What happens now is that we (by which I mean the West) eradicate state sponsored terrorism. And we can achieve that only by replacing all political systems that perpetrate or collaborate with terrorism, by systems that respect human rights both domestically and internationally.

Choices confront us with questions. How we act depends on our answers to those questions. So the way our beliefs guide our choices is not just a function of their informational content, but also depends systematically on the questions those beliefs address. This paper gives a precise account of the interplay between choices, questions and beliefs, and harnesses this account to obtain a principled approach to the problem of deduction. The result is a novel theory of (...) belief-guided action that explains and predicts the decisions of agents who, like ourselves, fail to be logically omniscient: that is, of agents whose beliefs may not be deductively closed, or even consistent. Wi niewski characterizes semantic relations which determine validity of these inferences within the framework of Minimal Erotetic Semantics, applicable to a wide range of formal languages. He elaborates in detail the concept of erotetic search scenario, a tool for modelling problem solving. Moreover, the author presents some applications of Inferential Erotetic Logic in proof theory. Andrzej Wi niewski is one of the most prominent contemporary researchers in the logic of questions. This paper considers what a human rights–based approach to the use of social listening to counter infodemics during a serious health threat might entail, using COVID-19 as a primary example. The paper considers social listening in the context of human rights including health, life, free speech, and privacy, and outlines what a rights-compliant form of social listening to infodemics might entail. The paper argues that human rights offer guardrails against illicit and unethical forms of social listening as well as signposts (...) towards a more equitable, ethical, and effective public health tool. The paper first expands on the human rights dimensions of COVID-19, infodemics, and social listening. Second, it considers the human rights dimensions of social listening in relation to rights to health, life, and free speech, given international human rights law principles for limiting these rights. Finally, using this framework, the paper poses four key questions to frame a rights-based approach to social listening: Why do we listen? How do we listen? Who do we listen to and who is doing the listening? And what are the outcomes of such listening? (shrink)

In them Bochkovsky addresses the topic of nation-building, where he examines its main and essential aspects.

This book is a study in the logic of questions (sometimes called erotetic logic). The central topics in erotetic logic have been the structure of questions and the question-answer relationship. This book doesn't neglect these problems, but much of it is focussed on other issues. The main subject is the logical analysis of certain relations between questions and the contexts of their appearance. And our aim is to elaborate the conceptual apparatus of the inferential approach to the (...) logic of questions. Questions are asked for many reasons and for different purposes. Yet, before a question is asked or posed, a questioner must arrive at it. In many cases arriving at a question resembles coming to a conclusion: there are some premises involved and some inferential thought processes take place. If we agree that a conclusion need not be "conclusive", we may say that sometimes questions can play the role of conclusions. But questions can also perform the role of premises: we often pass from some "initial" question to another question. In other words, there are inferential thought processes - we shall call them erotetic inferences - in which questions play the roles of conclusions or conclusions and premises. Of all the species that live on this planet, as far as we know, man is the only one capable of awareness; observing the sky, understanding its beauty, and asking questions about the meaning of life and that of death, on the beginning and the end, both about the Universe and man himself. The questions range in all directions: why is there something instead of nothing? Who is the architect of reality, and why does it appear to us (...) as it does, rather than in some other way? What's the point of all this? Where does life originate, and what are the origins of the Universe that encompasses it? This book aims to introduce and address the questions that are often asked and answer with the knowledge that science provides us. Where does all the matter we are made of come from and what constitutes the Universe? Is it true that there is matter and energy whose existence can be intuited only indirectly, as the existence of the wind is deduced from leaves' motion? Einstein was right in his revolutionary description of reality, on nature of space and time, inextricable units in their apparent dichotomy. Does each observer truly observe a 'different' time from another observer? Can we move back and forth in the time? How space and time are modified by astronomical objects such as black holes, and what is the nature of the latter? Will time and the Universe end and how did they originate? The Universe is incredibly vast, housing hundreds of billions of galaxies within the observable Universe alone. Beyond what we can observe, there may exist an unimaginably vast expanse that extends infinitely and beyond our imagination. Our Universe, enormous as it may be, is not the only one. That's all predicted by certain cosmological and physical theories. Is life unique to Earth, or does the Universe harbor other forms of life that remain undiscovered to us? Finally, we are confronted with the most intriguing and elusive question of all: was all of this deliberately planned by some higher power, or is it merely a result of natural processes? Each of these questions touch on a fundamental aspect of our perception of the Universe and our quest to comprehend humanity's place in the cosmos. (shrink)

Many epistemologists endorse true-belief monism, the thesis that only true beliefs are of fundamental epistemic value. However, this view faces formidable counterexamples. In response to these challenges, we alter the letter, but not the spirit, of true-belief monism. We dub the resulting view “inquisitive truth monism”, which holds that only true answers to relevant questions are of fundamental epistemic value. Which questions are relevant is a function of an inquirer’s perspective, which is characterized by his/her interests, social role, (...) and background assumptions. Using examples of several different scientific practices, we argue that inquisitive truth monism outperforms true-belief monism. (shrink)

In common with a number of other authors I believe that there has been a paradigm shift in the psychology of reasoning, specifically the area traditionally labelled as the study of deduction. The deduction paradigm was founded in a philosophical tradition that assumed logicality as the basis for rational thought, and provided binary propositional logic as the agreed normative framework. By contrast, many contemporary authors assume that people have degrees of uncertainty in both premises and conclusions, and reject binary logic (...) as a workable normative system. I discuss a number of questions and challenges for this new psychology of reasoning, including the following: (a) Do we need an alternative normative system, such as Bayesianism, for the new paradigm? (b) Is there any longer a clear distinction between the study of deductive and inductive reasoning, the latter having its own tradition and literature? (c) Precisely how is the integrated study of reasoning and decision making facilitated by the new paradigm? (d) What difficulties with dual-processing approaches need to be resolved, if they are to take us forward? (shrink)

In recent years, the logic of questions and dependencies has been investigated in the closely related frameworks of inquisitive logic and dependence logic. These investigations have assumed classical logic as the background logic of statements, and added formulas expressing questions and dependencies to this classical core. In this paper, we broaden the scope of these investigations by studying questions and dependency in the context of intuitionistic logic. We propose an intuitionistic team semantics, where teams are embedded within (...) intuitionistic Kripke models. The associated logic is a conservative extension of intuitionistic logic with questions and dependence formulas. We establish a number of results about this logic, including a normal form result, a completeness result, and translations to classical inquisitive logic and modal dependence logic. (shrink)

The set Q of experimental questions is, in classical mechanics, a Boolean algebra, and in quantum mechanics an orthomodular lattice (and also a transitive partial Boolean algebra). The question is raised: can we specify a priori what algebraic structure Q must have in any theory whatsoever? The rapid development of vaccines against COVID‐19 represents a huge achievement, and offers hope of ending the global pandemic. At least three COVID‐19 vaccines have been approved or are about to be approved for distribution in many countries. However, with very limited initial availability, only a minority of the population will be able to receive vaccines this winter. Urgent decisions will have to be made about who should receive priority for access. Current policy in the UK appears to take the (...) view that those who are most vulnerable to COVID‐19 should get the vaccine first. While this is intuitively attractive, we argue that there are other possible values and criteria that need to be considered. These include both intrinsic and instrumental values. The former are numbers of lives saved, years of life saved, quality of the lives saved, quality‐adjusted life‐years (QALYs), and possibly others including age. Instrumental values include protecting healthcare systems and other broader societal interests, which might require prioritizing key worker status and having dependants. The challenge from an ethical point of view is to strike the right balance among these values. It also depends on effectiveness of different vaccines on different population groups and on modelling around cost‐effectiveness of different strategies. It is a mistake to simply assume that prioritizing the most vulnerable is the best strategy. Although that could end up being the best approach, whether it is or not requires careful ethical and empirical analysis. (shrink)

This talk is based on Krifka (2001). Its topic is the interpretation of quantifiers in questions. I will use English data for illustration, but the phenomena to be discussed appear to be general enough to be relevant for other languages as well, at least those languages that have nominal quantifiers.

Philosophers and scientists are concerned with the why and the how of things. Questions like the following are so much grist for the philosopher’s and scientist’s mill: How can we be free and yet live in a deterministic universe?, How do neural processes give rise to conscious experience?, Why does conscious experience accompany certain physiological events at all?, How is a three-dimensional perception of depth generated by a pair of two-dimensional retinal images?. Since Belnap and Steel’s pioneering work on (...) the logic of questions, Van Fraassen has managed to apply their approach in constructing an account of the logic of why-questions. Comparatively little, by contrast, has been written on the logic of how-questions despite the apparent centrality of questions such as How is it possible for us to be both free and determined? to philosophical enterprise.1 In what follows I develop a logic for how-questions of various sorts including how-questions of cognitive resolution, how-questions of manner, how-questions of method, of means, and of mechanism. We begin by considering how questioning as a discursive practice is a central vehicle for constructing social worlds and reflecting existing ones. Then we describe the different ways questions and question have been defined, typologized, and critiqued, in general and within seven institutions including policing, the courts, medicine, therapy, research interviews, education, and mediated political exchanges. Thomas Aquinas was one of the greatest of the medieval philosophers. His Summa Theologiae is his most important contribution to Christian theology, and one of the main sources for his philosophy. This volume offers most of the Summa's first 26 questions, including all of those on the existence and nature of God. Based on the 1960 Blackfriars translation, this version has been extensively revised by Brian Davies and also includes an introduction by Brian Leftow which places the questions (...) in their philosophical and historical context. The result is an accessible and up-to-date edition of Aquinas' thoughts on the nature and existence of God, both of which have continuing relevance for the philosophy of religion and Christian theology. This paper tries to show that although Carnap's distinction between internal and external questions in terms of a linguistic framework is philosophically important, and that although metaphysical questions are, as Carnap claims, external questions, Carnap's conclusion that all meaningful metaphysical questions are practical questions about language is not justified. This is done in three steps. First, it is argued that it is plausible to suppose that there is for languages a kind of external question other (...) than the one kind Carnap specifies, because “language games” are like the game of chess in important ways and there seems to be such a kind of question for chess. Second, it is shown that at least some metaphysical questions can quite reasonably be interpreted as being of this kind. Third, reasons are given for rejecting Carnap's grounds for claiming that there is only one kind of external question. (shrink)

Following W.V. Quine’s lead, many metaphysicians consider ontology to be concerned primarily with existential questions of the form, “What is there?”. Moreover, if the position advanced by Rudolf Carnap, in his seminal essay, “Empiricism, Semantics, and Ontology ”, is correct, then many of these existential ontological questions ought to be classified as either trivially answerable or as “pseudo-questions”. One may justifiably wonder, however, whether the Quinean and Carnapian perspective on ontology really does justice to many of the (...) most central concerns of this discipline. This chapter argues, by considering a particular ontological dispute between two different kinds of trope theorists, that some of the most interesting and important debates which properly belong to the study of being, whether we call it “metaphysics” or “ ontology ”, do not concern existential questions at all; rather, such disputes in some cases focus on non-existential disagreements over questions of fundamentality. Memory blunting is a pharmacological intervention that decreases the emotional salience of memories. The technique promises a brighter future for those suffering from memory-related disorders such as PTSD, but it also raises normative questions about the limits of its permissibility. So far, neuroethicists have staked out two primary camps in response to these questions. In this paper, I argue both are problematic. I then argue for an alternative approach to memory blunting, one that can accommodate the considerations that (...) motivate rival approaches even while avoiding the problems these rivals face. In addition to arguing for this primary thesis, the paper also aims to suggest something about neuroethics generally: despite what some neuroethicists claim, new discoveries in neuroscience may not typically upend traditional views of morality. Rather, discoveries in neuroscience often provide us with new occasions to reflect on enduring questions about what it means to be human. (shrink)

In light of the problem of logical omniscience, some scholars have argued that belief is question-sensitive: agents don't simply believe propositions but rather believe answers to questions. Hoek (2022) has recently developed a version of this approach on which a belief state is a "web" of questions and answers. Here, we present several challenges to Hoek's question-sensitive account of belief. First, Hoek's account is prone to very similar logical omniscience problems as those he claims to address. This is a translation of three philosophical questions raised by Tusi (1201–1274) in his letter to Khusrawshahi (1184-1254). These critical questions are related to three main fields of philosophy: Philosophy of Nature, Philosophical Psychology (or Philosophy of the Soul) and Philosophical Theology which is traditionally subsumed as one of the proper subtopics of Metaphysics. Although Tusi did not receive any recorded response from Khusrawshahi, his short letter attracted considerable scholarly attention and received some remarkable responses, in later Islamic (...) philosophy and thus provided an exemplar of the traditional technique of debating by way of “question-answer” correspondence.
