The possibility of AI consciousness depends much on the correct answer to the mind–body problem: how our materialistic brain generates subjective consciousness? If a materialistic answer is valid, machine consciousness must be possible, at least in principle, though the actual instantiation of consciousness may still take a very long time. If a non-materialistic one (either mentalist or dualist) is valid, machine consciousness is much less likely, perhaps impossible, as some mental element may also be required. Some recent advances in neurology (...) (despite the separation of the two hemispheres, our brain as a whole is still able to produce only one conscious agent; the negation of the absence of a free will, previously thought to be established by the Libet experiments) and many results of parapsychology (on medium communications, memories of past lives, near-death experiences) suggestive of survival after our biological death, strongly support the non-materialistic position and hence the much lower likelihood of AI consciousness. Instead of being concern about AI turning conscious and machine ethics, and trying to instantiate AI consciousness soon, we should perhaps focus more on making AI less costly and more useful to society. Utilitarianism seems to be going out of fashion, amidst increasing concerns for issues of freedom, equality, and justice. At least, anti-utilitarian and non-utilitarian moral philosophers have been very active. This paper is a very modest attempt to defend utilitarianism in particular and welfarism in general. Section I provides an axiomatic defence of welfarism and utilitarianism. Section II discusses the divergences between individual preferences and individual welfares and argues in favour of welfare utilitarianism. Section III criticizes some non-utilitarian principles, including knowledge (...) as intrinsically good, rights-based ethics, and Rawls's second principle. Section IV argues that most objections to welfarism are probably based on the confusion of non-ultimate considerations with basic values. This is discussed with reference to some recent philosophical writings which abound with such confusion. Section V argues that the acceptance of utilitarianism may be facilitated by the distinction between ideal morality and self-interest which also resolves the dilemma of average versus total utility maximization in optimal population theory. Parfit's requirements for an ideal Theory X cannot be fully met since the Mere Addition Principle and Non-Antiegalitarianism imply the Repugnant Conclusion: Theory X does not exist. However, since the Repugnant Conclusion is really compelling, the Impersonal Total Principle should be adopted for impartial comparisons concerning future generations. Nevertheless, where our own interests are affected, we may yet choose to be partial, trading off our concern for future goodness with our self-interests. Theory X' meets all Parfit's requirements except the Mere (...) Addition Principle in less compelling cases. (shrink)

Welfare biology is the study of living things and their environment with respect to their welfare. Despite difficulties of ascertaining and measuring welfare and relevancy to normative issues, welfare biology is a positive science. Evolutionary economics and population dynamics are used to help answer basic questions in welfare biology : Which species are affective sentients capable of welfare? Do they enjoy positive or negative welfare? Can their welfare be dramatically increased? Under plausible axioms, all conscious species are plastic and all (...) plastic species are conscious. More complex niches favour the evolution of more rational species. Evolutionary economics also supports the common-sense view that individual sentients failing to survive to mate suffer negative welfare. A kind of God-made fairness between species is also unexpectedly found. The contrast between growth maximization, average welfare, and total welfare maximization is discussed. It is shown that welfare could be increased without even sacrificing numbers. Since the long-term reduction in animal suffering depends on scientific advances, strict restrictions on animal experimentation may be counter-productive to animal welfare. (shrink)

Many utilitarians accept Bentham's view that to argue for the principle of utility is as ‘impossible as it is needless'. They take utilitarianism as a first principle which one either accepts or does not. They do, of course, defend utilitarianism against objections, and make objections to other ethical positions; but the principle of utility itself, they hold, must stand on its own merits. In this article we use a different approach. We introduce a principle, which we call ‘Weak Majority Preference', (...) which we believe likely to be accepted by many who do not consider themselves utilitarians. Ng and singer derive the principle of utility from the fact of finite sensibility and another principle, weak majority preference: "for a community of n individuals choosing between two possibilities, x and y, if no individual prefers y to x, and at least n/2 individuals prefer x to y, then x increases social welfare and is preferable." this derivation is regarded as incorrect in a comment. this reply explains why the derivation is valid and shows that the comment is based (...) on confusing a general social ordering with a utilitarian one. This article examines the relevance and value of Confucian Ethics to contemporary Business Ethics by comparing their respective perspectives and approaches towards business activities within the modern capitalist framework, the principle of reciprocity and the concept of human virtues. Confucian Ethics provides interesting parallels with contemporary Western-oriented Business Ethics. At the same, it diverges from contemporary Business Ethics in some significant ways. Considering efficiency, equality, and morality, this book argues for qualified market expansion, particularly in legalizing kidney sales and prostitution. Legalizing prostitution will benefit both men and women, as argued in a chapter jointly written with Yan Wang. Blood donation without monetary compensation can still result in adequate blood supply if schools educate children that blood donation can actually benefit a donor's health. As a society becomes more advanced, with higher incomes and a better educated populace, more activities can be subject (...) to market exchange, with gradual popular acceptance. Without serious misinformation and irrationality, inequality/fairness as such cannot be a valid reason for limiting the scope of the market. Research investigating listeners’ neural sensitivity to speech sounds has largely focused on segmental features. We examined Australian English listeners’ perception and learning of a supra-segmental feature, pitch direction in a non-native tonal contrast, using a passive oddball paradigm and electroencephalography. The stimuli were two contours generated from naturally produced high-level and high-falling tones in Mandarin Chinese, differing only in pitch direction ( Liu and Kager, 2014 ). While both contours had similar pitch onsets, the pitch offset of the falling contour (...) was lower than that of the level one. The contrast was presented in two orientations (standard and deviant reversed) and tested in two blocks with the order of block presentation counterbalanced. Mismatch negativity (MMN) responses showed that listeners discriminated the non-native tonal contrast only in the second block, reflecting indications of learning through exposure during the first block. In addition, listeners showed a later MMN peak for their second block of test relative to listeners who did the same block first, suggesting linguistic (as opposed to acoustic) processing or a misapplication of perceptual strategies from the first to the second block. The results also showed a perceptual asymmetry for change in pitch direction: listeners who encountered a falling tone deviant in the first block had larger frontal MMN amplitudes than listeners who encountered a level tone deviant in the first block. The implications of our findings for second language speech and the developmental trajectory for tone perception are discussed. (shrink)

An important, but relatively neglected, aspect of human theory of mind is emotion inference: understanding how and why a person feels a certain why is central to reasoning about their beliefs, desires and plans. The authors review recent work that has begun to unveil the structure and determinants of emotion inference, organizing them within a unified probabilistic framework.

Mutations in citizenship are crystallized in an ever-shifting landscape shaped by the flows of markets, technologies, and populations. We are moving beyond the citizenship-versus-statelessness model. First, the elements of citizenship (rights, entitlements, etc.) are becoming disarticulated from each other, and becoming re-articulated with universalizing criteria of neoliberalism and human rights. Such ‘global assemblages’ define zones of political entitlements and claims. Second, the space of the ‘assemblage’, rather than the national terrain, becomes the site for political mobilizations by diverse groups in (...) motion. Three contrasting configurations are presented. In the EU zone, unregulated markets and migrant flows challenge liberal citizenship. In Asian zones, foreigners who display self-enterprising savoire faire gain rights and benefits of citizenship. In camps of the disenfranchised or displaced, sheer survival becomes the ground for political claims. Thus, particular constellations shape specific problems and resolutions to questions of contemporary living, further disarticulating and deterritorializing aspects of citizenship. (shrink)

Ng :255–285, 1995. https://doi.org/10.1007/bf00852469) models the evolutionary dynamics underlying the existence of suffering and enjoyment and concludes that there is likely to be more suffering than enjoyment in nature. In this paper, we find an error in Ng’s model that, when fixed, negates the original conclusion. Instead, the model offers only ambiguity as to whether suffering or enjoyment predominates in nature. We illustrate the dynamics around suffering and enjoyment with the most plausible parameters. In our illustration, we find surprising results: (...) the rate of failure to reproduce can improve or worsen average welfare depending on other characteristics of a species. Our illustration suggests that for organisms with more intense conscious experiences, the balance of enjoyment and suffering may lean more toward suffering. We offer some suggestions for empirical study of wild animal welfare. We conclude by noting that recent writings on wild animal welfare should be revised based on this correction to have a somewhat less pessimistic view of nature. (shrink)

This article provides information about Berne's financial situation at the time the Economic Society was founded. The canton was in an exceptionally fortunate position, having accumulated a sizeable cash reserve that was in part used for loans and investments on the London capital market. Throughout the century, the Bernese government followed a very cautious investment strategy. The main reason for purchasing overseas securities was that they helped the patricians to become independent from tax-paying subjects. Economic imperatives ruled out increases of (...) the cash reserve or further involvement in the overcrowded domestic capital market. However, by investing abroad Berne became increasingly dependent on the goodwill of its debtors, for which it was criticised by the Economic Patriots amongst others. (shrink)

IntroductionClinical ethics committees (CECs) support and enhance communication and complex decision making, educate healthcare professionals and the public on ethical matters and maintain standards of care. However, a consistent approach to training members of CECs is lacking. A systematic scoping review was conducted to evaluate prevailing CEC training curricula to guide the design of an evidence-based approach.MethodsArksey and O’Malley’s methodological framework for conducting scoping reviews was used to evaluate prevailing accounts of CEC training published in six databases. Braun and Clarke’s (...) thematic analysis approach was adopted to thematically analyse data across different healthcare and educational settings.Results7370 abstracts were identified, 92 full-text articles were reviewed and 55 articles were thematically analysed to reveal four themes: the design, pedagogy, content and assessment of CEC curricula.ConclusionFew curricula employ consistent approaches to training. Many programmes fail to provide CEC trainees with sufficient knowledge, skills and experience to meet required competencies. Most programmes do not inculcate prevailing sociocultural, research, clinical and educational considerations into training processes nor provide longitudinal support for CEC trainees. Most CEC training programmes are not supported by host institutions threatening the sustainability of the programme and compromising effective assessment and longitudinal support of CEC trainees. While further reviews are required, this review underlines the need for host organisations to support and oversee a socioculturally appropriate ethically sensitive, clinically relevant longitudinal training, assessment and support process for CEC trainees if CECs are to meet their roles effectively. We prove that the observational equivalence of third-order finitary Idealized Algol is decidable using Game Semantics. By modelling the state explicitly in our games, we show that the denotation of a term M of this fragment of IA is a compactly innocent strategy-with-state, i.e. the strategy is generated by a finite view function fM. Given any such fM, we construct a real-time deterministic pushdown automaton that recognizes the complete plays of the knowing-strategy denotation of M. Since such plays characterize observational (...) equivalence, and there is an algorithm for deciding whether any two DPDAs recognize the same language, we obtain a procedure for deciding the observational equivalence of third-order finitary IA. Restricted to second-order terms, the DPDA representation cuts down to a deterministic finite automaton; thus our approach gives a new proof of Ghica and McCusker’s regular-expression characterization for this fragment. Our algorithmic representation of program meanings, which is compositional, provides a foundation for model-checking a wide range of behavioural properties of IA and other cognate programming languages. Another result concerns second-order IA with full recursion: we show that observational equivalence for this fragment is undecidable. (shrink)

Taking the formal analogies between black holes and classical thermodynamics seriously seems to first require that classical thermodynamics applies in relativistic regimes. Yet, by scrutinizing how classical temperature is extended into special relativity, I argue that the concept falls apart. I examine four consilient procedures for establishing the classical temperature: the Carnot process, the thermometer, kinetic theory, and black-body radiation. I argue that their relativistic counterparts demonstrate no such consilience in defining the relativistic temperature. As such, classical temperature doesn’t appear (...) to survive a relativistic extension. I suggest two interpretations for this situation: eliminativism akin to simultaneity, or pluralism akin to rotation. (shrink)

Ong, Caroline There was once a strong belief amongst global HIV/AIDS organisations that the key to the prevention of the sexual transmission of HIV was condom use. Other measures such as abstinence and being loyal to one partner were seen as beneficial, but secondary. Thirty years later, the evidence is mounting that behavioural change is much more effective in halting the spread of HIV than condoms.

It is somehow usual to grant that Augustine has given a former presentation of the famous argument of Descartes named the Cogito, and we ordinary think that the difference between the two authors is that the first one thinks of the inhabitation of Truth or Verbum, which transcends the ego. The paper is an attempt to think in a different way the sources of interiority in Augustine and Descartes. Based on Confessions and on De Trinitate, I trace the Greek sources (...) of the scheme of the movement of return and elevation, which defines the reflection and the access to the interior through verbum mentis. The distance that Descartes takes with the notion of reflection, in his definition of the thought, indicates an important difference in their conceptions of the interiority. (shrink)
