The role of information in planning is analyzed, taking a phenomenological view: people act on the basis of the meanings they attach to reality. The analysis framework is borrowed from the knowledge systems approach and domain theory. Within the knowledge system a distinction is made between two domains: the formal domain and the field domain. The central view in this article is that the interpretation frameworks of the actors in both domains are different, hampering effective communication between the two (...) domains. The functioning of the knowledge system during the planning process can be improved by dealing explicitly with differences between interpretation fameworks. (shrink)

Recent developments in South Africa in the field of planning, the domain of plans, and the world of planners, would suggest that planning and plans are viewed in a positive light, the local planning profession is in good shape, and these instruments and actors can play a meaningful role in the development and transformation of the country. In this article, these assumptions were explored through the lens of the attributes and convictions that gave birth to and (...) drove the early 'town planning movement' in the industrial cities of North America and Western Europe. A key theme in this analysis was the role played in the early town planning movement by compassion, passion and care for progressive change, and the conviction that it was possible to do so through the application of reason, technical ability and ingenuity. Based on this analysis, the argument was put forward that, while planning, plans and planners in South Africa could potentially play a crucial part in the crafting of a different country, a number of crucial changes would need to be made. The challenges associated with effecting these changes were subsequently explored, and the article concluded with a proposal for doing so by tapping into the metaphors as deployed, and the drive and passion as displayed by those in the early town planning movement. The right of freedom of religion is one of the fundamental rights guaranteed in the Malaysian Constitution. The provision over the right to freedom of religion is seen as one of the most crucial provisions ever stated in the Federal Constitution. Article 11 has never been amended. Indeed, provision in Article 3 reiterates the right of individuals, especially the non-Muslims to profess and practise their religion freely, without any fear and interference. The special status of the religion of Islam enshrined (...) in Article 3 does not mean that non-Muslims have no right in matter of freedom of religion. However, the Federal Constitution seems to restrict the right to freedom of religion, in the sense that freedom of religion in Malaysia is not absolute. There have been several restrictions imposed not only within the constitutional framework but also other general legislations. Among provisions that furnished such restrictions can be seen in Articles 11, 11 and 10 of the Federal Constitution. Moreover, the Parliament had also passed several legislations allowing such restrictions. This can be seen, among others, the Internal Security Act of 1960, the Societies Act of 1966, the Police Act of 1967, the Printing Presses and Publications Act of 1984, the Town and Country Planning Act of 1976 and the Penal Code. As such, Muslims and non-Muslims alike must adhere to certain religious constraints for the sake of public order, public health and morality.While freedom of religion is guaranteed for individuals in the Malaysian Constitution, some states in Malaysia have penalised Muslims who renounced the Islamic faith. Although there is no death penalty for apostasy in Malaysia, apostates are subject to punishments like fine, imprisonment and to a certain extent whipping. In certain states, apostates are detained at the rehabilitation centre for up to 36 months. These have brought concern to human rights activists because such punishments and detention may seem contrary to the right to freedom of religion enshrined under Article 11 of the Federal Constitution and Article 5 that guarantees individual liberty. This article attempts to investigate whether restrictions over the right of freedom of religion particularly when Muslims renounce the Islamic faith is constitutionally valid. It also intends to highlight the conflict in the laws surrounding the punishment for apostasy in various states in Malaysia. (shrink)

When town planning emerged at the end of the 19th century, its proponents did not envisage the city without nature. Some, such as Ebenezer Howard, believed the garden city would become the new face of the urban landscape, bringing together only the positive aspects of both city and country. Others, health experts and rationalists, advocated functional planning, where the ‘green space’ was part of the overall plan. And so nature was not forgotten. But what ‘nature’? A (...) ‘nature’ external to the town-dweller, like an ornament or decoration? Something that enhanced the built environment and not the very condition of our existence as human beings? Behind the planners’ inclusion of ‘nature’ lie very different intentions, from one period to another and one culture to another. The globalized, standardized ‘nature’ that was subsequently part of marketing the city is just an image; whether wild or tamed, it is no longer localized, no longer a partner in our condition as denizens of the earth. Industrial heritage has become a very matter of debate among experts as the most significant reminder of the industrial era, it also is of great examples of 20th-century heritage. Nowadays, industrial heritage sites are suffering from intense physical conditions and are being intruded by massive economic projects since they are located in favorable places of towns and possess vast spaces. Conservation methods have mostly been limited to the surroundings of industrial heritage sites and have not considered the extended areas connected (...) to the site. The resolutions should be sought throughout these questions: How do outstanding values of an industrial heritage site affect its buffer zone mapping? Or what should a buffer zone map encompass to protect specific values of an industrial heritage site? During this research ample of evidence is seen which firstly depicts the appreciation of industrial heritage and the tendency to conserve them among the host countries. The main result concluded is a guideline based on the similarities and differences between various types of industrial heritage and their impacts on determining boundaries and zones. In case of increasing the number of case studies, the results of this paper can aid in charge organizations to take more effective measure in developing plans to determine boundaries and zones for different types of industrial heritage sites. The data gathered for this paper was collected through library resources about industrial heritage and basically from academic and universal management manuals of buffer zones. The information chiefly is adopted from registration files received by the world heritage committee of UNESCO. Dervish lodges and cults were among the important elements of the Ottoman social life and in those times, they had spread to nearly all city centers, towns and villages. Dervish lodges served as non-formal educational institutions for people from all ages and all segments of the society. In addition to education, these structures also played important roles in political, economic, social and military life of the Ottoman Empire. In general, wise people and scholars contributed to the development and dissemination of (...) Islamic sciences in general, and specifically, mystic thought. As a matter of fact, it was determined that there were a great number of Dervish lodges that were founded or supported by shaykh al-Islam (the chief justice), kādī (judge), scholars and mudarrisīn (teachers) in the history of sufism. One of them was Mullah Çelebi Dervish Lodge, which was founded in the 16th Century by Mehmed Vusuli Efendi, who belonged to the Ilmiya class (d. 998/1590). Until today no detailed studies have been conducted on lodges, which continued their existence until 1925. For this reason, this article will be the first study that deals with the dervish lodges in the light of archive sources. In this article, which was written to shed light on the course of our sufi cultural history, the prominent names, shaykhs and physical status of the Dervish lodges, especially Mehmed Vusuli Efendi, who was the founder of these lodges, will be dealt with.Summary: Our country, which hosts scientific moral centers like dervish lodges, school, madrasa and masjids, has a rich historical cultural treasure. As it is already known, the above-mentioned institutions had an important place in the life of Ottoman social life. Dervish lodges and madrassas were considered as science and wisdom centers because there is no distinction between zāhir (exterior) and bātin (interior) in our tradition. Under then-present conditions, the institutions that were needed most were supported. In this sense, the sultans and scholars cared about the dervish lodges, which were the places where sciences were studied contributing to the construction of these structures. One of these was Mullah Çelebi Dervish Lodge, which was founded in the center of Eyupsultan by the Ottoman man of letter, poet and scholar, Mehmed Vusuli Efendi (d. 998/1590).Mullah Çelebi Dervish Lodge is located in the Debbaghane/Tabakhane (Tannery) district in the center of Eyupsultan. As Suleyman Çelebi stated, “the valiant ones worked in the Tannery”. For this reason, it is possible to say that there were tanners among the disciples and followers of Mullah Çelebi Dervish Lodge.Mullah Çelebi Dervish Lodge was built by Mehmed Vusuli Efendi, who belonged to the scholar class in the Ottoman Empire. Mehmed Vusuli Efendi, who served as a professor in various madrasahs, served as a kādī in cities like Konya, Kutahya and Istanbul. Mehmed Vusuli Efendi was called “Mullah” because of his madrasah origin and “Çelebi” because of being a member of the scholar class. For this reason, dervish lodge in question was known as Mullah Çelebi Dervish Lodge in his honor. Sources mention the religious, knowledgeable and modest personality of Mehmed Vusuli Efendi. In this sense, the establishment of a dervish lodge by someone from the scholar class is important in terms of being a sign of the togetherness of dervish lodges and madrasahs in the Ottoman Empire. In addition to his scientific personality, Mehmed Vusuli Efendi was also an important figure who wrote works both as prose and as poetry, and made some translations into Turkish. In addition to the Dervish Lodges mentioned here, Mehmed Vusuli Efendi also established mosques and public baths in various places in Istanbul and was interested in charity works. Cemaleddin Server Revnakoglu stated that he was given the nickname “FındıklıÇelebi” because he had established a mosque in Fındıklı District.Mehmed Vusuli Efendi was the son-in-law of Aise Hubbi Hatun (d. 997/1589), who was one of the lady poets of the 16th century divan literature. Aise Hubbi Hatun was the granddaughter of Kanuni Sultan Suleyman’s foster brother Yahya Efendi from Beşiktaş. Aise Hubbi Hatun was also the wife of Semsi Çelebi, who was one of the grandchildren of Aksemseddin. In this sense, Aise Hubbi Hatun was a person who served in the palace during the reign of Selim II. According to the sources, Mullah Çelebi was appointed to a post that was as high as being the kādī of Istanbul with the help of Aise Hubbi Hatun, who was one of the prominent figures of the palace. For this reason, Mehmed Vusuli Efendi was also known as “Hubba/Hubbi Mullah”.In the present study of ours on Mullah Çelebi Dervish Lodge, one of the most prominent lady poets was Serife Zubeyde Fitnat Hanım (d. 1194/1780). In the sources, some authors discussed whether Fitnat Hanım’s tomb was in Mullah Çelebi Dervish Lodge. Since there is no inscription on it, the tomb of Mehmed Vusuli Efendi was assumed to belong to Fitnat Hanım. Actually, in the past, Istanbul Tombs and Museums Directorate hung a plate saying that the tomb in question belonged to Fitnat Hanim. However, Bilgin Turnalı revealed that the tomb of Fitnat Hanım was not in the Mullah Çelebi Dervish Lodge in his article with the title “The Tomb of the Poet Fitnat Hanım”.The archive sources, which we can examine on Mullah Çelebi Dervish Lodge, generally belong to the 18th century and onwards. For this reason, the information on the establishment years of the Dervish Lodge was not determined fully. However, some of the archive sources reported some revenues of Mullah Çelebi Dervish Lodge. For example, it was recorded in the archives that payments were made to this Dervish Lodge in Muharramiya activities. As it is known, ceremonies were held in the Ottoman Palace in the month of Muharram, which was the initial month of the Hijri calendar, and a number of people and institutions in Istanbul and its surroundings were paid by the Sultan under the name of “Muharramiyya”.In Mullah Çelebi Dervish Lodge, there were some prominent shaykhs like Mahmud Efendi and Nureddin Efendi. For example, since Mahmud Efendi had a lot of influence on the lodge, it was named after him for a period of time. Another prominent shaykh in the above-mentioned dervish lodge was Nureddin Efendi. As a matter of fact, he was closely interested in the maintenance and repair works of the dervish lodge and the activities related to the cults, and applied to Evkāf-i Humāyūn many times for repair works. Mehmed Esref Sabri Efendi, who was the shaykh before the last one in this dervish lodge, contributed to the training of many people of cult, especially Saadeddin Ceylan, who was the shaykh of Haki Baba Lodge. The last shaykh of Mullah Çelebi Dervish Lodge was Hafiz Hussein Kamil Efendi, who was the son-in-law of Mehmed Esref Sabri Efendi.When the physical condition of Mullah Çelebi Dervish Lodge is examined, it is understood that it was ruined in some periods in the history due to erosion; and for this reason, it had renovations. It was determined that Mullah Çelebi Dervish Lodge, which belonged to the Kadiriyye cult, remained until the last period of the Ottoman Empire; however, after the closure of the dervish lodges in 1925, it disappeared rapidly. In our present day, two tombs that belong to Mehmed Vusuli Efendi and Aise Hubbi Hatun and a graveyard where the members of the lodge were buried are left behind from this Dervish Lodge. As it is known, Dervish Lodges had an important place in the religious, scientific, political and economic life of the Ottoman society. In this article, which was planned to examine the Ottoman sufi culture, the historical course of Mullah Çelebi Dervish Lodge, its founder, shaykhs, physical location, etc. were discussed in the light of the archive sources. In the circumstances of the overgrowth signs the scientific-technical revolution the following events in essential way are influencing the activities of public administration : 1° the establishing, under thepressure of the technical progress and specialization, of the big economic units ; 2° the acceleration of the processus of urbanization ; 3° the increasing threat of the biological environment and the appearance of newpossibilities for its protection; and 4° the leveling of differences between the living standards of the population in (...) town and in countryside. In that situation the socialist state has first of all to develop its organizationalfunctions.2. The organizational functions of the socialist state are implemenied above all by the supreme and local representative organs of the state authority and by the subordinated to them organs of the state administration. In the result of this organizational activity the scope of civic rights is extending. The state apparatus therefore is responsible for calling into being and for activities of the public institutions and facilities being used by the citizens at their choice. The regulating role of the state has hence respect more to these public institutions and facilities, and it is addressed more seldom directly to the citizens. That takes place especially in the sphere of the administration of national economy, the organization of technical public services as well as the services rendering administration.3. The social and economic assumptions of the socialist system are putting into effect by the organizational activities of the state apparatus. One of the fundamental features of this system is to gain the conscioussupport of the overwhelming majority of the society for actions of the socialist state and to consolidate this support. Such support is possible to reach only by the development of the democratic principles of thestate activities. The democratic institutions are established by the law, and the law is one of instruments of the realization of the political tasks of the socialist society being organized into the state. The state apparatus' function is to embody in action the tasks established by the law. And this therefore makes the role of the state apparatus very important as welt as provides to the necessity of permanent improvement of this apparatus.4. The social and economic plans create the substantial basis for the state administration activities. In the both national and local plans, voted by representative organs of the state authority, there are determined theeconomic and social tasks as welt as the aims concerning in advancement of the living standards of the population. In the state enterprises plans are voted by the organs of the workers' self-government. The principles of socialist democracy and democratic centralism are reflected in the procedure of planning.5. The processus of the administration in the contemporary state becomes more and more complicated. This processus demands an improvement of th social nature, but not of the technocratic one. And that improvement, realized in conformity with the social necessities, is safeguarded by the fact that the state machinery in the socialist country is inspired and vivified by the political leadership of the working class' party. The Covid-19 pandemic has been analysed and discussed from many disciplinary perspectives. An aspect that still needs critical exploration is the role—that is, the modes and forms—of regulatory interventions during the pan- demic. It is interesting to note in this regard that, in many studies, regulatory measures are labelled “non-pharma- ceutical interventions”, as if they do not have any specificity on their own and only represent a theoretically residual category. The main aim of this article is instead to focus on (...) the distinctive features of normative measures as such. As regards the article’s focus, it centres on the normative interventions in the first period of the pandemic—that is, 2020—with particular reference to Italy. We have chosen to focus on this period because the most extensive and severe restrictions introduced to combat Covid-19 were established at that time. And we have chosen to con- sider Italy because it was the first country, after China, to be hard hit by the virus and to react in a draconian manner. As regards the methodology, the article is based, in general and primarily, on an extensive interdisciplinary literature review. With reference to the Italian case, the study is additionally based on: first-hand data collection and analysis (especially concerning Italian normative measures mainly issued at the national level: their type, frequency, target, hierarchical relationships); second-hand data and analysis (for instance as regards the effectiveness of Italy’s and other countries’ regulatory measures). In discussing the Italian response to the Covid-19 pandemic, certain weaknesses have been identified; and possible lessons have been highlighted, in terms of both “planning” (i.e. the necessity to better pre-define concrete and circumscribed sets of actions) and of “meta-planning” (i.e. the necessity of better planning the way in which public authorities could and should plan and act). Although this article is mainly based on the Italian situation, what we can learn from this case is largely generalizable. (shrink)

Scientometrics has found many applications in describing, explaining and predicting the scientific status of researchers, educational and research groups, universities, organizations and countries in various national and international arenas. By studying the scientific products of different countries, their status in the production of science can be evaluated. Present study was conducted using a scientometrics approach and using co-word analysis and social network analysis (SNA) to investigate relationships in the field of know­ledge organization. In this regard, research indexed in web of (...) science on the topic of “know­ledge organization” has been analyzed using software including VOSviewer, Gephi, Publish or Perish. The findings of the study show that the most frequently used topics and words are know­ledge organization and classification. Also, the most valuable subject areas were identified based on the maps drawn using the closeness and centrality of indexes, taxonomy, ontology and know­ledge organization systems. Co-authorship analysis revealed that the co-authorship network is discrete and has low-density, with a total of 12,491 citations in all articles. Also, the most prolific author is Hjorland, followed by Smiraglia and Dahlberg. using the co-word map of know­ledge organization, policymakers can plan appropriately through the know­ledge of the research and thematic status of know­ledge organization. This article examines Corporate Social Responsibility (CSR) and mining community development, sustainability and viability. These issues are considered focussing on current and former company-owned mining towns in Namibia. Historically company towns have been a feature of mining activity in Namibia. However, the fate of such towns upon mine closure has been and remains controversial. Declining former mining communities and even ghost mining towns can be found across the country. This article draws upon research undertaken in Namibia and considers these (...) issues with reference to three case study communities. This article examines the complexities which surround decision-making about these communities, and the challenges faced in efforts to encourage their sustainability after mining. In this article, mine company engagements through CSR with the development, sustainability and viability of such communities are also critically discussed. The role, responsibilities, and actions of the state in relation to these communities are furthermore reflected upon. Finally, ways forward for these communities are considered. (shrink)

Faced with the threat of pandemic influenza, several countries have made the decision to put a number of measures in place which have been incorporated into national plans. In view of the magnitude of the powers and responsibilities that States assume in the event of a pandemic, a review of the various national preparedness and response plans for pandemic influenza brought to light a series of extremely important ethical concerns. Nevertheless, in spite of the recent emergence of literature focusing specifically (...) on the ethical aspects of pandemics, too few studies explicitly examine public participation as one means of ethical contribution to public health policies. Thus this article seeks, in the first place, to present an analysis of the various national preparedness and response plans for pandemic influenza, and secondly, to outline the role that the plans envisage for ethics and more importantly for public participation. Throughout March and April 2020, debate raged about how best to allocate limited intensive care unit (ICU) resources in the face of a growing COVID-19 pandemic. The debate was dominated by utility-based arguments for saving the most lives or life-years. These arguments were tempered by equity-based concerns that triage based solely on prognosis would exacerbate existing health inequities, leaving disadvantaged patients worse off. Central to this debate was the assumption that ICU admission is a valuable but scarce resource in the (...) pandemic context.In this paper, we argue that the concern about achieving equity in ICU triage is problematic for two reasons. First, ICU can be futile and prolong or exacerbate suffering rather than ameliorate it. This may be especially true in patients with COVID-19 with emerging data showing that most who receive access to a ventilator will still die. There is no value in admitting patients with poor prognostic indicators to ICU to meet an equity target when intensive critical care is contrary to their best interests. Second, the focus on ICU admission shifts focus away from important aspects of COVID-19 care where there is greater opportunity for mitigating suffering and enhancing equitable care.We propose that the focus on equity concerns during the pandemic should broaden to include providing all people who need it with access to the highest possible standard of end-of-life care. This requires attention to culturally safe care in the following interlinked areas: palliative care, communication and decision support and advanced care planning. (shrink)

The political developments in post-socialist countries are taken as a general frame for discussing rural development in the transition from centrally planned to market economies. Rural communities and agriculture in post-socialist countries are facing major problems related to decollectivization of property, the stimulation of effective private agricultural units, and the building up of integrated rural communities and their local autonomy. After presenting the developments in Slovenia in detail, the author comes to the conclusion that no foreign/western development model can be (...) literally applied to any post-socialist state. These nations must define their own goals and formulate the strategies to reach them based on the analysis of their specific situations, and in doing this they must engage their own scientists/professionals and take foreign experts only as occasional advisors. The UN Convention of the Rights of the Child (CRC) in the 1990s becomes a landmark and has now been ratified by every other country of the world. Bring hope for a better world—for all children was highlighted as one of the most far-sighted human right instrument in the convention. Yet access to basic livelihood needs such as clean drinking water, primary health services, primary education, recreation and other urban infrastructure becomes a nightmare for millions of children and youth (...) in the developing world and particularly in metropolitan cities in India. The Indian children are living in varying residential environment, comprised of residential colonies of rich, high-raised flats of middle and low-income groups and the economically weaker sections living in slums and squatter colonies. The conventional method of planning residential neighbourhood lacks in indentifying the varying needs of children while building urban infrastructure. As a result there is a large gap in getting access to basic livetihood needs for children of rich and poor. The basic question becomes, is the urban child and youth population just as a numerical variable in planning infrastructure needs in metropolitan cities? Nevertheless, in spite of the recent emergence of literature focusing specifically (...) on the ethical aspects of pandemics, too few studies explicitly examine public participation as one means of ethical contribution to public health policies. Thus this article seeks, in the first place, to present an analysis of the various national preparedness and response plans for pandemic influenza, and secondly, to outline the role that the plans envisage for ethics and more importantly for public participation. We contemplate Deleuze and Guattari's discussion of in/compossibility through engagement with practices of spatial planning and development at the urban fringe in Australia. In such sites of ecosystem transformation, the presence of wildlife, such as mosquitoes, is often deemed incompossible with felicitous human habitation. We suggest that regarding worlds like those of mosquitoes and humans as divergent, rather than incompossible, opens up opportunities for inclusive disjunctive syntheses which affirm the disjoined terms without excluding one from the other. Relating inclusive (...) disjunction to intensive milieu, we call for development of a more milieu-based approach to planning to facilitate more-than-human coexistence differently. (shrink)

Theoretical analyses of person–environment interaction describe complex models, addressing different levels of social systems, while models of the sense of community provide a base for transferring views of this interaction to the national level. This paper presents two studies that explored the structure of the sense of country and its relation to emigration plans and social identification. Study 1 involved 1,005 adults from Latvia. The Sense of Country Inventory included influence, perceived opportunities, belonging, and spatiotemporal commitment as the (...) components of this sense. The bifactor model demonstrated the best fit and confirmed the general factor, integrating components of the sense of country, and specific factors, emphasizing its complexity. The validation demonstrated that the general sense of country is the main negative predictor of emigration plans. Study 2 included 247 participants who completed the SOCI and Identification With All Humanity Scale. Correlating with national identification, the sense of country negatively predicted emigration plans that reflected the social identity continuity pathway. In turn, a negative relationship between the sense of country and global identification, which positively predicted emigration plans, revealed a social identity gain pathway. Together, the studies present the integrative nature of the sense of country and its links to emigration plans and national and global social identification. (shrink)

Abstract:This article examines the transformation that occurred in anarchist political economy during the interwar period by tracing the intellectual trajectory of Diego Abad de Santillán, an important labor organizer and policymaker during the Spanish Revolution and Civil War (1936–39). Representative of a broader intellectual struggle within anarchism, Abad de Santillán moved away from nineteenth-century ideas about inaugurating anarchism through autonomous communes and gravitated toward participatory national economic planning. Uncovering this shift sheds light on the techniques of governance available to (...) anarchists during the conflict and it highlights their efforts to steer elitist discourses about planning toward democratic management. The paper uses two historical examples, public health (1840-1880) and town planning (1945-1975) in Britain, to analyse the challenges faced by goal-driven research, an increasingly important trend in science policy, as exemplified by the prominence of calls for addressing Grand Challenges. Two key points are argued. (1) Given that the aim of research addressing social or global problems is to contribute to improving things, this research should include all the steps necessary to bring science and technology to fruition. (...) This need is captured by the idea of practical integration, which brings this type of research under the umbrella of collective practical reason rather than under the aegis of science. Achieving practical integration is difficult for many reasons: the complexity of social needs, the plurality of values at stake, the limitation of our knowledge, the elusive nature of the skills needed to deal with uncertainty, incomplete information and asymmetries of power. Nevertheless, drawing from the lessons of the case studies, it is argued that (2) practical integration needs a proper balance between values, institutions and knowledge: i.e. a combination of mutual support and mutual limitation. Pursuing such a balance provides a flexible strategy for approximating practical integration. (shrink)

Abstract:Implementing creative and sustainable urban planning initiates is rather challenging. This article argues that universities can become more relevant to underserved communities in their hinterlands by conducting town-gown citizen-science programs. Central to the article is a review of the most pertinent literature on public engagement, citizen-science, and other community based participatory methods utilized in the resolution of very complex health, social, environmental, and consumption problems. The research’s analytical mechanism is centered on the triad of Placeless, Place and Non-Place (...) genius loci of socio-spatial town-gown interventions. The curricular and pedagogical innovations identified entail the strengthening of citizen-science and design thinking in both high school and university education. (shrink)

Analysis of recent releases and publications. The problem of the “city” as (...) a sociocultural phenomenon is one of the most complex, acutely debatable and sustainably relevant in the system of humanitarian knowledge for a long time. The city is considered in the works of Aristotle, Plato, Farabi, T. Mora, T. Kampanella. In the works of I.Sabsovich, N.Ohitovich the ecological ideas of town-planning, the concept of “garden city” became popular. The philosophical comprehension of the city's existence was considered by M. Antsiferov, V. Aleksashin, M.Kogan, D.Likhachev, Y. Lotman, M.Uvarov in his works. Among Ukrainian researchers, T. Voznyak, I. Voronin, O. Gladkogo, M.Preptonsky, T.Korienenko and others should be mentioned in the understanding of the existence of the city. Methods of research. Methods of structural-system, structural-functional analysis are widely used in the theory and practice of the “Smart-city” research. It allows to penetrate deeply into the phenomenon of the influence of Smart-technologies on the development of Smart-city in the information society. The result of the study. In order to solve the problems of the influence of Smart-technologies on the development of Smart-city in the information society, a concept for the smart technologies strategy development aimed at cooperation with leading companies of this industry and the production of domestic analogues in accordance with world standards. Conclusions. The rapid development of Smart-technologies gives the opportunity to bring the educational process to a new high level, which will provide a better training of specialists in the field of design. Getting of specialists are necessary for the formation and alignment of the country in the format Smart, as well as to increase Ukraine's competitiveness in the international arena. The facilitation of tight regulatory frameworks necessary to ensure that new drugs are safe and effective have yet to be effectively applied within the paediatric population. Utilization of unlicensed and off-label drugs in children results in a variety of problems ranging from inefficacy, adverse reactions and in some cases death. This ethically questionable behaviour has led the European government to legally force pharmaceutical companies to propose paediatric applications and carry out clinical studies at early stages of drug development. The new (...) European Paediatric Regulation implemented in 2007 opens a new era of paediatric drug development and will offer the opportunity to vastly improve children's health. However, this brighter outlook for the paediatric community might encourage potentially unethical behaviour in a pharmaceutical industry that finds itself in economically unstable times. The article records the gradual evolution of the US Paediatric Exclusivity Plan and the underlying principle of the newly introduced European Paediatric Regulation. It discusses some of the potential drawbacks and detrimental consequences of implementing the new European regulation, and the prospects of avoiding these by critically evaluating the difficulties experienced by the US. The Plan is one of the World Bank’s key projects for encouraging greater use of information and communications technologies in developing countries, with a focus on the using ICTs for education, as well as for economic benefits.

The New Towns Movement began in England and later spread world-wide in response to the increasing concern felt at the deterioration of the quality of life in the large cities under the impact of industrialization. The New Towns, it was felt, would combine the advantages of life in the country with that of life in the city. They would be small communities of between 30.000 and 60.000 inhabitants. In the new era of technology, internet turns to be one of the main sources of information, since it is considered cheaper and easier to use. Hence in tourism, two main pull factors influencing potential tourist to visit a destination are recognized as nature and culture which a destination offers. The acceptance of culture as one of the important factors in tourists’ motivation, heritage sites become popular in many countries especially those which are nominated as world heritage sites. This paper (...) is to analyze the condition of available online information about George Town world heritage spots (Penang, Malaysia). As far as heritage is one of the products of tourism and tourism, on the other hand, is a big help for sustainability of heritage sites, providing sufficient information about tourism heritage sites as a promotional key is very important. Top ten tourism websites were chosen and content analysis was performed to find the current situation of those websites. By recognizing heritage as tangible and intangible, the result shows that although the intangible heritages need more concern in sustainability matter, but the information about them are not as complete as the tangible ones. Lack of proper information was seen in most websites and the focus of information was more on tangible heritage and among intangible heritage, the main focus was on food. To support the result of analysis, in-dept interviews were conducted by couple of heritage offices in the city. The main reason behind the lack of sufficient information about intangible heritage seems to be the lack of complete list of them and moreover, promoting this division of heritage needs negotiation with the local residence involving in those activities. The paper suggests providing a complete list of George Town world heritage as far as some of them are disappearing lately, and keeping this valuable world heritage sustainable for next generation needs detailed study and completing the list as soon as possible. In this regard those intangible heritages which are in hazard of disappearing can be maintained by the effort of key holders of the field. Moreover, providing the mentioned list helps the information providers, especially related websites to focus equally on tangible and intangible George Town world heritage. (shrink)

In his remarks E. I. Ignat'ev considered a number of economic matters associated with the problem of the environment. Ignat'ev emphasized that environmental protection is becoming a vitally essential field of social activity. Inasmuch as this is the fact, he said, it is natural that, under the conditions existing in our country, this field of activity be planned in a specific way. The financial, material, and human resources needed to implement the program of conservation and improvement of the environment (...) must be planned. Moreover, this planning must be done in close connection with the further development of the country's productive forces. Since a serious basis in science is essential for successful implementation of all the activity associated with maintenance and improvement of the environment on the scale of the country at large, Ignat'ev emphasized the significance of the new resolution of the USSR Supreme Soviet. It provides that measures for conservation, and for protection and improvement of the environment, will henceforth in our country be incorporated into the annual and five-year plans for development of the economy and will also find expression in a special section of the long-term plan now being prepared for the prospective development of the economy.
