The government debt portfolio is usually the largest financial portfolio in the country. It often contains complex and risky financial structures and can generate significant risk to the state budget and the country’s financial stability. Therefore, governments are required to have sound risk management and sound public debt structures to limit exposure to market risk, debt financing or rolling risk, liquidity risk, credit, settlement and operational risk. In recent years, the debt market crises have highlighted the importance of sound public (...) debt management practices and related risks, and the need for an effective and well-developed domestic capital market. This may reduce the vulnerability of the economy to adverse economic and financial shocks. However, it is also important for the government to maintain a macroeconomic policy that ensures sound fiscal and monetary management. The aim of the research is to present the theoretical and practical aspects of extremely important issues such as public debt management and to indicate the most important implications for the financial stability of the country on the example of the Polish economy. The study uses a research method based on literature studies in the field of macroeconomics, economic policy and finance, as well as statistical analysis of the studied phenomenon. Results of research indicate that effective public debt management can reduce the economy’s vulnerability to financial threats, contribute to the financial stability of the country, maintain debt stability and protect the government’s reputation among investors. Grzegorz Musiał’s late work is exemplary of the Modernist coupling of desire and death, which German Ritz linked to the way that homosexual sensibility has been encoded in Polish literary Modernism. This reading of Musiał is paradoxical at heart, as the writer’s literary output must also be ridden with tensions, because his clinging to a bygone aesthetic in order to render homosexual desire seems quaint in an era in which the idea of gay emancipation is widespread. Musiał’s literary alter ego, (...) who is realized as a fictional character and as the speaker in his poems, is a hybrid of an erudite homosexual male equipped with the classical sensibility and a devout Catholic, whose appreciation and outright enjoyment of church ritual is almost camp. Musiał attempts to pit this literary dummy against the usually younger homosexual men who, like a mob of the living dead, populate the underground world of night clubs and anonymous sex. (shrink)

Advertising is one of the commonly visible elements of the urban landscape (real and virtual). It also does not require proof that advertisements of cities as such are also part of their “cityscape.” Since at least the nineteenth century, cities have advertised themselves as attractive places to live, visit, or do business. Therefore, the following research question can be asked: How do Polish cities present themselves in advertisements one can find in the landscape? The study assumes that each advertisement should (...) clearly identify the sender and indicate its specific characteristics, distinguishing itself from its competitors. Polish cities began to use logos and slogans as a mecha­nism of description and distinction after 1990, when socioeconomic changes started. There are quite a few studies on this activity, but most of them are single case studies. Therefore, the authors decided to examine a relatively large sample of Polish cities, which allows for statistical analysis. Analysis of the logo and slogan content allows the authors to examine the desired image or the projected identity of Polish cities. The methods were chosen because they admit qualitative and quantitative analysis, especially when there is a sufficiently large sample. Therefore, the survey covered all towns and cities with more than 20,000 inhabitants in Poland. There are 218 such towns in total. The analysis was carried out in the first half of 2021. In conclusion, the authors find that the advertising of Polish cities is embedded in the past, promotes resources (substance), sometimes geographical location, but rarely refers to famous characters and human potential. And such a picture of these cities one may find on outdoor advertisements, which sometimes produce dissonance when accompanying modern buildings or new transport solutions in the city. (shrink)

This interdisciplinary study introduces readers to Friedrich Schleiermacher’s diverse pathways of reflection and creative practice that are related to the field of translation. By drawing attention to Schleiermacher’s various writings on a range of subjects (including philology, criticism, hermeneutics, dialectics, rhetoric and religion), the author makes it clear that the frequently cited lecture Über die verschiedenen Methoden des Übersetzens (On the Different Methods of Translating) represents but a fraction of Schleiermacher’s contributions to modern-day insights into translation. The analysis of Schleiermacher’s (...) various pathways of reflection on translation presented in this book leads to the conclusion that translation is part of the essence of the world, as it is a fundamental tool of our cognition and a foundation of our existence. In Schleiermacher’s works, transfer, translation, mediation, and communication underpin our very existence in the world and our self-awareness. At the same time, they represent fundamental categories for a project that focuses on the consolidation and assimilation – through translation – of that which is foreign, different, diverse. Globalization is a cultural phenomenon. The authors present the thematically multi-dimensional and theoretically complex contribution of Polish research on globalization. They do not approach globalization as an abstract process, instead exploring it through the lens of clearly defined factors.

The aim of this article is to analyse the issue of “weak separatism” in Latin America as well as to give an answer to the question why there are no significant separatist movements in this region. The authors provide the definitions of separatism and secessionism as well as an explanation of these phenomena. Moreover, they present an overview of historical and contemporary separatist movements in Latin America. Based on Horowitz’s theory of ethnic separatism, the authors attempt to analyse the separatist (...) movement “The South is My Country” in Brazil and compare it with separatism in Catalonia in Spain, where a referendum on independence from Spain was held in 2017, serving as an impetus for a similar referendum that took place in the South of Brazil. In spite of similar goals of these two separatist movements, the authors argue that there are significant differences in their nature, which are determined by the history and culture of the respective countries. We study model theory of fields with actions of a fixed finite group scheme. We prove the existence and simplicity of a model companion of the theory of such actions, which generalizes our previous results about truncated iterative Hasse–Schmidt derivations [13] and about Galois actions [14]. As an application of our methods, we obtain a new model complete theory of actions of a finite group on fields of finite imperfection degree.

We study model theory of actions of finite groups on substructures of a stable structure. We give an abstract description of existentially closed actions as above in terms of invariants and PAC structures. We show that if the corresponding PAC property is first order, then the theory of such actions has a model companion. Then, we analyze some particular theories of interest (mostly various theories of fields of positive characteristic) and show that in all the cases considered the PAC property (...) is first order. We study algebraic and model-theoretic properties of existentially closed fields with an action of a fixed finite group. Such fields turn out to be pseudo-algebraically closed in a rather strong sense. We place this work in a more general context of the model theory of fields with a group scheme action.

We study a strengthening of the notion of a perfectly meager set. We say that a subset A of a perfect Polish space X is countably perfectly meager in X, if for every sequence of perfect subsets $\{P_n: n \in \mathbb N\}$ of X, there exists an $F_\sigma $ -set F in X such that $A \subseteq F$ and $F\cap P_n$ is meager in $P_n$ for each n. We give various characterizations and examples of countably perfectly meager sets. The paper concerns the origin and early stage of development of the Center for Interdisciplinary Studies at the Pontifical Academy of Theology in Kraków. Center for Interdisciplinary Studies was founded by Michał Heller and Józef Życiński in the late 1970s. It was an informal institution which focused on conducting scientific activity in the area of philosophy of nature, relationship between mathematical & natural sciences and philosophy, history of science, as well as relationships between science and religion. In this paper I (...) would like to present how this institution developed, I will discuss various forms of its activity and discuss—very generally—what kind of philosophy was promoted by M. Heller, J. Życiński as well as their pupils and close associates. An important part of the paper will also concern the Center for Interdisciplinary Studies as a unique institution, which has developed—in difficult historical period in Poland—philosophical research in the spirit of freedom and respect for the new achievements of science, and also promoted interdisciplinary dialogue between scientists and philosophers. Męczennice pochodzą z tropikalnych regionów obu Ameryk, obecnie niektóre z jej gatunków hodowane są w ciepłych regionach całego świata. Poszczególne gatunki uprawiane są ze względu na jadalne owoce, ze względów leczniczych czy ozdobnych. Nie sposób pominąć również znaczenia męczennicy w kulturze – badacze chrześcijańscy dopatrzyli się w elementach jej budowy morfologicznej narzędzi Męki Pańskiej. W niniejszej pracy przedstawiono historię odkrycia rośliny dla Europejczyków, charakterystykę rodzaju, elementy ekologii, właściwości lecznicze, (...) przegląd najczęstszych gatunków oraz znaczenie rośliny w symbolice chrześcijańskiej. In the paper, several data reduction techniques for machine learning from big datasets are discussed and evaluated. The discussed approach focuses on combining several techniques including stacking, rotation, and data reduction aimed at improving the performance of the machine classification. Stacking is seen as the technique allowing to take advantage of the multiple classification models. The rotation-based techniques are used to increase the heterogeneity of the stacking ensembles. Data reduction makes it possible to classify instances belonging to big datasets. We (...) propose to use an agent-based population learning algorithm for data reduction in the feature and instance dimensions. For diversification of the classifier ensembles within the rotation also, alternatively, principal component analysis and independent component analysis are used. The research question addressed in the paper is formulated as follows: does the performance of a classifier using the reduced dataset be improved by integrating the data reduction mechanism with the rotation-based technique and the stacking? Perspectives on Context and Contextualism.

Need for closure is a construct that describes a motivational tendency to quickly select and prioritize information in the environment. Such tendencies can affect the process of negotiations, and so the quality of their outcome. The rigidity that accompanies high need for closure can lead to less openness to proposals that benefit one’s partner, and to solutions that are less optimal. We conducted a study in which 34 pairs of individuals negotiated. Pairs were matched in terms of need for closure (...) and gender. We found that need for closure affected subjective evaluations of certain aspects of the negotiation process. Participants with low need for closure were more likely to indicate that they and their partners sought win-win solutions during the negotiation. This led to a greater sense of process fairness for the negotiation. These results can be taken into consideration when teaching negotiations, and when planning real-life negotiations. (shrink)

_The Life of Reason in an Age of Terrorism_ brings together seventeen original essays that discuss George Santayana’s social and political thought within the context of contemporary considerations, especially terrorism.

According to recent discussion, cross-explanatory integration in cognitive science might proceed by constraints on mechanistic and dynamic-mechanistic models provided by different research fields. However, not much attention has been given to constraints that could be provided by the study of first-person experience, which in the case of multifaceted mental phenomena are of key importance. In this paper, we fill this gap and consider the question whether information about first-person experience can constrain dynamic-mechanistic models and what the character of this relation (...) is. We discuss two cases of such explanatory models in neuroscience, namely that of migraine and of epilepsy. We argue that, in these cases, first-person insights about the target phenomena significantly contributed to explanatory models by shaping explanatory hypotheses and by indicating the dynamical properties that the explanatory models of these phenomena should account for, and thus directly constraining the space of possible explanations. This article argues that if contemporary philosophical counseling wishes to perpetuate the spirit of ancient philosophy, it must also incorporate metaphysics. This kind of incorporation means, among other things, regarding as essential the implementation of the meditation practices of certain historical schools of philosophy. Meditation was an inherent feature not only of Eastern schools of thought, but also within Western philosophy. These practices lead to a psychophysical state, known as ataraxia, which causes the perception of reality to undergo a radical (...) change, including occasional “altered states of consciousness,” as they are known by psychology. The author calls such practices “live metaphysics.” He also maintains that, without the inclusion of such metaphysical practices, philosophical counselling and coaching lose their eudemonic character and become a means of hedonistic gratification in the service of the liberated ego of the contemporary man. There is a continuing debate in the field of perceptual organization as to whether the locus of global processing is early or late perceptual, as previous studies have yielded contrary results. The conducted behavioural study explored this issue with the paradigm of collating global processing with other process of perceptual organization, namely illusory contours processing. Interaction between these two processes of perceptual organization would indicate that global processing has an early perceptual locus, whereas the lack of such interaction would suggest (...) the late perceptual locus of global processing. In experiment 1, the effect of global dominance was obtained with the use of a compound figure composed of geometrical shapes with real edges. Results showed that the processing of the figure at the global level was faster and that it disrupted the processing of the figures from the local level. In experiment 1b, the compound figure was composed of local geometrical shapes generated with the use of the line-end induced illusory contours. Local elements with illusory contours did not affect the processing of the hierarchical structure and the effect of global precedence occurred without any changes. In experiment 2a, a global advantaged effect within a compound figure with local elements with real edges was obtained in the paradigm of attention divided between levels of the hierarchical structure. When illusory contours of local elements of a compound figure were introduced to this paradigm, this again had no effect on the perceptual global advantage. The results demonstrate the lack of interaction between global processing and illusory contour processing, indicating that the locus of global processing is rather late perceptual. (shrink)

This paper offers a critical review of the notion of a “singular cognitive role”, which is central to some recent theories of singular thought. According to those theories, whether a thought is singular depends on the role it plays in the subject’s cognitive activity. We compare the two most developed accounts of this type: Crane’s :21–43 2011, The Objects of Thought2013) and Jeshion’s. Both theories aim to capture the notion of a singular cognitive role in terms of mental files. We (...) argue that Jeshion’s theory is much more promising as it provides a more detailed and non-circular characterization of the mental files responsible for singular thinking. We examine the prospects for enhancing that account in light of three major concerns about it present in the literature. First, we discuss whether the weakest aspect of the whole proposal, i.e. the condition for the initiation of mental files, can be replaced without debilitating the rest of the theory. Second, we examine Goodman’s : 437–461 2014, The Philosophical Quarterly2015) argument against mental file theories of singular thought and show that it does not affect Jeshion’s account. Third, we argue against Sawyer :264–283 2012) that Jeshion’s notion of a singular cognitive role is in strong opposition to acquaintance-based theories of singular thought and cannot be incorporated into any of them. Thus, the paper concludes that Jeshion’s proposal, despite its shortcomings, is currently the most promising account of a singular cognitive role. (shrink)

We attempt to define the classical propositional logic by use of appropriate derivability conditions called Cn-definitions. The conditions characterize basic properties of propositional connectives.

We present several naturally defined σ-ideals which have Borel bases but, unlike for the classical examples, these ideals are not of bounded Borel complexity. We investigate set-theoretic properties of such σ-ideals.

OBJECTIVE PREDICATION The author claims that there are two kinds of predicates that are used to describe cognitive states of mind like beliefs or perception. Using some of them, one can describe the cognitive states of mind directly, whereas using some others, one can describe these states in comparison with one’s own. For example, one can say that a person has a belief or one can say that that person’s belief is according to his own beliefs. In the latter situation, (...) he uses the predicate “to know”. The conditions that Peter uses correctly the sentence “John knows that p” are as follows: (1) Peter believes that John believes that p; (2) Peter believes that p; (3) Peter believes that the reasons for which John believes that p have a good justification. In a similar way one can ascribe to somebody a visual impression of an object x or to compare that person’s impressions with his own cognitive states. In the latter situation one uses the predicate “to see” (to perceive). The conditions that Peter uses correctly the sentence “John can see x” are the following: (I) Peter believes that John has visual impression of object x; (II) Peter believes that object x exists; (III) Peter believes that this that John has visual impression of object x is according to the laws of vision. When one uses predicates that describe cognitive states of mind of a person (possession of beliefs or sensory impressions), one speaks subjectively, whereas when one speaks objectively, he uses predicates that allow him to compare cognitive states of mind of a person with his own. Creativity and civil courage are major dimensions of an intellectual's authority and contribute towards the enrichment of democracy. This book develops a sociological account of civil courage and creative behaviour in order to enhance our understanding of the nature of intellectuals' involvement in society. Barbara A. Misztal employs both theoretical-analytic and empirical components to develop a typology of intellectuals who have shown civil courage and examines the biographies of twelve Nobel Peace Prize laureates, including Elie Wiesel, Andrei Sakharov and (...) Linus C. Pauling, to illustrate acts of courage which have embodied the values of civil society. She advances our understanding of the nature of intellectuals' public involvement and their contribution to social well-being. In the current climate of fear and insecurity, as governments are forced to deal with issues of increasing complexity, this is a pioneering sociological book with a highly original approach. (shrink)
