The northern frontiers of the Ottoman Empire lay across a swathe of lands between Hungary and Iran, arcing through the principalities of Wallachia and Moldavia, then north of the Black Sea through the steppes of southern Ukraine, and finally proceeding further east along the Caucasus Mountains as far as the Caspian Sea. In a frontier region such as the one on the northern Black Sea, where environment, human geography and historical traditions made the steppe an alien place that did not (...) readily yield to control and assimilation, the fortress was indispensable for maintaining the centre's presence. As imperial presence in such an area was anchored at and emanated from the fortress, the fortress can be seen as a prime target of a strategy aimed at learning about this frontier of the Ottoman world. The article highlights the theoretical foundations of information support of public administration. The paper considers and analyzes effective information and telecommunication systems for implementing information security in public administration, including the development and implementation of a scientific approach to it. The research focuses on the amount of information that moves in the information system of public administration activities and provides authorities received mutually reinforcing effect "economies of scale" that is traditional in costs by increasing the scale of production.

The work presents axiological aspect of tolerance formation under conditions when each culture comprehends its tradition uniqueness and strives to prove its competitiveness under globalization; basic features of tolerance have been outlined as well.

In the article, the scenario-moulding is evaluated through the linguistic and conceptual accessibility of the future and the moral challenges of doing and allowing harm to the future participants of the practical discourses rooted in the present-centered scenarios. The viability of the scenarios is suggested to be defined by the alienation from the present and past imaginative contexts, as well as by overcoming the projections of humanity exclusiveness through inversible forecasting with the shift from human power to vulnerability as the (...) key issue in scenario-making. The eccentric approach to the future makes it possible to review both intergenerational and intragenerational perspectives of the future through the chronological distance and yet-inexistent subjects’ expectations and needs simulation. Taking to account the impact of the past, present and future otherness implies the three-dimensional assessment model involving metaphorical evaluation of the past-rooted patterns as paradise lost, illusions of the accessible futures as paradise found, and refusal of the futurized present expectations for the yetunknown imaginative future contexts as paradise conceptually postponed. In this article reviews the historiography of modern scientific research achievements of the youth movement of the late nineteenth ofGalicia- 30th years of twentieth century. The writer states that generalize the work, which comprehensively reviewed their development work on the history of individual societies, studies of specific areas of their activities, historical and biographical and other different genres publication is a significant contribution to the development of modern historiography of the problem.

Today local, national and international ethics committees have become an effective means of social regulation in many European countries. Science itself is an important precondition for the development of bioethical knowledge and ethics expertise. Cultural, social, historical and religious preconditions can facilitate different forms and methods of ethics expertise in each country. Ukrainian ethics expertise has some methodological problems connected with its socio-cultural, historical, science and philosophy development particularities. In this context, clarification of some common legitimacies or methodological approaches to (...) ethics committee (EC) phenomena such as globalization, scientization and the prioritization of an ethics paradigm are very important. On the other hand, elaborate study and critical analysis of international experience by Ukraine and other Eastern European countries will provide the integration of their local and national ethics expertises into a world bioethics ethos. The article is devoted to revealing the phenomenon of contemporary changes in the language space, in accordance with the processes of transition that take place in the economy of Ukraine in the context of knowledge representation, neuro-modeling and artificial intelligence. The relevance and expediency of the study are due to the uncertainty to some extent of innovative processes occurring in the development of the contemporary Ukrainian language in connection with the transitional processes in the economy. The relevance of the study (...) is determined by: 1) the importance for contemporary linguistics of identifying and describing the structural and typological features of the “dominant” lexical and semantic subsystems of the contemporary Ukrainian language, reflecting the most significant concepts of contemporary Ukrainian conceptosphere; 2) the importance of the lexical subsystem of public administration not only for the contemporary Ukrainian language and contemporary Ukrainian national consciousness, but also for the effective economic policy of the state; 3) a lack of special generalizing research on the problems of formation, development and current state of the Ukrainian vocabulary of state regulation of the economy; 4) the need to clarify and improve the methodology of complex analysis of lexical and semantic systems in the Ukrainian language, methods and techniques of describing lexical units in synchronous and diachronic aspects. 5) current needs in the use of artificial intelligence, based on the principles of neuro-modeling in the representation of knowledge in the conditions of transition economy of Ukraine. The article considers the features contemporary transformations narratives official Russian Orthodoxy in the years 2015-2016. At the end of 2015 and in 2016 narrative "Russian world" Patriarch and his entourage tried to upgrade using the ideal of "solidarity." The ideas of "solidarity" in the XX century evolved differently in Catholic social teaching and fascism. Spokesman of the Russian Orthodox Church sees the embodiment of the ideals of solidarity in the best manifestations of Soviet mentality. "Solidarism" in the rhetoric of the (...) Patriarch and his entourage are a means of legitimizing Russian nationalism and revanchism. According to the Patriarch of core values and "Russian world" is "faith, state, justice, solidarity and dignity." These values must be an alternative to liberal values - freedom, rights, human rights. According to Patriarch values should determine the policy, and especially value the unity of the Russian people and state. This means that the patriarch claim to symbolic power over the politicians of Russia and neighboring countries. Іn rhetoric of patriarch the West, with its core value of freedom, embodies evil. Russia tempted by Western values, and this is the cause of many crises. The role of savior in this narrative belongs to the church and its leadership. Present rated as the culmination of the struggle between good and evil. The future victory of good patriarch linked not only to preserve the unity and uniqueness of Russia, but the triumph of traditionalism in Europe, the adoption of the values of solidarity society. The article is devoted to populism as a political phenomenon and as an object of analysis in po- litical theory. The focus is on the debate around the definition of populism. The article reviews various approaches to the study of populism, particularly ideological and discursive approaches. The author also analyses populism from the point of view of the normative theory of democracy and discusses the issue whether populism is a threat to liberal democracy or a correction of it. The problem (...) of defining ‘the people’, a key populist concept, is considered separately, and it is concluded that nationalist and populist discourses essentially intersect, so it is impossible to separate them completely. The article argues for a discursive approach to populism. Populism’s primary feature is a claim to speak in the name of the people. Populism is an element of the representative demo- cracy and represents both its constant potential and a menace to it. Populism also appeals to the claim for democratic legitimacy that is a basic normative demand in modern societies. It is logi- cal to consider populism not as the essential characteristic of a political actor (party, movement, leader) who is or is not a populistic but as the aggregation of the populist repertoire, a combina- tion of its elements and their orientation. Our study shows that 26 % of respondents believe that the End of the World will not arrive. Twenty-four per cent of respondents are skeptical about the likelihood of the Apocalypse, but they admit its possibility. Thirty-seven per cent of respondents believe that the End of (...) Time will not come soon and the remaining 13% expect the Apocalypse very soon. Some respondents indicate that growth in the rate of prophecies connected with the End of the World in recent years suggests that humanity itself seeks it, while 9 % of respondents state the religious point of view in their works. Also 9 % of respondents believe that there will be no destruction of civilization or destruction of the planet but there will be a mental transition to another level of being. The existence of correlation between creative thinking and eschatological expectations was also empirically established in our study, especially in the group of respondents with a high level of verbal creativity. There is no correlation between the index of non-verbal creativity, personal religiosity and eschatological expectations in the sample. These results confirm that our study is relevant and offers great prospects for further scientific research. (shrink)

The term dual use technologies refers to research and technology with the potential both to yield valuable scientific knowledge and to be used for nefarious purposes with serious consequences for public health or the environment. There are two main approaches to assessing dual use technologies: pragmatic and metaphysical. A pragmatic approach relies on ethical principles and norms to generate specific guidance and policy for dual use technologies. A metaphysical approach exhorts us to the deeper study of human nature, our intentions, (...) goals, values ideals and social relations when considering dual use technology. Use of science and technology (S and T) is determined by two components of human nature: human intentions and choices. We have drawn a distinction between specific measures, goals and intentions with respect to technologies in order to show that moral judgment about technologies must precede their use. Understanding of our intentionality and values, and our moral ideals, as a measurable, tangible part of the real world is important for the prevention of any possible harm from S and T. In the context of dual use technologies, we stress the importance of three main understandings of human nature: vulnerability, responsibility and narrative identity. These can become a strong ontological “antidote” to technology’s poisoning of modern man. Each new technology can be measured and compared with man’s values, traditions and societal norms. This can be done bearing in mind the concept that human nature is not dualistic, but pluralistic. A system of ethical principles that includes the principles of good intentions, the correspondence of goals and means, the balancing of risks and benefits, simplicity, and contextuality, will help ensure that technologies are more humanistic and friendly to human beings. У статті підкреслено думку про настійну потребу співвіднесеності сучасних культурно-антропологічних пошуків України з мислетворчою традицією, актуалізованою ідеями богословсько-персоналістської цінності людини та кордоцентризму, які знайшли вагоме опертя в ісихазмі з його невичерпним потенціалом преображення та обоження людини. Доведено, що ісихазм − це не лише спокій і мовчання і не тільки система богословських понять, з допомогою якої стверджується можливість єднання з Богом. Це щонайбільшою мірою особисте божественне самоодкровення. Ісихазм значну увагу акцентує на спроможності серця увібрати і вмістити божественне світло, яке стяжає подвижник. (...) Акцентовано увагу на значимості кордоцентричної лінії у сучасному українському філософуванні, що найповніше акумулювала у собі усю повноту філософської морально-релігійної вітчизняної традиції. Доведено, що острозьке книжництво стало своєрідною сполучною ланкою між Афоном та Україною у кінці XVI-го століття. Підкреслено трансформацію традиції острожан у творчості Петра Могили, який наголошує на тому, що «не плоть і кров», а священне богослов’я навчає істинній премудрості – Божественному розуму. Ця думка демонструє дієву концепцію «внутрішньої» людини, а також засвідчує безперервність спадкоємництва філософування у православному морально-релігійному контексті від давньоруського любомудрія до кордоцентричних інтенцій Київської філософської школи.Аргументовано, що ісихастська практика теозису − обоження людини є надзвичайно важливою, оскільки що являє собою містику світла, яке єдине може видозмінити світ. А тому відстежені нами трансформації ісихастського досвіду в українській філософії засвідчують потребу належного інтерпретаційного простору українського кордоцентризму. (shrink)

One of the most recent fundamental studies in the field of religious studies is the ethnology of religion. Due to the spread of the Covid-19 virus, all countries began to introduce quarantine measures, which led to the closure of all higher education institution indefinitely. They were forced to switch to a distance learning process in a short time. The readiness for this process was different, purely technical problems arose - the lack of the Internet, computers, educational materials on the network. And most importantly, the teachers are not ready for distance learning. The IT industry was the first to (...) respond to the needs of teachers and students in physical culture and sports: the power of channels was increased, a large number of services and tools for teaching appeared. For video conferencing, the ZOOM tool turned out to be very popular, a large number of blogs with training recommendations were published on social networks, distance courses were held on the development of training resources and the organization of training. After the weakening of quarantine in the world, it became clear that humanity has entered a new stage of development, where distance learning will play a big role. Therefore, it is important to analyze the results of the distance learning process and determine the priority ways of developing online education in training future managers of physical culture and sports. The article considers the features of gender researches in the context of significant changes taking place in the technical and technological sphere of modern society. The authors considered it their task to trace the evolution of the gender issue starting with the actual ignoring of scientific and technological progress realities in early feminism to the natural synthesis of this issue with the achievements of technoscience and information technology. The most modern form of such a synthesis was cyberfeminism. The authors were (...) meticulous about the terminological apparatus of this problem, about the explication of the newest concepts, which, thanks to gender studies, have significantly enriched the modern humanitarian discourse. The peculiarity of this study is an attempt to identify the logic of gender research evolution, which adjusts to the formation of a new humanism, awareness of the identity of many strata of modern society and the search for the ways to struggle for their rights and their future. The article outlines the methodological principles of gender studies, because it is the methodology that allows you to productively develop these studies in the context of postmodern humanities. As a result of the study, the constructive possibilities of gender research, the prospects of their methodology, which allows to form the foundations of modern humanism, to find upgrades as to solve existing problems so to anticipate new challenges of the XXI century. The article presents the study of the effectiveness of pedagogical conditions of organizational culture formation of future border guard officers, as well as the essence and features of its content. It has been found out that organizational culture is a professionally important quality of future border guard officers, which covers knowledge about the mission and values of the border guard agency, ability to maintain and contribute to the harmonized work of the border guard unit and is expressed through adhering to (...) professional standards in interpersonal interaction and in performing border security tasks, as well as in self-organization and mobilization. In the conditions of higher military educational institution it is recommended to intensify the value-motivational attitude of cadets to learn current issues of organizational culture of the border guard officers; to develop their abilities and skills of team work by introduction of social and psychological training; to apply modern dialogic forms, methods and interactive technologies of training for the development of skills of professional communicative interaction; to develop cadets’ organizational abilities, managerial decision making skills and leadership by gradually introducing into the educational process professionally oriented situational tasks, gradually complicating content with each course. У статті визначено особливості наукового методологічного підходу до розв’язання антропологічних проблем; показано, що проект комплементарного пізнання має визначальне значення для новітніх методологій людинознавства. Для української філософської антропології це означає реінтеграцію в смисловому полі уявлень про цілісність людського буття. Розглянуто разики методологічної гібридизації. Йдеться про надмірний інтегратизм, аматорство тощо. Виявлено межі інтеграції природознавчої та гуманітарної методологій. У контексті ідей «фундаментальної онтології» обґрунтовано, що методологічна сфера науки зараз неможлива поза концепцією смислоутворення. Проаналізовано, через які причини жодна з наук нездатна обійти присутність людського (...) буття та охопити своїм уявленням повноту його єства. Проаналізовано хибні наслідки розширеного витлумачення понять філософської антропології. Доведено, що вичерпність знань можлива лише в межах способу, який має дискурсивно-прагматичний характер. У цій статті вивчені позиції М. Гайдеггера, М. Бубера, М. Фуко та використано для визначення поняття гібридизації тощо. Це розкриває науково-дискурсивну конотацію концепції. (shrink)

Стаття присвячена аналізу соціальних чинників реалізації гендерних стереотипів владного впливу. З'ясовано сутність гендерних стереотипів як соціальної категорії, їх функціональна спрямованість. Автор аналізує гендерні схеми, що базуються на кодуванні "своїх" та "чужих", їхнє значення в пізнанні соціальної реальності, визначає роль гендерних стереотипів у продукуванні й підтримці ієрархічних взаємовідносин у суспільстві. Визначено соціальний зміст гендерних ролей, їхнє значення у виробленні суспільних моделей поведінки.

У статті здійснюється розгляд соціокультурних трансформацій у добу глобалізації, провідним акцентом яких, як припускається, є примат публічності, що у дослідженні інтерпретується як залежність переконань громадян від інформації, що доноситься з публічного простору. Наголошено на позитивних наслідках глобалізації, зумовлених досяжністю різноманітних думок, що ускладнює появу тоталітарного режиму. Водночас ситуація появи надміру інформації виявила необхідність формування необхідних компетенцій, пов’язаних з умінням розрізняти достеменні дані від фейків. Досліджено вплив глобалізації на культурні ідентичності, зокрема з’ясовано, що переміщення окремих осіб між країнами суттєвим чином не (...) впливає на зміну домінуючої культури. Quality education becomes a global value and a categorical condition for competitive strategic development of society. У статті здійснюється історико-філософський розгляд контроверсійних підвалин комунікативних стратегій, де під контроверсіями розуміється принцип суперечності діалогу як такого, а під комунікативними стратегіями – діалог як «раціональна комунікація», тобто комунікація з наперед заданою метою. Показано зв’язок між морально-етичною настановою історичних періодів та принципом діалогу, притаманного цій добі. Виявлено, що принцип діалогу, запроваджений ще у добу Античності як спосіб знаходження порозуміння, знайшов своє продовження у диспутах середньовічних університетів та жанру діалогу доби Відродження. Водночас індивідуалізм доби Відродження, раціональна настанова Просвітництва та наукові дослідження (...) Нового часу усталили суб’єкт-об’єктний принцип взаємин; відновлення принципу діалогу як засобу порозуміння, пов’язується, зокрема, із працями представників комунікативної філософії. Акцентується увага на значущості критичного мислення та безперервної освіти як засобу подолання маніпулятивних впливів, зокрема у ситуації названою «добою постправди», що актуалізує дане дослідження. Svitlana Shkil’s article «Reception of meeting Patriarch Kirill and Pope Francis in the information space of the Russian Orthodox Church» examined reaction to a meeting of religious leaders in Havana speakers of the three trends in Russian Orthodoxy - conservatives, fundamentalists, liberals. This unprecedented event caused a wide resonance in the Russian information space of the church, caused a broad discussion on the future of Russian Orthodoxy.

The authors investigated the relevance of consequentialism in commercial space exploration as well as in the actively developing space market. The authors conclude that space expansion and colonization of space objects will lead to a revision of the foundational consequentialism provisions. Consequentialism, formed during the history of terrestrial civilization, loses its effectiveness under conditions of space commercialization. The basics of planetary thinking are different from those of cosmic thinking. Therefore, considering the meaning of the terms “cosmic expansion” and “colonization of (...) the cosmos” through the existing theory of consequentialism faces serious contradictions. There is a range of problems that are not explored in modern philosophy and ethics due to the lack of an empirical basis for philosophical analysis. (shrink)

The topicality of the issue on communities being restructured as a result of migration processes, in particular in Europe nowadays, leads to academic discussions on identity transformations under the pressure of the migrations, as well as to integration rethinking. The approach to integration has changed significantly, and the idea of the Other as an individual or a group in need of being adjusted to the social-cultural space of We has faded away, while being substituted by the recent shift from diversity (...) to superdiversity, the nation-focused models of integration considered outdated. Integration emerges as a relation-based process aimed at communicative and discoursive discovering of the social and cultural markers disclosing the possibilities for citizens to reach social cohesion advantages, without the latter being instrumentally imposed through unifying efforts of those in power. The article dwells upon the questions, issues and conclusions of the recent discussion “Who needs integration?”; and the discoursive aspect of integration based on D- principle and migration-related aspects of its implementation has been paid due attention as well. Static and dynamic identity issues have been studied in the context of conflict-related migration situation in Ukraine. The challenges and practical discourses implying integration have been reviewed through the surveys’ data, 2017- 2019, on the protracted displacement, relations between displaced persons and host communities, tolerance and civic engagement. Post-conflict reintegration problems have been outlined in the conclusions, through the issues on “return vs. integration” choice, “red lines”, and educational means and limitations of influence on the restructured communities, – as the perspectives for further research in the framework of the study. Many scholars have already considered the interpretation of the Bible in the works of I. Franko, including Vera Sulim, Larisa Bondar, Oksana Zabuzhko and others. However, these studies touch upon some aspects of Frank's vision of the Bible, or consider individual works of thinkers written on biblical subjects, such as "Moses," "The Death of Cain," "The Legend of Pilate," etc. Let us try here to show that the work of Ivan Franko demonstrates not only a deep philosophical understanding of the (...) Bible, a new, not dogmatic reading of its ancient stories, but also an objective and scientific analysis of the knowledge about it that has accumulated in its time by world scientific criticism. The essential factors of implementation of gender identification in the context of social and communication interaction have been considered in terms of the social and philosophical analysis. The author focuses on the achievements of postmodern philosophy in terms of the scientific analysis that focused on the problem of understanding gender marking subjectivity not as immutable biological forms but as socially constructed conducted by certain types of social and communicative strategies. The author indicates that different social aspects of biological sex of (...) the individual associated with the process of public perception and the system of established socio-cultural relationship. These require the individual to a particular type of gender communicative behavior, the most appropriate in a particular society, and language becomes from an external tool in a tool of external means of formation of subjectivity, begins to define the essential contents of the subject. Language appears not only a way of individuals communication, but it is also organic strategy "involvement" of the subject in contemporary culture system, it acts as the key to his self-expression and identity. The author emphasizes that gender role is a differentiation of activity, status, rights and duties of individuals based on their gender; it belongs to the category of social roles and expressing certain social expectations. The value-regulatory system family, which brought up a specific person, has an influence on the formation of gender roles. In terms of the communication gender display is means of gender roles implementation. Gender identity should not be seen as attributive property of the individual, but it should be seen as a model of social and communicative behavior, that enables selection of the most effective communication strategies for social interaction and social causes of self-identity.
