Earlier, we have studied computations possible by physical systems and by algorithms combined with physical systems. In particular, we have analysed the idea of using an experiment as an oracle to an abstract computational device, such as the Turing machine. The theory of composite machines of this kind can be used to understand (a) a Turing machine receiving extra computational power from a physical process, or (b) an experimenter modelled as a Turing machine performing a test of a known physical (...) theory T. Our earlier work was based upon experiments in Newtonian mechanics. Here we extend the scope of the theory of experimental oracles beyond Newtonian mechanics to electrical theory. First, we specify an experiment that measures resistance using a Wheatstone bridge and start to classify the computational power of this experimental oracle using non-uniform complexity classes. Secondly, we show that modelling an experimenter and experimental procedure algorithmically imposes a limit on our ability to measure resistance by the Wheatstone bridge. The connection between the algorithm and physical test is mediated by a protocol controlling each query, especially the physical time taken by the experimenter. In our studies we find that physical experiments have an exponential time protocol, this we formulate as a general conjecture. Our theory proposes that measurability in Physics is subject to laws which are co-lateral effects of the limits of computability and computational complexity. (shrink)

Science and technology policy in the developing world involves special problems since much of the financial support for S&T originates outside the countries where research is done. The development of information for policy and strategic planning decisions is therefore critical for national research policymakers, international organizations, and donors. However, prior attempts have been plagued by serious methodological problems. We describe a multifaceted approach for generating systematic information on scientific and technological institutions in developing countries based on the concept of the (...) research system as a multiorganizational network. By providing an account of how this approach was implemented in a three-country study we hope to shed light on several related problems in developing information for policy. First, how can relevant actors in research systems be identified? Second, how can a national research system be systematically surveyed? Third, how can system-wide estimates of organizational linkages and performance be obtained? (shrink)

Et uventet og uformodet bidrag og introduktion til en filosofisk forståelse af den nye globaliserede verdensorden, der kommer fra et nyt sted i denne vores globaliserede verden: Mexiko. Ny og ukendt i hvert fald i en dansk sammenhæng – hverken vores stats- eller udenrigsminister har garanteret hørt om Enrique Dussel før. -/- Forfatteren forholder sig eksplicit til en europæisk filosofisk tradition, men udbygger en egensindig forståelse af både filosofi og dens anvendelse i enmoderne verdensorden – netop på baggrund af en (...) udkantserfaring i forhold til den fremherskende filosofi, politik og verdensforståelse. Hans idéer har et nyt og tankevækkende anderledes perspektiv i forhold til den kendte vestlige forståelsesramme af virkeligheden. -/- Dussel kan sammenlignes med en lang række tænkere og filosoffer, som han også forholder sig til og er inspireret af – blandt de europæiske især Ricœur og Lévinas – men også den nutidige Naomi Klein. Filosofi og pædagogik er gamle fæller, og der er et overlap mellem filosofiens historie og pædagogikkens historiske litteratur. Store tænkere som Platon, Aristoteles, Augustin, Descartes, Locke, Rousseau, Kant, Hegel, Schleiermacher, Herbart og Dewey hører hjemme begge steder. I den pædagogiske filosofi kan almene teoretiske og praktisk filosofiske spørgsmål udforskes systematisk og historisk. Gennem diskussioner af sådanne spørgsmål kan man forholde sig mere nysgerrigt, bevidst, begrundet og kritisk til pædagogisk praksis såvel som til pædagogisk teori, empiri og undervisningsteknologi. -/- Fællesskabet er (...) ikke uproblematisk. Pædagogik er ikke filosofi, og pædagogisk filosofi ikke kun pædagogik. Både didaktik og almen pædagogik kan komme i konflikt med pædagogisk filosofi. Hvordan kan almene pædagogiske spørgsmål overhovedet belyses filosofisk, og hvad betyder de for filosofien selv? En pædagogisk filosofisk tilgang forandrer kanon i både pædagogik og filosofi. Udvalget af nøgletekster ændres. Emner, der er værd at diskutere, forskydes. Nye forskningsspørgsmål og prioriteringer viser sig. Et pædagogisk perspektiv på filosofiens udvikling vil fremhæve dens bidrag til at forstå ’den pædagogiske problem- og fænomenverden’, ligesom et filosofisk perspektiv på pædagogikken vil flytte – eller rettere udvide – fokus med hensyn til dens idéhistorie såvel som dens aktuelle teoretiske praksis. Som i al anden filosofi kan man i den pædagogiske filosofi diskutere teoretiske og praktiske, såvel som poetiske og æstetiske spørgsmål; men det er typisk med en særlig vinkel, nemlig den pædagogiske. Man kan således diskutere erkendelse, viden og sandhed, ligeså vel som man kan undersøge ret, retfærdighed og skønhed. Ofte vil det være med en særlig tvist. Den pædagogiske filosofi kan vise sig som særegen både ved sin særlige position og ved at relatere sig til det pædagogiske som genstandsfelt. Hvad denne position og dette genstandsfelt egentlig er, er der dog ingen enighed om. Det kan ikke engang siges at være udelukkende pædagogisk defineret, og derfor må den pædagogiske filosofi forholde sig åbent til begge dele. This book offers an important study of Aristotle's theory of the sense-organs. It aims to answer two questions central to Aristotle's psychology and biology: why does Aristotle think we have sense-organs, and why does he describe the sense-organs in the way he does? The author looks at all the Aristotelian evidence for the five senses and shows how pervasively Aristotle's accounts of the sense-organs are motivated by his interest in form and function. The book also engages with the celebrated problem (...) of whether perception for Aristotle requires material changes in the perceiver. It argues that, surprisingly to the modern philosopher, nothing in Aristotle's description of the sense-organs requires us to believe in such changes. (shrink)

Ṣāliḥ Nābī (d. 1914) is a person who lived in the last periods of the Ottomans and is a medical graduate and interested in Turkish music. In 1910, he received a work called al-Falsafa al-Mūsiḳī (Philosophy of Musica). In this study, the effects of music on the human soul, music history, and musical understanding in the Ottoman period were found. Throughout history, many musical compositions have been received and reflected some philosophical thoughts. But an independent study of philosophy and music (...) is not found before the 20th century. For this reason, Ṣāliḥ Nābī's al-Falsafa al-Mūsiḳī work is remarkable in terms of its title. There are brief explanations about various issues in the work but the most important issue that attracts our opinion is the musical perception of the period. Because Ṣāliḥ Nābī, as a witness at that time, thinks that music has been neglected for a long time in the Ottoman Empire. This is the reason why he has already taken him to a work. In this article, it has been tried to be given to today's musical literalism. Summary: Ṣāliḥ Nābī was born on May 5, 1886, in Istanbul Yedikule. After his primary and secondary education, he started the Military Medicine Faculty in Cengelkoy on March 13, 1901. He graduated in 1911 after having studied for a total of ten years here. Prior to his graduation he worked as assistant at Bel-Air Hospital in Switzerland for a while. He died at the age of twenty-eight in 1914 after having practiced medicine in several different regions.Ṣāliḥ Nābī, who died at a young age, has two works that arrive present days. One of them is the graduation thesis named Mental Illnesses and Bel-Air Hospital in the Twentieth Century. In this work that he published in 1911, he made suggestions about the architectural works to be done in this area by making use of some of the examinations in Switzerland Bel-Air Bâmârhânesi where he served as an assistant for a while. The other work, which is also the subject of our work, is named al-Falsafa al-Mūsiḳī(Philosophy of Musica).Al-Falsafa al-Mūsiḳīis composed of thirty-two pages. The first fascicle, which is the subject of our work, is the only known number of this work that planned to be published as monthly magazines. This work is written to explain the subjects of music and philosophy. But this work could not continue because of Ṣāliḥ Nābī’s participation in the Balkan Wars after his graduation and later his death at a young age. Al-Falsafa al-Mūsiḳīconsists of three parts, one of which is the introduction part. Under the heading entitled "Medhal", the cultural and musical environment of the Ottomans in those days is mentioned and the purpose of writing the work is explained. The second part is about the musical influences on soul. This section examines the following topics: Musical influence on soul, the importance and service of the ancient Greeks to music, some notes about music in history. The name of the last part is “Mūsiḳīnin İctimā’iyāt ve Tārihle Munāsebeti (Relation of Music with Sociology and History)”. Under the last title these subjects are respectively discussed: the place of music in social life, the origins of music, the invention of some instruments used by the ancient Greeks, especially the "lyric", the services of the ancient Greeks as music, the development of music in the Arab world and its pioneers, the effect of the invention and dissemination of musical notation.As you can see, although the author uses “music” and “philosophia” words in the name of work, he has made statements on many issues. We will examine these issues under five headings in terms of better understanding of the work and on the subject matter integrity. These are: The origin of the word of “al-Mūsiḳī/music”, the musical thought in the work, the history of music, the musical understanding and works in the Ottoman in the twentieth century and the music-literature relation. Since the topics under these headings will be given in detail in the article, we can summarize them briefly as follows. There is some information in the sources of musicology that the origin of the word of “al-Mūsiḳī/music” is derived from the ancient Greeks. According to this idea, word of “al-Mūsiḳī/music” comes from “musa” which is the goddess of poetry and music. But Ṣāliḥ Nābī did not accept this claim. The author states that this word is used to be by the ancient Greeks, but also existed long before them. Moreover, Sālih Nâbî states that such thoughts arise as a result of a mistake such as searching for the origin of everything in the ancient Greeks. Ṣāliḥ Nābī states that music is art that can express the deepest feelings of the soul. This is the humane direction of music. On the social side, music is the most important means of revealing the structure of a society and the world of thought. For this reason, the development of music shows the development of the country. Therefore, music is important in child bringing-up and in the first education period of a child. Because the generation who knows the music, senses the deepest feeling of the soul (which is the conscience, they also have moral norms that are socially necessary. There are some explanations of music history in the work of Ṣāliḥ Nābī. The author bases musical history before the creation of Adam. Because the voice was there before man was created. The works of the ancient Greeks in the history of music cannot be denied. They have reached important information on issues such as instrument inventions, influence of music on soul, the fact that music becomes a science, and they have conveyed them to future generations with their works. The author, who stated that similar works were done in the world of Islam, gives two examples with the mention of Fārābī and Ibrāhīm al-Mavsilī. One of the issues that the author is talking about is the influence of music on soul. Ṣāliḥ Nābī is a doctor interested in music. He had also done research on this subject, prepared a thesis as mentioned before, and published his work. The author, explaining this effect of music, has given examples in the history that some wars have been gained thanks to music.One of the most remarkable parts of the work of Ṣāliḥ Nābī is that he analysed the situation of the Ottoman Empire at that time. The author criticizes the current rulings for their indifference to Turkish music. Moreover, he expresses that they are trying to dig root of Turkish music for a while. During this period, a disconnection between the Ottoman palace and the people has begun. Because in the Ottoman palace music is considered to be an elite art and the pleasures of the people are ignored. The author, describing this negative situation, states that despite all of this, there is a correction in the current state of Turkish music in its period. Now the Ottoman palace was not indifferent to Turkish music. In addition, some theoretical studies about Turkish music have begun to emerge in the Ottoman Empire.The author, who also deals with the relationship between music and literature, expresses that these two fields are very close to each other. Therefore, a good poet should know music and a good musician should know literature. (shrink)

Prior to the second world war, most persons confined in insane asylums were regarded as legally incompetent and had guardians appointed for them. Today, most persons confined in mental hospitals are, in law, competent; nevertheless, in fact, they are treated as if they were incompetent. Should the goal of mental health policy be providing better psychiatric services to more and more people, or the reduction and ultimate elimination of the number of persons in the population treated as mentally ill?

The extension of quantum mechanics to a general functional space (“rigged Hilbert space”), which incorporates time-symmetry breaking, is applied to construct extract dynamical models of entropy production and entropy flow. They are illustrated by using a simple conservative Hamiltonian system for multilevel atoms coupled to a time-dependent external force. The external force destroys the monotonicity of the ℋ-function evolution. This leads to a model of the entropy flow that allows a steady nonequilibrium structure of the emitted field around the unstable (...) particles. (shrink)

This article describes the aircraft image recognition system implemented using the phase correlation technique in Matlab environment. The phase correlation is computed by using the normalized cross-power spectrum between the database and the template test image. The main objective of this article is to develop methods for static analysis of aircraft images. An unknown fighter aircraft is recognized by comparing its static image with those from a database of images of aircraft. This work is a research initiative involving the use (...) of image processing techniques to detect three-dimensional aircraft object based on their 2D images, providing feedback information for strategic purposes. The phase correlation technique is found to give a better recognition result for the set of database and test images considered, compared with the invariant moments. The phase correlation method is also used in other areas such as image registration. Aircraft images used include those from AeroIndia 2011 held at Bangalore, India. (shrink)

The figure of Myroslav Shkavrytko as an active figure and ideologist of the Ukrainian religious movement is virtually unknown to modern scholars. Also unknown are the doctrines and activities of the Holy Faith - Native Faith created by M. Shkavrytko.

The spiritual and moral crisis in society, which is a sign of the loss of clear ideas about good and evil, when the ideal of a person becomes "successful in human life" and no matter how successful it becomes, when moral laws and human life are worthless, needs urgent return to spiritual sources. As one of the means of spiritual education of adolescents, a Christian ethics elective was introduced at the secondary school №26 in Odessa.

The study of the republican Roman Senate was revolutionized by Professor Broughton's Magistrates, and to a lesser extent more recently by Professor Lily Ross Taylor's Voting Districts of the Roman Republic. Naturally, neither of these two great works rounded up all the available evidence without exception, and a considerable amount of mopping-up has been carried out. More remains to be done, however, and this article aims at providing some further information on republican senators, their tribes, and their origins, as an (...) addendum to M.R.R. and its Supplement, and the prosopogra- phical chapter of Professor Taylor's book. Despite its profound influence on modern thought, psychoanalysis remains peripheral to the concerns of most analytic philosophers. I suggest that one of the main reasons for this is intellectual reservation, and explore some philosophical arguments against psychoanalysis that may be contributing to such reservation. Specifically, I address the objections that psychoanalytic theories are unfalsifiable, that the purported findings of psychoanalysis are readily explained as due to suggestion, that there is a troubling lack of consensus in psychoanalytic interpretation, and that there (...) is a lack of support for psychoanalysis within mainstream science. I also consider a major obstacle to the acceptance of contemporary defenses of psychoanalysis: the “bad lot” argument against Inference to the Best Explanation. My conclusion is that, though these objections have some merit, they are not sufficient reasons for not taking psychoanalytic ideas seriously. (shrink)

Underdeveloped in historical science are pressing issues of Orthodox sectarianism. A number of scholars who pay attention to this aspect consider the features of the doctrine, the cult, the rituals of sects without a deep analysis of their ideology. On the basis of generalizing the scattered information, we conclude that the Orthodox sects had the ability to undergo the process of evolution throughout their existence.
