animal well-being is best accommodated by an Objective List Theory and that liberty is an irreducible component of animal well-being. As such, I argue that it is good for animals to possess liberty even if possessing liberty does not contribute towards their (...) subjective well-being, and even in some cases where it has a negative effect upon their subjective well-being. To establish this view I argue that if animals are agents, as I assume they are, then like humans they must be able to determine the course of their own lives (to some extent). Further, having the opportunity to self-determine one’s life just is the very same thing as liberty, and having the opportunity to determine the course of one’s life is intrinsically good. Thus liberty has intrinsic value for humans and animals. So, in addition to the instrumental harms of having one’s liberty restricted, I claim that restricting animals’ liberty in principle harms them because it undermines their capacity for self-determination and fails to acknowledge their authority as agents to make their own choices. Il examine ces parcours de femmes passées du statut de sujet colonial à celui d’autres statuts (citoyennes, étrangères, binationales). Pour cela, il repose sur une enquête orale menée (...) dans la région lyonnaise et sur des archives préfectorales (dossiers de naturalisation notamment). Dans le flou des discours, il analyse comment les Algériennes contribuent à faire naître, empiriquement, une définition de la citoyenneté, laquelle les signale en retour comme d’éternelles immigrées. It seems impossible for a human being not to have some point of view concerning nonhuman animal (hereafter animal) welfare. Many people make decisions about how humans are permitted to treat animals using speciesist criteria, basing their decisions on an individual's species membership rather than on that animal's individual characteristics. Although speciesism provides a convenient way for making difficult decisions about who should be used in different types of research, we argue that such decisions should rely on an analysis of (...) individual characteristics and should not be based merely on species membership. We do not argue that the concept of species is never useful or important. To make our points, we present a conversation among a skeptic, an agnostic, and a proponent of the view that our moral obligations to an animal must be based on an analysis of that individual's characteristics. In the course of the discussion, concepts such as personhood, consciousness, cognitive ability, harm, and pain are presented, because one's understanding of these concepts informs his or her ethical decisions about the use of animals by humans. In this article, the relationship between philosophy and history of education is delved into. First, it is noted that both disciplines have diverged from each other over the last few decades to become relatively autonomous subsectors within the pedagogical sciences, each with its own discourses, its own expositional characteristics, its own channels of communication, and its own networks. From the perspective of the history of education, it seems as though more affiliation has been sought with the science of history. The (...) history of education, in any event, has in the past few years become more historicizing and less ‘educationalizing’. According to the author, there are signs that indicate that such an analogous line of reasoning, mutatis mutandis, also applies for the philosophy of education. Does this mean that there are no longer any bridges from the one area to the other or that none are possible? Probably not. In the second portion, it is shown that the modern or even postmodern ‘new cultural history of education’, with its often ironical and demythologizing traits uses or can use a considerable amount of ‘grand theory’. Indeed, the development of an adequate conceptual apparatus that also has to cope with the problem of ‘presentism’ assumes a constant dialogue with the past and for this a philosophical‐interpretative approach is still the best situated. Inversely, the Foucauldian perspective shows that philosophy in general and philosophy of education in particular equally hardly do without history. Within the reflection on pedagogical praxis, the historical and the philosophical thus probably will continue to rely on each other—if only as allies against the dominance of short‐winded empirical‐quantitative research. Still, it would be naive to think that, from this possible alliance, the fragmentation of historically developed knowledge systems with their own sociological and institutional foundation of scientific activities can be rectified in a trice. A model is proposed for the population dynamics of an annual plant (Sesbania vesicaria) with a seed bank (i.e. in which a proportion of seeds remain dormant for at least one year). A simple linear matrix model is deduced from the life cycle graph. The dominant eigenvalue of the projection matrix is estimated from demographic parameters derived from field studies. The estimated values for population growth rate () indicates that the study population should be experiencing a rapid exponential increase, but (...) this was not the case in our population.The addition of density dependent effects on seedling survivorship and adult fecundity, effects for which field studies provide evidence, considerably improves our model. Depending on the demographic parameters, the model leads to stable equilibrium, oscillations, or chaos. Study of the behaviour of this model in the parameter space shows that the existence of a seed bank allows higher among-year variation of adult fecundity, without leaving the region of demographic stability. Field data obtained over 3 years confirm this prediction. (shrink)

In the first part of this paper I argue that epiphenomenalism does not pose a threat to nonreductive physicalism, if type-epiphenomenalism does not imply the redundancy of mental (or in general higher-level) typing of events and/or states. Furthermore, if justifiable induction over folk-psychological regularities is possible independently of the ways in which these regularities are realized, type-epiphenomenalism does not imply the redundancy ofmental typing. Inthe second part of this paper I explain how justifiable 'cross-realization induction' can be possible. This explanation (...) does what none of the currently available ones can: combine the generally accepted ideas that (i) folk-psychology is a successful means of predicting, explaining, and understanding human behaviour and (ii) that mental states are multiply realized. Given these two steps, it is relatively safe to say that there is no epiphe-nomenalism-threat to nonreductive physicalism. (shrink)

This text discusses the impact of immersive technologies on our identity and relationship to digital and analogue modalities in a non-normative way. It references the work of Joseph Beuys, specifically his iconic performance of being confined with a coyote in a gallery space for three days, to construct connections between borders, edges, limits and identity, face presentation, representation and projection towards ourselves and our audiences. We reference the works of Marcel Duchamp and George Orwell and compare the immersive devices of (...) the nineteenth century to current technology. Various works of art and literature are used to illustrate the impact of technology on society and the individual’s relationship to the collective imagination. The text raises questions about the limits or nonlimits of exposure of identity through machinic and technological devices or processes in the context of privacy of expression in a contemporary networked world. Recently, Howard argued for the defensibility of research on nonhuman animals. Unfortunately, his essay is unnecessarily combative, lacking in detail, unbalanced, and poorly argued. Howard unfairly and mistakenly stereotypes as biologically naive anyone who rejects his position that nature's poor treatment of wild animals justifies animal research. Those interested in the morality of animal research deserve better guidance than what Howard provides. Here, we analyze Howard's claims and their implications, present relevant literature on ethics and animals, and conclude that much (...) work remains to be done to understand and properly appreciate the moral dimensions of animal research. The questions raised about uses of animals by humans in various activities, including research, are difficult and demand careful interdisciplinary analysis. Simple answers should not be expected. We explore some of the issues and make them accessible to a wide audience, including practicing scientists. (shrink)

RESUMO Este artigo pretende introduzir o conceito de “interpelação fantasmagórica”. O esforço teórico se inspira nos conceitos de “fantasmagoria”, de Walter Benjamin, e de “interpelação ideológica”, de Louis Althusser. A proposta é aliar suas respectivas filosofias em processo a seus materialismos “antropológico” e “aleatório”, a fim de fazer uma análise sociopolítica da estética capitalista de hoje, tal como ela aparece na arquitetura pós-moderna e no design da vida cotidiana. Trata-se também de abrir novas perspectivas de resistências a normatividade do imaginário (...) consumista com uma interpretação crítica das criações culturais que, conforme a inspiração dos autores, pode desvelar um novo sujeito capaz de surgir na cena da história. ABSTRACT This article aims at presenting the concept of “phantasmagorical interpellation”. This theoretical effort is inspired from Walter Benjamin’s concept of “phantasmagoria” and Louis Althusser’s concept of “ideological interpellation”. The proposal is to connect their respective philosophical work-in-progress in their “anthropological” and “aleatory” materialisms for a socio-political analysis of today’s capitalist aesthetic as displayed in postmodern architecture and the design of everyday life. It is also to open new perspectives of resistance to the normativity of the consumer imaginary with a critical interpretation of cultural creations that, following the inspiration of both authors, could reveal a new subject of history able to suddenly appear on the scene of history. Using the Western tradition of metaphysical and political thought as a backdrop, Critique of Sovereignty (a work in 4 volumes) re-examines the concept of sovereignty in order to better understand why our ethical values and technical capacities often seem so divorced from our lived realities. On the one hand, ostensibly self-enclosed entities like the nation-state and the person are rhetorically bolstered as sites of technical agency and/or moral responsibility. On the other hand, these same entities appear fragile -- if not (...) purely fictional -- in relation to ever ongoing tidal processes such as the migration, diffusion, and conglomeration of bodies, capital, ideas, etc. While some of our institutions might work some of the time, they always seem to work differently than we like to think they do. Accordingly, the forging of more humane institutions might very well entail if not require ways of thinking that strive to undo the self-imagined binds, exceptions, and sureties of thought for the sake of embracing a continuity with all that withers, decays, and falls away. Book I, "Contemporary Theories of Sovereignty," compares the varied interpretations of sovereignty given by a range of 20th-century political theorists (Maritain, Foucault, Derrida, Schmitt, Agamben, Hardt, and Negri) with Jean Bodin's initial outline of the concept, rendered at the outset of modern political thought in the 16th century. The analytic framework of sovereignty encountered in these comparative readings provides an initial point of departure for unfolding a method of critique appropriate to the concept of sovereignty. Sovereignty is an ideal starting point for a critique of the deadlocks between thought and reality for a simple reason: it doesn't actually exist. When it serves as a guide to action, sovereignty may be regarded as a particularly captivating fantasy. The closer it appears, the further it recedes, and, too often, the more vigorously it is pursued. (shrink)
