El presente artículo tiene por objetivo estipular algunas de las implicacionesque, dentro de la obra de Michel Foucault, supone la aparición de laperspectiva gubernamental. Para ello se especificarán algunos predicadosasociados a los conceptos de “gobierno” y “gubernamentalidad” ensu relación con ciertas nociones significativas como las de “poder” y“conducta”. Se señalarán los supuestos metodológicos que Foucault asumeal tomar al Estado como objeto de indagación. Se procurará explicitar porqué, en la reconstrucción propuesta por el autor, la gubernamentalidadestatal constituye un problema específicamente moderno. (...) Dentro del amplio campo problemático que configuran las diversas indagaciones en torno a la biopolítica, se destacan aquéllas que estipulan la necesidad de ampliar, profundizar, completar e incluso enmendar las significaciones que Michel Foucault le imprimiera a este concepto durante la década de 1970. El presente artículo tomará en consideración la “biopolítica afirmativa” desarrollada por Roberto Esposito, la cual aparece caracterizada como el pasaje desde una política sobre la vida hacia una política de la vida. A partir del establecimiento de (...) algunas tensiones entre los lineamientos generales del pensamiento foucaultiano y la biopolítica de Esposito, se buscará explicitar los supuestos de esta última y ponderar algunas de sus implicancias. Con el objetivo de cuestionar aquellas interpretaciones que identifican la comprensión liberal del Estado con una estructura organizativa reducida a su mínima expresión cuyo desempeño debe quedar supeditado a las dinámicas económico-productivas, el presente artículo se propone revisar críticamente las propuestas de dos figuras destacadas dentro de la tradición del liberalismo: Adam Smith y Friedrich Hayek. Para ello se compara el modo en el que estos autores articulan el concepto de Estado sobre un plano operativo, en particular, en lo referido (...) al principio de “gobierno limitado”. Se identifican las funciones adjudicadas a las instituciones públicas y se caracteriza el modo en el que se presentan las relaciones entre la órbita estatal y la órbita social. Por último, se destacan continuidades y diferencias entre ambas posturas. Sobre esa base, se proponen algunas reflexiones en torno a la eventual distinción entre un liberalismo ético-político y un liberalismo económico. (shrink)

This paper argues for the normative significance of attention. Attention plays an important role when describing an individual’s mind and agency, and in explaining many central facts about that individual. In addition, many in the public want answers and guidance with regard to normative questions about attention. Given that attention is both descriptively central and the public cares about normative guidance with regard to it, attention should be central also in normative philosophy. We need an ethics of attention: a field (...) of study of which normative pressures, if any, govern attention. Like the ethics of belief, the ethics of attention will connect those normative questions to issues regarding the nature of attention, i.e. to what is subject to such normative pressures. Philosophers should develop an ethics of attention that helps to provide normative guidance and that is commensurate in its richness to the descriptive significance of attention. The second half of the paper sketches a framework that may help us to get started at developing the ethics of attention. (shrink)

Context: Research in the contemplative field has focused on trainable capacities that foster self-regulation and integration. From a psychological perspective, mindfulness and personality research ….

It has often been claimed, e.g. by William James or Aldous Huxley, that mystical experiences across times and cultures exhibit a striking similarity. Even though the words and images we use to describe them are different, underneath the surface we find a common experiential core. Others have rejected this claim and argued that all experiences are intrinsically shaped by the mystics’ pre-existing religious concepts. Against these constructivist objections, I defend the idea of a common core by arguing that even if (...) all experience is interpreted through concepts, there could still be a common core. Those who reject the common core thesis usually argue that no distinction between experience and interpretation can be made since all experience is per se already interpreted. The notion of an uninterpreted experience is self-defeating. Drawing on current research on nonconceptual mental content, I argue that experiences can have nonconceptual content; that interpretation must be understood as conceptualization and that conceptualization presupposes a raw mental content that is not conceptualized. This raw content is not experienced as nonconceptual. Rather, the nonconceptual, uninterpreted common core is an abstraction which shows itself only through reflection. Thus, the existence of a common core is compatible with the fact that all experiences are interpreted. (shrink)

This paper takes a fresh look at a classical theme in philosophical scholarship, the meaning of transcendental idealism, by contrasting Kant's and Husserl's versions of it. I present Kant's transcendental idealism as a theory distinguishing between the world as in-itself and as given to the experiencing human being. This reconstruction provides the backdrop for Husserl's transcendental phenomenology as a brand of transcendental idealism expanding on Kant: through the phenomenological reduction Husserl universalizes Kant's transcendental philosophy to an eidetic science of subjectivity. (...) He thereby furnishes a new sense of transcendental philosophy, rephrases the quid iuris-question, and provides a new conception of the thing-in-itself. What needs to be clarified is not exclusively the possibility of a priori cognition but, to start at a much lower level, the validity of objects that give themselves in experience. The thing-in-itself is not an unknowable object, but the idea of the object in all possible appearances experienced at once. In spite of these changes Husserl remains committed to the basic sense of Kant's Copernican Turn. I end with some comments on how both Kant and Husserl view the relation between theoretical and moral philosophy. (shrink)

Introduction: This paper has two, interrelated aims. The first is to clarify Sartre's theory of intersubjectivity. Sartre's discussion of the Other has a puzzling way of going in and out of focus, seeming at one moment to provide a remarkably original solution to the problem of other minds and at the next to wholly miss the point of the skeptical challenge. The nature of his argument is equally uncertain: at some points it looks like an attempt to mount a transcendental (...) argument, a kind of Refutation of Idealism regarding the existence of others, at others, to be a defence of direct realism; yet again, it can seem to propose a dissolution of the problem closely analogous to Wittgenstein. I will argue (Section 1) that none of these provides quite the right model for understanding Sartre, which requires one to take seriously his method of resolving epistemological issues into matters of ontology. I argue further (Section 2) that Sartre's theory becomes fully coherent only if we make explicit its implicit presupposition of a conception of intersubjectivity articulated by Fichte. My second aim is to pursue the connection opened up of Sartre with German idealism. To the extent that commentators attempt to relate Sartre systematically to German idealism, it is almost always Hegel who provides the other term of comparison.1 What I try to show (Section 3) is that the usual comparison of Sartre with Hegel, which is largely negative, is distracting, and that Sartre's closer philosophical [End Page 325] relations are to Fichte and Schelling.2 This supplies, I argue, an important correction to the tendency of anglophone discussion of Sartre to isolate his claims from historical considerations, or to restrict Sartre's historical frame of reference to Hegel, Husserl and Heidegger: Sartre's philosophy, I suggest, is viewed fruitfully in the context of philosophical debates pursued in early German idealism. Sartre's ethics, I argue (Section 4), provide supporting evidence for this view. I propose tentatively in conclusion (Section 5) a corresponding view of existential phenomenology as a whole. Evidence is currently mixed regarding the way in which cognitive conflict modulates the effect of emotion on task performance. The present study aimed to address methodological differences across previous studies and investigate the conditions under which interference from emotional stimuli can either be elicited or eliminated under high cognitive conflict. Four behavioural experiments were conducted with a university sample using a gender-discrimination stimulus-response compatibility task. In line with our previous findings, Experiment 1 found that when emotion and cognitive conflict conditions (...) were blocked, emotional faces increased reaction time interference during response compatible trials (low conflict) but not response incompatible trials (high conflict). However, when conflict and emotion conditions were randomised in different configurations across Experiments 2 (all trials randomised), 3 (emotion blocked, compatibility randomised) and 4 (compatibility blocked, emotion randomised), emotion interfered with task performance across both high and low conflict trials. These results suggest that predictability of both compatibility and emotion is required in order to obtain reduced emotional interference under high cognitive conflict. Consistent with prior reports, a top–down anticipatory control mechanism seems to be engaged in the presence of negative emotion when there are incompatible stimulus-response mappings. (shrink)

Farmers perceive and appraise climate change, related risks and opportunities as well as adaptation measures differently. Such differences are not well understood and rarely considered in extension services, outreach activities and agricultural policies. We aim to develop empirically based farmer types, who differ in their socio-cognitive and emotional processes towards droughts, their expected drought impacts, their appraisal of drought adaptation measures, and their previous and intended implementation of such measures. The Model of Private Pro-Active Adaptation to Climate Change provides the (...) theoretical foundation for a three-phase procedure of semi-structured interviews, a standardized survey and a qualitative workshop. The principal component analysis reveals eight socio-cognitive and emotional processes of relevance for forming the famer types of drought adaptation: perceived opportunities resulting from droughts, perceived effectiveness of drought adaptation measures, negative affect towards droughts, perceived work effort and perceived social approval of drought adaptation measures, fatalism, trust in public measures, and perceived self-efficacy. Cluster analyses of these processes yield four types of Austrian farmers. The social implementers perceive themselves as capable, and drought adaptation measures as effective, socially approved, and effortless. The unaffected profiteers have hardly been affected by droughts and perceive beneficial impacts due to a decline in precipitation. The trusting fearfuls have already experienced severe drought impacts and express intense negative affect towards droughts. The passive fatalists focus on avoidance and do neither trust in important others nor in public measures. The identified farmer types of drought adaptation may support the design of climate and agricultural policy instruments and of tailor-made education and communication programs, for instance to increase self-efficacy and reduce fatalism. While Darwin pictured organismal evolution as “descent with modification” more than 150 years ago, a detailed reconstruction of the basic evolutionary transitions at the molecular level is only emerging now. In particular, the evolution of today's protein structures and their concurrent functions has remained largely mysterious, as the destruction of these structures by mutation seems far easier than their construction. While the accumulation of genomic and structural data has indicated that proteins are related via common ancestors, naturally occurring protein structures (...) are often considered to be evolutionarily robust, thus leaving open the question of how protein structures can be remodelled while selective pressure forces them to function. New information on the proteome, however, increasingly explains the nature of local and global conformational diversity in protein evolution, which allows the acquisition of novel functions via molecular transition forms containing ancestral and novel structures in dynamic equilibrium. Such structural plasticity may permit the evolution of new protein folds and help account for both the origins of new biological functions and the nature of molecular defects. The aim of this paper is to consider in what sense the modal-Hamiltonian interpretation of quantum mechanics satisfies the physical constraints imposed by the Galilean group. In particular, we show that the only apparent conflict, which follows from boost-transformations, can be overcome when the definition of quantum systems and subsystems is taken into account. On this basis, we apply the interpretation to different well-known models, in order to obtain concrete examples of the previous conceptual conclusions. Culture or Biology? The question can seem deep and important. Yet, I argue in this chapter, if you are enthralled by questions about our biological differences, then you are probably confused. My goal is to diagnose the confusion. In debates about the role of biology in the social world it is easy to ask the wrong questions, and it is easy to misinterpret the scientific research. We are intuitively attracted to what is called psychological essentialism, and therefore interpret what is (...) biological as what can be traced to “essences”. On this interpretation, it would be deep and important to know what about, say, the differences between the genders is biological: it would correspond to what is essential to being a man or being a woman, and be opposed to what is a mere accidental feature that some women or some men have. Yet, the psychological essentialist understanding of ‘biological differences’ is deeply mistaken about biology. It has the wrong conception of biological kinds, of biological heritability, and of how genes and hormones work. Those who argue for an important role of ‘biology’ in the explanation of human differences often see ‘the science’ on their side. But this is false – on the interpretation of ‘biological differences’ that is most intuitive and that makes the question appear to be most interesting. Defenders of ‘biology’ often have the science against them. What is often called ‘biology’ is a myth: a myth created by an intuitive tendency that grotesquely distorts real biological research. The shift from state-led import-substitution industrialization to more market-oriented economic models often has the result of shrinking and demobilizing the labor movement. Yet, evidence from Argentina suggests that a subsequent resurgence of even a downsized labor movement may occur and furthermore that a type of “segmented neocorporatism” may be established in the new economic context. We argue that the establishment of this new form of interest intermediation is driven by economic and political factors that are both immediate and longer term. (...) In addition to the short-term condition of the labor market and the political strategy of the government in power, of longer-term importance are structural and institutional conditions that derive from the earlier process of market reform, specifically the nature of sectoral shifts in the economy and the degree of labor law deregulation affecting the “associational power” of unions. Being located in the horizon of the philosophical outrage, our article purpose is to show the phenomenological basis of Max Scheler’s anthropological proposal, whose immediate antecedents were Husserl’s researches regarding to the correlation man-world, the debate held between phenomenology and the incursion of psychology within the field of the objectives sciences, the develop of a growing up discipline such as physiology, and in general the gradual consolidation of evolutionary theories, which were taking from the philosophical anthropology his conceit of prevailing (...) discipline in the explanation of human phenomena. In the midst this theoretical chaos Scheler in The man’s place in the cosmos radicalize the thesis of I – world correlation of life, guiding the study of man closer to the eidetic transcendental pretention, and beyond the purely empirical description. According to this we understand that Scheler develops an anthropological proposal with a phenomenological nature. (shrink)

Una de las novedades de la teoría mimética consiste en su mirada particular sobre el deseo humano y de sus despliegues en el campo de la literatura, asunto que ha sido materia de estudio por la filosofía, la antropología y la fenomenología. Buscamos a continuación explorar desde los insumos teóricos que se mencionan esbozar algunas ideas sobre la filosofía literaria y cómo estos mismo pueden ser brújula para orientar el lector en el estudio e interpretación de una obra literaria del (...) canon nacional: La Vorágine de José Eustasio Rivera. ¿En qué radica la novedad del planteamiento filosófico que se ha formulado en el presente ensayo? Básicamente en mostrar que la teoría mimética deriva en una filosofía literaria, que conecta con un análisis fenomenológico a propósito de cómo surge la violencia social a la luz de la expresión literaria. Para llevar a cabo dicho cometido, la propuesto se desglosa de la siguiente manera: en primer lugar, se propone una idea de lo que se entiende por filosofía literaria en relación con la apuesta del pensamiento de René Girard. Hecho esto, se procede a tematizar las relaciones entre fenomenología y teoría mimética en donde se profundiza en el análisis filosófico de los conceptos de la experiencia, el otro, la rivalidad, la vida y el deseo y la relación que guardan con la literatura. En un tercer momento, se propone el análisis filosófico que en clave mimética se aplica a la novela La Voràgine del escritor huilense José Eustasio Rivera. Finalmente, se propone en las conclusiones otros acercamientos a la teoría del deseo mimético y sus vínculos con el estudio filosófico de la literatura, de cara a la dialéctica del reconocimiento y sus intérpretes contemporáneos según la postura girardiana. In moments of daring, some physical scientists consider problems of social inquiry, hoping naively that the methods of physical inquiry will provide them with special insight. In my own work on problems of industrial production where I am searching for “practical” means for optimizing production in some socially satisfactory sense, I find that the physical scientist cannot escape the responsibility for social inquiry. So far as I can understand the nature of this work, it requires for its fruitful pursuit a (...) methodology which leans heavily on the concepts of statistical control of Shewhart, of cybernetics of Wiener and of experimentalism of Singer, Churchman and Ackoff. This study adds to a small but growing literature that situates sleep within gendered work— family responsibilities. We conducted interviews with 25 heterosexual dual-earner working-class couples with children, most of whom had one partner who worked at night. A few men suffered disrupted sleep because of their commitment to being a coparent to their children, but for most their provider status gave them rights to longer and more continuous sleep. By contrast, as they were the primary caregiver during sentient hours, (...) women’s sleep was curtailed and interrupted by responding to the needs of family members at night and at the beginning of each day, and this was true for women who worked nights as well as days. Furthermore, in struggling to meet their daily employment and familial obligations while tired and sleepy, women further stressed their bodies in ways that can cause cumulative sleep debt. This article demonstrates that sleep deficits are another manifestation of gender inequality, with important implications for long-term health and well-being. (shrink)

The Squaring of the Bermuda Triangle. In the course of the great success of theory programs and the funding of young researchers within media studies and the history of science over the past 15 years, a generation of scholars has emerged (including the authors of this article) who have been genuinely trained in approaching interdisciplinary problems and objects. However, in view of a recently increasing renaissance of scientific ‘disciplines’, this raises the question of how to deal with such an innate (...) lack of discipline in the future. We respond here with two personal scenes that are by no means intended as a self‐adulation of our own research approaches, but as pleas for a continued multi‐voicedness between the history of science, media studies, the history of technology, and other interdisciplinary (non‐)disciplines. Learning Analytics und Künstliche Intelligenz in der Hochschulbildung versprechen individualisierte und personalisierte Verbesserung des Lernens und Lehrens. Bildungstechnologien bieten aus ethischer Perspektive jedoch nicht nur Verbesserungspotentiale und -chancen, sondern sie bringen auch Risiken und potenzielle Gefahren mit sich, für das Individuum, aber auch für die Gesellschaft als Ganzes. Eine ethische Reflexion und Diskussion der Chancen und Risiken ist für eine ethisch vertretbare Gestaltung, Implementierung und Nutzung von solchen Technologien von fundamentaler Bedeutung, wie z. B. im Rahmen des Projekts KI:edu-nrw an (...) der Ruhr-Universität Bochum. Eine solche Reflexion und Diskussion bedarf allerdings gewisser ethischer Basiskompetenzen. Das Teilprojekt Ethik entwickelte ein Konzept tugendethischer Kompetenzbildung, um u. a. disziplinäre Barrieren abzubauen sowie um Praktizierenden Basiswerkzeuge der ethischen Reflexion und Entscheidungsfindung in ihren jeweiligen Anwendungskontexten bereitzustellen. In diesem Beitrag stellen wir sowohl die theoretischen Fundamente unseres Ansatzes als auch den Prozess und die Ergebnisse unserer Arbeit dar. (shrink)

All projects take place within a context of uncertainty. That is especially noticeable in complex hydroelectric power generation projects, which are affected by factors such as the large number of multidisciplinary tasks to be performed in parallel, long execution times, or the risks inherent in various fields like geology, hydrology, and structural, electrical, and mechanical engineering, among others. Such factors often lead to cost overruns and delays in projects of this type. This paper analyzes the efficiency of the Earned Value (...) Management technique and its Earned Schedule extension, as means of forecasting costs and deadlines when applied to complex hydroelectric power production projects. It is worth noting that this analysis was based on simulation models applied to real-life projects. The results showed that cost forecasting becomes very accurate over time, whereas duration forecasting is not reliably accurate. (shrink)

This article examines the connecting lines between the Chilean Project Cybersyn’s interface design, the German Hochschule für Gestaltung Ulm and its cybernetically inspired approaches towards information design, and later developments in interaction design and the emerging field of Human–Computer Interaction in the USA. In particular, it first examines how early works of designers Tomàs Maldonado and Gui Bonsiepe on operative communication, that is, language-independent pictogram systems and visual grammars for computational systems, were intertwined with attempts to ground industrial design in (...) a scientific methodology, to address an era of computing machines, and to develop the concept of the interface as a heuristic for a renovated design thinking. It thereby also reconstructs further historical vanishing lines—e.g. the pictorial grammar of Otto Neurath’s ISOTYPE—of the development of the ‘ulm model’ of design. Second, the article explores how an apprehension of first-order cybernetics in West Germany—e.g. represented by hfg ulm staff like Max Bense or Abraham Moles, merged with Cybersyn’s second-order cybernetics ideas, as represented by Stafford Beer’s Viable System Model. And third, it asks about a further conceptual turn regarding an understanding of design which resulted in a focus on communicative interaction, e.g. in the later works of Fernando Flores and Terry Winograd on HCI, or in Beer’s Team Syntegrity approach. As an effect, the text will explore a specific and international network of cybernetic thinking between Latin America, Europe, and North America which emerged around Project Cybersyn, and which was occupied with questions of HCI, a democratization of design, and intelligence amplification. Comienzo este artículo mostrando que las teorías neohumeanas de la causalidad probabilista basadas en la noción de relevancia estadlstica (como la teoria de Suppes, 1970) se encuentran con múltiples e insuperables dificultades. Luego analizo brevemente algunas versiones de la causalidad probabilista que relativizan o prescinden de dicha noción: la de Cartwright, que postula la existencia de capacidades causales, y las de Salmon y Dowe, quienes, aunque se proponen no abandonar el suelo humeano, creen necesario introducir una ontología de propensiones. Y (...) concluyo que el análisis de estas versiones demuestra que la causalidad probabilista constituye un nuevo y serio obstáculo para el enfoque humeano o neohumeano de la causalidad.In this paper I first show that the neohumean theories of probabilistic causality based on the notion of statistical relevance (as that of Suppes, 1970) run into many and unsolvable difficulties. Then I briefty analyze some accounts of probabilistic causality which relativize or avoid this notion: the Cartwright’s account, claiming the existence of causal capacities, and those of Salmon and Dowe, though trying to remain on a Humean ground, believe that the introduction of an ontology of propensities is required. I finally conclude that the analysis of these accounts shows that probabilistic causality constitutes a new and serious obstacle to the Humean or neohumean view of causality. (shrink)
