BackgroundThe increasing emphasis on research, development and innovation for health in providing solutions to the high burden of diseases in the African Region has warranted a proliferation of studies including clinical trials. This changing public health landscape requires that countries develop adequate ethics review capacities to protect and minimize risks to study participants. Therefore, this study assessed the readiness of national ethics committees to respond to challenges posed by a globalized biomedical research system which is constantly challenged by new public (...) health threats, rapid scientific and technological advancements affecting biomedical research and development, delivery and manufacture of vaccines and therapies, and health technology transfer.MethodsThis is a descriptive study, which used a questionnaire structured to elicit information on the existence of relevant national legal frameworks, mechanisms for ethical review; as well as capacity requirements for national ethics committees. The questionnaire was available in English and French and was sent to 41 of the then 46 Member States of the WHO African Region, excluding the five Lusophone Member States. Information was gathered from senior officials in ministries of health, who by virtue of their offices were considered to have expert knowledge of research ethics review systems in their respective countries.ResultsThirty three of the 41 countries responded. Thirty of respondent countries had a national ethics review committee ; 79 % of which were established by law. Twenty-five NECs had secretarial and administrative support. Over 50 % of countries with NECs indicated a need for capacity strengthening through periodic training on international guidelines for health research ethics; and allocation of funds for administrative and secretariat support.ConclusionsDespite the existing training initiatives, the Region still experiences a shortage of professionals trained in health research ethics/ethicists. Committees continue to face various capacity needs especially for evaluating clinical trials, for monitoring ongoing research, database management and for accrediting institutional ethics committees. Given the growing number of clinical trials involving human participants in the African Region, there is urgent need for supporting countries without NECs to establish them; capacity strengthening where they exist; and creation of a regional network and joint ethical review mechanisms, whose membership would be open to all NECs of the Region. From the 1660s onwards, France tried to establish itself as a leading maritime and colonial power. The first French East India Company allowed a decisive penetration into the Indian Ocean, while the foundation of the Rochefort arsenal was the starting point of a great shipbuilding effort. The archives of the State Secretariat of the French Navy, ports, and learned societies, as well as printed scholarly literature, testify to an increasing mobilisation around the health of the “gens de mer.” (...) Most of the actors involved in this reflection, whether doctors or surgeons, naval officers or engineers, scholars or inventors, agreed in associating seamen's diseases with the poor air quality prevailing within ships. The environment of seafarers was thus definitely regarded as harmful. However, the atmosphere of a ship was also seen through the possibility to reshape it and reduce its dangerousness, with adapted behaviours, careful maintenance, or technical solutions. This was crucial to ensure the circulation of human beings and goods across the French overseas empire, but also to defend it from the threats associated with the major conflicts of the second half of the 18th century. This article highlights how environments regarded as “pathogenic” were conceived and reshaped during the second half of the early modern period in France, using the example of naval hygiene. It examines the strategies designed and implemented to combat the “noxious” air of French ships, in particular through the regulations introduced since the end of the 17th century, and considers how this issue has stimulated the search for technological solutions. WellsCatholic and Buddhist priests, monastics, teachers, and community leaders participated in the second of an anticipated four annual dialogues. The series is sponsored by the Dharma Realm Buddhist Association, the San Francisco Zen Center, and the United States Conference of Catholic Bishops (USCCB). The conference took place 4–7 March 2004 at Mercy Center in Burlingame, CA, whose own East-West (...) meditation program, led by Fr. Thomas Hand, celebrated its twentieth anniversary that year. A popular retreat center and home to the Sisters of Mercy of Burlingame, the Center offered participants tree-dotted, spacious grounds and strolling paths, as well as a labyrinth for contemplative walking.Each day began with both Catholics and Buddhists in Mercy Center's Rose Room, a Zen-style meditation space, for an hour of silent meditation in the morning. Catholic liturgy was celebrated in the afternoon in the main chapel, with all participants invited to attend and share prayer and blessings. On the two full days, Friday and Saturday, two sessions of presentations were held each morning, with one session following in the afternoon. Each of the six sessions focused on a position paper, with three papers given from a Buddhist and three from a Christian perspective. Each paper was presented by its authors, followed by two formal responses, one by a Buddhist and one by a Catholic participant. This was in turn followed by an open discussion within the whole group. A minute of silent meditation began and ended each session.The presentations focused on various meanings embraced by the term "precepts" in each tradition. One paper introduced perspectives on Buddhist precepts in three different Buddhist lineages. Another presented six guidelines as "Precepts on the [End Page 155] Mind-Ground" that connect ethical commitments with social engagement. A third paper focused on Bodhisattva practice, which embraces and unifies all sentient beings. On the Christian side, presentations discussed the precepts as signposts on the path that leads away from suffering, as motivations that move us, and as the practice of the presence of God, exemplified by the writings of Brother Lawrence.A glossary prepared by Fr. Francis Tiso helped define Catholic Christian terms for the Buddhist participants in the dialogue. Similarly, a book distributed to all participants by the Dharma Realm Buddhist Association provided background on "Buddhism A–Z." Formal discussion sessions in the evenings, as well as informal talks by the participants while walking outside or in the form of impromptu hallway meetings added to the depth and richness of the dialogue. Some recurring themes were the importance and meaning of a personal teacher in both traditions; another was the "embodiment" of the teachings, the value of teaching through presence. Personal stories and practical experiences offered by individual participants were much appreciated and added poetry and emotion to the headiness of theological discussion.Members of both the Buddhist and the Catholic traditions reported that the encounter with the spiritual practices and beliefs of the other faith provides both affirmation of the familiar and welcome discovery of unexpected riches of the spirit. The next meeting will be held 20–23 January 2005 at the San Francisco Zen Center. But the Frenchman who received the most fulsome praise from Pérez de Cuéllar was neither an Enlightenment philosopher nor an eminent politician; he was a Jesuit priest and paleontologist (...) by the name of Pierre Teilhard de Chardin. Teilhard had recognized, the Secretary-General explained, that "humanity is undergoing a metamorphosis, a transformation toward a planetary society that is united in its roots and more and more diversified in its component parts and individual lives."1 And this insight made him "the French philosopher who has had the greatest influence on the metaphysical and planetary evolution of the United Nations."2 Pérez de Cuéllar was by no means alone in his thinking. No less than five [End Page 827] Secretaries-General have invoked Teilhard de Chardin as a key influence on their own thought and on the mission of the UN.Why were so many leaders of this ostensibly secular international organization taken with the work of an idiosyncratic Catholic priest-scientist, and what can his story tell us about the role religion has played in postwar projects of global governance more broadly? As its charter makes clear, the United Nations is a secular institution. But in recent years, historians have begun to probe the crucial contributions that religious actors made to the drafting of the Universal Declaration on Human Rights in 1948.3 Others have shown how American ecumenical Protestants such as John Foster Dulles contributed to shaping the creation of the UN by means of a highly successful domestic lobbying campaign.4 In both cases, the scholarship has tended to focus on the way religious actors shaped human rights discourse at the UN. For its part, the social-scientific literature on the UN's engagement with religion has tended to emphasize the role of faith-based organizations (religious NGOs), which have proliferated since the 1990s.5 Among the most important of these is the Catholic Church, which holds a unique status; as the only religious institution that is also a state, it has been recognized as a permanent observer state since 1964.6 What is missing from both the historical and social-scientific literature, however, is an account of the distinctive spirituality of the UN itself. Quite apart from the organization's relationship to religious institutions or the influence of religious actors on human rights activism, how have religious ideas informed the way leading UN diplomats have imagined the institution's mission of global governance?This article explores this question by examining the reception of Teilhard de Chardin's Catholic cosmology, and especially his account of globalization—or [End Page 828] "planetization," as he called it—at the UN. Trained as both a Jesuit priest and a professional geologist and paleontologist, Teilhard elaborated a controversial theory of evolution that encompassed everything from inorganic matter to human life to religious salvation. Teilhard's theory that human life on Earth was converging at both a biological and spiritual level earned him the suspicion of Vatican authorities, but it also found an enthusiastic reception at the highest echelons of the UN Secretariat and at UNESCO. What attracted UN bureaucrats to the Jesuit's worldview was precisely its synthetic ambition—the way it promised to reconcile science and religion—and its account of a pan-human convergence capable of preserving the distinct value of local cultures and individual persons. The fascination with Teilhard at the UN was by no means confined to Catholics, however. If the Jesuit's ideas appealed to both Catholics and non-Catholics, it was precisely because they seemed to transcend their author's Catholicism and point toward a universal spirituality that merged the insights of the great "world religions." This sort of spirituality was exactly what many UN diplomats thought the organization needed to support and animate its mission of global governance. In the development of a rights-based approach to global health governance, international organizations have looked to human rights under international law as a basis for public health. Operationalizing human rights law through global health policy, the World Health Organization has faced obstacles in efforts to mainstream human rights across the WHO Secretariat. Without centralized human rights leadership in an increasingly fragmented global health policy landscape, regional health offices have sought to advance human rights in health governance and support states (...) in realizing a rights-based approach to health. Examining the efforts of the Pan American Health Organization, this article explores the evolution of human rights in PAHO policy, assesses the mainstreaming of human rights in the Pan American Sanitary Bureau, and analyzes the future of the rights-based approach through regional health governance. This paper studies the state of charge estimation of supercapacitors and lithium batteries in the hybrid energy storage system of electric vehicles. According to the energy storage principle of the electric vehicle composite energy storage system, the circuit models of supercapacitors and lithium batteries were established, respectively, and the model parameters were identified online using the recursive least square method and Kalman filtering algorithm. Then, the online estimation of SOC was completed based on the Kalman filtering algorithm and unscented (...) Kalman filtering algorithm. Finally, the experimental platform for SOC estimation was built and Matlab was used for calculation and analysis. The experimental results showed that the SOC estimation results reached a high accuracy, and the variation range of estimation error was [−0.94%, 0.34%]. For lithium batteries, the recursive least square method is combined with the 2RC model to obtain the optimal result, and the estimation error is within the range of [−1.16%, 0.85%] in the case of comprehensive weighing accuracy and calculation amount. Moreover, the system has excellent robustness and high reliability. (shrink)

The content and boundaries of moral education the state may require schools to offer is a matter of contention. This article investigates whether the state may obligate schools to promote the pursuit of moral ideals. Moral ideals refer to (a cluster of) characteristics of a person as well as to situations or states that are believed to be morally excellent or perfect and that are not yet realised. Having an ideal typically means that the person is dedicated to (...) realising the type of situation or person to which the ideal refers. Therefore generating student enthusiasm for moral ideals may be an effective way to realise a morally excellent society. This article defends the position that schools may be required to promote the recognition of ideals that all reasonable citizens endorse. Reasonable citizens will not, however, accept that the state obligates schools to promote the pursuit of moral ideals. (shrink)

If we are looking for an Ur-explanation for the persistence of the Ur-myth, or any other myth, in our literature, could we not more directly find it in the structure of a mind which does not have to remember in order to imitate? The occasion of both myth and literature is the social life of the species which, in Starobinski's sense, is a history of continual eviction; but as regards the apparatus of thought by which this social life is reflected (...) in art it is more a history of assimilation and repetition. "The work of the brain," to cite a recent article in Scientific American, "is to create a model of a possible world rather than to record and transmit to the mind a world that is metaphysically true…Different worlds are presumably constructed by similar species."1 And, presumably, similar worlds are constructed by similar species. Weisinger hints briefly at something like this in his essay "The Mythic Origins of the Creative Process," but one has the clear impression, as his title suggests, that he would like to have the [myth/ritual] cart before the creative horse.2 However much this may satisfy our longing to crown our literature, if not creativity itself, with a mythic genealogy, it seems a wistful hypothesis. This article surveys the state of the literature in English‐language scholarship on Heidegger's early work (1919–29). The survey falls into roughly two halves. The first is devoted to scholarship on Heidegger's intellectual development during the 1920s, focusing on four themes: Heidegger's relationship to Husserl; Heidegger's early phenomenology of religious life; Heidegger's appropriation of Aristotle; and Heidegger's retrieval of Kant's First Critique. The second half focuses on work on the early Heidegger that has arisen out of the reception of his (...) early thought into mainstream Anglophone philosophy. The _Xing Zi Ming Chu_ 性自命出 (_Nature Derives from Decree_) is one of the eighteen pieces that were recorded in Guodian 郭店 bamboo slips, which were excavated in 1993 and thought to be buried around 300 BCE. We can observe from this text detailed discussions surrounding terms such as _xing_ 性 (nature), _qing_ 情 (emotion), _xin_ 心 (heart-mind), and _yue_ 樂 (music), which played crucial roles in producing early Chinese philosophical discourses, particularly in the area of moral psychology. Since its (...) publication in 1998, this text has gained huge interest from Chinese scholars. This article illustrates how Chinese scholars, through their concrete studies, reveal the complicated textual nature of the _Xing Zi Ming Chu_ and its intricate relations to different philosophical streams which followed. This article also points out a problematic assumption that lies in the majority of Chinese scholarship and proposes a more sensible approach to examine this text. (shrink)

The literature addressing bias and fairness in AI models (fair-AI) is growing at a fast pace, making it difficult for novel researchers and practitioners to have a bird’s-eye view picture of the field. In particular, many policy initiatives, standards, and best practices in fair-AI have been proposed for setting principles, procedures, and knowledge bases to guide and operationalize the management of bias and fairness. The first objective of this paper is to concisely survey the state-of-the-art of fair-AI methods and (...) resources, and the main policies on bias in AI, with the aim of providing such a bird’s-eye guidance for both researchers and practitioners. The second objective of the paper is to contribute to the policy advice and best practices state-of-the-art by leveraging from the results of the NoBIAS research project. We present and discuss a few relevant topics organized around the NoBIAS architecture, which is made up of a Legal Layer, focusing on the European Union context, and a Bias Management Layer, focusing on understanding, mitigating, and accounting for bias. Foucault's notion of biopower and his reflections on barbarism and savagery in ‘Society Must Be Defended’ are part of Western philosophy's theorization of the state of nature. In order to show the implications of this epistemic constellation, the article concentrates on the semantic history of primitivism, providing an alternative genealogy for the biopolitical paradigm and ‘Italian Theory's’ engagement with life and nature. From this perspective, Leopardi stands out as a precursor to contemporary ‘Italian Theory’. Leopardi's fascination with Rousseau's ethnographic (...) exoticism and his meditations on the Discourse on the Origin of Inequality can be seen as a critique of the colonial foundations of European modern philosophy and an attempt to envision another state of nature, beyond the tenets of the social contract tradition. The “erasing race” effect is the reduction of the salience of “race” as an alliance cue when recalling coalition membership, once more accurate information about coalition structure is presented. We conducted a random-effects model meta-analysis of this effect using five United States studies (containing nine independent effect sizes). The effect was found (ρ = 0.137, K = 9, 95% CI = 0.085 to 0.188). However, no decline effect or moderation effects were found (a “decline effect” in this context would be (...) a decrease in the effect size over time). Furthermore, we found little evidence of publication bias. Synthetically correcting the effect size for bias stemming from the use of an older method for calculating error base rates reduced the magnitude of the effect, but the it remained significant. Taken together, these findings indicate that the “erasing race” effect generalizes quite well across experimental contexts and would, therefore, appear to be quite robust. We reinterpret the theoretical basis for these effects in line with Brunswikian evolutionary-developmental theory and present a series of predictions to guide future research in this area. (shrink)

Recent discussions in the philosophy of science have devoted considerable attention to the analysis of conceptual issues relating to the methodology of explanation and prediction in the sciences. Part of this literature has been devoted to clarifying the very ideas of explanation and prediction. But the discussion has also ranged over various related topics, including the status of laws to be used for explanatory and predictive purposes, the logical interrelationships between explanatory and predictive reasonings, the differences in the strategy of (...) explanatory argumentation in different branches of science, the nature and possibility of teleological explanation, etc. The aim of the present article is to examine the issues involved in such questions from the specialized perspective afforded by one particular kind of physical systems--namely, systems, here to be characterized as discrete state systems, whose behavior has been studied extensively in the scientific literature under the general heading of Markov chains. These systems have been chosen as our focus because their behavior over time can be analyzed at once with great ease and with extraordinary precision. (shrink)

Contributing to a rising number of Critical Data Studies which seek to understand and critically reflect on the increasing datafication and digitalisation of governance, this paper focuses on the field of school monitoring, in particular on digital data infrastructures, flows and practices in state education agencies. Our goal is to examine selected features of the enactment of datafication and, hence, to open up what has widely remained a black box for most education researchers. Our findings are based on interviews (...) conducted in three state education agencies in two different national contexts, thus addressing the question of how the datafication and digitalisation of school governance has not only manifested within but also across educational contexts and systems. As our findings illustrate, the implementation of data-based school monitoring and leadership in state education agencies appears as a complex entanglement of very different logics, practices and problems, producing both new capabilities and powers. Nonetheless, by identifying different types of ‘doing data discrepancies’ reported by our interviewees, we suggest an analytical heuristic to better understand at least some features of the multifaceted enactment of data-based, increasingly digitalised governance, within and beyond the field of education. The concern of this paper is to critique the political conception of nationalism as a theory of the nation-state. The basic point of the critique is that when the interests of the nation and the principles of the state coincide there emerges a fierce sense of national identity which endangers moral indifference to outsiders, the people within and outside the national boundary, without remorse. Here the attempt to uphold national identity is something more than nationhood. Besides involving territorial (...) identity, common language, custom and culture essential to the idea of a “nation,” it also upholds the consciousness of these as determining separate rights and allegiances, the idea of attachment to a nation and its interests. Such a consciousness can emerge only on the adoption of certain populist ideas such as racism, ethnicity and even such popular elusive myths as the “greatness” of a nation, the urge for the maintenance of “national character,” etc. Such “nationalist xenophobia” leads to the intensification of the distinction between the “own” and the “other,” “national” and the “alien,” the “citizen” and the “migrant” leading to “ethnic disharmony,” “colour bias,” hatred and suspicion of persons with whom one has lived closely as neighbours for decades. The most popular is the economic discourse of the “migrants” putting the “nationals” out of work. All this has its toll on multi-culturalism and humanitarian concerns. Many affluent nations have become cold to human misery, suffering and deaths from wars, terrorism, acute poverty, political persecution, environmental degradation, etc. This has created an “existential” crisis for millions of people on earth. This paper examines the role and power of the state in modernity and its transformation throughout it and into the present. First, it recognizes the centrality of the role of information control for the modern state constitution, which allows sovereign power to extend to the national level. Secondly, it discusses the shift of state power from a purely informational power to an informational and bargaining power, as well as the gradual transformation of sovereignty into governmentality. Finally, it (...) analyzes the transformations that have led to a critical loss of both powers by the state and have enabled their acquisition by tech corporations. It examines the implications of this shift in power and the consequent disempowerment of the state, defining the mode of operation of the power embodied by tech corporations as a regime of performativity, rephrasing the Foucauldian regime of truth, which presided over the ways in which governmental power was performed. Such a regime bases its power not on the ability to order discourse and knowledge, but on the ability to automate it, and to predict and manipulate human behaviors. In this way, it has disintermediated not only the state in its role as the primary informational agent, but also, to some extent, the ability of individuals to assert rights through their actions. This paper has three main goals. Firstly – to draw attention to the phenomenon of the democratic paradigm in the study of modern state systems (especially monarchical ones), characterise it and outline its sources. Also - to question the basis of this phenomenon (by pointing out, among other things, the durability of monarchical systems and the phenomenon of partial ‘re-monarchization’ – real or apparent – of certain contemporary republican systems on the examples of: Montenegro, Romania, the Czech Republic, Hungary (...) and Poland). Secondly, to present the negative consequences of the functioning of the democratic paradigm, also (paradoxically) those affecting the political practice of republics. Thirdly, to propose a way to reduce these negative consequences by changing the optics adopted in comparative studies about monarchies and republics. This change is based on the restoration, in comparative analyses of contemporary state systems (including monarchical ones), of the concepts of ‘mixed system’ and ‘monarchical principle’, which are still used in research on the history of the state and law, and should be disseminated in research on contemporary political systems and constitutional law. An explanation of the terms ‘mixed system’ and ‘monarchical principle’ as I use them here will follow in the final part of the paper. (shrink)

The central question of this book is whether the assignment of government functions to the individual jurisdictions in a federal state can ensure an optimal allocation of resources and a fair income distribution. The analysis thereby gives a new answer to the old question about the optimal degree of fiscal decentralization in a federal state. It shows that fiscal decentralization is a method to disclose the preferences of currently living and future generations for local public goods, to limit (...) the size of the government, and to avoid excessive public debt finance. While the allocative branch of the government benefits from fiscal decentralization, it is difficult to obtain a distribution of incomes that differs from the outcome that the market brings along. There is an important but underappreciated ambiguity in Hobbes’ concept of personhood. In one sense, persons are representatives or actors. In the other sense, persons are representees or characters. An estate agent is a person in the first sense; her client is a person in the second. This ambiguity is crucial for understanding Hobbes’ claim that the state is a person. Most scholars follow the first sense of ‘person’, which suggests that the state is a kind of actor (...) – in modern terms, a ‘corporate agent’. I argue that Hobbes’ state is a person only in the second sense: a character rather than an actor. If there are any primitive corporate agents in Hobbes’ political thought, they are representative assemblies, not states or corporations. Contemporary political theorists and philosophers tend to miss what is unique and valuable about Hobbes’ idea of state personality because they project the idea of corporate agency onto it. (shrink)
