Antibiotic research and development has failed to produce innovative antibiotics in the past two decades, which is due to both scientific and economic factors. We reviewed national and international funding agencies and critically assessed current grant funding mechanisms. Finally, we propose four complementary grant-funding incentives aimed to help developers along the R&D pipeline. Equally important objective of these incentives is to address some of the known R&D risks and bottlenecks.

Applied ontology is among those new topics that have recently entered the philosophical and scientific territories and have quickly received broad attention despite the numerous difficulties0it involves. For a number of historico-speculative reasons, the philosophical community remains indeed quite conservative (in the negative sense of the word) and only accepts with great difficulties new and vanguard ideas.0?0We seek to peruse here the stakes of applied ontology and to demonstrate the successful elaboration of new ideas in that field. This article defines a public good, arguing that higher education should be considered a public good. This requires moving away from an orthodox economistic understanding of public goods. It also requires understanding the relationship between higher education as both a private good and a public good to the extent that it promotes individual flourishing necessary to the public good.

Priority-setting policy-makers often face moral and political pressure to balance the conflicting motivations of efficiency and rescue/non-abandonment. Using the conflict between these motivations as a case study can enrich the understanding of institutional design in developed democracies. This essay presents a cognitive-psychological account of the conflict between efficiency and rescue/non-abandonment in health care priority-setting. It then describes three sets of institutional arrangements—in Australia, England/Wales, and Germany, respectively—that contend with this conflict in interestingly different ways. The analysis yields at least three (...) implications for institutional design in developed democracies: (1) indeterminacy at the level of moral psychology can increase the probability of indeterminacy at the level of institutional design; (2) situational constraints in effect require priority-setting policy-makers to adopt normative-moral pluralism; and (3) the U.S. health care system may be in an anti-priority-setting equilibrium. The aim of this essay is to synthesize as well as to analyze the conceptual evolution of 1860s Russian nihilism in general and its notion of negation in particular. The fictitious characters that traditionally have been informing the popular notion of “Russian nihilism” mainly refer to an antinihilistic genre. By analyzing nihilism also on the basis of primary sources, the antinihilistic notion of nihilism is nuanced, enabling a more comprehensive analysis of the movement’s different aspects. In some instances, Russian nihilism (...) has been taken out of context and portrayed as a monolith; its pursuit of “negation” interpreted literally. In this essay, a dialectical relation emerges, between affirmation and negation on the one hand as well as between the nihilist “children” and their idealist “fathers” on the other. Despite its radical stance, nihilism consists of a reconciliation of opposites. Although nihilists fought for autonomy, revolution and a new society, the movement was ironically stuck in a continuous negation of its inspirers and forerunners. (shrink)

Many methods are conceivable for resolution of the difficulties arising when motion is depicted in the logic of concepts. We shall set forth some of these methods, presenting them within the framework of the discussion in which V. I. Sviderskii, B. A. Dragun, and I. S. Narskii have already participated. In our opinion, attention must be directed primarily to the fact that in resolving the contradictions in the presentation of motion by means of ideal mathematical abstractions, it is impossible to (...) base ourselves directly upon that which is occurring in the sphere of the things which we perceive with our senses. It is particularly when one forgets this fact that contradictory situations usually result. However, this does not at all mean that these data are of little value in treating of motion. Furthermore, the refinement of the meaning of the concepts in terms of which motion is described, taken together with the requirement that there be a rigorous differentiation between theories based on ideal abstractions and theories based on concepts derived from the sphere of empirical existence, may lead to the resolution of Zeno's paradoxes. The conception of man as an economic animal is implied by the view that economic production is the determining “factor” or “sphere” of man or society. Against this conception can be put another, that of man as praxis. This takes account of man as a creative being, capable of realizing his freedom through his own activity. In this article the theory of the determining role of the “economic factor”, and the theory of factors in general have been examined. The economic (...) interpretation of history, a variant of the theory of factors, has been acknowledged as partly true for the self-alienated man and society, but the theory of factors in any variant has been found inadequate as a general theory of man, or society. The possibility of freedom cannot be reduced to the fact that the determining roles played by “factors”, vary, or to the hope that the economic “factor” can be subordinated to a “better” one. Man's freedom consists in his resolving the conflict of “factors”, and in realizing himself as an integral creative being, no longer split into independent and mutually opposed spheres. (shrink)

Recently, we have faced the outbreak of the coronavirus disease 2019 in the world, which has attracted the attention of all people. Stress has become a word familiar to all people. The stressors of life are relatively clear and some of them cannot be eliminated by humans. One of the stressors in the life of humans is the COVID-19 pandemic. Doctors believe that the virus is controllable but its prevalence is quicker and deadlier than other viruses. In addition, the virus (...) puts the elderly and those with underlying diseases at extreme risk. Therefore, more care is seriously required to protect members of society. However, this psychological imbalance caused by the virus is associated with stress and anxiety. Lack of proper management of this stress will be associated with emotional impacts, physiological impacts, cognitive impacts and behavioural impact.Contribution: Given the importance of this topic, this study aimed to evaluate the relationship between religious beliefs and coping with COVID-19-related stress amongst Muslim students in three cities of Russia – Ingushetia, Chechnya and the Republic of Dagestan – in 2020. Data were collected using questionnaires, the validity and reliability of which were previously confirmed. According to the results, religious beliefs had an impact on stress coping by p = 0.657. In other words, students’ ability to cope with stress improved by 0.657 units, with each unit of enhancement in their religious beliefs. (shrink)
