Libertarian views on rights tend to rule out coercive redistribution for purposes of public health care guarantees, whereas liberal conceptions support coercive funding of potentially unlimited access to medical services in the name of medical needs. Taking the “priority of liberty” seriously as supreme political value, a plausible prudential argument can avoid these extremes by providing systematic reasons for both delivering and limiting publicly financed guarantees. Given impending demographic change and rapid technical progress in medicine, only a two-tier system with (...) explicitly limited public guarantees and optional privately financed health services seems acceptable. There is an ever increasing shortage of human organ transplants in Germany. This paper aims at understanding the reasons for that shortage better and then discusses various ways to overcome it. After estimating the potential supply of donor organs it is discussed why actual supply remains far below potential supply. Insufficient reimbursement for hospitals, a lack of incentives to donate, and mistaken donation rules are diagnosed to cause the shortage. Thus, organ shortage is due not to natural constraints but to (...) inappropriate social institutions. Introducing a presumed consent rule, reciprocity in organ allocation, better payments for hospitals and for donors seem potential remedies. (shrink)

1. IntroductionConstructing narratives that can combat people’s unease about their sense of belonging, by providing a sense of certainty and steadfastness, is a recurrent affect in the history of humanity.1 Perhaps change is, however, the only constant in this history. Over a hundred years ago, Max Weber bemoaned the transition to a rationalized modernity as “the disenchantment of the world,”2 which in turn had been inspired by similar concerns expressed by Friedrich Schiller in his poem “The Gods of Greece” (...) (“Die Götter Griechenlands”) at the end of the eighteenth century.3 Intensifying scholarly debates across the humanities and social sciences, asking questions about what people experience as fundamental changes to the fabric of their lived realities and how they cope with it, further indicate that Western societies are in transition in the present day. There is, however, disagreement over whether the human condition simply observes changes or whether it transforms into a qualitatively new stage, one that has been termed postmodernity, late modernity, and liquid modernity.4 Nevertheless, there is a consensus among scholars that contemporary realities unfold in contrast to social imaginaries that have defined Western societies and senses of belonging since the “global transformation” took place in the nineteenth century. This transformation still “underpins core aspects of contemporary international relations,” as Barry Buzan and George Lawson contend.5 Even today, social imaginaries are narrated—and criticized as such—in grand terms, often with a focus on the nation and a (however conceived) glorious future. In lieu of an abstract, here is a brief excerpt of the content:488 HISTORY OF PHILOSOPHY most extensive study of this aspect of Schelling's thought, at least until 1806. However, even if Schelling was not, as it is frequently stated, indifferent to the problems and the vicissitudes of politics, his theoretical thinking on this subject never went beyond temporary systematizations, to be given up, or modified, after a while. The author shows how Schelling, especially in this fieM, was influenced either (...) by his environment in general, or by some personalities he happened to contact: first his "republican" and francofile friends of the Ttibingen Stilt, afterwards the romantic circle of Jena, and, between 1801 and 1803, Hegel. The author studies in his first chapter, devoted tO the non-philosophic writings of the TUbingen period (1790-1795), not only Kant's and Herder's influence on Schelling, which are usually taken for granted, but also the impact of C. G. Heine and of other GSttingen scholars. This is a stimulating suggestion, showing the need for a more detailed study on the diffusion of the "historicocritical" method in circles, as the Ttibingen school, dominated rather by philosophical and theological than by philological and historical interests. In the following chapters, Schelling is closely related again to the intellectual history of his time; Schelling's relationship to the Aufkliirer Nicolai produces some surprises, and the same may be said about some new particulars (implementing F. Rosenzweig's and F. Bthm's research) on the close connection between Schelling and Htlderlin in 1795-1796. The fourth chapter is devoted to the correlation between theories on "natural philosophy" and moral political theories. The fifth concerns the philosophy of history and of government. This remarkable study, founded on sound scholarship, and conducted with a sharp historical mind, is to be recommended not only to students of Schelling, but to all those who have some interest in early XIXth Century German political thought. DM 86.00) Despite the high reputation Germany has long enjoyed with regard to its scientifically reliable editions, up to this very moment, a historic-critical edition of the totality of Hegel's works has not existed. There were only provisional texts of single works available whose philological reliability differed in its sometimes doubtful variety. This is a rather strange fact, considering that Hegel died in 1831. It can be explained only by a phenomenon peculiar to this philosopher: at the peak of his fame, numerous students from all countries of the world attended Hegel's lectures, assiduously taking notes and frequently publishing as authentic what they had understood and jotted down. The philosopher was very generotis in authorizing various versions of his lectures and thus, the international market was swamped with quite incongruous editions of some of his writings at the moment of Hegel's death. Despite this rather confused state of affairs, distinguished scholars have tried, for BOOK REVIEWS 489 more than six decades, to bring order into the posthumous manuscripts of the philosopher, and these efforts were successful, but only to a certain extent. Next to the pioneering publications of Wilhelm Dilthey, Herman Nohl and Frans Rosenzweig, lesser known savants, in the first place, Georg Lasson and Johannes Hoffmeister have devoted many years of self-denying efforts to make /mportant parts of Hegel's manuscripts available to the public and looked for new possibilities to edit the large body of lectures. But the task proved too difficult for individual scholars. For this reason, the Deutsche Forschungsgemeinschaft, a government-sponsored organization, has commissioned the publication of an all-encompassing historic-critical edition of Hegel's works and arranged for the appointment of a senatorial commission for advising the editors of such a mammoth undertaking. Members of the commission were the aforementioned scholars (see title) and W. Wieland. The Ministry of Education of the State of Nordrhein-Westfalen has opened a research center, originally directed by F. Nicolin, since 1968 by O. Ptggeler. The Sophistry, not a school in any ordinary sense, set new pedagogical standards in Greek educational practice, being as it were the highest stage of educational system. Two innovations of the sophistic education are of special interest: first, its professionalism, which presupposes a systematic transfer of specialized knowledge and includes such forms of “in-calls” learning as lectures and discussion in small groups and, second, the appearance of special rhetorical handbook or written manuals, actively used in the class.

The philosophical nature of the two versions of paraphrasing the Gorgias’ treatise On Non-Being — the skeptical version by Sextus Empiricus and the peripatetic version by an anonymous author — are discussed. The paper gives a comparative analysis of the arguments upheld by the informants enunciating Gorgias’ thoughts, demonstrates the range of philosophical problems, which Gorgias considered, judging by the reports of his speech, and shows how both versions add to and clarify each other in terms of philosophical issues. The (...) work provides insights as to how Gorgias modernizes and transforms the initial attitudes of Parmenides, shifting the reasoning plan: from how thought can be directed to an object and the qualities of this object to how thought can be directed to the non-existent. Accordingly, the problems of intentionality in the Gorgias’ teaching are considered as well as the privileged status of any of mental states, the nature of word or speech as an autonomous way to develop knowledge about external objects, the issue of meaning as a reference, and inter-subjectivity in cognition. A conclusion is reached that giving preference to one of the paraphrasing versions impoverishes our understanding of the Gorgias’ teaching considerably, while the joint analysis of both versions demonstrates the engagement of the sophistic issues raised by Gorgias, in the philosophical and, particularly, the epistemological paradigm of the ancient as well as modern philosophy. The paper discusses the peculiarities of the analytic approach to the history of Ancient philosophy in the context of other, more popular approaches and genres. This approach is based on finding out an implicit argumentation and problems in the philosophical texts, and establishing logical connections between them. The paper also considers the perspectives of application of this approach to patristic texts. In addition, it shows the necessity of formalization and symbolization in the analytic history of philosophy.

The paper investigates the evolution of the first manned international space mission – a rendezvous and docking between a US and a Soviet spacecraft in 1975 known as the Apollo-Soyuz Test Project. The aim is to reconsider the rationales behind the ASTP from both a conceptual and an empirical perspective in order to get a better understanding of the evolution of international cooperation in the highly competitive and strategic field of space technology. Based on archival sources from Moscow, it sheds (...) some light on those factors that led to a change in the previous reluctance of Soviets to cooperate with the US in the manned spaceflight. From the theoretical point of view, it argues that the ASTP was as much a tool of competition as one of cooperation and resulted from an interplay between cooperative and competitive logics. To explain the turn towards cooperative practices, the article looks at the complex constellation of competitive relations that existed within the national and international context of space exploration and changed in the late 1960s and early 1970s. The decisive role in those changes was played by factors that can be subsumed under the notion of the so-called “third.”. (shrink)

Light seems to be a very changeable size in our build environment. Being an immaterial building stone, light takes a very liquid shape in our design-vocabulary. It consists of an invisible material – photons – and therefore it takes no specific form in itself but is only articulated through the meeting with form. Therefore, since form has been the major theme for the aesthetics up until now, giving form to light is a complex and challenging task and reducing it to (...) Lux and measurable numbers only an escape from facing what is actually perceived. In this way light seems to suffer from what can be called the dichotomy between the aesthetics of the objects and the aesthetics of the perception – as stated by Boehme. To improve practice this article conducts a study of our perception, focusing more on the effects of light and less on the physical light (lux). By doing so the article tries to give a better understanding of the differences of the regional lighting cultures and the influences creating the differences. The article tries to establish a link between the regional daylight and the use of artificial lighting, showing that daylight, as a background, along with our perception, are determinant factors for how the artificial lighting and the brightness of the room is perceived. The articlehereby suggests that light is not an absolute factor. This means the end of the dichotomy between daylight and artificial light – often expressed by artificial light replacing daylight – instead this article tries to establish a dialogue between the daylight and the artificial lighting. The article describes how light – this intangible building block – can become a more workable size in the aesthetic and architectural practice of today.  . (shrink)

The purpose of this short article is to argue that it is both possible and theologically wise to construct Christian social ethics within the framework of belief in the eschatological continuity between present and future creation. This is a response to Stephen Williams' article, but is also a development of my own line of thought.1 Williams calls into question the general position that a this-wordly eschatology is the best or even an adequate framework for thinking about Christian social responsibility. I (...) will respond in five short steps. First, I will say why one should construct Christian social ethics within an eschatological framework. Second, I will argue in favour of eschatological transformation instead of annihilation of the creation. Third, I shall draw some implications for social ethics from the belief in eschatological transformation. Fourth, I will discuss the plausibility of believing in the integration of the results of human work into God's new creation. Finally, I will reflect on the bearing of the fact and form of eschatological transformation on Christian cultural, social and ecological involvement. (shrink)

Les auteurs de cet ouvrage ont cherché à approfondir les fondements de la rationalité en philosophie des sciences pour montrer ce qu'une pensée rationnelle peut apporter à la démarche scientifique, pour mieux analyser un raisonnement ou les résultats d'une expérience. Les deux grands épistémologues et philosophes des sciences, Gaston Bachelard et Alexandre Koyré, les ont beaucoup inspirés dans leurs travaux, notamment sur la question du déterminisme. La pensée logique héritée d'Aristote, réduite au modus ponens, ne suffit pas aujourd'hui pour comprendre (...) l'avancée séculaire et fulgurante des connaissances en sciences. Les auteurs présentent à cet effet une étude des différentes méthodes de raisonnements. L'histoire des mathématiques, du point de vue de son épistémologie, fait l'objet d'un chapitre riche en citations montrant l'évolution de la pensée logique, d'Euclide à la théorie des ensembles, outil nécessaire à la progression des connaissances scientifiques. La mise en oeuvre de mesures expérimentales tenant compte des erreurs de mesure, suppose l'exploitation d'outils mathématiques et statistiques, illustrés par des exemples. Par leur approche zététique et épistémologique des connaissances, les auteurs ont souhaité que la pensée rationnelle ne s'efface pas sous le déferlement médiatique de certaines dérives et perversions de l'esprit scientifique propres aux altersciences, comme le scientisme, le positivisme ou le relativisme. Hartmut Rosa advances an account of the temporal structure of society from the perspective of critical theory. He identifies three categories of change in the tempo of modern social life: technological acceleration, evident in transportation, communication, and production; the acceleration of social change, reflected in cultural knowledge, social institutions, and personal relationships; and acceleration in the pace of life, which happens despite the expectation that technological change should increase an individual's free time. According to Rosa, both the structural and (...) cultural aspects of our institutions and practices are marked by the "shrinking of the present," a decreasing time period during which expectations based on past experience reliably match the future. When this phenomenon combines with technological acceleration and the increasing pace of life, time seems to flow ever faster, making our relationships to each other and the world fluid and problematic. It is as if we are standing on "slipping slopes," a steep social terrain that is itself in motion and in turn demands faster lives and technology. As Rosa deftly shows, this self-reinforcing feedback loop fundamentally determines the character of modern life. (shrink)

Ever since the first meeting of the proponents of the emerging Logical Empiricism in 1923, there existed philosophical differences as well as personal rivalries between the groups in Berlin and Vienna, headed by Hans Reichenbach and Moritz Schlick, respectively. Early theoretical tensions between Schlick and Reichenbach were caused by Reichenbach’s Kantian roots, who himself regarded the Vienna Circle as a sort of anti-realist “positivist school”—as he described it in his Experience and Prediction. One result of this divergence was Schlick’s preference (...) of Carnap over Reichenbach for a position at the University of Vienna, and his decision not to serve as a co-editor with Reichenbach for the journal Erkenntnis that they jointly established in 1930. A second split rooted in different views on induction and probability, which culminated in the Hans Reichenbach’s refusal to serve as an invited author on probability within the International Encyclopedia of Unified Science series ed. by Rudolf Carnap, Charles Morris and Otto Neurath from 1938 onwards. In this regard it is remarkable that also Richard von Mises, who was the second leading figure of Logical Empiricism in Turkish exile, criticized the theory of probability put forward by his former Berlin colleague. In this paper I analyse this controversial exchange, drawing on the relevant correspondence and asking whether these philosophical differences were a typical feature of the pluralism inherent in Logical Empiricism in general. Democratic conceptions of politics are tacitly or explicitly predicated upon a functioning arena for the formation of public opinion in an associated media-space. Policy-making thus requires a reliable connection to processes of ‘public’ will formation. These processes formed the focus for Habermas’s influential study on the public sphere. This contribution presents a look at more recent ‘structural transformation’, the causes of which are by no means limited to social media communication, and examines its consequences. It proceeds in three steps: 1) (...) in some proximity to Habermas, but also by means of the theory of resonance, it seeks to determine the kind of public sphere that a democratic polity requires; 2) an analysis of problems within the contemporary public sphere will feed into 3) a discussion of the conditions for the restoration of a ‘functioning political public sphere’.
