Over the past decade AIDS research has turned toward the use of pharmacology in HIV prevention, including pre-exposure prophylaxis (PrEP): the use of HIV medication as a means of preventing HIV acquisition in those who do not have it. This paper explores the contradictory reasons offered in support of PrEP—to empower women, to provide another risk-reduction option for gay men—as the context for understanding the social meaning of the experimental trials that appear to show that PrEP works in gay men (...) and heterosexual couples but not single women. The PrEP debates reveal the different ideas about “demedicalization” in the earlier gay health and women’s health movements and highlight the relationship between health activism and critique of research ethics in the context of a global pharmaceutical market. Throughout the 1980s, the American right wing attempted to control the field of social politics and social policy through a rhetoric of `family'. In response, the left, including much of the lesbian and gay movement, abandoned an early, theorized antipathy to family, attempting to recapture the political field with ideas like `alternative families' and `families we chose'. These moves do not sufficiently account for the hidden glue that binds bodies to politics, national or anti-national. The glue, or, as Benedict Anderson (...) calls it, `political love' is no longer an affect to be rejected but a `feeling' to be embraced. Examining the case of sexual abstinence in early right-wing AIDS discourse and in current websites, this article suggests that micro-politics of love are inextricable from macro-politics of nationalism. Analyzing two harm reduction comics campaigns—one early in the AIDS crisis and one more recent, I explore tensions between queer safer sexual erotics and national discourses of sexual norms/deviation raised by Cindy Patton and William Haver at the height of AIDS discourse theory in 1996, approximately halfway between the comics. Using these theorists’ reflections on the history of AIDS activism/representation as a hinge, I explore the manifestation/transformation a decade later of the ethical, educational, and erotic issues they raise. (...) Both foreground the ways that HIV, safer sex, and/or eroticism pose difficulties for systems of linguistic and visual representation. Combining text and image, comics—a common harm reduction medium—epitomize this representational issue. While the GMHC addresses an immediate need for information about safer sex, Alex attempts to tackle the unrepresentability/unthinkability of safer and/or seropositive sex. Safer Sex Comix, while largely prioritizing directness above formal experimentation, employ strategies of transgressing the borders of the comics panel to emphasize a plethora of lower-risk sexual acts. The most visually inventive moments in Alex represent Alex’s feelings of unintelligbility post-diagnosis, but the comic restricts its representation of sex only to anal intercourse, and it proves unable to visualize alternative formulations of the erotic, turning to more normative narratives and images as earlier, visually explicit unsafe sexual encounters are replaced with more a/illusive representations post-conversion, literalizing the unrepresentability of seropositive erotic life. Within the Judeo-Christian tradition, Sodom and Gomorrah represent locales in which threats to national formation are couched in sexual terms. The biblical narrative insists on a particular social invisibility for those sexual activities not blessed by the bonds of matrimony. Reclaiming Sodom surveys a number of institutions that have had an interest in perpetuating these views: the police, the state, the church and the law. The collection ranges through biblical scholarship, an investigation of the Founding Fathers' beliefs, the legal mobilization (...) towards the category of sodomy in 18th and 19th century England, and the US Supreme Court's 1986 Bowers vs. Hardwick decision. Analysis is provided of the ways in which the Judeo-Christian tradition has shaped anthropological accounts of the same-sex practices of non-Western people, as well as essays on how colonial gestures have marked lesbian identity in the Carribean, and derformed narratives about the racial geography of AIDS. Reclaiming Sodom explores alternatives to the force of the Sodomitic biblical narrative in Islamic, non-western, and western traditions, and discusses the ways in which sodomy calls into question normative definitions of sexuality and gender. The collection pursues the "pleasures and dangers" of these alternatives, and takes on Proust's refusal to imagine a social movement founded on the "stigma" of Sodom. The collection examines the relations between sex/gender identities and sexual acts in important and provocative ways, and argues for the political use and usefulness of both Sodom and sodomy. Reclaiming Sodom makes an important and controversial contribution to the literature on sexuality and gender, as well as the nature of sex in our culture. The practice of placing men and women in the same hospital room (mixed gender rooms) has been prohibited in the UK National Health Service for over a decade. However, recent research demonstrates that the practice is common and increasing in a major New Zealand public hospital. Reports and complaints show that the practice also occurs in Australia. We argue that mixed gender rooms violate the fundamental human rights of personal security and dignity. The high rates of cognitive impairment, sensory impairment (...) and frailty in hospital wards exacerbates the risk for these violations and subsequent harm. We argue for the adoption of specific national policies prohibiting mixed gender rooms and public reporting of breaches. Importantly, these guidelines can be adopted without compromising the rights of gender minorities. In the long term, hospitals should be built with single occupancy rooms. (shrink)

Hermann von Helmholtz (1821-1894) participated in two of the most significant developments in physics and in the philosophy of science in the 19th century: the proof that Euclidean geometry does not describe the only possible visualizable and physical space, and the shift from physics based on actions between particles at a distance to the field theory. Helmholtz achieved a staggering number of scientific results, including the formulation of energy conservation, the vortex equations for fluid dynamics, the notion of free energy (...) in thermodynamics, and the invention of the ophthalmoscope. The multiple detections of gravitational waves by LIGO (the Laser Interferometer Gravitational-Wave Observatory), operated by Caltech and MIT, have been acclaimed as confirming Einstein's prediction, a century ago, that gravitational waves propagating as ripples in spacetime would be detected. Yunes and Pretorius (2009) investigate whether LIGO's template-based searches encode fundamental assumptions, especially the assumption that the background theory of general relativity is an accurate description of the phenomena detected in the search. They construct the parametrized post-Einsteinian (ppE) framework in response, (...) which broadens those assumptions and allows for wider testing under more flexible assumptions. Their methods are consistent with work on confirmation and testing found in Carnap (1936), Hempel (1969), and Stein (1992, 1994), with the following principles in common: that confirmation is distinct from testing, and that, counterintuitively, revising a theory's formal basis can make it more broadly empirically testable. These views encourage a method according to which theories can be made abstract, to define families of general structures for the purpose of testing. With the development of the ppE framework and related approaches, multi-messenger astronomy is a catalyst for deep reasoning about the limits and potential of the theoretical framework of general relativity. Arguments for the effectiveness, and even the indispensability, of mathematics in scientific explanation rely on the claim that mathematics is an effective or even a necessary component in successful scientific predictions and explanations. Well-known accounts of successful mathematical explanation in physical science appeals to scientists’ ability to solve equations directly in key domains. But there are spectacular physical theories, including general relativity and fluid dynamics, in which the equations of the theory cannot be solved directly in target domains, and yet (...) scientists and mathematicians do effective work there (McLarty 2023, Elder 2023). Building on extant accounts of structural scientific explanation (Bokulich 2011, Leng 2021), I argue that philosophical accounts of the role of equations in scientific explanation need not rely on scientists’ ability to solve equations independently of their understanding of the empirical or experimental context. For instance, the process of formulating solutions to equations can involve significant appeal to information about experimental contexts (Curiel 2010) or of physically similar systems (Sterrett 2023). Working from a close analysis of work in fluid mechanics by Martin Bazant and Keith Moffatt (2005), I propose an account of heuristic structural explanation in mathematics (Einstein 1921, Pincock 2021), which explains how physical explanations can be constructed even in domains where basic equations cannot be solved directly. Joanna Crosby and Dianna Taylor: The theme of this special section of Foucault Studies, “Foucauldian Spaces,” emerged out of the 2016 meeting of the Foucault Circle, where the four of you were participants. Each of the three individual papers contained in the special section critically deploys and/or reconceptualizes an aspect of Foucault’s work that engages and offers particular insight into the construction, experience, and utilization of space. We’d like to ask the four of you to reflect on what makes a (...) space Foucauldian, and whether or not you’d consider the space created by the convergence of and intellectual exchanges among an international group of Foucault scholars at the University of New South Wales in the summer of 2016 to be Foucauldian. This paper involves a case study of physicians working in an urban Midwestern region. It raises questions surrounding how physicians adapted to, encouraged and resisted the increasing presence of managed care in their work lives. The patterning of physician accommodation to managed care and the failure of physicians to mount any effective organized resistance in Metro has some important implications for theories about professional dominance and decline.

Multicultural Odysseys by Will Kymlicka is a textbook example of how to effectively integrate empirical research and philosophical analysis. In it Kymlicka offers a measured and scrupulously honest assessment of what he takes to be both the potential and the limits of liberal multiculturalism as a model for democratization, seeking not to defend his views on multiculturalism in so much as try to understand them. In particular, he seeks to understand how his views on multiculturalism can be correct in the (...) context of Western democracies (as he does not doubt they are) and yet be limited in their potential for export. In approaching his project in this way, Kymlicka raises a number of questions about multiculturalism, about theorizing across borders, and about the nature of Western democracy that he does not directly address, but toward which the reader is inevitably spurred. In this commentary I focus on one especially important question: What does the analysis of this book imply about the future prospects for ideal theorizing? I argue that, without the author intending or necessarily foreseeing it, Multicultural Odysseys has made the world of political philosophy a much less hospitable place for ideal theorizing, at least as it has traditionally been understood. In the wake of Kymlicka’s treatment of the limits on liberal multiculturalism’s exportability it is difficult to imagine that ideal theorizing can occupy the same central place in normative analyses of multiculturalism, minority rights, liberalism, democracy, and global justice. Maintaining academic integrity is a growing concern for higher education, increasingly so due to the pivot to remote learning in 2020 caused by the COVID-19 pandemic. We canvassed students, faculty, and tutors at an online Canadian university about their perspectives on academic integrity and misconduct. The survey asked how the university could improve policies concerning issues of academic integrity, how faculty and tutors handled cases of misconduct, about satisfaction with how academic violations were treated, and about the role of students, (...) faculty, and tutors in encouraging academic integrity. As well, we collected suggestions from respondents for reducing cheating, addressing academic misconduct, and general ideas about academic integrity. The distinction between misconduct and integrity was not always clear in their comments. We received responses from 228 students and 73 faculty and tutors, generating hundreds of comments. In this paper we focus only on the answers to open-ended questions. Using content analysis, we categorized the replies into similar threads. After multiple iterations of analysis, we extracted three general recommendation groupings: Policy and Procedures, Compliance and Commitment, and Resources. Based on respondents’ views, we propose a balanced approach to supporting academic integrity. Although we conducted the study pre-COVID-19, the recommendations apply to current and future academic integrity practices in our context and beyond. (shrink)

But let this description raise no fears that it must stretch itself too thin, at least for veteran students of his major philosophical project, “to examine the evidential support of science”. For with less detail in focus, the structural elements of that project stand revealed as never before. Improvements in presentation, as Quine sees them, help here. Against a widely supported view that Nietzsche was not a political thinker, there have been a number of edited collections and monographs devoted either to Nietzsche’s politics or, what is not quite the same thing, relationships between his thought and contemporary political philosophy. What is striking about this secondary literature is the degree of divergence among the positions taken. The books discussed in the present review provide further illustration of this diversity. Cultural narratives shape how we think about the world, including how we decide when the end of life begins. Hospice care has become an integral part of the end‐of‐life care in the United States, but as it has grown, its policies and practices have also imposed cultural narratives, like those associated with the “six‐month rule” that the majority of the end of life takes place in the final six months of life. This idea is embedded in policies for a range (...) of care practices and reimbursement processes, even though six months is not always a meaningful marker. In the case of people living with advanced dementia, six months is both too early in the trajectory to facilitate conversations and too late in the trajectory to ensure decision‐making capacity. This essay encourages scholars and policy‐makers to consider how cultural narratives may limit what they think is possible in care for people living with dementia. (shrink)

Interviews formed an integral part of Foucault's work alongside and complementary to the published works. It is primarily in interviews that he elaborates on the implications of his historical studies for thinking about the problems raised by social and political movements. Like his published books, Foucault's lectures sought to engage with the social, political, and intellectual present in which they were presented. In this sense, they are closer to the interviews. This chapter focuses on the developments in his thinking about (...) power as these are displayed in his lectures between 1976 and 1979. It also discusses the role of strategy in relations of power. Building on the centrality of freedom to this concept of power as action on the actions of others, Foucault asserts that there is an intransigence of freedom and a corresponding “agonism” at the heart of power relations. One way to characterise the difference between analytic and Continental political philosophy concerns the different roles played by normative and descriptive analysis in each case. This article argues that, even though Michel Foucault’s genealogy of liberal and neoliberal governmentality and John Rawls’s political liberalism involve different articulations of normative and descriptive concerns, they are complementary rather than antithetical to one another. The argument is developed in three stages: first, by suggesting that Foucault offers a way to conceive of public reason (...) as a historical phenomenon. Second, it is suggested that both Rawls and Foucault allow us to consider rights as historical and particular rather than a-historical and universal. Third, it is argued that Foucault’s genealogy of modern liberal government illuminates some of the tensions and some of the alternatives within the liberal tradition in relation to the concept of political legitimacy. The child protection system in France has gradually changed along the lines of the laws enacted in 2002 and 2007 that reasserted the importance of the role played by the parents. Far from condemning the family, it henceforth seeks to provide it with accompaniment so as to ensure the child’s future reintegration. Grounded in psychoanalytical group and family theories, the article investigates the psychic function of the institution and (with case studies to support it) discusses what has to be done (...) to make arrangements within the therapeutic framework for families to make progress and maintain ties despite the absence of direct relations. Zaller's model of public-opinion formation portrays the average citizen as an automaton who responds unthinkingly to elite cues. That is, once people have received information from political elites, they tend to abide by whatever their respective cue-givers dictate, since rejecting information is more cognitively costly than simply accepting it. Empirical research in psychology on priming supports this view of the citizen as a passive receiver of information. For example, people are likely to be unconsciously influenced by subtle cues and they (...) tend to base their opinions on the accessibility of information in memory. However, some citizens, under certain conditions, may be ?active processors? of information: actively interpreting it, elaborating on its implications, and negotiating its meaning. Whether or not Zaller's model is an accurate representation of the process of public-opinion formation depends substantially upon the inclusiveness of the researcher's views about what constitutes public opinion and how to study its determinants. With the benefit of the complete publication of Foucault’s lectures at the Collège de France, the reception of his work by political philosophers in the English-speaking world during the late 1970s and early 1980s appears extremely confused. This reception was based on the English translations of work published in the mid-1970s, chiefly Discipline and Punish and The History of Sexuality Volume One, along with collections of interviews from the same period. The misunderstandings of those works were compounded by ignorance of (...) developments in his approach to politics and his understanding of power worked out in lectures from 1976 to 1979. The aim of this paper is not simply to defend Foucault against critics from that period, but to show how a more complete understanding of the evolution of his political thought might enable a better understanding of the similarities and differences between his genealogical approach to power and government and the concerns of normative political philosophy. In a recent paper, Michael Levin argues that both statements reporting causal relations and causal explanatory statements are extensional. We show that his argument for the extensionality of causal explanatory statements fails to establish that conclusion. His claim that certain 'because' statements are elliptical for statements of what he terms the 'causal explanatory' form is unsubstantiated. The argument for the referential transparency of the allegedly explanatory form, regardless of whether it is a distinct explanatory form, fails because of scope problems. (...) Finally, we argue that the apparent referential opacity of explanations, the attribution of certain kinds of properties to explanations, and our satisfaction with explanations in what appear to be disparate forms are best accounted for, not by the assumption of ellipticality of statements in various forms for statements in some inherently explanatory form, but rather by an account of explanation as a speech act, the success or failure of which may be affected by which of several co-referring expressions is employed. A dominant belief in political philosophy is that states must be entitled to authorize the use of coercion in order to justifiably coerce its subjects. Call this view the entitlement view. On this view, for a state to justifiably coerce its subjects, a necessary condition is that it is entitled to authorize the use of coercion. Sceptics hold the entitlement view. However, they deny that states are entitled to authorize the use of coercion. This denial informs their views regarding the (...) permissible use of political power. Skeptics believe that nearly all uses of political power is impermissible. In this paper, I present a challenge to the skeptical view that nearly all uses of political power is impermissible. I also present a view on the justification of certain uses of political power that is an alternate to the entitlement view. My alternate view allows me to demonstrate that a state can engage in permissible uses of political power over a broad range of domains without possessing any entitlements. (shrink)
