This paper investigates the dynamic and performative construction of publics in public engagement exercises. In this investigation, we, on the one hand, analyse how public engagement settings as political machineries frame particular kinds of roles and identities for the participating publics in relation to ‘the public at large’. On the other hand, we study how the participating citizens appropriate, resist and transform these roles and identities, and how they construct themselves and the participating group in relation to wider publics. Building on these observations we develop conclusions about the public up-take of public participation in technoscience and the role of public engagement in current techno-political cultures. The problem of moral luck arises from the apparent conflict of two commonly accepted claims: it seems, on the one hand, that we are responsible only for those actions that are under our control; on the other hand, we seem to be responsible for the results of our actions, even if those depend on the cooperation of factors that we do not control directly. The opponents of moral luck side with the so-called control principle. In this paper, I argue, first, (...) that their understanding of control leads into absurdities, and is in many ways inadequate. It makes it near impossible to explain responsibility for failed or negligent actions, for instance. Secondly, I develop a different understanding of control – control through skills - , and show that having control in this sense is compatible with moral luck, and also allows us to explain when and why we are responsible for failed and negligent actions. -/- Das Problem des moralischen Zufalls ergibt sich aus dem vermeintlich Konflikt zweier tief in unserem Alltagsverständnis von Verantwortung verankerter Annahmen: einerseits scheint es, dass wir nur für das verantwortlich sind, was unter unserer Kontrolle ist; andererseits sind wir aber verantwortlich für das, wir tun – für die Ergebnisse unseres Handeln - und die sind gewöhnlich nicht unter unserer Kontrolle, sondern hängen von vielen Umständen ab, auf die wir als Handelnde keinen direkten Einfluss haben. Die Gegner des moralischen Zufalls verteidigen das sogenannte Kontrollprinzip. In diesem Aufsatz argumentiere ich zum einen dafür, dass der Kontrollbegriff, der diesem Ansatzes unterliegt, zu Absurditäten führt und in verschiedenen Hinsichten unzureichend ist. Insbesondere gelingt es seinen Vertretern nicht, zu erklären, wann und warum wir für verfehlte und nachlässige Handlungen verantwortlich sind. Zum anderen entwickele ich einen anderen Kontrollbegriff – Kontrolle durch Fertigkeiten – und zeige, dass die Kontrolle über unser Handeln in diesem Sinn mit moralischem Zufall vereinbar ist. The book is divided into approximately fifty brief lectures. Each lecture corresponds rather closely to a single class meeting.

The buck-passing account of values offers an explanation of the close relation of values and reasons for action: of why it is that the question whether something that is of value provides reasons is not ”open.” Being of value simply is, its defenders claim, a property that something has in virtue of its having other reason-providing properties. The generic idea of buck-passing is that the property of being good or being of value does not provide reasons. It is other properties (...) that do. There are, however, at least three versions of the account which differ in their understanding of those “other properties.” The first two versions both assume that non-normative properties provide reasons, the difference being that the second allows that normative properties also provide reasons. Both run into difficulties, which I explain, in trying to defend the claim that non-normative properties provide reasons for action. The third version of the buck-passing account which explains being of value in terms of more specific evaluative properties that are reason-providing remains unpersuasive as well. Once we understand the relation between general and specific properties as a difference in degree, there is no space for a reduction of the one kind of properties to the other. In section II I sketch an alternative account of the relation between reasons and values, which is based on a thesis that I call the Conceptual Link and the claim that values are not just co-extensive with reasons, but explain them. Background: Recent research has demonstrated that depressed individuals show impairments in inhibiting irrelevant emotional material, and that these impairments are linked to rumination. Cognitive inhibition, however, is not a unitary construct but consists of several components which operate at different stages of information processing. The present study was designed to assess two components of inhibition and examine their relation to depression and rumination in a sample of clinically depressed and healthy control participants. Methods: Twenty-two individuals diagnosed with a current depressive (...) episode and 27 never-disordered control participants completed an Emotional Flanker Task to assess individual differences in interference control and a modification of the Working Memory Selection Task to assess individual differences in the ability to discard no longer relevant emotional material from working memory. Participants completed self-report measures to assess depressive symptoms and rumination. Results: Clinically depressed compared to control participants showed significantly reduced interference control of irrelevant negative information. The groups, however, did not differ in their ability to discard no longer relevant negative information from working memory. In contrast, rumination was associated with difficulty removing no longer relevant negative material from working memory but not with deficits in interference control. Conclusions: Results highlight the importance of differentiating among components of inhibition to gain a better understanding of cognitive mechanisms underlying depression and rumination. (shrink)

Before the EU General Data Protection Regulation entered into force in May 2018, we witnessed an intense struggle of actors associated with data-dependent fields of science, in particular health-related academia and biobanks striving for legal derogations for data reuse in research. These actors engaged in a similar line of argument and formed issue alliances to pool their collective power. Using descriptive coding followed by an interpretive analysis, this article investigates the argumentative repertoire of these actors and embeds the analysis in (...) ethical debates on data sharing and biobank-related data governance. We observe efforts to perform a paradigmatic shift of the discourse around the General Data Protection Regulation-implementation away from ‘protecting data’ as key concern to ‘protecting health’ of individuals and societies at large. Instead of data protection, the key risks stressed by health researchers became potential obstacles to research. In line, exchange of information with data subjects is not a key concern in the arguments of biobank-related actors and it is assumed that patients want ‘their’ data to be used. We interpret these narratives as a ‘reaction’ to potential restrictions for data reuse and in line with a broader trend towards Big Data science, as the very idea of biobanking is conceptualized around long-term use of readily prepared data. We conclude that a sustainable implementation of biobanks needs not only to comply with the General Data Protection Regulation, but must proactively re-imagine its relation to citizens and data subjects in order to account for the various ways that science gets entangled with society. It is an assumption common to many theories of rationality that all practical reasons are based on a person's given desires. I shall call any approach to practical reasons which accepts this assumption a "Humean approach". In spite of many criticisms, the Humean approach has numerous followers who take it to be the natural and inevitable view of practical reason. I will develop an argument against the Humean view aiming to explain its appeal, as well as to expose its mistake. (...) I focus on just one argument in favour of the Humean approach, which I believe can be constructed as the background idea of many Humean accounts: the argument from motivation. (shrink)

In this paper, I argue that a person can have a reason to do what she cannot do. In a nutshell, the argument is that a person can have derivate reasons relating to an action that she has a non-derivative reason to perform. There are clear examples of derivative reasons that a person has in cases where she cannot do what she (non-derivatively) has reason to do. She couldn’t have those derivative reasons, unless she also had the non-derivative reason to (...) do what she cannot do. I discuss a number of objections to this view, in particular two: (1) The objection that if there were reasons to do what one cannot do, many of those would be ‘crazy reasons’, and (2) the worry that if there were such reasons, then agents would have reasons to engage in futile deliberations and tryings. I develop an explanation of ‘crazy reasons’ that shows that not all reasons to do the impossible are crazy and only those that are need to be filtered out, and, regarding the second objecting, I show that the reasons for trying as well as for taking the means to doing something—instrumental reasons in a broad sense—are different from the reasons for performing the action in the first place. They are affected by impossibility, and we can explain why that is so. The view I argue for is that a person may have a reason to do what she cannot do, but she does not have a reason to try to do so or to take means to realizing the impossible. (shrink)

Wang (_Philosophy & Technology_ 35, 2022) introduces a Foucauldian power account of algorithmic transparency. This short commentary explores when this power account is appropriate. It is first observed that the power account is a constructionist one, and that such accounts often come with both factual and evaluative claims. In an instance of Hume’s law, the evaluative claims do not follow from the factual claims, leaving open the question of how much constructionist commitment (Hacking, 1999) one should have. The concept of (...) acts in equilibrium (Nozick, 1981) is then used to explain how different individuals reading Wang can end up with different evaluative attitudes towards algorithmic transparency, despite factual agreement. The commentary concludes by situating constructionist commitment inside a larger question of how much to think of our actions, identifying conflicting arguments. (shrink)

Aus philosophischer Perspektive diskutiert Ulrike Kleemeiers Studie einer Reihe auch aktuelle wieder sehr brisanter Probleme. Analysiert werden der Begriff des Krieges ebenso wie die Ursachen von Kriegen und die Kriegsprävention. Dabei untersucht die Autorin auch den Zusammenhang von Krieg und Gerechtigkeit bzw. Krieg und Recht, das Verhältnis von Krieg und Politik, das Problem des Bürgerkriegs sowie die Bedeutung kriegerisch-militärischer Tugenden und Kompetenzen. Die Auseinandersetzung erfolgt in exemplarischer Form anhand der Theorien von Platon, Hobbes und Clausewitz. Der Arbeit liegt die (...) Annahme zugrunde, dass eine Theorie des Krieges sinnvoll nur in einem interdisziplinären Bezugsrahmen entwickelt werden kann. Deshalb wendet sich dieses Buch an Fachphilosophen genauso wie an alle anderen am Thema Krieg interessierten Forscher, etwas an Historiker, Politologen und Sozialwissenschaftler. (shrink)

Zwischen 1920 und 1925 kam es nach Vorarbeiten von Jones, Abraham, Stärcke, van Ophuijsen und Alexander sowie in Abrahams Hauptwerk, dem Versuch einer Entwicklungsgeschichte der Libido, zu einer Veränderung der psychoanalytischen Theorie, die sich vor allem auf die Stellung der Aggression bezog. Die stärkere Gewichtung der präödipalen Aggression wurde in London in erster Linie von Abrahams Analysanden James und Edward Glover durchgeführt. Ihre Arbeiten bereiteten den Boden für die Rezeption von Melanie Klein, einer weiteren Abraham-Analysandin, die ihrerseits von Alix Strachey, (...) auch sie eine Analysandin Abrahams, sowie von Ernest Jones unterstützt wurde. Klein entwickelte in der Analyse mit Kindern eine Technik, die sich bevorzugt auf die Wahrnehmung und Deutung der Aggression in der Stunde bezog. All dies, ohne dass Freud die neue Linie begrüßt hätte, was aber seit dem Erstarken der lokalen Gruppen in Berlin und London nicht mehr so stark ins Gewicht fiel. Gleichwohl blieb die Frage nach der Stellung der Aggression in der Schwebe, während sich Freud bis zuletzt für das Primat des Sexuellen aussprach und sich von den Positionen der hier erwähnten Schüler zwischen 1920 und 1925 mehrere Male ausdrücklich distanzierte. Anhand von Vertreter_innen der Philosophie, wie Fleck, Rheinberger, Foucault, Baudrillard, Latour und Haraway, zeigt Ulrike Neumaier, dass sich - stellt man das Placebo in den Mittelpunkt einer Untersuchung - nicht nur in der Medizin Begriffe wie »Krankheit« und »Körper« verändern. Vielmehr wird sichtbar, wie Wissenschaft, Technik und Gesellschaft sich vernetzen, wie sich dadurch der Begriff von »Wissenschaft« wandelt und (...) warum vom Zeitalter der Technowissenschaften gesprochen werden kann. Bei Kant tauchen viele antike Autoren und Theorien auf. In dieser ersten Gesamtbearbeitung zum Thema wird gegen eine langjährige Forschungsmeinung gezeigt, dass nicht so sehr Platon und Aristoteles als vielmehr der hellenistischen Philosophie die entscheidende Rolle für sein Denken zukommt. Anhand der drei Kritiken werden Konstanzen und Umbrüche seines Antikeverständnisses herausgearbeitet und in ihren Konsequenzen für die Kantdeutung beleuchtet.

Explaining the relation of values and reasons is a major focus of Joseph Raz’s work. I examine his account of the relation of values and reasons, focusing in particular on practical reasons. As a preliminary way of delineating two basic alternatives for mapping the relation of values and reasons, let me pose the Euthyphro-style question: (1) Is something valuable because we have reasons to behave in some way with respect to it? Or: (2) Do we have reasons to behave in (...) some way with respect to it because it is valuable? Though helpful for contrasting different approaches, this question is still multiply ambiguous. It may be interpreted as a question concerning the metaphysical primacy of values and reasons respectively - that is, whether there have to be things of value for there to be reasons, or vice versa. There is also a question of conceptual primacy: Can ‘value’ be defined in terms of reasons, or can ‘reason’ be defined in terms of value? A related, but different question is epistemological: Does a person have to be able to master the concept of value in order to understand the concept of a reason (or, again, vice versa)? I use these three questions as guidelines for investigating Raz’s view of the relation of values and reasons. Are values (1) metaphysically, (2) conceptually, and/or (3) epistemologically prior to reasons? Or are reasons in all or any of these respects prior to value? My strategy in the paper is as follows: In section 1, I locate Raz’s position with respect to these three questions by contrasting his views with those of Thomas Scanlon. In section 2, I work out Raz’s account of reasons and values in some greater detail. And then, in section 3, I discuss what I take to be the remaining major problem with Raz’s approach. (shrink)

In this paper, it is argued that the most fruitful approach to developing normative models of argument quality is one that combines the argumentation scheme approach with Bayesian argumentation. Three sample argumentation schemes from the literature are discussed: the argument from sign, the argument from expert opinion, and the appeal to popular opinion. Limitations of the scheme-based treatment of these argument forms are identified and it is shown how a Bayesian perspective may help to overcome these. At the same time, (...) the contributions of the standard scheme-based approach are highlighted, and it is argued that only a combination of the insights of different traditions will yield a complete normative theory of argument quality. The aim of this study is to investigate radio frequency identification tagging as a form of sociotechnical experimentation and the kinds of sociotechnical futures at stake in this experimentation. For this purpose, a detailed analysis of a publicly available promotional video by a tag producer for the fashion industry, a sector widely using RFID tags, was analysed in detail. The results of the study indicated that the sociotechnical imaginary of RFID tagging gravitates around the core value of perfect sociotechnical efficiency. (...) This demands a high degree of readiness to engage in standardization efforts, which performs a specific materialized understanding of ethics by other means. Furthermore, the analysis points to the importance of considering the spatiotemporal dimensions in which RFID tags work when reflecting on how this technology matters to society. Finally, the analysis shows a tacit effort to keep RFID technology and thus any questions of responsible innovation confined to the shop floor. However, given the spreading of the use of RFIDs, much wider-ranging considerations are called for. (shrink)

Zebrafish is recognized as one of the most important vertebrate model organisms; however, its value in pharmacological studies has not been extensively explored and exploited. In this review, I summarize significant findings about the effects of drugs and medicines on important physiological processes in zebrafish. Our experiments have shown that cardiovascular, anti‐angiogenic and anti‐cancer drugs elicit comparable responses in zebrafish embryos to those in mammalian systems. Similar observations have been reported by other laboratories, exposing zebrafish to a variety of pharmaceutical (...) active compounds affecting a range of different processes. All the data summarized indicate that zebrafish represents a very valuable organism for different kinds of pharmacological studies, such as screenings of chemical libraries, lead validation and optimization, mode‐of‐action studies, analysis of gene function, predictive toxicology and teratogenicity, pharmacogenomics and toxicogenomics. Zebrafish pharmacological assays have specific advantages compared to in vitro cell culture studies and in vivo experiments using mice, complementing these assays to give valuable guides for future tests of new drugs for human therapy. In this essay I examine the debate between Jürgen Habermas and Charles Taylor on the post-secular state. I argue that, although their views on the relation of religion and politics converge in certain respects, a profound difference remains between their overall approaches. Their disagreement on the epistemic status of religious as opposed to secular moral reasons, and on the role religious arguments can play in the public sphere testify to a deeper schism. Thus what might at first seem like a (...) quarrel about details proves to be a fundamental philosophical divide on the issue of modernity. I conclude that Taylor’s model of post-secularism is more promising as an approach to the challenge posed by growing religious and cultural diversity, for, if understood as a version of “reiterative universalism,” it avoids both moral relativism and Eurocentrism. The buck-passing account of value (BPA) is very fertile ground that has given rise to a number of interpretations and controversies. It has originally been proposed by T.M. Scanlon as an analysis of value: according to it, being good ‘is not a property that itself provides a reason to respond to a thing in certain ways. Rather, to be good or valuable is to have other properties that constitute such reasons’. Buck-passing stands in a complicated relation to the fitting-attitude analysis (...) of normativity that reaches back to the work of Brentano and Ewing. Proponents of FA-analysis hold that, as a matter of the conceptual analysis of ‘good’, something is good if it is fitting to have pro-attitudes of a certain kind towards it. The ambition of FA-analysis is to explain all practical normativity in terms of the fittingness of attitudes, which – while being itself a normative concept – is the only normative concept which grounds all others. Wlodek Rabinowicz and Toni Rønnow-Rasmussen welcomed BPA as a contemporary version of FA-analysis, and others have followed this suggestion. But whether BPA should be regarded as a version of FA-analysis is a moot point. In section I, I show that BPA is not as obviously a successor of the fitting-attitude analysis of value as some have thought. The much discussed wrong-kind-of-reasons (for short: WKR) problem afflicts buck-passing only in so far as it incorporates a version of FA analysis, or at any rate is expressed in terms of reasons for attitudes. There can be a buck-passing account of value which is not affected by the problem: one that limits the account to reasons for actions (rather than attitudes). However, insofar as BPA does inherit elements of FA analysis, it also has a WKR problem. In section II, I discuss this problem and its solution. I show that it has been misidentified in the current literature, and that – once we understand the problem correctly – its solution is likely to be unavailable to the buck-passer. Hence we should reject any account of BPA that incorporates FA analysis. That leaves us with versions which do not: versions that formulate BPA in terms of reasons for actions only, rather than reasons for attitudes. Finally, in section III, I discuss why buck-passing seemed to be appealing to begin with, and whether a version of BPA that does not incorporate FA analysis is a viable contender of the account – beyond the WKR problem. Argumentation is pervasive in everyday life. Understanding what makes a strong argument is therefore of both theoretical and practical interest. One factor that seems intuitively important to the strength of an argument is the reliability of the source providing it. Whilst traditional approaches to argument evaluation are silent on this issue, the Bayesian approach to argumentation (Hahn & Oaksford, 2007) is able to capture important aspects of source reliability. In particular, the Bayesian approach predicts that argument content and source reliability (...) should interact to determine argument strength. In this paper, we outline the approach and then demonstrate the importance of source reliability in two empirical studies. These experiments show the multiplicative relationship between the content and the source of the argument predicted by the Bayesian framework. (shrink)

This article discusses the effects of two trends in contemporary biomedicine that have so far been largely addressed separately: the steering of fields through programmatic “buzzwords” and the projectified nature of contemporary health research, care, and promotion. Drawing on a case study of an Austrian diversity-sensitive health promotion project related to obesity prevention, we show how the articulation of these trends—governance by buzzwords and projectification—often leads to not unproblematic and often paradoxical outcomes. Buzzwords such as “diversity” become especially important in (...) an innovation-driven environment encouraging a promissory rhetoric. At the same time, the project form shapes and restricts how buzzwords are articulated and translated into a specific project design. In our case study of an obesity prevention program, the need to translate diversity into a “doable” project encouraged the identification of seemingly clearly delineated target groups and thus promoted a rather narrow understanding of diversity, which stands in tension with much more fluid and context-sensitive ways of performing “diversity.” We show how actors grapple with these paradoxes. This restricts the full power a buzzword such as diversity could achieve in terms of social justice. (shrink)

If you injure me, it matters morally whether it was an accident or you did it intentionally, and whether you did it because you thought it would be fun. I take it that any ethical theory will have to include some explanation of why this is. There are two dominant views in the current debate about the moral significance of an agent’s intentions: The one is that the intention with which someone acts at least sometimes determines whether what she does (...) is right or wrong (permissible or impermissible). Proponents of the so-called doctrine of double-effect (DDE) hold that an action which has certain bad outcomes may be permissible if the bad consequences are only foreseen, even if the same action would be morally wrong if they were intended as a means. This is not the only way in which intentions could make a difference to an action’s permissibility, but it is the best-known defense that they do. According to the second view, intentions don’t matter in this way: they do not determine the permissibility of an action. They do matter, but in a different dimension of normative assessment: They determine whether the agent is a good or a bad person; or alternatively: they determine the “moral worth” of an action or its “meaning”, including its praiseworthiness or blameworthiness , or the severity of a wrong-doing. The main thesis is what Thomson called “The Irrelevance-of-Intentions-to-Permissibility Thesis” (for short: IIP) -/- [IIP] “It is irrelevant to the question whether X may do alpha what intention X would do alpha with if he or she did it.” -/- IIP is driven in part by skepticism about DDE: since – according to proponents of IIP - DDE is false, we must explain the relevance of intentions and reasons in a different way. Proponents of IIP tend not to consider the possibility that intentions might matter to permissibility in ways that are different from DDE. In this paper I do not focus on the arguments for or against DDE, but investigate IIP itself more closely, and look at some of the arguments for and against it. (shrink)
