In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the total (...) beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

Winds of change, from the political perspective in Mexico, invite us to reformulate the methodological vision for the direction of public policy in the field of social development, directing their actions towards the construction of a methodological proposal that allows us to direct ourselves towards achieving higher levels of Well-being Social in our country, as a desirable objective of public policy and which is expected to be inclusive, participatory and democratic. -/- In this sense, it is important to recognize that (...) the current debate, in the academic and political sphere, questions what is being well? What is the life that is worth living? And that, additionally, the recognition of the satisfaction of life goals, at an individual and collective level, which invites us to reflect, if the current economic and social policy and strategy has produced results in what we envision as social welfare? Is a new approach necessary to solve the problem? What strategy should it be to consider the new methodological approach that seeks social welfare? And what components should be considered in the measurement of social welfare? This document is an invitation to review the concept of social welfare, as a proposal whose purpose is to correct the deficiencies or historical deficiencies suffered by the population, in the elemental enjoyment of social rights, a situation that causes social backwardness, marginalization, and that it is aimed at the impossibility of participating in the social decisions of the community and in collective decisions, such as: speaking, proposing, being heard and demanding compliance with fundamental human rights such as: health, food, housing, employment and security, among others. These deficiencies in the enjoyment of social and human rights are seen in the presence of social exclusion, and that together these social deficiencies explain the degree of multidimensional poverty suffered by the population in rural and urban areas. It is here that he invites us to reflect: what is the problem that social welfare seeks to solve? Multidimensional poverty, social exclusion, social backwardness or social inequality? And consequently, how to define the components to identify social welfare? -/- The document is made up of three sections: i) Social welfare: A retrospective look; ii) Social Welfare, an integrative view: The contribution of Sen, Naussbam, Rawls, Actis Di Pasquale and Keyes; and iii) Social Welfare: The recognition of limits in economic development -/- The first section presents a review of the proposals, which in the area of economic development have been presented since 1968 in the Human Condition Project, until the 2015 proposal of Sustainable Development Goals. -/- In the second section, the contributions of (Rawls, 1995), (Sen, 1982), (Nussbaum, 2011), (Keyes, 1998) , (Actis Di Pasquale, 2015) and (Actis Di Pasquale, 2017) are presented in order to present an integrative approach to the concept of social welfare. The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. What is sustainability for the people of Totonacapan? What is social justice in the search for sustainability? And what is your concept of justice in sustainability and human development? From the vision and philosophy of the people of Totonacapan, as part of the history and tradition of the children of thunder "Tajin" and in whose worldview, he is responsible for regulating the rain, climate and life of the people of the region. How does the people of Totonacapan live and live in the face of the maelstrom of actions that, from public policy, that seek human development? How do you adjust, your way of life and how do you adapt to the requirements, which from the perspective of justice, are required to contribute to the objectives of the 2030 development agenda? This document is an effort to learn and recognize one of the most important millenary cultures in Mexico, in the construction of a more inclusive vision of the social development of the Totonacapan people, which invites us to reflect on the direction and scope of this response. In Mexico, the management of public resources has been questioned by the State, and mainly the results that the public administration at its three levels (federal, state and municipal), by the lack of transparency in the application and verification of public resources. The experience that gives us the operation of different emerging programs that focused on reducing social and economic inequality in the country, we can locate them as the first attempts in the search for a solution that is complex. (...) Moving from the role of the benefactor and welfare state to the promoter of the regions and in the recognition of the focalization of priority attention areas, the path that has been taken is not only the beginning. Recognizing the public nature of public finances as a promoter of social development, we must understand it as the one assumed by the State through social, political and economic co-responsibility to solve poverty and marginalization of its own public policy orientation and vision of solution has been made since the eighties. From the above, we can point out some preliminary conclusions including the study of the indigenous language-speaking population with a high level of social exclusion in the methodology for the definition of multidimensional poverty in Mexico, will allow the allocation of public resources in the fight against poverty to be effective since it will make it possible to identify to the target population that is subject to social exclusion and marginalization. This invites us to a final reflection: What to do to address the just social demands of the indigenous population that is immersed in poverty, marginalization and exclusion? What to do so that they do not leave their communities, and if they have already done so, how to attend to the needs of family groups that are due to the expense of a remittance that may never arrive? Mexico, with the commissioning of the "National Crusade Against Hunger Program" in 2013, aimed at serving the population that presents both extreme poverty and food deprivation. The article aims to analyze whether the criterion of the selection of the municipalities of the State of Veracruz incorporated in the National Crusade Against Hunger Program (PNCH) show complementarity with the efforts in the fight against poverty in the social expenditure strategy applied in the Priority Attention Zones Program (ZAP) and the Priority Areas (...) Development Program (PDZP) and, particularly, the indigenous municipalities that have a greater degree of social exclusion. The adjustment of a binary logistic regression model is presented, in order to assess the incidence of contextual factors to interpret the scope of the strategy adopted by the federal government in the fight against poverty and hunger. As a result, it is evident that there is no continuity in the fight against poverty, since the municipalities included in the strategy Priority Areas of Attention and Program of Development of Priority Zones are not considered in the selection of municipalities incorporated in the National Program of Crusade Against Hunger, a situation that identifies the relationship between programs is not complementary. This document describes the implementation of a conical tank control system using an adaptive neurofuzzy system. For implementation, an indirect approach is used where the controller is optimized using the model obtained during the plant identification carried out using data obtained during the system operation. Furthermore, implementation includes training of neuro fuzzy-systems and application to control a conical tank. Regarding plant identification, preliminary training takes place using data obtained for different input values. The controller configuration is established considering the analogy (...) with a discrete-time linear system. The simulation shows that the control system manages to approach the desired response given by the considered reference model. (shrink)

L’influence du corpus paulinien sur l’œuvre et la pensée d’Hilaire de Poitiers est évidente autant dans l’approche exégétique de l’évêque vis-à-vis des textes bibliques que dans les sujets qu’il traite. Parmi ceux-ci, la justification par la foi fait l’objet d’un développement remarquable dans ses œuvres principales, en particulier dans le Commentarium in Matthaeum, dans laquelle l’évêque de Poitiers souligne la capacité exclusive de la foi pour justifier l’être humain et l’impuissance des œuvres pour l’atteindre. Cette radicalité apparente de son approche (...) dans sa première œuvre connue a donné lieu à une compréhension partiale du traitement que fait Hilaire de la justification par la foi. Dans cet article nous analyserons la véritable nature du rôle que jouent la foi et le mérite pour le salut dans l’ensemble des écrits de l’évêque de Poitiers tout en mettant sa doctrine en contexte avec celle de l’Apôtre. According to the simple proposal about rigidity for predicates, a predicate is rigid (roughly) if it signifies the same property across the relevant worlds. Recent critics claim that this suffers from a trivialization problem: any predicate whatsoever would turn out to be trivially rigid, according to the proposal. In this paper a corresponding "problem" for ordinary singular terms is considered. A natural solution is provided by intuitions concerning the actual truth-value of identity statements involving them. The simple proposal for predicates (...) is then defended, by exploiting corresponding intuitions concerning statements involving their nominalizations, in an analogous manner. (shrink)

The idea of agency has long been used in the nursing literature in the study of nurses' roles regarding the patients they take care of, but it has not often been used to study its relationship with nurses themselves and their status in the healthcare system. The purpose of this article is to analyze how the idea of agency is used in nursing research to better understand how we might advance our thinking around nurses' agency to shape nursing and healthcare (...) with an emancipatory intent. Based on the results of a literature review focused on the study of conceptions, treatments, and applications of the concept of agency in nursing, we present a critical discussion to reflect on the need to consistently define the idea of nurses' agency, to guide research concerned with this topic in theoretical frameworks with emancipatory and social change tenets, and to make a call to develop the idea of agency as a central one to rework nurses' relationship with themselves. The idea of agency provides a valuable analytical framework for the study of a wide range of issues around nurses' status in healthcare organizations and in the healthcare system while offering a means for nurses' emancipation. In most domains of human life, we are willing to accept that there are experts with greater knowledge and competencies that distinguish them from non-experts or laypeople. Despite this fact, the very recognition of expertise curiously becomes more controversial in the case of “moral experts”. Do moral experts exist? And, if they indeed do, are there ethical reasons for us to follow their advice? Likewise, can emerging technological developments broaden our very concept of moral expertise? In this article, we begin (...) by arguing that the objections that have tried to deny the existence (and convenience) of moral expertise are unsatisfactory. After that, we show that people have ethical reasons to ask for a piece of moral advice in daily life situations. Then, we argue that some Artificial Intelligence (AI) systems can play an increasing role in human morality by becoming moral experts. Some AI-based moral assistants can qualify as artificial moral experts and we would have good ethical reasons to use them. (shrink)

In this paper we propose an ‘undisciplinary’ meeting between Elinor Ostrom and Judith Butler, with the intent to broaden the theory of the commons by discussing it as a relational politics. We use Butler’s theory of power to problematize existing visions of commons, shifting from Ostrom’s ‘bounded rationality’ to Butler’s concepts of ‘bounded selves’ and mutual vulnerability. To be bounded – as opposed to autonomous being – implies being an (ambiguous) effect of socio-power relations and norms that are often beyond (...) control. Thus, to be a collective of bounded selves implies being mutually vulnerable in power relations which are enabling, albeit injurious. A politics of commoning is not a mere technical management of resources (in space) but a struggle to perform common livable relations (in time). We argue that the multiple exposures which produce us are also the conditions of possibility for more just and equalitarian ‘re-commoning’ of democracies around the world. (shrink)

Most people (and philosophers) distinguish between performing a morally wrong action and being blameworthy for having performed that action, and believe that an individual can be fully excused for having performed a wrong action. My purpose is to reject this claim. More precisely, I defend what I call the “Dependence Claim”: A's doing X is wrong only if A is blameworthy for having done X. I consider three cases in which, according to the traditional view, a wrong action could be (...) excused: duress, mental illness, and mistake. I try to show that the reasons for excusing in either case are not relevantly distinguishable from the reasons for claiming that the prima facie wrong action is not wrong all things considered. Over the last several years, predictive processing approaches to computational neuropsychiatry have been gaining explanatory traction. According to these accounts, some of the positive symptoms of schizophrenia arise from aberrant precision-weighting during hierarchical Bayesian inference. In contrast to computational approaches, the phenomenological tradition in psychiatry holds that disruptions or alterations of the self (Ichstörungen) lie at the core of schizophrenia. In this article, we aim to integrate these approaches. We align ourselves with the phenomenological insight that self-disturbances lie at the (...) core of schizophrenia and with the hierarchical conception of the self-model that emerges from the predictive processing architecture. We suggest that disruptions of the “hard core” of the narrative self-model might be partially involved in the generation of aberrant experiences and hyperreflexivity, and in some aspects of the sense of self-alienation and ambiguity that is characteristic of the phenomenology of schizophrenia. The question I address in this paper is whether there is a version of mental state welfarism that can be coherent with the thesis that we have a legitimate concern for non‐experiential goals. If there is not, then we should reject mental state welfarism. My thesis is that there is such a version. My argument relies on the distinction between “reality‐centered desires” and “experience‐centered desires”. Mental state welfarism can accommodate our reality‐centered desires and our desire that they be objectively satisfied. (...) My general strategy is, at the level of the value theory, somewhat analogous to the strategy that indirect consequentialism applies at the level of moral obligation theory. To test my argument, I appeal to Nozick's well‐known example of the Experience Machine. (shrink)

In this article I explore a kind of tragic choice that has not received due attention, one in which you have to save only one of two persons but the probability of saving is not equal (and all other things are equal). Different proposals are assessed, taking as models proposals for a much more discussed tragic choice situation: saving different numbers of persons. I hold that cases in which (only) numbers are different are structurally similar to cases in which (only) (...) probabilities are different. After a brief defense of this claim, I conclude that some version of consequentialism seems more promising for offering a plausible solution to the probability case. (shrink)

Critical aspects in the field of education are currently related to low levels of socioemotional competences and high rates of school dropouts. However, there are no standard practices or guidelines for helping countries to assess and train social and emotional competences. To overcome this limitation, the project Learning to be (L2B) aims to propose a comprehensive model of the assessment and development of social and emotional competences that bring together policymakers, researchers, teachers, school authorities and learners from different participating countries: (...) Finland, Italy, Latvia, Lithuania, Portugal, Slovenia, and Spain. The project attempts to create an international framework for regulating activities and supporting teachers working on the social and emotional competences of the students and to provide tools which can be used across countries. The aim of the paper is to describe how L2B has been developed in Spain by analyzing the contributions of the international framework and extracting the specific needs in the Spanish context. Specifically, we describe two products of the project: a) the process for creating a toolkit, a tool focused on creating activities and materials for helping teachers develop social and emotional competences of students and b) the results of an exploratory study in Spain in which social and emotional competences are assessed and compared to the international framework. First, we explain the definition of social and emotional competences used for creating the toolkit. Second, we analyze responses of Spanish students to questionnaires administered before applying the toolkit in the schools. The paper describes social and emotional competences in Spain and evaluates the overlap between relevant variables in Spain and those used for developing the toolkit, the international tool. Specific needs in Spain are discussed, as well as the contribution of the project for promoting the improved development of students’ social and emotional competences, improving learning outcomes and stronger social cohesion in schools and local communities, as well as the utility of the results for creating new educational policies. Our study is based on the correspondence between Lukacs and his companions and analysis of the early writings of Lukács, usually in Hungarian.

We love people because of who they are, but can the idea of “who they are” be explained through a property that everyone has, such as agency? David Velleman believes this to be the case, and argues that love is an appraisal of a person’s incomparable value, which disarms the lover’s emotional defences. Modelling love on Kantian respect, Velleman claims that love is a response to a person’s rational nature, indirectly perceived though her empirical persona—her observable traits and behaviours, which (...) are imperfect representations of the value of rational nature. An important problem for Velleman’s account is that it seems incompatible with two widely shared assumptions about love: that love is personal (so it cannot be analogous to impersonal respect) and that love is selective (so it cannot be based on a property shared by all individuals). Here, I propose a re-formulation of Velleman’s view that avoids those objections while preserving the idea that love is an evaluation of the loved person’s agency. Specifically, love is an evaluation of a person’s inner narrator, which is also a person’s capacity to act for reasons—to make actions intelligible to herself. The inner narrator is perceived through that person’s observable narrative: her actions and interpretations in interaction, which are a product, and not an imperfect representation, of the inner narrator. In the re-formulated view, love is both personal and selective, but still an agential process that involves both the lover and the loved person’s capacities to make sense of the world. (shrink)

Que la población mayor está bien ajustada emocionalmente es algo bien constatado en la investigación gerontológico. Este dato, puesto en relación con otros, genera una curiosa consecuencia: la denominada "Paradoja del bienestar en la vejez". Con la edad, junto al aumento de circunstancias relativas a pérdidas (de parientes, amigos, funcionamiento físico y roles sociales) se da una estabilidad en las puntuaciones de diversos indicadores de bienestar psicológico (expresión de emociones positivas, prevalencia de trastornos depresivos o ansiedad). Los aspectos explicativos que (...) se esgrimen para despejar esta paradoja son, entre otros, la mejora de mecanismos de autorregulación emocional y el carácter gradual y normativo de dichas pérdidas (Márquez-González, 2008 y Fernández-Ballesteros, 2009). La configuración curricular desde la atención a la diversidad en el proceso formativo universitario, resultará de la interacción de los planos cognitivo-actitudinal y procedimental. La suficiencia, recursividad y coherencia curricular son sustentos que lo convierten de proyecto predelineado a propuesta emergente en la que se planifica como un espacio de permanente construcción y reconstrucción en el que se interconectan el conocimiento conceptual, las experiencias y los sentimientos de los estudiantes. El artículo tiene como objetivo socializar los resultados alcanzados en la (...) sistematización de una concepción teórica para el desarrollo de los procesos curriculares, a partir del planteamiento de algunas ideas que lo relacionan con lo diverso que resulta el mundo universitario y que pueden constituir punto de partida para el debate sobre el diseño curricular. Curricular shaping in regard on the attention to the diversity of the university formative process will be result of the interaction of the different cognitive-attitudinal, and procedural planes. Aptitude, resourcefullness and curricular coherence are the bases that allow this preformulated project to become an emerging proposal, which is seen as a space of permanent construction and reconstruction, experiences and students´ feelings. This article aims at socializing the results obtained in the systematization process of a theoretical conception for the development of curricular processes; based on the approach of several ideas that relate it with the diversity of university sphere, and these ideas may also represent a starting point for debate about curricular design. The article offers an empirical analysis of the ways in which Mexican press portrays Ukraine. To do this, this paper focuses on three major daily newspapers of Mexico, El Universal,La Jornadaand Milenio. The article offers a 12-month long diagnosis of the news, which discloses the agenda of objects and attributes regarding Ukraine. Therefore this study helps to explore the processes and factors that generate media image and communicate it to Mexican society. As far as methodology is concerned, a combination of (...) two aspects was employed in this study. The first was a quantitative analysis of news reports. The second was a qualitative interpretation applied to discover the evaluative undertones of the stories based on content analysis. To this end, all the 689 stories analyzed in this paper are classified as positive, negative and neutral and grouped - according to their topic - into 8 major categories: Economy, Politics, International Relations, Society, Culture, Public Security, Sports and Miscellanea. This study focuses on all the news reports on Ukraine, including those, which briefly mention the country, its territories or people. Moreover, the main findings of the paper were contrasted with the aspirations of communicative strategies of current Ukrainian government in order to understand whether the present image of the country in Mexico is adequate or desirable. Therefore, the analysis clearly indicates the dark and bright sides of country's projection in three analyzed newspapers. All the aforementioned efforts aim at better positioning of Ukraine both in Mexican society and internationally. (shrink)

Metaphysical considerations aside, today’s inheritors of the tradition of natural philosophy are primarily scientists. However, they are oblivious to the human factor involved in science and in seeing how political, religious, and other ideologies contaminate our visions of nature. In general, philosophers observe human (historical, sociological, and psychological) processes within the construction of theories, as well as in the development of scientific activity itself. -/- In our time, feminism—along with accompanying ideas of identity politics under the slogan “diversity, inclusion, equity”—has (...) emerged in science policies. The vast majority of scientists (including myself) are convinced that discrimination is reprehensible. We also believe that all individuals of any sex, race, ethnic group, or ideology should be valued in academia solely based on his or her merits and potential through equality programs. However, as I will show in this article, political indoctrination has inadmissibly undertaken the struggle for equality in academic institutions in Western countries. I argue here that universities and research institutes should be politically free (neutral) to encourage academic freedom. -/- One negative aspect of equality programs is that worldwide, scientists are harassed for expressing opinions related to the “gender” issue. This situation severely restricts scientists’ freedom of expression, even within the limits of the law. Codes of conduct extending beyond legal boundaries are examples of this issue. Scientists who express their views about “gender” are often harassed, bullied, and socially or academically excluded. Thus, we are witnessing a wave of proselytizing in research institutes and science-associated media. Today, there is widespread biased propaganda of “victimhood”. This propaganda proposes positive discrimination and increasing women’s participation in unnatural ways. It also bends the history of science by overvaluing the creations of forgotten women, offering lectures on indoctrination, organizing congresses on gender and science, and persecuting anyone who sees the subject differently. All of this covered by a multitude of associations that financially benefit from these discourses through succulent subsidies of public money. Apparently, feminism is no longer about fighting against discrimination. Instead, it is about imposing an ideology and giving more power to one group of people. Thus, we must ask whether the end justifies the means. (shrink)
