The possibility of a nuclear war that could destroy civilization has influenced the course of international affairs since 1945, suspended like a sword of Damocles above the heads of the world's leaders. The fact that we have escaped a third world war involving strategic nuclear weapons—indeed, that no atomic weapon of limited power has yet been used under battlefield conditions—seems nothing short of a miracle. Revisiting debates on the effectiveness and ethics of nuclear deterrence, Jean-Pierre Dupuy is led to (...) reformulate some of the most difficult questions in philosophy. He develops a counterintuitive but powerful theory of apocalyptic prophecy: once a major catastrophe appears to be possible, one must assume that it will in fact occur. Dupuy shows that the contradictions and paradoxes riddling discussions of deterrence arise from the tension between two opposite conceptions of time: one in which the future depends on decisions and strategy, and another in which every occurring event is one that could not have failed to occur. Self-deception is one of the topics that lends itself best to the task of exploring the possibilities of cross-fertilization between 'continental philosophy' and 'analytic philosophy'. Fifty years ago, in Being and Nothingness, Sartre defined the core notion of 'Bad Faith' as lying to oneself. On the other side of the Atlantic, self-deception has become one of the most exciting puzzles in the philosophy of mind, and a number of paradoxes encountered by the theory of rational choice involve that very same (...) notion. One of the objectives is to show that bridges can be thrown over the gap between the two traditions, but also that both of them make self-deception too intrapsychic and suffer from a serious individualistic bias. There is no science that does not rest on a metaphysics, though typically it remains concealed. It is the responsibility of the philosopher to uncover this metaphysics, and then to subject it to criticism. What I have tried to show is that cybernetics, far from being the apotheosis of Cartesian humanism, as Heidegger supposed, actually represented a crucial moment in its demystification, and indeed in its deconstruction.

Les fondements de la théorie du choix rationnel, dans ses multiples déclinaisons (économie théorique, théorie de la décision, théorie des jeux, théorie de l'action que l'on trouve au cœur de la philosophie analytique, etc.), ne sont plus aussi assurés en cette fin du XXe siècle qu'ils semblaient l'être durant, ou immédiatement après, la Seconde Guerre mondiale, lorsqu'un John von Neumann ou un Leonard Savage en posaient les prolégomènes. A la source des difficultés présentes, on trouve l'ambition croissante de la théorie (...) du choix rationnel d'expliquer, et surtout de fonder, des phénomènes très éloignés du champ à l'intérieur duquel elle s'était d'abord confinée. Le défi le plus grand que le choix rationnel s'est fixé à lui-même est de rendre compte de la possibilité du jugement moral dans un monde d'individus isolés, autonomes et intéressés (et notamment de la promesse, de l'engagement, du contrat, de la parole donnée et tenue, de la menace, de la dissuasion crédible et efficace). C'est en tentant de relever ces défis que les théoriciens ont rencontré sur leur chemin, comme autant d'obstacles inattendus, des paradoxes redoutables. The paper offers an interpretation of the role the concept of nationality plays in John Stuart Mill’s thought. To that purpose, I consider not only his best-known writings, but also those less frequently studied in the academic literature on that issue. The argument benefits from Quentin Skinner’s methodological insights into the study of the history of political thought. In that sense, I focus on Mill’s System of Logic textual revisions. In doing so, I briefly examine Mill’s intellectual and personal relationship (...) with Auguste Comte and hence the influence of positivism on Mill’s social and political thinking. (shrink)

A monster stalks the earth—a sluggish, craven, dumb beast that takes fright at the slightest noise and starts at the sight of its own shadow. This monster is the market. The shadow it fears is cast by a light that comes from the future: the Keynesian crisis of expectations. It is this same light that causes the world’s leaders to tremble before the beast. They tremble, Jean-Pierre Dupuy says, because they have lost faith in the future. What Dupuy (...) calls Economy has degenerated today into a mad spectacle of unrestrained consumption and speculation. But in its positive form—a truly political economy in which politics, not economics, is predominant—Economy creates not only a sense of trust and confidence but also a belief in the open-endedness of the future without which capitalism cannot function. In this devastating and counterintuitive indictment of the hegemonic pretensions of neoclassical economic theory, Dupuy argues that the immutable and eternal decision of God has been replaced with the unpredictable and capricious judgment of the crowd. If such a thing as nanoethics is possible, it can only develop by confronting the great questions of moral philosophy, thus avoiding the pitfalls so common to regional ethics. We identify and analyze some of these pitfalls: the restriction of ethics to prudence understood as rational risk management; the reduction of ethics to cost/benefit analysis; the confusion of technique with technology and of human nature with the human condition. Once these points have been clarified, it is possible to take up (...) some weighty philosophical and metaphysical questions which are not new, but which need to be raised anew with respect to nanotechnologies: the artificialization of nature; the question of limits; the role of religion; the finiteness of the human condition as something with a beginning and an end; the relationship between knowledge and know-how; the foundations of ethics. Although much has been learned about hereditary mechanisms since Gregor Mendel’s famous experiments, gene concepts have always remained vague, notwithstanding their central role in biology. During over hundred years of genetic research, gene concepts have often and dynamically changed to accommodate novel experimental findings, without ever providing a generally accepted definition of the ‘gene.’ Yet, the distinction between ‘regulatory genes’ and ‘structural genes’ has remained a common theme in modern gene concepts since the definition of the operon-model. This distinction is (...) now challenged by recent findings which suggest that, at least in eukaryotes, structural genes may in many situations have a regulatory function that is independent of the function of the gene product (protein or non-coding RNA molecule). An examination of the fundamental role cybernetics played in the birth of cognitive science and the light this sheds on current controversies. The conceptual history of cognitive science remains for the most part unwritten. In this groundbreaking book, Jean-Pierre Dupuy—one of the principal architects of cognitive science in France—provides an important chapter: the legacy of cybernetics. Contrary to popular belief, Dupuy argues, cybernetics represented not the anthropomorphization of the machine but the mechanization of the human. The founding fathers (...) of cybernetics—some of the greatest minds of the twentieth century, including John von Neumann, Norbert Wiener, Warren McCulloch, and Walter Pitts—intended to construct a materialist and mechanistic science of mental behavior that would make it possible at last to resolve the ancient philosophical problem of mind and matter. The importance of cybernetics to cognitive science, Dupuy argues, lies not in its daring conception of the human mind in terms of the functioning of a machine but in the way the strengths and weaknesses of the cybernetics approach can illuminate controversies that rage today—between cognitivists and connectionists, eliminative materialists and Wittgensteinians, functionalists and anti-reductionists. Dupuy brings to life the intellectual excitement that attended the birth of cognitive science sixty years ago. He separates the promise of cybernetic ideas from the disappointment that followed as cybernetics was rejected and consigned to intellectual oblivion. Being a philosopher with a scientific background, I immediately brought them together and tried to reconceptualize the latter in terms of the former. In a sense, I haven't stopped doing that in the last 45 years. That is why I feel (...) fully at home with the goals pursued by the organizers of this conference.I do not believe it is feasible or even desirable to operate the rapprochement between the two disciplines at a global level. The history of cognitive science is exceedingly involved, and the part played by artificial intelligence in it compared to the part played by the neurosciences has varied greatly over time.1 Only a piecemeal approach makes sense. I present here four short case studies that cover the whole period, from the beginnings in cybernetics to today's artificial intelligence (AI).In order to better situate these studies within a broader frame, I propose the diagram in Figure 1. To comment on it would require more time than available for my whole presentation. Let me just say the following. [End Page 1]It is essential to distinguish between two kinds of AI. The first to bear this name was launched by economist Herbert Simon and computer scientist Allan Newell at a Dartmouth conference in 1956. It was based on the premise that thinking is computing, with this computation bearing on sentences of a "language of thought" implementable in a digital computer. It turns out that this AI(1) was progressively substituted from the 1980s onward by an AI(2), which, to some extent, was a return to a fundamental result obtained by cybernetics in 1943. Neurophysiologist Warren McCulloch and mathematician Walter Pitts had constructed a mathematical model of a network of elementary calculators called "neurons" and explored its properties. The capacity to "think" was one of these. It was not situated at the elementary level, as was the case in AI(1), but it emerged at the collective level from the interactions between the neurons.This model was heavily criticized by the supporters of AI(1),2 and its first implementations, in the notorious "Perceptron" in particular (1957), were pitiful failures. However, the emergence of "second-order cybernetics" under the guidance of cybernetician Heinz von Foerster and the theory of complex, self-organizing systems that it helped develop, in cooperation and rivalry with similar efforts in the physical sciences, enabled the neural network model to come to a second life under different names: formal neurons, deep learning, big data, and the like. Together, they constitute AI(2).The following network of influences wouldn't have been possible without its stem, that is, the boxes containing the names of Kurt Gödel and Alan Turing. The former revolutionized logic by showing that reasoning about arithmetic and arithmetic are one and the same, insofar as it is possible to code in a 1-to-1 fashion propositions about integers (for instance, "7 is a prime number") by means of integers. The latter demonstrated that some mechanisms can self-transcend inasmuch as they generate an ensemble of outputs that cannot be defined mechanistically. Later, John von Neumann, who is credited along with Alan Turing with having invented the digital computer, would use this logical possibility to define complexity: A mechanism is complex if it is capable of generating one more complex than itself. The five narratives identified by the DEEPEN-project are interpreted in terms of the ancient story of desire, evil, and the sacred, and the modern narratives of alienation and exploitation. The first three narratives of lay ethics do not take stock of what has radically changed in the modern world under the triple and joint evolution of science, religion, and philosophy. The modern narratives, in turn, are in serious need of a post-modern deconstruction. Both critiques express the limits of humanism. They (...) do not imply, however, that these narratives should not be taken seriously. In particular, the enduring presence of three ancient narratives in laypeople’s symbolic thought is highly significant in terms of the role that the logic of the sacred keeps playing in the workings of modern societies. Lay people’s implicit understanding of how modern technology tends towards catastrophe and apocalypse provides the strongest argument for taking these narratives seriously. (shrink)

This article examines the impact of gender on the relative economic success of microentrepreneurs, their contributions to family income, and the impact of gender ideology and income on household decision making. The concept of economic success is problematized by examining how these businesses, even those of limited assets and income generation, offer women increased autonomy in household budgetary matters and decision making. The analysis draws on data from a representative survey of 201 male and female microentrepreneurs in the Dominican Republic. (...) The findings show that household decision making is influenced by variations in economic power but that gender ideologies structure the direction and extent of this influence, reflected in distinct “gender thresholds,” or the point at which income contributions start to matter. The problem of lying to, or deceiving oneself is currently one of the most debated in analytical philosophy. Now, since analytical philosophers are aware that Sartre defined "bad faith" as lying to oneself, as self-deception, and since moreover they find relatively coherent arguments in Sartre's text, they do not hesitate to include these arguments in their debates, if only to contest them. "To be dead is to be a prey for the living," one reads in Being and Nothing- ness* (p. (...) 695). One imagines Sartre rolling over in his grave. For this philosophy of mind is truly the Other of Sartre's philosophy. Yet, at the price of a treacherous translation, this philosophy gets some thing from Sartre, and perhaps gives him something in return. Utilitarianism is the (...) defendant, charged with vindicating sacrifice. As everyone knows, "justice does not allow that the sacrifices imposed on a few are outweighed by the larger sum ofadvantages enjoyed by many (...) it denies that the loss of freedom for some is made right by a greater good shared by others (Theory 3-4; my emphasis). 2)On the other hand, although the term "sacrifice" pops up again and again throughout the book, you may look up the index: it doesn't figure there. "Sacrifice" is not granted the dignity of a concept. I found that shocking and my curiosity was aroused. Le principe de précaution apparaît cependant incapable de relever ce défi, tant ses fondements conceptuels sont faibles et inadéquats. Throughout the world, events and conjectures in the media, such as the birth and death in the United Kingdom of the cloned sheep Dolly and projects to clone human beings by Korean scientists, by members of the Canadian-based Raelian cult, and by the Italian physician Antinori in an undisclosed country, have galvanized the political will of individual countries to ban human reproductive cloning.Yet, international attempts to harmonize (...) policies in the area of biomedical ethics and human research, such as the 1997 Council of Europe’s Convention on Human Rights and Biomedicine, and most recently, the United Nations’ efforts to adopt an international convention against human reproductive cloning, have been insufficient to trigger a substantial global policy design process on issues relating to these new technologies.
