I prefer to put this in a letter to you instead of writing an article that would lead one to believe that I have any authority to speak on the subject of what has, in a roundabout way, become the H. and H. affair . I understand why people are talking about Victor Farias, who has contributed some unpublished information—with a polemical intent, it is true, that does not help one to appreciate its true value. But how has it happened that Philippe Lacoue-Labarthe’s book, published in 1987, was greeted by a silence that I am perhaps the first to break?1 It is because he avoids anecdotal accounts, all the while citing and situating most of the facts mentioned by Farias. How do we use our mental images of the present to reconstruct our past? Maurice Halbwachs addressed this question for the first time in his work on collective memory, which established him as a major figure in the history of sociology. This volume, the first comprehensive English-language translation of Halbwach's writings on the social construction of memory, fills a major gap in the literature on the sociology of knowledge. Halbwachs' primary thesis is that human memory can only function within (...) a collective context. These are The Idealist Illusion, The Elementary Principle of a Logic of the Moral Life and in two parts, The Starting Point of Philosophy. On February 13, 2020, the Toronto Police Services (TPS) issued a statement admitting that its members had used Clearview AI’s controversial facial recognition technology (FRT). The controversy sparked widespread outcry by the media, civil society, and community groups, and put pressure on policy-makers to address FRTs. Public consultations presented a key tool to contain the scandal in Toronto and across Canada. Drawing on media reports, policy documents, and expert interviews, we investigate four consultations held by the Toronto Police Services Board (...) (TPSB), the Office of the Privacy Commissioner (OPC), and the parliamentary Standing Committee on Access to Information, Privacy and Ethics (ETHI) to understand how public opinion and outrage translate into policy. We find that public consultations became a powerful closure mechanism in the policy-making toolbox, inhibiting rather than furthering democratic debate. Our findings show that consultations do not advance public literacy; that opportunities for public input are narrow; that timeframes are short; and that mechanisms for inclusion are limited. Even in the best-case circumstances, consultations are merely one of many factors in AI governance and seldom impact concrete policy outcomes in the cases studied here. (shrink)

Le concept de plan utilisé en planification socialiste est rapproché du concept de plan invoqué par diverses philosophies de l'histoire. Pour ce faire, la notion de « plan divin » est analysée à l'aide d'une structure à sept termes qui, s'appliquant également au concept socialiste de plan, permet de fonder ce rapprochement. Les avatars du concept de plan en philosophie de l'histoire sont ensuite examinés de manière à faire ressortir un parallèle entre les dilemmes de cette philosophie et ceux de (...) la planification soviétique, yougoslave ou chinoise.The concept of planning used in socialist experiences is approached by the "plan" concept put forward by diverse philosophies of history. In order to do this, the notion of "divine plan" is analysed with the help of a structure of seven terms which, being equally applied to the socialist concept of planning, allows the foundation of this "rapprochement" . The transformations of the concept of plan in the philosophy of history are next examined in such a manner to manifest a parallel between the dilemmas of this philosophy and those of Soviet, Yugoslav or Chinese planning.
