We explore how principles predicting the success of a medical information commons advantaged or disadvantaged three MIC initiatives in three Canadian provinces. Our MIC case examples demonstrate that practices and policies to promote access to and use of health information can help improve individual healthcare and inform a learning health system. MICs were constrained by heterogenous health information protection laws across jurisdictions and risk-averse institutional cultures. Trent Dougherty argues (contra Jonathan Matheson) that when taking into consideration the probabilities involving skeptical theism (ST) and gratuitous evils, an agent may reasonably affirm both ST and that gratuitous evils exist. In other words, Dougherty thinks that assigning a greater than .5 probability to ST is insufficient to defeat the commonsense problem of evil. I argue that Dougherty’s response assumes, incorrectly, that ST functions solely as an evidential defeater, and that, when understood as a closure of inquiry defeater, ST (...) may still defeat reasonable belief in gratuitous evils, even in the face of strong evidence that gratuitous evils exist. Pancreatitis is a complex, progressively destructive inflammatory disorder. Alcohol was long thought to be the primary causative agent, but genetic contributions have been of interest since the discovery that rare PRSS1, CFTR and SPINK1 variants were associated with pancreatitis risk. We now report two associations at genome-wide significance identified and replicated at PRSS1-PRSS2 and X-linked CLDN2 through a two-stage genome-wide study. The PRSS1 variant likely affects disease susceptibility by altering expression of the primary trypsinogen gene. The CLDN2 risk allele is (...) associated with atypical localization of claudin-2 in pancreatic acinar cells. The homozygous CLDN2 genotype confers the greatest risk, and its alleles interact with alcohol consumption to amplify risk. Political campaigns increasingly rely on Facebook for reaching their constituents, particularly through ad targeting. Facebook’s business model is premised on a promise to connect advertisers with the “right” users: those likely to click, download, engage, purchase. The company pursues this promise by algorithmically inferring users’ interests from their data and providing advertisers with a means of targeting users by their inferred interests. In this study, we explore for whom this interest classification system works in order to build on conversations in (...) critical data studies about the ways such systems produce knowledge about the world rooted in power structures. We critically analyze the classification system from a variety of empirical vantage points—via user data; Facebook documentation, training, and patents; and Facebook’s tools for advertisers—and through theoretical concepts from a variety of domains. In this, we focus on the ways the classification system shapes possibilities for political representation and voice, particularly for people of color, women, and LGBTQ+ people. We argue that this “big data-driven” classification system should be read as political: it articulates a stance not only on what issues are or are not important in the U.S. public sphere, but also on who is considered a significant enough public to be adequately accounted for. Technology transfer is a multi-level process of communication involving a variety of senders and receivers of ideas and materials. As a response to market failure, or as an effort to accelerate market-driven social change, technology transfer may combine public and private aparatus or rely solely on public institutional mechanisms to identify, develop, and deliver innovations and information. Technology transfer institutions include universities, government ministries, research institutes, and what may be termed the ‘project sector’. Four farm- and village-level change models are (...) considered: traditional community development, adoption-diffusion, training and Visit Extension, and Farming Systems Research. The challenges to technology transfer efforts center on developing indigenous capacity to generate and adapt agricultural technology to local conditions. In _Animacies_, Mel Y. Chen draws on recent debates about sexuality, race, and affect to examine how matter that is considered insensate, immobile, or deathly animates cultural lives. Toward that end, Chen investigates the blurry division between the living and the dead, or that which is beyond the human or animal. Within the field of linguistics, animacy has been described variously as a quality of agency, awareness, mobility, sentience, or liveness. Chen turns to cognitive linguistics to stress how language habitually (...) differentiates the animate and the inanimate. Expanding this construct, Chen argues that animacy undergirds much that is pressing and indeed volatile in contemporary culture, from animal rights debates to biosecurity concerns. Chen's book is the first to bring the concept of animacy together with queer of color scholarship, critical animal studies, and disability theory. Through analyses of dehumanizing insults, the meanings of queerness, animal protagonists in recent Asian/American art and film, the lead in toys panic in 2007, and the social lives of environmental illness, _Animacies_ illuminates a hierarchical politics infused by race, sexuality, and ability. In this groundbreaking book, Chen rethinks the criteria governing agency and receptivity, health and toxicity, productivity and stillness—and demonstrates how attention to the affective charge of matter challenges commonsense orderings of the world. The controversial issue of whether Chief Executive Officer (CEO) compensation is excessive or appropriate is examined in terms of two competing claims: that CEOs are overpaid for the value they provide to an enterprise, and that CEO compensation is inherently equitable. Various arguments and perspectives on both sides of the issue are assessed. Little evidence supports the claim that CEO performance justifies very high compensation. Further, the complex interactive alliance between boards of directors and CEOs compromises rational decision-making about CEO (...) compensation, with the Enron affair offered as an illustration of what can go wrong when dishonest CEO actions combine with lax board oversight. Recommendations for restoring trust in the system include continuing current regulatory actions, using different metrics for determining CEO compensation, making board member-CEO relationships transparent to all company stakeholders, and several more radical ideas for change. Stakeholders must resist being distracted by other social, economic, or political issues from pursuing serious, lasting reform. (shrink)

Using a new materialist line of questioning that looks at the agential potentialities of water and its entanglements with Big Data and surveillance, this article explores how the recent Snowden revelations about the National Security Agency have reignited media scholars to engage with the infrastructures that enable intercepting, hosting, and processing immeasurable amounts of data. Focusing on the expansive architecture, location, and resource dependence of the NSA’s Utah Data Center, I demonstrate how surveillance and privacy can never be disconnected from (...) the material infrastructures that allow and render natural the epistemological state of mass surveillance. Specifically, I explore the NSA’s infrastructure and the million of gallons of water it requires daily to cool its servers, while located in one of the driest states in the US. Complicating surveillance beyond the NSA, as also already imbricated with various social media companies, this article questions the emplacement and impact of corporate data centers more generally, and the changes they are causing to the landscape and local economies. I look at how water is an intriguing and politically relevant part of the surveillance infrastructure and how it has been constructed as the main tool for activism in this case, and how it may eventually help transform the public’s conceptualization of Big Data, as deeply material. Much has been written about the free energy principle (FEP), and much misunderstood. The principle has traditionally been put forth as a theory of brain function or biological self-organisation. Critiques of the framework have focused on its lack of empirical support and a failure to generate concrete, falsifiable predictions. I take both positive and negative evaluations of the FEP thus far to have been largely in error, and appeal to a robust literature on scientific modelling to rectify the situation. A (...) prominent account of scientific modelling distinguishes between model structure and model construal. I propose that the FEP be reserved to designate a model structure, to which philosophers and scientists add various construals, leading to a plethora of models based on the formal structure of the FEP. An entailment of this position is that demands placed on the FEP that it be falsifiable or that it conform to some degree of biological realism rest on a category error. To this end, I deliver first an account of the phenomenon of model transfer and the breakdown between model structure and model construal. In the second section, I offer an overview of the formal elements of the framework, tracing their history of model transfer and illustrating how the formalism comes apart from any interpretation thereof. Next, I evaluate existing comprehensive critical assessments of the FEP, and hypothesise as to potential sources of existing confusions in the literature. In the final section, I distinguish between what I hold to be the FEP—taken to be a modelling language or modelling framework—and what I term “FEP models.”. (shrink)

The Theory of Planned Behavior predicts that a combination of attitudes, perceived norms, and perceived behavioral control predict intentions, and that intentions ultimately predict behavior. Previous studies have found that the TPB can predict students’ engagement in plagiarism. Furthermore, the General Theory of Crime suggests that self-control is particularly important in predicting engagement in unethical behavior such as plagiarism. In Study 1, we incorporated self-control in a TPB model and tested whether norms, attitudes, and self-control predicted intention to plagiarize and (...) plagiarism behavior. The best statistical fit for the path-analytic model was achieved when a direct path from self-control to plagiarism engagement was specified. In Study 2, we added a measure of perceived behavioral control and split the measurement of norms into descriptive and injunctive components. This study found that both self-control and perceived-behavioral control additively contributed to the prediction of plagiarism and the path-analytic model achieved its best fit when direct paths from perceived norms to plagiarism behavior were specified. These studies suggest that setting strong anti-plagiarism norms, such as by the use of honor codes, and seeking to enhance students’ self-control may reduce engagement in plagiarism. (shrink)

Retaliation against whistleblowers is a well-recognized problem, yet there is little explanation for why uninvolved peers choose to retaliate through ostracism. We conduct two experiments in which participants take the role of a peer third-party observer of theft and subsequent whistleblowing. We manipulate injunctive norms and descriptive norms. Both experiments support the core of our theoretical model, based on social intuitionist theory, such that moral judgments of the acts of wrongdoing and whistleblowing influence the perceived likeability of each actor and (...) ultimately influence intention to ostracize each actor and indicate more willingness to ostracize the whistleblower than the wrongdoer. When we vary norms for the wrongdoing in Experiment 1, we find that descriptive and injunctive norms indirectly influence intentions to ostracize both the wrongdoer and whistleblower. These relationships are serially mediated by the observers’ moral judgments of the act and likeability of the actor. When we vary norms for whistleblowing in Experiment 2, the injunctive norm manipulation affected moral judgment of the action of whistleblowing, and we do not observe any other significant effects of the norm manipulations on moral judgments of the actions of wrongdoing or whistleblowing. This book offers a philosophical perspective on contemporary Tourette Syndrome scholarship, a field which has exploded over the last thirty years. Despite intense research efforts on this common neurodevelopmental condition in the age of the brain sciences, the syndrome’s causes and potential cures remain intriguingly elusive. How does this lack of progress relate to the tacitly operating philosophical concepts that shape our current thinking about Tourette Syndrome? This book foregrounds these tacit concepts and shows how they relate to “big topics” (...) in philosophy such as time, volition, and the self. By tracing how these topics relate to current research on Tourette’s, it invites us to re-think our approach to research and care. Such re-thinking is urgently needed: individuals and families living with Tourette Syndrome remain under-serviced as pharmacological and behavioural therapies provide relief for some but not all who need support. This book highlights what questions we ask and do not ask in contemporary scholarship, thereby surfacing invisible constraints and opportunities in the field. It is of interest to scholars, health professionals, students, and affected families who want to better understand this burgeoning field of research with its conceptual controversies, approaches to aetiology, and directions for new research and improved clinical care. The received view of computation is methodologically bifurcated: it offers different accounts of computation in the mathematical and physical cases. But little in the way of argument has been given for this approach. This article rectifies the situation by arguing that the alternative, a unified account, is untenable. Furthermore, once these issues are brought into sharper relief we can see that work remains to be done to illuminate the relationship between physical and mathematical computation.

In many ways, the 1707 Act of Union encouraged various practices of literary nation-building and the search for authentic ’British’ voices. In their desire to assert the politeness of this newly constituted British identity, writers such as Joseph Addison, Thomas Blackwell and James Macpherson shared a preoccupation with a quality which Addison termed ‘majestick Simplicity’. The implicit codification of polite manners and taste in the Spectator might at first appear to contradict this literary fascination with the search for exemplars of (...) native British simplicity. This article explores the continuity of these concerns in the writings of Addison, Blackwell and Macpherson, suggesting some of the ways that authenticity and politeness exerted conflicting demands on the eighteenth-century literary culture of Britishness. Our concepts of the world come from our common activities in the world. Without coastal fishing, or seafaring, in boats too large for their crews to draw them ashore, there is no place for the concept of a harbour. And without reindeer herding, there will be no concept of JASSA. That is one point. The other is this: without some of the coastal fisherman's skill and local knowledge, you will not be able to recognize a natural harbour when you see (...) one. And without the reindeer herder's skill, you will not be able to recognize a JASSA when you see one. To put it all rather bluntly. Though there is more of both work and experience behind the first part of this article, about the world of coastal fishing, most of my academic friends have found the latter part, about the concept JASSA, the better and more readable. What we believe depends on more than the purely intrinsic facts about us: facts about our environment or context also help determine the contents of our beliefs. 1 This observation has led several writers to hope that beliefs can be divided, as it were, into two components: a "core" that depends only on the individual?s intrinsic properties; and a periphery that depends on the individual?s context, including his or her history, environment, and linguistic community. For evolutionary biologists, the concept of chance has always played a significant role in the formation of evolutionary theory. As far back as Greek antiquity, chance and "luck" were key factors in understanding the natural world. Chance is not just an important concept; it is an entire way of thinking about nature. The exegesis of sacred rites in the Talmud is subject to a restriction on the iteration and composition of inference rules. In order to determine the scope and limits of that restriction, the sages of the Talmud deploy those very same inference rules. In this paper we suggest an alternative approach to ethics in social work: virtue ethics. We argue that Habermas's theory of communicative action and discourse ethics needs to be supplemented with virtue ethics to provide an account useful to social work. In these times, sensitivity to others is needed for social work to succeed as a profession interested in combating the complacency, self-interest and lack of compassion evident in cutbacks to social welfare programmes and the resultant concerns with outcomes and (...) efficiencies that have all but obliterated care and compassion. We see in Habermas a furthering of Aristotelian and Thomist philosophy, most importantly with respect to his focus on emancipatory knowing?the critically reflective knower who knows self as the person doing the knowing. Habermas's distinction between values (objective), ethics (social) and morals (subjective) makes the province of emancipatory knowing (his epistemological theory) consistent with his moral theory?morality is personal.
