Bryan Caplan’s The Myth of the Rational Voter treats several immensely important and understudied topics—public ignorance of economics, political ideology, and their connection to policy error—from an orthodox economic perspective whose applicability to these topics is overwhelmingly disproven by the available evidence. Moreover, Caplan adds to the traditional and largely irrelevant orthodox economic notion of rational public ignorance the claim that when voters favor counterproductive economic policies, they do so deliberately, i.e., knowingly. This leads him to assume (without any evidence) (...) that “emotion or ideology” explain mass economic error. Straightforward, unchosen mass ignorance of economic principles—neither “rational” nor “irrational,” but simply mistaken—is a more coherent explanation for economic error, and it is backed up by the vast body of public‐opinion research. Examination of a comprehensive database of political knowledge, constructed from pooled 1988 and 1992 National Election Studies, refutes criticisms that haue sometimes been lodged against standard tests that seem to reveal profound levels of public ignorance. Although most people know something about politics, the typical citizen is poorly informed, and only a small group is very knowledgeable about politics. Differentiating people according to their perceptions of the most important national problem does not reveal pockets of well‐informed “issue publics” among the (...) electorate. The NES data also show that knowledge makes a difference in how people feel about government spending for social‐welfare programs, and in how well citizens were able to connect their partisanship and ideological proclivities to their votes in the 2000 presidential election. Despite a predominantly digital, 21st century music production landscape, analogue hardware professional audio technologies persist. In the discoursal throes of the leading online audio technology message forum Gearslutz, such technologies are routinely objectified, sexualized, fetishized and socialized into gear. Situated in a contemporary critical, interdisciplinary framework of fetish, masculinity and sexuality studies, this research interrogates how audio technologies manufactured and intended for music production contexts become sexy. Applying a mixed-mode methodology, including an intensive discourse, image and material-semiotic analysis of an (...) ‘epic’ sexy gear thread, we collated extensive data about technological fetishization. Sexy gear discourse articulates themes of voyeurism, acquisition, control and animation – linking the fetish value of technological objects and their connoisseurship with the erotic potential of sexualized objects. Such discourses ultimately serve to maintain social order, and become sites for performing the maintenance work of hegemonic masculine formations. This research provides new insights into how hegemonic masculinities depend upon the organization of online and offline sociability around fetishized material objects. Furthermore, our findings align with those of current scholarship focused on representational politics of technoculture. (shrink)

Dynamic, interactive sports require athletes to identify, pick-up and process relevant information in a very limited time, in order to then make an appropriate response. Perceptual-cognitive skills are, therefore, a key determinant of elite sporting performance. Recently, sport scientists have investigated ways to assess and train perceptual-cognitive skills, with one such method involving the use of blurred stimuli. Here, we describe the two main methods used to generate blur and then review the current findings in a sports context. Overall, it (...) has been shown the use of blur can enhance performance and learning of sporting tasks in novice participants, especially when the blur is applied to peripheral stimuli. However, while intermediate and expert level participants are relatively impervious to the presence of blur, it remains to be determined if they are positive effects on learning. In a final section, we describe some of the methodological issues that limit the application of blur and then discuss the potential use of virtual reality to extend the current research base in sporting contexts. ABSTRACT Refugees crossing the Mediterranean Sea in small boats has become a common sight in the media, particularly since the so-called ‘refugee crisis’ in 2015. The number of boats crossing the English Channel between the French and UK coasts has been increasing as other migration routes have been closed down. This article reports the findings of a discourse analysis of 96 UK newspaper articles published in December 2018 when the daily crossings were referred to as a ‘major crisis’. Adopting a (...) broadly critical discursive psychology perspective, we identify the use of three main interpretative repertoires used within the media reporting. Firstly, a ‘secure the borders’ repertoire which positions the UK’s borders as porous and easily breached, secondly, a ‘smuggling is immoral’ repertoire which works to position smugglers as to blame for the current ‘crisis’ and removes responsibility for the crisis from the Government, and finally, a ‘desperate people’ repertoire which worked to position the refugees themselves as vulnerable and in need of protection, but also as people who will engage in risky behaviours. We suggest that the use of these repertoires ultimately functions to obscure the need for safe and legal migration routes to the UK. (shrink)

The topic of the democratic public's limited competence has preoccupied students of democracy for centuries. Anecdotal concerns about the problem reached their peak of sophistication in the writings of Walter Lippmann and Joseph Schumpeter. Not until Philip E. Converse's “The Nature of Belief Systems in Mass Publics” did statistical research overwhelmingly confirm the worst fears of such democratic skeptics. Subsequent work has tended to confirm Converse's picture of a tiny stratum of well‐informed ideological elites whose passionate political debates find little (...) echo, or even awareness, in the mass public. While a great deal of attention has been devoted to “saving” democratic legitimacy from such findings, the Converse‐inspired work of John Zaller (1992) shows how fruitful Converse's basic ideas can be not only in analyzing real‐world political events, but in pulling together and stimulating new lines of research into what moves the “creative synthesizers” of belief systems; into the factors that affect the small numbers of people who grasp such systems and attempt to transmit them to the public; and into the long‐term psychological or cultural sources of the predispositions with which members of the mass public confront the resulting political messages. In this paper, we empirically and conceptually examine how distributed human–machine networks of labour comprise a form of underlying intelligence within Artificial Intelligence (AI), considering the implications of this for Responsible Artificial Intelligence (R-AI) innovation. R-AI aims to guide AI research, development and deployment in line with certain normative principles, for example fairness, privacy, and explainability; notions implicitly shaped by comparisons of AI with individualised notions of human intelligence. However, as critical scholarship on AI demonstrates, this is a limited framing (...) of the nature of intelligence, both of humans and AI. Furthermore, it dismisses the skills and labour central to developing AI systems, involving a distributed network of human-directed practices and reasoning. We argue that inequities in the agency and recognition of different types of practitioners across these networks of AI development have implications beyond RAI, with narrow framings concealing considerations which are important within broader discussions of AI intelligence. Drawing from interactive workshops conducted with AI practitioners, we explore practices of data acquisition, cleaning, and annotation, as the point where practitioners interface with domain experts and data annotators. Despite forming a crucial part of AI design and development, this type of data work is frequently framed as a tedious, unskilled, and low-value process. In exploring these practices, we examine the political role of the epistemic framings that underpin AI development and how these framings can shape understandings of distributed intelligence, labour practices, and annotators’ agency within data structures. Finally, we reflect on the implications of our findings for developing more participatory and equitable approaches to machine learning applications in the service of R-AI. (shrink)

Keeping animals captive in zoos and aquariums is commonly justified by claiming that doing so produces worthwhile consequences in terms of public education and animal conservation. I take a utilitarian approach to the issue, and, after establishing a view on the moral status of animals, assert that these arguments in favor of zoos and aquariums fail. Furthermore, if, as I suspect they are, these two justifications turn out to form the foundation of the argument justifying these institutions, then we ought (...) to seriously reconsider the continued existence of zoos and aquariums altogether. BackgroundA requisite for ethical human subjects research is that participation should be informed and voluntary. Participation during the informed consent process by way of asking questions is an indicator of the extent to which consent is informed.AimsThe aims of this study were to assess the extent to which parents providing consent for children's participation in an observational tuberculosis (TB) research study in India actively participated during the informed consent discussion, and to identify correlates of that participation.MethodsIn an observational cohort study (...) of tuberculosis in infants in South India, field supervisors who were responsible for obtaining informed consent noted down questions asked during the informed consent discussions for 4,382 infants who were enrolled in the study. These questions were post-coded by topic. Bivariate and multivariate analysis was conducted to examine factors associated with asking at least one question during the informed consent process.ResultsIn total, 590 out of 4,382 (13.4%) parents/guardians asked any question during the informed consent process. We found that the likelihood of parents asking questions during the informed consent process was significantly associated with education level of either parent both parents being present, and location.ConclusionsThe findings have implications for planning the informed consent process in a largely rural setting with low levels of literacy. Greater effort needs to be directed towards developing simple participatory communication materials for the informed consent process. Furthermore, including both parents in a discussion about a child's participation in a research study may increase the extent to which consent is truly informed. Finally, continuing efforts need to be made to improve the communication skills of research workers with regard to explaining research processes and putting potential research participants at ease. Over the course of his career, Murray Edelman made one of the few sustained attempts by a theoretically inclined political scientist to explore the effects of the public's overwhelming ignorance of politics. In his early work, he focused on political elites? manipulation of an ignorant public through the deployment of symbolism. In his later work, however, he suggested that even elites are the puppets of their ideologies. His early work has been well received; his later work has gone largely unremarked. (...) In this paper we assess the adequacy of the idea of community as an ideal-typical model against which real organisations and their management might be critically evaluated. Alasdair MacIntyre’s work on practices suggests that some forms of work activity require something more than contractual relationships within organisations: if he is right then perhaps we should acknowledge the importance of some notion of community at work. However, among the criticisms of the community approach are that it ignores issues of power and (...) the inevitable existence in organisations of interest groups based on different values and pursuing different objectives. It can also be seen as ineluctably managerialist and hence incapable of producing a coherent and sustainable account of organisational life. Is ‘community’ just a strategy of social, political or organisational control? Does it assume a particular discourse of political subjectivity, to do with the nature of subjects who exist in communities? We assess the extent to which the idea of community at work is fatally damaged by these objections. (shrink)

The use of Lacanian psychoanalysis in political study has expanded in recent years, however, existing scholarly work focuses on contemporary political issues. Little attempt has been made to apply elements of Lacan’s psychoanalytic theories to moments in political history. This paper is the first to address this. As the popularisation of Lacan in this discipline has largely emerged on the back of the work of Slavoj Žižek, this paper utilises Lacanian theory as interpreted by Žižek. This study selects three aspects (...) of the so-called ‘Chilean Miracle’ and applies elements of Lacanian theory to them to provide fresh insights and understandings. These are: the 1973 coup that replaced Salvador Allende with General Augusto Pinochet as head of state, which is reimagined through Lacan’s ‘Symbolic’; the transition to democracy of 1988-1990, which is submitted to a reinterpretation through Lacan’s ‘transference’; and the reconstruction of the Chilean Socialist Party between 1973 and 1990, which is reinterpreted through Lacanian conceptualisations of ‘desire’. In providing fresh interpretations of these constituent processes of the ‘Chilean Miracle’, this paper demonstrates the validity of ‘taking Lacan back in time’ while simultaneously offering new theoretical approaches to understanding the foundations of contemporary capitalism. Using the taking of the knee by the England men's football team at Euro 2020, this paper looks at political reactions to anti-racist protest. The taking of a knee in other sporting contexts has been met by considerable opprobrium from right-wing politicians and been weaponised as part of a reactionary ‘culture war’ against calls for action to address systemic racial discrimination. This paper offers an analysis of Conservative politicians’ responses to the England players’ actions and to the subsequent negative reactions (...) of fans. After defining soft hate speech and conceptualising booing as a strategy of denial of racism, the analysis reveals three main discursive strategies: delegitimising the players’ protests by linking it to Black Lives Matter; agreeing with the goals of the protests but not the means; and calculated ambivalence towards those who booed. I then show how this allowing of soft hate speech was juxtaposed to a condemnation of hard hate speech. I conclude, firstly, that this relies on a thin understanding of racism as a discursive repertoire rather than as a system of power, and secondly, that the ambivalence towards the booing acted as a gateway for racism. Between 1998 and 2006, a new style of television news consumption was born: “news grazing.” With remote control devices in hand, “grazers” flip through TV news channels in order to find interesting news stories. Approximately three‐fifths of the public graze, and this group tends to be younger than non‐grazers. Grazers are less likely than the rest of the public to follow “hard” news about politics and economics, and, not surprisingly, they are even less knowledgeable about public affairs than most people (...) are. For the dynamical hypothesis to be defended as a viable alternative to a computational perspective on natural cognition, the role of biological constraints needs to be considered. This task requires a detailed understanding of the structural organization and function of the dynamic nervous system, as well as a theoretical approach that grounds cognitive activity within the constraints of organism and ecological context.

It has been reported that behavior of experts and novices in various sporting tasks is impervious to the introduction of blur. However, studies have used diverse methods of blurring the visual stimulus, and tasks that did not always preserve the normal perception-action coupling. In the current study, we developed a novel experimental protocol to examine the effect of different levels of Gaussian blur on interception performance and eye gaze data using an immersive VR task. Importantly, this provided a realistic simulation (...) of a real-world boxing scenario in which expert combat athletes experienced a first-person, adaptive viewpoint of the visual environment, which could be blurred according to their gaze location. We found that participants exhibited similar interception performance in the presence of central blur or peripheral blur compared to a control condition with no blur. However, interception performance was significantly better with a central blur compared to peripheral blur. Eye gaze data indicated that although participants fixated at similar areas of interest irrespective of the presence of blur, fixation duration was significantly longer with a strong level of blur in the peripheral viewing condition than all levels of central blur and the control condition. These findings can be explained by relocating attention to different areas of the environment, which thereby influenced the perception of salient information. Participants also performed better on the first punch of a sequence preceded by a foot feint compared to arm feint or no feint. Still, irrespective of feint type, performance was significantly better on the second and third punch compared to the first punch. These findings are consistent with participants using additional information from the opponent's body movements and situational probabilities to increase performance as the sequence of punches developed. Overall, these are the first evidence for the use of VR as a means to examine gaze-contingent manipulations of the environment, and hence highlight the potential for facilitating learning and transfer to a real sporting situations.
