Part of its obscurity is the relative infrequency with which he writes on politics.2 Another is the relative lack of interest in medieval political thought among political scientists and historians of political thought, an obscurity dating back to the Renaissance.3 Those who do study Aquinas's thought, moreover, have been mired in a controversy over two key texts: one from book II of his Scriptum or commentary on Peter Lombard's Sentences (d. 44, q. 2, a. 3, exp. text.), and the other in book II of De regno (On kingship), chapter 3 (no. 110). For brevity, I will use S for the Scriptum passage and R for the De regno passage.4 These two [End Page 1019] appear to contradict each other, and with respect to fundamental political questions. The debate over these two texts points to what most contributes to the obscurity of Aquinas's teaching on Church and state: confusion about his vision of politics in human life. As I will show in this paper, Aquinas transcends modern categories of the "secular" and "belief" in his treatment of politics. Aquinas valorizes the integrity of political activity: that autonomy is not just a concession to the modern condition. It is in fact when Aquinas is most theological that he is most open to that integrity. The integrity of the political speaks to the intrinsic goodness of that order: it mirrors God's unity in its complex and ordered diversity.In this paper I examine R and S to show their concordance. I argue that they are complementary in what they prescribe for relations between Church and state, and indeed grounded in the same account of the origins of political authority. Through this investigation we will uncover key principles of Aquinas's political thinking that show him to have a capacious vision of politics where humans achieve the actualization of their full beings as human.A key notion will be unitas ordinis, or unity of order: the form of human cooperation in political life. As we will see, that form strikes a middle path between the simple unity of the individual person and the orderless collectivity of a crowd. For Aquinas, that order is itself a common good of politics, and an intrinsic one at that, before any "extrinsic" common good achieved by the people through that order. Part of why this seemingly secular consideration is good is its theological importance: it mirrors God.Further, if Aquinas does not elaborate on political arrangements as much as one would like, nevertheless he offers sure guidance for the principles which ought to guide the prudent development of those arrangements in a particular time and place. Ultimately Aquinas shows that medieval political thought is in key respects not as alien and hostile to us as we might imagine, but in its own way equally concerned about the integrity of the political life.5The Teaching of SAquinas's teaching on Church and state in S is widely accepted as his mature "two powers" teaching. While ‘political theology’ has attracted widespread attention for decades, it is often taken to be too fideist for orthodox Christianity and too illiberal for secular politics. But in the work of Jacques Maritain one finds a defence of a certain political theology, one whose character is key to grasping Maritain’s justification of another controversial concept: ‘Christian philosophy’. In this study I draw out Maritain’s distinction between Christian philosophy and theology, paying particular attention to the relevance of their differences in the (...) realm of practical thought. To illustrate what Maritain has in mind by these claims, I further consider his intriguing classification of the political works of Thomas Aquinas. Background: The factors influencing parents’ willingness to enroll their children in biobanks are poorly understood. This study sought to assess parents’ willingness to enroll their children, and their perceived benefits, concerns, and information needs under different consent and data-sharing scenarios, and to identify factors associated with willingness. Methods: This large, experimental survey of patients at the 11 eMERGE Network sites used a disproportionate stratified sampling scheme to enrich the sample with historically underrepresented groups. Participants were randomized to receive one of (...) three consent and data-sharing scenarios. Results: In total, 90,000 surveys were mailed and 13,000 individuals responded (15.8% response rate). 5737 respondents were parents of minor children. Overall, 55% (95% confidence interval 50–59%) of parents were willing to enroll their youngest minor child in a hypothetical biobank; willingness did not differ between consent and data-sharing scenarios. Lower educational attainment, higher religiosity, lower trust, worries about privacy, and attitudes about benefits, concerns, and information needs were independently associated with less willingness to allow their child to participate. Of parents who were willing to participate themselves, 25% were not willing to allow their child to participate. Being willing to participate but not willing to allow one’s child to participate was independently associated with multiple factors, including race, lower educational attainment, lower annual household income, public health care insurance, and higher religiosity. Conclusions: Fifty-five percent of parents were willing to allow their youngest minor child to participate in a hypothetical biobank. Building trust, protecting privacy, and addressing attitudes may increase enrollment and diversity in pediatric biobanks. (shrink)

Historians have long seen Sir William Petty’s ‘political arithmetic’ as an important contribution to the early social sciences, applying mathematics to the analysis of political and especially economic questions. A closer look at Petty’s political arithmetic manuscripts reveals, however, his political preoccupation with ‘transmuting the Irish into English’ by state manipulation of demography. Large-scale, coerced ‘counter-transplantations’ of ‘exchanges of women’ between England and Ireland would facilitate the ‘proportionable mixture’ and ultimately the ‘union’ of the two populations, stabilizing the turbulent (...) politics of late Stuart Ireland and securing English colonial government there. This paper explores Petty’s use of alchemical concepts in his transmutative political arithmetic, and argues that the idiom of alchemy was essential to Petty’s conception of politics and his solution to the problem of governing culturally distinct colonial populations. It makes a preliminary attempt to identify some of Petty’s likely sources among seventeenth-century proponents of corpuscularian, mechanical accounts of chemical change. Though there exist a few classic articles comparing Aquinas's thought in this letter and elsewhere, and substantial introductions to the De Regno in editions by Eschmann (1949) and Dondaine (1979), The Christian Structure of Politics is the first book-length study of Aquinas's letter to the king of Cyprus. In this respect, the volume makes a very welcome contribution to our understanding of Aquinas's understanding of political order, bringing out a dimension of his thought—its awareness of history and its pedagogical sensitivity—not so apparent in Aquinas's other writings.The book is very much what it presents itself as being, namely, a "close reading" of the text, following the letter's two parts (the second of which [End Page 150] Aquinas left unfinished) paragraph by paragraph, considering various interpretative possibilities and suspending judgment—the words "might" and "perhaps" are no doubt two of the most frequent in the book—until more evidence comes into view, and working up to general principles only at the end. McCormick thus eschews substantial engagement with theoretical issues that would form the backdrop to the discussion (for example, the relation between nature and grace, and between practical and theoretical reason), opting instead to focus on a more immediate engagement with what is presented in the text itself. He also does not make more than passing comments on Aquinas's better-known formulations on political matters from the Summa or Sentences Commentary. On the other hand, the "close reading" does not keep McCormick from discerning a general order in Aquinas's letter, which he divides up thematically according to a proposed schema. His approach shows a sensitivity to the historical context in which Aquinas was writing, even if particular details about Aquinas's addressee and the occasion of composition remain uncertain, but his aim is not simply to produce a historical study. Instead, as the book's title itself already indicates, he investigates the De Regno in order to show that the text offers fundamental principles for a distinctively Christian approach to politics, and thus can shed light even on our contemporary situation.The book is divided into five basic chapters, in addition to a substantial introduction and brief conclusion. The first four chapters follow the order of the De Regno, though the basic lines of division are McCormick's own interpretative proposal. Chapter 1 treats the letter's prooemium and the first two chapters of part one (I.1-2) under the title "The Aristotelian State of Nature," showing that, contrary to ideas found in a certain current of Christian thought, political order is fully natural to man and not simply a practical response to violence. I N THE introduction to the collection of essays published under the title The Splendor ofAccuracy: An Examination of the Assertions made by Veritatis Splendor,1 Joseph Selling and Jan Jans write that the "central question that needs to be posed to the text of Veritatis Splendor" (...) concerns the audience and situation its author has in mind (p. 9). They maintain that it appears to be addressed to "universal pastors (priests trained in seminaries) who (should) have one set of universal solutions to every conceivable pastoral problem one might face, anywhere, anytime" (p. 9). Assuming that this is indeed the case, they then say that the "best way to interpret what Veritatis Splendor says" is "from the point of view of the pastors and their educators" and that the Encyclical finds serious problems here (p. 9). Notwithstanding the unmistakable implication of the book's title, the subtitle, and, as we shall see, several of its main essays, the editors claim that neither they nor the contributors to the volume "wish or intend that this study be understood as a challenge or a rebuke to the teaching of the magisterium in the encyclical" (p. 10). Rather its stated purpose is to set forth clearly "certain aspects of doctrine which are of a crucial importance in facing what is certainly a genuine crisis" (VS, n. 4) and to address this crisis by presenting "the principles of a moral teaching based upon Sacred Scripture and the living apostolic Tradition, and at the same time to shed light on the presuppositions and consequences of the dissent which that teaching has met" (n. S). In particular, the "central theme" of the Encyclical, as identified by John Paul II himself, is to reaffirm the Church's teaching that there are "intrinsically evil acts" prohibited "always and without exception" by universally valid and immutable moral prohibitions (n. 115). John Paul II likewise emphasizes that the "morality of the human act depends primarily and fundamentally on the 'object' rationally chosen by the deliberate will" (n. 78) and that "reason attests that there are objects of the human act which are by their nature 'incapable of being.ordered' to God because they radically contradict the good of the person made in his image" (n. 80). Human acts specified by objects of this kind are the intrinsically evil acts prohibited by absolute moral norms, the teaching which constitutes, as has been noted, the "central theme" of the Encyclical. Pp. xvi + 425. $42.95 hardcover; $17.95 paper. This is an ambitious and important study. I will first offer an overview of the volume to indicate its scope and note some of its major features. I will then respond briefly to some of the major criticisms Smith makes of (...) the argument against contraception advanced by Germain Grisez, Joseph Boyle, John Finnis, and myself. The work contains 8 chapters and 4 appendices. Chapters 3 and 4, as Smith says, "provide an analysis of Humanae Vitae itself and thus constitute the heart of the hook" (p. xi). Since this is so I will first summarize briefly Chapters 1, 2, 5, 6, 7, and 8 and then center atten· tion on the two central chapters and the four appendices. Chapters 1 and 2 provide the context for Humanae Vitae. The first chapter is devoted largely to an account of the so-called " Minority " and "Majority" documents of the Papal Commission for the Study of Problems of the Family, Population, and Birth Rate, while the second seeks to summarize Catholic teaching on Christian marriage prior to the encyclical. This summary draws principally from Pius XI's Casti Connubii and from nn. 47-52 of Vatican II's Gaudium et Spes. Smith takes up in some detail the issue of the" primacy" of procreation, concluding that Gaudium et Spes " seems to sidestep " this issue which, in her judgment, is irrelevant to the question of contraception. She thinks that this central document of Vatican II sent " mixed signals " on the question of contraception, although she believes that several passages " can very plausibly he read to support the position that contraception is portrayed as a violation not only of the procreative good of marriage hut also of the values of conjugal love" (p. 66). Chapter 5 deals with a wide range of theological issues: the biblical foundations for the teaching found in Humanae Vitae, the relevance of the concept of munus for this teaching, the possibility of acting " in good conscience " in a way contrary to its teaching, and the infallibility of the teaching. Of special value is the extended discussion of the con· cept expressed by the Latin term munus. Smith examines the rich meaning of this term in several magisterial documents, including Gaudium et Spes as well as Humanae Vitae. While a munus implies duties, it is essentially a noble, honor-bringing "gift" or "reward," signifying a vocation and sublime honor. Paul VI, in developing the integral vision of marriage in his encyclical, uses this concept to show that God, in giving to spouses the munus of handing on new life, has conferred on them the honor of sharing with him in the work of bring· 156 BOOK REVIEWS ing new life into the world. Smith shows beautifully how the rich theological meaning of this term helps " illuminate and enrich " the teaching of the encyclical. Chapters 6 and 7 investigate the arguments presented by dissenting theologians after Humanae Vitae to justify their repudiation of its teaching. In Chapter 6 Smith considers the views of Charles Curran and Bernard Haering, while in Chapter 7 she examines the proportionalist approach to moral issues developed by Joseph Fuchs, Richard McCormick and others. She provides intelligent criticism both of Curran and Haering and of proportionalist thought, focusing on the repudiation of specific moral absolutes. In Chapter 8 Smith provides a very helpful summary of Pope John Paul II's understanding of the human person, human sexuality and marriage. In particular, she takes up his notion that in marriage and in the act proper rto it man and woman make a " gift " of themselves to one another. Simultaneously to choose to give themselves to each other in the marital act and to contracept is then seen to involve an inner contradiction, a falsification of the " language of the body " (pp. 230258 ). At the same (...) time, McCormick complains once more about what he calls the encyclical's misrepresentation of the proportionalists' views, as well as about a general misunderstanding on the part of critics of what proportionalism, consequentialism, and their teleological approach are really about. To begin with, I find it somewhat surprising that McCormick presents intentional understanding of human acts and their objects as something discovered by proportionalists. McCormick seems to evade this level of argument, however, and in this way appears to beg the question about one of the central issues in the debate. At the same, it is not entirely surprising that McCormick had some difficulty in dealing with the central point of my argument (and of similar arguments),5 because his methodology is so entangled in the categories of the strongly legalistic and casuistic manual tradition.6 In my article, I explicitly dealt with the difficulty of understanding a virtue and first-person-centered view from the perspective of the manual tradition: It will, however, never be possible to render intelligible this moral methodology on the grounds of an ethic which from the beginning is concerned with justifying " moral norms." This is so because in such an approach the distinction between " object" and further intentions necessarily drops out of view. My own reading of the literature on dissent inclines me to concur with the substance of this judgment. Broad historical, cultural, and theological contexts have inevitably been neglected as the (...) issues raised by public dissent have come to be narrowly conceived in terms of academic policy and ecclesisastical law and discipline. The objective of this paper is to explore the larger theological context of the topic of public dissent and in particular to consider Neuhruus' judgment that the "present Roman Catholic preoccupation with church authority is... theologically debased because it fixes attention not upon the truth claims derived from God's self-revelation but upon who is authorized to set the rules for addressing such truths, if indeed they are truths." 1 A Perspective on the Current Debate The attitude of " dissent " as such would normally be expected to occupy only a subordinate place in accounts of the nature of theological thinking. Intellectual inquiries are usually undertaken with a view to affirmation and oonstruction rather than critique and dissent. Despite the volume of literature which it has spawned, the current debate in fact reflects this expectation. DI NOIA, O.P. ly rehearsed.2 The dissident case for the legitimacy of public dissent has been stated forcefully and exhaustively.3 Important defenses of the classical Catholic position have been advanced by bishops and theologians alike.4 Increasingly the literature on both sides has become repetitive-a sign that, in its present form, the debate has reached something of a theological impasse. What clarity has been achieved in the theological discussion of the specifics of the Curran case continues to be threatened by confusions about the crucial differences between public and private dissent, between an ecclesiastically chartered university and other Catholic institutions of higher learning, and between the withdrawal of the canonical dicense to teach and the imposition of silence upon a theologian.5 The issues have come 2 Bp. May’s claim that moral quandaries must be placed within “a fresh and liberating vision of the world;” within “metaphysical horizons” (May 1983, pp. 15, 19).Pastoral VirtuesIn the late sixties, André Hellegers, the dynamic physician and Catholic layman who founded the Kennedy Institute of Ethics and who claimed that he had invented the word bioethics, focused bioethics elsewhere—on virtue. “As the caring branches of medicine were gradually pushed aside by the curing ones,” Hellegers said, “there seemed to be less use for the Christian virtues.” We must, he declared, “recapture the Christian virtues of care” (cited in McCormick 1985, p. 111). Discussion of the extraterrestrial hypothesis (ETH), the hypothesis that an extraterrestrial civilization (ETC) is active on Earth today, is taboo in academia, but the assumptions behind this taboo are faulty. Advances in biology have rendered the notion that complex life is rare in our Galaxy improbable. The objection that no ETC would come to Earth to hide from us does not consider all possible alien motives or means. For an advanced ETC, the convergent instrumental goals of all rational agents – (...) self-preservation and the acquisition of resources – would support the objectives of removing existential threats and gathering strategic and non-strategic information. It could advance these objectives by proactively gathering information about and from inhabited planets, concealing itself while doing so, and terminating potential rivals before they become too dangerous. Other hypotheses of ETC behavior, including the zoo/interdict hypothesis and the dark forest hypothesis, also undercut the objection that the ETH is highly improbable. The ETH does not require support from extraordinary evidence because the presence of an ETC on Earth is not highly unlikely and would overturn none of our well-tested scientific knowledge. The fact that most reports of unidentified anomalous phenomena (UAP) have natural or human explanations does not count against it. Inference to the best explanation offers a way to find evidence for this hypothesis, and some evidence for it exists, some of it taking the form of reliable witness reports. The most plausible alternative explanation for some UAP reports declines in probability over time. A hypothesis that is not highly improbable, does not contradict any well-established facts or theories, and explains otherwise unexplained evidence is a rational hypothesis. Since the ETH is a rational hypothesis, investigation of it should not be taboo. (shrink)

Taking an analytic and historical approach, this work develops and defends Althusserian critical theory. This theory, it is argued, produces knowledge of how a particular class of people, in a particular time, in a particular place, is dominated, oppressed, or exploited. Moreover, without relying on a general notion of human emancipation, concrete critical theory can suggest political means for the alleviation of these conditions. Because it puts Althusser’s ideas in dialogue with contemporary social science and philosophy, the book as a (...) whole makes contributions to Althusser studies, to Anglo-American political philosophy, and to current debates in the philosophy of the social sciences. Traditionally, identity and supervenience have been proposed in philosophy of mind as metaphysical accounts of how mental activities (fully understood, as they might be at the end of science) relate to brain processes. Kievet et al. suggest that to be relevant to cognitive neuroscience, these philosophical positions must make empirically testable claims and be evaluated accordingly – they cannot sit on the sidelines, awaiting the hypothetical completion of cognitive neuroscience. We agree with the authors on the importance of rendering these (...) positions relevant to ongoing science. We disagree, however, with their proposal that a metaphysical relationship (identity or supervenience) should “serve as a means to conceptually organize and guide the analysis of neurological and behavioral data” (p. 7). Instead, we advance a different view of the goals of cognitive neuroscience and of the proper means of relating metaphysics and explanation. Our central objection to the psychometric approach deployed by Kievet et al. is that the formal models only account for correlations between variables (measurements) and do not aid in explaining phenomena. Cognitive neuroscience is concerned with the latter. We develop this point in section 2 in which we present what we find to be problematic in their proposed models. In section 3 we advance an account of what is required to explain phenomena: (a) providing an adequate description of a phenomenon; and (b) characterizing the mechanism responsible for it. In doing so we will characterize a version of the identity theory, heuristic identity theory (HIT) which figures centrally in developing such explanations and illustrate its role in what we take to.. SummaryScholars of international relations generally invoke Hobbes as the quintessential theorist of international anarchy. David Armitage challenges this characterisation, arguing that Hobbes is regarded as a foundational figure in international relations theory in spite of as much as because of what he wrote on the subject. Thus, for Armitage, Hobbes is not the theorist of anarchy that he is made out to be. This article agrees with the general thrust of Armitage's critique while maintaining that it is still possible to (...) imagine Hobbes as a theorist of anarchy. Hobbes is a theorist of anarchy, not in a political sense, but in a metaphysical sense. This conception of anarchy is a reflection of a comprehensive theological account of reality that is grounded in an omnipotent God. Any historical inquiry into the foundations of modern international thought must take account of theology, because theology defines the ultimate coordinates of reality in terms of which the concepts of international thought are intelligible. Business ethics in the new millennium will confront both new and old questions that are being transformed by the changed pace and direction of human evolution. These questions embrace human nature, values, inquiring methods, technological change, geopolitics, natural disasters, and the moral role of business in all of these. The emergence and acceptance of technosymbolic phenomena may signal a slow transition of carbon-based human life toward greater dependence upon silicon-based virtualities across a wide range ofhuman possibilities. For several reasons, we should acknowledge in particular that there is an irremediably ecological character to moral action, in a number of respects. After providing a broad analysis of the ecological turn in moral theory, I reflect on some of its implications for our understanding of the historicity of morals. This paper’s aim is to try to answer the critiques made by Leibniz against Descartes’ theory of perception. The first of these critiques concerns the so-called ‘idea-picture’. The answer to this critique will be given on the basis of the Cartesian theory of ‘causal dissimilarity’ between the object of perception and the sensations brought about by it. The second critique refers to the qualia, that is, the supposed disconnection and arbitrariness between the content of the mental representation (the idea) and (...) its material reference. The answer to this critique will be given by means of the psychophysical correlation that Descartes calls ‘institution of nature’. Finally, the last critique relates to the insensibles perceptions. In order to answer this critique, it will be showed that Descartes held that matter is infinitely divisible and consequently he defended that there are many portions of bodies whose perception escapes the reach of our senses.
