The suppression of trade barriers and liberalization of financial flows inherent to the expansive dynamic of globalization have not extended to international flows of workers. To impede the free movement of workers, restrictive migratory policies have been implemented, and borders have been fortified with walls and fences. In the face of this widespread phenomenon, this chapter presents an alternative consisting of three steps. First, it is noted that in the current migratory context, borders play a key role in reproducing inequalities (...) between countries. Next, it is argued that given the incompatibility of this function with global justice, it is necessary to seek some remedy to put an end to the suffering caused by this structural injustice, a suffering that is endured by an immense number of people unlucky enough to have been born on the wrong side of a border. After presenting a conception of borders that, unlike walls, would enable the movements of people, finally, a scenario is proposed in which the rights of political membership would be reassigned in a cosmopolitan manner and in which borders would usually remain open. Although this does not entail a radical suppression of the aforementioned injustice, its implementation would contribute to not only its reduction but also to the compensation of victims. (shrink)

Much of what has been written about the history of medical genetics in North America has focused on physician involvement in eugenics and the transition from heredity counseling to genetic counseling in the United States. What are typically missing in these accounts are details concerning the formation of a new medical specialty, i.e., medical genetics, and Canada’s involvement in specialty formation. Accordingly, this paper begins to fill in gaps by investigating, on the one hand, the history of American and Canadian (...) geneticists working together to support the creation of examining and teaching positions in human genetics in North American medical schools and, on the other, working independently of one another to monitor the rate and direction of workloads and patient access to local genetic counseling and laboratory services and, subsequently, achieve recognition for medical genetics as a medical specialty at the national level. Starting from the assumption that the history of science is, in some significant sense, rational and thus that historical episodes may serve as evidence in choosing between competing normative methodologies of science, the question arises: "Just what is this history-methodology evidential relation?" After examining the proposals of Laudan, a more plausible account is proposed.

History of philosophy can be useful and relevant as philosophy even when philosophy is thought to be the solution of ahistorically formulated problems.

Recent years have witnessed a significant expansion in the number of studies positioned at the intersection of the history of science and environmental history. Although these studies continue to navigate lingering methodological tensions, collectively they underscore the promise of a disciplinary cross-fertilization that proved largely latent for the first quarter century or more following environmental history’s emergence as a discrete discipline. This article situates this recent scholarship in the historiographical landscape from which it has emerged. G. W. F. Hegel (1770–1831), the influential German philosopher, believed that human history was advancing spiritually and morally according to God’s purpose. At the beginning of this masterwork, Hegel writes: “What the history of Philosophy shows us is a succession of noble minds, a gallery of heroes of thought, who, by the power of Reason, have penetrated into the being of things, of nature and of spirit, into the Being of God, and have won for us by their labours the (...) highest treasure, the treasure of reasoned knowledge.” In his introduction to this Bison Book edition, Frederick C. Beiser notes the complex and controversial history of Hegel’s text. He makes a case that this English-language translation by E. S. Haldane and Frances H. Simson is still the most reliable one. This article analyzes how the relationship between philosophy and history has been conceived within the study of political thought, and how different ways of conceiving this relationship in turn have affected the definition of the subject matter as well as the choice of methods within this field. My main argument is that the ways in which we conceive this relationship is dependent on the assumptions we make about the ontological status of concepts and their meaning. I start by discussing the (...) widespread view that philosophy and history ought to be viewed as distinct if not incompatible ways of studying political thought, and then go on to describe the view that philosophical and historical approaches should be conceived of as identical or inseparable. I end this article by suggesting that these approaches rather should be viewed as mutually constitutive for the benefit of a more coherent study of political thought. (shrink)

In an original approach to Foucault's philosophy, Christopher Falzon argues for a reading of Foucault as a philosopher of finite transcendence, and explores its implications for ethics. In order to distinguish Foucault's position, Falzon charts the historical trajectory of transcendence as a philosophical concept, starting with the radical notion of transcendence that was introduced by Plato, and which reappears in various forms in subsequent thinkers from the Stoics to Descartes, and from Kant to Sartre. He argues that Foucault's critique of (...) the transcendent subject of humanism is a rejection not of transcendence per se but of radical transcendence in its distinctively modern form. As such, he shows how Foucault's conceptualisation of transcendence as finite enables a picture of the human being as neither fully determined nor a creature of infinite possibilities, but as both subject and object, affected by but also able to affect the world. With the notion of finite transcendence Falzon captures the essence of Foucault's unique philosophy and provides a new insight into his contribution to ethics. The history of science can be better understood against the background of a history of knowledge comprising not only theoretical but also intuitive and practical knowledge. This widening of scope necessitates a more concise definition of the concept of knowledge, relating its cognitive to its material and social dimensions. The history of knowledge comprises the history of institutions in which knowledge is produced and transmitted. This is an essential but hitherto neglected aspect of cultural evolution. Taking this aspect into account (...) one is led to the concept of extended evolution, which integrates the perspectives of niche construction and complex regulative networks. The paper illustrates this concept using four examples: the emergence of language, the Neolithic revolution, the invention of writing and the origin of mechanics. (shrink)

Traditionally, Thomas S. Kuhn’s The Structure of Scientific Revolutions (1962) is largely identified with his analysis of the structure of scientific revolutions. Here, we contribute to a minority tradition in the Kuhn literature by interpreting the history of evolutionary biology through the prism of the entire historical developmental model of sciences that he elaborates in The Structure. This research not only reveals a certain match between this model and the history of evolutionary biology but, more importantly, also sheds new light (...) on several episodes in that history, and particularly on the publication of Charles Darwin’s On the Origin of Species (1859), the construction of the modern evolutionary synthesis, the chronic discontent with it, and the latest expression of that discontent, called the extended evolutionary synthesis. Henry St. John, Viscount Bolingbroke, was the mastermind behind the Treaty of Utrecht in 1713 that ended the War of the Spanish Succession, and a lifelong rival of Britain’s first Prime Minister, Sir Robert Walpole. He is also known for his political use of history based on the saying of Dionysius of Halicarnassus: ‘history is a philosophy teaching by examples’. While much scholarly attention has been paid to Bolingbroke’s historical criticism of Walpole’s Whig oligarchy, his discussion of European international history (...) has been treated as a mere vindication of the Treaty of Utrecht, thus not meriting further investigation. This article reconstructs Bolingbroke’s writings on European politics as a history of British foreign policy. Arguing that his focus was on Britain’s role in maintaining the balance of power, this article demonstrates that, contrary to popular belief, Bolingbroke attacked the Hanoverian government not for its involvement in European politics per se but for its abandonment of the Old System of William III against France. Bolingbroke believed history was repeating itself. As the Stuarts had helped France achieve hegemony half a century ago, the Hanoverians enabled France to regain supremacy in their pursuit of private interests, re-disrupting the European balance of power.
