The eighteenth century is still the bottleneck of the history of political theory: the century that separates pre-economic theorists such as Machiavelli, Bodin and Hobbes from post-economic theorists such as Hegel, Mill and Marx. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Environmental political theory serves as an important bridge between political science and environmental ethics. Environmental ethics has traditionally focused on our duties to non-humans and expanding our conception of the moral community. But that focus on individual ethical choice limits its usefulness in addressing environmental policy problems. Political science, in contrast, is well-suited to analyzing social structural forces that give rise to environmental problems, but political scientists have had considerable difficulty in moving away from the (...) field’s anthropocentric foundations. I argue that environmental political theory, in contrast to traditional political science, embraces the critique of anthropocentrism developed by environmental ethicists. This essay argues that More’s Epigrammata contains a coherent political theory that is inspired by ancient Roman republicanism. More defines “liberty” as the people’s willing obedience to virtuous leaders who rule for the common good, and he claims that popular opinion is the source of legitimacy rather than divine sanction. In doing so, More critiques the Tudor regime and presents an alternative theory of kingship based on his understanding of liberty. However, More also criticizes hereditary monarchy as (...) such and explicitly prefers a republican regime of elected men who share authority among equal peers. This republican regime more effectively promotes the common good, but it depends upon virtue in the rulers and in the citizens. More’s satirical epigrams on virtue and vice are part of his political teaching insofar as they establish his conception of citizen virtue, which supports his republicanism. (shrink)

In Equal Recognition, Alan Patten argues that in a proper relationship between normative political theory and democratic politics, we must make a clear distinction between two questions related to cultural rights: (a) authority (who should decide?) and (b) the substance of deliberation. The question he wants to explore, however, is not the authority question but the substantive question. The aim of this article is to show that an account of equal recognition cannot bracket out the democratic element. It (...) argues, first, that Equal Recognition does not live up to its initial promise, as it contains a number of reflections and recommendations (on language rights, on secession, on the rights of migrants’ cultures) that either explicitly or implicitly include the democratic element. Second, it points at other important areas of political decision-making – such as electoral system design, districting, referendums, quotas – in which it is quite clear that in order to extend equal recognition to minority cultures, we are obliged to take decisions related to the design of democratic institutions. In this chapter, we examine the relationship between environmental political theory and the development of sustainability studies within US higher education. We assess the incorporation of environmental political theory authors in sustainability classrooms and the extent to which environmental political theory and sustainability studies classrooms engage in experiential, skills-based learning. We situate this pedagogy as an extension of the tradition of the liberal arts, especially as developed by John Dewey, and effectively, as citizenship skill (...) development for democratic societies. To teach twenty-first-century citizenship skills, we maintain, is to teach sustainability skills. This entails educating and empowering students to grapple intellectually and practically with the interdependent social, environmental, and economic challenges that define their current circumstances and future prospects. Environmental political theory can and should become more relevant to sustainability studies programs, primarily by strengthening its mission of engaged theory through the cultivation of experiential learning opportunities. The paper seeks to show that there is a distinctive and consistent method in the political thought of Hannah Arendt. It is argued that this method constitutes a salutary and potentially challenging alternative to conventional approaches in contemporary political theory. In contrast with approaches that adopt an unfortunately abstracted standpoint, resulting from the insistence that political theory answer formally to the requirements of philosophy, Arendt adopts a more mediated and phenomenologically sensitive standpoint. Rejecting influential attributions (...) to Arendt of a method resting on the use of narrative form, the paper identifies key mediations — epistemological and temporal — expressed in modulations of the theoretical voice which mark out Arendt's approach as one which aims at 'saving the appearances' of the public realm. These mediations are identified, explored and exemplified by reference to a number of Arendt's key works. This way of characterizing Arendt's distinctive method is then used to shed light on the question of the 'missing' normative dimension to her work. In this revised edition of his 1979 classic Political Theory and International Relations, Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. Beitz postulates that a (...) theory of international politics should include a revised principle of state autonomy based on the justice of a state’s domestic institutions, and a principle of international distributive justice to establish a fair division of resources and wealth among persons situated in diverse national societies. On one level, the idea here is simple: organise people into small groups and see how they react to different ways of doing politics. On another, it is more challenging: evaluate different political principles by seeing how people behave when they have to work with them. Do they, for example, become more or less engaged as we alter the number of chairing roles, debates, and votes? Do they stick around longer in-person or online? Do they come back more or (...) less often when key powers are distributed by lottery? There is then a focus here, not on the decisions participants make, as found in ‘X-Phi’ and deliberative-democracy experiments, but rather on the process by which they came to make those decisions. We want to know how they found that process as a way of doing politics. Or, more precisely, how they reacted to the institutions and in turn principles those processes represent, because, if we know that, we also know something fundamental about the value of those principles. This book challenges the dominant approach to problems of justice in global normative theory and offers a radical alternative designed to transform our thinking about what kind of problem injustice is and how political theorists might do better in understanding and addressing it. It argues that the dominant approach, ideal moral theory (IMT), takes a fundamentally wrong-headed approach to the problem of justice. IMT seeks to work out what an ideally just society would look like, and only (...) then outlines our moral obligations in realizing that ideal. In other words, it ignores the realities of everyday politics. As Michael Goodhart asserts, IMT postpones engagement with actually existing injustices and distorts our understanding of them, and it normalizes many problematic features of our world. On the other hand, the leading alternatives to IMT struggle to make sense of the role values play in politics. This book sees justice as an ideology and develops an innovative bifocal theoretical framework for making sense of it. This framework provides two complementary perspectives on justice: a theoretical perspective that situates competing ideological claims about justice in a broader political context and a partisan perspective that evaluates the structure and coherence of particular conceptions of justice. As opposed to IMT, it focuses on barriers to justice and advocates an activist political theory that takes sides in political struggles against injustice. Goodhart argues that theorists can help to generate the countervailing power necessary for social transformation through the work of articulation, translation, and mapping, work which contributes to a more comprehensive social science of injustice. Carens’ book covers a wide range of issues concerning the ethics of immigration, and although he is best known as a theorist of open borders that argument takes up a relatively small part of the book, and is indeed a small part of his writing on immigration. In this essay, I examine the relationship the radical arguments for open borders, and the more contextual arguments about specific issues such as birthright citizenship, naturalisation and temporary workers which fall short of that (...) radical position. This relationship is complex, and reveals that, although this is a highly readable and accessible book, it rests upon a highly complex method of doing political theory. I critically examine that method and look at the problems it raises for the relationship with political theory and activism. I ask what role the radical arguments for open borders are supposed to play in the public sphere, and, in the end, what role political theorists are supposed to play in that sphere. (shrink)

Political theory, sometimes also called “normative political theory”, is a subfield of the disciplines of philosophy and political science that addresses conceptual, normative, and evaluative questions concerning politics and society, broadly construed. Examples are: When is a society just? What does it mean for its members to be free? When is one distribution of goods socially preferable to another? What makes a political authority legitimate? How should we trade off different values, such as liberty, (...) prosperity, and security, against one another? What do we owe, not just to our fellow citizens, but to people in the world at large? In this article, we review the methodology of a core branch of contemporary political theory: the one commonly described as “analytic” political theory. In Section 1, we briefly demarcate the scope of political theory. In Section 2, we comment on the analysis of political concepts. In Section 3, we introduce the notions of principles and theories, as distinct from concepts. In Section 4, we discuss the methods of assessing such principles and theories, for the purpose of justifying or criticizing them. In Section 5, we review a recent debate on how abstract and idealized political theory should be. In Section 6, finally, we discuss the significance of disagreement in political theory. Although we cover established ground, we do so from an angle that will be somewhat unfamiliar to at least some political theorists – namely an angle inspired by the philosophy of science. We have chosen this angle with a view to systematizing the activity of analytic political theorizing so as to make its connections with other fields of philosophy and positive science more transparent. Are women's movement and feminist theories still connected to radical politics and the interest in changing social inequalities, when feminism has been `institutionalized', for instance in the academia, and has become a mainstreaming issue in social policies? This main question was put to eminent feminist scholars, with the aim of investigating the renewed critical role of international feminism and women's/gender studies in society, science, information, education and research. A reconstruction of the main changes which have occurred to women's movements and (...) feminist theories in the last decades were the core of the interview, stressing differences and disagreement, also in relation to the new sociopolitical claims, supported by younger generations. The conclusion was that feminism has not lost its historical political mission, even though the world scenario and ideologies have dramatically changed. Indeed, feminism has become transcultural and `glocal', facing new socioeconomic inequities induced by globalization both in western societies and countries in development, confronting with the transformation of collective/gender identities and questioning the increasing importance of technologies. What is the role of political theory in the real world of politics? Opinions have varied about this, ranging from Plato’s arguments for philosopher‐kings to Marx’s relegation of political philosophy to the realms of mere ideology. This paper contrasts the competing claims of intellectualism vs pragmatism in politics. It explores the ends/means relation as one account of how ideas and actions might be connected. This relation is found to be inadequate, and with it the more ambitious claims (...) of intellectualism. Political theory matters. But why? Unfortunately, this simple claim about the importance of political theory may be controversial. This is because it runs contrary to what we might call a common misconception dominant in many informal circles that real world impact is the stuff of other sub-disciplines in political science and not made to order for political theorists. If we search for examples of politics as practiced, then too often an orthodox perspective for many (...) political scientists is that theorists are expected to always come up short. One implication is that this orthodox view favours those sub-disciplines believed to offer some contribution to politics as practiced above the perceived importance of political theorists to politics as understood. -/- This contributes to a significant challenge for political theory. The perceived inability to contribute substantially to politics as practiced is not only a belief about political theory’s failure to engage with politics on the ground, but can undermine the one domain theorists are thought to have relevance, namely, to our understanding of politics if only abstractly. Some might argue: if political theorists cannot engage with the world and change it, then does political theory even matter? -/- This exceptionalism about political theory has additional negative effects. The launch of the so-called ‘impact agenda’ in British higher education is a recent example. The concern is that political theory is by its nature abstract and often thought to be substantially impractical. Political theorists more readily apply themselves to the consideration of ideas, but not always their relation to practices. The problem is that it has become more common to require evidence of research impact in funding applications and research assessments of departments. Political theorists are disadvantaged by this development and the impact agenda may threaten its future. In fact, this orthodox view is not only shared widely by most non-political theorists, but even by many political theorists, too. -/- The orthodox view rests on a deep misunderstanding about the relation between ideas and practices. Political theorists can – and often do – affect practice. I offer a defence of political theory and its impact in this contribution. I will argue that the primary obstacle for political theorists is overcoming scepticism about the kind of impact theorists may offer. The issue is not about whether political theorists create impact, but rather the kinds of impact we should expect from political theorists. -/- This chapter present the impact that political theory has made and the opportunities for future work. It will consider the contributions made by leading political theorists to policy debates, the lessons learned from their successes, and how political theorists might further pursue existing and new opportunities to develop impact. The discussion will close with consideration of several potential threats that theorists should become more aware of in order to best avoid them. This seminal work by political philosopher C.B. Macpherson was first published by the Clarendon Press in 1962, and remains of key importance to the study of liberal-democratic theory half-a-century later. In it, Macpherson argues that the chief difficulty of the notion of individualism that underpins classical liberalism lies in what he calls its "possessive quality" - "its conception of the individual as essentially the proprietor of his own person or capacities, owing nothing to society for them." Under such (...) a conception, the essence of humanity becomes freedom from dependence on the wills of others; society is little more than a system of economic relations; and political society becomes a means of safeguarding private property and the system of economic relations rooted in property. As the New Statesman declared: "It is rare for a book to change the intellectual landscape. It is even more unusual for this to happen when the subject is one that has been thoroughly investigated by generations of historians.... Until the appearance of Professor Macpherson's book, it seemed unlikely that anything radically new could be said about so well-worn a topic. This paper takes as a starting point William Ophul's claim that the last 450 years amount to an ‘era of exception’ in terms of resource availability. Ophuls suggests that it is no accident that this exceptional era of abundance coincides with the birth and development of liberalism – that liberalism, in other words, would not/could not have occurred without the conditions provided by this era of exception. Some of the ways in which this suggestion might be critically examined are discussed, (...) and attention is drawn to one of its more interesting implications: if liberalism depends on abundance, what kind of political theory do we need if we are entering a new era of scarcity (‘peak oil/peak everything’)? The year 2020 has been a very trying one for many people, and universities have not been exempted from the challenges it has posed. There are real concerns that the effects of COVID-19 could lead to a lost generation of academic researchers. At the same time, this has been an unusually fecund period for the field of ethics and international affairs. New ideas regarding the relationship between politics and ethics have come to light, with implications for how we think about (...) what ethics actually comprises. This essay seeks to take stock of this moment by considering the contributions to the field made by four recently published books. It concludes that we are observing a trend toward a more expansive way of thinking about ethics, one that has significant implications for how we approach the task of international relations scholarship. As political theorists address the parochial foundations of their field, engagement with the Indigenous traditions of Turtle Island is overdue. This article argues that theorists should approach such engagement with caution. Indigenous nations’ politics of knowledge production may differ from those of de-parochializing political theorists. Some Indigenous communities, in response to violent histories of knowledge extraction, have developed practices of refusal. The contemporary movement of resurgence engages Indigenous traditions of political thought toward the end of promoting Indigenous (...) intellectual and political sovereignty and self-determination. These practices demonstrate a commitment to epistemic justice that is imperfectly aligned with, and potentially opposed to, inclusion-oriented projects like comparative political theory. If political theorists are to de-parochialize political theory by incorporating Indigenous traditions, they must do so in ways that are respectful of Indigenous peoples’ own struggles for epistemic justice. This can be achieved by drawing on and deepening practices of reflexivity exhibited in leading comparative political theory scholarship, and by allowing Indigenous treaty relationships to set the terms of the encounter. While political economic perspectives of urban globalization tend to generalize the economic pressures upon socio-political transformations of cities, recent European research has stressed the institutional context of urban collective action. However, the structural bias of the European city model merely complements the criticized economization by a culturalist essentialization of urbanity, and thus fails to conceptualize political agency. In order to elaborate the theoretical foundations of a political counterhypothesis to urban globalization, this article clarifies the different historical (...) and normative conceptions of institutional structure and agency in the urban context. Most research of cities implies — more or less implicitly — a common urban ideal which associates centrality with a local integration potential of plural societies. However, distinguishing between a historically embedded empirical category, a normative model of public space, and an analytical ideal-type of political agency helps to overcome the static structural conception of an essentially European urban culture and problematizes the role of knowledge models in reflectively constructing urban realities. Therefore, a dynamic and contextual relation between political economic functions, historic heritage, and normative frames might contribute to an open-ended comparative framework of urban collective action that can be applied to any ordinary city across and beyond Europe. Although Western intellectual traditions continue to dominate academic journals and course syllabi in political theory, up-and-coming contributions of 'comparative political theory' are rapidly transforming the field. Deparochializing Political Theory creates a space for conversation amongst leading scholars who differ widely in their approaches to political theory. These scholars converge on the belief that we bear a collective (...) responsibility to engage and support the transformation of political theory. In these exchanges, 'deparochializing' political theory emerges as an intellectual, educational and political practice that cuts across methodological approaches. How should political theorists go about their work if they are democrats? Given their democratic commitments, should they develop theories that are responsive to the views and concerns of their fellow citizens at large? Is there a balance to be struck, within political theory, between truth seeking and democratic responsiveness? The article addresses this question about the relationship between political theory, public opinion and democracy. I criticize the way in which some political theorists have (...) appealed to the value of democratic legitimacy in an attempt to justify a more opinion-sensitive approach to their work. Specifically, I identify a problematic model in the existing literature, which I term ‘democratic restraint’: an approach on which the theorist moderates her normative principles in response to evidence about public attitudes in order to enhance the legitimacy of her account. This model renders the discipline newly vulnerable to an otherwise misguided objection that political theory seeks to pre-empt democratic politics. I trace the problem with the democratic restraint model to its flawed underlying conception of democratic legitimacy. The article then outlines a more appealing ‘democratic underlabourer’ view of the status of political theory and draws out the implications of this alternative account for the role of public opinion. One of the exciting developments in political theory in the last decades is that the boundaries of the discipline gradually but vigorously expanded beyond “the West,” as evident in the rise of work that is often labeled “comparative.” Basic to this shift is the recognition that various thinkers, ideas, and contexts—usually marked as “non-Western”—have been peripheral to, and remain marginalized in, the discipline of political theory. However, the discipline’s framing of the “comparative” as the study of (...) “non-Western political thought” tends to take for granted the boundary between “West” and “non-West.” The primacy of this assumed correspondence between “comparative” and “non-Western” is most visible and problematic in the ongoing institutionalization of the “comparative turn.” I understand comparative political theory as an immanent critique of political theory: the discipline presents itself as global, but in practice it is too often confined to studying a few places, histories, and bodies of knowledge. The “comparative” calls for political theorists to more reliably study politics and power anywhere. To take “comparative” to mean the study of equivalent, coherent forms of “non-Western” otherness is to elide the historicity of “the Western” and the ways in which it has been made in relation to non-Europeans.
