In recent years a paradigm has emerged for which urban liveability coincides with the existence of conditions of order, rationality, predictability and safety. If we combine this with the enormous technological progress applied to the management of urban ecosystems and the strongly transitional nature of our age (digital transition, climate change, ecological transition...), we understand why in the last twenty years the concept of “Smart City” has been one of the most successful. But exactly what (...) are we talking about when we talk about Smart City? In reality, the process of smartification does not only concern the urban dimension but, in some way, seems to apply to so many aspects of life. What kind of rationality is hidden in the dynamics of smartification? Are there dark sides of the Smart Cities? Are there alternatives to the Order based on standardization, digital surveillance, massive use of increasingly invasive technologies? These are categories whose application is generally argued with the need to generate “sustainable” ways of life but to what extent are these categories sustainable themselves? Martin Heidegger warned that the fact that “everything works” is exactly the problem and not the solution. Is humanity generating an increasingly _irrational rationality_? The provocation launched by some Authors (above all Richard Sennett) is that there is the possibility of an antagonism to this process, designing cities as something open, never concluded, _dis-organized_. But what exactly does this disorder consist of? Is it a mere utopia or is it really possible to develop concrete categories and urban planning practices consistent with it? (shrink)

This paper challenges the ideas beyond the application of smart technology in the urban environment by investigating the proposal for the waterfront of Toronto by Sidewalk Labs. Although the project has been cancelled in the first months of the COVID pandemic outbreak, it still offers a valuable case study, as it was developed by Sidewalk Labs, part of Alphabet Inc, the company behind, among others, Google. This paper focusses on the spatial, material, and political aspects of the proposal, (...) which are investigated through an architectural reading of Hannah Arendt’s notion of the world. The paper reflects on the public spaces in the plan, and in particular to the ambition to make these spaces “responsive” to popular demand. This ideal is inherent to the most far-fledged convictions beyond smart cities. In contradiction to its promising images and wild ideas, this paper concludes that it silences the participants and diminishes the possibility of active participation in the built environment. The article examines the impact of the virtual public sphere on how urban spaces are experienced and conceived in our data-driven society. It places particular emphasis on urban scale digital twins, which are virtual replicas of cities that are used to simulate environments and develop scenarios in response to policy problems. The article also investigates the shift from the technical to the socio-technical perspective within the field of smart cities. The article presents the reasons for which the issue of providing housing to low-income citizens has been a real challenge in Addis Ababa during the recent years and will continue to be, given that its population is growing extremely fast. It examines the tensions between the universal aspirations and the local realities in the case of some of Ethiopia’s most ambitious mass pro-poor housing schemes, such as the “Addis Ababa Grand Housing Program” (AAGHP), which was launched in 2004 and was (...) integrated in the “Integrated Housing Development Program” (IHDP) in 2006. The article argues that the quotidian practices of communities and their socio-economic and cultural characteristics are related to the spatial attributes of co-housing practices. Drawing upon the idea that there is a mutual correspondence between social and spatial structures, it places particular emphasis on the analysis of the IHDP and aims to show that to shape strategies that take into account the social and cultural aspects of daily life of the poor citizens of Addis Ababa, it is pivotal to invite them to take part in the decision-making processes regarding their resettlement. Departing from the fact that a large percentage of the housing supply in Addis Ababa consists of informal unplanned housing, the article also compares the commoning practices in kebele houses and condominium units. The former refers to the legal informal housing units owned by the government and rented to their dwellers, whereas the latter concerns the housing blocks built in the framework of the IHDP for the resettlement of the kebele dwellers. The article analyzes these processes of resettlement, shedding light of the fact that kebele houses were located at the inner city, whereas the condominiums are located in the suburbs. Despite the fact that the living conditions in the condominium units are of a much higher quality than those in the kebele houses, their design underestimated or even neglected the role of the commoning practices. The article highlights the advantages of commoning practices in architecture and urban planning, and how the implementation of participation-oriented solutions can respond to the difficulties of providing housing. It argues that understanding the significance of the endeavors that take into account the opinions of dwellers during the phase of decision-making goes hand in hand with considering commoning practices as a source of architecture and urban planning frameworks for low-cost housing in this specific context. The key argument of the article is that urban planning and architecture solutions in Addis Ababa should be based on the principles of the so-called “negotiated planning” approach, which implies a close analysis of the interconnections between planning, infrastructure, and land. This book is an interdisciplinary research work designed to be of interest to a broad range of academics. It engages with the ideas of ‘modernity’ in architecture and investigates how they might align (or not) with other forms of radical power. The breadth of the topic demanded engagement with a rich body of architectural theory and history and relevant texts in urban sociology, colonial and postcolonial studies, political geography, and cultural studies, a challenge to which the book has responded outstandingly. -/- This book offers an understanding of the public spaces through political change, power struggle, and autocratic modernity manifested. It addresses the subject of politics in architecture and built environment by examining the various academic literature in urban studies, architectural history, urban anthropology, urban sociology, cultural geographies, planning history, philosophy, and the broader social and political sciences. Followingly, it will be focused on the less well-known traditions of architecture and democratic values drawing upon western and (non)western perspectives to decolonize the notion of public space in the global south. Urban green spaces are vital for mitigating climate change, enhancing biodiversity, and improving citizen well-being. However, traditional methods of designing and managing these spaces often lack the precision and scalability needed to address modern urban challenges. This paper explores how Artificial Intelligence (AI) and IoT technologies can optimize urban green spaces in smart cities. Over the last few years, smart cities have been a focus of scholarly attention. Most of these critical studies concentrated on the multinational corporations’ discourses and their implications on urban policies. Besides these factors, however, the data-driven city develops within a complex web of entanglements whereby data-driven technologies modulate the urban infrastructure in a multitude of ways contingent upon the social, political, material and technical aspects. As such, this article attends to the infrastructural implications of a (...) class='Hi'>smart city product, Citymapper, which is a transport app built on open data available as part of London’s smart city planning. In order to establish the relationship between data and infrastructure, I use Gilbert Simondon’s notions of ‘transduction’, ‘individuation’ and ‘technicity’ to explore this relationship in a processual and relational way. In constructing this relationship as co-generative, whereby infrastructure and data transindividuate, I subsequently posit the term data/infrastructure. Against this theoretical background, I study the ways in which Citymapper individuates and thereby gains infrastructural power through technicity of data by studying the ways in which the users’ contribute to data generation that feed back into the app. Specifically, by following the transformation of the app from initially mediating the bus timetable to transducing users into environmental sensing nodes through which the app collects behavioural data, I foreground the epistemological, infrastructural and social consequences of Citymapper’s infrastructural power for the data-driven city. Smart cities build on the idea of collecting data about the city in order for city administration to be operated more efficiently. Within a research project gathering an interdisciplinary team of researchers – engineers, designers, gender scholars and human geographers – we have been working together using participatory design approaches to explore how paying attention to the diversity of human needs may contribute to making urban spaces comfortable and safe for more people. The project team has deployed sensors (...) collecting data on air quality, sound and mobility in a smart city testbed in Norrköping, Sweden. While these sensors are meant to capture an accurate ‘map’ of the street and what is going on along it, our interdisciplinary conversations around the sensors have revealed the heterogeneity both of smart city planning and spatial formulations of the city. The discussions have given rise to questions regarding the work that goes into constructing the sensor box itself, as well as the work of deploying it, and how these influence the ‘map’ that the sensors produce. In this paper, we draw on Lefebvre to explore how the sensors themselves produce smart spaces. We analyze how the box depends on perceived space to function (e.g. requiring electricity), and simultaneously it produces conceptualizations of space that are influenced by the materiality of the box itself (e.g. sensors being affected by heat and noise). Smart cities are now an established context in which data and digital technologies shape urban politics. Despite increased scholarly focus on algorithmic governance, smart cities and their data production still heavily rely on human labor, raising questions about how that labor is recruited and the implications of different recruitment strategies. In this paper, we illuminate the relations and practices mobilized to recruit the labor required to produce, analyze, and enact data that produce smart cities. We argue (...) that smart cities recruit such digital labor by producing and circulating moral values and sentiments to claim that such participation is a social good. In this article we draw on a 6-year ongoing project in Calgary, Canada to explore how these “moral economies” underwrite smart city ecosystems. We explore three projects related to data and digital labor in the Calgary smart city: a wearable technology collaborative project, a civic hacking group, and the community social media platform Nextdoor. We suggest that moral economies of smart cities signal a new juncture between urban planning and profiting from data, with the potential for creating new socio-political risks. These moral economies signal a shift toward a “new spirit of capitalism” in which labor is managed through indirect persuasion rather than direct compulsion and mandate. (shrink)

Building upon previous research on the therapeutic object, specifically the objet re-petit-ive abc, which draws from Lacan, Winnicott, and Guattari, I explore the generation, contribution, and erosion of knowledge in the so-called smart city. I will investigate how digital pedagogical objects, functioning as transitional objects, can serve as therapeutic purposes both within and outside institutional settings. I examine the notions of the dérive and psychogeography and compare them with Bernard Stiegler’s concept of the “journey of knowledge” and then delve (...) into the curation of “negentropic forms of knowledge” and the mnemonic technique of the dérive. Taking ecological and ecosophical perspectives into account, I consider mnemonic techniques as a means to critically reflect upon the urban landscape and its transformation into a technical milieu. My overall goal is to contemplate the possibility of a Stieglerian and/or Guattarian détournement (philosophical hijacking) of the smart city. (shrink)

Chinese cities are increasingly using digital technologies to address urban problems and govern society. However, little is known about how this digital transition has been implemented. This study explores the introduction of digital governance in Shenzhen, one of China's most advanced smart cities. We show that, at the local level, the successful implementation of digital systems faces numerous hurdles in long-standing data management and bureaucratic practices that are at least as challenging as the technical problems. Furthermore, the (...) study finds that the digital systems in Shenzhen entail a creeping centralisation of data that potentially turns lower administrative government units into mere users of the city-level smart platforms rather than being in control of their own data resources. Smart city development and big data ambitions thereby imply shifting stakeholder relations at the local level and also pull non-governmental stakeholders, such as information technology companies and research institutions, closer to new data flows and smart governance systems. The findings add to the discussion of big data-driven smart systems and their implications for governance processes in an authoritarian context. (shrink)

Data about the accessibility of United States municipalities is infrastructure in the smart city. What is counted and how, reflects the sociotechnical imaginary of a time or place. In this paper we focus on features identified by people with disabilities as promoting or hindering safe pedestrian travel. We use a regionally stratified sample of 178 cities across the United States. The municipalities were scored on two factors: their open data practices, and the degree to which they cataloged the environmental (...) features that persons with disabilities deemed critical for safe movement through urban spaces. In contradiction to the dominating narrative of too much data and not enough analyses, we find that when it comes to data points that might be useful to persons with disabilities, data are lacking. This data gap has consequences both politically and materially—on one hand data could help enforce compliance with the Americans with Disabilities Act, on the other they would allow for safe route planning. We find that reading these data formats and collection patterns from the perspective of critical disability studies—particularly those whose work disrupts notions of “normal” —helps answer questions about potential benefits and harms of data practices. This lens has the potential to promote analysis that is as disruptive to injustices as it is practical. (shrink)

In the writings of thinkers like Hayek, Popper, Talmon, Kolakowski, and many others, program became synonymous with hubris.1 It was construed as (...) a dangerous effort to regulate the diversity of human subjectivity and the complexity of the social organism, a repressive will-to-order and predictability that tainted utopias by associating them with Totalitarianism. In Popper’s exemplary exposition:The Utopian attempt to realize an ideal state, using a blueprint for society as a whole, is one which demands a strong centralized rule of a few, and which therefore is likely to lead to a dictatorship. [...] [Utopia] claims to plan rationally for the whole of society, although we do not possess anything like the factual knowledge which would be necessary to make good such an ambitious claim.2 [End Page 489]Yet, though this view of how Utopia, to recall Robert C. Elliott, became “a bad word,” is accurate in itself, it also reflects only the negative or destructive side of Cold War anti-utopianism, a trend whose logical inconsistencies and ideological biases have already been ably dissected in the work of Russell Jacoby, Marc Olssen, and Darren Webb, to name but a few.3What one could term the “positive” or “productive” side of anti-utopian denunciations of the dogmatically programmatic character allegedly inherent in utopias went well beyond the exigencies of generating a geopolitical and ideological enemy image. It involved an effort to reconcile western subjects to seismic and highly consequential shifts within postwar, late-capitalist societies themselves. If, as I have argued elsewhere, utopian fictions (and, indeed, nonfictions) before the Cold War period can be read as fictions of organization—of everything from architecture and urban planning, to production, sexuality and biological reproduction, clothing, or diet—it is also the case that in them, “organization” is a response, a reaction to traumatic historical experiences of disorganization, from the decline of the ancient city-state in the case of Platonic utopianism; to the impoverishment and dislocation of rural communities in the era of Thomas More; to the experience of the fracturing of religious community during the religious, civil, and international wars that marked the seventeenth century; to the dramatic impact of early nineteenth-century industrialization on artisanal and agrarian communities, on family cohesion and on the rhythms of the premodern working day.4My argument is, then, that the anti-utopian denunciation of blueprint and program was not simply motivated by the liberal capitalist attack against the planned and highly regulated character of economy and society in the countries of so-called actually existing socialism. It was also motivated by the ideological need to normalize and legitimize the transition, within western capitalist societies themselves, to what Scott Lash and John Urry called “disorganized capitalism.” Lash and Urry’s book, originally published during the decade of the triumphant rise of neoliberalism, in 1987, launches its investigation by tellingly quoting the passage of Marx and Engels’s Communist Manifesto that focuses on the creatively destructive aspects of capitalist social transformation: the bourgeoisie, Lash and Urry observe, is a class “with vested interest in change, crisis and chaos”; the social world over which it presides is one “which swings wildly out of control, menacing and destructive.”5 In their introduction, the authors outline the basic features of the postwar shift from the organized capitalism of the mid-nineteenth and early twentieth centuries to its disarticulated successor formation during the rise of [End Page 490] neoliberal governance. The article considers approaches in order to study large municipal entities and their economic potential. The authors specify that large municipal entities in modern conditions have a multifunctional structure, so they propose an interdisciplinary approach to their study. The article discusses such approaches to analyzing large municipalities as: philosophical; research from the perspective of social sciences and the humanities (political science, sociological, psychological, historiographic and ethnographic approaches). The authors analyze large municipalities from the perspective of the geographical approach; urban (...) theory; urban planning and architecture. The problem of studying large municipalities in the legal sciences is separately investigated. With the help of the economic approach the authors show that at the core of urbanization and the emergence of large municipalities there are three effects: comparative advantage, concentration effect, and localization effect. The authors give classification of large municipalities. The authors propose a systematic approach to analyzing large cities, representing the unity of the functional approach, open systems methodology and the factor approach. Under the latter, it is proposed to understand the economic potential of the city, which presupposes the possibility of efficient use of available resources and their maximum inclusion in social reproduction in order to meet the needs of the municipality population. The authors substantiate the classification of the economic potential of a large municipal formation, which consists of: the resource (basic and used), innovative and infrastructural potentials. Urban Digital Twins (UDTs) have become the new buzzword for researchers, planners, policymakers, and industry experts when it comes to designing, planning, and managing sustainable and efficient cities. It encapsulates the last iteration of the technocratic and ultra-efficient, post-modernist vision of smart cities. However, while more applications branded as UDTs appear around the world, its conceptualization remains ambiguous. Beyond being technically prescriptive about what UDTs are, this article focuses on their aspects of interaction and operationalization in connection to (...) people in cities, and how enhanced by metaverse ideas they can deepen societal divides by offering divergent urban experiences based on different stakeholder preferences. Therefore, firstly this article repositions the term UDTs by comparing existing concrete and located applications that have a focus on interaction and participation, including some that may be closer to the concept of UDT than is commonly assumed. Based on the components found separately in the different studied cases, it is possible to hypothesize about possible future, more advanced realizations of UDTs. This enables us to contrast their positive and negative societal impacts. While the development of new immersive interactive digital worlds can improve planning using collective knowledge for more inclusive and diverse cities, they pose significant risks not only the common ones regarding privacy, transparency, or fairness, but also social fragmentation based on urban digital multiplicities. The potential benefits and challenges of integrating this multiplicity of UDTs into participatory urban governance emphasize the need for human-centric approaches to promote socio-technical frameworks able to mitigate risks as social division. Radical cities have historically been hotbeds of transformative paradigms, political changes, activism, and social movements, and have given rise to visionary ideas, utopian projects, revolutionary ideologies, and debates. These cities have served as incubators for innovative ideas, idealistic projects, revolutionary philosophies, and lively debates. The streets, squares, and public spaces of radical cities have been the backdrop for protests, uprisings, and social movements that have had both local and global significance. This research project aims to explore and reimagine radical cities (...) and urban activism using a variety of visual and collaborative pedagogical approaches. This project will study and categorize these cities through comparative case studies from different regions, including North America, and Latin America, and beyond, in order to better understand and interpret pivotal societal transitions. Port Cities are historically the places for paradigm shifts, radical changes, and socio-economic transitions. In particular, the interaction zone between the port infrastructure and urban activities creates liminal spaces at the forefront of many contemporary challenges. In these liminal spaces, the port's flows, form, and function intertwine with urban contexts and conflict with the living conditions. Conceptualizing the portcityscape and harborscape as liminal space and urban thresholds leads to (re)thinking about innovative participatory methods and technologies for building (...) community resilience in port cities. Additionally, inevitable constant development in port cities requires adaptability and resilience from the waterfronts to the hinterlands and city centers. Such confrontation of port infrastructures and urbanization is socio-politically and spatially challenging, specifically in historic port cities. Therefore, as the approach to exploiting energy and human resources changes over time, the physicality of the built environment in port cities and how we (re)use the resources need to be redefined. This research investigates key socio-spatial features and challenges of port cities by examining how the port's proximity to the city requires coordination, collaboration, transparency, and community dialogue. The introduction and background literature discuss three domains and notions of port city studies, building community resiliency through participatory frameworks, and parasitic architecture. By building upon this analytical framework, the paper presents case studies developed within the research-led design studio focusing on building resilient communities in four port cities, including Amsterdam, Constanta, Alexandria, and Rio De Janeiro. This article analyzes articulations among urban enclaves, finance capital, and glass architecture by exploring MGM’s corporate investments in the Las Vegas CityCenter development and the Chinese enclave of Macau. CityCenter is an unsuccessful $9 billion master-planned urban community financed by MGM and Dubai World. Macau is a former Portuguese colony and Special Administrative Region of the People’s Republic of China which has, since its return to the PRC in 1999, replaced Las Vegas as the world’s most lucrative site (...) of casino gaming revenue. Taken together, CityCenter and Macau are illustrative of the political economy and cultural logics of financialization. Foreign investment from Las Vegas entrepreneurs has vitrified Macau, transforming it into a phantasmagoria of glass resorts. Macau in turn plays a crucial functional role in capitalism’s recomposition in East Asia, similar to the autochthonous role of the Italian city-states of Venice and Genoa in the historical origins of capitalism. In order to ‘read’ the cities of Las Vegas and Macau, I explore intertextual legibilities among fictitious capital that relies on glass fiber-optic technology to enable grand architectural projects; expressionist fictional representations of glass architecture and its utopian transformative potential; and glass buildings that themselves dissimulate in a manner not unlike fiction. The Strategic Choice Approach (SCA) is a method meant to deal with operational decision in a strategic way and to manage different sources of uncertainty in decision-making processes. The paper describes how SCA can deal with the future in the specific realm of urban planning in current cities, which represents a typical example of Wicked Problem, taking into account the three different levels of uncertainties that the method aims to manage (Uncertainties about the working Environment, UE; Uncertainties about Related (...) decisions, UR; Uncertainties about guiding Values, UV). We argue that these three types of uncertainties are referred to the ‘ordinary’ problems of modern and contemporary cities. The project of an architectural/urban transformation has to do with this kind uncertainties and implications – in overcoming a series of approvals of different institutional order – and, with this purpose, takes the form of a contract. Instead, this categorisation doesn’t conceive some new and uncertain challenges of future cities, around climate change, infrastructural disruption, insecurity, pandemics, at local and global scales, that are currently under debate in the cities. In this study we suggest that this character of uniqueness can imply the exploration of a new category of uncertainty in the SCA scheme, the ‘uncertainty about disruptive events (UD)’, a type of catastrophic or just unknown in their effects. First of all, we define the PSMs (Problem Structuring Methods) as methods of structuring the «wicked problems». Secondly, we examine the SCA as «a strategic choice process through time», taking into account the three different levels of uncertainty that the method intends to manage. (shrink)

Sound and listening are intrinsically linked to how we experience and engage with places and communities. This guide invites landscape architects and urban designers to become soundscape architects and offers practical advice on sound and listening applicable to each stage of a design project: from reading the environment to intervening on it. This book foregrounds listening as an affective mediator between subjects and multispecies environments, and a vehicle to think and conceptualise environmental design beyond prevailing visual and human-centred modes. The guide expands landscape architects' and urban designers' tools and skills to assess existing soundscapes, predict how those soundscapes will be altered through their designs, consider sound as a creative and active part of the design process, and envisage how users might perceive and be affected by those soundscapes as they evolve in time. The volume sits in the interface of research and practice, and incorporates theoretical, methodological and creative contributions from acoustic ecology, ecoacoustics, bioacoustics and sound art. Each of the design stages is illustrated through project examples that demonstrate the many advantages of incorporating attentive listening and sound into Landscape Architecture and Urban Design Practice. The book shows how incorporating listening and sounding as part of the design process promotes slow and subtle ways of practice, adds social and ecological value through the reduction of noise pollution and by monitoring the health of habitats, and enables the design of soundscapes that complement the character and design intent of a scheme and elicit joy and wonder. This book critically examines the philosophy of the term 'transgression' and how it shapes the utopian vision of contemporary urban design scenarios. The aim of this book is to provide scholarly yet accessible graphic novel illustrations to inform narratives of urban manifestos. Through four select case studies from the UK, Cyprus and Germany, the book highlights the paradoxes and contradictions in architecture and provides detailed evaluation of the limits and contemporary forms of sustainable urban regeneration. The book (...) proposes an 'utopian urban vision' approach to social, political and cultural relations, trends and tensions both locally and globally, and seeks to inspire an awakening in architectural discourse. The book argues that the philosophical undermining of transgression is the result of a phenomenon from a different perspective -- its philosophical background, its social construction, its experimental research process and its design implications on the city. As such, the book provides a critical examination of how architectural design interventions contribute to sustainable urban regeneration, gentrification and can impact local communities. This book provides a significant contribution to both undergraduate and postgraduate students, as well as early career researchers working in architecture, planning and sustainable urban design. The concept of Tabula Rasa, as a desire for sweeping renewal and creating a potential site for the construction of utopian dreams, is presupposition of Modern Architecture. Starting from the middle of the 19th century to the first half of the 20th century, Iranian urban and architectural history has been integrated with modernization, and western-influenced modernity. The case of Tehran as the Middle Eastern political capital is the main scene for the manifestation of modernity within it’s urban projects (...) that was associated with several changes to the social, political and spatial structure of the city. In this regard, the strategy of Tabula Rasa as a utopian blank slate upon which a new Iran could be conceived “over again” – was the dominant strategy of modernization during First Pahlavi era (1925–1941). This article explores the very concept of constructing a new image of Tehran through the processes of autocratic modernism and orientalist historicism that also influenced the discourse of national identity during First Pahlavi era. This paper analyzes the role of the architectural concept in the creation and life of the city. Aiming to identify the urban qualities in the concept, I introduce the distinction between the first and the second object of architecture, where the former represents the architectural concept, which then materializes its authenticity in the latter, that is, architecture’s real state. Within this temporal order of architectural creation, the paper focuses on the transition from the first object to the second, (...) in which the (urban) reality is assumed to be altered by producing the architectural concept. In explaining such alteration, I employ the dialectics between concept and context. My main hypothesis is that to define the architectural concept necessarily implies the definition of its context, that is, the representation of its real exteriority. At the urban level, the inevitable particularity of architecture becomes an aesthetic quality, thanks to which the impossible task of de-fining the city is overcome and made irrelevant for reaching the state of (urban) conjunction. With every architectural concept being realized, the urban reality becomes altered, or multiplied. The urban contextualization, in this sense, implies not simple summation, but rather conjunction of at least two different concepts, whose difference, however, originates from the act of fundamental disjunction. To explain this paradox, I employ Hegel’s notion of aufheben, aiming to reconcile the radical architectural opposition between the conceptual and the contextual, in favor of the idea of the multiplicity of realized concepts – that is, second objects of architecture. What in architecture appears as an opposition of concept and context, serves on the urban level to overcome the problem of (contextual) finitude of the city, and then produce a new, positive difference within it. Smart city discourses often invoke the Panopticon, a disciplinary architecture designed by Jeremy Bentham and popularly theorized by Michel Foucault, as a model for understanding the social impact of AI technologies. This framing focuses attention almost exclusively on the negative ramifications of Urban AI, correlating ubiquitous surveillance, centralization, and data consolidation with AI development, and positioning technologies themselves as the driving factor shaping privacy, sociality, equity, access, and autonomy in the city. This paper describes an alternative diagram for (...) Urban AI—the Polyopticon: a distributed, polyvalent, multi-modal network of synthetic intelligences. It posits that fourth industrial revolution technologies change the political, social, and psychodynamic relationships of sentience and witness in the city, shifting the effects of watching and watched beyond the exclusive domain of top-down surveillance and discipline. The Polyopticon poses a more expansive and ambivalent spectrum of possibilities for Urban AI scenarios, one that undermines the totalizing, singular, and cerebral notion of intelligence that so often characterizes Urban AI and smart city critiques. The adaptive reuse of industrial heritage, a critical component in addressing radical climate change-related urban transitions, is increasingly pertinent. This paper distinguishes ‘urban transitions’ from ‘urban transformation,’ emphasizing a more gradual, adaptive approach to urban development under the pressures of climate change. It explores the repurposing of industrial buildings and spaces, maintaining their cultural and historical value while meeting current urban needs. Through a mixed-methods approach, the paper analyses how adaptive reuse contributes to sustainable (...) class='Hi'>urban development, examines the scale and impact of such projects from local quarters to city-wide implications, and discusses the potential negative consequences, including gentrif ication. The study spans various global regions, including Europe, the United States, Latin America, Canada, and Australia, using case studies to illustrate the effectiveness of adaptive reuse in promoting sustainability, revitalizing urban areas, and preserving cultural heritage. Urban rail transit can improve a city’s accessibility. However, high construction and operation costs restrict the development of urban rail transit. Value capture recoups the additional value that the investments of urban rail transit confer to local land and is considered to be an effective measure to alleviate this financial problem. Understanding the land value uplift effects of urban rail transit is essential for understanding value capture. This study applied a Space-P model of urban rail (...) transit network based on complex network theory and demonstrated the influence of urban rail transit network characteristics on residential and commercial land prices. The model was tested with eight metropolises in China, using the 2003 to 2022 timeframe as the context. The results showed a significant positive correlation between the number of nodes and the land prices, the average clustering coefficient was highly positively correlated with the land prices, and there was a significant negative correlation between the average path length and the land prices. This study provides theoretical support for value capture, is beneficial for urban rail transit planning, and supports improvements in the development quality of urban rail transit networks. The urban poise is dependent on a particular notion of urban planning: a myriad of actions that can adjust civic life in many places to provoke it towards greater self-esteem. Urban planning is not consecrated by a drawing in the shape of a plan alone, but it must respect the elevation of the stance of an urban spectacle as seen from the sidewalk. The coercion of civic indicators is reappraised by delighting in the figurative stance of (...) the informant city. Small things are done in the city within its existing urban structure so that an edge is applied to what already exists. City blocks might be fractionally altered, holes in the skyline reamed out smooth, and points located strategically so that they can carry their attendant responsibilities. The method is marginally parasitic, for it exists by requiring something else to exist that it cannot readily harbor.Ten points and places of vulnerability have been chosen in the city that poke at its underbelly. Whilst the poises are given names and specific sites, their viability could be felt equally in a different city using changed names. The Appliance House franchises its intention to various matters of civic consequence, ranging from the weather to shopping to the monumental respect for the dead. Each poise is considered integrally related to the wholeness of the city. If any of the Poises becomes disassociated from the city or from other Poises, the prime tenet of urban existence will have been ignored: the over-exertion of one component of urban life will take place at the expense of somebody else. My researches into 'architecture as music' have led me to investigate how a synchronicity of sound and space, acting together, can enable buildings to become not only smart but also sentient. It was one particular building in the City of London that prompted me to join the patterns of architecture with the rhythms of music in an experimental audio-visual performance called Citirama. Each of the piece's three movements throws some new light on what makes a building 'musical' ‐ i.e. (...) capable of exerting some power over our emotional response. I take a journey back in time to find that architecture is a world of relationships very close to that of the performing musician but, if we are to apply the lessons of music more widely, it will be necessary that we obtain some understanding of how our brains' pathways and neural mechanisms enable us to see and hear through a process of pattern recognition. Only then will the indelible links between architecture and music enable architects to act more as composers in rebalancing the challenges that underpin the future of our cities. We are living in the realm of the lost dimension, where the three-dimensional public square of our urban past has collapsed into the two-dimensional interface of the various screens that function as gateways to home, office, and public spaces, be they the flat-screen televisions on our walls, the computer screens on our desktops, or the smartphones in our pockets. In this multidisciplinary tapestry of contemporary physics, architecture, aesthetic theory, and sociology, Virilio describes the effects of today's hyperreality on our understanding of space. Visual representations have often played a crucial role in imagining future urban forms. This paper assesses the contribution of visual elements in this,process with a detailed case study of the maps, statistical charts, architectural drawings and photographs enrolled into the 1945 City of Manchester Plan. The cultural production of these visual representations is evaluated. Our analysis interprets the form, symbology and active work of different imagery in the process of reimagining Manchester, but also assesses the role of these images as markers of a particular moment in the cultural economy of the city. This article takes a speculative and design fiction approach to the critical analysis of the role of smart and autonomous vehicles (AVs) in the context of smart cities. The article explores arguments that these cars of the future will have decisive impacts on mobility, sustainability and road safety. The article examines the main parameters of smart city and smart car developments and then focuses on the visions of increasing AI-driven autonomy. The article demonstrates how these debates (...) are linked to speculative design as full autonomy does not currently exist but takes a speculative position as to what the critical issues are that face smart/autonomous city visions (enhanced surveillance and data mining) and considers the potentially hazardous ethical dilemmas that AVs may encounter once fully rolled out onto city roads. From a design fiction perspective, the article envisions the viability of AV prioritizing public rather than private transport as a means by which the ‘techno-utopic’ visions of smart city/AV integration can be realized and make positive impacts to enhance urban living in rendering future cities as more sustainable, efficiently mobile and safer urban spaces. This book explores how the weather and city-form impact the mind, and how city-form and mind interact. It builds on Merleau-Ponty's contention that mind, the human body and the environment are intertwined in a singular composite, and on Walter Benjamin's suggestion that mind and city-form, in mutual interaction, through history, have set the course of civilization. Bringing together the fields of philosophy, urbanism, geography, history, and architecture, the book shows the association of existentialism with prevalence of mood disorder in Northern (...) Europe at the close of Little Ice Age. It explains the implications of city-form and traces the role of the myths and allegories of urban design as well as the history of gender projection onto city-form. It shows how urbanization in Northern Europe provided easier access to shelter, yet resulted in sunlight deprivation, and yielded increasing incidence of depression and other mental disorder among the European middle-class. The book uses the examples of Kierkegaard, Nietzsche, Dostoevsky and Kafka, to show how walking through the streets, squares and other urban voids became the informal remedy to mood disorder, a prominent trait among founders of modern Existentialism. It concludes by describing how the connection of anguish and violence is relevant to winter depression in cities, in North America in particular. (shrink)

Using Big Data to better understand urban questions is an exciting field with challenging methodological and theoretical problems. It is also, however, potentially troubling when Big Data is applied uncritically to urban governance via the ideas and practices of “smart cities”. This essay reviews both the historical depth of central ideas within smart city governance —particular the idea that enough data/information/knowledge can solve society problems—but also the ways that the most recent version differs. Namely, that the (...) motivations and ideological underpinning behind the goal of urban betterment is largely driven by technology advocates and neoliberalism rather than the strong social justice themes associated with earlier applications of data to cities. Geosocial media data and metrics derived from them can provide useful insight and policy direction. But one must be ever mindful that metrics don’t simply measure; in the process of deciding what is important and possible to measure, these data are simultaneously defining what cities are. (shrink)

Smart cities are now an established area of technological development and theoretical inquiry. Research on smart cities spans from investigations into its technological infrastructures and design scenarios, to critiques of its proposals for citizenship and sustainability. This article builds on this growing field, while at the same time accounting for expanded urban-sensing practices that take hold through citizen-sensing technologies. Detailing practice-based and participatory research that developed urban-sensing technologies for use in Southeast London, this article considers how (...) the smart city as a large-scale and monolithic version of urban systems breaks down in practice to reveal much different concretizations of sensors, cities, and people. By working through the specific instances where sensor technologies required inventive workarounds to be setup and continue to operate, as well as moments of breakdown and maintenance where sensors required fixes or adjustments, this article argues that urban sensing can produce much different encounters with urban technologies through lived experiences. Rather than propose a “grassroots” approach to the smart city, however, this article instead suggests that the smart city as a figure for urban development be contested and even surpassed by attending to workarounds that account more fully for digital urban practices and technologies as they are formed and situated within urban projects and community initiatives. The article examines the impact of the study for Levittown of urban sociologist Herbert Gans on Denise Scott Brown’s thought. It scrutinizes Denise Scott Brown, Robert Venturi, and Steven Izenour’s ‘Remedial Housing for Architects or Learning from Levittown’ conducted in collaboration with their students at Yale University in 1970. Taking as its starting point Scott Brown’s endeavour to redefine functionalism in ‘Architecture as Patterns and Systems: Learning from Planning’, and ‘The Redefinition of Functionalism’, which were included in Architecture as (...) Signs and Systems: For a Mannerist Time (2004), the article sheds light on the fact that the intention to shape a new way of conceiving functionalism was already present in Learning from Las Vegas, where Robert Venturi, Denise Scott Brown and Steven Izenour suggested an understanding of Las Vegas as pattern of activities. Particular emphasis is placed on Scott Brown’s understanding of ‘active socioplastics’, and on the impact of advocacy planning and urban sociology on her approach. At the core of the reflections developed in this article is the concept of ‘urban village’ that Gans uses in US in The Urban Villagers: Group and Class in the Life of Italian-Americans (1972) to shed light on the socio-anthropological aspects of inhabiting urban fabric. We interviewed Galileo Morandi, a young Italian architect working in a research project on architecture and new technologies and author of several publications about the relation between city, territory and project. The discussion starts and finishes in a place where Morandi studied and worked, Dubai – example of a city in rapid growth and in its way iconic representation of the new globalized cities – passing through Milan and Los Angeles, the new Chinese town and a village in the mountains. (...) The role played by city plans allows to discuss the contemporary city between an architectural perspective and a political awareness.
