In paradigm exercises of agency, individuals guide their activities toward some goal. A central challenge for action theory is to explain how individuals guide. This challenge is an instance of the more general problem of how to accommodate individuals and their actions in the natural world, as explained by natural science. Two dominant traditions–primitivism and the causal theory–fail to address the challenge in a satisfying way. Causal theorists appeal to causation by an intention, through a feedback mechanism, in explaining guidance. (...) Primitivists postulate primitive agential capacities in their explanations. The latter neglect to explain how primitive capacities integrate with findings from natural science. The former do not explain why some feedback mechanism’s activity amounts to the agent’s guidance. In this paper I argue that both traditions should acknowledge a capacity to guide, as actually constituted by the executive system. I argue that appeals to this empirically discovered psychological system explain how individuals guide in a way that integrates with explanations from cognitive science. Individuals’ capacity to guide is embedded in the natural world through the activity of its constituent (mechanistic) components. (shrink)

There has recently been much interest in the role of attention in controlling action. The role has been mischaracterized as an element in necessary and sufficient conditions on agential control. In this paper I attempt a new characterization of the role. I argue that we need to understand attentional control in order to fully understand agential control. To fully understand agential control we must understand paradigm exercises of agential control. Three important accounts of agential control—intentional, reflective, and goal-represented control—do not (...) fully explain such exercises. I argue that understanding them requires understanding how deployments of visual attention implement flexible occurrent control, or a capacity to flexibly adjust the degree of control that individuals exercise over their actions. While such deployments of attention are neither necessary nor sufficient for exercising agential control, they constitute an attentional skill for controlling action, understanding which is central to fully understanding agential control. We can appreciate its centrality if we appreciate that this attentional skill for controlling action is plausibly crucial to acting non-negligently. (shrink)

Executive functioning has been said to bear on a range of traditional philosophical topics, such as consciousness, thought, and action. Surprisingly, philosophers have not much engaged with the scientific literature on executive functioning. This lack of engagement may be due to several influential criticisms of that literature by Daniel Dennett, Alan Allport, and others. In this paper I argue that more recent research on executive functioning shows that these criticisms are no longer valid. Skilled action typically requires that individuals guide their activities toward some goal. In skilled action, individuals do so excellently. We do not understand well what this capacity to guide consists in. In this paper I provide a case study of how individuals shift visual attention. Their capacity to guide visual attention toward some goal (partly) consists in an empirically discovered sub-system – the executive system. I argue that we can explain how individuals guide by appealing to the operation of this (...) sub-system. What is attention? On one influential position, attention constitutively is the selection of some stimulus for coupling with a response. Wayne Wu has proposed a master argument for this position that relies on the claim that cognitive science commits to an empirical sufficient condition (ESC), according to which, if a subject S perceptually selects (or response-couples) X to guide performance of some experimental task T, she therein attends to X. In this paper I show that this claim about cognitive science (...) is false. Cognitive science allows for inattentive selection-for-task, or inattentive response-coupling. One of the most influential recent accounts of attention is Wayne Wu’s. According to Wu, attention is selection-for-action. I argue that this proposal faces a dilemma: either it denies clear cases of attention capture, or it acknowledges these cases but classifies many inattentive episodes as attentive.

How can we argue, from neural facts, that representational states exhibit some specific representational structure? This paper approaches the question through a case study on the priority map-mechanism that underlies our capacity to orient visual attention. Computational models from cognitive neuroscience describe this mechanism as operating over neural topographic structures. These neural structures exhibit the functional profile of topographic representational structure. I argue that this fact warrants attributing topographic structure to the priority map mechanism’s representational states.

This paper explores the relationship of various trait emotions to the ethical choices of 189 college students who completed a managerial decision-making task as part of an in-basket exercise in a laboratory setting. Prior research regarding emotion influences on ethical decision-making and linkages between emotions and cognition informed hypotheses about how different types of emotions impact ethical choices. Findings supported our expectations that positive and negative emotions classified as active would be more strongly related to interpersonally-directed ethical choices than to (...) organizationally-directed ones, and that passive emotions would be less related to ethical choices than active emotions. Implications for ethical decision-making research and organizational practices are discussed. (shrink)

This article is concerned with the concept of “informed consent” as applied both in biomedical research involving human subjects and in clinical medicine in general. The current crisis over the elaboration and interpretation of the concept will be examined, along with the broader question of whether “informed consent” is any longer meaningful or viable as a criterion for complex bioethical policy-making. Finally, I will attempt to sketch a prognosis for the concept in doctor-patient relations, even if it is only wishful (...) thinking. (shrink)

Recently, there has been much interest in epistemic roles of attention, especially in whether visual attention is necessary for warranting (basic) visual belief. Arguably it is not. But attention nevertheless has important roles to play in our warrant from vision. I argue that we must appeal to a competence for shifting visual attention in explaining transsaccadic vision and our epistemic warrant from it. In this paper, I present the case of the discovery of complex numbers by Girolamo Cardano. Cardano acquires the concepts of (specific) complex numbers, complex addition, and complex multiplication. His understanding of these concepts is incomplete. I show that his acquisition of these concepts cannot be explained on the basis of Christopher Peacocke’s Conceptual Role Theory of concept possession. I argue that Strong Conceptual Role Theories that are committed to specifying a set of transitions that is both necessary and sufficient (...) for possession of mathematical concepts will always face counterexamples of the kind illustrated by Cardano. I close by suggesting that we should rely more heavily on resources of Anti-Individualism as a framework for understanding the acquisition and possession of concepts of abstract subject matters. This paper suggests a method to calculate a degree of validity for the proof of a statement which is derived from empirical statements by means of logic conclusions. The empirical statements are assumed not to be completely valid or their validity to be doubtful. The suggested rules are consistent with two-valued logic, yield decreasing validities with increasing number of applications of modus ponens and obey the law of the excluded middle. The actual calculation of validity values, the relation of the (...) suggested method to some truth tables of multi-valued logic and to fuzzy logic are discussed. (shrink)

In spite of the importance of point mutations for evolution and human diseases, their natural spectrum of incidence in different species is not known. Here I propose to determine these spectra by comparing consecutive sequence periods in stretches of repetitive DNA. The article presents the analysis of more than 51,000 such point mutations identified by this approach in the genomes of human, chimpanzee, rat, mouse, pufferfish, zebrafish, and sea squirt. I propose to explain the observed spectra by auto‐mutagenic mechanisms of (...) genome variation involving the inter‐conversions of nucleotides, single base‐pair inversions and their combinations. This document presents the Bonn PRINTEGER Consensus Statement: Working with Research Integrity—Guidance for research performing organisations. The aim of the statement is to complement existing instruments by focusing specifically on institutional responsibilities for strengthening integrity. It takes into account the daily challenges and organisational contexts of most researchers. The statement intends to make research integrity challenges recognisable from the work-floor perspective, providing concrete advice on organisational measures to strengthen integrity. In light of the foregoing, we conclude that hospital attorneys, risk managers, and other advocates despite the immense contribution which they may make to the process and deliberations of ethics committees—have a unique role in the bioethical decision-making process, but one that neither requires nor precludes membership on such committees. This is not to deny in any way appropriate access to committees or their deliberations by such advocates. Indeed, we would argue strongly that hospital attorneys and risk managers, where there (...) are reasons for including them in committee discussions, should be invited as consultants and participant-observers. Furthermore, we concur wit Gibson, who suggests that hospital attorneys have a teaching role which enhances the committee's understanding of relevant legal issues, cases, and decisions. this is especially true in individual case consultation. Ethics committees and institutional advocates both have important roles within health care institutions, but patients and hospitals are best served when these two agents collaborate without weakening or undermining their mutually distinct functions and priorities. This conclusion is based primarily on the widely acknowledged concern about conflict of interest as well as the more peripheral concern about loss of attorney/client privilege. However, we would argue that in all aspects of committee work, including self-education, policymaking and case review and consultation, these specialists in health law may often give expert advice and counsel to persons regarding a vast arrays of subjects. These include but are hardly limited to the following: Durable Power of Attorney for Health Care, Living Will Legislation, Malpractice Law, Orders Not to Resuscitate, Forgoing Life-Sustaining Treatment, Withholding Nutrition and Hydration, Treatment for Incompetent Patients, Proportionate vs. Disproportionate Treatment, and Suicide and the Law. HECs need to know how attorneys think and especially how hospital attorneys frame bioethical issues, just as they need to know how physicians and nurses think and respond. Even if hospital attorneys are not formally seated on HECs, they should participate in charting the currents in bioethics. Gibson feels that we need to re-examine the roles of the hospital attorney. Perhaps these advocates should be encouraged to wear more than just one “hat,” and for the rest of us to generalize about institutional advocates is both premature and prejudicial. When we stereotype attorneys with a generic label such as “institutional advocates,” we open ourselves to the dangers of an even narrower kind of “reflex advocacy” (11).To achieve open and honest dialogue, all voices and viewpoints must be heard. HECs that arbitrarily and totally exclude hospital attorneys from participation may exhibit the very close-mindedness they are seeking to eliminate. Yet this situation is at its core a paradoxical one: We cannot proscribe the advocate's role without constraining his or her effectiveness. Yet for the sake of their effectiveness we need to protect them from conflict-of-interest situations. Moreover, we also need to be certain that all points of view, including those that derive from the law, are given an adequate hearing by HECs. (shrink)

No one questions the importance of protecting human subjects of research, but over the past few years dissatisfaction has surfaced with the manner in which the protection is conferred by the federal regulatory system referred to as “The Common Rule. ” Some of the criticism surfaces in print. Some bubbles out anecdotally in conversations among researchers, with complaints about the review process being virtually inevitable whenever the topic arises. Like those in other disciplines that differ more or less dramatically from (...) the world of clinical medical research around which the Common Rule was conceptualized, public health researchers, particularly those working in official public health agencies, have experienced some tension and difficulty in adapting to the rules. The Centers For Disease Control and Prevention has adopted guidelines that require Common Rule review for “research” but not “practice” activities. (shrink)

This new reading of Jean-Jacques Rousseau challenges traditional views of the eighteenth-century political philosopher's attitudes toward women and his perceived pessimism about human experience. Mira Morgenstern finds in Rousseau an appreciation of the complexities and multidimensionality of life that allowed him to criticize various easy dualisms promoted by his fellow liberal thinkers and point to the crucial mediating role that women fulfill between the private and public spheres. Morgenstern sees Rousseau as an important contributor to the feminist thoughts and (...) concerns that animate so much of our public and private discourse today. While Rousseau is commonly seen as a patriarchal misogynist, Morgenstern finds evidence in his writing that belies much of this claim. Rousseau was very much a man of his time, but he also believed that women were the key to transmitting his ideals of personal and political authenticity, thereby transforming his theory from ephemeral ideas into practical reality. A careful evaluation of Rousseau's writings on women reveals his highly complex sense of reality, especially his awareness that the solutions to life's complex problems are often temporary and must be renegotiated over time. Rousseau is more persistent than most in highlighting the weaknesses and pitfalls of liberal political thought, whose fundamental characteristic is its categorization of life on the basis of dualistic categories: public and private, outside and inside, male and female. Ultimately, what makes Rousseau worth reading today, argues Morgenstern, is his ability to illuminate critical weaknesses in the dualisms of liberal political theory and his pointing out, if only by implication, alternative ways of reaching the full measure of our individual and communal humanity. In honoring the traditional liberal emphasis on individual liberty and self-development, Rousseau’s meditations on the proper aim of political life are especially helpful to those today who seek ways to expand liberalism's promise of freedom and authenticity, while not losing sight of the common threads of meaning and community that continue to bind us together. What role should the political ideal of non-domination play in theorizing global justice? The importance of this ideal is defended most prominently in neo-republican political thought where non-domination embodies a conception of political freedom and serves as the foundational ideal of state citizenship [Pettit, Philip. 1997. Republicanism: A Theory of Freedom and Government. Oxford: Clarendon Press; Laborde, Cecile. 2008. Critical Republicanism. Oxford, New York: Oxford University Press]. It has been argued, however, that these theories can be extended to the global (...) political community and yield a separate framework for global justice. This paper agrees with proponents of non-domination that there is a significant critical and normative potential in the ideal's capacity to speak to the structural inequalities of power in the global order and to make them central, in a way that not only encompasses but also moves beyond questions of redistribution. Yet it argues that this should be conceived as a complement to existing approaches to global justice, rather than a full-fledged alternative. Non-domination's central contribution lies in reframing our perspective on the political authority of states and global institutions. As such it should be viewed as a freestanding principle to assess the political legitimacy of institutionalized global power relations. (shrink)
