This paper conducts a comparative analysis of data governance mechanisms concerning the secondary use of health data in Taiwan and the European Union (EU). Both regions have adopted distinctive approaches and regulations for utilizing health data beyond primary care, encompassing areas such as medical research and healthcare system enhancement. Through an examination of these models, this study seeks to elucidate the strategies, frameworks, and legal structures employed by Taiwan and the EU to strike a delicate balance between the imperative of (...) data-driven healthcare innovation and the safeguarding of individual privacy rights. This paper examines and compares several key aspects of the secondary use of health data in Taiwan and the EU. These aspects include data governance frameworks, legal and regulatory frameworks, data access and sharing mechanisms, and privacy and security considerations. This comparative exploration offers invaluable insights into the evolving global landscape of health data governance. It provides a deeper understanding of the strategies implemented by these regions to harness the potential of health data while upholding the ethical and legal considerations surrounding its secondary use. St, what did the word nien itself mean? There are five retations. The first holds that it referred to a place people congregated. Ch'a K'uei's "Lun An-hui li-chih" [On ficer System in Anhwei] states,1 "They carried swords and ed into units by the tens and hundreds. … The places they gathered were known as nien-tzu; the large nien-tzu red several hundred people." In 1814, T'ao Chu, the Im- Censor wrote,2 "They gather and commit improprieties ad daylight. Each group is (...) known as a nien. A small onsists of from several to several dozen persons. Background The use of lengthy, detailed, and complex informed consent forms is of paramount concern in biomedical research as it may not truly promote the rights and interests of research participants. The extent of information in ICFs has been the subject of debates for decades; however, no clear guidance is given. Thus, the objective of this study was to determine the perspectives of research participants about the type and extent of information they need when they are invited to participate in (...) biomedical research. Methods This multi-center, cross-sectional, descriptive survey was conducted at 54 study sites in seven Asia-Pacific countries. A modified Likert-scale questionnaire was used to determine the importance of each element in the ICF among research participants of a biomedical study, with an anchored rating scale from 1 to 5. Results Of the 2484 questionnaires distributed, 2113 were returned. The majority of respondents considered most elements required in the ICF to be ‘moderately important’ to ‘very important’ for their decision making. Major foreseeable risk, direct benefit, and common adverse effects of the intervention were considered to be of most concerned elements in the ICF. Conclusions Research participants would like to be informed of the ICF elements required by ethical guidelines and regulations; however, the importance of each element varied, e.g., risk and benefit associated with research participants were considered to be more important than the general nature or technical details of research. Using a participant-oriented approach by providing more details of the participant-interested elements while avoiding unnecessarily lengthy details of other less important elements would enhance the quality of the ICF. It remains unclear whether such genetic variants are associated with disease aggressiveness. The NCI-SPORE Genetics Working Group retrospectively collected clinicopathologic information and genotype data for 36 SNPs which at the time had been validated to be associated with PC risk from 25,674 cases with PC. Cases were grouped according to race, Gleason score and aggressiveness. Statistical analyses were used to compare the frequency (...) of the SNPs between different disease cohorts. After adjusting for multiple testing, only PC-risk SNP rs2735839 was significantly and inversely associated with aggressive and high-grade disease in European men. Similar associations with aggressive and high-grade disease were documented in African-American subjects. The G allele of rs2735839 was associated with disease aggressiveness even at low PSA levels in both European and African-American men. Our results provide further support that a PC-risk SNP rs2735839 near the KLK3 gene on chromosome 19q13 may be associated with aggressive and high-grade PC. Future prospectively designed, case-case GWAS are needed to identify additional SNPs associated with PC aggressiveness. (shrink)

Using logic-laden terms to translate and interpret what the ancient Indian Buddhist thinkers said when we are not sure what they spoke about when they spoke about ‘contradictions’, etc. in natural languages can sometimes make things frustrating. Keeping in mind Wittgenstein’s exhortation, “don’t think, but look!”, I approach the issues of contradiction, negation, and the _catuṣkoṭi_ via case-by-case study on several pertinent passages in Dharmapāla’s _Dasheng Guangbailun Shilun_. The following are some interrelated observations which should not be overgeneralized, especially considering (...) the limited scope of this study and its methodological considerations. First, there is an implicit rule of non-opposition and there could be no real oppositions for apparent oppositions because of implicit qualifications. Moreover, these are not new since or after Dignāga. Second, Dharmapāla and his contemporaries are familiar with the two negative usages, and _prasajya-pratiṣedha_ is used for negating the opponents’ theses and is related to the no-thesis view. It’s not a good idea to assign truth values to sentences using _prasajya-pratiṣedha_ or to a thesis in which the terms have no real objects. And Dharmapāla’s theses are just therapeutic tools. Third, in Dharmapāla’s discussion of the negative _catuṣkoṭi_, one can see the rule of non-opposition, the strategy of qualifications, and the two negative usages. Although the four positions in the _catuṣkoṭi_ are regarded as mutually exclusive and jointly exhaustive, they are jointly exhaustive in pragmatic context, and are mutually exclusive under some interpretations, but not all. My tentative suggestion is that the _catuṣkoṭi_ is a loosely term-based way of categorization. Last but not least, in the text discussed, I do not see Buddhist thinkers endorsing any contradictions. Models of the work-to-family and family-to-work interface were tested in two heterogeneous samples of workers, one from North America (N = 408) and one from China (N = 442), using the same measures translated from English to Chinese using back translation. Consistent with proposed differences in the centrality of work and family, tolerance of work demands, and the availability of family support, work-to-family spillover effects tended to be stronger in the North American sample, whereas family-to-work spillover effects tended to be (...) stronger in the Chinese sample. However, some inconsistencies across cultures did not conform to this generalization. Results point to asymmetric differences between North America and China in the work–family interface. Theoretical implications for resource scarcity and expansionist perspectives are discussed, as well as those for the applicability of work–family interventions across North America and China. Mereological theories are based on the binary relation “being a part of”. The systematic investigations of mereology were initiated by Leśniewski. More recent authors (including Simons, Casati and Varzi, Hovda) formulated a series of first‐order mereological axioms. These axioms give rise to a plenitude of theories, which are of great philosophical interest. The paper considers first‐order mereological theories from the point of view of computable (or effective) algebra. Following the approach of Hirschfeldt, Khoussainov, Shore, and Slinko, we isolate two important (...) computability‐theoretic properties P (namely, degree spectra of structures, and effective dimensions), and consider the following problem: for a given mereological theory T, is it true that its models can realize every possible variant of the property P? If the answer is positive, then we say that the theory T is ‐universal. We obtain the following results about known mereological theories. Any theory T which is weaker than Extensional Closure Mereology (CEM) is ‐universal. A similar fact is true for the theory GM2. On the other hand, any theory stronger that CEM + (C) + (G) is not ‐universal. In particular, General Extensional Mereology is not ‐universal. (shrink)
