Background Traditional top-down national regulation of internationally mobile doctors and nurses is fast being rendered obsolete by the speed of globalisation and digitisation. Here we propose a bottom-up system in which responsibility for hiring and accrediting overseas staff begins to be shared by medical employers, managers, and insurers. Discussion In this model, professional Boards would retain authority for disciplinary proceedings in response to local complaints, but would lose their present power of veto over foreign practitioners recruited by employers who (...) have independently evaluated and approved such candidates' ability. Evaluations of this kind could be facilitated by globally accessible National Registers of professional work and conduct. A decentralised system of this kind could also dispense with time-consuming national oversight of continuing professional education and license revalidation, which tasks could be replaced over time by tighter institutional audit supported by stronger powers to terminate underperforming employees. Summary Market forces based on the reputation (and, hence, financial and political viability) of employers and institutions could continue to ensure patient safety in the future, while at the same time improving both national system efficiency and international professional mobility. One can only agree with Editor John R. Silber's observation on this little volume that it is "the finest introduction to Jaspers' own comprehensive philosophy...." Overshadowed in this country by the great attention currently given to Heidegger, the importance and power of Jaspers' thought has not yet been appreciated by English-speaking philosophers. Far from being opposed to the natural sciences, Jaspers-who began his intellectual life as a psychiatrist--says that without a grasp of science the philosopher is "like a blind (...) man." The properly philosophical subject matter, however, is the realm that inevitably eludes and "transcends" the scientific approach to man and natural objects. This he calls the "encompassing." The three lectures which compose The Philosophy of Existence, which was written after the publication of the three volumes of Philosophie and the composition of most of Von der Wahrheit, range over the whole of Jaspers' philosophical work. The first lecture concerns "The Being of the Encompassing"; the second, "Truth," which like the Encompassing is a continually receding ideal and so incapable of definitive articulation. The last deals with "reality," an ultimate which is grasped only in "ciphers" or symbols which are always able to be replaced by more adequate symbols. The Introduction and translation by Richard Gradau are marvelously done. The lectures themselves, delivered in 1937, were Jaspers' last public appearance, made shortly after his dismissal from his post at Heidelberg by the National Socialists.--J. D. C. (shrink)

We introduce a novel transdisciplinary conceptual framework that revolves around concepts of 'lenses' and 'tensions' to help navigate value diversity. First, we consider the notion of lenses: perspectives on value and valuation along diverse dimensions that describe what values focus on, how their sociality is envisioned, and what epistemic and (...) procedural assumptions are made. We characterise fourteen of such dimensions. This provides a foundation for exploration of seven areas of tension, between: (1) the values of individuals vs collectives; (2) values as discrete and held vs embedded and constructed; (3) value as static or changeable; (4) valuation as descriptive vs normative and transformative; (5) social vs relational values; (6) different rationalities and their relation to value integration; (7) degrees of acknowledgment of the role of power in navigating value conflicts. In doing so, we embrace the 'mess' of diversity, yet also provide a framework to organise this mess and support and encourage active transdisciplinary collaboration. We consider the potential impact of Computer Supported Cooperative Work, with special reference to large technically advanced projects involving several organizations. It is vital that such projects are managed efficiently, without delays, since a product that reaches the market a few months earlier than its competitors enjoys a great advantage. Traditional methods of coordinating large projects, based on hierarchical communication, tend to produce delays, since technicians at remote sites are obliged to solve coordination problems by passing them up the hierachy. It would be better if such problems were solved by improvising conferences among the technicians; Computer Supported Cooperative Work will provide the technical means of implementing this heterarchical style of management without losing control of the project. RICHARD RORTY has written one of the most important and challenging books to be published by an American philosopher in the past few decades. Some will find it a deeply disturbing book while others will find it liberating and exhilarating—both, as we shall see, may be right and wrong. Not since James and Dewey have we had such a devastating critique of professional philosophy. But unlike James and Dewey, who thought that once the sterility and artificiality of professional—and indeed (...) much of modern philosophy since Descartes—had been exposed, there was an important job for philosophers to do; Rorty leaves us in a much more ambiguous and unsettled state. I will examine Rorty’s book from a variety of perspectives, beginning with a general overview and then moving to more finely meshed descriptions. My aim is not only to illuminate the power and subtlety of Rorty’s analysis and to show its inner unity, but to locate basic issues that are left unresolved. (shrink)

Like many contemporary philosophers of science, we consider this to be a mistake. There is two-way traffic between philosophical and scientific ontologies; the more we learn about what there actually is, the more we learn about what can be and what must be, and vice versa. In the De potentia, Thomas Aquinas runs a series of disputations on the power of God. The treatise considers ten questions related to God's power to create external things, namely the universe, angels, and human beings. His explanation of creation here is the most developed treatment found in any of his writings, but the principal purpose of the work is to analyze the internal life of God--that is, the Trinity. According to Aquinas, we predicate the Persons of the (...) Trinity as relations, not as absolute things, and he examines the processions of the Son and the Holy Spirit in the light of reason. The complete De potentia is a very long document. In this new translation, Fr. Richard Regan offers an abridged version that passes over some of the full text while retaining what is most important when it comes to following the flow of Aquinas's thought. (shrink)

For most of this past century, scholarship on the topics of personal- ity and emotion has emerged from the humanities and social sciences. In the past decade, a remarkable change has occurred in the influence of neuro- science on the conceptualization and study of these phenomena. This article ar- gues that the categories that have emerged from psychiatric nosology and descriptive personality theory may be inadequate, and that new categories and dimensions derived from neuroscience research may produce a more tractable (...) parsing of this complex domain. The article concludes by noting that the dis- covery of these biological differences among individuals does not imply that the origins of these differences lie in heritable influences. Experiential shaping of the brain circuitry underlying emotion is powerful. Arneson BENTHAMITE UTILITARIANISM AND HARD TIMES IT is commonly understood that Dickens's vaguely specified criticisms of the "Hard Facts" philosophy in Hard Times are intended as criticisms of Benthamite Utilitarianism. It is also commonly held that, on the level of theory at any rate, Dickens's criticisms are in the form of caricature so crudely painted as almost entirely to misrepresent its object. ' It would be (...) foolish to deny the presence of bathos, flat caricature, and stereotyped sentiment in this novel, or for that matter in any of Dickens's novels. But alongside the flamboyantly bad there is much stronger and subtler material. In this paper I examine the criticisms of Utilitarianism in Hard Times, and argue that Dickens's arguments possess more cogency than he is usually given credit for. It will turn out that much of the intellectual interest of the novel derives from the tension between what Dickens says to us in authorial sermons and what he shows us in the structure of his plot. One complaint Dickens offers is that Utilitarians like Thomas Gradgrind oppose fact to fancy and, in their gross worship of fact and downcrying of fancy, stifle much in human beings that is essential to their flourishing. The fact-versus-fancy theme is traceable in the novel's handling of education in the Gradgrind school, of the upbringing of the Gradgrind children, and of working-class life in industrial towns such as Coketown. Here as elsewhere Dickens means to present in tandem a criticism of the "Hard Facts" philosophy and of the society which he believed increasingly to be operating on the principles of that philosophy; hence a response to Hard Times must deal with social criticism as well as philosophical critique. What exactly is it that Gradgrind thinking aims to excise from Victorian culture by its campaign against "fancy"? Critics have objected that 60 Richard J. Arneson61 Dickens's notion of fancy comprehends only playful imagination and light-minded amusement and as such cannot bear the heavy burden of argument he rests upon it.2 In many passages of the novel fancy is indeed tantamount to play. But Dickens insists on the significance of fancy for moral education and on the continuity between light fancy and the poetical imagination that heightens moral sensibility. Fancy, nurtured in a child even in the humble pursuits of nursery rhymes and fairy tales, turns into moral imagination in an adult, who is thereby enabled to place himself in thought in the position of another, intuit his way of thinking, sense his feelings, and so acquire the knowledge and the inclination to treat the other with intelligent sympathy. That Gradgrind education frustrates this natural process is Dickens's complaint against it. It is worth calling attention to the similarity between Dickens's complaint against a vaguely discerned spirit of the times and the much more focused criticism urged by J. S. Mill against Bentham in his 1838 essay in London and Westminster Review. Bentham, says Mill, lacked himself, and failed to appreciate, a certain sort of imagination— that which enables us, by a voluntary effort, to conceive the absent as if it were present, the imaginary as if it were real, and to clothe it in the feelings which, if it were indeed real, it would bring along with it. This is the power by which one human being enters into the mind and circumstances of another. This power constitutes the poet, insofar as he does anything but melodiously utter his own actual feelings.... In the final scene of Michel Tournier’s postcolonial novel La Goutte d’or, the protagonist, Idriss, shatters the glass of a Cristobal & Co. storefront window while operating a jackhammer in the working-class Parisian neighbourhood on the Rue de la Goutte d’or. Glass fragments fly everywhere as the Parisian police arrive. In La Goutte d’or, Tournier explores the identity construction of Idriss through a discussion of the role that visual images play in the development of a twentieth-century consciousness of the “Other.” (...) At the beginning of the novel, a French tourist takes a photograph of Idriss during her visit to the Sahara. The boy’s quest to reclaim his stolen image leads him from the Sahara to Marseille, and finally to the Rue de la Goutte d’or in Paris. The Rue de la Goutte d’or remains one the most cosmopolitan neighbourhoods of the city. In Tournier’s novel, the goutte d’or also corresponds to a symbolic object: a Berber jewel. It is the jewel that Idriss brings with him, but which he also subsequently loses upon his arrival in Marseille. From the very moment that the French tourist photographs him, a marginalization of Idriss’s identity occurs. Marginality, quite literally, refers to the spatial property of a location in which something is situated. Figuratively speaking, marginality suggests something that is on the edges or at the outer limits of social acceptability. In this essay, I explore the construction of the marginalized postcolonial self through an examination of the function of visual representation in the development of a postcolonial identity in La Goutte d’or. In the end, I conclude that the construction of a postcolonial identity is based upon fragmentation and marginalization, which ultimately leads its subject to create an identity based upon false constructions. Bernstein THE RAGE AGAINST REASON Recently, a number of phflosophers including Alasdair Maclntyre, Richard Rorty, Paul Ricoeur, and Jean-François Lyotard have reminded us about die centred (and problematic) role of narratives for philosophic inquiry. I say "reminded us" because narrative discourse has always been important for philosophy. Typically, every significant philosopher situates his or her own work by telling a story about what happened before (...) he or she came along— a story that has its own heroes and villains. This is the way in which philosophers are always creating and recreating dieir own traditions and canons. And die stories that they tell are systematically interwoven with what they take to be their distinctive contributions. Consider Aristotle's narrative in die first book of me Mdaphysics about the insights and blindnesses of his predecessors in grasping the multidimensional character of our scientific knowledge of causes. Or — to leap to the contemporary scene — think of the story that logical positivists told us about the confusions and linguistic blunders of most of their predecessors — with a few bright moments of anticipation of their own radical program for reforming phdosophy. Or again, there is the powerfully seductive story diat Husserl tells where the entire history of philosophy is viewed as a teleological anticipation of die new rigorous Wissenschaft of transcendental phenomenology. There is a common rhetorical pattern in these narratives. They tell stories ofanticipations, setbacks, and trials, but they culminate with the progressive realization of truth and reason, which is normally identified with what die philosopher/ storyteller now sees clearly — a "truth" which his or her predecessors saw only through a glass darkly. There is also die genre of philosophic narratives which has become so fashionable in the nineteenth and twentieth centuries and has dramatically reversed diis pattern. They tell of relentless decline, degeneration, catas186 Richard J. Bernstein187 trophe, and forgetfulness. A "classic" instance of this is Nietzsche's geneological unmasking of the "history" of reason, truth, and morality which culminates in the dominance and spread of a pernicious all-encompassing nihilism. But we also find variations of this pattern in Maclntyre's saga of the decline and degeneration of moral phdosophy and moral life since me Enlightenment. And — as we shall see — diis is die way in which Heidegger reads (in his "strong reading") the destiny of Western philosophy and metaphysics which is interwoven with the history of the forgetfulness and concealment of Being. It is not my intention to develop a typology of narrative patterns in philosophy, although I am convinced that such a typology would be extremely üluminating. Rather I want to set a context for what I will attempt to do in this article. For I want to oudine a narrative — or more accurately and modestly — a narrative sketch. Even diough I will be schematic, my tale is a complex one for several reasons. First, because it is a narrative about narratives, specifically narratives which themselves relate stories about the development of reason, or what thinkers such as Weber and Habermas call "rationalization" processes,1 Secondly, because it is a narrative that isolates different story lines, a plot and a counterplot that stand in an uneasy and unresolved tension with each odier. Thirdly, because it is not one of those narratives where all the loose threads are neady tied together at die end — or to switch metaphors, there is no grand Aufhebung because it is essentially an unfinished story. In the spirit of this prologue let me introduce die four main characters ofmyfirst story line, and tell you what I hope to achieve. The names of the main characters are Condorcet, Weber, Adorno, and Heidegger. My aim is to confront some deeply troubling contemporary questions, for I want to understand why today there are so many "voices" screeching about Reason. Why is there a rage against Reason? What precisely is being attacked, criticized, and damned? Why is it diat when "Reason" or "Rationality" are mentioned, they evoke images of domination, oppression, repression, patriarchy, sterility, violence, totality, totalitarianism, and even terror? BackgroundPreprint usage is growing rapidly in the life sciences; however, questions remain on the relative quality of preprints when compared to published articles. An objective dimension of quality that is readily measurable is completeness of reporting, as transparency can improve the reader’s ability to independently interpret data and reproduce findings.MethodsIn this observational study, we initially compared independent samples of articles published in bioRxiv and in PubMed-indexed journals in 2016 using a quality of reporting questionnaire. After that, we performed paired comparisons (...) between preprints from bioRxiv to their own peer-reviewed versions in journals.ResultsPeer-reviewed articles had, on average, higher quality of reporting than preprints, although the difference was small, with absolute differences of 5.0% [95% CI 1.4, 8.6] and 4.7% [95% CI 2.4, 7.0] of reported items in the independent samples and paired sample comparison, respectively. There were larger differences favoring peer-reviewed articles in subjective ratings of how clearly titles and abstracts presented the main findings and how easy it was to locate relevant reporting information. Changes in reporting from preprints to peer-reviewed versions did not correlate with the impact factor of the publication venue or with the time lag from bioRxiv to journal publication.ConclusionsOur results suggest that, on average, publication in a peer-reviewed journal is associated with improvement in quality of reporting. They also show that quality of reporting in preprints in the life sciences is within a similar range as that of peer-reviewed articles, albeit slightly lower on average, supporting the idea that preprints should be considered valid scientific contributions. Public health ethics, like the field of public health it addresses, traditionally has focused more on practice and particular cases than on theory, with the result that some concepts, methods, and boundaries remain largely undefined. This paper attempts to provide a rough conceptual map of the terrain of public health ethics. We begin by briefly defining public health and identifying general features of the field that are particularly relevant for a discussion of public health ethics.Public health is primarily concerned with (...) the health of the entire population, rather than the health of individuals. Its features include an emphasis on the promotion of health and the prevention of disease and disability; the collection and use of epidemiological data, population surveillance, and other forms of empirical quantitative assessment; a recognition of the multidimensional nature of the determinants of health; and a focus on the complex interactions of many factors—biological, behavioral, social, and environmental—in developing effective interventions. The articles in this special section attest to the vibrancy of research on affective dynamics. In this article, I raise a number of fundamental questions about affective chronometry that remain unanswered and largely unasked. These questions are: (a) What is the relation between the time course of positive and negative affect?; (b) What is the relation among measures that operate at different time scales?; (c) What underlies the duration of subjectively experienced emotion?; (d) Which parameters of affective chronometry matter most (...) for psychological and physical health and well-being?; and (e) Which interventions might specifically relieve suffering and promote well-being via impact on affective chronometry? Focusing on her essay “On Violence”, I explain and defend the sharp distinction that Hannah Arendt draws between power and violence. Although fully aware of how power and violence are frequently combined, she argues that they are conceptually distinct – even antithetical. I show how these concepts are related to many other themes in her thinking including politics, action, speech, persuasion, and judgment. I also explore the wider context of the role of violence in her philosophic and political (...) thinking. She challenges not only contemporary and traditional ways of understanding power and violence but provides an important critical perspective for understanding power and violence in the contemporary world. This paper contrasts the morally suspect elements in Marx's comments on relations between men and women in the 1844 Manuscripts with the more sensible and liberal tone of Marx's remarks on the same topic in post-1844 writings. The contrast is used to illustrate the claim that an important moral shift occurs in Marx's thought around 1844, a shift away from the early concern to overcome bourgeois egoism and with it the antagonism between state and civil society, and toward the mature (...) concern to eliminate what are perceived to be unfair inequalities of power among economic agents in a capitalist economy.The concept of alienation articulated in the Manuscripts attempts to combine these disparate concerns, and in consequence Marx's discussion there founders interestingly. Obsessive-compulsive disorder (OCD) is a deeply enigmatic psychiatric condition associated with immense suffering worldwide. Efficacious therapies for OCD, like exposure and response prevention (ERP) are sometimes poorly tolerated by patients. As many as 25 percent of patients refuse to initiate ERP mainly because they are too anxious to follow exposure procedures. Accordingly, we proposed a simple and tolerable (immersive yet indirect) low-cost technique for treating OCD that we call “multisensory stimulation therapy.” This method involves contaminating a rubber hand during the (...) so-called “rubber hand illusion” (RHI) in which tactile sensations may be perceived as arising from a fake hand. Notably, Jalal and Ramachandran (2015), showed that such fake hand contamination during the RHI provokes powerful disgust reactions in healthy volunteers. In the current study, we explored the therapeutic potential of this novel approach. OCD patients (n = 29) watched as their hidden real hand was being stroked together with a visible fake hand; either synchronously (inducing the RHI) (i.e., the experimental condition; n = 16) or asynchronously (i.e., the control condition; n = 13). After 5 minutes of tactile stimulation, the rubber hand was contaminated with fake feces, simulating conventional exposure therapy. Intriguingly, results suggested sensory assimilation of contamination sensations into the body image via the RHI: patients undergoing synchronous stimulation did not report greater contamination sensations when the fake hand was initially contaminated relative to asynchronous stroking. But contrary to expectations, they did so after the rubber hand had been contaminated for 5 minutes; as assessed via disgust facial expressions (a secondary outcome) and in vivo exposure (upon discontinuing the illusion). Further to our surprise, synchronous and asynchronous stroking induced an equally vivid and fast emerging illusion, which helps explain why both conditions initially (5 minutes after initiating tactile stimulation) provoked contamination reactions of equal magnitude. This study is the first to suggest heightened malleability of body image in OCD. Importantly, it may pave the way for a tolerable technique for the treatment of OCD—highly suitable for poorly resourced and emergency settings, including low-income and developing countries with minimal access to high-tech solutions like virtual reality. Recent EEG studies on the early postmortem interval that suggest the persistence of electrophysiological coherence and connectivity in the brain of animals and humans reinforce the need for further investigation of the relationship between the brain’s activity and the dying process. Neuroscience is now in a position to empirically evaluate the extended process of dying and, more specifically, to investigate the possibility of brain activity following the cessation of cardiac and respiratory function. Under the direction of the Center for Healthy (...) Minds at the University of Wisconsin-Madison, research was conducted in India on a postmortem meditative state cultivated by some Tibetan Buddhist practitioners in which decomposition is putatively delayed. For all healthy baseline and postmortem subjects presented here, we collected resting state electroencephalographic data, mismatch negativity, and auditory brainstem response. In this study, we present HB data to demonstrate the feasibility of a sparse electrode EEG configuration to capture well-defined ERP waveforms from living subjects under very challenging field conditions. While living subjects displayed well-defined MMN and ABR responses, no recognizable EEG waveforms were discernable in any of the tukdam cases. (shrink)
