“Holdings” was written for the 2011 Reading Artifacts Summer Institute at the Canada Science and Technology Museum. I spent a week “embedded” with the group, attending workshops and instructional sessions, mostly in a warehouse filled with curious objects from the museum’s collection: a gigantic hard drive platter, an egg-sorting machine, fire engines, iron lungs, a scale model of a Babbage Difference Engine (which had been used to weigh down the back of somebody’s rear-wheel-drive car). Some of the artifacts were historically (...) important, and some were disarmingly ordinary. Others had come loose from their stories, and were just mystifying. The group spent five days exploring the innumerable intersections between these solid things and the people who lived, and live, among them. At the end of the week, during the closing presentations, I read this poem to the group about what I’d seen and felt as I watched them work. (shrink)

Peter Russell was King Alfonso XIII Professor of Spanish Studies at the University of Oxford 1953–81. He was recruited into the secret service in the mid-1930s and was sent to Spain during the Civil War. On returning to Oxford, Russell joined Military Intelligence and among other duties was responsible for seeing that the Duke and Duchess of Windsor reached the Bahamas safely. He resumed his academic career after the war and quickly established himself as a scholar of exceptional range and (...) dynamism. In a recent paper entitled “The Case for Colonialism” Bruce Gilley argued that Western colonialism was “as a general rule” both beneficial to those subject to it and considered by them to be legitimate. He then advocated for a return to the Western colonization of the Third World. Gilley’s article provoked a furious response, with calls for its retraction being followed by the resignation of much of the publishing journal’s editorial board. In this paper I note that Gilley’s article (...) meets none of the criteria required to justify its retraction, and that instead of retracting it it should be rebutted. I then argue that his arguments against those who oppose colonialism are all fatally flawed, and that he has provided no justification for his claims that colonialism was either beneficial to those who lived under it, or considered by them to be legitimate. The story of James and John Stuart Mill is one of the great dramas of the 19thcentury. In the tense yet loving struggle of this extraordinarily influential father and son, we can see the genesis of evolution of Liberal ideas-about love, sex, and women, wealth and work, authority and rebellion-which ushered in the modern age. The result of more than a decade of research and reflection, this is a study of the relationship between James Mill, the self-made utilitarian philosopher who (...) tried (with only partial success) to shape his son in his own image. Mazlish integrates psychology and intellectual history as part of his larger and continuing effort to spur deeper understanding of the character, limitations, and possibilities of the social sciences. John Stuart Mill's rebellion against a joyless, loveless upbringing, one in strict accordance with the principles of Utilitarianism, was rooted ina powerful Oedipal struggle against his father's authority. Mazlish describes this rebellion as playing an important role in the genesis of classical nineteenth century liberalism. Behind this intellectual development were the women in Mills' life: Harriet the mother, never mentioned by her son in his autobiography, and Harriet Taylor, with whom Mill lived in a scandalous, if chaste, ménage a trois. It was this long relationship which informed his famous essay “The Subjection of Women,” one of the most eloquent feminist statements ever written. Routledge, 2022. 252pp.Yesterday evening, much to my satisfaction, I finished reading Bruce Baugh's Philosophers' Walks. The author ends by putting down his pen. It is time, he declares, "to put my boots on and walk out into the world" (236). For me, it was bedtime, but knowing that I was to write this review, I resolved (...) to sleep on it. On waking, I set out, as is my wont, for the short walk I take every morning before breakfast. The walk itself is nothing special: it takes in the streets of my neighborhood and a nearby park. Yet every day is different as the weather changes, trees come in and out of leaf, blooms flourish and wilt in front gardens, children on their way to school throng the streets in term-time only to vanish in vacations. Lately, a nineteenth-century fountain in the park has been lovingly restored, and every morning I am refreshed by its water-jets and tinkly sound. Most days I am writing in my head, on whatever I have on the go at the time. Walking briskly and on my own, I find that words that had tied me in knots the day before miraculously straighten themselves out with a rhythm and fluency matching my pace. I cannot, however, walk and write at the same time. It is physically impossible. So as the words come, I have to keep repeating them to myself, until I make it home. With no time to lose, I seize notebook, pencil, and spectacles to jot them down. Only when I have done so can I finally sit down to breakfast. And that's exactly what happened this morning. With my hastily scribbled notes, some good words, and the odd finished sentence, I am ready to write this review.I am not, of course, the first to have discovered the benefits of thinking-while-walking. Countless predecessors have done so before me, including some of the most celebrated figures of the past four centuries of European intellectual history. And so has Baugh. The idea behind his book is that if by walking, philosophers have arrived at many of their most cherished insights, then perhaps we could better take the measure of these insights not merely by reading their words but by retracing their steps, walking the same paths as they did. And this, precisely, is what [End Page 131] Baugh, often accompanied by his wife Diane Lindsay, set out to do. Each chapter, barring the introduction and conclusion, is devoted to one or sometimes two characters, and each blends reflection on their ideas and life-histories of walking with the author's recollection of attempting to follow in their footsteps, and of the experience and even self-knowledge gained from doing so. Some walks are in verdant countryside, or more spectacular Alpine scenery, others are in big cities like London and Paris. Baugh does not pretend that the walks of his chosen characters can be replicated exactly when so much has changed, in both rural areas and the urban fabric, since their heydays. Nor can we ever know exactly what was going through their heads at the time. It is nevertheless surprising how many echoes you can pick up from the past, so long as you keep your ears to the ground, and Baugh is an astute listener. For us, his readers, the book is an invitation to join in his travels, albeit at a distance, and by doing so, to enrich our understanding not only of his characters and of how they thought, but of ourselves as well.Though the book is called Philosophers' Walks, Baugh has cast his net wide to include characters for whom the epithet "poet," "artist," or "writer" might sooner come to mind than "philosopher." No matter: all such labels are a touch arbitrary, and it's the thought that counts. More than sixty reporters discuss ethical dilemmas facing the journalist and how they have personally coped with such problems as conflicts of interest, gifts, bribes, news leaks, and confidentiality of sources.

Can we legitimately speak of ethicsexperts? Recent literature in philosophy and medical ethics addresses this important question but does not offer a satisfactory answer. Part of the problem is the absence of an examination of what it means to be an expert in general. I therefore begin by reviewing my analysis of expertise which appeared earlier in this journal. We speak of two kinds of experts: persons whose expertise is in virtue of what theyknow (epistemic expertise), or what theydo (performative (...) expertise). Applying this analysis to the domain of ethics, I argue that we may speak of ethical expertise in three epistemic senses: a) expertise indescriptive ethics, b) expertise inmetaethics, c) expertise innormative ethics, and in a performative sense: d) expertise inliving a good life. The SDML programming language which is optimized for modelling multi-agent interaction within articulated social structures such as organizations is described with several examples of its functionality. SDML is a strictly declarative modelling language which has object-oriented features and corresponds to a fragment of strongly grounded autoepistemic logic. The virtues of SDML include the ease of building complex models and the facility for representing agents flexibly as models of cognition as well as modularity and code reusability.

When modelling complex systems one can not include all the causal factors, but one has to settle for partial models. This is alright if the factors left out are either so constant that they can be ignored or one is able to recognise the circumstances when they will be such that the partial model applies. The transference of knowledge from the point of application to the point of learning utilises a combination of recognition and inference ­ a simple model of (...) the important features is learnt and later situations where inferences can be drawn from the model are recognised. Context is an abstraction of the collection of background features that are later recognised. Different heuristics for recognition and model formulation will be effective for different learning tasks. Each of these will lead to a different type of context. Given this, there are (at least) two ways of modelling context: one can either attempt to investigate the contexts that arise out of the heuristics that a particular agent actually applies (the `internal' approach); or (if this is feasible) one can attempt to model context using the external source of regularity that the heuristics exploit. There are also two basic methodologies for the investigation of context: a top-down (or `foundationalist') approach where one tries to lay down general, a priori principles and a bottom-up (or `scientific') approach where one can try and find what sorts of context arise by experiment and simulation. A simulation is exhibited which is designed to illustrate the practicality of the bottom-up approach in elucidating the sorts of internal context that arise in an artificial agent which is attempting to learn simple models of a complex environment. It ends with a plea for the cooperation of the AI and Machine Learning communities as both learning and inference is needed if context is to make complete sense. (shrink)

In the course of his readings, Krajewski explores the complex relationship between truth-telling and lying, being and non-being, clarity and obscurity, the fixed and the unstable, the extraordinary and the commonplace. Underlying these dichotomies is an even more fundamental opposition between two approaches to language and discourse. One is the way of philosophy and linguistics, where the objective is to reduce language to its purest logical form. The other is the way of hermeneutics and rhetoric, where the aim is to (...) preserve the multifariousness of discourse as it occurs concretely in everyday life. It is important to re-engage public health professionals, after an absence of almost a half a century, in the issues of land development and community design. Resources should be devoted to processes that directly engaged diverse communities in defining their idea of good public health. In Michigan, within demographic communities, the idea or definition is slightly different, but an agreement was reached that activities should be developed around four basic environmental areas: food, air, water, and land use. Resource teams were (...) developed around each of these areas, and an attempt was made to describe the current status of environmental conditions and identify major health problems. The community was engaged in a dialogue and a strategy for improvements was developed. The Michigan Land Use Resource Team identified land trends, described water and air quality, and even mapped automobile injuries, including pedestrian injuries and deaths. (shrink)

As new biotechnologies are developed, the parallels with GM crops are often drawn. In this paper, I consider GM animals and contrast them with GM crops. I use a systems of innovation perspective to consider innovation, product markets and regulatory systems and suggest that whilst there are some parallels between GM crops and animals there are also clear differences. There are differences in the techniques used, the availability of single genes useful for transfer and the acceptability of 'failures'. Existing animal (...) breeding techniques are competitive with GM technologies and dissemination of GM animals into a population is difficult and time consuming. The structure of the industry is different between crops and livestock with large multinational companies largely absent in the production of farm livestock for breeding. Additionally animal welfare and ethical aspects are widely recognised as important in the context of GM animals, but the likely impacts of welfare and ethicsbased regulation on any GM animal production is not clear. All these differences are potentially important for the future trajectory of the technology. I also suggest that at present, the development of GM animals is being pulled in different directions by the opening up of technological possibilities and the emphasis on animal welfare and notions of animal integrity. The paper investigates what is meant by "good science" and "bad science" and how these differ as between the natural (physical and biological) sciences on the one hand and social sciences on the other. We conclude on the basis of historical evidence that the natural science are much more heavily constrained by evidence and observation than by theory while the social sciences are constrained by prior theory and hardly at all by direct evidence. Current examples of the latter proposition are (...) taken from recent issues of leading social science journals. We argue that agent based social simulations can be used as a tool to constrain the development of a new social science by direct (what economists dismiss as anecdotal) evidence and that to do so would make social science relevant to the understanding and influencing of social processes. We argue that such a development is both possible and desirable. We do not argue that it is likely. (shrink)

Many of our inherited civic institutions are dead or dying. We need an ambitious reform program to revive democratic life. This essay advances a four-pronged “citizenship agenda”: a campaign finance initiative granting each voter fifty “patriot dollars” to fund candidates and political parties of his or her choice; a proposal for a new national holiday, Deliberation Day, held before each national election, enabling citizens to deliberate on the merits of rival candidates; a system of federally financed electronic news-vouchers to permit (...) professional journalism to survive the destruction of its traditional business model; and a new form of citizenship inheritance, which provides $80,000 to all Americans as they start off life as adults. Working with collaborators, I have developed each of these initiatives at book length. This essay suggests how the “citizenship agenda” yields a whole that is larger than the sum of its parts. Each generation invents new practices and new writings of philosophy. Ours should have been able to introduce certain mutations that would at least be equivalent with those of cubism, abstract art, and twelve-tone serialism: it has only partially done so. But after all the deconstructions, after Wittgenstein, Heidegger, and Derrida, this demand takes on a different dimension: What do we do with philosophy itself? How do we globally change our relation to this thought, which keeps indicating that it is increasingly (...) conservative and repetitive? These two questions together have prompted what we call “non-philosophy.” Non-philosophy is not the negation of philosophy. It is the suspension of philosophy’s claim to think the real, and it is the invention of new usages of thought and language that disrupt the rational narrative of the real, which is precisely what every philosophy is. Non-philosophy should rather be understood à la the “non-Euclidean,” namely, as a generalization of the philosophical beyond its traditional limitation by the unitary or “Heraclitean” postulate. From then on, an infinite number of philosophical decisions that are no longer mutually exclusive will correspond with any real phenomenon. _Philosophy and Non-Philosophy_ is widely considered the first fully explicit elaboration of non-philosophy and one of its most important introductory texts. Although what language users in different cultures say about their own language has long been recognized as of potential interest, its theoretical importance to the study of language has typically been thought to be no more than peripheral. Theorizing Language is the first book to place the reflexive character of language at the very centre both of its empirical study and of its theoretical explanation. Language can only be explained as a cultural product of the reflexive application of its own (...) creative powers to construct, regulate, and give conceptual form to objects of understanding. Language is itself, first and foremost, an object of cultural understanding. Theoretical analyses of language which have neglected its reflexive character, or simply taken its effects for granted, merely impose their own artificial structures on their analytical object. The first part of this book discusses the consequences of neglecting this reflexive character for the technical concepts and methods which are used in analysing different types of communicational phenomena. In the second part, normativity - a crucial aspect of language's reflexive nature - is examined. The book's third and final part focuses on particular issues in the history of linguistic thought which bear witness to the rhetoric of language theorizing as a reflexive form of inquiry. (shrink)
