Courts and jurors sometimes refuse to assign liability to defendants on the basis of statistics alone, despite their apparent reliability. I argue that this refusal is best understood as a recognition of defendants’ right to security. Understood as a robust good in Philip Pettit’s sense, security requires that someone risking harm to others’ protected interests adopt a disposition of concern that controls against wrongfully harming them. Since trials risk harm, the state must adopt such a disposition. Statistics leave open the (...) possibility of innocence and so wrongful harm in a way that the state cannot ignore; if it does use such statistics, it makes defendants wrongfully insecure. This explanation of the problem of bare statistical evidence is especially apt because security grounds the right to a fair trial and judicial procedural rights more generally. (shrink)

While temporal considerations are of prime importance for chemical reactions, as well as for molecular stability, most chemical concepts are not explicitly formulated on a diachronic basis. It will be argued here that a formulation explicitly incorporating temporal and epistemological considerations enables us to treat chemical reactions and chemical substances on ontologically equivalent terms, instead of assigning a more fundamental status to the latter. After all, in collision theory, a chemical substance is just a collision complex that takes too long. (...) How long qualifies as “too long”, and “too long” in relation to what, are crucial questions that distinguish chemical substances from chemical reactions, and reversible reactions from irreversible ones, thereby introducing anthropocentric considerations into these distinctions. Too long for a lab chemist is very different from too long for an astrochemist studying chemical reactions between chemical substances in inter-stellar space on cosmological timescales. Examining several physical and chemical properties on the basis of which chemical substances are distinguished from one another, the role of temporal and anthropocentric considerations in defining molecular properties is emphasized. I conclude with some observations on the much-debated reduction of chemistry to other disciplines, arguing that such reduction depends on our aesthetic choices as to what kinds of observations demand explanation, and what kinds of explanation are acceptable. Religion, as a phenomenon that is as old as humanity, has continued to exist in one way or another wherever humans exist. At the core of religion are the principles of faith consisting of divinity, belief in the afterlife and belief in prophethood. When we look at the History of Religions, in almost all religions, when religion first emerged, there was no need for any institution to maintain religious life in a healthy way, but in later periods, protecting religion against (...) attacks from outside, responding to new demands, 'socialization', which are important tasks in social life. The need for institutional organization has emerged for reasons such as being able to fulfill issues such as 'distributing justice' and 'managing religious rites' in a regular and orderly manner, meeting the need to resolve disputes between people through religious means, increasing its followers and encountering different cultures by spreading over wide geographies. All religions have established some institutions to meet these needs. In today's Turkey, in order to respond to the religious needs of the Muslim community and to ensure continuity in religious services without creating any institutional gaps, the Presidency of Religious Affairs, today known as the Presidency of Religious Affairs, was established within the budget of the Prime Ministry and affiliated to the Prime Ministry, with Law No. 429. The Presidency of Religious Affairs has been fulfilling its duties related to the principles of worship, morality and belief, which are the three basic components of the Islamic religion, in line with the objectives specified in the law, without interruption since the day it was established. In the history of Islamic thought, sects are evaluated in two categories: fiqh-practical and religious-political. Firstly, sects whose religious aspects came to the fore were formed. The beginning of the formation of sects such as Hanafi, Maliki, Shafi and Hanbali, which are called fiqh sects and talk about the rules and principles of worship and how to perform worship, coincides with the second century of Hijri and later periods. It is extremely important that religious officials who provide religious services to people of all ages and strata have a reasonable level of knowledge on theological issues as well as their knowledge of practical/fiqh sects. Religious officials, affiliated with DIB, provide multi-dimensional religious services in many different areas, especially mosques and Quran courses. In Turkish society, the most important source of information about religious issues for a large segment of the population is either the imam hatip or muezzin trustee in the neighborhood mosque, the Quran course instructor in the Quran course, or the preachers they reach through different channels such as 190 alo. In line with the information they receive, their religious perceptions are shaped and they continue their religious lives. In this study, it is aimed to reveal the basic views of religious sects and their knowledge levels of religious officials, who have a very important impact on shaping the religious lives of large masses of people. The study group of the research consists of religious officials working in the religious services class working under the Malatya provincial mufti between September 2020 and February 2021. The sample group of the research consists of 401 religious officials working as preachers, Quran course instructors, imam hatip and muezzin trustees under the Malatya provincial mufti's office. The method used in the research was simple random sampling, where each officer had an equal chance. The main purpose of simple random sampling is; The aim is to obtain more objective data by including each individual in the universe with an equal chance in the sample group. In the study, data was obtained with a two-part survey form prepared by the researcher by paying attention to all necessary stages. Both content analysis and descriptive analysis were used to analyze the data obtained. The data was collected by sending a survey link to the participants via Google form due to force majeure conditions arising from the pandemic. Additionally, official permissions were received from the Presidency of Religious Affairs. The collected data was transferred to the SPSS program and interpreted by subjecting it to various tests and was presented visually through tables. As a result of the study, the findings were interpreted by comparing them with similar and opposing studies, and at the end, some suggestions were given for both researchers and practitioners. At the end of the research, it was understood that the level of knowledge of the religious officials who participated in the research regarding the basic views of the theological sects, even if it was at an acceptable level for some sects, was generally not at the expected level and that they did not have sufficient bookish knowledge. Purpose. The purpose of the article is to understand the issue of gender strategies of political leadership. Theoretical basis. The works of Ukrainian and foreign scholars helped to find out the specifics of male and female leadership. The article applied the latest methodology of androgyny-analysis. According to this methodology, sex has not only a biological, psychological and social, but also an existential dimension. So, the existential dimension of gender is soulfulness as an existential femininity and spirituality as an existential masculinity. (...) These two beginnings may conflict and may be in harmony. Depending on this, we have constructive or destructive strategies for the development of both the personality and the relations between individuals. Constructiveness here means not only gender equality, but also gender partnership. Originality. In the context of modern gender anthropology and androgyny-analysis, it is found that as a result of the implementation of the strategy of existential sexism and existential hermaphroditism, political leadership becomes authoritarian, and sometimes also totalitarian, while the strategy of androgynism associated with gender partnership gives rise to constructive political leadership. Conclusions. Androgynous personality of a political leader, which balances the existential and psychological qualities of men and women, is able to reform the society and change the country for better. (shrink)

The paper considers the intellectual computer mathematics system InparSolver, which is designed to automatically explore and solve basic classes of computational mathematics problems on multi-core computers with graphics accelerators. The problems of results reliability of solving problems with approximate input data are outlined. The features of the use of existing computer mathematics systems are analyzed, their weaknesses are found. The functionality of InparSolver, some innovative approaches to the implementation of effective solutions to problems in a hybrid architecture are described. Examples (...) of applied usage of InparSolver for processes mathematical modeling in various subject areas are given. Nowadays, new more complex objects and phenomena in many subject areas are constantly emerging, which are subject to mathematical research on a computer. This encourages the development of new numerical methods and technologies of mathematical modeling, as well as the creation of more powerful computers for their implementation. With the advent and constant development of supercomputers of various architectures, the problems of their effective use, expansion of tasks range should be solved, ensuring the reliability of computer results and increasing the level of intellectual information support for users ‒ specialists in various fields. Today, the issues of solving these problems are given special attention by many specialists in the fields of information technology and parallel programming. The world's leadingscientists in the field of computer technology see the solution to the problems of efficient usage of modern supercomputers in algorithmic software creation that easily adapts to different computer architectures with different types of memory and coprocessors, supports efficient parallelism on millions of cores etc. In addition, improving the efficiency of high-performance computing on modern supercomputers is provided by their intellectualization, transferring to the computer to perform a significant part of the functions. In this article, it is argued that an appropriate starting point for an analysis of ethical issues in health care is the consideration of the role obligation of health care professionals. These obligations have customary, legal, and moral elements. By appreciating the different kinds of health care roles and their purposes, one can begin to understand some of the role conflicts which arise in the health care community. Moreover, one can see that some criticisms of health care professionals are mistaken. (...) Nonetheless, there are internal conflicts with the roles of persons engaged in health care and historically some role obligations have violated fundamental universal norms. Whereas the latter inadequacy of health care role obligations can be eliminated, the former will, to at least some extent, always be with us. In short, it may be argued that some of the so-called "moral dilemmas" in health care can be resolved by taking the perspective of role morality.
