The article focuses on process management in public administration using the specific case study of the statutory city of Ostrava. Based on the selected part of the PAPRIS methodology, the process management is verified, and conclusions from the application of information system e-SMO are generalized. Ostrava is third the biggest city in Czech Republic with approximately 320 thousand citizen. Article describes experiences with SW implements, which are used for model of process in public administration. Particulary at local authority of Ostrava (...) town. Model of process is a basis for reengineering of process in state administration and preparation for implementation of big information systems. Mapping of process is providing implement and confirmation methodology to identify existing processes. Problem with its using consist in that, senior manager don’t informs, what organization is determination by processes. If are not described in given to organization current processes, or how would have had look new optimum processes, will not endeavour about reengineering successful. Procedural analysis namely offer tool and check methodology to identification current suit and it is possible him use either as instruction for reengineering function handling administrative and self-rule activities. Purpose of the article: The PAPRIS methodology was used when defining the objectives for implementation of the information system for public administration. This methodology has been elaborated by one of the authors and published in a very general scheme when solving many case studies,,. We assume that the PAPRIS is primarily a methodology with incorporated elements of procedural approach for project management in public administration information systems. The specific supporting process of communication between the client and the e-SMO system has been chosen for verification. The model of supporting communication process, created by ARIS tools, is crucial, and the structure of scripts is subsequently made. The aim of this article is to verify that the methodology is sufficient and appropriate to manage such a large project such, undoubtedly, is the e-SMO. Methodology/methods: Defined productive and non-productive processes with their defined process cuts represent a crucial category for the process structure of IS projects. This is fully accepted by the PAPRIS methodology. Process cuts are understood, in the logic modelling according to the PAPRIS methodology, as clearly defined logic directional cuts in three-dimensional space of all project processes. The process set is systemically categorized, in a given logic directional cut, into mutually disjoint process subsets, which are characterized by this particular directional operator. The directional operator always has a clear logical allocation that is based on the construction of a process view. Theoretically, an infinite number of process views can be used. One of the important issues in a methodology for the case studies includes the size of the research sample. It is usually assumed that there is no ideal number of cases and that the number between four and ten usually provides good results. Other authors defining against any quantitative standards for any determination of the sample size of the case studies, since such an approach denies the internal logic of this methodology and the richness of the information obtained from participants in the research. Research which is carried out using case studies does not aspire on compliance with the requirement the representativeness of the sample.. Methodology of case studies is among the established guidelines of qualitative research. Research on using case studies in the last 30 years has seen an extraordinary increase in social-scientific research, including research on business and management. Scientific aim: The essential aim of this study is to describe the way the process cut defines a productive process and non-productive process, in accordance with the PAPRIS methodology using the specific example. While the triggering mechanism of the project production process is an event causing its own production - i.e. the specific output with added value for the customer, the project of non-productive process is caused by the project management event. Therefore, it is caused by the need to control, monitor, track, inspect, evaluate outputs, decide and regulate the project implementation. Findings: Within the support of the communication process, two examples were used to verify the methodology. The global perspective on the process was created in ARIS tools and the communication between the call centre and the client was made in Visio tools. The PAPRIS methodology is based on the concept of process variability, which has been clearly formulated. The fundamental direction of the process development, anticipated changes and the opportunity to react to them in accordance with defined objectives of the PAIS project are guaranteed. (shrink)

Of two false theories, One can be, Intuitively, Closer to the truth than the other. The purpose of the article is to propose a rigorous explication of this intuitive notion.

It is well known that the manner in which a definitely descriptive term contributes to the meaning of a sentence depends on the place the term occupies in the sentence. A distinction is accordingly drawn between ordinary contexts and contexts variously termed non-referential, intensional, oblique, or opaque. The aim of the present article is to offer a general account of the phenomenon, based on transparent intensional logic. It turns out that on this approach there is no need to say (as (...) Frege does) that descriptive terms are referentially ambiguous or to deny (as Russell does) that descriptive terms represent self-contained units of meaning. There is also no need to tolerate (as Montague does) exceptions to the Principle of Functionality. The notion of an ordinary (i.e., non-intensional) context is explicated exclusively in terms of logical structure and it is argued that two aspects of ordinariness (termed hospitality and exposure) must be distinguished. [Construction as a Subject of Mathematics.].

In this paper we argue that Aristotle operates with a particular theoretical model in his explanation of animal locomotion, what we call the ‘centralized incoming and outgoing motions’ model. We show how the model accommodates more complex cases of animal motion and how it allows Aristotle to preserve the intuition that animals are self-movers, without jeopardizing his arguments for the eternity of motion and the necessary existence of one eternal unmoved mover in Physics VIII. The CIOM model helps to elucidate (...) Aristotle’s two central yet problematic claims, namely that the soul is the efficient cause of animal motion and that it is the internal supporting-point necessary for animal motion. Moreover, the CIOM model helps us to explain the difference between voluntary, involuntary and non-voluntary motions, and to square Aristotle’s cardiocentrism with his hylomorphism, but also, more generally, it provides an interesting way of thinking about the place of intentionality in the causal structure of the world. The article offers a rigorous truth condition for subjunctively conditional statements. The theory is framed in the system of transparent intensional logic and takes connections (especially the cause-Effect relation) as basic. Counterexamples are given to rival theories based on the notion of world similarity.

This article is concerned with an analysis of semantics and the normativity of evaluative judgments, in which “aesthetic concepts” and “predicates of personal taste” are used in the context of the evaluation of selected cultural forms. Qualitative data obtained through semi-structured interviews with representatives in four categories of actors in the cultural field are analyzed. In the light of the findings, theories of aesthetic judgment are critically assessed, which on the one hand, postulate the categorical semantic and normative difference between (...) aesthetic concepts and predicates of personal taste and, on the other hand, conceive aesthetic disputes from an epistemological point of view and do not sufficiently take into account their pragmatic context. In conclusion, a functional analysis of the semantics and normativity of evaluative judgments is presented, in which the speakers use terms from the field of aesthetics. (shrink)

The paper deals with the semantics of mathematical notation. In arithmetic, for example, the syntactic shape of a formula represents a particular way of specifying, arriving at, or constructing an arithmetical object (that is, a number, a function, or a truth value). A general definition of this sense of "construction" is proposed and compared with related notions, in particular with Frege's concept of "function" and Carnap's concept of "intensional isomorphism." It is argued that constructions constitute the proper subject matter of (...) both logic and mathematics, and that a coherent semantic account of mathematical formulas cannot be given without assuming that they serve as names of constructions. We prove an exponential lower bound on the length of cutting plane proofs. The proof uses an extension of a lower bound for monotone circuits to circuits which compute with real numbers and use nondecreasing functions as gates. The latter result is of independent interest, since, in particular, it implies an exponential lower bound for some arithmetic circuits.

In this article, I explore the role of the first principle in Fichte’s philosophy of history and assess the extent to which its introduction is able to resolve problems in the philosophies of history of his predecessors. Particularly, I focus on Fichte’s response to the question of how history can be grasped in a systematic manner for the purposes of theoretical cognition. I argue that while Fichte is able to resolve the tension between Herder’s pluralism and Kant’s chiliasm in an (...) innovative manner, the deployment of his first principle is ultimately unsuccessful in establishing historiography on a firmer scientific foundation. In his article "world and essence" ("phil. Rev." 1970, Pages 461-492) plantinga submitted that (a) individuals have essences and (b) the essence of an individual is a non-Trivial property which can be completely known only to god. In my note it is shown that on plantinga's own definitions each individual x has exactly one essence, The trivial property of x-Identity. Thus (b) fails.

The vision informing 20th Century philosophy has been aptly described as one of a desert landscape. Philosophers behave as if in expectation of an ontological tax collector to whom they will owe the less the fewer entities they declare. The metaphysical purge is perpetrated under a banner emblazoned with Occam’s Razor. But Occam never counselled ontological genocide at all cost. He only cautioned against multiplying entities beyond necessity His Razor is thus in full harmony with the complementary principle, known as (...) “Eco-labels” are an increasingly important form of private regulation for sustainability in areas such as carbon emissions, water consumption, ethical sourcing, or organic produce. The growing interest and popularity of eco-labels has also been coupled with growing concerns about their credibility, in part because the standard-setting and conformity assessment practices that eco-labels adopt exhibit striking differences. In this paper, we assess which assurance practices contribute to eco-labels being perceived as better governed, in the eyes of experts as well as the (...) media. Unlike previous studies, which are mostly conceptual, qualitative, or focused on one or few eco-labels, we study a large set of eco-labels, combining data from three different sources. Our findings suggest that experts and media are primarily concerned about “re-assurance” practices, looking for one or preferably multiple layers of “re-assurance” that independent parties are overseeing the eco-label and the firms certified under it. On the one hand, Pavel Tichý has shown in his Transparent Intensional Logic (TIL) that the best way of explicating meaning of the expressions of a natural language consists in identification of meanings with abstract procedures. TIL explicates objective abstract procedures as so-called constructions. Constructions that do not contain free variables and are in a well-defined sense ´normalized´ are called concepts in TIL. On the second hand, Kolmogorov in (Mathematische Zeitschrift 35: 58–65, 1932) formulated a theory of problems, using (...) NL expressions. He explicitly avoids presenting a definition of problems. In the present paper an attempt at such a definition (explication)—independent of but in harmony with Medvedev´s explication—is given together with the claim that every concept defines a problem. The paper treats just mathematical concepts, and so mathematical problems, and tries to show that this view makes it possible to take into account some links between conceptual systems and the ways how to replace a noneffective formulation of a problem by an effective one. To show this in concreto a wellknown Kleene’s idea from his (Introduction to metamathematics. D. van Nostrand, New York, 1952) is exemplified and explained in terms of conceptual systems so that a threatening inconsistence is avoided. (shrink)

Modal logic S5 is commonly viewed as an epistemic logic that captures the most basic properties of knowledge. Kripke proved a completeness theorem for the first-order modal logic S5 with respect to a possible worlds semantics. A multiagent version of the propositional S5 as well as a version of the propositional S5 that describes properties of distributed knowledge in multiagent systems has also been previously studied.
