This article responds to Janet Kourany’s proposal, in Philosophy of Science after Feminism, that scientific practices be held to the ideal of ‘socially responsible science’, to produce results that are not only cognitively sound, but also significant in the light of values ‘that can be morally justified’. Kourany also urges the development of ‘contextualized philosophy of science’—of which feminist philosophy of science is exemplary—that is ‘politically engaged’ and ‘activist’, ‘informed by analyses of the actual ways in which science interacts with (...) the wider society in which it occurs, the ways in which science is shaped by and in turn shapes society’, and that can contribute to understanding both the cognitive and social dimensions of science. Although I share Kourany’s commitment to contextualized philosophy of science, I question her proposed ideal of ‘socially responsible science’ and the grounds she provides for adopting it. My argument leads me to defend rehabilitating the traditional ideal of the ‘neutrality’ of science, which I reinterpret as the ideal of ‘inclusiveness and evenhandedness’. (shrink)

This article questions a number of widely held views of the role of values in psychotherapy. It begins with a discussion of the now largely discredited view that psychotherapy can be value free. It also broadens this challenge to question the popular idea that values form an inescapable part of the therapeutic encounter. While this view is correct in outline, it is necessary to reject the underlying conception of values as largely arbitrary preferences that the client and the therapist bring (...) to the encounter, as this fails to do justice to the inherently ethical nature of psychotherapy. It argues that we should recover the Greek notion of therapy as essentially concerned with the character of a person. In other words, the goal of therapy is virtue. (shrink)

Despite the widespread presence of public arts funding in liberal societies, some liberals find it unjustified. According to the Neutrality Objection, arts funding preferences some ways of life. One way to motivate this challenge is to say that a public goods-styled justification, although it could relieve arts funding of these worries of partiality, cannot be argued for coherently or is, in the end, too susceptible to impressions of partiality. I argue that diversity-based arts funding can overcome this challenge, because (...) it invests in non-excludable infrastructure that fosters cultural literacy. We all have some interest as citizens in living in a society which fosters cultural literacy, seeing as this helps others to understand us, supports us to understand ourselves, and helps alleviate confusion and alienation we feel toward social difference. While some of these benefits can be enjoyed by those who make and consume art, they are also gained by those who don’t, because arts funding affects the makeup of public spaces and the communicative practices we all use to make sense of the world. Scientists and engineers lack the equivalent of an ethics committee to which their colleagues in the medical profession may turn when ethical dilemmas arise. In the US workers in aerospace industry have campaigned for a Technology Bill of Rights. In the UK there has been a vigorous movement around the concept of socially useful and environmentally desirable technology. The organisation Scientists for Social Responsibility has set up a panel of scientists who can advise younger colleagues on issues of ethical responsibility.

Liberal neutrality requires that, given the diversity of conceptions of the good life held by people, the state should be in some sense neutral between these conceptions. Just what that sense is has been a matter of debate but it seems generally accepted that neutrality is a property of the justifications for government action and not of the consequences of such action. In other words, the state must be neutral by avoiding invoking any conception of the good in (...) its justification for laws and policies and by avoiding having any laws and policies that can be justified only by reference to some conception of the good. It need not, so it seems generally accepted, ensure that the consequences of its laws and policies do not favor some conceptions of the good over others. Against this commonly held view, in this chapter I argue that justificatory neutrality is inadequate as a full picture of what liberal neutrality means and that some conception of consequential neutrality is more plausible. In this article we present a conceptual overview of relevant interpretations of what state neutrality may imply; we suggest a distinction between inclusive neutrality and exclusive neutrality. This distinction provides a useful framework for understanding the several positions as presented by the parties in the Lautsi case. We conclude by suggesting a solution of the Lautsi case that might provide a more viable solution.

I discuss two of these. They emerge from a discussion of various intuitions about . I argue that an account based on parity may be no less consistent with Broome's intuitions than is his own vagueness view.

Even though researchers regularly use neutral affect induction procedures as a control condition in their work, there is little consensus on what is neutral affect. This article reviews five approaches that researchers have used to operationalize neutral AIPs: to produce a minimal affective state, in-the-middle state, deactivated state, typical state, or indifferent state. For each view, the article delineates the theoretical basis for the neutral AIP, how to assess it, and provides recommendations for when and how to use it. The (...) goal of the article is to encourage researchers to state their theoretical assumptions about neutral affect, to validate those assumptions, and to make appropriate conclusions based on them. Elizabeth Barnes has recently developed an account of disability that is sensitive to the role of self-evaluation. To have a physical disability is, according to Barnes, to have a body that is merely different from the norm. Yet, as Barnes notes, some disabilities will genuinely frustrate some life plans. It may be the case, therefore, that a disability is instrumentally bad for a person and that acquiring one may be a genuine loss. Equally, however, a person may genuinely value a (...) disability such that it is instrumentally good for them and that they experience the acquiring of it as a gain. Notably, Barnes explicitly restricts this analysis to physical disabilities, leaving open the status of mental disabilities. Nevertheless, Barnes does not rule out the extension of her model to this category, and she expresses a desire to see future work on other disabilities built upon it. This article takes up this challenge, making the case that to possess a mental disability is merely to possess a minority mind. (shrink)

We examine the use of the notion of natural selection in the philosophical debate on functions in biology. This debate has been largely shaped by the way in which different accounts assess various selective pressures in justifying claims about biological functions. Cummins (Functions: new essays in the philosophy of psychology and biology. Oxford University Press, Oxford, pp 157–172, 2002), one of the main proponents of the causal role account of biological functions, argues that a correctly understood neo-Darwinian notion of natural (...) selection has nothing to do with functional talk in biology. In this paper, we counter Cummins’ account by showing that progress in the molecular approaches to evolutionary biology—specifically scientific data available in neo-functionalization research—offers valuable support to the etiological selectionist approach to functions in biological and biologically-related sciences. Finally, we use the presented data to build our own account of biological functions, which tries to avoid the wrong turns taken by both major strands in the biological function debate, namely causal role and etiological accounts. According to our account, the function of a certain gene or a protein in the biological system that contains it is a particular causal activity, or a group of causal activities whose manifestation is in a specific way determined by corresponding mechanisms of genetic expression. Also, we argue that in many important cases this particular expression of genetic activity was positively selected at a certain point in evolutionary history. Since we take selection as an important but not the only factor that grounds biological functions, we are committed to a weak etiological account. (shrink)

This paper critically examines Alan Patten’s theory of neutrality of treatment. It argues that the theory assumes an inadequate conception of personal autonomy that undermines its plausibility. Because of this assumption the theory is unable to account for various configurations of power that work against personal autonomy. However, I suggest that the theory can resolve the problem by developing and reinterpreting its conception of autonomy and introducing an additional strategy for addressing the power misbalances that result from the market-based (...) interactions between individuals and their conceptions of the good. Neutral monism is a position in metaphysics defended by Mach, James, and Russell in the early twentieth century. It holds that minds and physical objects are essentially two different orderings of the same underlying neutral elements of nature. This paper sets out some of the central concepts, theses and the historical background of ideas that inform this doctrine of elements. The discussion begins with the classic neutral monism of Mach, James, and Russell in the first part of the paper, then (...) considers recent neo-Russellian versions in the second half. The chances for a revival of neutral monism are probably slight; its key ideas and starting points lie far from those in contemporary philosophy of mind. A better route might be through the philosophy of science and a deeper understanding of causation. (shrink)

Philosophical studies of complex scientific concepts are predominantly “adaptationist,” arguing that conceptual complexity serves important purposes. This is a historical artifact. Having had to defend their views against a monist presumption favoring simpler concepts, pluralists and patchwork theorists felt compelled to show that complexity can be beneficial. This neglects an alternative possibility: Conceptual complexity is largely neutral, persisting simply because it does little harm. This article defends the neutral theory of conceptual complexity in two forms: (a) as a plausible theory (...) in its own right and (b) as a useful foil for adaptationist arguments. (shrink)

In defending toleration against its many critics, Respecting Toleration has both conceptual and normative aims. Conceptually, I defend and explain the coherence of political toleration. This involves, in part, highlighting a distinction between two forms of toleration; one of which always involves objection, and one which does not. Normatively, I defend a particular understanding of toleration as the best way of accommodating contemporary diversity. In brief, the state should be guided by an active ideal of neutrality, and citizens must (...) at minimum engage in forbearance tolerance with each others’ differences. In this paper, I respond to four main lines of criticism. The first is that my understanding of toleration – in which objection is not always necessary – is too broad, and that my non-moralised understanding of forbearance tolerance requires additional context. Second, my discussion of neutrality runs together the distinction between an active/passive state with a large/small state; wrongly fails to distinguish between mere preferences and deeply held beliefs; and is really a concern about equality. Third, my freedom-based justification for toleration is too limited; and may, in fact, enable recognition rather than resist it. Fourth, my rejection of inter-citizen respect for difference is too quick. (shrink)

Among the methodological rules of the social sciences we find the principles of value-neutrality and the principle of criticism. Both principles are of vital importance in the social sciences, but both seem to conflict with one another. The principle of criticism excludes value-judgments from the social sciences, because they cannot be empirically tested. Hence, criticism methodologically implies value-neutrality. Yet there is the opposing view that it is precisely the critical social researcher who looks beyond mere 'social facts' taking (...) into account the value framework of the society. Thus, criticism does not lead to value-freedom, but points to the value impact of the so-called social facts. In this paper, the two principles are stated. Then it is shown how and why they are incompatible. Finally, several suggestions are discussed to resolve this methodological conflict. (shrink)

According to the “Textbook View,” there is an extensional dispute between consequentialists and deontologists, in virtue of the fact that only the latter defend “agent-relative” principles—principles that require an agent to have a special concern with making sure that she does not perform certain types of action. I argue that, contra the Textbook View, there are agent-neutral versions of deontology. I also argue that there need be no extensional disagreement between the deontologist and consequentialist, as characterized by the Textbook View.

I show explicitly how concerns about wave function collapse and ontology can be decoupled from the bulk of technical analysis necessary to recover localized, approximately Newtonian trajectories from quantum theory. In doing so, I demonstrate that the account of classical behavior provided by decoherence theory can be straightforwardly tailored to give accounts of classical behavior on multiple interpretations of quantum theory, including the Everett, de Broglie-Bohm and GRW interpretations. I further show that this interpretation-neutral, decoherence-based account conforms to a general (...) view of inter-theoretic reduction in physics that I have elaborated elsewhere, which differs from the oversimplified and often ambiguous picture that treats reduction simply as a matter of taking limits. This interpretation-neutral account rests on a general three-pronged strategy for reduction between quantum and classical theories that combines decoherence, an appropriate form of Ehrenfest's Theorem, and a decoherence-compatible mechanism for collapse. It also incorporates a novel argument as to why branch-relative trajectories should be approximately Newtonian, which is based on a little-discussed extension of Ehrenfest's Theorem to open systems, rather than on the more commonly cited but less germane closed-systems version. In the Conclusion, I briefly suggest how the strategy for quantum-classical reduction described here might be extended to reduction between other classical and quantum theories, including classical and quantum field theory and classical and quantum gravity. Bare plurals (dogs) behave in ways that quantified plurals (some dogs) do not. For instance, while the sentence John owns dogs implies that John owns more than one dog, its negation John does not own dogs does not mean “John does not own more than one dog”, but rather “John does not own a dog”. A second puzzling behavior is known as the dependent plural reading; when in the scope of another plural, the ‘more than one’ meaning of the plural (...) is not distributed over, but the existential force of the plural is. For example, My friends attend good schools requires that each of my friends attend one good school, not more, while at the same time being inappropriate if all my friends attend the same school. This paper shows that both these phenomena, and others, arise from the same cause. Namely, the plural noun itself does not assert ‘more than one’, but rather the plural denotes a predicate that is number neutral (unspecified for cardinality). The ‘more than one’ meaning arises as an scalar implicature, relying on the scalar relationship between the bare plural and its singular alternative, and calculated in a sub-sentential domain; namely, before existential closure of the event variable. Finally, implications of this analysis will be discussed for the analysis of the quantified noun phrases that interact with bare plurals, such as indefinite numeral DPs (three boys), and singular universals (every boy). Neutrality functions as an ideal in deliberation—we are supposed to have a neutral standpoint in debate, speak without bias or taking sides. We argue against the ideal of neutrality. We sketch how a theory of meaning could avoid commitment even to the coherence of a neutral space of discourse for exchanging reasons. In a model that accepts the ideal of neutrality, what makes propaganda exceptional is its non-neutrality. However, a critique of propaganda cannot take the form (...) of “clearing out” the obstacles for a “neutral space of discourse for exchanging reasons”, since that is to misunderstand how speech works. Such a critique would suggest that any emotive appeal is fundamentally undemocratic, and would delegitimize almost all historical protest movements. In this paper, we contrast a neo-Fregean picture of the neutral core of language with our own practice-based view, a view that takes political propaganda and the language of protest as central cases, and in which all language practice is understood as fundamentally perspectival. Integrated information theory is a theory of consciousness that was originally formulated, and is standardly still expressed, in terms of controversial interpretations of its own ontological and epistemological basis. These form the orthodox interpretation of IIT. The orthodox epistemological interpretation is the axiomatic method, whereby IIT is ultimately derived from, justified by, and beholden to a set of phenomenological axioms. The orthodox ontological interpretation is panpsychism, according to which consciousness is fundamental, intrinsic, and pervasive. In this paper it is argued (...) that both components of the orthodox interpretation should be rejected. But IIT should not be rejected since an interpretation-neutral formulation is available. After explaining the neutral formulation, more plausible non-axiomatic epistemologies are defended. The neutral formulation is then shown to be consistent with various contemporary physicalist ontologies of consciousness, including the phenomenal concept strategy, representationalism, and even illusionism. Along the way, instructive connections between interpretations of IIT and interpretations of quantum mechanics are noted. (shrink)

The neutral theory of molecular evolution has been instrumental in organizing our thinking about the nature of evolutionary forces shaping variation at the DNA level. More importantly, it has provided empiricists with a strong set of testable predictions and hence, a useful null hypothesis against which to test for the presence of selection. Evidence indicates that the neutral theory cannot explain key features of protein evolution nor patterns of biased codon usage in certain species. Whereas we now have a reasonable (...) model of selection acting on synonymous changes inDrosophila, protein evolution remains poorly understood. Despite limitations in the applicability of the neutral theory, it is likely to remain an integral part of the quest to understand molecular evolution. (shrink)

Some philosophers think that life is worth living not merely because of the goods and the bads within it, but also because life itself is good. I explain how this idea can be formalized by associating each version of such of a view with a function from length of life to the value generated by life itself. Then I argue that every version of the view that life itself is good faces some version of the following dilemma: either (1) good (...) human lives are worse than very long lives wholly devoid of pleasure, desire-satisfaction, knowledge, or any other goods, or (2) very short lives containing nothing but suffering are worth living. Since neither result is plausible, we ought to reject the view that life itself is good. On the view I favor, any given life may be worth living because of the goods that it contains, but life itself is neutral. (shrink)

I focus on some controversial features of Peter Balint’s stimulating and provocative reassessment of the place of toleration in contemporary diverse societies. First, I question his argument that we must enlarge the concept of toleration to include indifference and approval if toleration is to be compatible with state neutrality. Secondly, I suggest that his idea of active neutrality of intent risks encountering the same difficulties as neutrality of outcome, although these will be mitigated the more the state’s (...) neutrality takes a ‘hands-off’ form. Thirdly, while accepting his claim that exemptions depart from neutrality insofar as they attribute a significance to religious and conscientious convictions that they deny to mere preferences, I argue that that departure is not arbitrary and remains within the spirit of neutrality of intent. Members of the Vienna Circle played a pivotal role in defining the work that came to be known as the philosophy of science, yet the Vienna Circle itself is now known to have had much broader concerns and to have been more rooted in philosophical tradition than was once thought. Like current and past philosophers of science, members of the Vienna Circle took science as the object of philosophical reflection but they also endeavored to render philosophy in general compatible with (...) contemporary science and to define and promote a scientific world view. This latter task seems to continue the work of so-called scientific philosophy, a label embraced by many philosophers in the late nineteenth and early twentieth century, such as Helmholtz, Mach, Avenarius, the neo-Kantians, Husserl, Carus, Peirce, and, of course, Russell during the period when he was applying modern logic to philosophical problems. Russell’s program influenced Carnap directly, though the idea of applying modem logic to philosophical problems became a defining feature of analytic philosophy and was applied to many areas of philosophy, not only to the philosophy of science. Scientific philosophy included the promotion of the cultural values of modernity, especially the values embodied in the scientific world conception. By exploring the various meanings ascribed to scientific philosophy in the late nineteenth and early twentieth centuries, I will investigate whether the promotion of scientific philosophy and of the values associated with a scientific world conception is merely part of a transitory social context within which Logical Positivism developed or if it is an enduring part of the philosophy of science. Moreover, the residue of values remaining in the philosophy of science can be brought to light by studying its history. (shrink)

Friends and foes of liberal neutrality assume that neutrality presupposes pluralism. On this view, the state should be neutral among the many permissible conceptions of the individual good that citizens affirm. I argue that neutrality need not be construed as a response to pluralism. I focus on the case of specifically religious neutrality and argue that it can be an appropriate political response to what I call “the fact of religious hegemony,” which is a social scenario (...) in which a particular religion is unanimously recognized as dominant. Religious neutrality, in this kind of context, requires the state to avoid all religious words and symbols that can be taken as an expression of endorsement or criticism of religion. I take this conception of religious neutrality from both political history and current political practice and discourse. Neutrality was originally conceived of as a proper political response in contexts of religious hegemony both in France and in Mexico. Today, and despite the growth of religious pluralism, this conception continues to be a live political posture in the places where it first originated. I call it “neutrality as independence from religion” and argue that it differs from liberal neutrality in crucial respects. (shrink)
