Summary A dissertation is an integral part of Higher National Diploma (HND), Bachelor of Science with Honours (BSc(Hons)) and taught Master of Science (MSc) programmes and should reflect differences in learning styles as appropriate to each level. The dissertation requirements and assessment procedures within ten environment?related undergraduate and postgraduate programmes were examined using the ?framework? approach. Two themes were examined in detail: a quantitative evaluation of characteristics which define the physical dimensions of the dissertation; and a qualitative (...) analysis of the academic rationale, aims, objectives and learning outcomes, as well as the associated assessment criteria. It is possible to differentiate between levels in terms of these two themes. There were greater similarities between the dissertations at HND and BSc(Hons) levels than between BSc(Hons) and MSc levels. Each dissertation occupies a separate, distinct place along a progressive development of a deep learning style. (shrink)

The objective of this article is to illustrate the issues and challenges which the higher education system in Bulgaria faces, with a particular accent on the phenomenon “education per kilogram”. The latter describes, in a popular language, the up-scaling of the university graduation, related to the mass proliferation of the higher education institutions, the facilitated access to enrolment through paid tuitions, etc. The big quantity of HEIs in the country is in a mismatch with the low percentage of (...) GDP which the government dedicates to education. The number of HEIs is also disproportionate against its population size - 54 HEIs in Bulgaria for population of 7.2 million. The research methodology includes a desktop study based on national statistical data and data from the governmentally-supported university rating system. An empirical survey, conducted among 250 tertiary education students enrolled in four Bulgarian universities, is a valuable contribution towards disclosing the pros and cons of the teaching practices in the tertiary education in the country. The first chapter describes at large the “education per kilogram” issue with regard to its possible origins, variations and consequences for the misbalance of labour market demand for certain qualifications and the universities supplies of qualified individuals. The second chapter reveals a comparative analysis by professional fields possible through the Ministry of Education and Science’s university rating system, i.e. students’ preferences for disciplines, universities and professions; the graduates’ professional fulfilment and how the income of the recent diploma-holders is a function of attending a particular HEI. The third chapter presents a sociological survey conducted among students in four Bulgarian universities which demonstrates learners’ attitudes towards various aspects of training, teaching methods and involvement in research assignments in the context of tertiary education. The main conclusion of the article is that the “universities per kilogram” trend brought about other corresponding characteristics, such as “students per kilogram”, “academic titles per kilogram”, etc. Hence, the large number of HEIs in Bulgaria has not led to improving the quality and efficiency of education, and yet does not respond adequately to the changing labour market demands for qualified professionals. In this paper we discuss the interaction between science policies (and particularly in the area of scientific research) and higher education policies in Gulf and Mediterranean Arab countries. Our analysis reveals a discrepancy between the two sub-regions with respect to integration in the global market, cooperation in scientific research and international mobility of students. The paper discusses the implications of the analysis of reform policies and higher education restructuring.

Modern universities have largely been portrayed in the literature as an extension of nation building projects, focusing on the state as primary actor. This article challenges such presuppositions by separating ‘nation’ and ‘state’ and with a critical appropriation of diasporic subjectivity and institutions from a comparative historical perspective. The article has four themes: ‘diaspora’, ‘ethnic internationalism’, ‘stateless nations’ and ‘internationalisation’ in higher education (IHE). It illustrates these themes and their interrelationships by considering Koreans in the Japanese colonial period (1910–1945) (...) and Jews during the British Mandate for Palestine (1920–1948) and construing them as stateless nations. These two historical cases illustrate how higher education was linked to ethnonational diasporas and internationalisation in the absence of a supportive state apparatus. The paradox is that ethnic nationalism was not only compatible but often overlapped with ethnic internationalism in higher education. The conclusion of this comparative study suggests the implications for the twenty-first century and the important role of diaspora in processes of IHE then and now. (shrink)

Based on the nationally representative sample data from the Chinese General Social Survey, this study examines the relationship of education levels and health status with an individual's probability of being employed in China. The findings obtained from the binary logistic regression estimator suggest that people with a higher level of education were more likely to be employed than those who have less or no education. The individual with university or above education was found to be 85% more likely to (...) be employed than college or equal diploma holders. Further, the healthier individual was found to be 11% more likely to be employed than relatively less healthy. Moreover, the resulting coefficients obtained from the moderation effect suggest that all of the two-way interaction effects among health status and education levels with gender are not statistically significant even at the 10% level. The results suggest that there was no multiplicative effect of gender with health status and level of education on an individual's probability of being employed. Further, the study also suggests important policy implications in the light of China's active labor force market and the gender gap in employment. (shrink)

This book focuses on the impacts of global and transnational trends in higher education policy in Albania and provides a window into the variable interplay of local and global forces in an under-studied Balkan nation.

Cross-national studies of business-related ethicality frequently have concluded that Americans possess higher ethical standards than non-Americans. These conclusions have generally been based on survey responses of relatively small convenience samples of individuals in a very limited number of countries. This article reports a study of the relationship between nationality and business-related ethicality based on survey responses from more than 6300 business students attending 120 colleges and universities in 36 countries. Two well-documented determinants of business ethics (gender and religiosity) (...) were investigated as moderators of the nationality–business ethicality relationship. The major research finding is that, while statistically significant differences were found between the business-related ethicality of American survey participants and the business-related ethicality of the non-American survey participants, the magnitudes of the differences were not substantial. The results of the study suggest that (i) more empirical cross-cultural/national research is required on business-related ethicality and (ii) previous explanations for cross-cultural/national differences in ethics need to be reconsidered before further generalizations are warranted. We examine the relationships among religious governance, especially Islamic governance quality (IGQ), national governance quality (NGQ), and risk management and disclosure practices (RDPs), and consequently ascertain whether NGQ has a moderating influence on the IGQ–RDPs nexus. Using one of the largest data sets relating to Islamic banks from 10 Middle East and North Africa (MENA) countries from 2006 to 2013, our findings are threefold. First, we find that RDPs are higher in banks with higher IGQ. Second, we (...) find that RDPs are higher in banks from countries with higher NGQ. Finally, we find that NGQ has a moderating effect on the IGQ–RDPs nexus. Our findings are robust to alternative RDP measures and estimation techniques. These results imply that the quality of disclosure depends on the nature of the macro-social-level factors, such as religion that have remained largely unexplored in business and society research, and, therefore, have important implications for policy makers. This study examines the role of codes of ethics in reducing the extent to which managers act opportunistically in reporting earnings. Corporate codes of ethics, by clarifying the boundaries of ethical corporate behaviors and making relevant social norms more salient, have the potential to deter managers from engaging in opportunistic financial reporting practices. In a sample of international companies, we find that the quality of corporate codes of ethics is associated with higher earnings quality, i.e., lower discretionary accruals. Our (...) results are confirmed for a subsample of firms more likely to be engaging in opportunistic reporting behavior, i.e., firms that just meet or beat analysts’ forecasts. Further, codes of ethics play a greater role in reducing earnings management for firms in countries with weaker investor protection mechanisms. Our results suggest that corporate codes of ethics can be a viable alternative to country-level investor protection mechanisms in curbing aggressive reporting behaviors. (shrink)

In his landmark book, editor Thomas Ehrlich has collected essays from national leaders who have focused on civic responsibility and higher education. Imparting both philosophy and working examples, Ehrlich provides the inspiration for innovative new programs in this essential area of learning.

Since 1994 and the coming of democracy to South Africa there has been a concerted attempt to develop a coherent, unified educational system that will redress the inequities of the apartheid systems. Significant to this ongoing process is the field of higher education, where relevant legislation has been enacted in order to bring coherence and consistency to the education system in the public and private sectors. Significant issues have arisen with regard to the provision made by private religious educational (...) institutions, especially those who have experienced difficulties in being accredited by statutory bodies. This paper seeks to explore these issues and suggest ways forward that are appropriate within an emerging unitary system of education that is fit for purpose in Africa and particularly South Africa, taking as a case study the formation of the Association of Christian Religious Practitioners. Nursing Inquiry 2010; 17: 197–207From ‘part of ’ to ‘partnership’: the changing relationship between nurse education and the National Health ServiceWorldwide, many countries have moved towards incorporating nurse education into the higher education sector and this inevitably has implications for the relationship between nurse education providers and local health service providers. This study explores the changes to the relationship in the UK between nurse education providers and the UK National Health Service over the past 20 (...) years and demonstrates how two political ideologies have been central to those changes. The two ideologies of interest are the introduction of internal markets to the National Health Service by the Conservative government at the end of the 1980s and the New Labour response to the fragmentation of public services caused by Conservative neoliberal policy, which was to introduce the notion of ‘partnership working’. This study reviews the wider debate around partnership policy and applies that debate to evaluate the way that nurse education providers and the National Health Service are working in partnership to provide clinical practice placements for nursing students. The purpose is to explore new cultivation modes of college students’ national cognition and cultural acceptance. Deep learning technology and Educational Psychology theory are introduced, and the influence of art journal reading on college students’ national cognition and cultural acceptance is analyzed under Educational Psychology. Firstly, the background of Educational Psychology, national cognition and cultural acceptance, and learning system are discussed following a literature review. The DL technology is introduced to construct the journal reading guidance system. The (...) system can provide users with art journals and record the user habits like reading duration and preferences. Secondly, hypotheses are proposed, and a questionnaire survey is designed, with 12 specific indicators to investigate and collect research data. Finally, the collected data are analyzed. The results show that women’s cognition of Chinese traditional culture, Chinese excellent revolutionary culture, and Chinese national identity is higher than that of men. By comparison, men’s cognition of Chinese advanced socialist culture is higher than women’s. After using the journal reading guidance system, the cognition of female college students on traditional Chinese culture is improved by 16.3%. Before and after reading art journals, the overall national cognition and cultural acceptance of Minority students are higher than that of Han students. The overall cognition of Literature and History students is higher than that of Science and Engineering students in traditional Chinese culture and China’s excellent revolutionary culture and lower in advanced Chinese socialist culture and Chinese national identity. The overall cognition of college students’ party members to the advanced socialist culture is higher than league members. As students read more art journals through the guidance system, their overall national cognition and cultural acceptance have increased. Therefore, reading art journals can promote college students’ national cognition and cultural acceptance. A national cognition and cultural acceptance promotion system that conforms to the current situation of college students is constructed. Higher education restructuring in South Africa has been heavily influenced by policy processes which culminated in the formulation of several documents, including: the National Commission on Higher Education (NCHE) Report (1996), the Education White Paper 3 (EWP, 1997) entitled "A Programme for the Transformation of Higher Education", the Council on Higher Education (CHE) Report entitled "Towards a New Higher Education Laindscape: meeting the Equity, Quality and Social Development Imperatives of South Africa in the 21st (...) Century" (2000) and the National Plan for Higher Education (2001). The National Plan for Higher Education in South Africa (2001) outlines the framework and mechanisms for implementing and realising the policy goals of the Education White Paper 3. With reference to the need of the higjier education system to develop the intellectual capacities of people by inculcating in them high quality skills and competences which, in turn, can lead to a heightened form of political accountability on the part of democratic South African citizens, my contention is that this can best be achieved if "outcomes" announced in the National Plan are implemented along the lines of deliberative democracy and citizenship. It is this position I wish to analyse and explore in this paper with reference to one specific "outcome": enhanced cognitive skills of graduates. (shrink)

The number of International Baccalaureate Diploma Programme (IBDP) schools has increased rapidly in China in recent years. However, access to schools offering the IBDP remains restricted to a relatively elite minority of China’s population due to enrolment barriers for Chinese nationals and relatively high school fees. An implication is that students potentially remain in physical, cultural and socio-economic isolation from host communities. Within this context, this study explored how, and the extent to which, two core components of the IBDP (...) – namely, the Learner Profile and Creativity, Action, Service – help foster inter-cultural understanding between students and other communities within Chinese society. To this end, in mid 2013 interview data were gathered from IBDP teachers, IBDP administrators, and IBDP students from five elite IBDP schools in Beijing and Shanghai. Findings revealed a perception that the Learner Profile could provide a strong theoretical appreciation of the norms and values of other cultures, while Creativity, Action, Service could break down physical divides by offering students an opportunity to interact with people of different cultures and socio-economic groups. Nevertheless, interviewees also noted tensions with the implementation of these components in the context of results-oriented elite IBDP schools in China. (shrink)

In the article, from the positions of the director (2006-2012), part-time chief researcher and member of the academic council (since 2006), national higher education reform expert (since 2009), the features of the 25-year history of Institute of Higher Education of the National Academy of Educational Sciences of Ukraine, which founded in the context of global, regional and national development of higher education, its quantitative growth and qualitative enrichment, efficiency of activity are considered. The stages (...) and aspects of the modernization of the institutional mission (goal) and the corresponding status and structural reformatting of the institution as a national leader in systematic research in the university sphere are highlighted. The most important fundamental achievements obtained with the author’s participation and relevant for the science of universities (university studies), that born in the institute, as well as for creation of leadership universities as locomotives of progress, are noted. With regard to European integration, the scientific support for the development of the European Higher Education Area according to the Bologna process, Ukraine’s participation in them, in particular in two key dimensions: 1) compatibility and comparability and 2) competitiveness and attractiveness, and the spread of international cooperation and communication of the institute’s scientists, are characterized. Regarding national self-identification and self-sufficiency, ensuring state sovereignty, the contribution of scientists of the institution to the justification of the principles of increasing the competitiveness of Ukrainian universities and the development of a strategy for creating world-class universities is shown. It was concluded that the research activity of the staff of the scientific institution is important for the approaching victory in the war started by the russian federation, increasing the defence capability and security, post-war innovative recovery and European integration of Ukraine. Postnatal/postpartum depression (PND/PPD) had a pre-COVID-19 estimated prevalence ranging up to 23% in Europe, 33% in Australia, and 64% in America, and is detrimental to both mothers and their infants. Low social support is a key risk factor for developing PND. From an evolutionary perspective this is perhaps unsurprising, as humans evolved as cooperative childrearers, inherently reliant on social support to raise children. The coronavirus pandemic has created a situation in which support from social networks beyond the nuclear family is (...) likely to be even more important to new mothers, as it poses risks and stresses for mothers to contend with; whilst at the same time, social distancing measures designed to limit transmission create unprecedented alterations to their access to such support. Using data from 162 mothers living in London with infants aged ≤6 months, we explore how communication with members of a mother’s social network related to her experience of postnatal depressive symptoms during the first “lockdown” in England. Levels of depressive symptoms, as assessed via the Edinburgh Postnatal Depression Scale, were high, with 47.5% of the participants meeting a ≥11 cut-off for PND. Quasi-Poisson regression modelling found that the number of network members seen in-person, and remote communication with a higher proportion of those not seen, was negatively associated with depressive symptoms; however, contact with a higher proportion of relatives was positively associated with symptoms, suggesting kin risked seeing mothers in need. Thematic qualitative analysis of open text responses found that mothers experienced a burden of constant mothering, inadequacy of virtual contact, and sadness and worries about lost social opportunities, while support from partners facilitated family bonding. While Western childrearing norms focus on intensive parenting, and fathers are key caregivers, our results highlight that it still “takes a village” to raise children in high-income populations and mothers are struggling in its absence. We examine the link between the growing emphasis on corporate social responsibility at the organizational level and beliefs about social responsibility at work (SRW) expressed by individuals. Drawing from theories of professionalism and diffusion of innovations (including practices and beliefs), we advance hypotheses about beliefs of managers and non-managers in 11 countries at two time periods, and use a unique international data set to test our hypotheses. Our general prediction that managers would score higher than non-managers on a measure (...) of SRW was not supported. However, further analysis revealed a more complex relationship moderated by the contextual factors of time frame and country inequality level. Ukrainian national pedagogy in its development was based on the organic combination of national and Christian ideals. Christian humanity was the norm of interpersonal, interethnic, and everyday social existence of our people. Modern Ukrainian society needs spiritual rehabilitation, which is obviously only possible in the interaction of four fundamental factors: state, church, education system and family. Today it is right to mention the outstanding Ukrainian educator G.Vaschenko, who insisted, first of all, on the implementation of the principle of (...) educational education, which should go under the slogan "service to God and the Motherland", and therefore it is necessary to ensure the unity of national and Christian ideals in the present being of the titular nation. The words of the Ukrainian enlightener A.Richinsky sound like a bitter prophecy: "The result of spiritual fatigue is that the life of the people becomes too materialistic, with the decline of national shrines and unifying ideology, everyone cares only about private interest, the provision of material well-being, feeling already unable to dream about the higher ideals of the nation ". It is the religious worldview that gives a believer a certain amount of values ​​through which he solves the question of the meaning of his existence, his attitude to the world, to the state in which he lives. One, it is said, went insane, another became a heretic, a third died and only (...) the fourth emerged unscathed. A modern variation of this story might go like this. Four or perhaps  philosophers entered the jungle of nationalism and for the most part went insane. There were those who embraced nationalism and consequently abandoned the universality of philosophy for the promotion of xenophobia, racism and even Nazism. Others remained internationalist and hence became futile—philosophical Canutes—commanding the raging beasts of nationality to be still. No one struggled harder with nationalism than Bertrand Russell. In , writing as an internationalist, he announced the demise of the principle of nationality only to see nationalisms explode in every region of the world (see his “National Independence and Internationalism”, Papers ). He opposed it relentlessly and without compromise until near the end of his life when he found himself endorsing wars of national liberation. Nationalism is often depicted as a howling beast. It would be better to think of it as an anaconda that wraps itself around everyone who ventures into its domain. Joan Cocks’ Passion and Paradox is an important book on nationalism and the intelligentsia. She traces the intellectual encounter with nationalism of a number of figures—Karl Marx, Rosa Luxemburg, Isaiah Berlin and the Scottish nationalist Tom Nairn, among others. All are exiles, most are Jews, and all try to hack their way through a jungle of conundrums of nationalist thought. Her accounts of these thinkers sometimes read like complex legal briefs, but are always illuminating. Though an internationalist, she sees the power of nationalist imperatives. Her approach to the contradictory strains of nationalism and hostility to nationalism echoes that of Hegel. She presents critical but sympathetic accounts of each side of the nationalist problematic and shows how their difficulties might be resolved in a higher synthesis. Alas! her resolution suffers from the unworldliness that she finds in other versions of internationalism. Her argument begins with a personal experience. In the early ’s she joined a group of Arabs and Jews against the Gulf War. In the course of their associ- Reviews  ation she learned that the Jews were all internationalists, while the Arabs were outspoken nationalists. This experience presumably demonstrated that a happy collusion of nationalism and internationalism was possible. But, of course, there was another side: those prosecuting the war she opposed were also nationalists. Her central thesis addresses the tragedy of opposition. It states that nationalism is “dilemmatic”, that is, that “all paths of thought obscured equally telling contrary thoughts; all courses of action were strewn with causes for regret and remorse” (p. ). The horns of the dilemma are the valid claims of the internationalist who sees the underlying self-destructive deep structures of nationalism on one side, and the claims of the national particularistic who is engaged in the compelling theatre of national liberation and the protection of local customs and roots on the other. Her book is an account of how her thinkers are framed by this dilemma, locked in by the imperatives of either side. In the period between the Gulf War and the composition of this book in  Cocks was able to observe what she identifies as the destructive logic of nationalism. The ’s were a period of postmodernist celebration of the local, a sensibility that helped to legitimate nationalism. The explosion of nationalism that followed the breakup of the Communist imperium was a time of liberation of the imprisoned nations—a springtime when it was good to be alive. But as the decade wore on the concealed pit bulls came out—in Yugoslavia, in Rwanda and elsewhere. In Cocks’ view nationalism showed an inner logic, of a sort that Russell called attention to in the early ’s—a logic that led from euphoria to self-destruction (see his Prospects). Only half of our nation's minority students graduate from high school along with their peers. For many groups—Latino, black, or Native American males—graduation rates are even lower. As states hasten to institute higher standards and high-stakes tests in the effort to raise student achievement, this situation is likely to worsen, particularly among minority students. Yet this educational and civil rights crisis remains largely hidden from public view. The dropout problem is far worse than statistics indicate. The results of the study visit of Ukrainian researchers of higher education to Germany with the aim of researching the implementation of innovations through university partnerships with businesses and local communities are analyzed. The report is based on an analysis of the work of the Fachhochschule des Mittelstands in Bielefeld.

The subject of geography is declining in popularity at secondary school level and recent developments following the 'cultural turn' in Higher Education have had little impact in revitalising it. In this paper I explore the question: is there a problem with the school geography curriculum policy ? After briefly sketching the history of the Geography National Curriculum policy (GNC), I focus on Caputo's (1997) commentary on Derrida and the idea of deconstruction and invention to explore the contemporary GNC (...) policy text (1999) programme of study at Key Stage 3. For over half a century there have been concerns about increases in the occurrence of academic misconduct by higher education students and this is now claimed to have reached crisis proportions (e.g. Mostrous & Kenber, 2016a ). This study explores the extent to which multi-national faculty judge the effectiveness of higher education institutions in dealing with such misconduct. A survey of multi-national higher education faculty was conducted to explore the perceived barriers to the implementation of (...) academic integrity processes. It asked faculty how likely some hypothetical scenarios of failures of such processes were to occur in the real world of higher education institutions. 63% of our participants perceived there to be institutional and/or faculty barriers to effectively dealing with academic misconduct. Mostly, they blamed the higher education model for this which, in the interests of mass education, has come to prioritise the need for institutions to focus more on their quantity of output as corporate business enterprises than on the integrity of their output as educators. In discussing participants’ comments, about the relationship of faculty to their employing institutions, Schein and Scheins’ ( 2016 ) theory of three levels of organisational culture was used. Participants’ comments suggested that, at the deepest level of organisational culture i.e. basic underlying taken-for-granted assumptions about beliefs and values, inadequate integrity measures have tended to become normalised. Despite the often considerable, efforts of the institutions, organisational barriers were noted which mitigate against faculty behaving professionally i.e. from doing a ‘good job’ in respect of student academic misconduct. Some blame was also placed on faculty. We argue that apparent institutional inability to effectively manage the integrity process, has potentially significant consequences for wider society. We discuss ways in which this situation might be improved including a recommendation that governments regulate this aspect of the corporate social responsibility of higher education institutions as they do other aspects, requiring that it be managed effectively. This paper will argue the importance of the creation of a moral compass, driven by empathy and a rigorously trained will in higher education leadership to develop a tighter relationship between higher education and wealth equity. We will explore the foundational documents that first discussed these issues within a global context. Further, We explore how these goals, enhanced by insights promulgated by the United Nations, can be achieved by teaching empathy, developing a moral compass and training the will.

Higher education has expanded at astonishing rates around the world. We seek to understand the oppositions that periodically arise, which may produce enrollment declines and/or imposition of political controls. The post-1945 growth of higher education was – to a greater extent than is often recognized – propelled by the liberal, and later neoliberal, international order. Oppositions arise from illiberal alternatives, which also may organize globally. The recent weakening of the global liberal order, associated with growing populism and nationalism, (...) creates conditions for a new wave of oppositions. We hypothesize that attacks on higher education emerge in countries less integrated into world society and in countries linked to international structures that support illiberal alternatives. We examine cross-national data on higher education over the period 1960–2017. Enrollments and funding are higher in societies more tightly linked to world society and lower in countries tied to illiberal international organizations. Analyses of enrollments in various fields, constraints on academic freedom, and terrorist attacks on education institutions show similar pattern. This book explores the emergence of the modern higher education sector in the independent Irish state. The author traces its origins from the traditional universities, technical schools and teacher training colleges at the start of the twentieth century, cataloguing its development into the complex, multi-layered and diverse system of the early twenty-first century. Focusing on the socio-political and cultural contexts which shaped the evolution of higher education, the author analyses the interplay between the state, academic institutions and other (...) key institutional actors - notably churches, cultural organizations, employers, trade unions and supranational bodies. This study explores policy, structural and institutional change in Irish higher education, suggesting that the emergence of the modern higher education system in Ireland was influenced by ideologies and trends which owed much to a wider European and international context. The book considers how the exercise of power at local, national and international level impinged on the mission, purpose and values of higher education and on the creation and expansion of a distinctive higher education system. We examine the extent to which host country income inequality influences multinational enterprises’ (MNE) expansion strategy for foreign production investment, depending on their specific strategic objectives. Applying a transaction cost framework, we predict that national income inequality has an inverted U-shaped relationship with foreign production investment. As inequality increases, MNEs accrue lower transaction costs arising from interactions with various local actors, leading to higher probability of investment. As income inequality increases further, its effect on location attractiveness will become (...) negative, as its attraction effect is increasingly offset by additional monitoring, bargaining, and security costs owing to the more fractious nature of high inequality societies. In addition, we suggest that the impact of income inequality is contingent on investment objectives: The inverted U-shaped relationship is stronger for efficiency-seeking investment but weaker for market-seeking and competence-enhancing investments. We find substantial support for our hypotheses through an analysis of 27 years (1986-2012) of data on Japanese MNEs’ overseas production entries. (shrink)

In his introduction, Hauerwas makes three (...) claims: (1) war has been abolished in Christ; (2) Christians, and likely others, do not recognize how war has taken on religious trappings and become a false liturgy; and (3) the church in its localized placement should embody—and not simply proclaim—an alternative to war. Hauerwas seems to assume the first point since he avoids discussing how war has been abolished in Christ and instead focuses on the second and third points.The book is divided into three sections. Part 1, “America and War,” surveys how Christian terms such as “sacrifice” and “redemption” were interwoven into the nation’s understanding of war. War, Hauerwas argues, has been elevated to an essential component of American identity. He notes that some have argued that war is necessary for democracy to be sustained and flourish since it unites Americans and defends our wealth. Hauerwas decries how Christians, and Protestants in particular, have allowed non-Christian ideas (i.e., notions of America’s use of war) to enter the church. In chapter 3, Hauerwas turns arguments in favor of just war theory on their head by stating that it is not as realistic as claimed. He decries the idea that war-making is virtuous and a proper source for giving society its story and meaning.Part 3, “The Ecclesial Difference,” attempts to outline how the local church can embody principles of nonviolence and thereby show the world another way of living. The local church is critical to Hauerwas’s view because he questions the value of universal notions of justice. Justice, he argues, is identified and understood in the concrete display of a people (114). It is in the church’s diversity that it can model for the world how unity can be maintained without the use of violence.Hauerwas’s insights into the insidious ways war can be baptized in Christian thought and practice should cause all Christians to pause and consider how their allegiance to Christ might have been blurred by an improper allegiance to the state. His use of contemporary scholarship is thought provoking and raises serious questions regarding notions of justice, the Church, and how we understand and frame the use of violence. He rightly exhorts Christians not to make peace with the status quo because we have a down payment on the next age in our possession now. But I think Hauerwas’s suggestion that war is abolished is either an expression of an overrealized eschatology or moral supersessionism. Likewise, I would suggest that America’s use of the language of “sacrifice” and “higher purpose” in discussions about war is not just an attempt to harness the power of religious language but an attempt to moderate the glorification and triumphalism of war. One would only need to compare how America discusses war with that of the ancient Assyria or Egypt to understand the difference. Agricultural and rural development programs can only succeed if they are based on effective participation and support of actors from the policymaking stage through all levels, including field personnel and primary producers. But these actors must possess the knowledge, attitude, and skills necessary to execute their tasks. For this reason, agricultural education and training has an integral part to play in any agricultural and rural development effort. The Food and Agricultural Organization (FAO) of the United Nations has made significant contributions (...) to the development of agricultural education in its member countries. FAO's contributions have focused on institution building, group training, and fellowship/study tours. This paper reviews some of the lessons learned through FAO involvement in these areas and recommends directions for improvement. These recommendations include the following:Higher agricultural education institutions should become more involved in rural development by participating in appropriate activities leading to the formulation of national development policies.These institutions should develop education programs and curricula responding to the need of development by providing the knowledge and skills required to meet the needs of the people concerned and to solve their technical and socio-economic problems.More emphasis should be placed on improving the quality of teaching and on practical training.The same institutions should undertake to play a leading role in the agricultural and training systems at the national level.Research should be an integral part of higher educational institution programs and the research themes should include interests of small and poor agricultural producers and measurement of research impacts.Regional and inter-regional collaboration among higher agricultural education institutions should be encouraged. This paper discusses the role of the Australian Institute of Criminology in monitoring inmate deaths in custody on a national basis. It also provides a descriptive overview of Australian Indigenous and non-Indigenous inmate deaths in custody during the eighteen-year period between 1980 and 1998.In October 1987, the Royal Commission into Aboriginal Deaths in Custody commenced investigating the deaths of Australia's Indigenous people in custody throughout Australia between January 1, 1980 and May 31, 1989. RCIADIC's task was to examine the (...) circumstances of the deaths; the actions taken by authorities; and the underlying causes of Indigenous deaths in custody, including social, cultural, and legal factors. The investigation found that the major factor contributing to the high number of Indigenous deaths in custody was the disproportionately higher rates at which Indigenous people come into contact with the criminal justice system. RCIADIC concluded that the most significant reason for this contact was the severely disadvantaged social, economic, and cultural position of many Indigenous people. (shrink)

Different countries have different education systems and their advantages and disadvantages. It is necessary to optimize their own higher education system and formulate policy plans to fully realize the optimization of the higher education system. For this reason, we propose to establish a continuous evaluation model of higher education health. This study mainly uses principal component analysis and entropy weight method to determine the evaluation model of higher education health status and makes autoregressive moving average model (...) time series analysis based on the higher education evaluation model, which is obtained by studying long-term trends. The future development of education realizes the evaluation of sustainability. For Vietnam, that needs to be adjusted, the evaluation indicators based on the health status of the higher education system in developing countries will be added, tested, and adjusted and combined with the ARMA model prediction to determine the time period for the policy to meet reasonable expectations, and targeted development policies are proposed. Finally, we test the sensitivity of the established model, evaluate and analyze the advantages and disadvantages of the model, And combine the full text analysis to get the final conclusion. In 2013 this journal published the paper ‘Integrity in Higher Education Marketing: A typology of misleading data-based claims in the university prospectus.’ It argued that UK universities were using data and statistics in a misleading way in their advertising and proposed a nine-part typology to describe such claims. The present paper describes the subsequent responses in national media and academic writing. It then analyses recent developments in the regulation of university marketing in the UK, where the Advertising Standards (...) Authority has publically rebuked universities and issued new guidance. Rulings against six UK universities are analysed and the paper considers the extent to which the new guidance addresses the nine types of misleading claims. The paper goes on to consider how issues such as this come to be addressed by regulators and what incentives will encourage universities to ensure the integrity of their marketing. (shrink)

In this paper, we analyse the most important documents establishing the criteria for the treatment and exclusion of COVID-19 patients, especially in regard to the giving of respiratory support, in Italy and Spain. These documents reflect a tension that stems from limited healthcare resources which are insufficient to save lives that, under normal conditions, could have been saved, or at least could have received the best possible treatment. First, we analyse the healthcare systems of these two countries before the spread (...) of the virus, both of which have seen decreases in the number of intensive care beds and have been marked by financial cuts during the last ten years. It is a fact that a greater number of people, especially those over 70 years of age, have been left without respiratory support treatment, and therefore, there have been a greater number of deaths. It is also a fact that there has been a higher infection rate among healthcare professionals due to the delay in the management of protective measures and the inability to provide adequate care for those in nursing homes, as recognised by WHO. In the context of this health emergency, healthcare professionals have suffered a real ‘moral distress’ because, knowing first-hand the causes of the limitation of resources, they have had to put triage protocols into practice. Finally, we set forth a series of concrete ethical proposals with which to face the successive waves of COVID-19 infection, as well as other future pandemics. (shrink)

School achievement and failure have become growing political and social concerns due to the negative consequences of school failure for individuals and society. The inclusive educational movement, which calls for equal access, permanence, participation, and promotion of all students worldwide, poses many challenges for schools and school systems. As a public policy strategy, some countries have provided additional funds for incorporating non-teaching professionals such as school psychologists and social workers in regular K-12 schools. However, there is lack of research on (...) the effects of these psychosocial professionals on student outcomes. This national multilevel study explored the effect of psychologists (n= 8,469) and social workers (n= 3,524) on indicators of eighth-grade (n= 147,531) and 10th-grade (n= 106,347) students' academic achievement and dropout in Chile. A multilevel secondary analysis was performed using national records of non-teaching professionals working as school staff members, achievement scores on the national SIMCE test, and dropout rates based on official records. Results showed that after controlling for individual and school variables known to affect achievement and dropout, schools with psychologists and social workers working as staff members had lower short- and long-term dropout rates. The presence and higher number of school psychologists per school was positively associated with higher math achievement, with a reduced effect in low-SES schools. Lower-SES schools with more social workers had higher math scores. These results support policies that increase funding for school psychologists and social workers, since their incorporation partly explains better school achievement and less school failure when controlling for individual and school characteristics, but emphasize the need to further explore the mechanisms through which school achievement and failure are developed with the support of psychologists and social workers in schools. We discuss the need to regulate the type of prevention and intervention strategies from a whole-school, evidence-based approach, as well as to incorporate psychosocial training modules and comprehensive guidelines as part of professional training programs and as certified requisites for working in schools.
