A challenging new work of cultural and political theory rethinks the concept of hegemony.

This article discusses implicit conceptions of reticence in the early philosophical writings of Mikhail Bakhtin. Contrary to the image of Bakhtin as a thinker of dialogue, polyphony, and voice, it finds a strand in Bakhtin's thought that suggests that there might be good reasons for remaining silent and not stepping into the world in speech: in reticence, the human being avoids both judgment and being judged, eludes the risk of the addressee's absence or unreliability, and resists the finality of utterance (...) that shares in the finality of death. This essay makes a case for a Bakhtinian apology for quietism and seeks to contribute to recent work in Common Knowledge on that subject. Bakhtin's conception of reticence is usefully understood with reference to threshold situations: in withholding a future word, a human being hovers on the borders of nonbeing and being, on the borders of the present, future, and past. In this sense, reticence is allied to conceptions of fuzziness and blur that have also been concerns of this journal in recent years. In making these claims, the essay relates Bakhtin's thought to a Russian literary tradition of thinking about silence (Tiutchev's and Mandelstam's Silentium poems), as well as to a more broadly European intellectual context (Arendt and Heidegger, for example), where thinkers understand being in terms of becoming and understand disclosure through speech. The most controversial condition that the AGM theory of rational belief change places on belief contraction is the recovery condition. The condition is controversial because of a series of putative counterexamples due (separately) to I. Levi and S. O. Hansson. In this paper we show that the conflicts that Levi and Hansson arrange between AGM contraction and our intuitions about how to give up beliefs are merely apparent. We argue that these conflicts disappear once we attend more closely to the (...) identification of the beliefs contracted away in each counterexample case. Since, on our view, speakers' belief contraction intentions are often more complicated than they may first appear, we are led to develop apparatus for thinking about the communication and identification of those intentions. Our argument refocuses attention on the difficult question of how to apply the AGM theory to particular cases. (shrink)

This paper continues the recent tradition of investigating iterated AGM revision by reasoning directly about the dynamics for total pre-order (“implausibility ordering”) representations of AGM revision functions. We reorient discussion, however, by proving that symmetry considerations, almost by themselves, suffice to determine a particular, AGM-friendly implausibility ordering dynamics due to Spohn 1988, which we call “J-revision”. After exploring the connections between implausibility ordering dynamics and the social choice theory of Arrow 1963, we provide symmetry arguments in the social choice-theoretic framework (...) for an interesting generalization of J-revision due to Nayak 1994. We conclude by arguing that the symmetry principles that uniquely favor J-revision and its generalizations are importantly expressive of the purely qualitative framework for representing beliefs that distinguishes the AGM program. Our results therefore comprehensively vindicate Spohn's 1988 conjecture that essentially J-revision is the best that can be done by way of a purely qualitative model of belief revision. (shrink)

It is focused around the issue of whether the positivist phase of international theory is now over, or whether the subject remains mainly positivistic. Leading scholars analyse the traditional theoretical approaches in the discipline, then examine the issues and groups which are marginalised by mainstream theory, before turning to four important new developments in international theory (historical sociology, post-structuralism, feminism, and critical theory). This survey brings together key figures who have made leading contributions to the development of mainstream and alternative theory, and will be a valuable text for both students and scholars of international relations. If we suppose that reasonable belief is reasonable not because it has a foundation but because it is self-correcting, and that bodies of reasonable belief are self-correctable in virtue of their web-like internal structure, then it becomes natural to ask for explicit accounts both of self-correction itself, and of the web-like internal structure that makes self-correction possible: The theory of rational belief change. ;In this essay we study qualitative, logical theories of rational belief change, in particular the AGM account, and (...) its offshoot, the theory base account. Throughout, however, we use quantitative, probabilistic models as foils. ;We first undertake a systematic, critical study of the AGM account, focusing especially on its "possible worlds" formulation and on its theory of belief revision. According to the AGM account we can represent AGM revision by simple computations over total preorders of possibilities. We investigate iterated AGM revision from this perspective, and prove that symmetry considerations familiar from social choice theory essentially determine a particular ordering dynamics. These symmetry arguments put an upper bound on the sorts of responsiveness we can expect from the AGM model of rational belief change. The most widely criticized feature of the AGM account is its "recovery" condition on belief contraction. We show how to deflect all existing criticisms to recovery by paying close to attention to exactly which beliefs are given up in a particular case. The principal cost of this strategy is that the AGM account becomes harder to apply and to test. ;Theory base accounts add a layer of syntactically-encoded information to the AGM model. We show that this approach fails comprehensively: that it cannot successfully coordinate the syntactic layer of information with underlying contents or with necessary ordering information, and that it sanctions demonstrably irrational belief changes. Our diagnosis is, in part, that the theory base account conflates two distinct sorts of nonmonotonic belief change. ;Lastly, we summarize our current research into quantitative accounts of rational belief change, focusing on a model that generalizes irreducibly two-place probability, and that has the AGM account as a limiting case. Over the course of his career, Murray Edelman made one of the few sustained attempts by a theoretically inclined political scientist to explore the effects of the public's overwhelming ignorance of politics. In his early work, he focused on political elites? manipulation of an ignorant public through the deployment of symbolism. In his later work, however, he suggested that even elites are the puppets of their ideologies. His early work has been well received; his later work has gone largely (...) unremarked. The reason may have to do with the very thing that Edelman was, in his later work, addressing: the ideological biases of his politically elite audience. (shrink)

Cheney’s claim that there is a subtextual affinity between ancient Stoicism and deep ecology is historically unfounded, conceptually unsupported, and misguided from a scholarly viewpoint. His criticisms of Stoic thought are thus merely ad hominem diatribe. A proper examination of the central ideas of Stoic ethics reveals the coherence and insightfulness of Stoic naturalism and rationalism. These Stoic concepts fit well with a rational social ecology (like Murray Bookchin's) which is sensitive to the unique capacities and unique responsibilities of (...) human beings. (shrink)

In “The Free-Will Intuitions Scale and the Question of Natural Compatibilism,” Deery, Davis, and Carey recommend that experimental philosophers employ a new methodology for determining the extent to which the folk are natural compatibilists about free will and moral responsibility. While I agree that the general methodology that the authors developed holds great promise for improving our understanding of folk attitudes about free will and moral responsibility, I am much less enthusiastic about some of the conclusions that they reached on (...) the basis of the particular studies they ran. Key among these are that the folk harbor some compatibilist intuitions and that the findings of both Nichols and Knobe , on the one hand, and Nahmias and Murray , on the other, are undermined by their reliance upon a particular formulation of determinism in the cases they presented to their subjects. A new approach to the ancient world is only too often a wrong approach, unless it is based on some concrete discovery. But I think it fair to talk of newperspectives, at least, in the study of Greek mythology. Certainly the old and familiar ones are no longer adequate. Indeed it is surprising, in the light of fresh intuitions about society, literacy, the pre-Homeric world, and relations with the ancient Near East, that myth—one of the most pervasive aspects of Greek (...) culture—has been left in its old and rather cobwebby pigeon-hole. Rose's simple paraphrases are accepted as adequate for students; Nilsson's sparse pages in his history of religion are rightly respected, though some of them are too simple; the Murray-Cook-Harrison-Cornford reconstruction of religion, ritual and myth is regarded as a little excessive, but perhaps not too far out; Kerényi and Eliade are roughly tolerated, if not widely read by Classicists, and their books are ordered in profusion for the library; the psychological side is adequately taken care of, or so it is supposed, by what is left from Freud and Jung, with Cassirer as sufficient authority for the sources of mythical imagination.Many of these critics had their moments of brilliant insight, but most were misleading in their theories taken as a whole. We can now accept that many myths have ritual counterparts, and some have ritual origins, without having to adopt Cornford's belief, developed after Harrison, Frazer and Robertson Smith, that all myths are such. Many languages grammatically mark evidentiality, i.e., the source of information. In assertions, evidentials indicate the source of information of the speaker while in questions they indicate the expected source of information of the addressee. This dissertation examines the semantics and pragmatics of evidentiality and illocutionary mood, set within formal theories of meaning and discourse. The empirical focus is the evidential system of Cheyenne (Algonquian: Montana), which is analyzed based on several years of fieldwork by the author.

Many people have long-term commitments that require coordination and cooperation with others. To achieve this, we construct plans to settle when, how, and for how long to pursue certain goals rather than others. This raises an interesting cognitive problem, namely that individuals can, at any given moment, manage significantly less information than they will need to accomplish their goals. Call this the Problem of Scarce Information. The solution requires a special self-regulatory system that strategically manages the varying informational demands of (...) one's activity. This paper argues that vigilance has structural and functional characteristics that make it apt to play this role. This paper illuminates both crucial aspects of temporally extended agency, but also the unique practical norms that structure how we act over time. (shrink)

Understanding the ethics of enhancement begins with getting clear about the concept, as well as the factors likely to move people to pursue biomedical enhancement. This article first considers the usefulness of the distinction between therapy and enhancement for understanding the ethics of enhancement. Once the conceptual underbrush has been cleared away, we can move on to ethics. The next section examines critically a number of arguments that have been offered to defend biomedical enhancement, or, at least, to claim that (...) efforts to deter it are either ethically or practically mistaken. Finally, the article considers a set of arguments that take the ethics of enhancement to be a serious matter and that gives reasons to question whether some biomedical enhancements, for some purposes, may be ethically suspect. Fechner's conception of psychophysics included both “outer psychophysics” the relation between stimulus intensity and the response reflecting sensation strength, and “inner psychophysics” the relation between neurelectric responses and sensation strength. In his own time outer psychophysics focussed on the form of the psychophysical law, with Fechner espousing a logarithmic law, Delboeuf a variant of the logarithmic law incorporating a resting level of neural activity, and Plateau a power law. One of the issues on which the dispute was focussed concerned the (...) appearance of contrasts if the overall illumination was increased or decreased; another issue was the question of whether a sensation of a “just noticeable difference” established for one value of a sensory dimension appeared the same for a value elsewhere on the dimension. The development of “inner psychophysics” led through the works of Delboeuf, Solomons, Jastrow, and Thurstone to modern signal detection theory. A third line of research, devoted to the question of what was meant by the “measurement” of sensation strength, stemmed from the criticism of Fechner's work by von Kries (1882) and others. Although a valid body of science could be built up without the intervening variable called “sensation strength,” such a science might be a cumbersome representation of reality. When an optical contrast is set up, and its overall illumination is increased or decreased, subjective contrasts involving medium levels of lightness vary little as illumination varies (as a power law based on sensation ratios or a logarithmic law based on sensation differences predict), but subjective contrasts involving extreme levels of lightness might be subject to the effects of other variables. Utterances of natural language sentences can be used to communicate not just contents, but also forces. This paper examines this topic from a cross-linguistic perspective on sentential mood. Recent work in this area focuses on conversational dynamics: the three sentence types can be associated with distinctive kinds of conversational effects called sentential forces, modeled as three kinds of updates to the discourse context. This paper has two main goals. First, it provides two arguments, on empirical and methodological grounds, for treating (...) sentential force as part of a compositional dynamic semantics, rather than a dynamic pragmatics. Second, it formulates a minimal dynamic semantic analysis that covers the data at the heart of these arguments, incorporating existing analyses of the three major moods, evidentials and conjunction. A further aim of the paper is to sharpen the distinction between sentential force and utterance force, and discuss its implications. (shrink)

This paper proposes a brain-inspired cognitive architecture that incorporates approximations to the concepts of consciousness, imagination, and emotion. To emulate the empirically established cognitive efficacy of conscious as opposed to non-conscious information processing in the mammalian brain, the architecture adopts a model of information flow from global workspace theory. Cognitive functions such as anticipation and planning are realised through internal simulation of interaction with the environment. Action selection, in both actual and internally simulated interaction with the environment, is mediated by (...) affect. An implementation of the architecture is described which is based on weightless neurons and is used to control a simulated robot. (shrink)

To manage conflicts between temptation and commitment, people use self-control. The process model of self-control outlines different strategies for managing the onset and experience of temptation. However, little is known about the decision-making factors underlying strategy selection. Across three experiments (N = 317), we tested whether the moral valence of a commitment predicts how people advise attentional self-control strategies. In Experiments 1 and 2, people rated attentional focus strategies as significantly more effective for people tempted to break moral relative to (...) immoral commitments, even when controlling for perceived temptation and trait self-control. Experiment 3 showed that as people perceived commitments to have more positive moral valence, they judged attentional focus strategies to be significantly more effective relative to attentional distraction strategies. Moreover, this effect was partly mediated by perceived differences in motivation. These results indicate that moralization informs decision-making processes related to self-control strategy selection. (shrink)

Review boards responsible for vetting the ethical conduct of research have been criticised for their costliness, unreliability and inappropriate standards when evaluating some non-medical research, but the basic value of mandatory ethical review has not been questioned. When the standards that review boards use to evaluate research proposals are applied to review board practices, it is clear that review boards do not respect researchers or each other, lack merit and integrity, are not just and are not beneficent. The few benefits (...) of mandatory ethical review come at a much greater, but mainly hidden, social cost. It is time that responsibility for the ethical conduct of research is clearly transferred to researchers, except possibly in that small proportion of cases where prospective research participants may be so intrinsically vulnerable that their well-being may need to be overseen.
