China has undergone unprecedented changes since the Reform and Opening-up policy in 1978. Policy experimentation (PE) has been key in generating and catalysing reforms in the process. This study proposes a conceptual framework to describe the different pathways of PE-enabled reforms. Comparing two empirically informed case studies, this study demonstrates the functions of this policy tool plays within China’s higher education policy-making and development: generative, rhetorical and regulatory. The paper argues that PE can be a genuinely productive mechanism for producing, (...) identifying and negotiating new policy options while allowing the government to supervise and regulate institutional reform behaviours. However, under certain conditions, it assumes more of a symbolic role allowing the government to acquire or consolidate reform legitimacy without engaging substantial innovation. By highlighting those key roles of PE, this paper provides a distinctive perspective for understanding the policy-making and reform process in China’s higher education development. (shrink)

The metaphor of parasites or parasitism has dominated literary critical discourse since the 1970s, prominent examples being Michel Serres in France and J. Hillis Miller in America. In their writings the relationship between text and paratext, literature and criticism, is often likened to that between host and parasite, and can be therefore deconstructed. Their writings, along with those by Derrida, Barthes, and Thom, seem to be suggesting the possibility of a semiotics of parasitism. Unfortunately, none of these writers has drawn (...) enough on the biological foundation of parasitism. Curiously, even in biology, parasitism is already a metaphor through which the signified of an ecological phenomenon involving two organisms is expressed by the signifier of “[eating] food at another’s [side] table”. This paper will make some preliminary remarks on semiotics of parasitism, based on the notions of Umwelt (Jakob von Uexküll) and structural coupling (Maturana and Varela). It will look into the phenomenon of co-evolutionary process in community ecology. With reference to empirical history, the project will briefly surveythe literary and medical praxis of the 17th century England where large number of creative writings referred to the phenomenon of parasitism, which was deeply embedded in religious practice (e.g., the Eucharist) and political life (e.g., the courtier ecology in monarchy) of the times. Finally, it will touch upon the possible ‘parasitic’ relationship between language and biology. (shrink)

In his well-known essay, ‘What Is a Sign?’ (CP 2.281, 285) Peirce uses ‘likeness’ and ‘resemblance’ interchangeably in his definition of icon. The synonymity of the two words has rarely, if ever, been questioned. Curiously, a locus classicus of the pair, at least in F. M. Cornford’s English translation, can be found in a late dialogue of Plato, namely, the Sophist. In this dialogue on the myth and truth of the sophists’ profession, the mysterious ‘stranger’, who is most likely Socrates’ (...) persona, makes the famous distinction between eikon (likeness) and phantasma (semblance) (236a,b). For all his broad knowledge in ancient philosophy, Peirce never mentioned this parallel; nor has any Peircean scholar identified it. There seems to be little problem with eikon as likeness, but phantasma may give rise to a puzzle which this paper will attempt to solve. Plato uses two pairs of words: what eikon is to phantasma is eikastikén (the making of likeness [235d]) to phantastikén (semblance making [236c]). In other words, icons come into being because of the act of icon-making, which is none other than indexicality. Witness what Peirce says about the relationship between photographs and the objects they represent: “But this resemblance is due to the photographs having been produced under such circumstances that they were physically forced to correspond point by point to nature.” (Ibid.) Thus the iconicity which links the representamen (sign) and its object is made possible not only by an interpretant, but also by idexisation. Their possible etymological and epistemological links aside, the Peircean example of photographing and the Platonic discussion of painting and sculpturing in the Sophist, clearly show the physio-pragmatic aspect of iconicity. The paper will therefore reread the Peircean iconicity by closely analysing this relatively obscure Platonic text, and by so doing restore to the text its hidden semiotic dimension. (shrink)

Using electromagnetic levitation in combination with the oscillating drop technique and drop calorimeter method, the surface tensions and specific heats of undercooled liquid Co-10 wt% Mo, Co-26.3 wt% Mo, and Co-37.6 wt% Mo alloys were measured. The containerless state during levitation produces substantial undercoolings up to 223 K , 213 K and 110 K respectively for these three alloys. In their respective undercooling ranges, the surface tensions were determined to be 1895 m 0.31, 1932 m 0.33, and 1989 m 0.34 (...) mN m m 1 . According to the Butler equation, the surface tensions of these three Co-Mo alloys were also calculated, and the results agree well with the experimental data. The specific heats of these three alloys are determined to be 41.85, 43.75 and 44.92 J mol m 1 K m 1 . Based on the determined surface tensions and specific heats, the changes in thermodynamics functions such as enthalpy, entropy and Gibbs free energy are predicted. Furthermore, the crystal nucleation, dendrite growth and Marangoni convection of undercooled Co-Mo alloys are investigated in the light of these measured thermophysical properties. (shrink)

In one of his last texts, Foucault defined his philosophical enterprise as an “analysis of the conditions in which certain relations between subject and object are formed or modified, insofar as they are constitutive of a possible knowledge”1, or again as “the manner in which the emergence of games of truth constituted, for a particular time and place and certain individuals, the historical a priori of a possible experience”2. Despite its eclipse during the genealogical period, the notion of the historical (...) a priori is thus reaffirmed as central by later Foucault. There is, however, an essential modification with respect to its archaeological problematisation: in The Order of Things, the various historical a priori were characterized by a specific relation between being and language, a relation in which the subject of knowledge did not always nor necessarily have a place. The Renaissance episteme was defined by the homogeneity of words and things, and its Classical counterpart, by the transparent distance between being and representation, which excluded any positioning for the subject (the “place of the king”). Thus within the archaeological configuration, only the contemporary historical a priori was characterized by the invention of a new position for the subject of knowledge, that of Man, which generated the Analytic of Finitude and ultimately resulted in the “anthropological sleep” criticised at the end of The Order of Things. So although later Foucault re-focuses his work around the notion of the historical a priori, he gives the notion a considerable twist whereby the conditions of truth saying are no longer referred back to an implicit connection between being and language, but to the various relations historically established between “modes of subjectivation”3 and “modes of objectification”4. Correspondingly, these relations are not to be analysed from discourse, as in archaeology, nor from the constituting structures of subjectivity, as in phenomenology, but genealogically, i.e.. This book uncovers and explores the constant tension between the historical and the transcendental that lies at the heart of Michel Foucault’s work. In the process, it also assesses the philosophical foundations of his thought by examining his theoretical borrowings from Kant, Nietzsche, and Heidegger, who each provided him with tools to critically rethink the status of the transcendental. Given Foucault’s constant focus on the (Kantian) question of the possibility for knowledge, the author argues that his philosophical itinerary can be (...) understood as a series of attempts to historicize the transcendental. In so doing, he seeks to uncover a specific level that would identify these conditions without falling either into an excess of idealism (a de-historicized, subject-centered perspective exemplified for Foucault by Husserlian phenomenology) or of materialism (which would amount to interpreting these conditions as ideological and thus as the effect of economic determination by the infrastructure). The author concludes that, although this problem does unify Foucault’s work and gives it its specifically philosophical dimension, none of the concepts successively provided (such as the e;piste;mè, the historical a priori, the regimes of truth, the games of truth, and problematizations) manages to name these conditions without falling into the pitfalls that Foucault originally denounced as characteristic of the “anthropological sleep”—various forms of confusion between the historical and the transcendental. Although Foucault’s work provides us with a highly illuminating analysis of the major problems of post-Kantian philosophies, ultimately it remains aporetic in that it also fails to overcome them. Hope is hard to characterise because of the exceptional diversity of its applications, to the point that one may wonder whether there is continuity between ordinary cases of hope and what is often called 'hope against hope'. In this paper, I shall follow the relatively small but growing literature on hope and examine propositional hopes, i.e. hopes of the form 'hoping that p', with a particular focus on recent work by Philip Pettit and Adrienne Martin. I shall do this first (...) by identifying a significant difficulty encountered by what has become known as the 'orthodox definition'. The OD defines hope by means of two necessary and sufficient conditions: A hopes that p if and only if A desires that p and A assigns to p a degree of probability between 0 and 1. On this definition, to hope is to desire an outcome we deem neither certain nor impossible. Note that the relevant probability assignment is subjective: the OD allows, for example, that children can hope for Father Christmas to visit them on Christmas Eve. (shrink)

The question of whether humans represent grammatical knowledge as a binary condition on membership in a set of well-formed sentences, or as a probabilistic property has been the subject of debate among linguists, psychologists, and cognitive scientists for many decades. Acceptability judgments present a serious problem for both classical binary and probabilistic theories of grammaticality. These judgements are gradient in nature, and so cannot be directly accommodated in a binary formal grammar. However, it is also not possible to simply reduce (...) acceptability to probability. The acceptability of a sentence is not the same as the likelihood of its occurrence, which is, in part, determined by factors like sentence length and lexical frequency. In this paper, we present the results of a set of large-scale experiments using crowd-sourced acceptability judgments that demonstrate gradience to be a pervasive feature in acceptability judgments. We then show how one can predict acceptability judgments on the basis of probability by augmenting probabilistic language models with an acceptability measure. This is a function that normalizes probability values to eliminate the confounding factors of length and lexical frequency. We describe a sequence of modeling experiments with unsupervised language models drawn from state-of-the-art machine learning methods in natural language processing. Several of these models achieve very encouraging levels of accuracy in the acceptability prediction task, as measured by the correlation between the acceptability measure scores and mean human acceptability values. We consider the relevance of these results to the debate on the nature of grammatical competence, and we argue that they support the view that linguistic knowledge can be intrinsically probabilistic. Some stories of moral exemplars motivate us to emulate their admirable attitudes and behaviors, but why do some exemplars motivate us more than others? We systematically studied how motivation to emulate is influenced by the similarity between a reader and an exemplar in social or cultural background (Relatability) and how personally costly or demanding the exemplar’s actions are (Attainability). Study 1 found that university students reported more inspiration and related feelings after reading true stories about the good deeds of a (...) recent fellow alum, compared to a famous moral exemplar from decades past. Study 2A developed a battery of short moral exemplar stories that more systematically varied Relatability and Attainability, along with a set of non-moral exemplar stories for comparison. Studies 2B and 2C examined the path from the story type to relatively low stakes altruism (donating to charity and intentions to volunteer) through perceived attainability and relatability, as well as elevation and pleasantness. Together, our studies suggest that it is primarily the relatability of the moral exemplars, not the attainability of their actions, that inspires more prosocial motivation, at least regarding acts that help others at a relatively low cost to oneself. The uniqueness thesis states that for any body of evidence and any proposition, there is at most one rational doxastic attitude that an epistemic agent can take toward that proposition. Permissivism is the denial of uniqueness. Perhaps the most popular form of permissivism is what I call the Epistemic Standard View, since it relies on the concept of epistemic standards. Roughly speaking, epistemic standards encode particular ways of responding to any possible body of evidence. Since different epistemic standards may rationalize (...) different doxastic states on the same body of evidence, this view gives us a form of permissivism if different agents can have different epistemic standards. Defenders of the ESV, however, have not paid sufficient attention to what it means to have a particular epistemic standard. I argue that any theory of epistemic standard possession must satisfy two criteria to adequately address the broader needs of the ESV. The first criterion is the normative criterion: a theory of standard-possession should explain why agents are rationally required to form beliefs in accordance with their own epistemic standard, rather than any other standard. The second criterion is the applicability criterion: a theory of standard-possession should rule that agents have the epistemic standards we intuitively think they have. I then argue that no extant theories of standard-possession can satisfy both these criteria. I conclude by diagnosing why these criteria are so hard to jointly satisfy. Defenders of the ESV are thus left with a serious obstacle to forming a complete and plausible version of their view. (shrink)

In traditional Chinese literary criticism, textual strategies comparable to intertextuality have governed Chinese critics’ and poets’ reading and writing aboutliterature throughout the dynasties. Drawing on the intertextual theories of Kristeva and Riffaterre, the paper probes into the phenomenon of sign system-mutations in two highly influential ancient texts: the Confucian Classic of Changes of the fifth century B.C.E. and Liu Xie’s The Literary Mind and the Carving of Dragons, an ars poetica in the third century. The transformation of sign systems from (...) nonverbal to verbal, in the case of the Changes, and from literate to literary or “creative” to “theoretical”, in the case of the Dragons, bears witness to the Hjelmslevian reciprocity of object-semiotic and meta-semiotic. Job satisfaction, resilience, and teacher well-being, as the three major psychological variables emotioncy- based education, have received special attention among English as a foreign language researchers. To pursue the line of this inquiry, this particular study aimed to investigate the relationship between Chinese EFL teachers’ job satisfaction, resilience, and their well-being. To conduct the study, 343 Chinese EFL teachers with different academic qualifications, various academic degrees, and different majors voluntarily participated in this study. The results of the study showed that (...) job satisfaction and resilience could jointly predict 56.4 of the variance in psychological well-being. Both variables were the significant predictors of well-being, while job satisfaction was a better predictor, uniquely explaining 29.6 of well-being’s variance. Based on the findings, some pedagogical implication for administrators, educational institutions, and EFL teachers were discussed in the article. (shrink)

How to enable the computer to accurately analyze the emotional information and story background of characters in Qin opera is a problem that needs to be studied. To promote the artistic inheritance and cultural emotion color dissemination of Qin opera, an emotion analysis model of Qin opera based on attention residual network is presented. The neural network is improved and optimized from the perspective of the model, learning rate, network layers, and the network itself, and then multi-head attention is added (...) to the ResNet to increase the recognition ability of the model. The convolutional neural network is optimized from the internal depth, and the fitting ability and stability of the model are enhanced through the ResNet model. Combined with the attention mechanism, the expression of each weight information is strengthened. The multi-head attention mechanism is introduced in the model and a multi-head attention ResNet, namely, MHAtt_ResNet, is proposed. The network structure can effectively identify the features of the spectrogram, improve the weight information of spectrogram features, and deepen the relationship between distant information in long-time series. Through experiments, the proposed model has high emotional classification accuracy for Qin opera, and with the increase of the number of data sets, the model will train a better classification effect.
