We suggest that the emerging field of the conservation humanities can play a valuable role in biodiversity protection in Papua New Guinea (PNG), where most land remains under collective customary clan ownership. As a first step to mobilising this scholarly field in PNG and to support capacity development for PNG humanities academics, we conducted a landscape review of PNG humanities teaching and research relating to biodiversity conservation and customary land rights. We conducted a systematic literature review, a PNG teaching (...) programme review, and a series of online workshops between the authors (10 PNG-based, 7 UK-based). We found a small but notable amount of PNG research and teaching focused on biodiversity conservation or customary land rights. This included explicit discussion of these topics in 8 of 156 PNG-authored humanities texts published 2010-2020 and related teaching content in the curricula of several different humanities-based programmes. We discuss current barriers to PNG academic development. The growth of fully fledged in-country conservation humanities will require a joint collaborative effort by PNG researchers, who are best placed to carry out such work, and researchers from abroad who can access resources to support the process. Educated Papua New Guineans’ conceptual ecologies need to accommodate competing and conflicting traditional ethnoscientific, Western religious and modern scientific paradigms. Papua New Guinea is a constitutionally self-declared ‘Christian country’ and evolution is a controversial issue. The upper secondary school biology syllabus contains a terminating unit on evolution but the curriculum is of expatriate design and the rapid localisation of senior educational positions makes the views of indigenous teaching personnel a high research priority, particularly in the light of the (...) current upgrading of secondary teacher training to degree level. This paper presents data arising from a study of trainee primary and secondary science teachers’ views towards evolution education. Primary science trainees were found to exhibit a poor awareness of the centrality of evolution to modern biology. For secondary science trainees, it was found that exposure to upper secondary school biology, in spite of adding little to students’ knowledge about evolution, was associated with their increasingly positive attitudes towards evolution education, as was the dual acceptance of evolution and religious belief. As social beings, people need to be able to interact intelligently with others in their social environment. Accordingly, people spend much time conversing with one another in order to understand the broad and fine aspects of the relations that link them. They are especially interested in the interactive behaviors that constitute social relations, such as mutual aid, gift giving and exchange, sharing, informal socializing, or deception. The evaluations of these behaviors are embedded in social relationships and charged with values and (...) emotions. We developed tasks to probe how people in an unfamiliar socio-cultural setting understand and account for the behavior of others conditional upon their category membership – by trying to elicit the basic categories, stereotypes, and models that inform the causal perceptions, inferences and reasoning people use in understanding others’ interactive behaviors – and we tested these tasks among the Wampar in Papua New Guinea. The results show changes in the relevance of social categories among the Wampar but also, and perhaps more important, limitations in the translation and applicability of cognitive tasks. (shrink)

This article seeks to determine whether PT Freeport Indonesia, an operating subsidiary of Freeport-McMoRan Copper and Gold Inc., has acted in environmentally and socially responsible ways in the context of its operations in Papua, Indonesia, and how well it has responded to the legacy left by its less responsible operations from 1973 until the mid-1990s. This objective is achieved by examining the company's impact on the resources and assets with which it comes into contact as part of its operations, (...) as well as through a historical review of the province of Papua and its incorporation into Indonesia, Freeport's entry into Papua, and the company's engagement with international and Indonesian politics. Communitarians have alleged a connection between according specialrights to community groupings and preserving the indigenous cultureand the social cohesion of the original community. This paperconcentrates upon special group rights associated with land tenurenow maintained by Fijian Mataqali and traditional land owninggroups in Papua New Guinea. The first section of the paper assessesand compares the social consequences of each of these systems withspecial attention to the preservation of traditional culture.However, in the case of Fiji, it is undeniable that the mataqaliland (...) tenure system has given indigenous Fijians politicaladvantages over non-indigenous Fijians, most specifically theFijian Indians. Though special land rights can possibly bejustified on the grounds of cultural preservation, their existencedoes raise this further issue of fairness. Moral considerations basedupon the territorial sovereignty of indigenous nations, rather thancommunitarian arguments, may offer a more convincing justificationof the advantages of indigenous Fijians. This paper is going to explore the issue about the construction of Muslim identity in Papua. There are many challenges faced by Muslim particularly on identity in Papua. The existence of Muslim placed in Majelis MuslimPapua provides strongly the collectives of Muslim. The well-beings give in the changes of relation patterns among communities in Papua. Muslim is being seen as the one that can change Papua including demographics, politics, and economics. This paper has been done in (...) Jayapura city since 2016. The data are collected through observation, in-depth interview, and literature review. There are three findings in this study. The first finding is that Majelis MuslimPapua is not only the communication media for Muslim people but also the fights media for Muslim of Papua after the special autonomy prevailed. Majelis Muslim Papua is a response of the relationship dynamic of all people in Papua especially in Jayapura which is so dynamic. The second is Muslim of Papua is being taken as the power to change in Papua especially on the citizens’ composition or demography according to the religions. Immigrants who come in Papua are strongly working on the changes in cultures and structures which are built before. The last finding is the existence of Muslim of Papuaestablishes multiculturalism and admits each other in the lives of Papua that is more open. (shrink)

I offer an analysis of the role of aesthetic value in the formation of cultural memory. More specifically, I examine how cultural memory is formed through cultural artifacts that embody a connection to the past via aesthetic means. My approach is motivated by artifacts from small-scale preindustrial societies, which make it apparent that aesthetic values, rather than being pursued for their own sake alone, enhance other functions, such as maintaining cultural identity and bringing the past into the present. I focus (...) on rock art painting from the Kimberley, Australia, and effigies animated during rituals in New Ireland, Papua New Guinea to argue that, to play a significant role in the formation of cultural memory, aesthetic value must be aligned with implicit conceptions of time which inform the production of artifacts mediating cultural memory. Learning English is still challenging, especially for Papua and non-Papua undergraduate students in several conflict areas of Southwest Papua. Few studies have been conducted on the most effective method to teach English as a conflict language. This research investigates undergraduate students' perceptions when they learn English vocabulary using Kagan's fan-n-pick structure implemented in primary school teacher education study programs. The use of questionnaires and interviews to explore 26 undergraduate students’ perceptions of Kagan’s fan-n-pick structure in learning English (...) vocabulary. This study is a content analysis employing descriptive qualitative. The content analysis for this study examines the range of types and frequency of students' perceptions. It is concerned with analyzing and presenting the data in percentages of questionnaires and content interviews. The findings of this study highlight the benefits of the method that relate to the five principles of the cooperative learning approach. Kagan’s Fan-N-Pick affected the student’s ability to think, communicate, collaborate, and build teams in English learning, especially in terms of vocabulary acquisition. It improves the receptive and productive vocabulary skills of undergraduate students. This helps students solve problems both individually and in groups. It fosters engagement, participation, social interaction, flexibility, and adaptability while being simple and accessible to areas with humanitarian crises. It concludes that the FNP structure can be used to prepare pre-service teachers at the primary education level, helping them develop skills in real situations, and fostering respect for diversity, which they will pass on to their future students by incorporating basic and flexible strategies into conflict-ridden environments. It is the contention of this paper that some progress in alleviating the social and environmental problems which are beginning to face Papua New Guinea can be achieved by supporting traditional Melanesian values through maintaining the customary system of communal land tenure. In accordance with this aim, I will proceed to contrast certain Western attitudes towards individual freedom, selfinterested behaviour, individual and communal interests and private ownership with attitudes and values expressed in the traditional Melanesian approach. In order to (...) demonstrate the latter, I will briefly touch upon the phenomenon of wantokism and indicate how the Melanesian values associated with this concept find their locus in the system of customary communal ownership. Subsequently, I will describe how the emergence of a cash economy and the attachment to Western gadgetry and products have effected injury to the environment and undermined values which have previously maintained Melanesian social cohesion. While admitting that little can be done to eradicate the desire for cash and the products it can buy, I suggest that Melanesian communities and the environment itself would receive more protection if future development in Papua New Guinea embraced a system which incorporated certain of the traditional Melanesian values through the preservation of the communal form of land tenure. Ultimately, I suggest a way in which customary communal land tenure can be integrated into the established Anglo-Australian legal system. (shrink)

The increasing pressure from different facets of society exerted on multinational companies to become more philanthropic and claim ownership of their impacts is now becoming a standard practice. Although research in corporate social responsibility has arguably been recent, the application of activities taking a voluntary form from MNCs seem to vary reflecting a plethora of factors, particularly one obvious being the backwater local communities of developing countries where most of the natural extraction projects are located. This chapter examines views of (...) two Papua New Guinea local communities hosting large-scale mining operations and explains the demands arising from situational relativities, which are becoming too conspicuous for mine developers not to ignore. The research undertaken with several assertions highlights the perceived imperativeness allowing companies to integrate the CSR into the essential management pursuits of running mines in PNG. Australia and Papua New Guinea share a number of important social, cultural, and historical features, making a sustained comparison between the two especially productive. This situates the ethnography of the two areas within a comparative framework and examines the relationship between indigenous systems of knowledge and place - an issue of growing concern to anthropologists. The essays demonstrate the manner in which regimes of restricted knowledge serve to protect and augment cultural property and the proprietorship over sites and territory; (...) how myths evolve to explain and culturally appropriate important events pertaining to contact between indigenous and Western societies; how graphic designs and other culturally important iconic and iconographic processes provide conduits of cross-cultural appropriation between indigenous and non-indigenous societies in today's multicultural nation states. This article employs a consideration of Peter Fitzpatrick’s early work in Papua New Guinea to reflect on legal and social developments in the country since his residence there during the independence period. In particular, Fitzpatrick’s concerns about the emergence of a Papua New Guinean bourgeois legality that would shape the postcolony are shown to have been prescient in some respects, and also to have had other outcomes unanticipated by the Marxist legal and anthropological imagination of the 1970s. I use examples from the heterogeneous lawscape of Papua New Guinean cities to illustrate how the ‘true people’s law’ envisioned by Fitzpatrick is in the process of emerging in spaces outside of formal legislative or court processes. The study examined the level of moral reasoning of first-year university students in Papua New Guinea; 583 students participated by answering one of the exercises or dilemmas formulated by Kohlberg. The analysis of data primarily focused on what the general level of moral reasoning of the students might be and whether there were differences in their levels of moral reasoning on the basis of gender, culture and religious affiliation. The study showed that around 50 per cent of both male (...) and female students came within the first level, but in the second stage of moral reasoning. Around 25 per cent of both genders came under the stage 4, that is, the law and order stage. A t-test comparison revealed no significant difference between the genders in their moral reasoning. The ‘faculty’ that the students belonged to is the only variable that indicated a statistically significant effect F = 2.159, p = 0.030, est η2 = 0.014923 on the level of moral reasoning. All other variables such as age, religion and the province that the students came from did not show a significant effect. Two new dimensions, ‘reference to God’ and the ‘need for negotiation’, in moral reasoning emerged from the study. (shrink)

This study aims to identify and describe the regional innovations produced in Keerom Regency, Papua Province, Indonesia after the Coronavirus disease 2019 pandemic, to analyze integrated regional service capacity indicators with a special focus on organizational performance indicators in integrated units that can be measured quantitatively and simply. In addition, to create an understanding of organizational performance in geographic areas. The method approach uses a mixed-methods description to tell the results of the study. Secondary data were analyzed in the (...) form of innovation proposals for as many as 108 regional innovations. The analysis used adopts local service capacity which was developed with additional indicators of innovation. Local Service Indicators used to consist of Leadership and Governance, Structure and System, Human Resources, Financial Management, Program Management, Monitoring and Evaluation Plan, Partnerships, External Relations and Networks, Knowledge Management, and Organizational Innovation. Local services are built using spreadsheet tools to make the process easier to use. The result is that organizational services in regional innovation as a whole still reach a score of 52% on a 100% scale giving the result that organizational services have been carried out amid the limitations of local governments which are characterized by limited knowledge needed, not yet optimally prepared programs, low organizational acceleration. For regional innovation, the harmonization process between planning, evaluation, and monitoring is not yet optimal. (shrink)

The norms and ideals of human rights are increasingly invoked by civil society organisations to construct claims related to land tenure and access to food, particularly to challenge a massive expansion of agricultural investment in a developing country. While this has facilitated negotiations on rights and the formulation of claims, studies that investigate to what extent such endeavours achieve the transformational goals advocated by human rights proponents or in particular whether they have been successful in instigating any institutional reform in (...) the governance of massive agricultural modernisation projects are scanty. After discussing a national agricultural modernisation project, the Merauke Integrated Food and Energy Estate , set up in Merauke, Papua, the article concludes that the analysis of the transformative role of human rights requires a prudent examination of the role of the State in the negotiation process, the patterns of socio-cultural interactions signifying the political setting and the pressure experienced and perceived by actors that affect the issues selected and omitted. In resource-limited settings where healthcare services are limited and poverty is common, it is difficult to ethically conduct clinical research without providing patient-care. Therefore, integration of patient-care with clinical research appears as an attractive way of conducting research while providing patient-care. In this article, we discuss the ethical implications of such approach with perspectives from Papua New Guinea.
