Owing to the adverse impact of the COVID-19 pandemic on world economies, it is expected that information flows between commodities and uncertainties have been transformed. Accordingly, the resulting twisted risk among commodities and related uncertainties is presumed to rise during stressed market conditions. Therefore, investors feel pressured to find safe haven investments during the pandemic. For this reason, we model a mixture of asymmetric and non-linear bi-directional causality between global commodities and uncertainties at different frequencies through the information flow (...) theory. Consequently, we utilise the complete ensemble empirical mode decomposition with adaptive noise and the Rényi effective transfer entropy techniques to establish the dynamic flow of information. The intrinsic mode functions from the CEEMDAN are carefully extracted into multi-frequencies through cluster analysis to reconstruct the series into high, medium, and low frequencies in addition to the residue. We utilise daily data from December 31st, 2019, to March 31st, 2021, to provide insights into the COVID-19 pandemic. The correlation coefficients and variances demonstrate that the high frequency which measures the short-term dynamics is the dominant frequency, suggesting short-lived market fluctuations relative to real economic growth for institutional investors. Moreover, outcomes from the multi-frequency entropy indicate a negative bi-directional causality of information flow between global commodities and uncertainties, especially in the long term. Generally, the findings present pertinent inferences for portfolio diversification, policy decisions, and risk management schemes for global commodities and markets volatilities. We, therefore, advocate that market volatilities act as effective hedges for global commodities, and they clearly act as balancing assets rather than substitutes in the long-term dynamics of the COVID-19 pandemic. Investors who delayed in investing within financial markets of commodities and market volatilities are likely to minimise their portfolio risks. (shrink)

We consider future cash flows that are contingent both on dates in time and on uncertain states. The decision maker (DM) values the cash flows according to its decision criterion: Here, the payoffs’ expectation with respect to a capacity measure. The subjective measure grasps the DM’s behaviour in front of the future, in the spirit of de Finetti’s (1930) and of Yaari’s (1987) Dual Theory in the case of risk. Decomposition of the criterion into two criteria that represent the DM’s (...) preferences on uncertain payoffs and time contingent payoffs are derived from Ghirardato’s (1997) results. Conditional Choquet integrals are defined by dynamic consistency (DC) requirements and conditional capacities are derived, under some conditions on information. This essay explores how the enhanced sensitivity of chemical tests sometimes produced unforeseen and puzzling problems in nineteenth-century toxicology. It focuses on the earliest uses of the Marsh test for arsenic and the controversy surrounding “normal arsenic”—that is, the existence of traces of arsenic in healthy human bodies. The essay follows the circulation of the Marsh test in French toxicology and its appearance in the academy, the laboratory, and the courtroom. The new chemical tests could detect very small quantities of (...) poison, but their high sensitivity also offered new opportunities for imaginative defense attorneys to undermine the credibility of expert witnesses. In this context, toxicologists had to dispel the uncertainty associated with the new method and come up with arguments to refute the many possible criticisms of their findings, among them the appeal to normal arsenic. Meanwhile, new descriptions of animal experiments, autopsies, and cases of poisoning produced a steady flow of empirical data, sometimes supporting but in many cases questioning previous conclusions about the reliability of the chemical tests. This challenging scenario provides many clues about the complex interaction between science and the law in the nineteenth century, particularly how expert authority, credibility, and trustworthiness were constructed, and frequently challenged, in the courtroom. Uncertainty for policy makers is not new but the pressure to make decisions under conditions of uncertainty is perhaps greater than ever. The arrival of new scientific developments such as pharmacogenetics offers potentially great benefits . They have passionate supporters as well as doubters. The evidence is often extensive but unclear and policy makers may find themselves under pressure to make decisions before they feel that the evidence is compelling.The UK is particularly well placed to play a leading (...) role in the development of pharmacogenetics and is equally well placed to derive the benefits to both health and wealth that could flow from this. However, the uncertainties threaten to overwhelm the capacity of policy makers to act effectively. The uncertainties are both about the context within which the science and delivery of pharmacogentics is being developed and about the interests that could be served. This paper maps these uncertainties and concludes with some suggestions, drawing on deliberative democracy and futures thinking, as to how policy makers might manage the tensions and dilemmas they face by moving from an unstable, emergent policy arena to a more stable one. Drawing from field theory, Gestalt therapy conceives psychological suffering and psychotherapy as two intentional field phenomena, where unprocessed and chaotic experiences seek the opportunity to emerge and be assimilated through the contact between the patient and the therapist (i.e., the intentionality of contacting). This therapeutic approach is based on the therapist’s aesthetic experience of his/her embodied presence in the flow of the healing process because (1) the perception of beauty can provide the therapist with feedback on the assimilation of (...) unprocessed experiences; (2) the therapist’s attentional focus on intrinsic aesthetic diagnostic criteria can facilitate the modification of rigid psychopathological fields by supporting the openness to novel experiences. The aim of the present manuscript is to review recent evidence from psychophysiology, neuroaesthetic research, and neurocomputational models of cognition, such as the free energy principle (FEP), which support the notion of the therapeutic potential of aesthetic sensibility in Gestalt psychotherapy. Drawing from neuroimaging data, psychophysiology and recent neurocognitive accounts of aesthetic perception, we propose a novel interpretation of the sense of beauty as a self-generated reward motivating us to assimilate an ever-greater spectrum of sensory and affective states in our predictive representation of ourselves and the world and supporting the intentionality of contact. Expecting beauty, in the psychotherapeutic encounter, can help therapists tolerate uncertainty avoiding impulsive behaviours and to stay tuned to the process of change. (shrink)

At present, integrated energy systems have received extensive attention, but there is no basic framework for stability analysis of coupled systems. The injection of a large amount of renewable energy also has a great impact on the stability of the system. This paper focuses on how to analyze the static stability of the coupling system with uncertainty, which mainly considers the uncertainty of wind power generation and photovoltaic power generation and also considers the influence of P2G technology on (...) the whole system. Firstly, this paper analyzes the principles of wind power generation and photovoltaic power generation and constructs the probability model of renewable energy power generation power. Then, the three-point estimation method is used to process the data, and the probability distribution of the unknown quantity is obtained by probabilistic power flow analysis. Finally, the probability distribution of each eigenvalue is obtained by analyzing the sensitivity of the characteristic roots to the voltage. Thus, the static stability of the system is judged. The applicability of proposed methodology is demonstrated by analyzing an integrated IEEE 14-bus power system and a Belgian 20-node gas system in this paper. (shrink)

In many domains of public discourse such as arguments about public policy, there is an abundance of knowledge to store, query, and reason with. To use this knowledge, we must address two key general problems: first, the problem of the knowledge acquisition bottleneck between forms in which the knowledge is usually expressed, e.g., natural language, and forms which can be automatically processed; second, reasoning with the uncertainties and inconsistencies of the knowledge. Given such complexities, it is labour and knowledge intensive (...) to conduct policy consultations, where participants contribute statements to the policy discourse. Yet, from such a consultation, we want to derive policy positions, where each position is a set of consistent statements, but where positions may be mutually inconsistent. To address these problems and support policy-making consultations, we consider recent automated techniques in natural language processing, instantiating arguments, and reasoning with the arguments in argumentation frameworks. We discuss application and “bridge” issues between these techniques, outlining a pipeline of technologies whereby: expressions in a controlled natural language are parsed and translated into a logic (a literals and rules knowledge base), from which we generate instantiated arguments and their relationships using a logic-based formalism (an argument knowledge base), which is then input to an implemented argumentation framework that calculates extensions of arguments (an argument extensions knowledge base), and finally, we extract consistent sets of expressions (policy positions). The paper reports progress towards reasoning with web-based, distributed, collaborative, incomplete, and inconsistent knowledge bases expressed in natural language. (shrink)

We investigate how firms adjust corporate pension plans in response to economic policy uncertainty (EPU). Using a sample of US-listed firms, we find that firms increase pension underfunding levels when facing higher EPU. The result is robust to controlling for pension portfolio returns, discount rates, plan sizes, pension liability, numbers of employees, other macroeconomic factors, difference-in-differences and instrumental variable estimation, and additional evidence of pension risk-shifting. Further analysis reveals that financial distress and information asymmetry induced through EPU are the (...) potential channels. The effect is stronger for firms having CEOs being excessively paid, using cash flow as a performance metric in CEO compensation, paying high dividends, and having short-term institutional investors, whereas the presence of unions, positive corporate culture, and social capital alleviate the effect. Notably, managers, not shareholders, appear to be the party reaping the benefits. Our findings suggest that firms may shift risk to employees in response to heightened uncertainty and institutional characteristics play a moderating role in this crucial business ethics issue. In this article I argue that Dewey, throughout his work, conducted a systematic dismantling of the concept of rationality as mastery and control. Such a dismantling entails, at the same time, the dismantling of the auto-grounded subject, namely, the subject that grounds itself in the power to master experience. The Deweyan challenge to Western ontology goes straight to the core of the subject’s question. Dewey not only systematically challenged the understanding of thinking as a process consciously managed by the subject (...) but also conceived of thinking as an event rather than a process—something that occurs in us rather than something intentionally staged by a reflective subject. Such a twofold dismantling of rationality and subject rather than a flow in a nihilistic/relativistic account of education results in a reinforcement of education that must be understood not so much as the attempt to understand and predict experience but as the means to create new, unpredictable experience. As a result, education, for Dewey, is grounded on, moved by, and directed at uncertainty. Education, in a sense, engenders uncertainty. (shrink)

The currency of vitalism has reemerged in the context of the changes in the sciences, with the rise of ideas of uncertainty and complexity, and the rise of the global information society. This is because the notion of life has always favoured an idea of becoming over one of being, of movement over stasis, of action over structure, of flow and flux. The global information order seems to be characterized by (...) ‘flow’. There are three important generations of modern vitalists. There is a generation of 1840–45 including Nietzsche and the sociologist Tarde; the generation of 1860 including the philosopher Bergson and the sociologist Simmel; and the generation of 1925–33 including Deleuze, Foucault and Negri. Vitalist or neo-vitalist themes are particularly useful in the analysis of life itself, but thinkers such as Donna Haraway and Katharine Hayles put things in reverse. They understand not the media in terms of life, but life in terms of media. Thus a mediatic principle or algorithmic principle also structures life. If classical vitalism conceives of life as flow and in opposition to the structures that would contain and stop it, then neo-vitalism would seem to have its roots in something like a media or information heuristic. We expand and transform our habitual agency with countless technologies most moments of the day. Our environments, bodies, thoughts and social interactions are thoroughly shaped and mediated by tapestries of interweaving layers of old and new technologies. Perhaps this intimate relation with technology is at the core of our humanity. But our relation to technology has also repeatedly been feared as a Faustian deal that will be the dystopian end of us, or—in more utopian viewpoints— will bring us beyond our (...) earthbound finitudes toward virtual existences. What many agree on is that dramatic changes to our basic ecological and existential conditions are nearing. I suggest we should look for such critical tipping points and phase shifts not just in our biological bodies and environments but also in the informational and behavioral environments we rely on in our intentional and habitual agency. When thinking particularly about technologically mediated habitual agency an obvious place to start is with Don Ihde’s 4 classic human–technology relations. Interestingly, fellow post-phenomenologist Peter- Paul Verbeek has proposed new additional kinds of relations to e.g. “smart”and virtually “augmenting” technologies. While I find each of these analyses insightful, I worry that a focus on individual relations to particular spatio-temporally circumscribed artifacts falls short—or even obscures—some of the particular new challenges to our agency that networked, and data-driven smart technologies give rise to. I will therefore attempt to broaden the focus to how our agency is scaffolded by not just particular technological artifacts, but by our understanding of the broader informational and behavioral environment. To do this, I start by introducing some core theoretical background ideas that will support a more contextual approach and then proceed to consider both the classic and newer post-phenomenological relations from this more contextual perspective. The goal is not only to affirm the value of analyzing concrete technology relations but also to expand and contextualize the analyses. The latter is key if we want a post-phenomenological analysis that can help us understand how our habitual agency might be transformed as we come to live in increasingly “smart worlds”. These new data and algorithmically driven technologies not only transform our relation to a given context, but due to networked dataflows and “smart” decision-making (1) recursively act on us and (2) collapse and transcend the present context. This chapter will also highlight the uncertainties that informationally leaky and “smart” technologies introduce to our understanding of the kind of affordance space we are in and even what the expected outcomes of our actions will be. I suggest that technology relations with such effects might challenge some of the core contextual stabilities and informational segregations that our habitual agency have hitherto relied on. A further issue is if these new technological configurations challenge our habitual processes in ways we cannot easily adapt to. We certainly seem able to create new habits and adapt to these new technologies locally, but the new information flows, hidden audiences, and context collapses appear to challenge some conditions of agency that are typically out of sight, and the effects of which untraceably shows up well outside the present context. Overall, I shall argue that “smart” technologies can both expand and shrink our habitual agency—but that in terms of our ability to guide our action through various contexts in a perceived world something more fundamental appears to be breaking. We bring together recent discussions on data capitalism and biocapitalization by studying value flows in consumer genomics firms—an industry at the intersection between health care and technology realms. Consumer genomics companies market genomic testing services to consumers as a source of fun, altruism, belonging and knowledge. But by maintaining a multisided or platform business model, these firms also engage in digital capitalism, creating financial profit from data brokerage. This is a precarious balance to strike: If these companies’ business models consist (...) of assetizing the pool of genomic data that they assemble, then part of their work has to revolve around obscuring to consumers any uncertainties that would potentially impinge on these processes of assemblage. We reflect on the nature of these practices and the market relationships that enable them, and we relate this reflection to debates around alternative market arrangements that would potentially mitigate the extractive tendencies of these and other digital health firms. Despite criticism in the wake of the GFC, history shows that theory and curricula adapt to rectify any disconnects between theory, curricula, and practice. Finance theory unquestionably has antecedents in economics, accounting, legal theory, and psychology. Some theoretical developments—including the moral hazard consequences of limited liability—have yet to filter through to many texts and curricula, which also omit explanations of uncertainty; incomplete and optimal contracting; contagion; and behavioural finance. Student learning outcomes could be enhanced if universities, perhaps in a (...) final year, cross-disciplinary “capstone” course, empowered students to understand the financial documentation evidencing sophisticated transactions; map relevant cash flows and wealth transfers; and recognise Ponzi schemes, the ethics of stakeholder wealth transfers, the conditions for contagion, and incentives for adverse selection and moral hazard in practice. This study examines the discourse of resistance constructed in the 2008 Wenchuan earthquake coverage by Chinese state media. It tries to explore how media discourse can be constructed to facilitate crisis control in natural disaster situations. Set in a context of nationalistic culture in contemporary China, this paper dissects how state media in China frame narratives and represent meanings to construct national cultural identity in earthquake coverage. In analysing this discursive process, this research adopts the methodology of critical discourse analysis (...) and cluster criticism; the findings indicate that the discourse of resistance deals with the disorderly information flow in a crisis by differentiating the messages, framing media stories and engaging with the broad nationalistic culture, to construct positive representations of disaster relief. Specifically, a strong sense of belonging to a national community is constructed for people trapped in uncertainty, anxiety and trauma. This study concludes that, in doing so, discourse of resistance enhances disaster relief by controlling the meaning of the crisis. (shrink)

Indeterminate Bodies organizes a number of theoretical and empirical studies around the concept and actuality of indeterminacy, as it relates to body and society. Located within the struggle to apprehend different categories of ‘body’ in the volatile flows of late-capital, indeterminacy is considered through such multiple incarnations as economy, contingency, inheritance, question, force, uncertainty, materiality and affective resistance to determination. While indeterminacy is often positioned as the ‘trouble’ or friction in subject/object knowledge-formation (framed as ontological or empirical challenge), it (...) also engenders affects such that some subjects are both in and out of recognition. Questions of indeterminacy overlap with work on imperceptibility, giving rise to interlocked questions about the modes of representation, categorization, inclusion, exclusion and sensibility in the production of bodies. _Purpose._ The paper attempts to investigate the constructivist approach to the social world and its implications for social forecasting. _Theoretical basis._ Social forecasting is mainly based on the idea that a human is "determined ontologically". Using the methodology of the natural sciences, most predictions and forecasts fail to encompass all the multiplicity and variability of the future. The postmodern interpretation of reality gave impetus to the development of the new approaches to it. A constructivist approach to social reality began to (...) compete with essentialism. Social constructivism asserts that reality is a set of mental constructs, that it is ultimately a text. Radical constructivism interprets reality as a specific system of meanings emphasizing the artifact aspects of our reality. An interpretation of the social actors’ behavior is based on the ways of understanding accepted in a given society/community and do not possess ontological universality. The creators of social space are also its creations. _Originality._ Within the framework of the postmodern approach to reality, the second-order forecasting, or forecasting of forecasting, is particularly relevant. That means that the observers-forecasters must be included in the forecast as a part of one-unified process. At this stage, a forecaster must realize that he/she is a part of a larger system, a part of the world he/she observes (and actually creates). The situation changes dramatically – the forecaster is forced to take responsibility for his/her own observations. This ultimately leads to the "humanization" of forecasting. Acting in our world full of uncertainty, unpredictability, and turbulence, modern researchers of the future should be mindful of powerful social constructs of reality. _Conclusions._ Social forecasting should be embedded in a wider context, which requires a joint effort of philosophers, foresight practitioners, historians, psychologists, sociologists, political scientists, religious scholars, anthropologists, etc. To develop promising visions and scenarios of the future, it is necessary to answer the question "Why?", which is the task of philosophically oriented research, because without this answer, we will deal with the consequences; and the implementation of the negative scenarios will reproduce itself in new socio-cultural and historical conditions. An in-depth understanding of this "Why?" provides opportunities to be in the flow of transformations. The study of the deep mental processes of the actors of social changes, the multidimensional influence on the transformation of social structures can gradually expand an answer to the question "Why?", that can cause positive changes and, accordingly, allow to create fruitful projects of the future and form effective behavioral strategies that correspond to the desired level of social development. Museum visitors partake in the effect of what we can call the domestication of the view. They witness the constant changes in how objects are allowed to exist in a museological space. In this way, visitors are challenged to cultivate new sensibilities that simultaneously reveal and conceal things and their relationships. These meanings have been subject to political debates, controversies, disputes, and conflicts around property rights involving museum representatives and other actors. As a result, the domesticated things inside the museums (...) threaten to displace themselves, moving towards the uncertainty of other shelters and other hands. Each time other flows and movements towards other ‘homes’ are asserted by different sort of groups and communities to reclaim or ‘bring home’ objects previously obtained through a mixture of pillaging, acquisitions, donations, and violent actions, distinct voices ask the same question: whose home? By exploring a case concerning the restitution of objects outside and inside museums, this article explores an alternative understanding of the notion of the house as a legitimate relationship between materiality and those worlds in which objects dwell. In the first sections, to explore the idea of heterotopy coined by Michel Foucault from an anthropological perspective, I return to some interpretations of notions such as ‘home’ and ‘house’ drawing on classical ethnographies. Secondly, I focus on what Ghassan Hage calls a ‘diasporic lenticularity’ to explore other “modes of existing” in multiple places and realities. Finally, I conclude by revolving distinct cases concerning museum practices and reallocation processes, transforming and (re)creating new spaces to locate and house unstable objects and presences. Risk–benefit assessment is a routine requirement for research ethics committees that review and oversee biomedical research with human subjects. Nevertheless, it remains unclear how to weigh and balance risks to research participants against the social benefits that flow from generating biomedical knowledge. In this article, we address the question of whether there are any reasonable criteria for defining the limit of permissible risks to individuals who provide informed consent for research participation. We argue against any a priori limit to (...) permissible research risks. However, attention to the uncertainty of potential social benefit that can be derived from any particular study warrants caution in exposing prospective research participants to a substantial likelihood of serious harm. The contemporary digital reality is inconceivable without artificial intelligence (AI), which has become disseminated across all cultural practices, from scientific and artistic endeavors to everyday activities. AI increasingly functions as an agent of communication and decision-making, gradually surpassing human capabilities across nearly all competencies. The information flows of this new reality can only be navigated through hybrid systems based on post-critical rationality, which inherently introduces an irreducible element of uncertainty and risk in human-machine environments. The article proposes examining the (...) techno-subject through the lens of activity theory and the multiple types of rationality it generates. This framework facilitates the analysis of sociocultural and anthropological implications arising from AI’s integration with human domains, while addressing the existential challenges inherent in constructing a harmonious hybrid society. Beyond V.S. Stepin’s types of scientific rationality, the author builds upon previously introduced forms of rationality: post-critical, object-oriented, instrumental, subjective, results-oriented, creative, and autopoietic. This theoretical framework facilitates a substantive discussion of various manifestations of AI subjectivity, including its generalized embodiment and creative specificity. The demarcation of dominance domains between natural intelligence and AI in the intellectual sphere is proposed to be resolved on the basis of their heuristic potentials. The author maintains that natural intelligence invariably possesses superior capacity in this regard. The article examines approaches to risk assessment in AI implementation strategies, focusing on criteria for preserving anthropological and sociocultural profiles in the development of hybrid society. Advancing the concept of friendly AI is substantiated as essential, with consideration given not only to technological but also to anthropological aspects of human–machine interaction. The author advocates for the development of social examination institutions as regulatory mechanisms for natural–artificial intelligence interaction and anthropological–technological subject interfaces. Buddhism, I am an amateur whose knowledge is limited to what I have learned from teaching world religions at the introductory undergraduate level.The essays illustrate a classic issue in interreligious dialogue: What shall we compare? Exoteric forms or esoteric core? If Buddhism (esoteric or exoteric) is compared with external forms of popular-level Christianity over the centuries, the gulf is great indeed. But if we compare the historical Jesus and the mystical stream of Christianity (its internal core) with Buddhism, then there are important points of contact.As a Jesus scholar and a Christian, I address two central subjects raised by the essays, the first more historical and the second more theological. I briefly compare the historical Jesus and the Buddha and then reflect about the exclusivist and absolutist claims made about Jesus by the most common forms of Christianity.The Historical Jesus and the BuddhaJesus was a Jewish mystic. This is radical shorthand for my fuller five-stroke sketch, as well as foundational for it. As a Jewish mystic (or Spirit person, by which I mean the same thing), Jesus became a healer, wisdom teacher, social prophet, and movement founder. 1 This sketch is the basis for comparing the historical Jesus and the Buddha.Of the contributors, José Cabezón says the most about recent historical Jesus scholarship. I agree with him about much. Both Jesus and the Buddha opened up the religious life to marginalized people, stressed the interior life, and inaugurated reformist movements. Both traditions take spirits and ‘magic’ seriously. 2 I agree that the major difference is Jesus’ much greater emphasis on social justice, which leads to a further difference: Jesus was killed, his life cut short because he was a social [End Page 93] prophet, whereas the Buddha died from food poisoning. Jesus’ public activity was thus very brief, perhaps as little as a year, compared to the forty or fifty years of the Buddha.To return to similarities, I cite two more. Both Jesus and the Buddha had transforming enlightenment experiences of a mystical kind at about age thirty. Both became teachers of a convention-subverting wisdom flowing out of their enlightenment experiences.Because Cabezón expresses uncertainty about the second claim, I summarize the reasons why I see Jesus as a teacher of an enlightenment way of wisdom similar to that taught by the Buddha. 3 ‘Seeing’ (enlightenment) is strongly emphasized not only in sayings of Jesus but also in the metaphorical ‘spin’ given to some of the stories reporting the healing of blindness. Moreover, inviting a new way of seeing is the primary rhetorical function of Jesus’ aphorisms and parables, his most common forms of teaching.Furthermore, imagery of ‘the way’ is central to Jesus and the gospels, pointing to a foundational similarity to the teaching of the Buddha. There is the broad way and there is the narrow way; those who humble (empty) themselves will be exalted; the path to a new way of being involves dying to an old way of being. This emphasis points to an internal spiritual-psychological process very similar to Buddhist ‘emptying’ and ‘letting go.’ ‘Dying’ and ‘letting go’ are metaphorical synonyms. 4Jesus’ way undermined convention and affirmed a radical recentering in that which is beyond the domestications generated by convention: the sacred. As a mystic, Jesus knew this from his own experience. 5 Like the Buddha, he taught differently because he had seen differently.Thus I have become persuaded of a foundational similarity between ‘the way’ taught by the Buddha and ‘the way’ taught by Jesus. 6 I tell my students that if Jesus and the Buddha were ever to meet, neither would try to convert the other—not because they would regard the task as hopeless, but because they would... This wide ranging discourse covers many disciplines of science and the human condition in an attempt to fully understand the manifestation of time. Time's Paradigm is, at its inception, a philosophical debate between the theories of 'Presentism' and 'The Block Model', beginning with a pronounced psychological analysis of 'free will' in an environment where the past and the future already exist. It lays the foundation for the argument that time is a cyclical, contained progression, rather than a meandering voyage into (...) infinity, bringing into question the validity of a commensurate 'Big Bang'. Following, the proposal widens to encompass physics. It tackles clock rates and time dilation, acausality and the nuisance of a universal clock, and demonstrates that conscious consideration creates the present moment - time's flow - separating the solid state past and future whose reality is devoid of space. Arguments relating to Quantum Physics theory, including the Uncertainty Principle and a Superposition of States, lend credibility to key areas involving cognitive awareness. It is posited that defined points in time and space prohibit progress in linear models for progression. Thus motile paradoxes can be resolved with the absence of infinities; temporal perception, it is concluded, being the result of uncertainty. Time's Paradigm takes the bold step of asking us to consider a tangible dimension of time, representing an intimate extension of our three, known spatial dimensions. Chaos theory is briefly introduced leading to the configuration of a fractal fourth dimension of time whose assumption demands only one direction of flow. Further, it asks whether our universe is expanding or contracting. It considers the simple physics of bodies contracting in a fourth dimension of time (UC), and how that marries comfortably with standard scientific models such as Special Relativity. The rate at which matter is contracting in the universe is illustrated in a reduction factor of 1.618... coinciding with Fibonacci's Ratio and countering Time Dilation. Lastly the more complex aspects of relativistic velocities are tackled together with the conundrum of Zero Velocity and The Speed of Light being attributes of the same event in Cyclical Space-Time, and ultimately, the prospect of superluminal velocities by interaction with parallel time-zones in a multi-layered block universe. Battery energy storage is the pivotal project of renewable energy systems reform and an effective regulator of energy flow. Parallel battery packs can effectively increase the capacity of battery modules. However, the power loss caused by the uncertainty of parallel battery branch current poses severe challenge to the economy and safety of electric vehicles. Accuracy of battery branch current prediction is needed to improve the parallel connection. This paper proposes a radial basis function neural network model based on (...) the pigeon-inspired optimization method and successfully applies the algorithm to predict the parallel branch current of the battery pack. Numerical results demonstrate the high accuracy of the proposed pigeon-inspired optimized RBF model for parallel battery branch forecasting and provide a useful tool for the prediction of parallel branch currents of battery packs. There is growing agreement among scholars and citizens that our planet and its peoples are presently living through an era of great political uncertainty. Global pestilence, species destruction, shrinking US power and the birth of a new Chinese global empire are among the forces said to be responsible for the rising tides of uncertainty. Some observers even speak of a great leap backwards, a regression towards catastrophe, a rebirth of the disquiet and fear that marked the world of (...) the 1920s and 1930s. They are sure that the future will bring only threats, rather than new opportunities to live well. This essay notes the seriousness of things, but it raises doubts about these pessimistic claims of a new age of uncertainty. Historical comparisons are needed. So is greater clarity about the role played by communicative abundance in inflating our collective sense of doom. And a paradox is noted: calamities do more than stir up questions about how best to classify and measure the experience of uncertainty. Definitions of uncertainty also become uncertain. This should be unsurprising. Only institutions and everyday experiences unaffected by the flow of time could be defined and lived with any certainty. The insight not only has rich implications for the way we think about politics and democracy and its vulnerability to morbid backlashes and yearnings for demagogues. Doubt can generate fresh ideas and positive practical breakthroughs. Disquiet and incertitude are fickle characters, but they are also challengers of all forms of human arrogance, including the dogmatic conviction that our world is now headed for hell. (shrink)

This paper suggests an epistemic interpretation of Belnap’s branching space-times theory based on Everett’s relative state formulation of the measurement operation in quantum mechanics. The informational branching models of the universe are evolving structures defined from a partial ordering relation on the set of memory states of the impersonal observer. The totally ordered set of their information contents defines a linear “time” scale to which the decoherent alternative histories of the informational universe can be referred—which is quite necessary for assigning (...) them a probability distribution. The “historical” state of a physical system is represented in an appropriate extended Hilbert space and an algebra of multi-branch operators is developed. An age operator computes the informational depth of historical states and its standard deviation can be used to provide a universal information/energy uncertainty relation. An information operator computes the encoding complexity of historical states, the rate of change of its average value accounting for the process of correlation destruction inherent to the branching dynamics. In the informational branching models of the universe, the asymmetry of phenomena in nature appears as a mere consequence of the subject’s activity of measuring, which defines the flow of time-information. In this article, the focus is on physicians’ own experience of illness or handicap. The researcher asked young physicians to tell their life stories in order to study narrations of career uncertainty. She was surprised by how many of the narrators included in their stories and narrated selves the theme of illness. In this article, the researcher takes her own feeling of wonder as her starting point. She had not expected to hear illness narratives, and now she listens to (...) the thoughts and feelings that her own body and mind readily attach to a physician’s vulnerability. Those thoughts and feelings originate in the (professional) culture that values autonomy more than bodily ties. Wondering, on the other hand, is a feeling that cherishes the difference of the other person, and a feeling that attempts to suspend the customary conceptual flow. From the viewpoint of sexual difference, the difference between the healthy and the ill is analogous to the dichotomy between man and woman, masculine and feminine. In wondering, difference is accentuated while an attempt is made to overcome the dichotomy. The other’s story is not compared to the masculine or feminine norm but the question is, how does this woman or this man tell her or his story so that it is appropriate to her or his gender and the body that is inescapably vulnerable? Edward Hackett (bio)In the following article, I aim to discuss three separate linkages in William James’s overall philosophy of religion. James’s philosophy of religion is based thoroughly on his radical empiricism, and this is the uniting thread often missed in contemporary scholarship. Radical empiricism makes it possible to link 1) his criticism of both representational metaphysics and theology (...) and that philosophy through James must take to heart the lack of access both representative metaphysics and theology conventionally claimed, and 2) the affective ground on which both philosophy and religion have operated for James, especially in his “Will to Believe” argument, and 3) how understanding the affective ground informs a thoroughly empiricist philosophy of religion that moves through his treatment of religious themes (e.g. his mysticism in The Varieties of Religious Experience) and how this affective ground emerges in the body and action.In showing the accuracy of James’s affective grounds of religion, many reading this essay will note that I am not directing my comments in any particular spiritual path. Instead, my Jamesian commitments are about the individual experience of religion, and for James, he affirmed the widest possible conception of religion to remain neutral to the power such traditions have. In The Varieties of Religious Experience, he writes, “Religion, whatever it is, is man’s total reaction upon life.” To get at and underneath these total reactions is not to regard these reactions as causal. Instead, to discover them, James writes, “you must go behind the foreground of existence and reach down to that curious sense of the whole residual cosmos.”1 This residualness is the affective dimension of experience and its unfolding relations that do not regularly become thematized in philosophy of religion. By contrast, many versions of philosophy of religion attempt to justify the epistemic beliefs about religion through theoretical reason. By contrast, our total reactions make us feel the marrow of our existence because the sense of the world’s presence causes us to feel existence. These religious feeling acts come to form our most completest [End Page 67] answer to the question: “What is the character of the universe in which we dwell?”2 In feeling existence, we experience an ongoing relation with particulars in the world. These feeling acts consist in a whole range of possible religious experiences. By looking at the character of the universe in which we dwell, James is asking: What is the place of feeling that comes to characterize the shared character of the universe in which we all dwell? Reason always comes last. Feeling is always constitutive of all later and built-up cognition.My essay is about the Jamesian-experiential-scaffolding surrounding the religious traditions as ways to encounter the meaning of suffering and uncertainty in these ongoing felt relations. Following the example of James Campbell, I am not committed to drawing a distinction between psychological and metaphysical interpretations of affectivity. Suffering and uncertainty are ways we encounter the feeling of existence. Feeling of existence is, then, akin to a nearly phenomenological-like ontology in which the psychological that inspired the metaphysical are not entirely separate.3 The experiential-scaffolding is regarded as the very same starting place for every single religious person. In this essay and what I hope to make clear in James is that philosophy starts in the affective ground where existence is felt and philosophized about rather than assuming the whole of reality is complete, determined, and somehow reflected in our contemplation of it.4 In essence, the lack of access to reality in-itself means that our beliefs are risky and must start in the marrow where existence is felt. As James reminds, “On pragmatic principles we cannot reject any [religious] hypothesis if consequences useful to life flow from it.”5 That is what makes them so necessary on an existential and practical level. Food trade is of economic importance for both developed and developing countries. Food, however, is a special commodity. Firstly, the lack of food -- hunger, under-nourishment, and starvation -- is one of the world's pressing moral problems. But food is not only special because it is necessary for our survival; food is also special because it is strongly related to our social and cultural identity. Two recent transatlantic trade conflicts over food -- over the use of artificial growth hormones in (...) beef production and over the use of biotechnology in food production -- show that food is a specific commodity. In these trade-conflicts, the obligations flowing from free-trade treaties collide with the cultural and social meanings of food. Current international trade agreements neglect this point and force countries to fight their case in the field of food safety science. This causes a bias in the discussion. Europe's resistance towards artificial growth hormones and GM-food is not strictly science based; it is also culture based. For a fair resolution of trade-conflicts, this needs to be accommodated in international trade legislation. With the help of the notion of public reason I defend that precaution with regard to scientific uncertainty, and the possibility for compulsory labelling with regard to sensitive non-nutritional properties of foodstuffs, need to be incorporated in international food trade regulations. This article studies the chronic and acute anomic social impacts of the development of market societies in Europe over the past few decades. Focusing on the firm but linking micro and macro levels, it argues that the passage from the welfare state to disembedded markets and neoliberal governance has generated individual and collective anomie by depriving social actors of agency and voice while caging them in the disciplinary constraints of an ideal competition society. Promoted by public and private governors animated (...) by visions of managerial omnipotence, this reconfiguration has hollowed out the cluster of rights that was the basis of democratic and social citizenship in Europe. The article discusses the manifestations of anomie, stressing the violence flowing from the radical uncertainty to which atomized employees and more broadly citizens are facing in the reification of collective goals, which have been reduced to participation in market society. Drawing on the classical literature (Durkheim, Parsons, Merton) but expanding upon it, the article examines exit solutions, at the individual and collective levels, involving violence against the self (suicide) and others (mobbing, xenophobia, fascism), and concludes that Europe seems to be heading towards a protracted period of danger-laden chronic and acute anomie. In May 1965, in the midst of Franco's dictatorship in Spain, four bottlenose dolphins travelled from Miami to Barcelona Zoo. These became the inhabitants of one of the first dolphinariums in Europe. The arrival of the dolphins was preceded by two trips of the zoo's director, accompanied by an architect and a politician, to visit the installations at the Miami Seaquarium, Sea World San Diego, and Marineland of the Pacific in California. In this paper, I reflect on how knowledge and (...) practices about a completely new animal and its keeping were acquired in the Barcelona Zoo. This was a time when exhibitions, popular perception, and scientific research regarding marine mammals were being developed. The training and exhibition of dolphins was shaped by a mixture of circus-like practices and scientific knowledge. Dolphins arrived in Europe with “knowledges” and practices attached, but also with a lot of uncertainty. However, circumstances like geography, logistics, and the corporate character of American aquaria prevented a straightforward flow of information from the United States to Europe. How did Barcelona Zoo keepers manage to gather information on the building and maintenance of a dolphinarium? And how did they gather information on how to feed, care, train, and exhibit the dolphins? This paper seeks to understand how the particular setting of Barcelona Zoo, as well as its social, scientific, and political context shaped the exhibition of and creation of knowledge about animals at the zoo. Our digital world feels unstable because it is in constant change, but Dewey reminds us that "all interactions that effect stability and order in the whirling flux of change are rhythms. There is ebb and flow, systole and diastole: ordered change."2 The rhythms of our digital world pervade all experience in what he termed "doing and undergoing." We are swimming in a sea of data and leaving behind what investigative reporter Julia Angwin terms data pollution.3 But in the data-driven world, that data pollution is collected, analyzed, and monetized by big data tech firms in a kind of societal harm that threatens digital democracy.Whereas part one saw contributions from five scholars throwing curriculum and technology into sharp relief, this issue asks questions such as "Where ought we to begin?", "What does feminist pragmatism have to tell us about the pandemic and online teaching and learning?", and "Do the aims and means of data and technology align with human experience?"John Machielsen's "Responsible Imagineering: John Dewey's Pluralistic Ethics and Technological Innovation" seems like a good place to begin. Machielsen argues for placing Dewey's ethics at the starting point from which technological innovation can flourish. Driven by Deweyan concepts of intelligence, education, and imagination, Machielsen explores, among other themes, socially disruptive technology from the perspective of pragmatists who constantly reconstruct concepts and values through the process of Deweyan inquiry. Human beings are imaginative and plastic with regard to problem solving, and what is needed here is to keep the barriers between technology and everyday life porous so that we do not risk compartmentalizing them as distinctly different realms.In the next two essays, we turn our attention to the growing concerns surrounding intelligent technology in online educational environments. Great strides have been made in the field of artificial intelligence, and intelligent technology has inserted itself into various aspects of data and technology, such as machine learning that creates personalized learning paths for students. Whether these technologies fall under the [End Page 1] category of algorithms, machine learning, or artificial intelligence, they raise questions about their potential impact on teaching and learning.Olivier Del Fabbro is also suspicious of the current state of intelligent technology in his article, "How to Teach Machines in Artificial Intelligence: Technical Education in John Dewey, Gilbert Simondon, and Machine Learning." Citing the Google machine learning model that classified African Americans as gorillas, Del Fabbro utilizes Dewey and Gilbert Simondon to argue that the human–machine relationship is still immature and at risk of creating an alienated situation out of undesirable bad habits. Intelligent technology requires constant care by engineers and programmers to form good habits and adapt to social life if their aims are to align with Deweyan pedagogy.As Del Fabbro focuses on intelligent technology, the human dimension of online learning comes under scrutiny in two articles that adopt feminist pragmatist methods. Krissah Marga B. Taganas's article, "Feminist-Pragmatist Perspectives on Online Education: Challenging and Changing Online Educational Conversation," rightfully acknowledges how the pandemic has magnified existing inequalities in society. The rapid migration to online learning was necessarily expedited in the face of uncertainties surrounding public health, but how do educators migrate classes that were not designed with online learning in mind to begin with? Dewey emphasized schools as sites and tools for change, but how does online education provide an optimal social environment for learning? In this article, the authors study the problem of balance of trust and mistrust associated with the turbulence of modern society, redundancy, and heterogeneity of information and communication flows creating a contradictory picture of the world. Social networks are considered as one of the basic modern information resources creating previously unavailable opportunities for communication, interaction, information sharing, and commonality construction. Social networks users broadcast the experience of constructing communications in real daily life in the Internet community forming circles of ‘friends‘, (...) building a chain of weak social ties; but the problem of trusting ‘friends‘ remains not solved in global space. A survey of users of social networks, conducted as part of this study, demonstrates conflicting findings. The opinions of ‘friends‘ does not always have an impact on the degree of trusting events, information, groups, likes, and dislikes to other users. Users often trust strangers and less familiar people. The social networks demonstrates the demand for uniting ‘brige-building‘ trust. However, the trust remains extremely narrow throughout, leading to fragmentation and alienation of individuals from each other in an attempt to find their safe niche. Distrust of narrow and wide radius leads to far-reaching consequences and greater uncertainty in society, not creating the preconditions for openness and the vision of the future. (shrink)

I propose that, in addition to the commonly recognized increase of entropy, two more time arrows influence living beings. The increase of damage reactions, which produce aging and genetic variation, and the decrease of the rate of entropy production involved in natural selection are neglected arrows of time. Although based on the statistical theory of the arrow of time, they are distinguishable from the general arrow of the increase of entropy. Physiology under healthy conditions only obeys the increase of entropy (...) arrow. But aging, death, and evolution are determined by the other time arrows as well. Paradoxes emerge from conflicts among the specific determinisms associated with each arrow. These conflicts, along with uncertainties intrinsic to the low-number statistics of the arrows of damage reactions and decrease of the rate of production of entropy, highlight the limits of determinism at different levels of biology and its dependence on time span and number of organisms. The recognition of the three time arrows opens new perspectives for the problem of compatibility of the flow of time in physics and psychology. (shrink)

By their nature, the most vexing social problems reflect collisions between social and economic interests of parties with highly divergent views and perspectives on the cause and character of what is at issue and the consequences that flow from it. Conflicts around biotechnology applications are good examples of these problems. When considering the potential consequences of proposed biotechnology applications, an enormous range of perspectives arise reflecting the breadth of different and often competing interests with a stake in life's future.This (...) essay starts from an assumption that the traditional tool of cost‐benefit analysis is not adequate for adjudicating competing claims around the introduction of new biotechnology applications. It tends to require implicit simplifying assumptions that reduce or mask true underlying levels of complexity and uncertainty, and the results it produces deliver a definitive and singular answer, as opposed to a multiplicity of outcomes. In this essay, I describe some of the key elements of formal scenario planning to show how CBA could be redeployed as a supporting tool within the broader decision support methodology of formal scenario planning. The procurement decision-making process for complex military product systems (CoPS) has significant implications for military end-users, suppliers, and exchequers. This study examines the usefulness of adopting a fast and frugal decision-making approach for the acquisition of military CoPS. Defence procurement environment is complex. On the one hand, there are uncertainties and severe resource constraints due to regularly changing threat perceptions, limited flow of information about new technologies, and the growing demand to reduce defence related expenses. On the other hand, (...) several stakeholders remain pre-occupied with the demand for ‘zero-error’ technologies. In such a setting, recurrent cost overruns and delays in supply are common in defence procurement programmes, across countries. Taking the illustrative examples of the missile system, fighter jet, and radar system acquisitions in India, we elucidate on ‘optimising’ versus ‘satisficing’ dynamics in the procurement decisions. The paper argues that a fast and frugal decision-making process by relying on judgement, experiential knowledge, and intuitive learning might make procurement processes, adaptively, more efficient. Such an approach would enable a ‘good enough’ technology to be inducted, and improved upon, through regular feedback from the actual environment. In what were deemed secular societies, flows of increased sacralization (variously referred to as ‘new’, ‘alternative’, ‘emergent’ and ‘progressive’ spiritualities) and resurgent globalizing religions (sometimes with fundamentalist expressions) are resulting in unprecedented plurality. These shifts (...) are occurring in conjunction with increasing ethnic diversity associated with global migration, as well as other axes of difference within contemporary society. Democratic secular nations such as Canada are challenged to achieve social cohesion in the face of growing religious, spiritual and ethnic diversity. These challenges are evident in the high‐paced, demanding arena of Health care. Here, religious and spiritual plurality enter in, sometimes resulting in conflict between medical services and patients’ beliefs, other times provoking uncertainties on the part of healthcare professionals about what to do with their own religiously or spiritually grounded values and beliefs. In this paper, we present selected findings from a 3‐year study that examined the negotiation of religious and spiritual pluralism in Health care. Our focus is on the themes of ‘sacred’ and ‘place’, exploring how the sacred – that which is attributed as special and set apart as it pertains to the divine, transcendence, God or higher power – takes form in social and material spaces in hospitals. This paper critically examines efforts to “professionalize” the field of healthcare management and its corresponding costs. Drawing upon the scholarly critiques of professionalization in medicine and the broader field of management, this paper seeks to explore the symbolic role professionalization might play in the psyche of its constituents, and specifically its function as a defense against uncertainty and anxiety. This psychodynamic heuristic is then deployed to put forth the hypothesis that an ongoing crisis of professional identity continues to both (...) propel and impede professionalization efforts in healthcare management, giving rise to a litany of standardization pressures that ultimately limit the field’s potential. To mitigate these pressures, the call is made for rekindling healthcare management’s moral, political, and existential aspects. Specifically, this entails engaging with the deeper themes that flow through the field: the experience of illness and what it means to suffer, the experience of life and what it means to have hope, and the experience of death and dying. If the possible ends of art criticism are taken to include not only the provision of a detailed evaluation of the artwork, but, cognately, an elaboration upon how one has been, or believes oneself to have been, changed by a particular artistic encounter, then the very praxis of art criticism stands to benefit from a theoretical elucidation of the possible nature of the subjective transformations that may flow from the critical appreciation of art. We are entitled to enquire, in (...) particular, into the conditions under which, and indeed the extent to which, such putative change at the personal level can be explicated in moral epistemological terms. It is pertinent in this context also to investigate the phenomenal character of the experiences that have been operative and their essential structures; to enquire, in short, into the phenomenology of the transformative artistic encounter. In this thesis, the bearing, in particular, of intersubjectivity upon the content and modalities of disclosure in a literary context will be investigated. It will be shown how an understanding of the relevance of intersubjectivity to the phenomenology of literary experience can inform an assessment of the claims of literary aesthetic moral cognitivism. Yet the intention to clarify the connection between literary experience and intersubjectivity also requires reflection upon what it is in the first place to encounter someone else, and to apperceive a foreign subjectivity and its motivations. For this reason, the contributions of Edmund Husserl and Edith Stein to the investigation of the phenomenology of empathy will be discussed and evaluated. This discussion will in turn be shown to be of assistance in clarifying the role of the imagination in the apperception and comprehension of another person’s mental life. The thought of Jean Starobinski will prove to elucidate the question of why the insights of the phenomenological tradition are highly pertinent to the investigation of literary experience, and to the development, in particular, of a conception of an imagined ‘Other’ who is (in a sense that will be clarified) embedded within the literary text, a person, that is, to whom one might coherently refer as the “implied author”. For reasons which will emerge in the course of this study, it will be argued that authentic empathy, in its fulfilling explication (in the Steinian sense), is given to the empathising consciousness in the manner of a semblance, and, consonantly, that the phenomenological structure of authentic empathy is characterised in its mature phases by an homological relation to pictureconsciousness. The epistemological significance of literature’s capacities for moral suggestion will be explicated principally in terms of the unfolding of values within the human personality, and in terms of the disclosure of the phenomenal character and structures of virtuous experience. It will be explained why the structure of empathy has implications for the aesthetic value of literature. The question of the relation between aesthetic and ethical value will be clarified. In this context, it will be argued on phenomenological grounds that the appresentation of moral virtue in an implied author could contribute to the aesthetic value of a literary work, although it will also be shown that implied authorial moral virtue could conflict irremediably with other qualities like moral doubt and uncertainty, which may themselves be important sources of aesthetic value. For this reason, the thesis will conclude by challenging the ethicist view that an aesthetically relevant ethical flaw in a literary work must count as an aesthetic flaw. (shrink)

Based on the quarterly data of mutual funds in China from the fourth quarter of 2004 to the fourth quarter of 2019, this paper constructs a series of complex bipartite networks based on the overlapped portfolios of mutual funds and then explores the influences of fund network position on mutual fund’s investment behavior and performance. This paper finds that a mutual fund with shorter information transmission path to other entities in the fund network or with stronger ties with those entities (...) in important information positions will achieve better investment performance. However, a stronger mediating role over the potential information flow of the fund network cannot help a mutual fund increase performance. The empirical results also indicate that a mutual fund holding stock portfolios with high valuation difficulties caused by the market or fundamental information uncertainty will achieve better investment performance, while holding hard-to-value portfolios caused by limited public information will reduce the performance of the fund. Furthermore, high closeness centrality or eigenvector centrality can help mutual funds deal with the disclose problems of public information, thus reducing the likelihood of a mutual fund holding hard-to-value portfolios caused by limited public information to achieve worse performance. Eigenvector centrality brings information advantages about company fundamentals, so it is easier for a mutual fund with high eigenvector centrality to profit from holding hard-to-value portfolios caused by the fundamental information uncertainty. The conclusions of this paper can enhance our understanding of the fund network and its information mechanism and shed new light on mutual fund’s information advantages and related asset allocation strategies. In carrying out cost-benefit or cost-effective analysis, a discount rate should be applied to some kinds of future benefits and costs. It is controversial, though, whether future health is in this class. I argue that one of the standard arguments for discounting (from diminishing marginal returns) is inapplicable to the case of health, while another (favouring a pure rate of time preference) is unsound in any case. However, there are two other reasons that might support a positive discount rate for (...) future health: one relating to uncertainty, and the other relating to the instrumental benefits of improved health. While the latter considerations could be modelled via a discount rate, they could alternatively be modelled more explicitly, in other ways; I briefly discuss which modelling method is preferable. Finally, I argue against the common claims that failing to discount future health would lead to paradox, and/or to inconsistency with the way future cash flows are treated. (shrink)

Nearly a decade ago, I sat in a class entitled, quite simply, “Corporations,” taught by Vijay Prashad at Trinity College. Over the course of the semester, I was amazed at the extent of Prashad’s knowledge, and the complexity and erudition of his style. He has since authored a number of classic books that have gained recognition throughout the world. The Darker (...) Nations , a peoples’ history of the Third World, sent defibrillating shockwaves through an academic world that had almost forgotten the epic scope and historic dignity of the non-aligned movement and post-colonial struggles. In his recent, award-winning work, Arab Spring, Libyan Winter , Prashad delves into his capacious knowledge of the Third World to excavate the discourses and narratives surrounding the upheavals of 2011. “Revolutions have no specific timetable,” states Prashad in the opening line of this exciting and provocative look at contemporary events. Instantly, an atmosphere of suspense emerges. The reader is alerted to the problem of history. Does the making of history then involve a suspension of historical time, or is it a continuous narrative structure into which events must eventually be integrated? Arab Spring, Libyan Winter shows that the answer to the question, “How is history made?” lies just as easily in the asking. The first half of the book works through the events that transpired to bring about the explosive popular uprisings of Arab Spring: Tunisia and Egypt, Yemen and Bahrain. But the events are not put together in a cohesive, chronological fashion. Using an uncommonly gripping style more akin to the folk-story motif of the djeli than to traditionally Orientalist academia, Prashad suspends a given situation, points out its components, and traces back the characters and genealogies that define each link before resuming a narrative. Every moment is an end to itself, and an origin of something different. Thus, the making of history becomes the suspension of its own progress, it’s catastrophic 'stability,' in a process of differentiation through inclusion. Empirically, one might suggest that history is a condition of time, and by extension, of the subject, but history is also an eminent producer of the Subject and her concept of time through memory and narrative. Hence, history is often overdetermined by a dominant narrative of the sovereign. The apparently chaotic composition of Prashad’s historicity is, then, an interstitial morphology of resistance. It illustrates that the time to act for the revolutionary lies in the gaps within the dominant historical realities. It points out the sorties of signifiers constituting nothing in the obliterated ruins of history. Through such illuminations, Arab Spring, Libyan Winter breaks through “the surface of history” to elaborate revolution’s snapping synapses, exploding interruptions and breaches, connecting flows. Messianic Politics It is tempting to think, 'History is either singular, or it is diffuse. It is either one coherent factual narrative, or it is comprised of the aletheia of the multitude.' Yet the reader finds Prashad examining the structure of history on multiple levels. For Prashad, world history is shaped by geographically defined political movements, such as communism or national liberation, with historical agents like the working class for the former and the nationalist militant for the latter. Religion, however, is another matter: “Religion has an unshakable eschatology which a post-utopian secular politics lacks.” Within the telos of religion, there appears on the horizon the image of Benjamin’s thoughts on messianic time—time as “a small fissure in the continuous catastrophe,” a break with history, may contain an ultimate redemption of the human beyond the political power struggle. Succoring the split between geo-political and utopian-religious (messianic) time in the context of Arab Spring, Prashad indicates that the base of “the deep desire and commitment to some form of democracy” is forged by the affinity between eschatological Islamist politics with the People. To think about the Subject of messianic time in the context of the lack of a “coherent timetable” for emancipatory politics, it is perhaps best to return to the modern tradition of Martin Luther King, Jr., whose prefigurative blending of liberation theology and emancipatory politics became most important during his works of 1963, the climactic year of “The Letter from a Birmingham Jail,” the March on Washington, and the bombing of the 16th Street Baptist Church. In “The Letter,” King states the point bluntly: Frankly, I have yet to engage in a direct-action campaign that was “well timed” in view of those who have not suffered unduly from the disease of segregation. For years now I have heard the word “wait!” It rings in the ear of every Negro with piercing familiarity. This “Wait” has almost always meant ‘Never.” We must come to see, with one of our distinguished jurists, that “justice too long delayed is justice denied.” The timing of rebellious action must not be a part of history. It must change history. The kairos appears spontaneous and untimely in its convulsive, shocking presence, yet it is, deeper still, a path, a longue durée , forged through diligent and rigorous praxis. King put a finer point on the path of historic liberation in his declaration in his 1963 speech at Western Michigan University: “[T]ime is neutral.... Somewhere along the way we must see that time will never solve the problem alone but that we must help time. Somewhere we must see that human progress never rolls in on the wheels on inevitability. It comes through the tireless efforts and the persistent work of dedicated individuals who are willing to be co-workers with God. Without this hard work, time itself becomes an ally of the insurgent and primitive forces of irrational emotionalism and social stagnation. We must always help time and realize that the time is always right to do right.” Time, then, exists in “the neutral,” while action must turn to the kairos , not only of taking time, but taking the right time. By turning our relation to time into kairos , we move time from its context within history to a duration between histories—the longue dure?e of Messianic time. The implementation of neutrality in this context suggests a broad space of time to extend through the valley of positive and negative. In Roland Barthes’s lectures from 1978, the neutral takes place in this minimal distance of non-conflict that exists outside of two extremes. It is, in the words of Maurice Blanchot, “the non-general, the non-generic, as well as the non-specific.” For Blanchot, the neutrality of time permeates life as death, impassive and beyond control; such is the neutrality of messianic time, which permeates the charge of history, changing the "I" into the "one." The neutrality of time therefore implicates history in a case against extremism, showing that the work of the radical is not to tend to any particular side, but to have the time to navigate through the terrible terrain of history by altering its course, its patterns and rhythms of movement, connection, sociality. Hence, one does not simply “make history,” one alters the course of history in accordance to “the right time.” The historical path toward emerging power is transmitted as a gesture to the outside of history, against history; a gesture as simple as reaching out. Thus a counterhistory, to use Foucault’s term, is brought forward as the guide of time past a point of no return, a Rubicon, the point where the normal path of history falls to the past. The subject, who must be the only true agent of history, facilitates time through helpfulness, and both the Subject and her history become decentered in relation to one another. Yet history negates the neutrality of time. As Barthes discloses, although the neutral is the “thought and practice of the nonconflictual, it is nevertheless bound to assertion, to conflict, in order to make itself heard.” Engaged with history, time is charged with a destiny, and becomes an opposition. As Prashad insists, “For Arab lands, the events of early 2011 were not the inauguration of a new history, but the continuation of an unfinished struggle that is a hundred years old.” The emergence of the Subject during Arab Spring did not conceive of a new history, but changed the path of history toward a different destiny. “Historical grievances combined with inflationary pressures now met with the subjective sense that victory might be at hand—this was not simply a protest to scream into the wind, but a protest to actually remove autocrats from their positions of authority. The facts of resistance had given way to the expectation of revolutionary change.” The negativity of this charge toward “revolutionary destiny” rendered control, as a positive force, seriously lacking. The lack of control lies in the problem that the Subject is not totally detemporalized or timeless, but untimely in her presence. The Subject is untimely, because her work is visionary, and it is only through such visionary work that the Rubicon can be crossed. Still, the crossing of this border is haunted by anxiety over an impending disaster that lays in wait. It is only through the form of what Benjamin calls divine violence, captivated not with the justice of the means, but the ends—the transformation of history—that a revelation of history’s traumatic foundations can be liberated, and patterns and rhythms of time developed throughout obscured traditions awakened. In this situation, the Subject appears to be outside of right, but setting the state to rights. Because her position is correct, in-so-far as the rebelling subject rebels due to a lack of recognition, her representation appears outside of the norm, which is mistaken as right. Therefore, such visionary work must be carried out through obscured traditions, underground, away from the surveillance of empire. Explaining his method from the start along the lines of Marx’s metaphor of the mole, Prashad insists, “It is the burrowing that is essential, not simply the emergence onto the surface of history.” Arab Spring, Libyan Winter is a book on uncharted networks of time, spread out over the 252 pages like an elaborate spider’s web of passages intertwining with and overwhelming the machinery of the state. Although untimely, Arab Spring was not a flash in the pan, or a Facebook or Twitter revolution. Prashad notes that the government’s suspension of these tools led to further radicalism by furthering communications through face-to-face encounters. In existential terms, Arab Spring might be thought of as a revolution of Being over techne , an uprising of the unchartable, infinite potential of the Other. The name of this Other is found in Chance. The faith of the revolution lies in the proper decentering of the subject, its giving to the Other of time, for only with respect to time does history actually appear on the horizon of the subject, rather than as an imposition. This time of historical agency appears as a moment when anything can happen—a revolutionary truth event where everything comes into question while being realized in its Otherness as a community of the people begins anew in the streets amidst discourse, friendship, reconfigurations of hegemony, and a becoming of a constituent power. Throwing a wrench into the gears of the “cobwebbed tradition” of Orientalism, the decentering of history in Arab Spring, Libyan Winter is a defining quality of its impassioned revolutionary cry. But perhaps the most paradigmatic points of the book emerge from the unexpected voices. To make the connection between the particular manifestations of revolutionary demands to the general historic terms of revolution, Prashad quotes an anonymous young Egyptian in Tahrir Square, who reminds us, “[T]he French Revolution took a very long time so the people could eventually get their rights.” Far from timelessness, the historicization of Arab Spring must exist precisely within the most uncanny appearance of time, as something that does not appear to come from the natural state of time as we know it, but in arriving has completely transformed the way that we understand time. Strange Monsters Revolution is never as simple as a revolt from below against a rusting structure of elites trying to remain in power. As with the French Revolution, Arab Spring consisted of complex familial ties, outside interests, and religious factions fighting alongside, often in awkward juxtaposition to, liberals, working class parties, farmers, and students. It is perhaps because of this historically difficult and incongruous composition that the Arabic word for revolution is thawra , referring to the image of the bull, or thawr , which has religious significance as a pagan deity for the Ancient Semitic tribes and Cartheginians. If Daniel Guérin was correct in saying, “Anarchism and Marxism drink from the same spring,” then it is quite a different oasis that drove the thirsty beast of revolution through what Prashad calls, “the Libyan labyrinth.” Recalling Bataille’s Acéphale, the intestinal labyrinth gains significance as the mode of metabolism and rumination in which, “(the Acephale) has lost himself, loses me with him, and in which I discover myself as him, in other words, as a monster.” Unraveling the discourse of the revolution, the flows of power and hegemony—from Qaddafi’s nationalist coup in 1969 to the wars with Chad from 1978 to 1987, the neoliberal reforms of the 1990s to, finally, the War on Terror—we find that the metabolic process of Libyan Winter ends in the production of oil. In a process of what Prashad calls “involution,” Qaddafi’s bellicose policies, along with his attempts to nationalize Islam together with oil, mutated the source of his power, turning his house against itself. Already a divided nation, with its two major cities on opposite geographic sides of the country, Libya became split between two opposed political powers—liberal reformists and staunch nationalists—as Qaddafi’s political disengagement manifested through what can only be described in psychoanalytic terms as a recursive passage a l’act (mysteriously calling Wikipedia “Kleenex,” declaring that opponents drank hallucinogens with their instant coffee, and so on). Prashad declares, “The mercurial style that Qaddafi adopted was not about his personality alone, but also a leader’s natural response to a system that relied upon power brokers whose own loyalty… did not have any ideological commitment to the system.” As in the case of other nations during Arab Spring, the true expression of revolt was an outward exposition of what had inwardly been happening in microcosmic societies throughout the realm—from indigenous tribes to political parties, for a century, the people, partly motivated by (and in resistance to) economic impositions of development, had been changing the traditional social compositions and participating in what Ruth Wilson Gilmore calls, “the relative autonomy of the movement from the leaders.” It was this empowerment of political reconfigurations taking place under the context of new democratic assemblages that shocked the elites and evoked such a powerful response. Unlike Qaddafi’s awkward policy choices and rants, real acts of power from the West were clear and decisive. Prashad sets the stages of war and diplomacy, far removed from the deserts, mountains, and cities that forged the backdrop of popular politics. Taking place under the now-classic architecture of the “four pillars” of US interests—oil, the War on Terror, Israel, and the circumvention of Iranian hegemony—we find elites rubbing elbows in “Heliopolist cocktail parties and hushed conferences in Kasr al-Ittihadiya” as well as the Concorde-Lafayette hotel in Paris, which provides the setting for a meeting of anti-Qaddafi figures consolidating their power. These scenes are buttressed with the careful portraiture of key historical actors. As Prashad brings the stage of history to life, we find the diplomats and liberals like Frank Wisner, whose career has brought him from Enron in the late 1990s to the Obama Administration, under the aegis of which he was meeting with Mubarak about military support during Arab Spring. We spy the provocateurs, for instance, gauche cavalier , Bernard Henri-Levy, who telephones Sarkozy from Benghazi about the need for more NATO air strikes. We follow the rebel military establishment as it suffers mysterious deaths and even more mysterious assents (like that of apparent CIA cohort, Khalifa Hifter). In each of these intriguing characters, we find different representations of the security state biopolitique: an oil-injected reification that drives Arab Spring from the resentment of rising food prices to the brink of implosion in Libyan Winter. Reminiscent of the scenes of Cold War soirées represented in old Bond films, the aristocratic fight for oil against democracy that was Libyan Winter presents a harsh truth that the new global crisis is simply the continuation of the old history: the global exploitation of capitalism waged against the imagination of the people. As Benjamin laments, “The labyrinth is the right path for the person who always arrives early enough at his destination. This destination is the marketplace.” Yet, “(t)he labyrinth is the habitat of… a humanity (a class) which does not want to know where its destiny is taking it.” Thus, the labyrinth leads, like the desert, only further into itself. As Blanchot explains, “The desert is even less certain than the world; it is never anything but the approach to the desert.” Only the visionary can take time out of the involution toward oblivion. It is here, in this approach to and escape from history, that we find ourselves within Benjamin’s Golgotha, Blanchot’s desert: A space of indeterminate uncertainty where we become familiar only with our own exile. Blanchot writes, “For the moderated and moderate man, the room, the desert, and the world are strictly determined places. For the man of the desert and the labyrinth, devoted to the error of a journey necessarily a little longer than his life, the same space will be truly infinite, even if he knows that it is not, all the more so since he knows it.” The desert, as allegory, provides an eschatology, a mortality in the destiny of Arab Spring. But any allegory of nature might lead to a labyrinthine eschatology (for example, in Bachelard, the forest presents "a limitless world"); the prescience of the untimely is always an uncanny acceptance of the infinite within the finite—the outside of what is understood. Transgenerational and occupied with the image of the future, the untimely makes otherness its home as it proceeds toward liberation. In the work of helping time navigate this dangerous passage of history, Prashad illustrates that the more violent break with history may have occurred in the peaceable struggles of Tahrir Square, and not in the military clashes of Qaddafi with his former Generals who defected to the CIA and NATO countries. It might be possible to suggest, then, that in the case of Tunisia and Egypt, the historical subject of the people was drawn together in a Dionysian dance of different rhythms in the marvelous realm of the ancients, while we fear that the case of Libya suggests an Apollonian future where time, itself, may lay dying under the machinic hand of history. The properly Nietzschean inversion would follow: time is dead, for history has killed it. Yet, if time is dead, struck down in Golgotha, exposed in the desert, mauled by the thawra , it is only in the present sense that it is rendered impossible outside of the context into which the untimely has thrown us. Thus, if history becomes an art of revolution, life as being-towards-death (death as the provocation of the neutrality of time) becomes what Benjamin calls “the allegory of resurrection” through the glorious ruins of history. Prashad ends his work with a rousing finale: “The time of the impossible has presented itself. In Egypt, where the appetite for the possibilities of the future are greatest, the people continue to assert themselves into Tahrir Square and other places, pushing to reinvigorate a Revolution that must not die… For them the slogan is simple: Down with the Present. Nowadays ethnographers rarely search for a stable or original form of cultures; they are usually more concerned with revealing how local communities respond to historical change and global influences. The burgeoning literature on transnational flows of ideas, (...) global institutions, and cultural mixture reflects this shift of attention. This increased awareness of cultural interpenetration has, furthermore, been instrumental in the critique of earlier conceptions of "culture" that cast it as too stable, bounded, and homogeneous to be useful in a world characterized by migrations (voluntary or forced), cheap travel, international marketing, and telecommunications. 1 Contemporary social theory has accordingly turned to focus on phenomena such as globalization, transnational nationalism, and the situation of diaspora communities. In this body of literature the word syncretism has begun to reappear alongside such related concepts as hybridization and creolization as a means of portraying the dynamics of global social developments.In what follows I consider some current attempts to theorize mixture before turning to examine the suitability, or not, of the terms listed above. Anthropologists and other social scientists have expressed ambivalence about all three terms--syncretism, hybridity, and creolization. I discuss these reservations before presenting a genealogical consideration of the single term syncretism. My purpose in considering the history of syncretism up to the present is not to enforce a standard usage confined to the domain of religion; nor is it my goal to promote syncretism to a position of primus inter pares in the company of all other terms for mixture. I see my approach instead as an attempt to illustrate historically that syncretism has an objectionable but nevertheless instructive past. If this past can be understood, then we are in a position to consciously reappropriate syncretism [Shaw and Stewart 2] and set the ethnographic study of cultural mixture on new tracks.This might seem too minimalist to readers who currently have no reservations about the term, but many anthropologists, on both sides of the Atlantic, have personally expressed to me strong reservations about ever employing the word syncretism. If asked why they hold this view, they are often unable to articulate a specific reason. Some, however, did express one or both of the following objections: (1) syncretism is a pejorative term, one that derides mixture, and/or (2) syncretism presupposes "purity" in the [End Page 40] traditions that combine. Both of these reservations will be considered below, but it is the broad disagreement within the anthropological community on the appropriateness of the very term syncretism that has stimulated this inquiry. Such ambivalence reflects basic uncertainties about how to conceptualize cultural mixture. Current Discussions of Mixture Cultures, if we still wish to retain this term (and I do), are porous; they are open to intermixture with other, different cultures and they are subject to historical change precisely on account of these influences. 2 This has no doubt always been the case. Certainly decolonization and the entry into a postmodernity where master narratives of purity and homogeneity are vulnerable to doubt have contributed to valorizing recognitions of mixture where formerly they had been stigmatized as inauthentic and hence uninteresting for anthropological study. Research in the Caribbean, in Sidney Mintz's view, started relatively late precisely because this region "was considered theoretically unfruitful... its peoples supposedly lacked culture, or were culturally bastardized" [303].Cultural borrowing and interpenetration are today seen as part of the very nature of cultures [Glissant 140-41; Rosaldo, Foreword xv]. To phrase it more accurately, syncretism describes the process by which cultures constitute themselves at any given point in time. Today's hybridization will simply give way to tomorrow's hybridization, the form of which will be dictated by historico-political events and contingencies. In examining cultural hybridity, writers such as Edward Said and James Clifford [Predicament 14-15] have lifted syncretism out of the framework of acculturation. Power distance, individualism and masculinity were found to explain a significant portion of the variance in perceived corruption. A significant portion of country''s risk, trade flow with U.S.A., foreign investment, and per capita income was explained by perceived corruption.

Jonsen stated, “The technological imperative begins to rule clinical decisions: if a technology exists, it must be applied. Patients... are moved to higher and higher levels of care, finally becoming enmeshed in a tangle of tubes that extinguish their identity and needs as persons.” In this case the conflict created by the parental demand for the utilization of (...) technology, extracorporeal support in a neonate will be explored.I was consulted in the care of a newborn with a right–sided congenital diaphragmatic hernia (CDH). In this anomaly the diaphragm, the muscular partition that separates the abdomen and the thorax, forms incompletely, and the viscera migrate up into the chest compressing the developing lung, shifting the medistinum and heart and compressing the contralateral lung. The resulting lung maldevelopment is termed pulmonary hypoplasia. The maldevelopment of the lungs in CDH is variable with the most severe forms resulting in neonatal death. This congenital anomaly is associated with 55% survivability; the poor prognosis is due to the pulmonary hypoplasia. In addition to pulmonary hypoplasia, there is the association of pulmonary hypertension with CDH. Pulmonary hypertension is a condition where the vascular resistance in the lung is high with reduced blood flow within the lung. The physiologic consequence of pulmonary hypertension is hypoxemia, oxygen deficiency in the blood, and reduced oxygen delivery to all organs. Unlike severe pulmonary hypoplasia, pulmonary hypertension is reversible. When an infant with CDH is born and deteriorates due to respiratory failure it can be difficult to determine whether the respiratory failiure is due to pulmonary hypoplasia or pulmonary hypertension. Extracorporeal membrane oxygenation (ECMO) is indicated in the management of reversible respiratory and, or cardiac failure. In the case of neonates with CDH, ECMO addressess the reversible component of the respiratory failure, the pulmonary hypertension. The respiratory failure due to severe pulmonary hypoplasia is not reversible; ECMO is not indicated. There are established criteria to guide the determination of which infant is a candidate for ECMO. Depending upon the ECMO center, the stringency can vary.In this case, the baby had significant respiratory failure with impairment in both oxygenation, hypoxia, and ventilation–the elimination of carbon dioxide, hypercapnea. The neonatologist spoke with the mother who stated that she wanted “everything done” including ECMO in the management [End Page 22] of her baby. When the neonatologist consulted me to put the baby on ECMO I expressed my concern that this infant had irreversible respiratory failure due to pulmonary hypoplasia. And simply from a technical aspect, I could not guarantee that ECMO would “work”. When an infant is “cannulated” for extracorporeal support, cannulas are inserted to allow for the drainage of blood into the ECMO circuit, the blood oxygenated and the carbon dioxide is cleared, and the blood is then returned to the infant. The majority of diaphragmatic hernias are on the left and when the CDH is on the right side, the right heart may be compressed by the viscera in the chest, and venous drainage into the ECMO circuit may be impaired. When this is encountered, the next step in the management algorithm is to fix the hernia–reduce and return the viscera within the chest to the abdomen and eliminate the visceral compression of the right heart. The neonatologist shared my concern and also reiterated that this baby’s mother wanted “everything done”. I had little uncertainty as to the etiology of the respiratory failure in this baby. In meeting the mother’s demands I then suggested that the hernia be repaired first, and if there was improvement in the hypoxia and hypercapnea, then give the baby the benefit of the doubt that there is a component of reversibility to the respiratory failure and then proceed with ECMO cannulation. The neonatologist agreed with this suggested plan.I then went to talk with the baby’s mother. I explained my concerns that based on the profound hypercapnea on the arterial blood gases that the baby’s respiratory failure was due to pulmonary hypoplasia and not reversible with extracorporeal support. This article analyzes the Turkish central bank's “managed uncertainty” policy after the global financial crisis. During 2010–14, the central bank intentionally generated uncertainty around short-term interest rates, using the level of predictability faced by financiers as a tool to buffer the domestic economy from volatile capital flows. How did the central bank implement this unconventional policy? Building on interview data and public texts, the article argues that the surge in capital inflows after the crisis sourced a debt-led, financialized (...) economic growth model and deepened Turkey's reliance on external financing. The central bank could diverge from the financial sector's policy preferences despite Turkey's increased foreign capital dependence because the availability of low-cost, ample, private funding opportunities temporarily expanded policymakers’ room to maneuver. However, operating vis-à-vis an unsustainable growth regime, the central bank had to revert to orthodoxy in 2014 due to declining investor confidence and capital flight. This article contributes to the literature on the structural power of finance by demonstrating how finance derives its structural power from funding financialized growth, not productive investments. It also shows that financial structural power varies based on the source and cost of external financing beyond the degree of foreign capital dependence. (shrink)
