In this paper, we argue that there are patterns of innovation occurring in less economically developed countries (LEDCs) that have been historically overlooked by the innovation studies literature, including the literature on innovation systems and the triple helix. This paper briefly surveys cases in agriculture, banking, biomedicine and information and communications technologies that demonstrate organizational, scientific and technological innovation in Africa, South Asia, and Brazil. In particular, we track new developments in two distinctive patterns within LEDCs: (1) civil society as (...) a site of innovation and; (2) innovation through appropriation. By systematically uncovering patterns of innovation in LEDCs, science and technology policy scholars may make new theoretical gains in innovation studies that can potentially contribute to innovation policies in the global South. Science studies scholars often study up to high-tech elites who produce and design scientific knowledge and technology. Methodological tension begins when you pair a desire to study down to less economically developed countries, with the desire to study up to high-tech elites within them. This becomes further complicated when the ethnographer and his/her informants share professional interests and credentials. In these situations, the researcher has high status because of geopolitical privilege. However, the researcher is neither a high-tech elite nor a (...) local cultural elite. How might the ethnographer successfully access and navigate field sites imbued with these unseen power differentials? There are currently no visual mapping tools to enhance the process of reflexivity by feminist ethnographers, as they consider their globally embedded multiple, hierarchical, and situated positionality. This reflection methodology piece provides a tool to consider this phenomenon, as it exists across the Global North/south divide of power. Such a tool would be useful to northern ethnographers to better strategize ethics and access while avoiding complicity with structures of inequality and empowering their southern interlocutors. As scientific and engineering efforts become increasingly global in nature, the need to understand differences in perceptions of research ethics issues across countries and cultures is imperative. However, investigations into the connection between nationality and ethical decision-making in the sciences have largely generated mixed results. In Study 1 of this paper, a measure of biases and compensatory strategies that could influence ethical decisions was administered. Results from this study indicated that graduate students from the United States and international graduate students (...) studying in the US are prone to different biases. Based on these findings, recommendations are made for developing ethics education interventions to target these decision-making biases. In Study 2, we employed an ethics training intervention based on ethical sensemaking and used a well-established measure of ethical decision-making that more fully captures the content of ethical judgment. Similar to Study 1, the results obtained in this study suggest differences do exist between graduate students from the US and international graduate students in ethical decision-making prior to taking the research ethics training. However, similar effects were observed for both groups following the completion of the ethics training intervention. (shrink)

Recent authors, emphasizing Newman’s distaste for natural theology—especially William Paley’s design argument—have urged us to follow Newman’s lead and reject design arguments. But I argue that Newman’s own argument for God’s existence (his argument from conscience) fails without a supplementary design argument or similar reason to think our faculties are truth-oriented. In other words, Newman appears to need the kind of argument he explicitly rejects. Finding Newman’s rejection of natural theology to stem primarily from factors other than worries about (...) cogency, however, I further argue that there is little reason not to pursue design arguments in order to save the argument from conscience. Since the first selection of George Santayana's letters was published in 1955, shortly after his death, many more letters have been located. The Works of George Santayana, Volume V, brings together a total of more than 3,000 letters. The volume is divided chronologically into eight books of roughly comparable length. Book Two covers Santayana's first decade as a "freelance philosopher," following his resignation from Harvard University and move to Europe. Of particular interest is Santayana's continuing correspondence with the American philosopher (...) Charles Augustus Strong and with his sister Susana Sturgis de Sastre. Also included is correspondence with such notable figures as Bertrand Russell, Robert Seymour Bridges, Horace Kallen, and Logan Pearsall Smith. Logan is put forward as the formerly unidentified figure to which Robert Leslie Ellis referred in a journal entry of 1840 in which he wrote that it was due to his influence that William Whewell came to uphold particular Kantian views on time and space. The historical evidence of Ellis’s early familiarity with, and later commitment to Kant is noteworthy for at least two reasons. Firstly, it puts into doubt the accepted view of the second generation (...) of reformers of British algebra as non-philosophical, practice-oriented mathematicians. Secondly, in so far as Logan was the correspondent of William Rowan Hamilton, it re-emphasizes that the role of Kantianism in the transition from ‘symbolical’ to ‘abstract’ algebra in nineteenth-century British algebra requires closer scrutiny. A major philosophical mind in his day, William Paley wrote in a lucid style that made complex ideas more accessible to a wide readership. This work, first published in 1785, was based on the lectures he gave on moral philosophy at Christ's College, Cambridge. Cited in parliamentary debates and remaining on the syllabus at Cambridge into the twentieth century, it stands as one of the most influential texts to emerge from the Enlightenment period in Britain. An orthodox theologian, grounding (...) his utilitarian ethics in strong religious faith, Paley held notably progressive views on issues of toleration and the slave trade. His perspicuity prompted one contemporary to remark that the book 'presents a subject which has always been considered as harsh and difficult, in the most agreeable and intelligible form … we sit down to be informed of our duty, and are surprised to meet with amusement'. Who is to be included in a political community and on what terms? William A. Barbieri Jr. seeks answers to these questions in this exploration of the controversial concept of citizenship rights—a concept directly related to the nature of democracy, equality, and cultural identity. Through an examination of the case of Germany’s settled “guestworkers” and their families, _Ethics of Citizenship_ investigates the pressing problem of political membership in a world marked by increased migration, rising nationalist sentiment, and the ongoing (...) reorganization of states through both peaceful and violent means. Although some of Germany’s foreign workers have gradually attained a degree of social and economic legitimacy, Barbieri explains how they remain effectively excluded from true German citizenship. Describing how this exclusion has occurred and assessing current attitudes toward political membership in Germany, he argues for a just and democratic policy toward the tax-paying, migrant worker minority, one that would combine the extension of the individual rights of citizenship with the establishment of certain group rights. Through a dissection of ongoing public “membership debates” over issues such as suffrage, dual citizenship, and immigration and refugee policy, Barbieri identifies a range of competing responses to the question of who “belongs” in Germany. After critiquing these views, he proposes an alternative ethic of membership rooted in an account of domination and human rights that seeks to balance individual and group rights within the context of a commitment to democracy and equal citizenship. Indispensable for scholars of German studies, _Ethics of Citizenship_ also raises questions that will attract moral philosophers, constitutional scholars, and those interested in the continuing, global problems associated with migration. This work opens with a development of the notion of Unfathomed Knowledge, which Bartley makes clear by using it to explain such recent scientific advances as the development of drugs for the treatment of AIDS, and by showing its implications for such far-flung fields as the Marxist theory of alienation, the sociology of knowledge, patent law, and morality.

Westworld is built on pretense. Philosophers have been interested in pretense and deception. Deception is another sort of pretense. This chapter answers whether it is morally permissible to deceive artificial intelligences just so that humans can play Cowboys and Indians. The delicate equilibrium of Westworld begins to fall apart as some of the hosts figure out the truth about themselves and their world. But that just injects a new level of pretense into the story. In order to hide their awakening (...) from the staff, these enlightened hosts have to pretend that they still believe that they are human. Guests at the theme park, such as William and Logan, typically pretend to be cowboys. In order to rule out real cowboys, one needs to adopt an additional constraint in the definition of pretending. It clearly needs to have something to do with the mental state of the individual who is doing the pretending. (shrink)

The object of attitudes valorized in the major religious traditions is typically regarded as maximally great. Conceptions of maximal greatness differ but theists believe that a maximally great reality must be a maximally great person or God. Theists largely agree that a maximally great person would be omnipresent, omnipotent, omniscient, and all good. They do not agree on a number of God's other attributes, however. We will illustrate this by examining the debate over God's impassibility in western theism and a (...) dispute over God's relation to the space time world in Indian theism. From its genesis in the 1960s, the focus of inquiry in neuroscience has been on the cellular and molecular processes underlying neural activity. In this pursuit neuroscience has been enormously successful. Like any successful scientific inquiry, initial successes have raised new questions that inspire ongoing research. While there is still much that is not known about the molecular processes in brains, a great deal of very important knowledge has been secured, especially in the last 50 years. It has also attracted (...) the attention of a number of philosophers, some of whom have viewed it as evidence for a ruthlessly reductionistic program that will eventually explain how mental processes are performed in the brain in purely molecular terms. As neuroscience developed, however, there emerged a smaller group of researchers who focused on systems, behavioral, and cognitive neuroscience. These investigators have also made impressive advances in the last 50 years and they have been the focus of an even larger group of philosophers, who have appealed to systems level understanding of the brain as providing the appropriate point of connection to the information processing accounts advanced in psychology. It invokes some texts that were not employed in previous discussions. The article also replies to the chief arguments of those scholars who have more or less maintained the traditional view that all, or almost all, Roman money consisted of coins. The most important question here concerns trust and (...) information: to what extent did Romans know enough about those who owed them money to accept payment in documentary form? In the practice of science lies the key to virtue. The proposition I have enunciated is not an obvious one. Its contradictory could conceivably be true. One might, for example, look upon the practice of science as a diabolical way of blinding one to the charms of virtue. One might look upon the practice of science as a deliberate plot to efface virtue, destroy it. Worse, one might look upon the practice of science as entirely apart from the issues of (...) good and bad, of right and wrong, or of virtue and viciousness.
