Lewis’ Best System Analysis of laws of nature is often criticized on the grounds that what it means to be the “best” system is too subjective for an analysis of lawhood. Recent proponents of the BSA have embraced the view’s close connection to the particulars of scientific practice despite the objection. I distinguish two compatible versions of the objection: one opposed to mind or subject dependence and the other opposed to relativity. The BSA can answer both. (...) Answering the anti-relative version of Armstrong’s objection requires that the BSA be no more or less relative than is required by scientific practice. A spectrum of relativity is introduced with extremes of minimally and maximally relative variants of the BSA, and extant variants of the BSA are located on it. Lastly, I sketch what work remains to be done with respect to Armstrong’s objection by BSA proponents depending on where in the spectrum of relativity they hope to locate their view. (shrink)

Much recent philosophical attention has been devoted to the prospects of the Best System Analysis of chance for yielding high-level chances, including statistical mechanical and special science chances. But a foundational worry about the BSA lurks: there don’t appear to be uniquely correct measures of the degree to which a system exhibits theoretical virtues, such as simplicity, strength, and fit. Nor does there appear to be a uniquely correct exchange rate at which the theoretical virtues trade off against (...) one another in the determination of an overall best system. I argue that there’s no robustly best system for our world – no system that comes out best under every reasonable measure of the theoretical virtues and exchange rate between them – but rather a set of ‘tied-for-best’ systems: a set of very good systems, none of which is robustly best. Among the tied-for-best systems are systems that entail differing high-level probabilities. I argue that the advocate of the BSA should conclude that the high-level chances for our world are imprecise. (shrink)

In this paper, I aim to explore Lewis’s best system analysis and how it can accommodate laws with exceptions. The Best System Account has been introduced to provide an alternative view for both minimalist and counterfactual theories of regularities. Simple regularity theory faces problems in which there is some generalization that seems to be a law or some regularities that are established accidentally. David Lewis's best-system analysis of laws of nature is perhaps the best known sophisticated regularity theory of laws. Its strengths are widely recognized, even by some of its ablest critics. Yet it suffers from what appears to be a glaring weakness: It seems to grant an arbitrary privilege to the standards of our own scientific culture. I argue that by reformulating, or reinterpreting, Lewis's exposition of the best-system analysis, we arrive at a view that is (...) free of this weakness. This paper argues that ceteris paribus (cp) laws exist based on a Lewisian best system analysis of lawhood (BSA). Furthermore, it shows that a BSA faces a second trivialization problem besides the one identified by Lewis. The first point concerns an argument against cp laws by Earman and Roberts. The second point aims to help making some assumptions of the BSA explicit. To address the second trivialization problem, a restriction in terms of natural logical constants is proposed that (...) allows one to describe regularities, as specified by basic generics (e.g. ‘birds can fly’) and universals (e.g. ‘all birds can fly’). It is argued that cp laws rather than strict laws might be a part of the the best system of such a regularity-based BSA, since sets of cp laws can be both (a) simpler and (b) stronger when reconstructed as generic non-material conditionals. Yet, if sets of cp laws might be a part of the best system of a BSA and thus qualify as proper laws of nature, it seems reasonable to conclude that at least some cp laws qualify as proper laws of nature. The better best system account, short BBSA, is a variation on Lewis’s theory of laws. The difference to the latter is that the BBSA suggests that best system analyses can be executed for any fixed set of properties. This affords the possibility to launch system analyses separately for the set of biological properties yielding the set of biological laws, chemical properties yielding chemical laws, and so on for the other special sciences. As such, the BBSA remains silent about (...) possible interrelations between these freestanding sets of laws. In this paper, I explicate an emergence relation between them which preserves the autonomy or novelty of each special science’s laws but also shows their dependence: the autonomy of each level’s generalisations is given because nomicity is conferred to them system intrinsic, their dependence is established via their supervenience on lower level laws. As will be shown, the autonomy of special science laws is further strengthened by their ceteris paribus character. (shrink)

In the current article and contrary to a widespread assumption, I argue that Humeanism and ontological emergence can peacefully coexist. Such a coexistence can be established by reviving elements of John Stuart Mill’s philosophy of science, in which an idiosyncratic account of diachronic emergence is associated with extensions of the Humean mosaic and the correlative coming into being of new best system laws, which have the peculiarity of being temporally indexed. Incidentally, this reconciliation of Humeanism and emergence allows for (...) conceiving the autonomy of the special sciences in an interesting way, consistently with the reductionist ideal of a unified science. _In _Challenging the One Best System_, a team of leading education scholars offers a rich comparative analysis of the set of urban education governance reforms collectively known as the “portfolio management model.”_ They investigate the degree to which this model—a system of schools operating under different types of governance and with different degrees of autonomy—challenges the standard structure of district governance famously characterized by David Tyack as “the one best system.” The authors examine the design and enactment (...) of the portfolio management model in three major cities: New Orleans, Los Angeles, and Denver. They identify the five interlocking mechanisms at the core of the model—planning and oversight, choice, autonomy, human capital, and school supports—and show how these are implemented differently in each city. Using rich qualitative data from extensive interviews, the authors trace the internal tensions and tradeoffs that characterize these systems and highlight the influence of historical and contextual factors as well. Most importantly, they question whether the portfolio management model represents a fundamental restructuring of education governance or more incremental change, and whether it points in the direction of meaningful improvement in school practices. Drawing on a rigorous, multimethod study, _Challenging the One Best System_ represents a significant contribution to our understanding of system-level change in education. (shrink)

World-systems analysis is a well-established but poorly-defined critical research tradition in the social sciences. Its undisputed progenitor, Immanuel Wallerstein, steadfastly maintains that world-systems analysis is not a theory, yet it is widely referred to as such by commentators, critics, and practitioners alike. The resolution to this conundrum is to identify the defining elements of world-systems analysis as a perspective for understanding human society, then to evaluate propositions based on these defining elements as theories that (...) have been conceptualized from a world-systems perspective. In this paper five defining elements of world-systems analysis are identified that together support a central theorem that the core-periphery hierarchy of the modern world-system can best be understood in terms of state strength and cultural integration. A further conjecture is made that the successor world-system to the current capitalist world-economy is more likely to be an American world-empire than the socialist world-government craved by many world-systems analysts. In this paper we apply the popular Best System Account of laws to typical eternal worlds – both classical eternal worlds and eternal worlds of the kind posited by popular contemporary cosmological theories. We show that, according to the Best System Account, such worlds will have no laws that meaningfully constrain boundary conditions. It’s generally thought that lawful constraints on boundary conditions are required to avoid skeptical arguments. Thus the lack of such laws given the Best System (...) Account may seem like a severe problem for the view. We show, however, that at eternal worlds, lawful constraints on boundary conditions do little to help fend off skeptical worries. So with respect to handling these skeptical worries, the proponent of the Best System Account is no worse off than their competitors. (shrink)

This article has a dual purpose. First, it looks at the transfer of the methodology of systems analysis from the RAND Corporation to the International Institute for Applied Systems Analysis (IIASA) in the wake of an East–West bridge-building effort during the Cold War. Second, it draws out a more general argument about how the institutional structures of these research organizations condition their methodological orientations. Acknowledging the complexity of factors influencing methodological choices at RAND and IIASA, the (...) article concentrates on the centrality of institutional purpose, institutional environments and internal organizational structure, and demonstrates how, when taken together, these factors led to a methodological diversification at IIASA that is best summarized as the internationalization of systems analysis. This paper addresses a famous objection against David Lewis’s Best System Analysis (BSA) of laws of nature. The objection—anticipated and discussed by Lewis (1994)—focuses on the standards of simplicity and strength being (in part) a matter of psychology. Lewis’s answer to the objection relies on his metaphysics of natural properties and its ability to single out the robustly best system, a system that is expected to come out far ahead of its rivals under any standard of simplicity (...) and strength. The main task of this paper is to argue that Lewis’s reply to the objection in terms of nature being kind to us does not succeed, if nature’s kindness is understood in terms of the naturalness of the properties composing the Humean mosaic. For epistemic access to natural properties is downstream to any previous identification of the best system. A possible Lewisian rejoinder in terms of a cross-world Humean mosaic of natural properties is considered and rebutted. The paper concludes by suggesting that Lewis could instead avail himself of a better answer to the objection, if the standards of simplicity and strength were reinterpreted along perspectivalist lines. Many philosophers sympathetic with a Humean understanding of laws of nature have thought that, in the final analysis, the fundamental laws will include not only the traditional dynamical equations, but also two additional principles: the Past Hypothesis and the Statistical Postulate. The former says that the universe began in a particular very-low-entropy macrostate M(0), and the latter posits a uniform probability distribution over the microstates compatible with M(0). Such a view is arguably vindicated by the orthodox Humean Best (...) System Account (BSA). However, I argue here that recent developments of the BSA render the Past Hypothesis otiose. In particular, the trend among Humeans toward a more pragmatic view of laws — according to which the best system is the one that is maximally effective at helping creatures like us amplify our information about the world — does not support the idea that the Past Hypothesis is a law of nature. Many Humeans are persuaded by an argument (separately) from Roberts, Lange and Woodward that strength ought not to be sacrificed in the competition for best system because scientific practice does not exhibit such a sacrifice. I here show that Humeans should not be so persuaded. The argument from Roberts, Lange and Woodward misses the fact that scientists can only systematise their experience, whereas the best system must systematise the entire world. However, while my demonstration shows that the argument (...) against sacrificing strength should not have been persuasive in the way it has been, it does raise new and difficult questions for the Humean. Many philosophers who do not analyze laws of nature as the axioms and theorems of the best deductive systems nevertheless believe that membership in those systems is evidence for being a law. This raises the question, “If the best systems analysis fails, what explains the fact that being a member of the best systems is evidence for being a law?” In this essay I answer this question on behalf of Leibniz. I argue (...) that although Leibniz’s philosophy of laws is inconsistent with the best systems analysis, his philosophy of nature’s perfection enables him to explain why membership in the best systems is evidence for being a law of nature. David Lewis has proposed an analysis of lawhood in terms of membership of a system of regularities optimizing simplicity and strength in information content. This article studies his proposal against the broader background of the project of Humean supervenience. In particular, I claim that, in Lewis's account of lawhood, his intuition about small deviations from a given law in nearby worlds (in order to avoid backtracking and epiphenomena) leads to the conclusion that laws do not support (certain) counterfactuals and (...) do not bestow nomic necessity on (certain) facts induced by these laws. Support of counterfactuals and nomic necessity, however, are widely held to be important aspects of the concept of lawhood. In my view, therefore, it is not possible to abandon these criteria in any satisfactory analysis of the notion of laws of nature. In a final section, I suggest that the whole project of Humean supervenience is misleading. It does not sufficiently take notice of the important role that reasoning about contrary-to-fact situations plays in modern scientific practice. (shrink)

The Humean best systems account identifies laws of nature with the regularities in a system of truths that, as a whole, best conforms to scientific standards for theory-choice. A principled problem for the BSA is that it returns the wrong verdicts about laws in cases where multiple systems, containing different regularities, satisfy these standards equally well. This problem affects every version of the BSA because it arises regardless of which standards for theory-choice Humeans adopt. In this (...) paper, we propose a Humean response to the problem. We invoke pragmatic aspects of Humean laws to show that the BSA, despite violating some of our intuitive judgements, can capture everything that is relevant for scientific practice. (shrink)

ABSTRACT In recent years there has been intense debate regarding the level of medical care provided to ‘standard care’ control groups in clinical trials in developing countries, particularly when the research sponsors come from wealthier countries. The debate revolves around the issue of how to define a standard of medical care in a country in which many people are not receiving the best methods of medical care available in other settings. In this paper, we argue that additional dimensions of (...) the standard of care have been hitherto neglected, namely, the structure and efficiency of the national health system. The health system affects locally available medical care in two important ways: first, the system may be structured to provide different levels of care at different sites with referral mechanisms to direct patients to the appropriate level of care. Second, inefficiencies in this system may influence what care is available in a particular locale. As a result of these two factors locally available care cannot be equated with a national ‘standard’. A reasonable approach is to define the national standard of care as the level of care that ought to be delivered under conditions of appropriate and efficient referral in a national system. This standard is the minimum level of care that ought to be provided to a control group. There may be additional moral arguments for higher levels of care in some circumstances. This health system analysis may be helpful to researchers and ethics committees in designing and reviewing research involving standard care control groups in developing country research. (shrink)

The merits of David Lewis’s Best System Account of natural law are frequently debated. But to my knowledge, the prospects for extending the BSA to cover meta-laws have never been examined. I shall identify two obstacles facing the most natural way of extending the BSA to cover meta-laws. The BSA’s fans should consider how these obstacles are to be overcome. Meta-laws are laws about laws. For example, Einstein’s special theory of relativity incorporates a meta-law: The content of the [special] (...) relativity theory can … be summarized in one sentence: all natural laws must be so conditioned that they are covariant with respect to Lorentz transformations. [The special theory of relativity] is not a theory in the usual sense but is better regarded as a second-level theory, or a theory of theories that constrains first-level theories. The principle of relativity is an example of a symmetry principle: a principle requiring that the first-order laws be unchanged under a given transformation. Long before Einstein proposed the principle of relativity, other spacetime symmetries were widely believed to be meta-laws: that the first-order laws are covariant under arbitrary spatial displacements, temporal displacements and spatial rotations. These spacetime symmetries require the laws to treat all spatial locations and directions alike and all moments alike. For instance, symmetry under temporal displacements rules out a fundamental force law specifying that a given force declines with the inverse-square of the distance before a given moment but with the inverse-cube of the distance at and after that moment. The quality of early childhood education and care (ECEC) is important for children’s development. One instrument that was developed to assess an aspect of ECEC quality is the Classroom Assessment Scoring System for pre-kindergarten children (CLASS Pre-K). We examined the factorial validity of the instrument using data from 177 German preschool classrooms. The three-factor teaching through interaction model (Hamre et al., 2013) was contrasted to a one-factor, a two-factor, and a bifactor model as proposed by Hamre et al. (2014). Our (...) results indicated that the three-factor structure with the domains of emotional support, classroom organization, and instructional support fit the data best. The fit of the teaching through interaction model was satisfying after adding a cross-loading of the dimension language modeling on emotional support, and two correlated residuals. Evidence of convergent and discriminant validity are provided. In terms of factor structure and pattern score comparisons, the results were similar to previous U.S. and German studies. The discussion concerns the justifiability of the factor model revisions and draws directions for further research. We concluded that our study offers further evidence of the applicability of the CLASS Pre-K for the assessment of teacher-child interaction quality in the German context. (shrink)

The problem of determining an optimal benchmark to inefficient decision-making units is an important issue in the field of performance analysis. Previous methods for determining the projection points of inefficient DMUs have only focused on one objective and other features have been ignored. This paper attempts to determine the best projection point for each DMU when the inputs and outputs data are in stochastic form and presents an alternative definition for the best projection by considering three main (...) aspects: technical efficient, minimal cost, and maximal revenue as much as possible. Considering the important role of the electricity industry in the economic growth of each country, a practical example has been implemented on 16 regional electricity companies in Iran in 9 consecutive periods. The efficiency score along with the projection points of the three technical models ), cost, and stochastic revenue are compared with the projection point obtained from the model presented in this article, which simultaneously meets these three objectives, showing the improvement of companies’ performance. This paper explores the ways in which resource limitations influence the nature of perceptual and cognitive processes. A framework is developed that allows early visual processing to be analyzed in terms of these limitations. In this approach, there is no one ``best'' system for any visual process. Rather, a spectrum of systems exists, differing in the particular trade-offs made between performance and resource requirements.

Narratives inform policymaking by building consensus, stabilizing our shared beliefs, and legitimizing our assumptions (Roe 1992, 1994). This research applies narrative policy analysis to identify and compare the dominant agriculture and food (agri-food) narratives of Canadian federal government and civil society policy over time. It aims to understand and compare what narratives are driving the agri-food policy priorities of each group, with particular attention to how policy narratives address social and environmental goals. This analysis documents and confirms a (...) Neoliberal Techno-optimist Growth Narrative as the dominant narrative in federal Canadian Agriculture and Agri-food Canada (AAFC) policy between 1986 and 2019. Over a similar period, civil society has adopted narratives that prioritize localization and democratization of the food system as well as food security. While the neoliberal priorities of market expansion and competitiveness are the focus within federal narratives, civil society concerns related to the social and environmental costs of economic efficiency, including reduced farmer livelihoods, environmental degradation, and loss of community decision-making capacity, have received marginal attention from federal policy. We discuss how the Neoliberal Techno-optimist Growth Narrative imposes structural barriers on the pursuit of environmental and social goals by establishing a hierarchy of goals whereby environmental/social goals can only be pursued to the extent that they contribute to economic growth and by promoting a techno-optimist approach. As such, the dominant Neoliberal Techno-optimist Growth Narrative stabilizes two contested assumptions: (1) economic growth through liberalized trade is the best approach to achieve societal wellbeing, and (2) that technological innovation will sufficiently address environmental pressures. Multiteam systems are complex organizational forms comprising interdependent teams that work towards their own proximal goals within and across teams to also accomplish a shared superordinate goal. MTSs operate within high-stakes, dangerous contexts with high consequences for suboptimal performance. We answer calls for nuanced exploration and cross-context comparison of MTSs “in the wild” by leveraging the MTS action sub-phase behavioral taxonomy to determine where and how MTS failures occur. To our knowledge, this is the first study to also examine (...) how key MTS attributes influence MTS processes and performance. We conducted historiometric analysis on 40 cases of failed MTS performance across various contexts to uncover patterns of within- and between-team behaviors of failing MTSs, resulting in four themes. First, component teams of failing MTSs over-engaged in within-team alignment behaviors by enacting acting, monitoring, and recalibrating behaviors more often within than between teams. Second, failing MTSs over-focused on acting behaviors and tended to not fully enact the action sub-phase cycle. Third and fourth, boundary status and goal type exacerbated these behavioral patterns, as external and physical MTSs were less likely to enact sufficient between-team behaviors or fully enact the action sub-phase cycle compared to internal and intellectual MTSs. We propose entrainment as a mechanism for facilitating MTS performance wherein specific, cyclical behavioral patterns enacted by teams align to facilitate goal achievement via three multilevel behavioral cycles. We argue that the degree to which these cycles are aligned both between teams and with the overarching MTS goal determines whether and how an MTS fails. Our findings add nuance beyond single-context MTS studies by showing that the identified behavioral patterns hold both across contexts and almost all types of MTS action-phase behaviors. We show that these patterns vary by MTS boundary status and goal type. Our findings inform MTS training best practices, which should be structured to integrate all component teams and tailored to both MTS attributes and situation type. (shrink)

Tagmemic theory as a semiotic theory can be used to analyze multiple systems of logic and to assess their strengths and weaknesses. This analysis constitutes an application of semiotics and also a contribution to understanding of the nature of logic within the context of human meaning. Each system of logic is best adapted to represent one portion of human rationality. Acknowledging this correlation between systems and their targets helps explain the usefulness of more than one system. (...) Among these systems, the two-valued system of classical logic takes its place. All the systems of logic can be incorporated into a complex mathematical model that has a place for each system and that represents a larger whole in human reasoning. The model can represent why tight formal systems of logic can be applied in some contexts with great success, but in other contexts are not directly applicable. The result suggests that human reasoning is innately richer than any one formal system of logic. (shrink)

I argue—from a Humean perspective—for the falsity of what I call the “Admissibility of Historical Information Thesis”. According to the AHIT, propositions that describe past events are always admissible with respect to propositions that describe future events. I first demonstrate that this thesis has some counter-intuitive implications and argue that a Humean can explain the intuitive attractiveness of the AHIT by arguing that it results from a wrong understanding of the concept of chance. I then demonstrate how a Humean “ (...) class='Hi'>best system” analysis of chance predicts the existence of inadmissible historical information and discuss the implications of this conclusion to the debate between Humeans and non-Humeans. The 'best-system' analysis of lawhood [Lewis 1994] faces the 'zero-fit problem': that many systems of laws say that the chance of history going actually as it goes--the degree to which the theory 'fits' the actual course of history--is zero. Neither an appeal to infinitesimal probabilities nor a patch using standard measure theory avoids the difficulty. Two of the most difficult problems in the foundations of physics are (1) what gives rise to the arrow of time and (2) what the ontology of quantum mechanics is. I propose a unified 'Humean' solution to the two problems. Humeanism allows us to incorporate the Past Hypothesis and the Statistical Postulate into the best system, which we then use to simplify the quantum state of the universe. This enables us to confer the nomological status to the quantum state (...) in a way that adds no significant complexity to the best system and solves the ''supervenient-kind problem'' facing the original version of the Past Hypothesis. We call the resultant theory the Humean unification. It provides a unified explanation of time asymmetry and quantum entanglement. On this theory, what gives rise to time's arrow is also responsible for quantum phenomena. The new theory has a separable mosaic, a best system that is simple and non-vague, less tension between quantum mechanics and special relativity, and a higher degree of theoretical and dynamical unity. The Humean unification leads to new insights that can be useful to Humeans and non-Humeans alike. (shrink)

This article provides an understanding and defence of ‘best interests’. The analysis is performed in the context of, and is informed by, English law. The understanding that develops allows for differences in values, and is thus argued to be appropriate in a pluralist liberal system. When understood properly, it is argued, best interests provides the best means of decision-making for people deemed incompetent to decide for themselves. It is accepted that some commentators are cynical of (...) class='Hi'>best interests in practice. Following an assessment of some of their principal concerns, it is suggested that best interests in fact provides a construct that is both defensible and desirable. (shrink)

In 1998 a long-lost proposal for an election law by Gottlob Frege (1848–1925) was rediscovered in the _Thüringer Universitäts- und Landesbibliothek_ in Jena, Germany. The method that Frege proposed for the election of representatives of a constituency features a remarkable concern for the representation of minorities. Its core idea is that votes cast for unelected candidates are carried over to the next election, while elected candidates incur a cost of winning. We prove that this sensitivity to past elections guarantees a (...) proportional representation of political opinions in the long run. We find that through a slight modification of Frege’s original method even stronger proportionality guarantees can be achieved. This modified version of Frege’s method also provides a novel solution to the apportionment problem, which is distinct from all of the best-known apportionment methods, while still possessing noteworthy proportionality properties. Internet of thing building sensors can capture several types of building operations, performances, and conditions and send them to a central dashboard to analyze data to support decision-making. Traditionally, laptops and cell phones are the majority of Internet-connected devices. IoT tracking allows customers to close the distance between devices and enterprises by collecting and analyzing various IoT data through connected devices, customers, and applications on the network. There is a lack of requirements for IoT edge applications security and approval. There (...) are no best practices regarding operations focused on IoT incidents. IoT elements are not covered by audit and logging requirements. In this article, a big data analytics-based customer operation system analyzes the operation. With the exponential rise in data usage, the explosive development in the IoT devices reflects the ideal overlap of big data growth with IoT. Big data analytics continuously evolving network raises trivial questions about the performance, distribution of data, analysis, and protection of data collection. IoT modifies almost all the construction industry characteristics. Human-centered artificial intelligence is described as systems that always improve because of human input while also delivering an effective experience between the human and the robotic. The IoT is the key factor that ensures greater building performance. It was the first evolution of technology in a long time to turn genuine inventions into an industry that depended heavily on paper and manual processes. The benefits of the IoT in construction are now quite obviously much heavier than those of current manual processes. As a result, more construction companies explore and incorporate IoT strategies to address their productivity challenges, increasing efficiencies and profits. The simulation analysis shows that the proposed BDA-CO model enhances the trust score of 98.5%, accuracy detection ratio of 93.4%, probability ratio of 97.6%, and security ratio of 98.7% and reduces the false negative ratio of 21.3%, response time of 10.5%, delay rate of 19.9%, and packet loss ratio of 15.4% when compared to other existing techniques. Science-based methods for assessing the practical rationality of a proposed public policy typically represent assumed future outcomes of policies and values attributed to these outcomes in an idealized, that is, intentionally distorted way and abstracted from aspects that are deemed irrelevant. Different types of methods do so in different ways. As a consequence, they instantiate the properties that result from abstraction and idealization such as conceptual simplicity versus complexity, or comprehensiveness versus selectivity of the values under consideration to different degrees. (...) I hold that none of these methods is best in general. Instead, I opt for the valuation method that is useful for the policy issue in question both in terms of its relevance and in terms of its practicability. Relevance requires that the method can represent and account for what is at stake in the policy issue. Practicability refers to aspects such as easy versus difficult handling of the method. To argue for the claim, I evaluate three types of valuation methods: cost–benefit analysis that rests on unidimensional measurement and ranking, multi-criteria decision analysis that applies multi-dimensional measurement but unidimensional ranking, and non-aggregate indicator systems that operate with multi-dimensional measurement and sometimes also multi-dimensional ranking. Second-order justification indicating whether and how the valuation method chosen is capable of accounting for the substantive value considerations that constitute the real-world policy issue in question renders the conditions on which the results of a proposed policy evaluation rest transparent. This article describes a benchmarking tool managers can use to determine operational policies and processes that could enhance an organization's social and ethical performance. The benchmarking tool consists of a 13‐dimension, 110‐item survey based on an Optimal Ethics Systems Model. These best practices in business ethics are derived from an analysis and assessment of seven institutional infrastructures and accountability standards developed to help managers improve organizational social and ethical performance.

In this article, we focus on the scholarly and policy debate on autonomous weapon systems and particularly on the objections to the use of these weapons which rest on jus ad bellum principles of proportionality and last resort. Both objections rest on the idea that AWS may increase the incidence of war by reducing the costs for going to war or by providing a propagandistic value. We argue that whilst these objections offer pressing concerns in their own right, they (...) suffer from important limitations: they overlook the difficulties of calculating ad bellum proportionality; confuse the concept of proportionality of effects with the precision of weapon systems; disregard the ever-changing nature of war and of its ethical implications; mistake the moral obligation imposed by the principle of last resort with the impact that AWS may have on political decision to resort to war. Our analysis does not entail that AWS are acceptable or justifiable, but it shows that ad bellum principles are not the best set of ethical principles for tackling the ethical problems raised by AWS; and that developing adequate understanding of the transformations that the use of AWS poses to the nature of war itself is a necessary, preliminary requirement to any ethical analysis of the use of these weapons. A farming systems approach to development has meant many things over the past 15 years, depending on its institutional and ecological setting, its target populations, and the goals motivating its implementation. Despite the diversity of approaches, and the sometimes rancorous discussion over which was best and why, the approach is now recognized in many places as the only one that can identify and respond to the needs of limited resource farm families, especially those in marginal ecosystems. Involving an (...) iterative process of diagnosis, design, testing and extension, the farming system approach to date has done more to change research objectives at national and international institutions than to change actual farmer practices. By legitimizing what limited resource farmers do and why they do it, a farming systems approach lends itself to policy analysis as well. Recent research in farming systems suggests greater attention should be payed to exogenous variables, including policy and infrastructure, as well as to development of technology that really responds to the felt needs of limited resource farmers in improving their level of living. In the context of critically ill children, Baines contended that the best interests test was neither objective nor coherent, and thus of little applicability in making end-of-life decisions. In reply, Bridgeman attempted to refute these claims through legal analysis and contended that the doctrine allowed for responsive, fact-specific, context-sensitive and prudential reasoning. This paper is a response to Bridgeman, and argues that an examination of case law reveals the subjective and value-laden nature of the test. Courts must make (...) decisions in contested cases, but there is no reason to hold that a judge can divine the best interests of a critically ill child better than either parents or medical staff. This paper analyses a number of cases where judicial decisions appear at odds with the child's best interests, and argues that as the outcome depends upon the value system of the decision-maker the test is unhelpful in contested end-of-life cases. In face recognition systems, highly robust facial feature representation and good classification algorithm performance can affect the effect of face recognition under unrestricted conditions. To explore the anti-interference performance of convolutional neural network reconstructed by deep learning framework in face image feature extraction and recognition, in the paper, first, the inception structure in the GoogleNet network and the residual error in the ResNet network structure are combined to construct a new deep reconstruction network algorithm, with the random gradient descent (...) and triplet loss functions as the model optimizer and classifier, respectively, and it is applied to the face recognition in Labeled Faces in the Wild face database. Then, the portrait pyramid segmentation and local feature point segmentation are applied to extract the features of face images, and the matching of face feature points is achieved using Euclidean distance and joint Bayesian method. Finally, Matlab software is used to simulate the algorithm proposed in this paper and compare it with other algorithms. The results show that the proposed algorithm has the best face recognition effect when the learning rate is 0.0004, the attenuation coefficient is 0.0001, the training method is SGD, and dropout is 0.1, and the algorithm proposed in this paper has the largest mean average precision compared to other CNN algorithms. The correct rate of face feature matching of the algorithm proposed in this paper is 84.72%, which is higher than LetNet-5, VGG-16, and VGG-19 algorithms, the correct rates of which are 6.94%, 2.5%, and 1.11%, respectively, but lower than GoogleNet, AlexNet, and ResNet algorithms. At the same time, the algorithm proposed in this paper has a faster matching time and a higher correct matching rate than the joint Bayesian method, indicating that the deep reconstruction network algorithm proposed in this paper can be used in face image recognition, FE, and matching, and it has strong anti-interference. Here we offer an explicit definition of bodily system and provide a framework for understanding their causal interactions. Molyneux’s question famously asks about whether a newly sighted subject might immediately recognize, by sight alone, shapes that were already familiar to her from a tactile point of view. This paper addresses three crucial points concerning this puzzle. First, the presence of two different questions: the classic one concerning visual recognition and another one concerning vision-for-action. Second, the explicit distinction, reported in the literature, between ocular and cortical blindness. Third, the importance of making reference to our best neuroscientific account (...) on vision, ‘the two visual systems model’, in order to better address Molyneux’s problem. Then, by offering a new, deeper analysis of the relation between, and, this paper suggests that the subjects of Molyneux’s two different questions show the same visual impairment as brain-damaged subjects with different lesions of the visual cortex. In particular, the subject of the first question shows the same impairment in visual recognition as a visual agnosic subject, while the subject of the second question shows the same visual impairment in visuomotor processing as an optic ataxic subject. These impairments still hold even if ocular processing is restored. Therefore, I suggest the following. For the first classic question, the required experimental setting cannot be properly reached. By contrast, concerning the second question, based on the interpretation we select, either the answer is negative, or, as with the first question, the experimental setting cannot be properly reached. This proposal constitutes, with the other approaches offered in the literature, a further attempt to tackle the enormous complexity of Molyneux’s puzzle. (shrink)

This article is the result of a study of the historical context in which Isidore of Seville is inserted as an author, as the creator of a unique method, which became the result of his hard work. But in order to describe the method of Isidore of Seville, it is necessary to outline the range of problems that arise before us. Due to serious political and social upheavals in the Western Roman Empire, the preservation of education comes to (...) the fore. The need for “Christianization,” on the contrary, fades into the background. The authors of this period perceived the works of the church fathers and apologists as a legacy, as part of tradition. On the other hand, representatives of the intellectual culture of the era under consideration were part of the aristocracy of Roman (in the broad sense) origin and in this sense, like their predecessors, were bearers of ancient education and culture.The purpose of the study. Analyze the historical context in which the method of Isidore of Seville developed and to consider the influence of the method of Isidore of Seville on the development of knowledge and ideas in the dark ages.Methods. To achieve the goal of the study, a number of general and specific methods were used that contributed to the study of the creative heritage of Isidore of Seville: the etymological method used in the practice of Isidore for the classification and origin of sciences and arts; togoria method for understanding the symbolism of medieval language and judgments; historical-retrospective, contributing to the study of the contribution of Isidore of Seville to European education from the first monastic schools to the formation of universities; terminological selection – for the purpose of selecting, clarifying and modernizing the system of individual terms used in the educated circles of Visigothic Spain; reconstruction – to reproduce the events of the cultural and historical process on the Iberian Peninsula during the Visigothic Kingdom.Results. The reception of the ancient heritage in the works of the authors of this era – and these are primarily Boethius, Cassiodorus and Isidore of Seville – occurs in a different vein than that of the church fathers (Ambrose, Jerome and Augustine) and the German kings of the Carolingian revival. This question concerns a narrower issue that is discussed in the article, and it is connected with Isidore as the author. Isidore of Seville (560-636) is known primarily as an encyclopedist, indicating the wide coverage of topics in his works, on the other hand, in a certain way characterizes the level of these works.However, Isidore was not only and not so much an antiquarian – a collector of ancient knowledge. If we use the “intellectuals and power” scheme, then Isidore was, so to speak, an intellectual in power. He occupied the position of bishop of Seville (the episcopal rank was considered the best conclusion for the cursus honorum even in the 5th century, his authority significantly exceeded the authority of the constantly changing Visigothic kings of Spain. Isidore presided over the IV Council of Toledo (633), whose priests formulated an order with its significant the influence of the episcopate on public affairs.We can say that Isidore, through his works, in a certain sense constructed an ideology. (or what might be called ideology) and the educational program inextricably linked to it.Discussion. First, the era of the “Dark Ages” is a period of permanent military-political struggle between the local nobility and kings, the German kingdoms and Byzantium, which occurred as a result of the height of the Western Roman Empire. The second question is religion, since there were several religions in the territory of the Visigothic kingdom; Christianization of culture and education and, as a consequence, a contradiction with ancient philosophy. Hence the problem of preserving and transmitting knowledge. It was these reasons that complicated the creation of a high-quality educational system. Thirdly, Isidore was not a methodologist, but created a unique method, he was not a scientist, but wrote an encyclopedic work, was not a philosopher, but wrote about philosophy, distinguished it from dialectics, constructed a certain type of knowledge of the real world known to him, was not even a philologist, but he knew Visigothic, Latin, Greek, and Hebrew.How did Bishop Isidore create an effective method? Fourth, after the authors of the “Golden Age” of patristics in the 6th–7th centuries. A new generation is emerging, which is faced with slightly different tasks. How does Isidore “construct” knowledge and what impact has his work had on society? Another important problem is the question of the scale and nature of Isidore’s influence on the intellectual culture of the Middle Ages. At the same time, special attention was paid to “etymologies, or principles,” its distribution, influence on the presentation of the seven liberal arts, etc. On the significance of Isidore’s method for medieval education.Conclusions. The method of Isidore of Seville was an important contribution to the preservation and transmission of knowledge in the Middle Ages and influenced the further development of encyclopedic knowledge. My primary focus in this paper is on an objection to Humean account of laws and specifically to David Lewis’ “best systems analysis” (BSA). The objection is that the laws according to the BSA (which I call L-laws) fail to account for the ability of laws to explain. In contrast governing laws (which I will call G-laws) are alleged to account for the role of laws in scientific explanations by virtue of their governing role. If governing is (...) required for laws to be explanatory then Humean accounts like Lewis’ are dead in the water since explanation is central to the role of laws in the sciences. However, I will argue that there are effective rebuttals to arguments that Humean laws don’t explain and that actually it is governing accounts that have difficulty with explanation. (shrink)

According to the Humean Best Systems Account, laws are generalizations in the best systematization of non-modal matters of fact. Recently, it has become popular to interpret the notion of a best system pragmatically. The _best_ system is sensitive to our interests—that is, to our goals, abilities, and limitations. This account promises a metaphysically minimalistic analysis of laws, but I argue that it is not as minimalistic as it might appear. We investigated the pairing of a financial news article prediction system, AZFinText, with sentiment analysis techniques. From our comparisons we found that news articles of a subjective nature were easier to predict in both price direction (59.0% vs 50.4% without sentiment) and through a simple trading engine (3.30% return vs 2.41% without sentiment). Looking into sentiment further, we found that news articles of a negative sentiment were easiest to predict in both price direction (50.9% vs 50.4% without sentiment) and (...) our simple trading engine (3.04% return vs 2.41% without sentiment). Investigating the negative sentiment further, we found that AZFinText was best able to predict price decreases in articles of a positive sentiment (53.5%) and price increases in articles of a negative or neutral sentiment (52.4% and 49.5% respectively). In this paper, a nonlinear dynamical system is proposed and qualitatively analyzed to study the dynamics and effects of HIV-malaria co-infection in the workplace. Basic reproduction numbers of sub-models are derived and are shown to have LAS disease-free equilibria when their respective basic reproduction numbers are less than unity. Conditions for existence of endemic equilibria of sub-models are also derived. Unlike the HIV-only model, the malaria-only model is shown to exhibit a backward bifurcation under certain conditions. Conditions for optimal control (...) of the co-infection are derived using the Pontryagin’s maximum principle. Numerical experimentation on the resulting optimality system is performed. Using the incremental cost-effectiveness ratio, it is observed that combining preventative measures for both diseases is the best strategy for optimal control of HIV-malaria co-infection at the workplace. In lieu of an abstract, here is a brief excerpt of the content:The Meanings and Function of Anti-System Ideology in the Weimar RepublicBen LiebermanThere are few, if any, ideological terms in the extensive historiography of the Weimar Republic so omnipresent and yet at the same time so obscure as the word “system.” Historical accounts of the Weimar Republic are strewn with references to the “system.” In recent works on the Weimar Republic Hagen Schulze points to the opposition of bourgeois (bürgerliche) (...) parties to the “Weimar ‘system,’ “ Detlev Peukert notes “hatred of ‘the system,’ the political and social order of the Republic”; Knut Borchardt observes the loss of faith in the capacity of “the system” to satisfy expectations; and Hans Mommsen refers to the “political system,” the “party system” and the “parliamentary system.” 1Historians, whatever their other differences, agree that mounting opposition to the System weakened the Weimar Republic, but the usefulness of this observation requires analysis of the meaning or meanings of the System. What, then, was the Weimar System? The present article provides an analysis of the existing proof systems for dynamic epistemic logic from the viewpoint of proof-theoretic semantics. Dynamic epistemic logic is one of the best known members of a family of logical systems that have been successfully applied to diverse scientific disciplines, but the proof-theoretic treatment of which presents many difficulties. After an illustration of the proof-theoretic semantic principles most relevant to the treatment of logical connectives, we turn to illustrating the main (...) features of display calculi, a proof-theoretic paradigm that has been successfully employed to give a proof-theoretic semantic account of modal and substructural logics. Then, we review some of the most significant proposals of proof systems for dynamic epistemic logics, and we critically reflect on them in the light of the previously introduced proof-theoretic semantic principles. The contributions of the present article include a generalization of Belnap's cut-elimination metatheorem for display calculi, and a revised version of the display-style calculus D.EAK. We verify that the revised version satisfies the previously mentioned proof-theoretic semantic principles, and show that it enjoys cut-elimination as a consequence of the generalized metatheorem. The system of sevenfold predication of the Jainas, while an invaluable tool in expounding the Jaina doctrine of "non-onesidedness" (Anekāntavāda), has also been criticized for being unsystematic and contradictory. In particular, the fourth predication has been suggested to embrace a kind of irrationality. An analysis is provided here that makes clear the logical basis underlying the seven predications. An interpretation is also offered of the problematic fourth predication that renders the system free from contradiction, and it is suggested that (...) this interpretation best captures the positive spirit of Anekāntavāda. I propose a realist theory of laws formulated in terms of tropes that avoids both the problems of the "best-systems-analysis" and the "inference problem" of realism of universals. I analyze the concept of an exceptional situation, characterized as a situation in which a particular object satisfies the antecedent but not the consequent of the regularity associated with a law, without thereby falsifying that law.
