This article introduces to a wider public a hitherto unknown report written by the “Romantic” natural philosopher and mineralogist Henrik Steffens (1773–1845). In the 1811 report Ideas on Medical Meteorology, commissioned by the Prussian Ministry of the Interior via the physician Johann Christian Reil (1759–1813), Steffens argued for a new, “organic” perspective on meteorology focusing on interrelations between the atmosphere and diseases among humans and animals. This new outlook, he argued, was to be realized via a series of observations directed (...) by the state administration. Excerpts from the report are translated and commented upon in order to illuminate their context. These show the report to be part of a significantly older European tradition of inquiry into the connection between changes in the atmosphere and health. A speculative variation of this tradition, for which the general term “Organic Meteorology” is introduced here, was ignited in German-speaking regions through Schelling’s natural philosophy. The report and its context show that the Prussian state was willing to engage with “Romantic” natural philosophy, that Steffens gladly provided expertise for this purpose, and that this was part of a more general effort to professionalize medicine. This is the introduction to the Special Issue ‘Foundational Issues in Conceptual Engineering’. The issue contains contributions by James Andow, Delia Belleri, David Chalmers, Catarina Dutilh Novaes, Eugen Fischer, Viktoria Knoll, Edouard Machery and Amie Thomasson. We, the editors, provide a brief introduction to the main topics of the issue and then summarize its contributions.

The Turing Test is of limited use for entities differing substantially from human performance levels. We suggest an extension of Turing’s idea to a more differentiated measure - the "Turing Ratio" - which provides a framework for comparing human and algorithmic task performance, up to and beyond human performance levels. Games and talent levels derived from pairwise comparisons provide examples of the concept. We also discuss the related notions of intelligence amplification and task breadth. Intelligence amplification measures total computational efficiency (...) (the computational benefit gained relative to investment, including programmer time, hardware, and so on); we argue that evolutionary computation is a key amplifier of human intelligence. Task breadth is an attempt to weight Turing Ratios by the frequency and importance of the task they measure - doing well at a broad range of tasks is an empirical definition of “intelligence”. Measuring Turing Ratios and considering task breadth, prior knowledge, and time series of the measures may yield long-term insight into both open-ended computational approaches and the underlying task domains being measured. Khutoretskii's Theorem states that the Rogers semilattice of any family of c.e. sets has either at most one or infinitely many elements. A lemma in the inductive step of the proof shows that no Rogers semilattice can be partitioned into a principal ideal and a principal filter. We show that such a partitioning is possible for some family of d.c.e. sets. In fact, we construct a family of c.e. sets which, when viewed as a family of d.c.e. sets, has (up (...) to equivalence) exactly two computable Friedberg numberings ¼ and ν, and ¼ reduces to any computable numbering not equivalent to ν. The question of whether the full statement of Khutoretskii's Theorem fails for families of d.c.e. sets remains open. (shrink)

Describing actions entails that relations between objects are discovered. A pervasively neural account of this process requires that fundamental problems are solved: the neural pointer problem, the binding problem, and the problem of generating discrete processing steps from time-continuous neural processes. We present a prototypical solution to these problems in a neural dynamic model that comprises dynamic neural fields holding representations close to sensorimotor surfaces as well as dynamic neural nodes holding discrete, language-like representations. Making the connection between these two (...) types of representations enables the model to describe actions as well as to perceptually ground movement phrases—all based on real visual input. We demonstrate how the dynamic neural processes autonomously generate the processing steps required to describe or ground object-oriented actions. By solving the fundamental problems of neural pointing, binding, and emergent discrete processing, the model may be a first but critical step toward a systematic neural processing account of higher cognition. Multiple arousal theory suggests that there is more than one arousal system and that the activity of the multiple arousal systems can be observed using electrodermal measures at various body sites. The ideas expressed by multiple arousal theory are interesting but they do not constitute a theory. The absence of a specific definition of arousal and the lack of testable predictions prevent multiple arousal theory from constituting a useful theoretical framework for focussed empirical research.

Anscombe's Moral Philosophy is an accessible introduction to Elizabeth Anscombe's work on ethics. It also offers a critique of her views on such diverse subjects as the bombing of Hiroshima, same-sex marriage, consequentialism, moral obligation, and intention.

In the historic tradition of calendar stories and calendar illustrations, this work presents a collection of thirty-nine stories and thirty-nine snow-swept photographs for the darkest month of the year. It includes stories drawn from modern history and the contemporary moment, from mythology, and even from meteorology.

This paper aims to identify the main points that Peter Winch makes, or reminders that he offers, about understanding ourselves and others. It would no doubt be possible to construct a theory out of these ideas, but I try to avoid giving the impression that Winch does so. Instead, the most Wittgensteinian approach to the subject is, as Winch does, to describe, remind and thereby clarify, without putting forward any kind of questionable hypothesis. Winch's work brings out the fact that (...) understanding people is importantly connected to both wisdom and practical being in tune with others, but identical with neither. (shrink)

Die betriebliche Leistungsprogrammplanung legt die Fallklassen, die Patientenzahl pro Fallklasse sowie die Fachabteilungen eines Krankenhauses fest. Der vorliegende Artikel untersucht die Auswirkung unterschiedlicher Zielsysteme auf das Leistungsprogramm. Hierzu wird ein Modell der Linearen Programmierung entwickelt und für Zielfunktionen (z. B. Gewinnmaximierung, Bedarfsdeckung, Gewinnmaximierung unter Nebenbedingungen, Risikominimierung) berechnet. Es zeigt sich, dass ein gewinnmaximales Leistungsprogramm zu einer Selektion von Fallklassen führt, so dass eine umfassende Versorgung nicht mehr gewährleistet ist. Diese Zielfunktion ist folglich nur zulässig, falls ein Versorgungsverbund unter Aufrechterhaltung des (...) Sicherstellungsauftrages existiert. Ethische Erwägungen, wie z. B. die Aufrechterhaltung besonderer Abteilungen (z. B. Neonatalintensiv) unabhängig von ihrer Ertragslage, führen in der Regel zu einer wirtschaftlichen Schlechterstellung des Krankenhauses. Die Risikominimierung führt zu einer Standardtherapie, während eine Patientenorientierung im Rahmen der Individualisierten Therapie das Verlustrisiko erhöht und damit insbesondere für kleinere Krankenhäuser unannehmbar ist. This second edition of Historical Dictionary of Wittgenstein's Philosophy covers the history of this philosophy through a chronology, an introductory essay, and an extensive bibliography. The dictionary section has over 300 cross-referenced entries on every aspect of his work.

We provide three new results about interpolating 2-r.e. or 2-REA degrees between given r.e. degrees: Proposition 1.13. If c h are r.e. , c is low and h is high, then there is an a h which is REA in c but not r.e. Theorem 2.1. For all high r.e. degrees h g there is a properly d-r.e. degree a such that h a g and a is r.e. in h . Theorem 3.1. There is an incomplete nonrecursive r.e. A (...) such that every set REA in A and recursive in 0′ is of r. e. degree. The first proof is a variation on the construction of Soare and Stob . The second combines highness with a modified version of the proof strategy of Cooper et al. . The third theorem is a rather surprising result with a somewhat unusual proof strategy. Its proof is a 0‴ argument that at times moves left in the tree so that the accessible nodes are not linearly ordered at each stage. Thus the construction lacks a true path in the usual sense. Two substitute notions fill this role: The true nodes are the leftmost ones accessible infinitely often; the semitrue nodes are the leftmost ones such that there are infinitely many stages at which some extension is accessible. Another unusual feature of the construction is that it involves using distinct priority orderings to control the interactions of different parts of the construction. (shrink)

There are intriguing hints in the works of Stanley Cavell and Stephen Mulhall of a possible connection between ethics and Wittgenstein’s remarks on private language, which are concerned with expressions of Empfindungen: feelings or sensations. The point of this paper is to make the case explicitly for seeing such a connection. What the point of that is I will address at the end of the paper. If Mulhall and Cavell both know their Wittgenstein and choose their words carefully, which I (...) will take as given, then the (to me) irresistible inference is that they see a connection between Wittgenstein’s thoughts on ethics and his thoughts on private language. Yet this connection has not, as far as I know, been made explicit. Can it be? Should it be? These are my questions. Even if no one ever intended a connection between the “Lecture on Ethics” and the remarks on private language, those remarks do at least touch on issues raised in the lecture, and it is worth thinking about what the author of those remarks would say about the lecture. So in this paper I summarize the “Lecture on Ethics” (in part I), look at the private language remarks themselves (in part II), and then apply some ideas from these remarks to the “Lecture on Ethics” in part III. My conclusion will be that Wittgenstein’s later remarks are largely consistent with his earlier ones, the main difference being that some of what he first called nonsense he later called secondary meaning. One result of this change is that attempts to express the feelings that Wittgenstein regards as fundamental to ethics, aesthetics, and religion are first treated as doomed to result in nonsense but later as risky.
