All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

During the WHO-GloPID COVID-19 Global Research and Innovation Forum meeting held in Geneva on the 11th and 12th of February 2020 a number of different ethical concepts were used. This paper briefly states what a number of these concepts mean and how they might be applied to discussions about research during the COVID-19 pandemic and related outbreaks. This paper does not seek to be exhaustive and other ethical concepts are, of course, relevant and important.

A Choice Outstanding Academic Title for 1999 Academic debates about pluralism and truth have become increasingly polarized in recent years. One side embraces extreme relativism, deeming any talk of objective truth as philosophically naïve. The opposition, frequently arguing that any sort of relativism leads to nihilism, insists on an objective notion of truth according to which there is only one true story of the world. Both sides agree that there is no middle path. In Truth in Context, Michael Lynch (...) argues that there is a middle path, one where metaphysical pluralism is consistent with a robust realism about truth. Drawing on the work of Hilary Putnam, W.V.O. Quine, and Ludwig Wittgenstein, among others, Lynch develops an original version of metaphysical pluralism, which he calls relativistic Kantianism. He argues that one can take facts and propositions as relative without implying that our ordinary concept of truth is a relative, epistemic, or "soft" concept. What is truth? Michael Lynch defends a bold new answer to this question. Traditional theories hold that all truths are true in the same way. More recent theories claim that the concept of truth is of no real importance. Lynch argues against both these extremes: truth is a functional property whose function can be performed in more than one way.

Democracies, Dewey and others have argued, are ideally spaces of reasons – they allow for an exchange of reasons both practical and epistemic by those willing to engage in that discourse. That requires that citizens have convictions they believe in, but it also requires that they be willing to listen to each other. This paper examines how a particular psychological attitude, “epistemic arrogance,” can undermine the achievement of these goals. Why does reason matter, if in the end everything comes down to blind faith or gut instinct? Why not just go with what you believe even if it contradicts the evidence? Why bother with rational explanation when name-calling, manipulation, and force are so much more effective in our current cultural and political landscape? Michael Lynch's In Praise of Reason offers a spirited defense of reason and rationality in an era of widespread skepticism--when, for example, people reject scientific evidence about (...) such matters as evolution, climate change, and vaccines when it doesn't jibe with their beliefs and opinions. In recent years, skepticism about the practical value of reason has emerged even within the scientific academy. Many philosophers and psychologists claim that the reasons we give for our most deeply held views are often little more than rationalizations of our prior convictions. _In_ _Praise of Reason_ gives us a counterargument. Although skeptical questions about reason have a deep and interesting history, they can be answered. In particular, appeals to scientific principles of rationality are part of the essential common currency of any civil democratic society. The idea that everything is arbitrary--that reason has no more weight than blind faith--undermines a key principle of a civil society: that we owe our fellow citizens explanations for what we do. Reason matters--not just for the noble ideal of truth, but for the everyday world in which we live. (shrink)

Imagine you had the functions of your smartphone miniaturized to a cellular level and accessible by your neural network. Reflection on this possibility suggests that we should not just concern ourselves with whether our knowledge is extending “out” to our devices; our devices are extending in, and with them, possibly the information that they bring. If so, then the question of whether knowledge is “extended” becomes wrapped up with the question of whether knowing is something we do, or something we (...) can share with, or outsource to, instruments. And that in turn raises the two questions of this paper: First, to what extent does such technology put pressure on the idea that we might have more than one conception of knowledge? And second, what is the value of states that fit these conceptions of knowledge? (shrink)

Bald-faced lies are on the uptick by political leaders in democracies worldwide. In the United States, for example, we are becoming numb not only to outrageous falsehoods, but to the bizarre self-assurance with which they are pronounced. We were told crowds were bigger than they were, that the sun shined when it didn’t, that Trump won in a landslide—and that was just in the first few days after his election. What has shocked so many is the fearlessness in the face (...) of the facts, the willingness to simply deny reality outright, and the apparent toleration—even joy—with which Trump’s followers greet the practice. Bald-faced lying by political leaders is an important phenomenon, but it is easy to misunderstand in ways that undermine our ability to combat its strange effectiveness. In this paper, I aim to first analyze political bald-faced lies and then examine the threat they pose to the norms of democratic discourse. My goal is not to answer the empirical question of how frequently denials of obvious facts occur in politics; it is the normative question of understanding what harms they cause — particularly when they are made by those — in political power. Nonetheless, I think it is important to resist the temptation to think that what we are talking about here are a few isolated and extreme examples. As Hannah Arendt noted, there are times in political life when truth, “if it happens to oppose a given group’s profit or pleasure, is greeted with greater hostility.” Arguably we are living in one of those times. This paper presents a version of neurophenomenology based on generative modelling techniques developed in computational neuroscience and biology. Our approach can be described as _computational phenomenology_ because it applies methods originally developed in computational modelling to provide a formal model of the descriptions of lived experience in the phenomenological tradition of philosophy (e.g., the work of Edmund Husserl, Maurice Merleau-Ponty, etc.). The first section presents a brief review of the overall project to naturalize phenomenology. The second section presents and evaluates (...) philosophical objections to that project and situates our version of computational phenomenology with respect to these projects. The third section reviews the generative modelling framework. The final section presents our approach in detail. We conclude by discussing how our approach differs from previous attempts to use generative modelling to help understand consciousness. In summary, we describe a version of computational phenomenology which uses generative modelling to construct a computational model of the inferential or interpretive processes that best explain this or that kind of lived experience. We present a multiscale integrationist interpretation of the boundaries of cognitive systems, using the Markov blanket formalism of the variational free energy principle. This interpretation is intended as a corrective for the philosophical debate over internalist and externalist interpretations of cognitive boundaries; we stake out a compromise position. We first survey key principles of new radical views of cognition. We then describe an internalist interpretation premised on the Markov blanket formalism. Having reviewed these accounts, we develop our positive multiscale account. (...) We argue that the statistical seclusion of internal from external states of the system—entailed by the existence of a Markov boundary—can coexist happily with the multiscale integration of the system through its dynamics. Our approach does not privilege any given boundary, nor does it argue that all boundaries are equally prescient. We argue that the relevant boundaries of cognition depend on the level being characterised and the explanatory interests that guide investigation. We approach the issue of how and where to draw the boundaries of cognitive systems through a multiscale ontology of cognitive systems, which offers a multidisciplinary research heuristic for cognitive science. Paul Feyerabend and Richard Rorty were both famously suspicious of an objective concept of truth, in part because they shared the suspicion that concepts like truth and reason were irrevocably anti-democratic. As Feyerabend saw it, an overreliance on a naive objectivist conception of truth and rationality encouraged a “tyranny of truth”, one according to which science should have an overly privileged role to play in deciding what society ought to do. Similarly, Rorty believed truth was a concept ill-suited for democracy. (...) In this paper, I offer some brief reflections on the view that political truth is ill-suited for democratic politics. I argue that Rorty and Feyerabend are right that the concepts of truth and knowledge have political meaning, and that as a result, the question of “who knows” (and who doesn't) are partly political questions. But while Feyerbеnd was right to think we cannot give priority to the epistemic over the political in democracy, neither, I conclude, should we reverse that priority. (shrink)

In this paper we discuss three different kinds of disagreement that have been, or could reasonably be, characterized as deep disagreements. Principle level disagreements are disagreements over the truth of epistemic principles. Sub-principle level deep disagreements are disagreements over how to assign content to schematic norms. Finally, framework-level disagreements are holistic disagreements over meaning not truth, that is over how to understand networks of epistemic concepts and the beliefs those concepts compose. Within the context of each of these kinds of (...) disagreement it is not possible for the parties to the dispute to rationally persuade one another through only offering epistemic reasons for their conflicting points of view. However, in spite of the inability to rationally persuade, we explore how it may nevertheless be possible to rationally navigate each of these varieties of deep disagreement. (shrink)

IntroductionDeep brain stimulation (DBS) is increasingly used to treat the symptoms of various neurologic and psychiatric conditions. People can undergo the procedure during reproductive years but the safety of DBS in pregnancy remains relatively unknown given the paucity of published cases. We thus conducted a review of the literature to determine the state of current knowledge about DBS in pregnancy and to determine how eligibility criteria are approached in clinical trials with respect to pregnancy and the potential for pregnancy.MethodsA literature (...) review was conducted in EMBASE to identify articles involving DBS and pregnancy. Two reviewers independently analyzed the articles to confirm inclusion. Data extracted for analysis included conditions treated, complications at all stages of pregnancy, neonatal/pediatric outcomes, and DBS target. A second search was then conducted using www.clinicaltrials.gov. The same two reviewers then assessed whether each trial excluded pregnant individuals, lactating individuals, or persons of childbearing age planning to conceive. Also assessed was whether contraception had to be deemed adequate prior to enrollment.ResultsThe literature search returned 681 articles. Following independent analysis and agreement of two reviewers, 8 pregnancy related DBS articles were included for analysis. These articles described 27 subjects, 29 pregnancies (2 with subsequent pregnancies), and 31 infants (2 twin pregnancies). There was 1 preterm birth at 35 weeks, and 3 patients who experienced discomfort from the DBS battery (i.e., impulse generator) placement site. All 27 patients had a DBS device implanted before they became pregnant, which remained in use throughout their pregnancy. There was exclusion of pregnant individuals from 68% of 135 interventional trials involving DBS. Approximately 44% of these trials excluded persons of childbearing age not on “adequate contraception” or wishing to conceive in the coming years. Finally, 22% excluded breastfeeding persons.ConclusionThe data from 29 pregnancies receiving DBS treatment during pregnancy was not associated with unexpected pregnancy or post-partum complication patterns. Many clinical trials have excluded pregnant individuals. Documentation of outcomes in larger numbers of pregnancies will help clarify the safety profile and will help guide study designs that will safely include pregnant patients. (shrink)

We review some of the main implications of the free-energy principle (FEP) for the study of the self-organization of living systems – and how the FEP can help us to understand (and model) biotic self-organization across the many temporal and spatial scales over which life exists. In order to maintain its integrity as a bounded system, any biological system - from single cells to complex organisms and societies - has to limit the disorder or dispersion (i.e., the long-run entropy) of (...) its constituent states. We review how this can be achieved by living systems that minimize their variational free energy. Variational free energy is an information theoretic construct, originally introduced into theoretical neuroscience and biology to explain perception, action, and learning. It has since been extended to explain the evolution, development, form, and function of entire organisms, providing a principled model of biotic self-organization and autopoiesis. It has provided insights into biological systems across spatiotemporal scales, ranging from microscales (e.g., sub- and multicellular dynamics), to intermediate scales (e.g., groups of interacting animals and culture), through to macroscale phenomena (the evolution of entire species). A crucial corollary of the FEP is that an organism just is (i.e., embodies or entails) an implicit model of its environment. As such, organisms come to embody causal relationships of their ecological niche, which, in turn, is influenced by their resulting behaviors. Crucially, free-energy minimization can be shown to be equivalent to the maximization of Bayesian model evidence. This allows us to cast natural selection in terms of Bayesian model selection, providing a robust theoretical account of how organisms come to match or accommodate the spatiotemporal complexity of their surrounding niche. In line with the theme of this volume; namely, biological complexity and self-organization, this chapter will examine a variational approach to self-organization across multiple dynamical scales. This book is an exploration of the content and dimensions of contemporary Continental philosophy of religion. It is also a showcase of the work of some of the philosophers who are, by their scholarship, filling out the meaning of the term Continental philosophy of religion.

The American Academy of Pediatrics Task Force on Circumcision published its policy statement and technical report on newborn circumcision in September 2012.1 ,2 Since that time, some individuals and groups have voiced objections to the work of the Task Force, while others have conveyed their support. The AAP task force is pleased that the policy statement and technical reports on circumcision have stimulated debate on this topic and welcomes respectful discussion and dialogue about the scientific and ethical issues that surround (...) neonatal circumcision. We believe this is a complex issue that does not lend itself to simplistic solutions. The Task Force encourages those of all viewpoints to contribute to a vibrant, thoughtful and respectful evidence-based dialogue. We appreciate that the free exchange of competing ideas is a necessary component of scientific discovery. We also recognise that all clinical decisions carry ethical dimensions and that a respectful and thoughtful dialogue about these issues is important. However, the Task Force also feels strongly that this debate and the academic literature are demeaned when those with an ideological agenda disseminate inaccurate information, misapply scientific principles, make accusations that are unsupported, communicate in a vitriolic tone, and attempt to discredit and mischaracterise alternative views and those who hold them. A cross‐national study of differences in the identities of nursing in England and Australia and how this has affected nurses’ capacity to respond to hospital reform This paper examines similarities and differences in the identity of nursing in England and Australia. In doing this we examine how in each country nursing has developed different ideologies and strategies. Our analysis draws on data derived from a cross‐national study of hospital staff in England and Australia. We demonstrate how differences in the occupational (...) identity of nursing in each country are registered in their values, attitudes and beliefs. We suggest that these differences reflect the interplay of factors such as the strategic stances of nursing professional and industrial organisations and how nurses in each country have positioned themselves in responding to recent changes in health policy. A growing body of literature critical of ethics review boards has drawn attention to the processes used to determine the ethical merit of research. Citing criticism on the bureaucratic nature of ethics review processes, this literature provides a useful provocation for (re)considering how the ethics review might be enacted. Much of this criticism focuses on how ethics review boards _deliberate,_ with particular attention given to the lack of transparency and opportunities for researcher recourse that characterise ethics review processes. Centered specifically (...) on the conduct of ethics review boards convened within university settings, this paper draws on these inherent criticisms to consider the ways that ethics review boards might enact more communicative and deliberative practices. Outlining a set of principles against which ethics review boards might establish strategies for engaging with researchers and research communities, this paper draws attention to how _Deliberative communication_, _Engagement with researchers_ and the _Distribution of responsibility_ for the ethics review might be enacted in the day-to-day practice of the university human ethics review board. This paper develops these themes via a conceptual lens derived from Habermas’ (The theory of communicative action. Volume 1: Reason and the rationalization of society, 1984 ) articulation of ‘communicative action’ and Fraser’s (Social Text, 25(26), 56–80, 1990 ) consideration of ‘strong publics’ to cast consideration of the role that human ethics review boards might play in supporting university research cultures. _Deliberative communication_, _Engagement with researchers_ and the _Distribution of responsibility_ provide useful conceptual prompts for considering how ethics review boards might undertake their work. We suggest that as people move to construe robots as social agents, interact with them, and treat them as capable of social ties, they might develop (close) relationships with them. We then ask what kind of relationships can people form with bots, what functions can bots fulfill, and what are the societal and moral implications of such relationships.

In recent years, language has been shown to play a number of important cognitive roles over and above the communication of thoughts. One hypothesis gaining support is that language facilitates thought about abstract categories, such as democracy or prediction. To test this proposal, a novel set of semantic memory task trials, designed for assessing abstract thought non-linguistically, were normed for levels of abstractness. The trials were rated as more or less abstract to the degree that answering them required the participant (...) to abstract away from both perceptual features and common setting associations corresponding to the target image. The normed materials were then used with a population of people with aphasia to assess the relationship of abstract thought to language. While the language-impaired group with aphasia showed lower overall accuracy and longer response times than controls in general, of special note is that their response times were significantly longer as a function of a trial’s degree of abstractness. Further, the aphasia group’s response times in reporting their degree of confidence (a separate, metacognitive measure) were negatively correlated with their language production abilities, with lower language scores predicting longer metacognitive response times. These results provide some support for the hypothesis that language is an important aid to abstract thought and to metacognition about abstract thought. (shrink)

The COVID-19 pandemic revealed numerous weaknesses in pandemic preparedness and response, including underfunding, inadequate surveillance, and inequitable distribution of countermeasures. To overcome these weaknesses for future pandemics, WHO released a zero draft of a pandemic treaty in February, 2023, and subsequently a revised bureau's text in May, 2023. COVID-19 made clear that pandemic prevention, preparedness, and response reflect choices and value judgements. These decisions are therefore not a purely scientific or technical exercise, but are fundamentally grounded in ethics. The latest (...) treaty draft reflects these ethical considerations by including a section entitled Guiding Principles and Approaches. Most of these principles are ethical—they establish core values that undergird the treaty. Unfortunately, the treaty draft's set of principles are numerous, overlapping, and show inadequate coherence and consistency. We propose two improvements to this section of the draft pandemic treaty. First, key guiding ethical principles should be clearer and more precise than they currently are. Second, the link between ethical principles and policy implementation should be clearly established and define boundaries on acceptable interpretation, ensuring that signatories abide by these principles. Challenges to Moral and Religious Belief contains fourteen original essays by philosophers, theologians, and social scientists on challenges to moral and religious belief from disagreement and evolution. Three main questions are addressed: Can one reasonably maintain one's moral and religious beliefs in the face of interpersonal disagreement with intellectual peers? Does disagreement about morality between a religious belief source, such as a sacred text, and a non-religious belief source, such as a society's moral intuitions, make it irrational to continue trusting (...) one or both of those belief sources? Should evolutionary accounts of the origins of our moral beliefs and our religious beliefs undermine our confidence in their veracity? This volume places challenges to moral belief side-by-side with challenges to religious belief, sets evolution-based challenges alongside disagreement-based challenges, and includes philosophical perspectives together with theological and social science perspectives, with the aim of cultivating insights and lines of inquiry that are easily missed within a single discipline or when these topics are treated in isolation. As well as disagreeing about how much one should donate to charity, moral theories also disagree about where one should donate. In light of this disagreement, how should the morally uncertain philanthropist allocate her donations? In many cases, one intuitively attractive option is for the philanthropist to split her donations across all of the charities that are recommended by moral views in which she has positive credence, with each charity’s share being proportional to her credence in the moral theories that (...) recommend that particular charity. Despite the fact that something like this approach is already being used by real-world philanthropists to distribute billions of dollars of donations, it is not supported by any of the approaches to moral uncertainty that have been proposed thus-far in the philosophical literature. In this paper, we will develop a bargaining-based approach to moral uncertainty that honors the proportionality intuition in favor of splitting one’s donations. We also show how this bargaining-based approach has several further advantages over the best alternative proposals. (shrink)

: Protection of human subjects from investigators' conflicts of interest is critical to the integrity of clinical investigation. Personal financial conflicts of interest are addressed by university policies, professional society guidelines, publication standards, and government regulation, but "intrinsic conflicts of interest"—conflicts of interest inherent in all clinical research—have received relatively less attention. Such conflicts arise in all clinical research endeavors as a result of the tension among professionals' responsibilities to their research and to their patients and both academic and financial (...) incentives. In this article I argue that a work of art provides the best interpretation of itself - more faithful than any other scholarly interpretative work.

Epistemic Contextualism is the view that “knows that” is semantically context-sensitive and that properly accommodating this fact into our philosophical theory promises to solve various puzzles concerning knowledge. Yet Epistemic Contextualism faces a big—some would say fatal—problem: The Semantic Error Problem. In its prominent form, this runs thus: speakers just don’t seem to recognise that “knows that” is context-sensitive; so, if “knows that” really is context-sensitive then such speakers are systematically in error about what is said by, or how to (...) evaluate, ordinary uses of “S knows that p”; but since it's wildly implausible that ordinary speakers should exhibit such systematic error, the expression “knows that” isn't context-sensitive. We are interested in whether, and in what ways, there is such semantic error; if there is such error, how it arises and is made manifest; and, again, if there is such error to what extent it is a problem for Epistemic Contextualism. The upshot is that some forms of The Semantic Error Problem turn out to be largely unproblematic. Those that remain troublesome have analogue error problems for various competitor conceptions of knowledge. So, if error is any sort of problem, then there is a problem for every extant competitor view. (shrink)

Es stellte sich die Frage, ob die Anwesenheit von Studierenden, die nur durch den Zwang des Stundenplans Ethikseminare besuchen, die Qualität der Veranstaltungen messbar negativ beeinflusst. In einer über 2 Jahre umfassenden Umfrage zu Lernzielen, Unterrichtsatmosphäre, Moderation und Fächerwichtigkeiten wurden die Ethikseminare an der Universität Ulm evaluiert. Hierzu bekamen wir Fragebögen von 192 freiwillig Teilnehmenden des Jahrgangs 2001/2002 und von 293 Pflichtteilnehmern des Jahrgangs (...) 2002/2003 zurück. Überraschenderweise gab es bei keiner relevanten Frage oder Bewertung einen statistisch signifikanten Unterschied zwischen freiwilligen und Pflichtteilnehmern. Zum Teil deutliche Unterschiede zeigten sich zwischen männlichen und weiblichen Studierenden. Diese Unterschiede müssen aufgrund ihrer didaktischen und konzeptionellen Bedeutung weiterverfolgt werden. Das Umfrageergebnis lässt hoffen, dass das Unterrichtskonzept der fallorientierten Kleingruppenseminare die Lernziele bei allen Studierenden verwirklichen kann. (shrink)
